UM, AND SO BEEN DOING SO AT THE, FOR THE PUBLIC, UH, FOR THE INDIGENT CLIENTS.
THOSE WHO DO DOT HAVE MONEY, HAVE SEEK RESOURCES, RESOURCES, NOT RESOURCES TO SEEK CARE ANYWHERE, ANYWHERE ELSE.

80% OF THEM INVOLVED INVOLVE SUBSTANCE, SUBSTANCE ABUSE.
THESE ARE THINGS THAT YOU, YOU DO KNOW.
UM, 9% OF CHILD, CHILD ABUSE AND NEGLECT CASES ALSO INVOLVE WITH SUBSTANCE USE.
UM, MY WIFE USED TO BE AT, AT THE CHILDREN'S SHELTER, AND WE USED TO SAY THAT WHENEVER SOME CAME TO THE EMERGENCY SHELTER, WE SAW PARENTS BACK AT HOME

ON SUBSTANCE ABUSE, ON THE COUCH OR WHATEVER, HAVING TROUBLE.AND THAT CHILD GOT TAKEN, TAKEN TO THE EMERGENCY SHELTER.
SUBSTANCE ABUSE WAS INVOLVED THERE.
SO THE HIGH COST OF RESPONSE, YOU ALL KNOW THIS, THE COSTS ARE IN YOUR BUDGETS.
ARREST, ARREST, PROSECUTION, THE JAIL, THE HOMELESS SERVICES, ALL OF OUR ENVIRONMENTAL ISSUES, HOMELESSNESS AND THE EMERGENCY ROOMS AND OUR HOSPITALS.
THIS IS, UH, A HUGE COST THAT IS DIRECTLY ATTRIBUTED, ATTRIBUTED TO SUBSTANCE USE, SUBSTANCE ABUSE.
WE'RE TELLING YOU, YOU ANYTHING YOU DON'T KNOW.
HOWEVER, WHAT WE WANT YOU TO KNOW IS THAT WE ARE THERE TO PROVIDE AFFORDABLE TREATMENT AND IN, IN RECOVERY, THE WAY THEY CAN BREAK THE CYCLE.
AND WE CAN RETURN PEOPLE TO THEIR FAMILIES, MEN TO THEIR EMPLOYMENT, WOMEN TO THEIR EMPLOYMENT, THEIR JOBS, THEIR FAMILIES, THEIR BETTER BROTHERS OR BETTER SISTERS.
THEY'RE RETURNING INTO THE, THE COMMUNITY AS TAXPAYERS.
SO IF WE KNOW WE HAVE, WE HAVE EXPERIENCE WITH THIS, WITH OUR ALUMNI WHO HAVE BECOME PRODUCTIVE CITIZEN CITIZENS IN ALL OF SOUTH TEXAS.
TEXAS, QUITE FRANKLY, THE CYCLE OF RECOVERY, WHAT WE BELIEVE BELIEVE IS OF COURSE, THOSE OF YOU, UH, THAT MAY HAVE BEEN INVOLVED IN RECOVERY.
THE FIRST STEP IS HONESTY, FACING, FACING ISSUE.
DENIAL IS A BIG RIVER JUST IN EGYPT, BUT IT'S RIGHT HERE IN SAN ANTONIO
AND SO THERE'S A VERY, UM, REALLY, UM, IMPORTANT THING TO RECOGNIZE THE PROBLEM.

IT'S, UH, PEER COACHES THAT FOLLOW CLIENTS, CLIENTS AFTER TREATMENT FOR UP TO TWO YEARS, YEARS WHERE THEY CONNECT WITH THEM SAYING, ARE YOU GOING TO THE DENTIST? ARE YOU GOING TO WHATEVER CHURCH GROUP YOU DECIDED YOU WANTED TO ATTEND? ARE YOU TAKING CARE, CARE OF YOUR BILLS? WHATEVER.
IT'S NOT A, IT'S NOT ANYTHING OTHER THAN ASSISTING AND TRYING TO BE SURE THEY OVERCOME THE BARRIERS OF OBSTACLE OBSTACLES.

AND, UH, WE WERE AT THE COUNTY OPERATING OF SSON TENSON ROAD, WHICH USED TO BE THE OLD BOYS SCHOOL.
AND SO WE'LL STILL HAVE, HAVE THAT BUILDING.
AND IT'S A BEAUTIFUL, BEAUTIFUL, BEAUTIFUL OLD BUILDING.
AND WE ARE ALSO RESTORING THE BUILDING AND THEN BUILDING NEW BUILDINGS TO ADD CAPACITY FOR OUR CLIENTS.
SO WE ARE THE LARGEST, LARGEST NON-PROFIT RESIDENTIAL SUBSTANCE USE TREATMENT TREATMENT FACILITY, TOP SOUTH TEXAS.
THE KNEE IS EVEN MUCH, MUCH GREATER.
BUT, UM, WHEN YOU LOOK AT THROUGH, UH, THROUGHOUT TEXAS, THERE ARE MANY FINE PEOPLE, PEOPLE THAT ARE HELPING.
BUT, UM, THE KNEES STILL, STILL VERY GREAT THROUGHOUT THE COUNTY.
HAS HELPED US, HAS HELPED US IN THIS REGARD.

THE RESIDENTIAL IS FOR MEN AT THIS POINT.
WE ARE ADDING MEN, WOMEN AS THE BUILDINGS ARE BEING BUILT.
SO, UM, AMY KNOWS THIS CAUSE WE'VE BEEN WORKING WITH DR.
COMMISSIONER AND WE APPRECIATE THAT.
UM, NUMBER OF REFERRALS DO, DO COME FROM A PRE-TRIAL, JAIL DIVERSION AND THE FAMILY PROTECTIVE PROTECTING SERVICES.
ALMOST ALL OF OUR, OUR OUTPATIENT FACILITIES, FACILITIES ARE COMING FROM FAMILY PROTECTIVE SERVICES.
SO WE'RE WE'RE THERE TO HELP RESTORE FAMILIES IF THEY HAVE AN, AN ISSUE WHERE THEIR CHILD IS BEING POSSIBLY TAKEN, TAKEN AWAY BECAUSE OF, OF SUBSTANCE USE IN THE HOME.
WE'RE THERE TO ASSIST, ASSIST AND BE SURE THAT THEY GET THE TRUTH THEY NEED, THEY NEED, AND THEN THEY'RE ABLE TO RESTORE THEIR FAMILIES.
JAN DIVERSION IS A BIG THING RIGHT NOW.
WE HAVE MANY PEOPLE, PEOPLE COMING FROM, AS WE KNOW, BEAR COUNTY JAIL IS FULL AND, UH, THEY MANY PLACES FOR, UH, PEOPLE TO GO.
AND WE'RE PART OF THAT, UH, ADDITION OF NEW BEDS IS BECAUSE WE ARE ABLE TO ACCOMMODATE, ACCOMMODATE DIVERSION PROGRAMS. NOT ONLY BEAR COUNTY, BUT WITH OTHER COUNTIES AND THROUGHOUT SOUTH TEXAS AS, AS WE MAY GET TO KNOW EACH OTHER BETTER.
AS OF COURSE, AS I SAID, PRE-TRIAL IS ALSO ANOTHER THING.
SO IT IS NOT JUST ALL FORENSICS, BUT IT'S PEOPLE THAT ARE NEEDING HELP, HELP.

TREATMENT BECAUSE THE JUDGE SAYS A YEAR OR SO AND MAYBE A PLACE GO INSTEAD OF GOING TO JAIL.
SO IT'S MUCH CHEAPER, BUT IT ALSO IS BETTER, BETTER FOR THE CLIENT PROTECTIVE SERVICE SERVICES, TEXAS DEPARTMENT OF HEALTH, OF COURSE, ALONG WITH AND LICENSED BY THEM.
SO WE'RE CRITICAL A BUILDING BLOCK IN THIS CONTINUUM CARE.
WE WANT PEOPLE TO TREAT WHERE THEY ARE AND BE ABLE TO TAKE CARE OF THEM ALL THROUGH THEIR ISSUES ALL THE WAY THROUGH UNTIL THEY'RE HEALTHY.
RETURN RESTORED TO, UM, THE COMMUNITY.
THESE ARE VARIOUS PROGRAMS. SUBSTANCE ABUSE, MENTAL HEALTH, INDIVIDUAL GROUPS, OPTIONAL 12 STEP AND SPIRITUAL FORMATION.
WE HAVE GREAT RECREATIONAL FACILIT FACILITIES NOW WE JUST OPENED UP THE NEW BALL FIELD AND ALL THAT.
FIVE ACRES WE HAVE SOUTH AND ROAD AND OF COURSE PEER RECOVERY GROUPS.
UM, SOBER, SOBER, SOBER FIESTA.
THAT WAS SOMETHING THAT HAPPENED, UH, SATURDAY.
AND THERE WAS A GREAT TURN OUT, JOINED WITH OTHER PEOPLE IN THE COMMUNITY AT, UH,

THEY HAVE DETERMINED, DETERMINED THAT THOSE THAT CAME TO US IN THE JAIL DIVERSION PROGRAM FROM COUNTY, FROM THE RECIDIVISM RATE, WHICH MEANS THE RETURN, RETURN TO TO OFFEND RETURN, RETURN TO USE, REDUCE REDUCED FROM 34%, WHICH IS WHAT THE NORMAL WAS TO 9% PERCENT FOR THOSE WHO WENT THROUGH LIFETIME RECOVERY PROGRAMS. THIS IS NOT US SAYING IT'S NOT FAIR COUNTY SAYING THAT WE LOVE NORTHERN CALIFORNIA.

SO THE GOOD NEWS ON THAT IS THAT'S ADDITIONAL FUNDS TO BE USED FOR SERVICES.
THE ADMINIS ADMINISTRATIVE BUDGETS WE'RE CURRENTLY 6% BELOW, UH, ON OUR ACTUAL, UM, COMPARED TO BUDGET.

THE INTERNAL AUDIT FUNCTION PROVIDES ASSURANCE TO TO REVIEW AGAINST OPERATIONAL ACTIVITIES, ACTIVITIES AND INTERNAL INTERNAL CONTROLS TO ENSURE COMPLIANCE, COMPLIANCE WITH REGULATIONS.

SINCE MY LAST REPORT, I HAVE FINALIZED THE AUDIT AUDITS OVER RESOURCE RECOVERY REGIONAL SERVICES, PUBLIC SAFETY'S 9 1 1 DIVISION, AND I HAVE PERFORMED MONITORING OVER ACOG'S SUB RECIPIENTS.IN ADDITION, I'VE ALSO COMPLETED THE AUDIT OVER AND AFTER RESOURCES FOR ROOM.
AND AS YOU CAN SEE, I AM CURRENTLY WORKING, WORKING ON THE AUDIT OVER DIRECTED, AND I DO NOT ANTICIPATE ANY DELAYS COMPLETION OF MY REMAINING AUDITS THIS YEAR.
ILL NOW PROVIDE YOU A HIGH LEVEL SUMMARY OF FINDINGS, OBSERVATIONS, AND, AND RECOMMENDATIONS DISCOVERED DURING MY AUDITS OF THE VARIOUS PROGRAMS. AND THE FULL REPORTS ARE ATTACHED IN YOUR PACKETS FOR YOUR REVIEW.
FOR THE RESOURCE RECOVERY RECOVERY PROGRAM, I NOTED THAT WE HAD FREE OBSERVATIONS.
THE FIRST OBSERVATION WAS THAT AN EXPENSE RE REIMBURSEMENT FOR MILEAGE WAS SUBMITTED TWICE AND PAYMENT WAS MADE, MADE TO THE EMPLOYEE FOR BOTH.
THAT SECOND PAYMENT WAS REFUNDED BY THE EMPLOYEE AND THE ACTION PLAN PLAN IS FOR BOTH THE COUNTY AND PROGRAM DEPARTMENTS TO ATTEND ADDITIONAL, ADDITIONAL TRAININGS TO ENSURE THAT BETTER REVIEW OVER EXPENDITURES.
THE SECOND OBSERVATION WAS THAT AN INVENTORY ITEM WAS UNABLE TO BE FOUND AND THE RESOLUTION WAS FOR STAFF TO PERFORM, PERFORM AN INVENTORY OBSERVATION OVER ALL EQUIPMENT AND UPDATE THE INVENTORY LISTING.
THE THIRD OBSERVATION IS THAT THE STANDARD OPERATING PROCEDURES WERE UPDATED AND THE ACTION PLAN IS FOR STAFF TO REVIEW, REVIEW THOSE SOPS AND UPDATE THEM TO REFLECT THE CURRENT PROCESS FOR REGIONAL SERVICES SERVICES PROGRAM.
AGAIN, I NOTED THREE OBSERVATIONS.
THE FIRST OBSERVATION WAS THAT AN INVENTORY ITEMS WERE PROPERLY RECORDED AS BELONGING TO REGIONAL SERVICES DEPARTMENT AFTER BEING PROPERLY DISPOSED OF OR TRANSFERRED TO ANOTHER DEPARTMENT.
THIS WAS RESOLVED BY, BY STAFF PERFORMING AN INVENTORY OBSERVATION OVER ALL EQUIPMENT AND UPDATING THE INVENTORY LISTING.
THE SECOND OBSERVATION AGAIN RELATES TO STANDARD OPERATING PROCEDURES BEING OUT OF DATE AND THOSE ARE BEING REVIEWED TO UPDATE THEM.
THE THIRD ISSUE IS THAT ONE OF THE PROGRESS REPORTS, UH, WAS DELIVERED TO THE GRANTOR 16 DAYS LATE.
AND TO PREVENT THIS FROM HAPPENING HAPPEN AGAIN.
STAFF WILL ADD PROGRESS REPORT DEADLINES TO THEIR CALENDARS AND INITIATE UPDATE MEETINGS WITH MANAGEMENT TO ENSURE ENSURE DEADLINES ARE UPHELD IN THE FUTURE.
FOR SUB RECIPIENT REVIEWS, I HAVE ONE FINDING WAS NOTED AND THAT WAS DUE TO MEALS ON WHEELS NOT COLLECTING CUSTOMER SURVEYS DUE TO STAFFING ISSUES.
THIS FINDING IS BEING MEDIATED AND WE HAVE RECEIVED, UH, THE SURVEYS FOR THE FIRST QUARTER OF 2023.
NO ISSUES WERE NOTED DURING MY AUDIT OF THE PUBLIC PUBLIC SAFETY AND ON ONE PROGRAM.
AND FOR NATURAL RESOURCES, I HAVE ONE FINDING, ONE UP OBSERVATION.
ONE RECOMMENDATION THAT FINDING FOR NATURAL RESOURCES IS DUE TO NATURAL RESOURCES PURCHASING 430,000, APPROXIMATELY $430,000 WORTH OF EQUIPMENT, AND APPROXIMATELY $200 OF THAT EQUIPMENT NOT TAGGED OR INCLUDED IN A COS FIXED ASSET MANAGEMENT PROGRAM.
THE REMEDIATION PLAN PLAN IS THAT THE INVENTORY WILL BE TAGGED AND INVENTORY RECORDS WILL BE UPDATED.
IN ADDITION, ACCOUNTING WILL PROPERLY RECORD THE PURCHASE EQUIPMENT INTO THE ACCOUNTING RECORDS PROGRAM.
STAFF WILL WORK WITH ACCOUNTING TO ENSURE THAT EQUIPMENT IS PROPERLY BUDGETED AND EXPENSED THROUGH THE PROPER ACCOUNTING CODE CODES GOING FORWARD.
AND IN ADDITION, PROGRAM STAFF WILL ENSURE THAT ALL EQUIPMENT PURCHASES ARE PROCESSED THROUGH THE PROCUREMENT DEPARTMENT PRIOR TO BEING INSTALLED, INSTALLED.
THE OBSERVATION AGAIN FOR NATURAL RESOURCES, RESOURCES IS THAT SOP, THE SOPS ARE OUT OF DATE AND THEY NEED TO UPDATE THOSE TO THE CURRENT PROCESS.

AND THIS PROGRAM IS DESIGNED FOR BOTH STATES AND, AND, UH, LOCAL GOVERNMENT FOR METROPOLITAN STATISTICAL AREAS, MSAS AND THE MUNICIPALITIES WITHIN THOSE MSAS.
AND THIS PROGRAM IS DIVIDED TWO DIFFERENT PHASES, ONE PLANNING PHASE, AND THE SECOND IS THE IMPLEMENTATION.
SO WE'RE AT THE PLANNING PHASE RIGHT NOW, AND WHAT THAT IS, IS, UH, THE NEW BROTHELS AND SAN ANTONIO MSA HAS A MILLION DOLLAR GRANT AVAILABLE IF WE CHOOSE TO APPLY FOR, FOR THAT.
AND THAT'LL BE A FOUR YEAR LONG PROCESS TO DEVELOP A CLIMATE ACTION PLAN.
ONCE THAT FOUR YEAR PROCESS, ONCE PROCESS AND THAT PLAN IS DEVELOPED, THEN WE GO INTO THE IMPLEMENT IMPLEMENTATION PHASE WHERE FUNDING AND OPPORTUNITIES WILL BE BE AVAILABLE FOR THE MUNICIPALITIES WITHIN THAT MSA.
AND THIS PROGRAM IS AGAIN DESIGNED TO, TO REDUCE GREENHOUSE GAS EMISSIONS, ANOTHER HARMFUL, HARMFUL AIR POLLUTANT.
SO THE THING TO NOTE WITH THIS PROGRAM IS THAT, THAT FOR MUNICIPAL MUNICIPALITIES WITHIN THE MSA TO BE ABLE TO APPLY FOR FUNDING WHEN THE IMPLEMENTATION PIECE COMES INTO PLAY, IS THAT THOSE PROJECTS MUST, MUST BE INCLUDED IN THE PLANNING PROCESS.
IT'S GONNA BE TRULY, IT'S BE IMPORTANT FOR US TO GET OUR VOICE AND OUR EFFORTS AND WHATEVER PROJECTS THAT WE WANNA PLAN FOR THE FUTURE IN PLAN.
STARTING OFF, STARTING OFF, THE CITY OF SAN ANTONIO HAS ELECTED TO BE THE LEAD AGENCY IN DEVELOPING THIS, THIS PLAN.
AND TO APPLY FOR THAT $1 MILLION GRANT THAT WE HAVE WITH THE CITY'S EXPERIENCE AND RESOURCES WITH THEIR CURRENT CLIMATE ACTION ADAPTATION PLAN.
WE FEEL THAT IT'S JUST A NATURAL SEAMLESS APPLIC APPLICATION FOR THEM AND THEIR CURRENT CLIMATE ACTION ADAPTATION PLAN AND WILL BE A STRONG FOUNDATION FOR US TO BUILD, BUILD OFF OF FOR MORE COMPREHENSIVE MSI MSA WIDE, UH, PLAN.
SO, UH, WITH THAT WE HAVE A DRAFT, DRAFT LETTER OF SUPPORT THAT WE'RE ASKING FOR APPROVAL FOR US TO SUBMIT WITH AGENCY.
AND ALONG WITH THAT APPROVAL WOULD BE THE APPROVAL TO ACCEPT, ACCEPT AN ESTIMATED $325,000

ON APRIL 18TH, 4 MILLION IN PROJECT FUNDING WAS MADE, MADE AVAILABLE FOR THE RESERVATION BY THE TEXAS DEPARTMENT OF COMMUNITY AFFAIRS.
ON A FIRST, FIRST OUR BASIS WEATHERIZATION STAFF IS ABLE TO RESERVE FUNDING FOR 12 DISABLED HOUSEHOLDS.
WE ASKED AFTER YOUR AUTHORIZATION TO ALLOW MRS. RA TO AGREEMENT AND ACCEPT FUNDING FOR THE 12 HOUSEHOLD, THE AMOUNT OF NINETY THOUSAND TWO HUNDRED THIRTY THOUSAND AND SEVENTY CENTS.

UM, SO THESE ITEMS, THESE ITEMS AGAIN, ARE DUE FIFTH, FIFTH, UM, THERE IS NO BUDGET ADJUSTMENT, UM, NEEDED.

SO IT KIND, SO, KIND OF MIRRORED EXACTLY WHAT THEY WERE CATCHING.
BUT THEY DO A TREMENDOUS, TREMENDOUS JOB IN REVIEWING.
