UM, BEFORE WE GET GET STARTED, I WANNA BE ABLE TO, UH, JUST GO OVER SOME OF THE FUNDAMENTALS OF THE PROGRAM IN TERMS OF THE EXPENSES AND ASSISTANCE THAT WE COVER.

I THINK IT MIGHT BE GOOD FOR SOME, SOME OF THE, OF THE NEWER JUDGES TO KIND OF JUST HEAR AN OVERVIEW.

UM, BUT BASICALLY WHAT WE DO WHEN WE'RE FACTORING IN COSTS IS WE BASICALLY ASK OURSELVES, IS THIS REQUEST PERTINENT TO THE NINE, TO THE DELIVERY OF THE 9 1 1 CALL? UM, THAT IS SOMETHING THAT THE COMMISSION ASK US, AND THAT'S SOMETHING THAT WE, YOU KNOW, CAN NEGOTIATE BACK AND FORTH, BACK AND FORTH IN TERMS OF, IS IT, IS IT PERTINENT TO THAT? UM, IT IS EASIER IF I START OFF WITH WHAT WE CAN'T COVER.

THAT CAD SYSTEM IS BASICALLY A SYSTEM IN A MAPPING THAT LETS THE OFFICER KNOW, WHAT'S THE 9 1 1, WHAT'S THE DISPATCH TELLS 'EM WHERE TO GO.

THEY HAVE A CAD SYSTEM, SO THAT IS IN THEIR VEHICLE THAT WILL TELL THEM THE MAP OF WHERE TO GO.

UM, THAT PARTICULAR SYSTEM, SYSTEM HAS TO BE SEPARATE FROM OUR MAPPING, WHICH SHOWS THE DISPATCH OF WHERE THE CALL POPS UP.

I KNOW THAT SOUNDS VERY LIKE SPLITTING HAIRS, BUT THE STATE IS VERY STRICT ON THAT.

UM, A LOT OF TIMES WHAT WHAT IT REQUIRES IS IF WE HAVE A MAP ON THE PSAP SIDE AND YOU HAVE A SEPARATE CA CA, THERE HAS TO BE A CROSSOVER.

SO THAT WAY THE MAP CAN SHOW UP

BUT YOU CAN'T HAVE SUPERVISOR TRAINING OR MENTAL HEALTH ASSISTANCE OR TRAINING FOR DISPATCHERS.

THEY DON'T BELIEVE THAT THOSE TYPES OF CLASSES, WHICH ARE REALLY WHAT A LOT OF DISPATCHERS REQUEST.

UM, THEY DON'T BELIEVE THAT THOSE COURSES ARE TIED TO THE 9 1 1 CALL.

UM, THEY'VE MADE SOME CHANGES, CHANGES OVER THE PAST YEAR, BUT, BUT YOU KNOW, WE START TO SEE THE DIVISION OF THE TRAINING.

WE CAN, YOU KNOW, UH, PAY FOR PAY FOR THE TRAINING.

WE CAN'T.

UM, SO THAT'S, THOSE ARE THE THINGS THAT, THINGS THAT WE CAN'T COVER.

UM, SOME EXAMPLES OF WHAT WE DO COVER A PORTION OF, UM, SHARED ITEMS, ITEMS, UH, LIKE A, A GENERATOR SUCH AS WHAT MR. RAF MENTIONED, THE GENERATOR FOR, FOR ACOG, WE ARE COVERING FOR 50% OF THAT, UM, THE AC, UM, TO A ELECTRICAL ROOM.

UM, THOSE HAVE TO HAVE A DEDICATED AC IF THE COUNTY, THE WAY IT HAS SET UP HAS MULTIPLE RACKS OF EQUIPMENT IN THERE FOR OTHER PURPOSES, NOT JUST FOR 9 1 1, THEN THAT HAS TO BE A COST SHARE THING.

UM, BUT IT IS, IT'S SOMETHING THAT, YOU KNOW, WE CAN COVER.

UM, THE OTHER THING IS, UH, ANY KIND OF SOFTWARE UPGRADES FOR MEDICAL DISPATCH.

UM, YOU KNOW, SOME COUNTIES, COUNTIES HAVE REQUIRED MORE SOFTWARE.

OTHER, OTHER THAN GOING THROUGH MONTGOMERY COUNTY HOSPITAL DISTRICT IS A SERVICE WHERE THE DISPATCHER NEEDS SPECIFIC 9 1 1 DIRECTIONS FOR MEDICAL AND PRE-ARRIVAL TO HOSPITAL.

THEY TIE IN MONTGOMERY COUNTY DISPATCH.

AND MONTGOMERY COUNTY WILL PROVIDE ANY KIND OF DIRECTION FOR THE DISPATCHER TO, TO RELAY, OVERLAY IT DIRECTLY TO THE 9 1 1 CALLER.

THAT IS A, A BASIC, YOU KNOW, MEDICAL DISPATCH THAT IS AVAILABLE THROUGHOUT THE WHOLE STATE.

AND THAT IS SOMETHING THAT SEASIDE DOES PAY FOR.

HOWEVER, SOME COUNTIES HAVE DECIDED TO HAVE A MORE PERSONALIZED, UH, DISPATCH SYSTEM CALLED POWER PHONE.

UH, GILLESPIE COUNTY IS ONE.

UM, WE ARE HAVING, I BELIEVE WILSON COUNTY IS GOING TO BE GOING INTO POWER PHONE.

AND SO OF THE SOFTWARE INITIATION, WE PAY 50% OF THAT.

THEN AFTER THAT, WE COVER ALL THE OTHER COSTS, UH, TIED TO IT BECAUSE THE MEDICAL DISPATCH IS PERTINENT TO THE 9 1 1 CALL.

UM, OTHER THAN THAT, THE COST COST WE COVER A HUNDRED PERCENT, UH, OF IS OF COURSE THE EQUIPMENT IN THE FRONT ROOM.

WHEN I REFER TO THE FRONT ROOM, I REFER TO WHERE THE ACTUAL, UH, DISPATCHER SITS.

THE, THE CONSOLE, UM, THE COMPUTER MONITORS EVERYTHING, THE HEADSETS, UM, EVERYTHING THAT IS REQUIRED TO DO THE JOB.

THE ONLY EXCEPTION TO THAT, BELIEVE IT OR NOT, ARE CHAIRS.

I MEAN, TO START UP ABOUT MAYBE 20 TO 30,000.

UM, AND SO I THINK, SO I THINK THAT IN CEX MINDSET IS THEY'RE NOT GONNA WANNA COVER THAT OR ALL OF THAT.

IF, IF THERE'S AN OPTION FOR THE, THE LESS COSTLY MONTGOMERY HOSPITAL, UH, OPTION.

SO THAT'S MY, THAT'S MY THOUGHT IS THAT THEY'RE NOT, THEY'RE SLOWLY NOT COVERING THE ITEMS THAT ARE, UM, EXPENSIVE.

UM, BUT I'LL GO AHEAD AND GET STARTED ON ITEM A, I DECIDED TO GIVE YOU YOU AN OVERVIEW OF, OF WHAT WE WERE ABLE TO ACCOMPLISH IN 20 20 20 AND 2021, UM, JUST FOR YOU TO BE MORE FAMILIAR WITH IT.

AND GRANTED, THOSE, THOSE YEARS WERE, YOU KNOW, STILL RECOVERING FROM, FROM COVID.

UM, DESPITE THAT, YOU WANNA REALLY, I WROTE MY STAFF, UM, AND MYSELF, I'LL THROW, THROW MYSELF IN THERE, BUT WE, WE WEREN'T ABLE TO ACCOMPLISH SO MUCH WHEN I STARTED LISTING THIS OUT.

THE BACK ROOM IS RACKS THE RACKS OF EQUIPMENT IN THE ROUTERS THAT ENABLE FOR THE NETWORK TO STAND UP.

SO THAT'S THE BACK, BACK ROOM.

AND THE FRONT ROOM, OF COURSE, IS WHERE THE DISPATCHERS SIT.

SO THAT WAS A BIG FEED IN ITSELF.

WE WERE REPLACING BOTH OF THOSE.

UM, WE UPGRADED TONS OF EQUIPMENT, THE ROUTERS, FIREWALLS.

WE, UH, SWITCHED OVER FROM VERIZON LTE BACKUP WIRE WIRELESS THAT KICKS IN BASICALLY WHEN THERE'S ANY TYPE OF FIBER CUT OR ANY KIND OF, YOU KNOW, SITUATION THAT OCCURS.

UM, BERA COUNTY HAD A LOT OF ISSUES WITH THAT WHEN WE WERE ON VERIZON.

WE HAVE IT ON, UH, AT AND T NOW, AND IT SEEMS TO BE WORKING.

UM, BUT JUDGE EVANS WILL LET US, US KNOW IF IT'S NOT.

BUT WE HAVE HAD REPORTS, SO IT, SINCE SWITCHING FROM VERIZON TO AT&T THAT IT'S BEEN A LOT BETTER IN TERMS OF CONTINUING, CONTINUING THE, UH, NETWORK BASIS.

UM, WE ALSO WERE ABLE TO UPGRADE THE UPS, UH, WHICH THE UPS IS, IS A BACKUP BATTERY THAT WILL HOLD A PIECE UP FOR AT LEAST TWO TO THREE HOURS, JUST DEPENDING ON HOW MUCH IS LOADED ON.

UM, AND AGAIN, THE, THE UPS, WHEN WE PURCHASED THE U PS FOR 9 1 1 ONLY THE 9 1 1 CAN BE CONNECTED, CONNECTED TO THAT UPS.

WE HAVE HAD INSTANCES WHERE SOME COUNTIES MIGHT TRY TO CONNECT TO THE UPS, UM, MAYBE THE SAME EQUIPMENT, EQUIPMENT THAT'S ON THAT RACK, AND OUR TECHNICIANS END UP LETTING US KNOW.

AND THEN WE, WE JUST GET INTO THE CONVERSATION OF, YOU KNOW, IF WE CAN HAVE IT SEPARATED, UM, TO GET THAT OFF.

BUT, UM, THE UPSS, IT DEPENDS ON HOW MUCH IS LOADED ON IT, BUT IT SHOULD HOLD FOR ABOUT THREE HOURS AT THE MAX.

UM, IN DOING THAT, WE WERE ABLE TO RELOCATE OUR HOST A, UM, FROM WETMORE OF THE PUBLIC SAFETY DIVISION, WHERE WE'RE LOCATED OVER THERE TO TIGHTEN.

AT THE SAME TIME, WE WERE REMOVING OUR HOST BE FROM VENERA COUNTY TO BEAR METRO.

UM, SO THOSE TWO PROJECTS ITSELF WERE IN CONJUNCTION WITH THE EQUIPMENT REPLACEMENT.

ALTHOUGH THEY WERE VERY DIFFICULT TO COORDINATE AND TO GET, GET LOCKED DOWN, IT, IT WAS VERY NECESSARY.

I WOULD SAY IT SAVED US A LOT OF TIME AND MONEY, UM, IN THE PROCESS.

UM, AND OF COURSE, AT THAT TIME WE ALSO DID KICK UP THE REGIONAL ENE, WHICH, WHICH, IF YOU'RE NOT FAMILIAR WITH THE, UH, REGIONAL ENE, THAT THAT BASICALLY ALLOWS FOR, UH, 9 1 1 CALLS TO BE ANSWERED ANYWHERE IN THE STATE.

SO THERE WAS A GOAL THAT WE HAD TO SIGN ON TO THE ES NET.

AND THERE'S, UM, IT'S NOT JUST SIGNING ON.

THERE'S EQUIPMENT THAT IS INSTALLED, THERE'S DATA.

UM, YOU HAVE TO GET YOUR MAP AT A CERTAIN PERCENTAGE OF DATA BECAUSE NOW THE NINE ONE ONE CALL WHEN IT ROUTES THROUGH THE ES NET, USES THE MAP, UM, UM, TO LOCATE THE CALL AS WELL.

SO THE, THE DEADLINE DEADLINE WAS AUGUST, THIS AUGUST OF 2023.

AND WE WERE ABLE TO CUT OVER, UH, SEPTEMBER 27TH, SEVENTH 21.

SO WE WERE BUMPED UP THE LIST LIST BECAUSE OUR DATA WAS, WAS IN BETTER SHAPE THERE.

THERE WERE A LOT OF COGS THAT WERE TAKEN BACK, UM, YOU KNOW, BY THE, BY THE REQUIREMENTS OF THE ETZ NET.

BUT BECAUSE WE MET THE REQUIREMENTS FOR OUR DATA SIDE, WE WERE ABLE TO GET BUMPED UP ON THE LIST.

SO WE WERE REALLY, REALLY PROUD, PROUD OF THAT, AND REALLY HAPPY, OBVIOUSLY, THAT WE MADE THE DEADLINE, UH, TWO YEARS IN ADVANCE.

THE OTHER THING WE DID IS WE ESTABLISHED THE TELECOMMUNICATION SERVICE PRIORITY.

UM, BASICALLY THIS IS THE FEDERAL PROGRAM THAT COMMUNICATES DOWNWARD TO THE STATE AND TO CPS.

UM, SO BASICALLY THAT LET'S THE FEDERAL GOVERNMENT KNOW THAT WE HAVE 9 1 1 CIRCUITS IN PLACE PLACED IN THIS BUILDING.

UM, AND IT GIVES A PRIORITY TO BE A SPECIAL CODE, AND IT GIVES A PRIORITY TO

BE RESTORED AND WORKED ON AS SOON AS POSSIBLE IF THERE IS AN OUTAGE.

UM, SO WE'VE USED THE TSP CODES, UM, SEVERAL TIMES BEFORE, BUT WE WERE ABLE TO REALLY LOCK IT DOWN WITH THIS ADDRESS.

SO NOW IT'S FEDERALLY RECOGNIZED, RECOGNIZED AS A 9 1 1 BUILDING BUILDING.

UM, YOU KNOW, THEY HAD, THEY HAD SOME DELAYS ON THEIR SIDE IN TERMS OF THE STAFF AVAILABLE TO WORK ON THE ERROR RESOLUTION.

BUT BASICALLY IT WAS ALLEVIATING THE WORKLOAD ON THE COUNTY DATA PERSONNEL.

CSEC IRONICALLY WILL COVER ONLINE SUBSCRIPTIONS.

UM, AND AS LONG AS THE BASIC COURSES ARE ON THERE, UM, IF THEY HAPPEN TO TAKE A SUPERVISORY COURSE, THEN IT STILL HAPPENS.

IT'S PART OF THE SUBSCRIPTION.

UM, SO WE CAN'T DIRECTLY PAY FOR THAT MENTORING AND, YOU KNOW, OTHER TYPE OF MENTAL HEALTH FOR TELECOMMUNICATORS, BUT WE CAN'T PAY FOR AN ONLINE SUBSCRIPTIONS.

SO WE WERE ABLE TO FIND THAT.
