Database Maintenance E. 9-1-1 Location Verification Calls F. Call Volume Updates by County G. Other Initiatives] REPORTS. ITEM NUMBER SIX, CONSIDER AND ACT UPON THE RECOMMENDATION TO 9 1 1 PROGRAM ACTIVITIES. UH, WE HAVE THE OVERVIEW, THE 20 24, 20 25 STRATEGIC PLAN, INTERLOCAL AGREEMENTS, DATABASE, MAINTENANCE, MAINTENANCE, NINE ONE ONE, LOCATION VERIFICATION CALLS, CALL VOLUME, UPDATES BY COUNTY AND OTHER, UH, INITIATIVES. GOOD MORNING, JUDGE. UH, THANK YOU FOR STAYING AND, UH, LISTENING TO THIS REPORT. UM, BEFORE WE GET GET STARTED, I WANNA BE ABLE TO, UH, JUST GO OVER SOME OF THE FUNDAMENTALS OF THE PROGRAM IN TERMS OF THE EXPENSES AND ASSISTANCE THAT WE COVER. I THINK IT MIGHT BE GOOD FOR SOME, SOME OF THE, OF THE NEWER JUDGES TO KIND OF JUST HEAR AN OVERVIEW. AND IT'S ACTUALLY PRETTY, IT'S A LOT MORE SIMPLE THAN YOU THINK. UM, BUT BASICALLY WHAT WE DO WHEN WE'RE FACTORING IN COSTS IS WE BASICALLY ASK OURSELVES, IS THIS REQUEST PERTINENT TO THE NINE, TO THE DELIVERY OF THE 9 1 1 CALL? UM, THAT IS SOMETHING THAT THE COMMISSION ASK US, AND THAT'S SOMETHING THAT WE, YOU KNOW, CAN NEGOTIATE BACK AND FORTH, BACK AND FORTH IN TERMS OF, IS IT, IS IT PERTINENT TO THAT? UM, IT IS EASIER IF I START OFF WITH WHAT WE CAN'T COVER. UM, AND THAT LIST IS, IS SHORT, BELIEVE IT OR NOT. UM, ONE OF THE THINGS WE CAN'T COVER ARE PERSONNEL COSTS. SO THAT'S PERSONNEL FOR DISPATCH AND FOR MAPPING ON THAT SIDE. UM, THE SECOND THING THAT WE CANNOT COVER IS THE COMPUTER AIDED DISPATCH. UM, AND IF YOU'RE NOT, I'M NOT FAMILIAR WITH THE, WITH THE CAD SYSTEM. THAT CAD SYSTEM IS BASICALLY A SYSTEM IN A MAPPING THAT LETS THE OFFICER KNOW, WHAT'S THE 9 1 1, WHAT'S THE DISPATCH TELLS 'EM WHERE TO GO. THEY HAVE A CAD SYSTEM, SO THAT IS IN THEIR VEHICLE THAT WILL TELL THEM THE MAP OF WHERE TO GO. UM, THAT PARTICULAR SYSTEM, SYSTEM HAS TO BE SEPARATE FROM OUR MAPPING, WHICH SHOWS THE DISPATCH OF WHERE THE CALL POPS UP. I KNOW THAT SOUNDS VERY LIKE SPLITTING HAIRS, BUT THE STATE IS VERY STRICT ON THAT. UM, A LOT OF TIMES WHAT WHAT IT REQUIRES IS IF WE HAVE A MAP ON THE PSAP SIDE AND YOU HAVE A SEPARATE CA CA, THERE HAS TO BE A CROSSOVER. SO THAT WAY THE MAP CAN SHOW UP [00:05:01] ON BOTH SIDES, THE SAME MAP. I KNOW WE'RE, WE'RE TRYING TO RESOLVE, UH, I THINK IN WILSON COUNTY, UH, YOU KNOW, LETTING, LETTING THEM KNOW BASICALLY WHAT WE NEED TO DO TO BE ABLE TO GET THE MAPS TO READ THE SAME. UM, SO I KNOW THAT COULD, THAT CAN BE CONFUSING, BUT THAT IS THING, THING THAT CANNOT BE COVERED, BE COVERED. ANOTHER THING OF COURSE, IS BUILDING CONSTRUCTION FOR THE PSAP. UM, WE CAN COVER, COVER THINGS LIKE ELECTRICAL WORK, UM, YOU KNOW, MAYBE MINOR OF, YOU KNOW, MOVING, MOVING THE FURNITURE, THINGS OF THAT NATURE. ANYTHING ELECTRICAL WE CAN, BUT WE CAN COVER. BUT THE ACTUAL BUILDING AND CONSTRUCTION WE CAN'T COVER. UM, SO BELIEVE IT OR NOT, NOT ON ON THE LIST OF THAT. UM, THERE'S CERTAIN TRAININGS WE CAN'T COVER FOR DISPATCH AS WELL. UM, THE STATE HAS KIND OF WILL IT DOWN TO SAY THIS TRAINING IS PERTINENT TO THE DELIVERY OF THE NINE ONE ONE CALL TO EDUCATE THEM. BUT YOU CAN'T HAVE SUPERVISOR TRAINING OR MENTAL HEALTH ASSISTANCE OR TRAINING FOR DISPATCHERS. THEY DON'T BELIEVE THAT THOSE TYPES OF CLASSES, WHICH ARE REALLY WHAT A LOT OF DISPATCHERS REQUEST. UM, THEY DON'T BELIEVE THAT THOSE COURSES ARE TIED TO THE 9 1 1 CALL. UM, THEY'VE MADE SOME CHANGES, CHANGES OVER THE PAST YEAR, BUT, BUT YOU KNOW, WE START TO SEE THE DIVISION OF THE TRAINING. WE CAN, YOU KNOW, UH, PAY FOR PAY FOR THE TRAINING. WE CAN'T. UM, SO THAT'S, THOSE ARE THE THINGS THAT, THINGS THAT WE CAN'T COVER. UM, SOME EXAMPLES OF WHAT WE DO COVER A PORTION OF, UM, SHARED ITEMS, ITEMS, UH, LIKE A, A GENERATOR SUCH AS WHAT MR. RAF MENTIONED, THE GENERATOR FOR, FOR ACOG, WE ARE COVERING FOR 50% OF THAT, UM, THE AC, UM, TO A ELECTRICAL ROOM. UM, THOSE HAVE TO HAVE A DEDICATED AC IF THE COUNTY, THE WAY IT HAS SET UP HAS MULTIPLE RACKS OF EQUIPMENT IN THERE FOR OTHER PURPOSES, NOT JUST FOR 9 1 1, THEN THAT HAS TO BE A COST SHARE THING. UM, BUT IT IS, IT'S SOMETHING THAT, YOU KNOW, WE CAN COVER. UM, THE OTHER THING IS, UH, ANY KIND OF SOFTWARE UPGRADES FOR MEDICAL DISPATCH. UM, YOU KNOW, SOME COUNTIES, COUNTIES HAVE REQUIRED MORE SOFTWARE. OTHER, OTHER THAN GOING THROUGH MONTGOMERY COUNTY HOSPITAL DISTRICT IS A SERVICE WHERE THE DISPATCHER NEEDS SPECIFIC 9 1 1 DIRECTIONS FOR MEDICAL AND PRE-ARRIVAL TO HOSPITAL. THEY TIE IN MONTGOMERY COUNTY DISPATCH. AND MONTGOMERY COUNTY WILL PROVIDE ANY KIND OF DIRECTION FOR THE DISPATCHER TO, TO RELAY, OVERLAY IT DIRECTLY TO THE 9 1 1 CALLER. THAT IS A, A BASIC, YOU KNOW, MEDICAL DISPATCH THAT IS AVAILABLE THROUGHOUT THE WHOLE STATE. AND THAT IS SOMETHING THAT SEASIDE DOES PAY FOR. HOWEVER, SOME COUNTIES HAVE DECIDED TO HAVE A MORE PERSONALIZED, UH, DISPATCH SYSTEM CALLED POWER PHONE. UH, GILLESPIE COUNTY IS ONE. UM, WE ARE HAVING, I BELIEVE WILSON COUNTY IS GOING TO BE GOING INTO POWER PHONE. AND SO OF THE SOFTWARE INITIATION, WE PAY 50% OF THAT. THEN AFTER THAT, WE COVER ALL THE OTHER COSTS, UH, TIED TO IT BECAUSE THE MEDICAL DISPATCH IS PERTINENT TO THE 9 1 1 CALL. UM, OTHER THAN THAT, THE COST COST WE COVER A HUNDRED PERCENT, UH, OF IS OF COURSE THE EQUIPMENT IN THE FRONT ROOM. WHEN I REFER TO THE FRONT ROOM, I REFER TO WHERE THE ACTUAL, UH, DISPATCHER SITS. THE, THE CONSOLE, UM, THE COMPUTER MONITORS EVERYTHING, THE HEADSETS, UM, EVERYTHING THAT IS REQUIRED TO DO THE JOB. THE ONLY EXCEPTION TO THAT, BELIEVE IT OR NOT, ARE CHAIRS. UH, FOR SOME REASON WE CANNOT COVER CHAIRS. CHAIRS. UM, YOU KNOW, WE, WE WERE ABLE TO COVER, YOU KNOW, A A PORTION OF CHAIRS AT ONE POINT, BUT NOW IT'S TO THE POINT WHERE WE CAN'T COVER A CHAIR, EVEN THOUGH IT'S NOT LIKE THE DISPATCHER CAN DO THAT JUST STANDING UP. STANDING UP. SO WHO DETERMINED? THE COMMISSION DETERMINES WHAT'S ALLOWABLE. IT'S NOT LEGISLATIVE BE DETERMINED, IS IT? IT'S, IT'S, IT'S CSEC. IT'S CSEC THE BOARD. MM-HMM. , IT'S SOMETHING THAT WE, WE ASKED, UH, YOU KNOW, NOT TOO LONG AGO FOR THEM TO REVISIT, UM, BECAUSE THAT SEEMS LIKE SOMETHING THAT IT, IT IS A NEED, BUT, UH, THEY HAVE, UH, JUST STATED THAT, YOU KNOW, THEY, THEY'RE DECLINING TO KIND OF ENTERTAIN ANY OTHER, UH, REQUEST FOR CHAIRS AT THIS TIME. UM, AND BELIEVE IT OR OR NOT, THE DISPATCH CHAIRS, UM, THEY CAN, CAN BE PRETTY EXPENSIVE. MY THOUGHT IS THAT SOME OF THE BOOKS THAT I TELL YOU THAT CSAC HAS SAID THAT WE CAN'T COVER ARE BECAUSE OF THE EXPENSE SUCH AS THE MEDICAL DISPATCH POWER PHONE THAT CAN RUN, UM, ANYWHERE. I MEAN, TO START UP ABOUT MAYBE 20 TO 30,000. UM, AND SO I THINK, SO I THINK THAT IN CEX MINDSET IS THEY'RE NOT GONNA WANNA COVER THAT OR ALL OF THAT. IF, IF THERE'S AN OPTION FOR THE, THE LESS COSTLY MONTGOMERY HOSPITAL, UH, OPTION. SO THAT'S MY, THAT'S MY THOUGHT IS THAT THEY'RE NOT, THEY'RE SLOWLY NOT COVERING THE ITEMS THAT ARE, UM, EXPENSIVE. [00:10:03] SO, UM, OTHER THAN THAT, YOU KNOW, WE, OUR PROGRAM COVERS ALL THE BILL, ALL THE BILLS FOR NETWORK, UM, ALLEGED BOARD SUPPLIES FOR DISPATCH. EVERYTHING ELSE IS PRETTY MUCH COVERED. UM, SO I WANTED TO BE ABLE TO GIVE YOU THAT OVERVIEW. UM, JUST BEFORE WE GET INTO SOME OF THE OTHER, UH, PROGRAM ITEMS ON THIS REPORT. UM, BUT I'LL GO AHEAD AND GET STARTED ON ITEM A, I DECIDED TO GIVE YOU YOU AN OVERVIEW OF, OF WHAT WE WERE ABLE TO ACCOMPLISH IN 20 20 20 AND 2021, UM, JUST FOR YOU TO BE MORE FAMILIAR WITH IT. AND GRANTED, THOSE, THOSE YEARS WERE, YOU KNOW, STILL RECOVERING FROM, FROM COVID. UM, DESPITE THAT, YOU WANNA REALLY, I WROTE MY STAFF, UM, AND MYSELF, I'LL THROW, THROW MYSELF IN THERE, BUT WE, WE WEREN'T ABLE TO ACCOMPLISH SO MUCH WHEN I STARTED LISTING THIS OUT. UM, IT WAS A BIG YEAR BECAUSE WE DID GET, UH, EQUIPMENT MONEY. SO WE HAD TO SPEND 1.2 MILLION ON UPGRADING THE, THE FRONT ROOM AND THE BACK ROOM, WHICH I DIDN'T EXPLAIN. THE BACK ROOM IS RACKS THE RACKS OF EQUIPMENT IN THE ROUTERS THAT ENABLE FOR THE NETWORK TO STAND UP. SO THAT'S THE BACK, BACK ROOM. AND THE FRONT ROOM, OF COURSE, IS WHERE THE DISPATCHERS SIT. SO THAT WAS A BIG FEED IN ITSELF. WE WERE REPLACING BOTH OF THOSE. UM, WE UPGRADED TONS OF EQUIPMENT, THE ROUTERS, FIREWALLS. WE, UH, SWITCHED OVER FROM VERIZON LTE BACKUP WIRE WIRELESS THAT KICKS IN BASICALLY WHEN THERE'S ANY TYPE OF FIBER CUT OR ANY KIND OF, YOU KNOW, SITUATION THAT OCCURS. UM, BERA COUNTY HAD A LOT OF ISSUES WITH THAT WHEN WE WERE ON VERIZON. WE HAVE IT ON, UH, AT AND T NOW, AND IT SEEMS TO BE WORKING. UM, BUT JUDGE EVANS WILL LET US, US KNOW IF IT'S NOT. BUT WE HAVE HAD REPORTS, SO IT, SINCE SWITCHING FROM VERIZON TO AT&T THAT IT'S BEEN A LOT BETTER IN TERMS OF CONTINUING, CONTINUING THE, UH, NETWORK BASIS. UM, WE ALSO WERE ABLE TO UPGRADE THE UPS, UH, WHICH THE UPS IS, IS A BACKUP BATTERY THAT WILL HOLD A PIECE UP FOR AT LEAST TWO TO THREE HOURS, JUST DEPENDING ON HOW MUCH IS LOADED ON. UM, AND AGAIN, THE, THE UPS, WHEN WE PURCHASED THE U PS FOR 9 1 1 ONLY THE 9 1 1 CAN BE CONNECTED, CONNECTED TO THAT UPS. WE HAVE HAD INSTANCES WHERE SOME COUNTIES MIGHT TRY TO CONNECT TO THE UPS, UM, MAYBE THE SAME EQUIPMENT, EQUIPMENT THAT'S ON THAT RACK, AND OUR TECHNICIANS END UP LETTING US KNOW. AND THEN WE, WE JUST GET INTO THE CONVERSATION OF, YOU KNOW, IF WE CAN HAVE IT SEPARATED, UM, TO GET THAT OFF. BUT, UM, THE UPSS, IT DEPENDS ON HOW MUCH IS LOADED ON IT, BUT IT SHOULD HOLD FOR ABOUT THREE HOURS AT THE MAX. UM, IN DOING THAT, WE WERE ABLE TO RELOCATE OUR HOST A, UM, FROM WETMORE OF THE PUBLIC SAFETY DIVISION, WHERE WE'RE LOCATED OVER THERE TO TIGHTEN. SINCE THE BUILDING OUT YOU WAS OWNED BY THAT TIME, BY ACOG, WE FELT IT REALLY, REALLY IMPORTANT FOR US TO LOCATE OUR HOST A WHERE WE HAVE FULL CONTROL TO BE ABLE TO PUT A GENERATOR AND THINGS LIKE THAT. SO IT WAS THE, THE OPTIMUM TIME, BASICALLY, WE PURCHASED THE NEW EQUIPMENT, WE WERE ABLE TO STAND IT UP THE TIGHTEN LOCATION AND BASICALLY DECOMMISSION THE WETMORE LOCATION. SO IT WAS VERY, IT WAS VERY SEAMLESS. AT THE SAME TIME, WE WERE REMOVING OUR HOST BE FROM VENERA COUNTY TO BEAR METRO. UM, SO THOSE TWO PROJECTS ITSELF WERE IN CONJUNCTION WITH THE EQUIPMENT REPLACEMENT. ALTHOUGH THEY WERE VERY DIFFICULT TO COORDINATE AND TO GET, GET LOCKED DOWN, IT, IT WAS VERY NECESSARY. I WOULD SAY IT SAVED US A LOT OF TIME AND MONEY, UM, IN THE PROCESS. UM, AND OF COURSE, AT THAT TIME WE ALSO DID KICK UP THE REGIONAL ENE, WHICH, WHICH, IF YOU'RE NOT FAMILIAR WITH THE, UH, REGIONAL ENE, THAT THAT BASICALLY ALLOWS FOR, UH, 9 1 1 CALLS TO BE ANSWERED ANYWHERE IN THE STATE. SO THERE WAS A GOAL THAT WE HAD TO SIGN ON TO THE ES NET. AND THERE'S, UM, IT'S NOT JUST SIGNING ON. THERE'S EQUIPMENT THAT IS INSTALLED, THERE'S DATA. UM, YOU HAVE TO GET YOUR MAP AT A CERTAIN PERCENTAGE OF DATA BECAUSE NOW THE NINE ONE ONE CALL WHEN IT ROUTES THROUGH THE ES NET, USES THE MAP, UM, UM, TO LOCATE THE CALL AS WELL. SO THE, THE DEADLINE DEADLINE WAS AUGUST, THIS AUGUST OF 2023. AND WE WERE ABLE TO CUT OVER, UH, SEPTEMBER 27TH, SEVENTH 21. SO WE WERE BUMPED UP THE LIST LIST BECAUSE OUR DATA WAS, WAS IN BETTER SHAPE THERE. THERE WERE A LOT OF COGS THAT WERE TAKEN BACK, UM, YOU KNOW, BY THE, BY THE REQUIREMENTS OF THE ETZ NET. BUT BECAUSE WE MET THE REQUIREMENTS FOR OUR DATA SIDE, WE WERE ABLE TO GET BUMPED UP ON THE LIST. SO WE WERE REALLY, REALLY PROUD, PROUD OF THAT, AND REALLY HAPPY, OBVIOUSLY, THAT WE MADE THE DEADLINE, UH, TWO YEARS IN ADVANCE. THE OTHER THING WE DID IS WE ESTABLISHED THE TELECOMMUNICATION SERVICE PRIORITY. UM, BASICALLY THIS IS THE FEDERAL PROGRAM THAT COMMUNICATES DOWNWARD TO THE STATE AND TO CPS. UM, SO BASICALLY THAT LET'S THE FEDERAL GOVERNMENT KNOW THAT WE HAVE 9 1 1 CIRCUITS IN PLACE PLACED IN THIS BUILDING. UM, AND IT GIVES A PRIORITY TO BE A SPECIAL CODE, AND IT GIVES A PRIORITY TO [00:15:01] BE RESTORED AND WORKED ON AS SOON AS POSSIBLE IF THERE IS AN OUTAGE. UM, SO WE'VE USED THE TSP CODES, UM, SEVERAL TIMES BEFORE, BUT WE WERE ABLE TO REALLY LOCK IT DOWN WITH THIS ADDRESS. SO NOW IT'S FEDERALLY RECOGNIZED, RECOGNIZED AS A 9 1 1 BUILDING BUILDING. UM, THEY DON'T JUST SEPARATE, DON'T SEPARATE OUT A ROOM, BUT THE WHOLE BUILDING. UM, SO WE'RE ABLE TO ACCOMPLISH THAT. WE DID INITIATE A GS, UH, ERROR RESOLUTION PROJECT, UM, THAT IS STILL ONGOING. UH, WE BASICALLY SURRENDERED OUR DATA TO GEO COM TO BE ABLE TO ACCOMPLISH CERTAIN ERROR RATES. UM, RIGHT NOW WE'RE STILL NEGOTIATION ON THE FINAL PRODUCT. UM, YOU KNOW, THEY HAD, THEY HAD SOME DELAYS ON THEIR SIDE IN TERMS OF THE STAFF AVAILABLE TO WORK ON THE ERROR RESOLUTION. BUT BASICALLY IT WAS ALLEVIATING THE WORKLOAD ON THE COUNTY DATA PERSONNEL. UM, AND OF COURSE ACOG, WE STILL PLAYED A ROLE IN RESOLVING ERRORS AND WORKING WITH THEM. BUT THE UNFORTUNATE, UNFORTUNATE THING IS WE DIDN'T HAVE FULL CONTROL OF OUR DATA. THEY BASICALLY SAID, DO NOT UPDATE IT. UM, YOUR MAPPING PERSONNEL DO TRACK THE NEW ADDRESSES THAT NEEDED TO BE, UM, YOU KNOW, INSTALLED IN THE MAP MAP AND UPLOADED. AND SO WE WERE ABLE TO CATCH UP ONCE THE COUNTY'S WERE COMPLETED, YOU KNOW, JUST IN A SEGMENTED WAY. UM, SO WE WERE, WE WERE ABLE TO, TO GET THAT. BUT WE ARE STILL, THAT IS STILL ONGOING. WE HAVEN'T FULLY PAID OUT, PAID OUT THE PROJECT. UM, AS I SAID, CLIFF IS ASSISTING ME IN NEGOTIATING JUST THE FINAL NUMBERS ON THAT PROJECT. UM, AND OF COURSE THE GEN GENERATOR. CRYSTAL, CAN YOU, UH, GO DOWN A LITTLE BIT MORE ON THE REPORT THERE? YOU, YOU GO. OKAY. AND ONE OF THE OTHER THINGS THAT WE DID, UM, IN, IN, IN 2019, WE INITIATED THE TEXT TO 9 1 1 AND OF COURSE 2020 WAS THE FULL YEAR FOR TEXT TO 9 1 1. SO WE WERE MONITORING THAT IN 2020. YOU'LL SEE THAT ON THE CALL VOLUME REPORT AS WE GO ON. SO THE NEXT THING IS, OF COURSE, WHAT WE WERE ABLE TO ACCOMPLISH IN 20 20, 20 AND 23. AND REALLY SOME OF THE REMAINING PROJECTS WE HAVE, WE DID RECEIVE THE SB EIGHT FUNDING, UM, IN THE AMOUNT OF 488,000 AGAIN TO UPGRADE THE, THE FRONT ROOM EQUIPMENT. WE WEREN'T ON SCHEDULE TO UPGRADE THE EQUIP EQUIPMENT THIS EARLY, BUT CSEC HAS STATED THAT THE SB EIGHT FUNDS WERE COMING IN AND THAT WE HAD TO UPGRADE THE FRONT ROOM EQUIPMENT. UM, THE FRONT ROOM EQUIPMENT IS UPDATED EVERY THREE YEARS. AND I, I DON'T, DID YOU MENTION, AND I JUST MISSED ABOUT THE ASOSA COUNTY FIBER INSTALL? I THINK THAT GOT SWITCHED WHEN WE MOVED IT UP. OH, I DON'T MEAN TO INTERRUPT. UM, OH, YES. OH YES. OKAY. OKAY. YES. UM, IN 20, YES, IN 2021, WHAT WE DID IS WE, UM, WE DID A, AN EVALUATION OF EACH COUNTY TO SEE WHO WAS STILL STILL OPERATING OFF OF T1 LINES AND BOND T1 LINES, UM, TO SEE WHO, WHO STILL NEEDED FIBER. AND ASOSA COUNTY WAS THE ONLY COUNTY THAT DID NOT HAVE FIBER, WHICH MAKES IT EXTREMELY DIFFICULT TO OPERATE ALL THE UPGRADED EQUIPMENT ON. SO WE NEEDED TO DO THAT. THE GOOD THING IS, IS THAT IT WAS, UH, COST EFFECTIVE. UM, THEY BASICALLY WERE ABLE TO DO THE INSTALL AT PRETTY MUCH NOTHING. WE PAID FOR THE EQUIPMENT. THAT'S WHY THE COST WAS ONLY ABOUT 16,000. SO THAT WAS ABLE TO GET ALL OUR COUNTIES UP TO SPEED. THANK YOU. MR. F YOU MIGHT ALSO SAY EARLY ON THE, THE, HOW THE VALUE OF TEXT TO 9 1 1 WAS SO INDICATED, DEMONSTRATED WITH THAT CHILD ABUSE CASE. YES, YES. UM, THE FIRST YEAR THAT WE DID HOW TEXT TO I JUST SAY THAT CUZ SOMETIMES IT GETS LOST IN THAT STAFF. YES, YES. UM, THE FIRST YEAR THAT WE DID HAVE TEXT TO 9 1 1 AND MONITORING IT, THERE WAS A, UH, CHILD ABUSE CASE IN WILSON COUNTY, UM, UM, WHERE, WHERE I BELIEVE, I BELIEVE IT WAS A GRANDMOTHER THAT WAS, UH, ABUSING, UH, THE GRANDDAUGHTER. THE GRANDDAUGHTER, I THINK THE STEP GRANDDAUGHTER. AND, UM, THE 9 1 1 1 WAS ALERTED VIA TEXT. SO WE WORKED WITH THE INVESTIGATORS TO DOWNLOAD THE TEXT, TEXT MESSAGES, UM, ON OUR ANALYTICS. SO WE WERE ABLE TO PROVIDE THAT AS EVIDENCE, UM, FROM LAST SIBLING IN THE HOUSE. YES. BY THE SIBLING IN SIBLING IN THE HOUSE, WAS ABLE TO USE TEXT TO 9 1 1 TO REPORT THE ABUSE. CORRECT. UM, AND WE HAD, WE HAD, WE HAD ALREADY STARTED THE AD CAMPAIGNS, WHICH YOU'LL SEE A COPY OF, OF THE AD, UM, GOING DOWN FURTHER AT THE END OF THE REPORT. UM, WE THOUGHT IT WAS, WAS IMPORTANT TO, UM, NOT ONLY INITIATED THE AD CAMPAIGN, WHICH I THINK FOR ONE OF A FEW COGS THAT ACTUALLY DID MOST OF THE COGS WERE DOING BILLBOARDS, UM, AND OTHER EFFORTS LIKE THAT. BUT WE, WE DECIDED TO DO A DIGITAL AD CAMPAIGN, UM, WORKED WITH MIGUEL AND CRYSTAL TO BE ABLE TO GET IT. SO WE WERE REALLY HAPPY. AND THAT IS ONE THING THAT WE'RE GONNA CONTINUE TO DO IN 23. UM, JUST BECAUSE YOU NEVER, NEVER KNOW, [00:20:01] YOU KNOW, WHAT, WHAT, WHO COULD BE IN DANGER THAT'S REALLY LOOKING FOR AN OPTION TO BE ABLE TO CALL 9 1 1 WITH WITHOUT, UH, THE MEANS OF, OF A CELL PHONE TO CALL, BUT TO TEXT. UM, AND SO WE HAVE LOOKED AT SOME OF THOSE NUMBERS ARE MONITORED, BUT THAT, THAT CASE WAS FAIRLY SIGNIFICANT AND IT WAS REALLY, YOU KNOW, I WOULD SAY TOUCHING, UM, IT WAS SAD TO READ. I HAD TO READ, GO THROUGH SEVERAL, YOU KNOW, PAGES OF THE TEXT MESSAGE TO READ SPECIFICALLY WHAT OCCURRED, UM, AND HOW THE CHILD WAS COMMUNICATING WITH THE DISPATCHER. UM, I STILL THINK ABOUT IT TO THIS DAY AND IT WAS CASE, VERY SAD CASE, BUT I'M GLAD WE WERE ABLE TO EDUCATE HER, UM, HOW TO, SHE COULD REACH OUT TO 9 1 1 1 VIA TEXT SINCE THAT WAS READILY AVAILABLE. UM, WAS IT WAS REPORTED THAT SHE DIDN'T WANT THE GRANDMOTHER TO HEAR, UM, THAT, YOU KNOW, THAT SHE WAS MAKING A PHONE CALL SO SHE WAS ABLE TO TEXT. SO, SO, UM, YEAH, IT'S STILL SOMETHING THAT, SOMETHING THAT TOUCHES ALL OF US, YOU KNOW, TO THIS DAY WHEN WE'RE, WE'RE RUNNING THOSE ADS. SO WE'RE HOPING TO CONTINUE THAT EDUCATION. WE ARE GONNA DO THAT IN 23 AS WELL. SO THAT'S PART, THAT'S PART OF THAT OVERVIEW. UM, GOING BACK TO THE EQUIPMENT REPLACEMENT, LIKE I SAID, WE HAVE TO UPGRADE THE EQUIPMENT NO MATTER WHAT. SO EVEN THOUGH IT'S A YEAR IN ADVANCE, WE HAVE TO UPGRADE THE EQUIPMENT. EQUIPMENT. WE ACTUALLY HAVE TO, UH, WE HAVE AN RF P L CURRENTLY, WE HAVE TO CLOSE OUT THE RFP AND AWARD THE JOB JOB TO OF THE VENDOR BY AUGUST 31ST. FIRST. UM, SO WE WE'RE STILL ON A TIGHT TIMELINE FOR THAT. WE DID UPGRADE THE RGI S MAPPING AND RAPID SOS SOS IN EACH DISPATCH, UH, CONSOLES. SO THAT WAS SOMETHING THAT WAS REALLY SOMETHING THAT NEEDED TO, TO GO ON. AND NOW THAT THE EQUIPMENT WAS UPGRADED AND THE SOFTWARE WAS UPGRADED, IT COULD REALLY MESH TOGETHER. AND WE'VE HEARD A LOT OF POSITIVE FEEDBACK FROM A LOT OF DISPATCHERS IN TERMS OF HOW THE MAP LOOKED, IF THERE WAS A CHANGE, YOU KNOW, WHEN THEY'RE USED TO LOOKING, LOOKING AT IT ONE WAY AND YOU GET THE UPGRADED, SOMETIMES IT TAKES A WHILE TO, TO, UH, JUST BE FAMILIAR WITH ALL THE FEATURES. UM, AND SO WE DID PROVIDE TRAINING AND SO NOW THOSE TWO FEATURES ARE ON THERE. WE ARE DOING OUR GS PRO ON THE DATA SIDE, SO ON THE MAPPING PERSONNEL, UM, WE ARE GOING TO PAY FOR SLOTS FOR, UH, GIS PRO. UM, THIS IS, YOU KNOW, A DIFFERENT VERSION OF THE SOFTWARE THAT THEY'RE USING TO ACTUALLY UPDATE THE MAP. UM, THE DESKTOP VERSION, WHICH A LOT OF THE COUNTIES HAVE CURRENTLY THAT IS NO LONGER GONNA BE SUPPORTED BY EVERYBODY, EVENTUALLY HAS TO GO ON PRO, SO IN A YEAR. SO WE'RE JUST TRYING TO BE PROACTIVE, GET THE TRAINING, AND BE ABLE TO PROVIDE AND UPDATE THE MAP VIA PRO. SOME OF THE PURCHASES THAT WE'RE, WE'RE MAKING, UM, YOU KNOW, WE'RE, WE'RE PURCHASING, WE'RE GETTING THE CONTACT WITH ALL THE PS TO SEE WHAT THEY NEED. IF THEY NEED, UH, DISPATCH, LIGHTS, LIGHTS. THAT BASICALLY LETS PEOPLE KNOW WHETHER THEY'RE ON A CALL WHEN A CALL'S COMING IN, HEADSETS AND OTHER SUPPLIES. OF COURSE. UM, WE DID GET A HEADS UP, THE RIO COUNTY, UM, IS A PLANNING A RELOCATION OF THE DISPATCH WORKSTATION FROM ONE, THEY'RE STAYING IN THE SAME BUILDING, MOVING FROM ONE BUILDING TO THE OTHER. WE, WE WERE IN THE PLANS STAGES OF, OF THAT WITH, WITH THEM. SO FORTUNATELY WE WERE ABLE TO, UH, WRITE THAT INTO THE STRATEGIC PLAN FOR 22 AND 23. UM, WE WERE GOING TO ASSIST WILSON COUNTY. WE THINK THAT THAT TIMELINE FOR THAT PROJECT IS TO BE DETERMINED. UM, SO WE THINK IT'S ON HOLD FOR NOW, BUT WE WERE, UH, WE WROTE WILSON COUNTY INTO THE STRATEGIC PANEL AS WELL. UM, WE ARE GOING, GOING TO BE PURCHASING, UM, THE WORKS STATIONS GOING, GOING BACK TO RIO COUNTY WORKSTATIONS FOR, UH, FOR THE DISPATCHER. SO THEY'RE GONNA BE GETTING NEW CONSOLES, SO WE'RE GONNA REIMBURSE THE COUNTY COUNTY FOR THAT. UM, ANOTHER NEED THAT WE'VE HEARD IS THE ADDRESS MAKER MACHINES, UM, WHERE THEY JUST DO THE NUMBER ADDRESS. SO WE ARE GOING TO BE PURCHASING THOSE MACHINES. UH, THE THING IS COORDINATING WITH THE COUNTY TO SEE WHO'S GONNA BE, WHERE IS THE MACHINE GONNA BE HOUSED, WHO MAKES MORE SENSE TO BE IN CHARGE, CHARGE OF THAT. UM, SO THAT'S ALL STUFF, STUFF WE WANNA DISCUSS. BUT WE HEARD THAT THAT'S A NEED A LOT OF, UH, YOU PEOPLE ARE ASKING FOR, FOR THAT. SO WE WANNA BE ABLE TO, WE'VE BEEN IN CONTACT WITH THE, THE DIFFERENT COUNTIES TO SEE WHO IS IN NEED, WHO WANTS IT. SO WHAT DOES THE MACHINE DO? IT PRINTS OUT THE NUMBERS FOR ADDRESSES TO IDENT TICKET TO RESIDENCE, TO, UM, TO DISPLAY AND IT'S REFLECTIVE. UM, SO THAT WAY THAT THE EMERGENCY VEHICLES CAN SEE THE REFLECTIVE, UM, ANYBODY WHEN THEY PURCHASE THEIR HOUSE, THEY HAVE THE, THE ADDRESS ALREADY ON THERE. THE PROBLEM IS YOU SPRAY PAINT IT, UM, AND ON THE CURB, IF THERE, IF THERE IS A CURB OR YOU HAVE IT HANGING OUT, THE MAILBOX [00:25:01] MAY NOT BE THERE, MAYBE ON THE HOUSE. SO THE GOAL OF THIS IS TO REALLY GET IT, UH, MORE JUST, I MEAN, EASIER FOR THE, THE FIRST RESPONDERS TO CEASE TO HAVE IT BE MAIL AND REFLECTIVE AND TO GIVE INSTRUCTIONS TO THE, UH, UH, HOMEOWNER ON WHERE TO PLACE IT SO THAT PERSONNEL CAN, CAN SEE IT WHEN THEY'RE DRIVING. SO ON THAT, I'M GONNA ASK, EVEN THOUGH I'M ALTERNATE HERE, I KNOW WE DO THAT FOR OUR SIGNS FOR THE ROADS WHEN WE HAVE, YOU KNOW, 9 1 1 COMES IN AND THEY SAY, OKAY, THAT ROAD NEEDS TO BE LABELED AS A COUNTY ROAD, WE HAVE IT GREEN AND THEN WE HAVE IT BLUE. IF IT'S A PRIVATE LANE, WE MAKE THOSE SIGNS. WHAT YOU'RE SAYING IS WE'RE GONNA BE GIVEN NUMBERS TO EACH RESIDENCE THROUGHOUT THE COUNTY. WELL, THERE'S THE OPTION TO DO THAT. YES. THE, SO IF WE GO THAT ROUTE, WHO FUNDS THAT, THOSE SIGNS? IS THE COUNTY RESPONSIBLE FOR MAKING THOSE SIGNS AT THEIR EXPENSE OR BECAUSE THAT'S A TON OF MONEY? WELL, CSAC HAS STATED, STATED THAT WE ARE ABLE TO FUND THE MACHINE AND THE MATERIALS TO MAKE THE SIGN. UM, THERE IS, UH, THERE WAS A COG UP NORTH, I FORGOT THE NAME OF THEM, BUT, BUT THEY HAVE 18 COUNTIES AND THAT CO HAS CHOSEN TO MAINTAIN ONE SIGN AND PRODUCE ADDRESSES FOR ANYBODY THAT THAT MAKES A REQUEST. UM, AND HE'S, HE SAID THAT BASICALLY THEY WAIT FOR THE COUNTY TO REQUEST, UM, YOU KNOW, WHEN A HOUSE IS ESTABL ESTABLISHED, THAT THEY GO IN THERE, THEY'LL PROVIDE THE ADDRESSES UPON REQUEST. I THINK THEY LET IT BE KNOWN, BE KNOWN TO THE RESIDENCE. YOU HAVE THIS OPTION, IT'LL HELP 9 9 1 1. IT'LL HELP FIRST RESPONDERS BE ABLE TO LOCATE YOUR ADDRESS EASIER, UM, WHERE YOU COULD PURCHASE ON YOUR OWN. BUT THAT IS SOMETHING, UH, THERE IS ONE, UH, ADDRESS MAKER THAT WAS PURCHASED BEFORE MY TIME. I THINK GILLESPIE COUNTY DOES HAVE IT. UM, AND SO HAVE IT TOO AT THIS, AT THIS, AT THIS TIME, WE WANT TO BE ABLE TO MAKE SURE THAT WE ADDRESS THE ISSUE AND ALLOW OTHER COUNTIES TO HAVE THE SAME OPPORTUNITY. OF COURSE, WE DON'T WANT TO GET IN THE BUSINESSES OF PRODUCING THE ADDRESSES. AND WE COULD JUST IMAGINE, I KNOW IT'S, I KNOW IT'S KNOW, IT'S GONNA BE, UH, A BIG, A BIG FEE FOR ONE STAFF AT INCOG TO DO IT. UM, SO IF THERE'S A NATURALLY A DEPARTMENT THAT HANDLES IT MM-HMM. OR ANY PARTICULAR, WE ARE TOLD BY CSEC THAT WE COULD FUND THE MACHINE AND THE MATERIALS TO MAKE THE REFLECTIVE ADDRESS. SO I, IN OUR COUNTY, WE RODE BRIDGE, THEY DO THE ROAD SIGNS, BUT ALSO ANY, ANY CITIZEN WHEN THEY, WHEN THEY GET THEIR ADDRESS, THEY CAN GO OUT THERE AND THEY CAN BUY A SIGN. OKAY. THEY ACTUALLY, I THINK IT'S $10. SO IF WE ALREADY DO IT, WE DON'T GET ANY, UNLESS WE BUY A NEW MACHINE OR SOMETHING, WE DON'T GET ANY HELP. OR CAN WE BUY THE STOCK OR, AND THAT'S A VERY GOOD QUESTION. SO SINCE THEY ALREADY HAVE THE MACHINE, COULD 9 1 1 REIMBURSE THEM FOR THE SUPPLIES? YES. YES, THAT WOULD BE OH, OKAY. BECAUSE CUZ IT, IT'S USED A LOT. YEAH. SO IN OUR COUNTY, THERE'S FOUR, YOU KNOW, OBVIOUSLY FOR PRECINCTS AND TWO OF THE PRECINCTS HAVE A SIGNED MACHINE. MINE DON'T. SO ANYTIME WE NEED A SIGN MADE, WE GOT A CALL ON ONE OF THE OTHER TWO PRECINCTS AND OF COURSE WE HEAR IT, YOU KNOW, OH, WE'RE BACKED UP, WE'RE BACKLOGGED AND BLAH, BLAH BLAH. SO I GUESS WE COULD DO IT IN A, YOU KNOW, BETWEEN THE MUTUAL OF OUR COUNTY, WE CAN SAY, WELL I'LL DO THE 9 1 1 SIGNS ONE'S LOCATED IN YOUR PRECINCT. WELL THAT'S WHAT I'M SAYING. MAYBE WE CAN LIKE, I'LL TAKE THAT ONE AND WE'LL DO THE 9 1 1 SIGNS AND THEY CAN DO THE ROAD SIGNS. IT WOULDN'T HAVE ONE FOR EACH PRECINCT THOUGH. THAT WOULD BE CRAZY. BUT WE HAVE A UNIT SYSTEM SO WE JUST YEAH, BUT IT WOULD BE, WOULD GO TO THE 9 1 1 COORDINATOR RIGHT. TO PRINT THAT THING OUT. OR, IT DEPENDS IF THAT, IF THAT IS NATURALLY WITHIN THE SCOPE, BECAUSE EVERY 9 1 1 COORDINATOR DOES HAVE THE DIFFERENT JOB DUTIES AND THEN I KNOW THERE'S PEOPLE THAT WEAR MULTIPLE HAT HATS. IT DEPENDS IN, IN YOUR COUNTY. IF THAT IS NOT, NOW WE'RE TALKING SPECIFIC SPECIFICALLY THE NUMBER SIGNS, NOT STREET SIGNS. CORRECT. CORRECT. OKAY. OKAY. I JUST WANNA MAKE SURE STILL HAVE THE METAL BLANKS. AND YOU STILL HAVE, I MEAN IT'S, SO HOW BIG IS THAT MACHINE? UM, SHE'S LOCATED IN OUR COURTHOUSE. IT'S A REAL DEVELOPMENT OFFICE IS WHAT WE HAVE. YEAH. AND SHE'S LOCATED IN OUR COURTHOUSE. I DON'T KNOW IF IT, WE DON'T WANT TO DO IT THERE AT ALL. YEAH. SO THEN WE'D HAVE TO HAVE IT LOCATED ELSEWHERE. I'M NOT SURE HOW BIG IT IS. SO I WAS PICTURING STICKERS IS WHAT I WAS PICTURING. AND YOU'RE YOU'RE SAYING IT'S AN ACTUAL SIGN. THEY REFER TO IT AS SIGNS. IT'S IT IS JUST LIKE THE STREET SIGN EXCEPT YOU THEY PUT THE NUMBERS OFF. PERFECT. I MEAN THEY'RE AT LEAST HOURS ARE PRETTY GOOD SIZED. YEAH, I THINK BY STATUTE THEY HAVE TO BE LIKE A THREE INCH LETTER OR NUMBER AT LEAST. RIGHT. RIGHT, RIGHT. BUT THEY DON'T, BUT THEY DON'T HAVE TO BE ANY OTHER, IT COULD BE PUT ANYWHERE THAT'S [00:30:01] VISIBLE AND THEY DON'T HAVE TO BE REFLECTIVE BY STATUTE. SO THAT, SO THIS EFFORT IS OF COURSE TO UM, JUST PUT IT IN A SPECIFIC TO INSTRUCTOR A RESIDENCE TO PUT IT IN A SPECIFIC AREA AND THEN, UM, TO HAVE IT BE REFLECTIVE. PEOPLE DON'T THINK ABOUT THAT WHEN THEY'RE, WHEN THEY'RE FREAKING AND BUYING CUTE LITTLE NUMBERS, UH, YOU KNOW, UH, TO, TO HAVE EM ON THEIR HOUSE. UM, YOU KNOW, WHETHER OR NOT IT'S REALLY VISIBLE. YEAH, I COULD HAVE THE FLASHLIGHT. LET'S SEE IF YOU CAN READ THEIR NUMBERS. THAT'S, I, NO, I'M ALL FOR IT. I JUST, WITH THE BUDGETING AND STUFF IS WHAT I'M LOOKING AT. IS IT GONNA TAKE ANOTHER PERSONNEL TO RUN THAT MACHINE? 20, YOU KNOW, 40 HOURS A WEEK. AND THAT'S WHAT I IMAGINE. THAT'S WHY I SAID, YOU KNOW, BECAUSE I KNOW SHE'S GONNA COME TO ME AND SAY, HEY, YOU JUST ADDING TO ME, I NEED ANOTHER PERSONNEL. AND YEAH, THE MACHINE WAS FREE, BUT WE'RE STILL PAYING SOMEBODY 30,000 TO SIT THERE AND PRINT SIGNS UP, GET RODE AND BRIDGE TO DO IT. THAT'S WHAT WE DO. THAT'S WHY I'M THINKING IF MY ROAD GUYS DID IT WELL THEN IT COULD WORK OUT TO WHERE WE'RE DOING YOUR ADDRESSES. YOU CAN DO OUR SIGNS. QUIT COMPLAINING BECAUSE WE HAVE, WE HAVE THE ADMINISTRATIVE ASSISTANT FOR OUR ROAD SUPERINTENDENT DOES THE SIGNS. THERE'S ENOUGH TIME TO DO THAT. WE'LL WORK IT OUT. WE'RE FINE. SORRY. NO, NO, THAT'S FINE. NO, NO, THIS IS ALL GOOD QUESTIONS. IT'S SOMETHING THAT'S NEW TO ME. I KNOW THAT THE PROGRAM DID, LIKE I SAID, PURCHASE A SIGN MAKER IN THE PAST. UM, BUT IT IS TOTALLY NEW TO ME. AND, AND SO WE'RE STILL LOOKING, I DON'T KNOW HOW BIG THE MACHINE IS OR ANYTHING, BUT THAT WAS SOMETHING THAT CAME UP, UP AS, AS AN EXPENSE THAT, UM, ESPECIALLY IN LIFE IN LIGHT OF CASES WHERE PEOPLE SHOW UP TO HOUSES THAT ARE NOT, UM, YOU KNOW, THEY'RE JUST TRYING TO THE HOUSE AND THEY END UP, SOMETHING ENDS UP HAPPENING BECAUSE THEY'RE AT THE WRONG ADDRESS. RIGHT, RIGHT. AND YOU CAN GET YOUR EXPENSES REIMBURSED. NOW THAT SOUNDS GOOD. OUR MACHINES, OH, WE MAY NEED A NEW MACHINE. MIGHT NEED A MACHINE. DO YOU HAPPEN TO KNOW HOW MUCH THOSE EXPENSES ARE YOU KIDDING? NO, I HAVE NO IDEA. , BECAUSE WE, CAUSE WE BUY IT FOR THE ROAD SIGNS WE BUY. OH, OKAY. YOU BUY THE STOCK, YOU BUY ALL THE STUFF AND, OKAY, WELL WE'RE RESEARCHING IT ON OUR END, UH, BUT WE'RE PREPARED TO, TO FUND IT IN 24 AND 25 5, WHICH PART OF THE, IF YOU CALL, DON'T CALL NINE ONE ONE, CALL OUR ROAD SUPERINTENDENT. HE DOES IT. THEY CAN TELL YOU THE COST AND THE SPACE. OKAY. ALL THAT. CUZ WE'VE BEEN DOING IT FOR YEARS AND HE MIGHT NEED HIS, HIS NEW MACHINE SINCE HIS MACHINE'S OLD. OKAY. OKAY. WE'RE PRETTY NEEDY OUT THERE, YOU KNOW, WE'LL DO THAT. OKAY. OKAY. SO OF COURSE CRYSTAL, CAN YOU GO DOWN ON THE REPORT WHERE THE LAST ITEM IS THAT REGIONAL RESILIENCY ASSESSMENT PROGRAM, OF COURSE. THAT THAT IS, UH, YOU HEARD A PRESENTATION FROM LUDO, UM, LAST TIME FROM THE CYBERSECURITY AND INFRASTRUCTURE SECURITY AGENCY, CIS. UM, WE ARE DOING THIS IN PARTNERSHIP WITH MAYOR METRO. UM, THERE IS A, THERE IS A QUESTIONNAIRE THAT WE'RE GONNA BE SENDING OUT. AND THE QUESTION, THE QUESTIONNAIRE BASICALLY IS, IS PART OF THE ASSESSMENT. UM, SO THIS IS, THIS IS GONNA BE A TWO YEAR PROJECT, UM, HOPEFULLY NOT A A TWO YEAR PROJECT. UH, HOPEFULLY MORE LIKE A YEAR PROJECT, BUT, UH, THE QUICKER QUICKER THAT WE GET THE, UH, THE, THE QUESTIONNAIRES FILLED OUT THE BACK. SO I WILL BE SENDING THAT OUT TO YOU. UM, AND I WANNA BE ABLE TO, UM, AT LEAST WE'LL, WE'LL BE GLAD TO FORWARD IT TO THE 9 1 1, UH, COORDINATORS AS WELL. WELL, SO THAT WAY THEY HAVE IT, IT IS GONNA TAKE, TAKE MULTIPLE PEOPLE TO ANSWER THAT. DIFFERENT DEPARTMENTS AND IT A LOT OF DIFFERENT OTHER, UH, ENTITIES OTHER THAN JUST, UH, THE 9 1 1 TO BE ABLE TO ANSWER THE QUESTION. OKAY. THE QUESTIONNAIRE. BUT WE WILL, WE WILL SEND THAT OUT JUST SO YOU CAN SEE WHAT IT LOOKS LIKE. SO IS IS WITH THIS ADDRESS, THE PROBLEM WE HAVE WITH HAVING ONLY ONE FIBER COMING TO OUR COUNTY, WE'VE BEEN TRYING TO GET AT AND T TO COME THROUGH COMFORT THAT WAY. YOU'VE BEEN DOING THAT FOR YEARS. WOULD THAT BE PART OF THIS PROJECT? YES, THAT IS GONNA BE PART, AND WE, I ACTUALLY DID BRING THAT UP IN ONE OF THE, OUR FIRST ASSESSMENT ASSESSMENT MEETINGS BECAUSE AT AND T, UM, WAS INVOLVED IN THAT. AND THAT IS IDEALLY A PERFECT EXAMPLE OF SOMETHING THAT IS GONNA BE LOOKED AT FROM, FROM THIS IN THIS, IF THEY CUT THAT ONE LINE, WE'RE DEAD AND THE, THEIR CONTRACTORS ALWAYS CUT THEIR LINE. WE'RE OUT OF BUSINESS FOR BANKS AND EVERYTHING ELSE, WE REALLY NEED REDUNDANCY. YEAH. YES. AND THAT'S, SO THAT'S, THAT'S GONNA BE ONE OF THE THINGS THAT IS GONNA BE TOUCHED ON ON, UM, AND OF COURSE I'VE ALREADY MENTIONED THIS, BUT WE ARE GONNA CONTINUE THE TEXT TO 9 1 1 ADS AS WELL. SO, UM, IF YOU'RE IN YOUR COUNTY, I WOULD SAY, UH, MID JULY, IF YOU WANT TO, UH, YOU KNOW, GOOGLE OR TRY TO SEARCH FOR 9 1 1, THE AD FOR, FOR ACOG SHOULD POP UP AND IT'LL DIRECT YOU ON HOW TO, UH, DO THE, THE TEXT TO 9 1 1. WOULD IT BE GOOD TO DO A PROGRAM TO THE, IN THE SCHOOLS? THAT IS HOW THE WILSON COUNTY CHILD FOUND [00:35:01] OUT ABOUT IT WAS THE EDUCATION EFFORTS IN THE SCHOOLS. YEAH, THAT WOULD BE GREAT. MM-HMM. AND, AND WHO DOES THE COORDINATING ON THAT? ACOG? UH, THEY WORK WITH THE LOCAL ON IT. SO WHAT HAPPENS IS WE, SO WHAT WE, WE PURCHASE, UH, PUBLIC EDUCATION, EDUCATION MATERIALS, PUB MATERIALS, AND WE HAND THOSE OFF TO THE COUNTY 9 1 1, THE THE PSAP DISPATCHER, UH, SUPERVISOR AND OR THE, OR THE 9 1 1 COORDINATOR, AND THEY COORDINATE HOW TO GET IT OUT TO THE DIFFERENT SCHOOLS AND DO THAT, THE ACTUAL EDUCATION PIECE. UM, BUT TEXT, TEXT TO 9 1 1 IS PART OF THE EDUCATION. SO IT'S NOT ONLY HOW TO DIAL 9 1 1, BUT THE OPTION OF COURSE IS THE TEXT. SO THAT IS A, THAT IS A, THAT IS A PROGRAM THAT WE FUND AS WELL. PERFECT. UM, IF YOU WANT TO GO TO THE, THE NEXT PAGE, UM, THIS NEXT ITEM B IS THE NEXT ITEM B IS JUST GOING OVER THE 20 24, 20 25 STRATEGIC PLAN. I WANTED TO GO OVER SOME, SOME OF THE NUMBERS, ESPECIALLY SINCE WE HAVE, UM, THE, THE AGENDA ITEM FOR ACTION. UH, JUST TO APPROVE OUR, OUR INITIAL, UH, SUBMISSION TO CSEC. UM, THERE'S ONE, UH, ONE CORRECTION ON THIS TABLE UNDER EQUIPMENT, THE 24,022. WE, UH, WERE IN DISCUSSION WITH CSEC AND WE ARE TAKING THAT OFF RIGHT NOW. UM, THAT IS TO FUND AN ADDITIONAL POSITION FOR ATIS COSA COUNTY. UM, THEY HAVE ENOUGH, UH, CALL VOLUME TO BE, BE ABLE TO GET IT DONE. HOWEVER, WE'RE NOT GOING TO BE HAVING IT AS AN EXCEPTION HERE. UM, AND REQUEST IT REQUESTED FOR 24, WE ARE GONNA SEE IF WE CAN FUND IT AS 23. UM, SO THAT, THAT ONE, THAT PARTICULAR ONE IS COMING OFF. UM, SO THAT REDUCES, REDUCES THE AMOUNT JUST A LITTLE BIT. UM, BUT BASICALLY WHAT, BASICALLY WHAT I WANNA DRAW YOUR ATTENTION TO IS AT THE VERY TOP, OUR BASE, OUR BASE IS THE ALLOCATION THAT THE STATE GIVES US. UM, AFTER THEY'VE ALREADY, THEY'VE ALREADY TAKEN WHAT THEY NEED TO, UM, FOR THEIR, THEIR, THE CSEC OPERATIONS. THE BASE IS WHAT THEY TYPICALLY, TYPICALLY WOULD GIVE US. UM, IT BASICALLY WE, WE COMPLETE A STRATEGIC PLAN, THE STAGE TWO B ITEMIZES EXPENSES, AND THEN WE END UP SEEING WHAT IS THE TOTAL THAT WE REALLY NEED TO PAY ALL OUR BILLS. SO YOU CAN SEE THAT HIGHLIGHTED IN YELLOW. UM, YOU CAN SEE THAT RIGHT, RIGHT NOW WE ARE, WE ARE REQUESTING OVER THE AMOUNT OF THE, OF THE ACTUAL BASE AMOUNT. UM, AND THE REASON FOR THAT IS REALLY TIED TO THE MAJOR, MAJOR EXPENSE OF THE REGIONAL E S I NET. UM, THAT THE SYSTEM IS COSTLY. IT'S ABOUT A LITTLE OVER 31,000 A MONTH FOR THE E ESI NET AT AND T CHARGES THAT BASED OFF OF POPULATION, WHICH FROM A COMP PERSPECTIVE WE WERE HOPING THEY WOULD COME UP WITH, WITH PRICING IN A DIFFERENT DIFFERENT FORMULA. BUT THEY BASE IT OFF OF THE POPULATION IN THE COUNTY. UM, THE STATE IS, IS GOING TO GO OUT FORBIDDEN, REALLY REEVALUATE THE COST WITH AT T BUT OBVIOUSLY IT'S AN AT T SYSTEM WE HAVE TO STAY WITH AT AND T. UM, AND IT DEPENDS ON, DEPENDS ON WHAT THE STATE IS ABLE TO NEGOTIATE IN TERMS OF KEEPING THE COST WHERE IT'S, BUT FOR NOW WE WERE ABLE TO, UH, BUDGET FOR THE 31,000 A MONTH FOR THE AT T AN NET, UM, FOR THE PAST TWO YEARS SINCE WE, SINCE WE INITIATED THE ENE UNIT AT 21. CSEC PAID FOR THAT THAT FIRST YEAR. THEY'VE PAID FOR THE SECOND, SECOND YEAR. NOW THIS IS PAYING FOR PAID FOR THE THIRD YEAR. SO THEY KNEW THAT WE WERE GONNA GO OVER THE BASE AMOUNT. UM, AND THEY, AND THEY KNOW THAT THERE'S GONNA BE A LOT MORE COGS FALLING INTO THAT, THAT PARAMETER BECAUSE THEY'RE NOT ACCUSTOMED TO A, TO A LARGE BILL LIKE THAT. UM, SO I JUST WANTED TO LET Y'ALL KNOW BASICALLY HOW, WHAT WE'RE ASKING FOR HOW MUCH OVER THE BASE WE'RE ASKING FOR HOW IT BREAKS OUT BETWEEN ADMIN. UM, FOR ADMIN, A VERY IMPORTANT NOTE IS THAT ADMIN IS THE ONLY AVENUE WHERE WE CAN PAY FOR INDIRECT. SO ANY EXPENSE THAT WE HAVE ON THE PROGRAM SIDE, WE HAVE TO CHARGE IT, CHARGE IT TO ADMIN, WHICH IS, IT LOOKS LIKE, LIKE OUR ADMIN, YOU KNOW, PORTION IS VERY, IS VERY LARGE, BUT IT'S REALLY NOT. A LOT OF IT IS UH, YOU KNOW, CLIFF TIME, UM, SOME ADMINISTRATIVE ASSISTANT TIME, BUT A LARGE PORTION OF IT IS ABOUT 8,000 IS, UH, FOR INDIRECT. UM, BECAUSE THAT IS, THAT IS SOMETHING THAT WE CANNOT CHARGE TO THE REGULAR PROGRAM. BUT, SO THE OTHER MAJOR EXPENSE OF COURSE WITH WSC, UM, YOU KNOW, THERE ARE EQUIPMENT, UH, MAINTENANCE PROVIDER, UM, THEY HAVE A DEDICATED TECHNICIAN THAT COMES OUT AND BASICALLY DOES EVERYTHING THAT WE NEED THEM TO DO TO MONITOR ANY KIND OF EQUIPMENT FAILURES. AND THEY DO ALL THE EQUIPMENT INSTALLS, UM, THESE OTHER BUDGETED BUDGETED IODINE ITEMS THAT WE UM, YOU KNOW, DID IN ADDITION TO WE ARE REQUESTING AN ADDITIONAL TECHNICIAN. UM, AND THAT IS TO BE ABLE TO TAKE THE WORKLOAD OFF OF THE COUNTY ADDRESS ADDRESSING PERSON, [00:40:01] UM, TO MAKE SO MANY CHANGES. UM, THE AS NET STILL REQUIRES OUR CRITICAL ERROR RATE TO BE CLOSE TO ZERO. UM, AND SO IT'S REALLY IMPORTANT AND WHAT WE'RE FINDING IS STILL WHAT WE'VE HAD CHALLENGES, CHALLENGES IN THE PAST, WHICH IS MAKING SURE THAT NOBODY MAKES ANY SIGNIFICANT CHANGES, UM, THAT TOTALLY CHANGES OR ADDS ERRORS. THAT HAS ALWAYS BEEN THE GOAL. UM, YOU KNOW, WE HAVE, WE HAVE, YOU KNOW, GIVEN DATA TO THE COUNTY AND DEPENDING ON THE PER THE PERSON THAT IS THERE, THEY MIGHT MAKE A MISTAKE. UM, AND YOU KNOW, PUT A ROAD, SPELL OUT ROAD VERSUS RD PERIOD AND SOMETHING LIKE THAT WILL TRIGGER AT LEAST, YOU KNOW, FIVE TO 10 ERRORS ACROSS THE BOARD. AND SO THINGS LIKE THAT, IT IS REALLY HOW TO BE CONSISTENT WITH HOW YOU'RE ENTERING THE DATA. AND IF YOU CAN IMAGINE WE HAVE, YOU KNOW, SEVEN DIFFERENT COUNTIES, THERE'S THERE TO BE SEVEN DIFFERENT WAYS. SO OUR GOAL AND OUR JOB IS TO MAKE, TO MAKE SURE THAT EVERYBODY IS ENTERING EVERYTHING AS IT'S SUPPOSED TO BE AND IN A, A MORE CONSISTENT MANNER. UM, BECAUSE THAT'S WHAT, WHAT GETS THE ERRORS OUT OF CONTROL. SO HAVING AN ADDITIONAL ADDITIONAL JS TECHNICIAN WILL HELP US TAKE ON THE WORKLOAD TO BE ABLE TO SAY, YOU KNOW, MCMULLEN COUNTY, COUNTY, WELL LET'S DEVELOP A PROCESS AND IT'S, IT'LL BE SOMETHING OF WHAT Y'ALL ARE COMFORTABLE WITH AS WELL. CAN JEAN ASIDE, CAN SHE ASSIGN AN ADDRESS? WE WILL UPDATE THE MAP. SO JEANIE GIVES US THE ADDRESS AND WE DEVELOP A SYSTEM TO DO THAT. WE'LL BE ABLE TO UPDATE THE MAP, MAP OURSELVES. THAT WILL FREE GENIE UP. I DON'T KNOW IF SHE'LL BE HAPPY ABOUT THAT, BUT JEANIE WILL BE FREED UP FOR OTHER THINGS. UM, BUT THAT'S IDEALLY THE WAY WE'RE WANTING TO OPERATE. UM, OTHER THING THAT, THAT WE ARE PROVIDING OF COURSE IS UM, JUST ASIDE FROM THE R GS ONLINE LICENSES, WE PAY FOR THAT. ANY KIND OF, UH, DISPATCHER EQUIPMENT, LIKE I SAID FOR ACOA COUNTY, WE ARE GONNA TRY TO PAY FOR THAT OUT OF 23. THE OTHER MAJOR EXPENSE OR MAJOR ITEM THAT'S COMING UP IS INFO SECURITY. UM, IT'S CALLED INFO IN OUR STRATEGIC PLAN. SO WITH THE REST, WITH THE REST OF THE SBA FUNDS, CSEC HAS DECIDED TO DO AN INFORMATION SECURITY, WHICH IS A MORE INDEX CYBER SECURITY LOOK AT THE PSAP, UM, SYSTEM AND THE DATA. SO THEY'RE PAYING FOR THAT OUT OUT OF SBA FUNDS. I THINK THEY HAVE AN RFP OUT NOW, SO THEY'LL, THEY'LL BE UM, YOU KNOW, AWARDING THAT RFP. WE'LL BE INVOLVED IN THAT AS ASSESSMENT. BUT REALLY IT'S GONNA ASSESS AND EVALUATE EACH, EACH PSAP AND UM, YOU KNOW, WE WE'RE BASICALLY WANTING TO DO THAT SO WE KNOW WHAT DO WE NEED TO REMEDIATE IN EACH COUNTY TO, TO BE ABLE TO BOOST THE CYBERSECURITY INFRASTRUCTURE THERE. SO WE DO HAVE SOME DO HAVE SOME FUNDS, A BUDGET FOR THAT TO BE ABLE TO, TO UH, NOT REIMBURSE COUNTIES PAY FOR, UH, WHATEVER WE NEED TO, TO BE ABLE TO, UM, YOU KNOW, INCREASE THE CYBERSECURITY CYBERSECURITY NETWORK THERE. SO, UM, THE NEXT QUESTION, SO IF THEY DON'T GIVE US ABOVE OUR BASE, DO WE CUT THINGS? IS THAT WHAT HAPPENS IF THEY, IF IF AT THIS POINT WHAT WE'RE DOING IS WE, WE ARE HOPING TO MAKE OUR SUBMISSION BY FRIDAY, THIS FRIDAY, AND WE SUBMIT AND WE SAY THIS IS WHAT WE NEED. THEY HAVE AN ITEMIZED STRATEGIC PLAN, UM, THAT BASICALLY HAS WHAT THE EXPENSE IS AND WE GO DOWN TO THE POINT WHERE WE'RE PUTTING THE INVOICE NUMBER TO PROVE THAT THIS IS AN EXPENSE. BUT THEY MAY SAY, YOU KNOW, WE THINK THAT THE CONTRACT FOR THE JS WORK IS TOO MUCH, OR WE THINK THAT THIS IS TOO MUCH AND THEY MAY, THERE IS A LIKELIHOOD THAT THEY, THEY COULD REDUCE IT. UM, BUT JUST SO WHO TAKES UP THE SLACK? WE CAN INTERRUPT HER. I'M SORRY. HOW DO WE PAY FOR IT THEN? WELL, UH, THAT, THAT IS SOMETHING WHERE WE CHALLENGE CSEC. YOU KNOW, WE'RE TELLING THEM THIS IS A NEED. UM, YOU KNOW, WE, I'VE NEVER HAD THEM DO THAT. OH, ACTUALLY THE, THE PAST WHEN THEY'VE DONE THAT WAS SOMETHING LIKE, I THINK YOU MIGHT RECALL WHEN THEY SAID, WE HAVE RECORDERS ON THE LIST AS AN EXCEPTION TO FUND RECORDERS BECAUSE A LOT OF THE COUNTIES WERE SAYING, HEY, OUR RECORDERS NEED TO BE UPDATED. WE LOOKED AT OUR EQUIPMENT SCHEDULE AND THEY DID, BUT CSEC DIDN'T HAVE THE FUNDING FOR IT, SO THEY MADE US TAKE IT OFF AND UH, WE, WE ENDED UP JUST DOING LIKE A REFRESH UPDATING THE SOFTWARE AND THE BATTERIES FOR THE REPORTERS. UM, BUT THAT WAS, THAT'S AN EXAMPLE WHERE THEY WERE ABLE TO, YOU KNOW, NEGOTIATE, DON'T PURCHASE A WHOLE NEW QUARTER CUZ THAT COSTS 15,000, BUT YOU CAN DO A REFRESH FOR 5,000. BUT AT THIS TIME, REALLY LOOKING AT THE STRATEGIC PLAN, THERE'S REALLY NOT A LOT OF WIGGLE ROOM TO BE ABLE TO SAY WE DON'T HAVE, THERE'S NOT A LOT OF, AT THIS POINT THE EXPENSES ARE WHAT THEY ARE. UM, AND SO I DON'T AN ANTICIPATE THAT THEY'RE GONNA COME, COME, COME BACK AND SAY, WE'RE NOT GOING GIVE YOU THIS, THIS, OR WE'RE NOT GOING GIVE YOU THAT. UM, THEY DID COME OUT AND, AND SAY WE ACKNOWLEDGE THAT YOU'RE GONNA HAVE, BECAUSE THIS IS THE FIRST YEAR THAT YOU'RE CARRYING THE NINE, THE [00:45:01] EXPENSES, IT IS PROBABLY GONNA GONNA GO OVER THE BASE, HOW MUCH IT GOES OVER THE BASE AND HOW MUCH IS ACCEPTABLE FOR CSEC AND WHAT THEY CAN HANDLE IN THE SURCHARGE. UM, IS IS ANOTHER THING THAT'S, THAT'S WHAT THEY'RE GONNA HAVE TO, TO LOOK AT, DO A DEEPER DIVE IN TERMS OF WHAT WE'RE REQUESTING THE BASE NEEDS TO INCREASE, I'M SORRY, THE BASE. YES, THE BASE NEEDS TO INCREASE THEN THE BASE NEEDS TO INCREASE. YES. AND THE, THERE IS, THERE IS EFFORT. UM, YOU KNOW, MS RAF, YOU KNOW, YOU'VE, YOU'VE BEEN PART OF THOSE CONVERSATIONS TO INCREASE THE 9 1 1 FEE TO BE ABLE TO, UM, HANDLE, IT'S NOT A POPULAR, YOU KNOW, THING TO TAKE WHEN, WHEN ELECTIONS ARE ARE COMING. UM, BUT BASICALLY THAT'S, THAT'S THE EFFORT. THAT EFFORT IS STILL ON THE TABLE TO INCREASE, INCREASE IT CUZ WE'RE NOT GETTING THE BASE TO BE ABLE TO MEET THE MINIMUM OF WHAT WE NEED WITH ALL THIS ELEVATED NEXT GEN 9 1 1. UM, YOU KNOW WHAT'S REALLY ALL AROUND, IT'S NOT JUST ABOUT EQUIPMENT, IT'S ABOUT EFFORT. IT'S ABOUT ENSURING THAT THE CALL IS ACTUALLY ROUTING BASED OFF OF THE MAP. THERE'S TONS OF EXPENSES THAT ARE TIED TO THAT. SO THAT'S WHAT THE EFFORT IS, IS TO INCREASE THE FEE. MARCELLA, WE'RE GONNA, WE'RE GONNA STOP RIGHT THERE REAL QUICK OKAY. AND MOVE TO ITEM NUMBER SEVEN AND THEN WE'LL COME BACK AND GO THROUGH C THROUGH G FOR YOU. OKAY. UH, JUDGE TILL'S GOT A MEETING AT 1230, SO SORRY. OKAY. UH, WE'RE GONNA MOVE [7. Consider and act upon the recommendation to authorize the Executive Director to accept funding allocations for FY2024-2025 in the approximate amount of $3,500,000; and sign the Contract for 9-1-1 Service from the Commission on State Emergency Communications (CSEC). This item will not require an amendment to the AACOG 2023 budget. – Marcela Medina.] TO ITEM NUMBER SEVEN REAL QUICK TO CONSIDER AND ACT UPON THE RECOMMENDATION TO AUTHORIZE THE EXECUTIVE DIRECTOR TO ACCEPT FUNDING ALLOCATIONS FOR FISCAL YEAR 20 24, 20 25 IN THE APPROXIMATE AMOUNT OF $3,500,000 AND SIGNED THE CONTRACT FOR 9 1 1 SERVICE FROM THE COMMISSION ON STATE EMERGENCY COMMUNICATIONS. THAT'S THE CSEC. THIS ITEM WILL NOT REQUIRE AN AMENDMENT TO THE ACOG 2023 BUDGET VOTE TO APPROVE. OKAY, THAT'S MOTION IN A SECOND. ALL THOSE IN FAVOR? AYE. AYE. ALL RIGHT. MOTION CARRIED. ALL RIGHT, JUDGE, YOU'RE EXCUSED, JUDGE. THANK YOU. ALL RIGHT, WE'RE GONNA GO BACK TO ITEM NUMBER SIX AND START AT C FOR INTERLOCAL AGREEMENTS. CORRECT. OKAY. YES. SO, UM, THAT WELL, UM, YES, I WANTED TO JUST, LET ME JUST TELL YOU THIS TABLE. HOLD, HOLD, HOLD UP. OKAY. WITHOUT A QUORUM. IF THIS IS JUST, ARE WE, IT SAYS CONSIDER AN ACT. UH, DO YOU HAVE ACTION ON NUMBER SIX OR IS THAT JUST A BRIEFING? UM, THE ITEM THAT WE DID, ITEM NUMBER SIX, YOU HAVE TO DECIDE QUICKLY SO WE CAN OH, NO, NO, THAT'S NOT, THERE'S NO ACTION ON THE REPORT. CORRECT. AND SO IF IT'S JUST A BRIEF, THEN WE CAN CONTINUE WITHOUT, WE WON'T HAVE TO VOTE ON ANYTHING. RIGHT. MY REPORT, MY REPORT IS, IS IT'S JUST A BRIEF, JUST TO LET YOU KNOW KNOW. OKAY. UM, SO IN INTER LOCAL AGREEMENT, YES. OKAY. INTER, INTER LOCAL AGREEMENT. YOU CAN SEE THE COST BREAKDOWN FOR 24 IF YOU'D LIKE, FOR PER COUNTY. SO THE, SO WITH, WITH THE 20 24, 20 25, UH, STRATEGIC PLAN, UM, NATURALLY INTER LOCAL AGREEMENTS ARE DUE. UM, THEY, THEY MUST BE, THEY MUST BE SIGNED BY THE END OF AUGUST, AUGUST, AUGUST 31ST OF 23. UM, MS. R HAS, UH, TO SIGN A CERTIFICATION THAT ALL INTERLOCAL AGREE AGREEMENTS ARE IN PROGRESS. SO, SO WE WANTED, IT WAS VERY ESSENTIAL FOR US TO HAVE THIS MEETING TO LET YOU KNOW, UM, I DID ATTACH THE INTERLOCAL AGREEMENT TO THIS REPORT SO YOU'RE ABLE TO READ THROUGH IT. BUT BASICALLY THERE'S NO CHANGES. WE'RE STILL COVERING EVERYTHING, EVERYTHING. THERE'S NO SEPARATE, SEPARATE, UH, DATA BASE, UH, INTERLOCAL AGREEMENT AGREEMENT BECAUSE THERE'S NO EXCHANGE OF MONEY. UM, WE'RE NOT GIVING, YOU KNOW, ANY MONEY TO THE ACCOUNT. WE'RE BASICALLY COVERING THE COST DIRECTLY. SO FOR THAT WE JUST, WE JUST HAVE THE PSAP IN INTER LOCAL AGREEMENT. LIKE I SAID, WE ARE PLANNING ON SENDING IT VIA DOCUSIGN, SO, UH, BE AWARE, AWARE OF THAT. WE'RE GONNA SEND IT OUT AS SOON AS POSSIBLE SO THAT YOU'RE ABLE TO READ IT. UM, I D THE DATABASE MAINTENANCE, WE WANTED TO LET YOU KNOW WHERE WE'RE AT IN TERMS OF OUR NUMBER AND COMPLIANCE AND UH, WE'RE FINDING A LOT OF THE DETAIL IN TERMS OF WHAT, UM, DOES HAVE THE STATE CONTRACT TO PRODUCE THESE NUMBERS. AND HAVING OUR SIDE PROJECT, THERE WAS A LITTLE BIT OF CROSSOVER THERE FOR THEM, BUT, UH, BASICALLY THE WHOLE POINT AT THIS TO STATE IN COMPLIANCE STATE COMPLIANCE IS TO REDUCE OUR GIS ERROR RATES. UM, SO WE WANTED TO SHOW, SHOW YOU FEBRUARY OF 22. UM, OUR GIS ERROR RATES WERE OVER SEVEN, 7,000. UM, AND AS OF FEBRUARY, FEBRUARY OF 23, OUR GIS ERROR RATES ARE 22. UM, AND OF COURSE THE GOAL WAS ALWAYS TO GET THE CRITICAL ERROR RATES DOWN TO DOWN TO ZERO. SO, SO YOU CAN SEE THAT ON THE FEBRUARY OF 23. UM, AND AGAIN, THAT IS ESSENTIAL FOR THE, TO OPERATE AS EFFICIENTLY AS POSSIBLE. THE NEXT UM, UM, IS, I SENT OUT AN EMAIL SO I WON'T GO OVER THIS IN TOO MUCH DETAIL, BUT THE EMAIL BASICALLY [00:50:01] WAS TELLING YOU OF OUR STAFF EFFORTS TO CALL, UH, TO DO 9 1 1 TEST CALLS IN, UH, SCHOOLS AROUND OUR 9 1 1 REGION. UM, AND THIS IS BASICALLY, BASICALLY ENSURING CARRIE'S LAW IS THAT, UH, YOU CAN DIAL OUT WITHOUT HAVING TO DIAL NINE. AND THE FEDERAL ARRAY ALL ACT IS ENSURING THAT THE MAP, THAT THE CALL IS PROPERLY MAPPED. UM, AND THAT THAT DOES DIRECTLY TIE TO THE VOIP LINES, UM, THAT ARE, YOU KNOW, THE VO, THE VOIP, THE PHONES ARE, YOU KNOW, NOW TRANSFERRED FROM ONE SCHOOL OR ONE BUILDING TO THE OTHER. WELL THE, THAT DOESN'T NECESSARILY MEAN THAT THE LOCATION IS GONNA AUTOMATICALLY ABOVE. SO WE HAVE FOUND INSTANCES, INSTANCES WHERE IT WAS A PHONE THAT WAS IN THE CAFETERIA BUT WAS MOVED TO A CLASSROOM. AND SO NOW IT'S SHOWING, SHOWING WHEN THEY DIAL NINE ONE FROM THE CLASSROOM OR FROM THE OFFICE, IT SHOWS UP AS BEING LOCATED, LOCATED IN THE CAFETERIA, WHICH IS A SEPARATE BUILDING. THAT'S JUST AN EXAMPLE. BUT I WANTED TO GIVE YOU THE TABLE OF THE, OF THE, UH, CURRENT SCHEDULE AND OF COURSE, UM, THE EXPECTED DATE OF WHEN WE'RE GONNA BE VISITING THE SCHOOLS. UM, YOU KNOW, IF WE HAVE, IF WE HAVE ANY PARTICULAR ISSUES WITH GETTING INTEREST TO, TO THE SCHOOLS OR GETTING COOPERATION, WE'LL REACH OUT TO YOU OF COURSE, OF COURSE, TO SEE IF THERE'S ANY ASSISTANCE YOU CAN PROVIDE. I CAN, I JUST EMPHASIZE THAT ONE OF THE CHALLENGES IS THAT THIS HAS TO BE DONE BY OUR STAFF, THAT IT CAN BE DONE. YES. I THINK SIZING THAT POINT. YES. YES. ONE OF, OF THE THING, YOU KNOW, OF COURSE THE, ASIDE FROM THE COOPERATION, COOPERATION OF THE SCHOOL ADMINISTRATOR, ADMINISTRATORS AND IT STAFF IS UM, YOU KNOW, WE, THE, THE 9 1 1 TEST CALLS ARE SOMETHING THAT WE, WE HAVE TO DO. UM, IT HAS TO BE PERFORMED BY A FIRST RESPONDER OR SOMEBODY WITHIN THE FIELD OF 9 1 1. THERE HAVE BEEN SOME INCIDENCES WHERE UM, YOU KNOW, THOSE FULL STAFF KNOW THAT WE'RE COMING AND THEY WANT US, THEY WANNA DO RUN THEIR OWN ASSESSMENT BEFORE, CUZ THEY THINK THIS IS KIND OF LIKE AN AUDIT AND I GOTCHA, GOTCHA TYPE OF SITUATION. THEY DON'T WANT TO BE CALLED OUT ON ANYTHING, BUT WE'RE, THAT'S NOT WHAT WE'RE, WE'RE THERE FOR. WE REALLY TRULY ARE THERE FOR, TO MAKE SURE THAT WE HELP THEM, THEM IDENTIFY ANY ISSUES. BUT WHAT THEY DO IS KINDS KIND OF LIKE A PRE-ASSESSMENT. SO THEY, YOU KNOW, ONE PARTICULAR, FOR INSTANCE, THEY WERE CALLING 9 1 1, UM, I BELIEVE IT WAS THE IT STAFF WERE CALLING 9 1 1 AND ASKING THE OPERATOR OPERATOR WHAT LOCATION ARE THEY THEY AT. AND SO THAT, THAT'S SOMETHING, THAT'S SOMETHING THAT WE DON'T WANT TO HAVE HAPPEN. UM, IT'S ONLY BEEN BEEN ISOLATED TO, TO ONE PARTICULAR, BUT WE HAVE HEARD OF OTHER COUNTIES PLANS TO DO THE SAME. AND SO WE'VE EMPHASIZED, EMPHASIZED VERY STRONGLY ON OUR END THAT THAT'S NOT TO BE DONE. THAT'S NOT TO BE DONE. AND UM, YOU KNOW, IF WE HEAR OF ANY PARTICULAR INSTANCES, WE WILL CONTACT YOU AS WELL. CAN YOU CLARIFY YOUR CHART? BECAUSE ATCO AND BANDERA ARE IN GRAY. YES. AND I DON'T UNDERSTAND THAT. I WANNA MAKE SURE CAUSE MY BROTHER'S ON A SCHOOL BOARD. IF ATCO AIN'T DOING THEIR PART, I WANNA KNOW ABOUT IT COMPLETED. OH, NO, ON, ON THE OPPOSITE SIDE. THAT MEANS THEY'RE GOOD. OKAY. YEAH. ON THE OPPOSITE SIDE, WE WERE ABLE TO GET COOPERATION QUICKLY AND WE JUST MAKING SURE I I SAW WHERE IT SAID COMPLETED AND IT'S, BUT I JUST WANTED TO MAKE SURE CUZ IF NOT WE CAN MAKE IT HAPPEN. YES. AND IT DOESN'T. YES, Y'ALL ARE GOOD. AND THEN IT DOESN'T NECESSARILY MEAN THAT THE OTHER ONES WERE NOT GETTING OPERATION. WE HAD TO ADJUST SCHEDULES BECAUSE OF THE SUMMER BREAK. UM, SO A LOT OF PEOPLE ARE NOT IN THE SCHOOLS OBVIOUSLY, SO WE ADJUSTED OUR SCHEDULE DOWN. SO THAT'S WHY, THAT'S WHY THERE'S A HUGE BREAK IN COMPLETING THESE, THESE TASKS. THANK YOU. I HAVE A QUESTION ABOUT IN LOCAL AGREEMENTS THEY SEND A DOCUSIGN, THE COURT HAS TO APPROVE IT. SO CAN I FROM DOCUSIGN, CAN I DO THE DRAFT TO PUT IN THE AGENDA FOR THE COMMISSIONERS? OR CAN YOU, CAN YOU SEE THE AGREEMENT? JUST, I WAS GONNA SAY JUST DON'T SIGN IT UNTIL THE COURT APPROVES IT. I KNOW, BUT I HAVE TO SHOW 'EM THE AGREEMENT. I HAVE TO PRINT IT OUT. CAN I PRINT FROM DOCUSIGN WITHOUT IT BEING SIGNED? OKAY. I'M A DINOSAUR. I JUST WANNA MAKE SURE CAUSE THEY HAVE TO PROVE IT TOP. MM-HMM. , I'M GONNA HAVE TO ASK. SO THERE'S A LITTLE THING WHERE YOU CAN PRINT BEFORE YOU SIGN, BEFORE YOU SIGN MM-HMM. . OKAY. I'VE GOT A QUESTION ON THIS. ON THE SCHOOL TESTING, IS THERE ANY WAY TO COMPEL THEM OR IS THIS, I MEAN, OTHER THAN POLITICAL PRESSURE, I MEAN IS THERE ANY WAY TO COMPEL THEM TO, TO PARTICIPATE IN THIS TESTING? WELL, COMMUNICATION, I THINK IF, IF, LIKE SHE SAID, IF YOU JUST TELL THEM, HEY, THIS ISN'T A GOTCHA, THIS ISN'T AN AUDIT, ANYTHING LIKE THAT. IF YOU COMMUNICATE THAT BEFOREHAND THEN, UH, I WOULD THINK THE SCHOOLS WOULD WANT TO PARTICIPATE. WELL, NO, I'M JUST SAYING WE'VE GOT A, A DISTRICT THAT SAYS WE'RE NOT GONNA LET AOG COME IN AND, AND LOOK AT THIS. WE'RE, WE'RE GOOD. YOU KNOW, WE DON'T NEED THE HELP THINGS. I MEAN, THAT'S EXACTLY WHAT WE'VE BEEN TOLD. NO, THANK YOU. WE DON'T NEED YOUR SERVICES. YEAH. UM, BUT WE WE'RE APPROACHING THEM. IT'S NOT, IT'S NOT A, IT'S NOT A CHOICE AND IT'S SOMETHING OF A LIABILITY EVEN FOR ACOG. BECAUSE IF, IF MY TEAM WERE TO GO OUT, I'VE BEEN VERY, YOU KNOW, FRANK WITH THEM AND, AND THEY'VE BEEN VERY PERSISTENT. AND THEN ACTUALLY MY [00:55:01] STAFF, YOU KNOW, CAME UP WITH, WITH THIS IDEA TO SAY, LET'S TAKE IT ONE STEP FURTHER TO EDUCATING, UM, THE BUSINESSES AND SCHOOLS REALLY WHEN THEY ARE DOING THEIR IT STRUCTURE AND SWITCHING THEIR PHONES. SO WE, WE APPROACHED THEM AS, YOU DON'T HAVE A CHOICE. WE ARE HERE TO SCHEDULE, YOU KNOW, THE TESTING OF THE, OF THE PHONES. UM, WHICH IS WHY I THINK ON THE BACK END, WE'VE HAD SOME PEOPLE SAY, OH, LET'S TEST A C BEFORE THEY GET HERE. UM, TYPE OF THING. AND, YOU KNOW, I WOULD SAY THE KEY IS COMMUNICATION. UM, YOU KNOW, WE WERE ABLE TO COMMUNICATE, COMMUNICATE WITH THE JUDGE WITH, FOR THE PARTICULAR SCHOOL DISTRICT THAT WE WAS HAVING ISSUES. UM, WE STILL HAVEN'T BEEN ABLE TO REMEDY THAT. UM, BUT WE'RE, WE'RE STILL WORKING ON THAT. UM, I CAN'T IMAGINE THAT ANY SCHOOL, IF YOU'RE COMING THERE TO ENSURE THAT EVERYTHING'S OPERATED AND THEY'RE ABLE TO CONNECT TO 9 1 1 WOULD NOT WANT THAT. UM, AND SO IT BECOMES A MATTER OF PRETTY SOON THAT THAT SCHOOL DISTRICT OR SUPERINTENDENT, IF THEY'RE SUPPORTIVE OF, OF THAT, IT, IT JUST LOOKS LIKE IT'S NOT, NOT AN IMPORTANT MATTER TO THEM. UM, SO EVEN IF THEY'VE DONE THEIR OWN TESTING, WE'RE STILL GOING AND DOING IT. I DON'T WANNA SKIP ANY SCHOOL, ANY COUNTY. AND THAT'S WHY THIS SCHOOL NUMBER IS 77, CUZ WE ARE TRULY GOING TO EVERY SINGLE SCHOOL. THANK YOU. SO, UH, THE NEXT THING IS SOMEWHAT OF A STANDARD ITEM THAT I PROVIDE ON THE REPORT, WHICH IS CALL VOLUME. THE FIRST TABLE, OF COURSE IS FOR THE CALENDAR YEAR, YEAR 22. A LOT OF COUNTIES LIKE TO SEE WHERE THEY'RE AT. UM, IN TERMS OF CALL VOLUME, YOU CAN SEE JUST POINTING OUT ASCO COUNTY CALLS OR, YOU KNOW, 41,000, ALMOST 42,000 A YEAR. SO THIS IS BY, THEY ARE, UH, YEAH, CANDIDATE FOR, FOR THE FOURTH POSITION. SO WE'RE WORKING VERY HARD ON THAT. UM, THE NEXT TABLE DOES HAVE A CURRENT TO DATE. SO WE DID IT RAN FROM, FROM JANUARY 1ST OR 23 TO MAY 31ST. FIRST. UM, THE, THE NEXT TABLE THAT WE, UH, HAVE AND WON'T BE ABLE TO COMPLETE THE FULL YEAR ONCE, ONCE 23 COMPLETES. UM, THIS IS A TABLE THAT I'VE PROVIDED, UH, TO BE ABLE TO GIVE YOU AN IDEA OF HOW MUCH THE EMERGENCY CALLS AND TEXT MESSAGES HAVE INCREASED OVER THE YEAR. I ALREADY STATED WE INITIATED THE TEXT TO 9 1 1 IN 2019. 2020 WAS THE, THE FIRST FULL YEAR WHERE WE HAD IT. UM, AND SO WHAT WE'RE DOING IS WE'RE ROLLING OUT THE EDUCATION PIECE. WE'RE LIKELY TO SEE A BOOST IN THE TEXT TO 9 1 1 FOR 23. SO WE'LL BE MONITORING THAT CLOSELY. BUT THIS IS REALLY JUST TO LET YOU KNOW REALLY OVER TIME, HOW BUSY DID IT GET, ESPECIALLY IN THAT, IN THAT COVID YEAR. UM, AND THAT'S JUST ANOTHER VISUAL FOR YOU TO BE ABLE TO SEE YOUR COUNTY DOWN BELOW IF YOU PREFER, PREFER TO SEE IT IN MARCH. UM, THE NEXT PAGE IS THE INITIATIVES. UM, SO THIS IS THE TEXT TO 9 1 1 ADS. THESE ARE WHAT IS GONNA POP UP WHEN ANYBODY GOOGLES HOW TO CALL 9 1 1 OR TEXT TO 9 1 1 OR ANYTHING. THERE'S CERTAIN, UM, THERE'S CERTAIN KEYWORDS IN WHICH IT'LL POP UP. IT'LL BE RAN FOR, WE'RE GETTING THE PRICING FOR A YEAR. IT'LL BE RAN IN EVERY COUNTY. SO REST ASSURED IF SOMEBODY, SOMEBODY'S SEEKING THAT, UM, EDUCATION PIECE, THEY WILL FIND IT WHEN THEY'RE ABLE TO, UH, GET ON THEIR PHONE AND ACTUALLY LOOK AT THE, UH, YEAH, I'M SORRY. I'M SORRY. UH, GOOGLE KEYWORDS FOR 9 1 1. THE NEXT EFFORT, OF COURSE IS THE PUBLIC EDUCATION MATERIAL. I'VE ALREADY STATED ABOUT WHAT WE DO, WHAT WE'RE DOING TIED TO THE PUBLIC EDUCATION, PROVIDING THE MATERIALS. ANOTHER BIG THING THAT WE, WE DO, UM, IS PROVIDE, UM, GIFTS REALLY FOR TELE TELECOMMUNICATOR WEEK. IT'S USUALLY ALWAYS IN THAT SAME TIMEFRAME. UH, THIS YEAR WAS APRIL 10TH OF THE 14TH. THIS IS JUST A PICTURE OF THE SUPPLIES WE PROVIDED. IT'S TO LET OUR, UH, TELECOMMUNICATORS KNOW THAT WE APPRECIATE THEM. ACOT NEVER MISSES A CHANCE TO, UM, TO RECOGNIZE THEM AND SEND THEM THINGS THROUGHOUT THE YEAR. BUT THIS IS, THIS IS A BIG EVENT WHERE WE DON'T, WE, WE NEVER FAILED TO IT. SO THE PICTURE OF THE BOTTOM IS EVERYTHING WE PROVIDED THEM AND THEY WERE ALWAYS REALLY GRATEFUL OF THAT LITTLE FOOD, FOOD CONTAINER DOWN THERE WAS REALLY POP, UH, POPULAR WITH THEM. UM, BUT THEY REALLY DO APPRECIATE THAT. AND I REALLY HAVE TO REINFORCE AGAIN WHAT WE SHARED WITH Y'ALL AFTER UVALDE, IT WAS OUR 9 1 1 FOLKS THAT VOLUNTEERED TO GO IN AND RELIEVE THOSE UVALDE 9 1 1 OPERATORS, IF YOU COULD IMAGINE TAKING THOSE CALLS. AND THEN THEY DIDN'T, THEY WOULD NOT HAVE HAD RELIEF IF OUR FOLKS HADN'T VOLUNTEERED TO GO IN THERE. SO YES. YES. AND AND REALLY THAT'S, THAT'S WHAT THE SHORTAGE, I MEAN THERE'S A SHORTAGE OF TELECOMMUNICATORS. UH, IT WAS VERY DIFFICULT. IT WAS DIFFICULT FOR A COUNTY TO EVEN SEND ONE, BUT ALL OUR COUNTIES SENT AT LEAST ONE. THERE WERE SOME COUNTIES THAT SENT UP TO FOUR AND FIVE ON DIFFERENT SHIFTS. DIDN'T ATCO SEND LIKE FIVE THAT FIRST DAY? YES. AND WILSON COUNTY? YES. MM-HMM. [01:00:01] WILSON COUNTY WAS VERY ACTIVE AS, AS WELL. YES. UM, SO THE VERY LAST ITEM ON MY REPORT REPORT IS THE TELECOMMUNICATOR TRAINING. I STATED ALREADY THAT STATED THAT THERE ARE SOME COURSES THAT WE CAN COVER IN SOME COURSES THAT WE CAN'T. UM, YOU KNOW, BASICALLY THIS IS THE LIST OF, OF COURSES THAT WE CAN COVER. OH, WE, WE HAVE MADE, WE'VE MADE AN EFFORT TO REACH OUT TO PSAP SUPERVISORS AND REALLY GET THEM THEM INTO THE BASIC INSTRUCTOR COURSE. THE BASIC INSTRUCTOR COURSE IS A TL CERTIFICATION THAT ALLOWS THAT PSAP SUPERVISOR, SUPERVISOR TO GET THE CERTIFICATION TO BE ABLE TO TEACH ALL THE CLASSES TO, TO TELECOMMUNICATOR. THAT'S A BENEFIT TO THE, THE COUNTY AS WELL. YOU CAN GET YOUR COUNTY PERSON PERSONNEL TRAINED NO MATTER HOW MANY, HOW MANY DISPATCHERS, UH, YOU KNOW, COME IN. YOU CAN, THEY CAN, THEY CAN TRAIN AND WE CAN REPORT THE HOURS. UM, SO THAT'S A HUGE BENEFIT. BENEFIT. WE STARTED DOING THAT ABOUT MAYBE ABOUT THREE YEARS AGO. AND WE, RIGHT, RIGHT NOW I THINK WE HAVE ABOUT THREE, UM, YOU KNOW, ON STAFF AS A CONTRACT CONTRACTOR TO BE ABLE TO DO THIS AND THEY CAN DO IT FREE FOR YOUR COUNTY. UM, AND OF COURSE WE PROVIDE THE TELE, THE BASIC TELECOMMUNICATION LICENSE IN THE COURSE. IT'S AN 80 HOUR COURSE. UH, WE OFFER THAT UP TO THREE, THREE YEARS. SO IF YOU DO HAVE DISPATCHERS THAT ARE QUITTING, YOU HAVE TO HIRE MORE. UM, YOU KNOW, REST ASSURED WE WILL PROVIDE, PROVIDE THAT COURSE WHENEVER WE SEE THE DEMAND FOR IT. BUT WE DO HAVE THREE SCHEDULED REGULARLY, WHICH IS A VERY COSTLY COURSE NOW THAT THEY INCREASED IT FROM 40 HOURS TO 80 HOURS. UM, AND THE LAST THING, THE LAST THING THAT'S BRAND NEW, I DO WANNA MENTION THAT WE ARE PROVIDING, PROVIDING IS ONLINE SUBSCRIPTION FOR TELECOMMUNICATORS THROUGH VIRTUAL ACADEMY TO BE ABLE TO ATTEND THE TRAINING OR BE ABLE TO AT LEAST GET THE TRAINING THAT THEY'RE REQUESTING THAT THE CSEC WON'T COVER. CSEC IRONICALLY WILL COVER ONLINE SUBSCRIPTIONS. UM, AND AS LONG AS THE BASIC COURSES ARE ON THERE, UM, IF THEY HAPPEN TO TAKE A SUPERVISORY COURSE, THEN IT STILL HAPPENS. IT'S PART OF THE SUBSCRIPTION. UM, SO WE CAN'T DIRECTLY PAY FOR THAT MENTORING AND, YOU KNOW, OTHER TYPE OF MENTAL HEALTH FOR TELECOMMUNICATORS, BUT WE CAN'T PAY FOR AN ONLINE SUBSCRIPTIONS. SO WE WERE ABLE TO FIND THAT. A LOT OF TIMES, TIMES WERE DOING THAT AND WE WANT, WE WANT TO BE ABLE TO OFFER THAT. SO THAT'S, THAT'S BRAND NEW AS WELL. UM, SO, SO ARE THERE ANY QUESTIONS TIED TO THE REPORT OR ANYTHING? NONE. NO. OKAY. THANK YOU. SORRY, HARD TO MAKE IT QUICK. PAINLESS. NOPE, IT WAS GOOD. GOOD INFORMATION. INFORMATION. YEP. ABSOLUTELY. SO ITEM NUMBER SEVEN, WE VOTED ON [8. Next scheduled meeting is TBD.] OUR NEXT MEETING IS TO BE DETERMINED IN ITEM NINE. WE ARE ADJOURNED. GOOD JOB. THANK YOU ALL. YES, THANK YOU. AND THANK YOU MARCELLA. YOU'RE WELCOME. * This transcript was created by voice-to-text technology.
