I'M THE NATURAL RESOURCES PROJECT ADMINISTRATOR FOR A, AND THIS ITEM IS SIMPLY AN OVERVIEW OF ALL THE ACTIVE PROGRAMS THAT THE RESOURCES DEPARTMENT ARE CURRENTLY ENGAGED IN.
THIS IS JUST A LIST OF ALL THE FUNDING SOURCES AND THE PROGRAMS, UH, THAT I'LL BE COVER THIS PRESENTATION.
WE'RE GONNA TALK ABOUT THE PROJECTS THAT WE'RE DOING FOR THE ALAMO AREA, NPO FIRST.
NEXT, SO, ACOG, UM, A DOES PHOTOCHEMICAL MODELING FOR THE NPO.
WE'VE BEEN DOING THAT FOR SEVERAL YEARS FOR THEM, PROTECTING FUTURE OZONE LEVELS BASED ON VARIOUS MOBILE SOURCE EMISSIONS SCENARIOS.
WE ALSO ARE ABLE TO ESTIMATE CONTRIBUTIONS TO LOCAL OZONE, UH, BY INDUSTRY TYPE AND, UM, GEOGRAPHIC REGION.
ACOG CONDUCTS OZONE ANALYSIS USING PHOTOCHEMICAL MODELING THAT SIMULATES ACTUAL HIGH OZONE EPISODES, UM, BASED ON A SET OF PAST WEATHER CONDITIONS.
AND, UH, THIS MODELING EPISODE THAT'S CURRENTLY BEING USED IN HOUSTON AND DALLAS AND SAN ANTONIO STATEWIDE FOR THE STATE IMPLEMENTATION PLAN IS BASED ON A 2019, UH, THE 2019 OZONE SEASON, EXCUSE ME, FROM, UH, MARCH 15TH TO OCTOBER 31ST.
UH, LIKE I SAID, THIS IS THE MODELING EPISODE THAT IS BEING USED STATEWIDE FOR STATE IMPLEMENTATION PLAN, UH, PURPOSES.
SO FAR, STEVEN HAS COMPLETED, UH, THE 20 BASELINE AND BASE CASE RUNS, KIND SETTING THE BASELINE FOR, UH, DETERMINING OZONE REDUCTIONS BASED ON SORT CONTROL STRATEGIES.
WE RECENTLY BEGAN RUNNING FUTURE CASE SCENARIOS FOR 20 23, 20 26, AND, UH, 2030.
AND SOON I'LL BE DOING THE, UH, APCO RUNS.
THOSE ARE PRECURSOR CULPABILITY ASSESSMENT, AND THAT'S HOW WE ARE ABLE TO DETERMINE THAT 20% OF OUR OZONE IS LOCALLY PRODUCED.
ANOTHER PROJECT THAT WE'RE DOING FOR THE ALAMO AREA, NPO IS A NEW ONE.
UM, I'M DOING A SCHOOL BUS INVENTORY.
I'M REACHING OUT TO ALL THE ISDS IN OUR REGION TO, UM, GET COUNTS OF THEIR SCHOOL BUSES BASED ON THE MODEL YEAR, THE NUMBER OF MILES THAT, THAT ARE DRIVEN, THE FIELD TYPE, UH, THE BUS TYPE, UH, BASICALLY SO WE CAN REFINE OUR, UM, MODEL INPUTS FOR ONROAD EMISSIONS MODEL.
BUT THE SECOND REASON FOR DOING THIS IS KIND OF SELFISH FOR ME AS THE CLEAN CITIES COORDINATOR, IT'S GONNA HELP ME IDENTIFY SCHOOL DISTRICTS THAT ARE ELIGIBLE FOR CERTAIN, UH, GRANT ACTIVITIES TO REPLACE, UM, SCHOOL BUSES.
A LOT OF THESE GRANTS HAVE PRESCRIPTIONS BASED ON THE AGE OF THE SCHOOL BUS REPLACE.
SO IF I KNOW THAT THIS DOESN'T

HAVE ANY PEOPLE THIS HERE, I DON'T NEED TO BOTHER THEM WITH.THE SECOND PROJECT THAT WE'RE WORKING ON FOR MPO IS A SMOKING VEHICLE REPORTING PROGRAM.
UH, THIS ACTUALLY USED TO BE A STATEWIDE PROGRAMMER BY THE T C Q UNTIL ABOUT 2017.
UM, NORTH CENTRAL TEXAS COG HAS A PROGRAM FOR THEIR REGION, AND WE'RE GONNA BE MODELING OUR PROGRAM AFTER THEIRS.
SO WHAT IT DOES IS IT ALLOWS THE PLATFORM FOR RESIDENTS TO REPORT VEHICLES THAT THEY SEE IN BEING VISIBLE SMOKE FOR AT LEAST 10 SECONDS, WHICH IS AGAINST THE LAW.
OBVIOUSLY, ACO CAN ENFORCE THAT OR ISSUE FINES, BUT WE'LL JUST SEND THEM A LETTER NOTIFYING THEM OF THE VIOLATION AND INCLUDING RESOURCES FOR, UM, INCENTIVES TO HELP THEM REPLACE OR REPAIR THEIR VEHICLES.
SO, MOVING ON TO, UH, OUR TCEQ PROGRAMS. WE HAVE TWO, THERE'S AMBIENT AIR QUALITY MONITORING THAT WE'VE BEEN DOING FOR, FOR MANY YEARS FOR TCEQ.
UM, THE NEWEST MONITORS ONLINE ARE, UH, KNX MONITORS AT BDE NEW AND GARDEN.
AND ALSO AT THAT GARDEN BRIDGE MONITOR IS, UH, A MONITOR THAT RECORDS VOLATILE ORGANIC COMPOUNDS.
SO AT GARDEN RIDGE, WE HAVE OZONE BEING MONITORED, AND THE TWO OZONE PRECURSORS, NOX AND OSES, THOSE ARE NITROGEN OXIDES AND VOLATILE ORGANIC COMPOUNDS.
SO IT'S VERY VALUABLE TO HAVE THAT MONITOR THERE RECORDING ALL FREE POLLUTANTS AND METEOROLOGY AS WELL.
SO IT'S GONNA HELP REALLY ENHANCE OUR UNDERSTANDING OF THE BEHAVIOR OF OZONE IN THAT PART OF THE REGION.
SECOND PROJECT IS TRUCK ILINK EMISSION INVENTORY.
THIS IS ESSENTIALLY AN UPDATE TO A PROJECT THAT WE DID IN 2018 WITH SOME INDUSTRY FUNDING.
STEVEN AND I VISITED A TRUCK STOPS AT ALL HOURS IN THE DAY AND ADOPTED HOW MANY PARKING SPACES WERE THERE, HOW MANY WERE OCCUPIED BY TRUCKS, AND HOW MANY OF THOSE TRUCKS WERE IDLING.
SO THAT HELPS US ESTIMATE EMISSIONS FROM, UH, HEAVY TRUCK HANDLING LOCATIONS.
SO FOR CLEAN CITIES, THAT IS A PROGRAM THAT'S FUNDED BY THE DEPARTMENT OF ENERGY.
PURPOSE OF CLEAN CITIES IS TO PROMOTE THE USE OF, UM, ENERGY EFFICIENCY IN THE TRANSPORTATION SECTOR.
THAT CAN BE FROM ADOPTING ALTERNATIVE FUELS LIKE PROPANE, NATURAL GAS, OR ELECTRIC VEHICLES.
BUT IT CAN ALSO BE THINGS LIKE PROMOTING ISLAND PRODUCTION, ANYTHING THAT REDUCES EMISSIONS FROM TRANSPORTATION.
SO WE HAVE THREE ACTIVITIES FOR CLEAN CITIES OUTREACHING DEMONSTRATION EVENTS.
A COUPLE OF THE HIGHLIGHTS, UH, FROM THAT, THE ONE THAT I WANNA TALK ABOUT THE MOST IS THE EV SHOWCASE THAT WE HAD SEPTEMBER 9TH AND 30TH.
UM, WAS ASSISTANCE OF CPS ENERGY ON THE 30TH, WE HAD IT AT THEIR HEADQUARTERS.
UM, WELL, WHAT WE HAD ACTUALLY, IT WAS MORE LIKE A DOZEN VEHICLES TOTALED, BUT WE HAD SOME HEAVY DUTIES UP THERE.
WE HAD A BOX TRUCK, WE HAD A, WE HAD AFA, WE HAD A SCHOOL BUS THAT WAS VERY POPULAR.
IT WAS REALLY NEAT THOUGH, THING HAS SOME, YOU KNOW, GET UP POWER FOR A SCHOOL BUS.
AND IT WAS THE BIG, AMONG ALL THE ATTENDEES.
UM, THE SECOND PROJECT UNDER CLEAN CITIES IS, INSTEAD OF, AND COMPLIANCE COORDINATION ACTIVITIES, THAT'S BASICALLY, YOU KNOW, PROVIDING INFORMATION ABOUT GRANT OPPORTUNITIES.
AND THAT'S BEEN, THAT'S BEEN A VERY POPULAR TOPIC GIVEN, YOU KNOW, ALL THE MONEY COMING OUT FROM THE FEDERAL GOVERNMENT IN SUPPORT OF, UH, TRANSPORTATION ENERGY EFFICIENCY.
DID HAVE A WEBINAR FOR THE INFLATION REDUCTION WHERE WE TALKED ABOUT THE VARIOUS, UH, INCENTIVES THAT, THAT ARE BASED ON TAX INCENTIVES FOR THE, UH, PURPOSE OF ELECTRIC VEHICLES AND OTHER ALTERNATIVE FUEL VEHICLES.
THEN FINALLY, WE HAVE CORRIDOR AND INFRASTRUCTURE DEVELOPMENT.
AND I'D SAY THE HIGHLIGHT THERE IS WORKING WITH TECH STOCK TO DEVELOP THEIR STATE, UM, PLAN FOR THE USE OF NEVI FUNDING.
THAT'S THE NATIONAL ELECTRIC VEHICLE INFRASTRUCTURE FUNDING.
ABOUT 407 MILLION IS COMING TO TEXAS TO, UM, BEEF UP OUR, UM, ELECTRIC VEHICLE CHARGING INFRASTRUCTURE ALONG INTERSTATE HIGHWAYS AND IN RURAL AREAS.
SO IN COORDINATING WITH TQ FOR THAT, OR SORRY, WITH TECH FOR THAT, WE WERE ABLE TO GET A LITTLE BIT EXTRA FUNDING FOR THE SAN ANTONIO AREA CAUSE OF OUR SO MILLION EXTRA FUNDING.
I WANNA TALK ABOUT D A LITTLE BIT.
UM, THAT'S, UH, THE LAST THING ON THE BULLET.
IT'S A SEPARATE PROGRAM THAT'S AN EPA PROGRAM THAT STANDS FOR A DIESEL EMISSION REDUCTION ACT.
AND IT'S SIMILAR TO CLEAN CITIES.
IT'S MEANT TO SUPPORT THE TURNOVER OF DIESEL VEHICLES OUT ON THE STREETS NOW PRIORITIZING PROJECTS THAT ADVANCE ALTERNATIVE FUELS.
SO WHAT WE'RE LOOKING FOR IS A PUBLIC OR PRIVATE PARTNER, UM, TO BE ABLE TO FUND UP TO 45%

OR $321,000 OF THE TOTAL COST TO PURCHASE TWO NEW HEAVY DUTY ELECTRIC VEHICLES.AND THAT WOULD INCLUDE THE PURCHASE OF INSTALLATION OF ASSOCIATED CHARGING INFRASTRUCTURE.
UNFORTUNATELY, THAT MONEY CAN ONLY BE USED WITHIN BEAR COUNTY CAUSE OF ITS NON PAYMENT STATUS, BUT WE DO HAVE THAT, UH, FUNDING AVAILABLE AND WE'RE WORKING HARD TO SECURE, UH, UH, A SUBRECIPIENT FOR THAT FUNDING.
AND THEN THIS LAST PROGRAM I WANTED TO TALK ABOUT, IT'S OUR NEWEST PROGRAM, UH, AUGUST OR SEPTEMBER, UH, BEFORE, UM, APPROVED TO APPLY FOR THIS, FOR THIS PROGRAM, WE WERE FINALLY AFFORDED THE FUNDING AND WE WERE ABLE TO START WORK ON IT THIS OF LAST MONTH.
UM, IT'S $175,000 FROM THE STATE ENERGY CONSERVATION OFFICE TO, UM, ESTABLISH A REGIONAL ENERGY MANAGEMENT PROGRAM.
C O IF YOU RECALL, IS THE SAME ORGANIZATION THAT LAST MONTH, THE BOARD APPROVED, UM, A LOAN FOR, TO, UH, ENHANCE OUR ENERGY EFFICIENCY IN THIS BUILDING.
AND THE PLAUSIBLE, UM, PART OF OUR OUTREACH FOR THIS PROGRAM IS TO PROMOTE THAT THAT LOAN PROGRAM LOAN STAR, UM, SECCO IS VERY EAGER TO SEE A SURGEON APPLICATIONS, UM, FOR THAT.
SO WE'RE GONNA BE GETTING THAT POINT CARD FOR, FOR, UH, LOCAL GOVERNMENTS.
BUT THIS IS JUST A LIST OF, UH, THE DELIVERABLES THAT SECCO IS REQUIRING OF US.

UM, IF THEY DON'T JUST AFFECT THE LUNGS, IT'S POSSIBLE FOR,

YOU KNOW, HARMFUL PARTICULATES TO, YOU KNOW, MIGRATE TO OTHER PARTS OF THE BODY AS WELL, LIKE THE CARDIOVASCULAR SYSTEM.UM, BUT THE FINE PARTICULATES ARE THE ONES THAT ARE THE GREATEST HEALTH CONCERN CAUSE THEY'RE ABLE TO REALLY PENETRATE THE, THE, YOU KNOW, THE, LIKE THAT.
SO THE EPA HAS THE AUTHORITY TO SET, UH, STANDARDS FOR CERTAIN POLLUTANTS BASED ON THE CLEAN AIR ACT.
UM, THEY SET STANDARDS CALLED NATIONAL AMBIENT AIR QUALITY STANDARDS FOR CRITERIA POLLUTANTS AND OZONE IS ONE OF THOSE CRITERIA.
POLLUTANTS, SO IS PARTICULATE MATTERED.
AND THESE, UH, THESE SNACKS MUST BE PERIOD, PERIODICALLY REVIEWED, UM, TARGET EVERY FIVE YEARS.
SO WE DON'T ALWAYS HIT THAT TIMELINE.
UH, BUT IT HAS TO BE PERIODICALLY REVIEWED TO ENSURE THAT THE CURRENT STANDARD IS CONSISTENT WITH THE AVAILABLE IN SCIENCE, UH, TO ENSURE THAT IT'S ADEQUATELY PROTECTING PUBLIC HEALTH.
SO THERE ARE PRIMARY STANDARDS THAT PROTECT PUBLIC HEALTH.
THERE ARE SECONDARY STANDARDS THAT PROTECT PUBLIC WELFARE.
SO THINGS LIKE, UH, ANIMALS AND PLANTS AND, UH, BUILDINGS AND VISIBILITY.
WHEN THE EPA SETS A NEW STANDARD, WE ARE NOT ALLOWED TO CONSIDER THE ECONOMIC COSTS OF, OF SETTING THOSE STANDARDS AND FAILURE TO MEET THOSE STANDARDS RESULTS.
IN A NON-ATTAINMENT DESIGNATION, PROBABLY YOU'VE HEARD A LOT ABOUT BEAR COUNTY'S NON-ATTAINMENT STATUS, THIS NON-ATTAINMENT FOR PARTICULATE MATTER TOO.
AND WHENEVER AN AREA GOES IN THE NON-ATTAINMENT, THE STATE IMPLEMENTATION PLAN MUST BE UPDATED, UH, TO INCLUDE THAT PARTICULAR REGION.
SO THE MAIN ELEMENT OF THE PROPOSAL IS THERE'S, THERE'S ONE KEY REVISION BEING CONSIDERED, AND, UH, THE EPAS PROPOSING TO REVISE THE PRIMARY, THAT'S THE HEALTH BASED STANDARD.

AND THEN ALSO PRETTY IMPORTANT IS, UH, THE BPA IS CONSIDERING MAKING CHANGES TO MONITORING NETWORK REQUIREMENTS TO INCLUDE, UH, PLACING MONITORS IN AREAS, UH, WITH MORE VULNERABLE POPULATIONS, OR PERHAPS THOSE THAT ARE REALLY CLOSE TO MAJOR SOURCES OF PARTICULAR MATTER.

UM, YOU KNOW, WE HAVE TO DO A LITTLE BIT MORE RESEARCH.
