I'M THE NATURAL RESOURCES PROJECT ADMINISTRATOR FOR A, AND THIS ITEM IS SIMPLY AN OVERVIEW OF ALL THE ACTIVE PROGRAMS THAT THE RESOURCES DEPARTMENT ARE CURRENTLY ENGAGED IN. NEXT SLIDE, PLEASE. THIS IS JUST A LIST OF ALL THE FUNDING SOURCES AND THE PROGRAMS, UH, THAT I'LL BE COVER THIS PRESENTATION. WE'RE GONNA TALK ABOUT THE PROJECTS THAT WE'RE DOING FOR THE ALAMO AREA, NPO FIRST. NEXT, SO, ACOG, UM, A DOES PHOTOCHEMICAL MODELING FOR THE NPO. WE'VE BEEN DOING THAT FOR SEVERAL YEARS FOR THEM, PROTECTING FUTURE OZONE LEVELS BASED ON VARIOUS MOBILE SOURCE EMISSIONS SCENARIOS. WE ALSO ARE ABLE TO ESTIMATE CONTRIBUTIONS TO LOCAL OZONE, UH, BY INDUSTRY TYPE AND, UM, GEOGRAPHIC REGION. ACOG CONDUCTS OZONE ANALYSIS USING PHOTOCHEMICAL MODELING THAT SIMULATES ACTUAL HIGH OZONE EPISODES, UM, BASED ON A SET OF PAST WEATHER CONDITIONS. AND, UH, THIS MODELING EPISODE THAT'S CURRENTLY BEING USED IN HOUSTON AND DALLAS AND SAN ANTONIO STATEWIDE FOR THE STATE IMPLEMENTATION PLAN IS BASED ON A 2019, UH, THE 2019 OZONE SEASON, EXCUSE ME, FROM, UH, MARCH 15TH TO OCTOBER 31ST. UH, LIKE I SAID, THIS IS THE MODELING EPISODE THAT IS BEING USED STATEWIDE FOR STATE IMPLEMENTATION PLAN, UH, PURPOSES. NEXT SLIDE. SO FAR, STEVEN HAS COMPLETED, UH, THE 20 BASELINE AND BASE CASE RUNS, KIND SETTING THE BASELINE FOR, UH, DETERMINING OZONE REDUCTIONS BASED ON SORT CONTROL STRATEGIES. WE RECENTLY BEGAN RUNNING FUTURE CASE SCENARIOS FOR 20 23, 20 26, AND, UH, 2030. AND SOON I'LL BE DOING THE, UH, APCO RUNS. THOSE ARE PRECURSOR CULPABILITY ASSESSMENT, AND THAT'S HOW WE ARE ABLE TO DETERMINE THAT 20% OF OUR OZONE IS LOCALLY PRODUCED. THAT MAY BE A TEST ITEM. BE CAREFUL, . NEXT SLIDE, PLEASE. ANOTHER PROJECT THAT WE'RE DOING FOR THE ALAMO AREA, NPO IS A NEW ONE. UM, I'M DOING A SCHOOL BUS INVENTORY. I'M REACHING OUT TO ALL THE ISDS IN OUR REGION TO, UM, GET COUNTS OF THEIR SCHOOL BUSES BASED ON THE MODEL YEAR, THE NUMBER OF MILES THAT, THAT ARE DRIVEN, THE FIELD TYPE, UH, THE BUS TYPE, UH, BASICALLY SO WE CAN REFINE OUR, UM, MODEL INPUTS FOR ONROAD EMISSIONS MODEL. BUT THE SECOND REASON FOR DOING THIS IS KIND OF SELFISH FOR ME AS THE CLEAN CITIES COORDINATOR, IT'S GONNA HELP ME IDENTIFY SCHOOL DISTRICTS THAT ARE ELIGIBLE FOR CERTAIN, UH, GRANT ACTIVITIES TO REPLACE, UM, SCHOOL BUSES. A LOT OF THESE GRANTS HAVE PRESCRIPTIONS BASED ON THE AGE OF THE SCHOOL BUS REPLACE. SO IF I KNOW THAT THIS DOESN'T [00:05:01] HAVE ANY PEOPLE THIS HERE, I DON'T NEED TO BOTHER THEM WITH. NEXT SLIDE. THE SECOND PROJECT THAT WE'RE WORKING ON FOR MPO IS A SMOKING VEHICLE REPORTING PROGRAM. UH, THIS ACTUALLY USED TO BE A STATEWIDE PROGRAMMER BY THE T C Q UNTIL ABOUT 2017. UM, NORTH CENTRAL TEXAS COG HAS A PROGRAM FOR THEIR REGION, AND WE'RE GONNA BE MODELING OUR PROGRAM AFTER THEIRS. SO WHAT IT DOES IS IT ALLOWS THE PLATFORM FOR RESIDENTS TO REPORT VEHICLES THAT THEY SEE IN BEING VISIBLE SMOKE FOR AT LEAST 10 SECONDS, WHICH IS AGAINST THE LAW. OBVIOUSLY, ACO CAN ENFORCE THAT OR ISSUE FINES, BUT WE'LL JUST SEND THEM A LETTER NOTIFYING THEM OF THE VIOLATION AND INCLUDING RESOURCES FOR, UM, INCENTIVES TO HELP THEM REPLACE OR REPAIR THEIR VEHICLES. NEXT SLIDE PLEASE. SO, MOVING ON TO, UH, OUR TCEQ PROGRAMS. WE HAVE TWO, THERE'S AMBIENT AIR QUALITY MONITORING THAT WE'VE BEEN DOING FOR, FOR MANY YEARS FOR TCEQ. UM, THE NEWEST MONITORS ONLINE ARE, UH, KNX MONITORS AT BDE NEW AND GARDEN. AND ALSO AT THAT GARDEN BRIDGE MONITOR IS, UH, A MONITOR THAT RECORDS VOLATILE ORGANIC COMPOUNDS. SO AT GARDEN RIDGE, WE HAVE OZONE BEING MONITORED, AND THE TWO OZONE PRECURSORS, NOX AND OSES, THOSE ARE NITROGEN OXIDES AND VOLATILE ORGANIC COMPOUNDS. SO IT'S VERY VALUABLE TO HAVE THAT MONITOR THERE RECORDING ALL FREE POLLUTANTS AND METEOROLOGY AS WELL. SO IT'S GONNA HELP REALLY ENHANCE OUR UNDERSTANDING OF THE BEHAVIOR OF OZONE IN THAT PART OF THE REGION. SECOND PROJECT IS TRUCK ILINK EMISSION INVENTORY. THIS IS ESSENTIALLY AN UPDATE TO A PROJECT THAT WE DID IN 2018 WITH SOME INDUSTRY FUNDING. STEVEN AND I VISITED A TRUCK STOPS AT ALL HOURS IN THE DAY AND ADOPTED HOW MANY PARKING SPACES WERE THERE, HOW MANY WERE OCCUPIED BY TRUCKS, AND HOW MANY OF THOSE TRUCKS WERE IDLING. SO THAT HELPS US ESTIMATE EMISSIONS FROM, UH, HEAVY TRUCK HANDLING LOCATIONS. NEXT SLIDE. SO FOR CLEAN CITIES, THAT IS A PROGRAM THAT'S FUNDED BY THE DEPARTMENT OF ENERGY. PURPOSE OF CLEAN CITIES IS TO PROMOTE THE USE OF, UM, ENERGY EFFICIENCY IN THE TRANSPORTATION SECTOR. THAT CAN BE FROM ADOPTING ALTERNATIVE FUELS LIKE PROPANE, NATURAL GAS, OR ELECTRIC VEHICLES. BUT IT CAN ALSO BE THINGS LIKE PROMOTING ISLAND PRODUCTION, ANYTHING THAT REDUCES EMISSIONS FROM TRANSPORTATION. SO WE HAVE THREE ACTIVITIES FOR CLEAN CITIES OUTREACHING DEMONSTRATION EVENTS. A COUPLE OF THE HIGHLIGHTS, UH, FROM THAT, THE ONE THAT I WANNA TALK ABOUT THE MOST IS THE EV SHOWCASE THAT WE HAD SEPTEMBER 9TH AND 30TH. UM, WAS ASSISTANCE OF CPS ENERGY ON THE 30TH, WE HAD IT AT THEIR HEADQUARTERS. WE HAD ABOUT SIX. UM, WELL, WHAT WE HAD ACTUALLY, IT WAS MORE LIKE A DOZEN VEHICLES TOTALED, BUT WE HAD SOME HEAVY DUTIES UP THERE. WE HAD A BOX TRUCK, WE HAD A, WE HAD AFA, WE HAD A SCHOOL BUS THAT WAS VERY POPULAR. I GOTTA WRITE ON IT. IT WAS REALLY NEAT THOUGH, THING HAS SOME, YOU KNOW, GET UP POWER FOR A SCHOOL BUS. IT'S REALLY INCREDIBLE. AND IT WAS THE BIG, AMONG ALL THE ATTENDEES. UM, THE SECOND PROJECT UNDER CLEAN CITIES IS, INSTEAD OF, AND COMPLIANCE COORDINATION ACTIVITIES, THAT'S BASICALLY, YOU KNOW, PROVIDING INFORMATION ABOUT GRANT OPPORTUNITIES. AND THAT'S BEEN, THAT'S BEEN A VERY POPULAR TOPIC GIVEN, YOU KNOW, ALL THE MONEY COMING OUT FROM THE FEDERAL GOVERNMENT IN SUPPORT OF, UH, TRANSPORTATION ENERGY EFFICIENCY. DID HAVE A WEBINAR FOR THE INFLATION REDUCTION WHERE WE TALKED ABOUT THE VARIOUS, UH, INCENTIVES THAT, THAT ARE BASED ON TAX INCENTIVES FOR THE, UH, PURPOSE OF ELECTRIC VEHICLES AND OTHER ALTERNATIVE FUEL VEHICLES. THEN FINALLY, WE HAVE CORRIDOR AND INFRASTRUCTURE DEVELOPMENT. AND I'D SAY THE HIGHLIGHT THERE IS WORKING WITH TECH STOCK TO DEVELOP THEIR STATE, UM, PLAN FOR THE USE OF NEVI FUNDING. THAT'S THE NATIONAL ELECTRIC VEHICLE INFRASTRUCTURE FUNDING. ABOUT 407 MILLION IS COMING TO TEXAS TO, UM, BEEF UP OUR, UM, ELECTRIC VEHICLE CHARGING INFRASTRUCTURE ALONG INTERSTATE HIGHWAYS AND IN RURAL AREAS. SO IN COORDINATING WITH TQ FOR THAT, OR SORRY, WITH TECH FOR THAT, WE WERE ABLE TO GET A LITTLE BIT EXTRA FUNDING FOR THE SAN ANTONIO AREA CAUSE OF OUR SO MILLION EXTRA FUNDING. NEXT, PLEASE. OH, I'M SORRY. I RETURN TO THAT. I WANNA TALK ABOUT D A LITTLE BIT. UM, THAT'S, UH, THE LAST THING ON THE BULLET. IT'S A SEPARATE PROGRAM THAT'S AN EPA PROGRAM THAT STANDS FOR A DIESEL EMISSION REDUCTION ACT. AND IT'S SIMILAR TO CLEAN CITIES. IT'S MEANT TO SUPPORT THE TURNOVER OF DIESEL VEHICLES OUT ON THE STREETS NOW PRIORITIZING PROJECTS THAT ADVANCE ALTERNATIVE FUELS. SO WHAT WE'RE LOOKING FOR IS A PUBLIC OR PRIVATE PARTNER, UM, TO BE ABLE TO FUND UP TO 45% [00:10:02] OR $321,000 OF THE TOTAL COST TO PURCHASE TWO NEW HEAVY DUTY ELECTRIC VEHICLES. AND THAT WOULD INCLUDE THE PURCHASE OF INSTALLATION OF ASSOCIATED CHARGING INFRASTRUCTURE. UNFORTUNATELY, THAT MONEY CAN ONLY BE USED WITHIN BEAR COUNTY CAUSE OF ITS NON PAYMENT STATUS, BUT WE DO HAVE THAT, UH, FUNDING AVAILABLE AND WE'RE WORKING HARD TO SECURE, UH, UH, A SUBRECIPIENT FOR THAT FUNDING. NOW WE CAN MOVE ON. AND THEN THIS LAST PROGRAM I WANTED TO TALK ABOUT, IT'S OUR NEWEST PROGRAM, UH, AUGUST OR SEPTEMBER, UH, BEFORE, UM, APPROVED TO APPLY FOR THIS, FOR THIS PROGRAM, WE WERE FINALLY AFFORDED THE FUNDING AND WE WERE ABLE TO START WORK ON IT THIS OF LAST MONTH. UM, IT'S $175,000 FROM THE STATE ENERGY CONSERVATION OFFICE TO, UM, ESTABLISH A REGIONAL ENERGY MANAGEMENT PROGRAM. C O IF YOU RECALL, IS THE SAME ORGANIZATION THAT LAST MONTH, THE BOARD APPROVED, UM, A LOAN FOR, TO, UH, ENHANCE OUR ENERGY EFFICIENCY IN THIS BUILDING. AND THE PLAUSIBLE, UM, PART OF OUR OUTREACH FOR THIS PROGRAM IS TO PROMOTE THAT THAT LOAN PROGRAM LOAN STAR, UM, SECCO IS VERY EAGER TO SEE A SURGEON APPLICATIONS, UM, FOR THAT. SO WE'RE GONNA BE GETTING THAT POINT CARD FOR, FOR, UH, LOCAL GOVERNMENTS. BUT THIS IS JUST A LIST OF, UH, THE DELIVERABLES THAT SECCO IS REQUIRING OF US. YOU KNOW, WE HAVE TO DO A SURVEY THAT WILL HELP INFORM FUTURE MEETINGS AND WORKSHOPS, UH, SERIES OF WORKSHOPS WHERE WE'LL BE TALKING ABOUT CCOS LONE STAR PROGRAM, AMONG OTHER THINGS, THE VARIOUS FEDERAL AND ESTATE INCENTIVES OUT THERE FOR ENERGY EFFICIENCY. IT'S FORMED THROUGH CHEMICAL PROCESSES, UH, THAT OCCUR IN THE ATMOSPHERE, BUT IT'S ALSO, UM, DIRECTLY ADMITTED UNLIKE OZONE. UM, SO IT'S DIRECTLY FROM THINGS LIKE STACKS, THE USUAL SOURCES, AND THEN THE SECONDARY CHEMICAL REACTIONS. UH, N OH TWO NITROGEN DIOXIDE, WHICH IS A CHEMICAL SULFUR DIOXIDE. THOSE ARE ACTUALLY PRECURSORS TO PARTICULATE MATTER. SAME WITH OZONE OR PRECURSORS N OH TWO TWO AND OTHER CHEMICALS REACT AND IT CAN BE POS, UM, LESS THAN 10 MICROMETERS. THEY CAN BE FINE, WHICH IS LESS THAN TWO AND HALF MICROMETERS. THOSE ARE THE ONES THAT WE ACTUALLY MEASURE WITH, UH, AIR QUALITY MONITORS. AND THEN THERE'S ULTRA, WHICH WE DON'T, WHICH WE DON'T MONITOR. NEXT SLIDE. YEAH. SO THE HEALTH EFFECTS OF PM ARE PRETTY PROFOUND. UM, IF THEY DON'T JUST AFFECT THE LUNGS, IT'S POSSIBLE FOR, [00:15:01] YOU KNOW, HARMFUL PARTICULATES TO, YOU KNOW, MIGRATE TO OTHER PARTS OF THE BODY AS WELL, LIKE THE CARDIOVASCULAR SYSTEM. UM, BUT THE FINE PARTICULATES ARE THE ONES THAT ARE THE GREATEST HEALTH CONCERN CAUSE THEY'RE ABLE TO REALLY PENETRATE THE, THE, YOU KNOW, THE, LIKE THAT. EXCELLENT. SO THE EPA HAS THE AUTHORITY TO SET, UH, STANDARDS FOR CERTAIN POLLUTANTS BASED ON THE CLEAN AIR ACT. UM, THEY SET STANDARDS CALLED NATIONAL AMBIENT AIR QUALITY STANDARDS FOR CRITERIA POLLUTANTS AND OZONE IS ONE OF THOSE CRITERIA. POLLUTANTS, SO IS PARTICULATE MATTERED. AND THESE, UH, THESE SNACKS MUST BE PERIOD, PERIODICALLY REVIEWED, UM, TARGET EVERY FIVE YEARS. THE LAST PM WAS IN 2012. SO WE DON'T ALWAYS HIT THAT TIMELINE. SO THERE ARE PRIMARY STANDARDS THAT PROTECT PUBLIC HEALTH. THERE ARE SECONDARY STANDARDS THAT PROTECT PUBLIC WELFARE. SO THINGS LIKE, UH, ANIMALS AND PLANTS AND, UH, BUILDINGS AND VISIBILITY. WHEN THE EPA SETS A NEW STANDARD, WE ARE NOT ALLOWED TO CONSIDER THE ECONOMIC COSTS OF, OF SETTING THOSE STANDARDS AND FAILURE TO MEET THOSE STANDARDS RESULTS. IN A NON-ATTAINMENT DESIGNATION, PROBABLY YOU'VE HEARD A LOT ABOUT BEAR COUNTY'S NON-ATTAINMENT STATUS, THIS NON-ATTAINMENT FOR PARTICULATE MATTER TOO. AND WHENEVER AN AREA GOES IN THE NON-ATTAINMENT, THE STATE IMPLEMENTATION PLAN MUST BE UPDATED, UH, TO INCLUDE THAT PARTICULAR REGION. NEXT SLIDE. SO THE MAIN ELEMENT OF THE PROPOSAL IS THERE'S, THERE'S ONE KEY REVISION BEING CONSIDERED, AND, UH, THE EPAS PROPOSING TO REVISE THE PRIMARY, THAT'S THE HEALTH BASED STANDARD. THE PRIMARY ANNUAL STANDARD FOR FINE PARTICULATES PM 2.5 FROM THE CURRENT 12 MICROGRAMS PER CUBIC METER TO WITHIN A RANGE OF NINE TO 10 MICROGRAMS PER CUBIC METER, WHICH SAME EVENTS, THERE ARE OTHER PARTICULATE STANDARD, THERE'S A SECONDARY STANDARD, THERE'S A PRIMARY 24 HOUR STANDARD, THERE'S STANDARDS FOR PM 10. THOSE ARE BEING PROPOSED TO REMAIN THE SAME. THE EPA IS ACCEPTING PUBLIC COMMENTS, OF COURSE, YOU KNOW, ON THAT PROPOSED REVISION, BUT THEY'RE ALSO ACCEPTING COMMENTS ON PERHAPS LOWERING IT TO EIGHT OR LOWERING IT JUST TO 11. UM, AND AGAIN, ALL OTHER STANDARDS ARE BEING, UH, ARE BEING PROPOSED TO REMAIN THE SAME. THERE'S ALSO PROPOSED REVISIONS TO THE AIR QUALITY INDEX. THAT'S THE COLOR CODING THAT SHOWS THE SEVERITY OF, OF CURRENT POLLUTION LEVELS. AND THEN ALSO PRETTY IMPORTANT IS, UH, THE BPA IS CONSIDERING MAKING CHANGES TO MONITORING NETWORK REQUIREMENTS TO INCLUDE, UH, PLACING MONITORS IN AREAS, UH, WITH MORE VULNERABLE POPULATIONS, OR PERHAPS THOSE THAT ARE REALLY CLOSE TO MAJOR SOURCES OF PARTICULAR MATTER. ANY CHANGES MADE TO THE MONITORING NETWORK WILL NOT BE CONSIDERED IN ATTAINMENT DESIGNATION. SO IF A, YOU KNOW, IF A MONITOR IS RELOCATED SOMEWHERE WITH HYPER, IT'S THAT NEW MONITOR WILL NOT BE USED TO ENTERTAINMENT. IT TAKES THREE FULL YEARS OF DATA AND THAT'S JUST, THAT'S, IT'S NOT GONNA HAPPEN. AND THEY, THEY SAY AS MUCH TOO. AND, AND THE PROPOSAL, UM, SO, UH, IS WHEREVER MONITORS ARE CURRENTLY EXISTING NOW, THOSE ARE THE ONES THAT ARE GONNA BE, UM, USED FOR ATTAINMENT DETERMINATIONS. UM, THERE ARE A COUPLE COUNTIES ON THERE THAT ARE NOT SHADED THAT MAY ALSO BE AT RISK. AND I'M GONNA GET INTO THAT. UM, NEXT, PLEASE. SO THIS IS WHERE ALL THE MONITORS ARE LOCATED. ALL THE MONITORS THAT RECORD FIND PARTICULAR MATTER. THERE ARE JUST WITH, JUST AS WITH OZONE, THERE ARE REGULATORY MONITORS AND THERE ARE NON REGULATORY MONITORS. ONE INTERESTING THING IS THIS IS THE FIRST TIME ON RECORD THAT WE HAD 10 CASSETTE PROPOSAL DAYS IN A ROW FROM SEPTEMBER 28TH TO UM, OCTOBER 7TH. SO THE, WE COULD FIND THE HISTORY RECORD SIX IN A ROW. ALSO, IF WE LOOK AT UM, COMING INTO THE UNITED STATES AND CONTRIBUTING TO LOCAL ROUGHLY ABOUT 35%. SO OUR LOCAL CONTRIBUTION PERCENT ARE ALL THE OTHER STATES ARE 30%. YOUR INTERNATIONAL CONTRIBUTION OZONE 34%, THEN TEXAS IS PERCENT. SO WE ONLY HAVE LESS THAN OUR LOCAL OZONE. NEXT SLIDE. IF WE LOOK AT A 19% PIE SLICE, THIS IS OUR LOCAL CONTRIBUTION, OUR LARGEST SOURCE OF CONTRIBUTION IS MOBILE SOURCES. SO THAT'S 30% OF THAT 19% IS CONTRIBUTING TO OZONE IS SECOND LARGEST, IS ONLY SOURCE BASICALLY LARGE, UM, PRODUCTION FACILITIES AND POWER PLANTS. AND THE THIRD LARGEST IS YOUR OFFROAD EQUIPMENT THAT RUNS, UM, A GENERATION OFFROAD, CONSTRUCTION EQUIPMENT, GENERATORS, ET CETERA. THAT'S 18% AND THEN THE REST OF THE ARE PRETTY SMALL. NEXT SLIDE. AND THAT'S IT IF YOU HAVE ANY QUESTIONS, ANY QUESTIONS ON THAT, ON THE OZONE UPDATE? I KNOW IT'S JUST, IT'S JUST REALLY SINFUL THAT ONLY 19% COMES FROM US AND THE REST COMES FROM OTHER SOURCES. RECEIVE AN UPDATE ON THE POTENTIAL CONSEQUENCES OF OZONE NON-ATTAINMENT. STEVE. NEXT SLIDE. BASICALLY AS YOU KNOW, WAS DESIGNATED OUR QUALITY JUST A COUPLE OF MONTHS AGO. UM, WE PAID A RE BEAR COUNTY TO MODERATE NON UH, MARZO NON DID HAVE MANY REQUIREMENTS ON IT BUT TO YOU'RE TO SIGN REQUIREMENTS MEET THE STANDARD SO YOU'RE LOOKING AT ADDITIONAL REGULATIONS AND EXISTING REGULATIONS IF COUNTY DOES NOT OBTAIN THE STANDARD BY THE NEXT ENTERTAINMENT DATE, AND THAT'S SEPTEMBER FOUR, SO IT'S USING THE THREE YEARS OF TO THREE BE RECLASSIFIED, THIS WOULD NOT HAPPEN. SO TWO MONTHS AGO, UH, WE RECLASSIFIED BEAR COUNTY AS MODERATE NON UH, BASICALLY WITH UNDER MODERN NON THE, THE PLAN TO CLEAN UP THE AIR WAS DUE TO THE EPA ON JANUARY 1ST 2 23, WHICH WAS TWO MONTHS AGO. AND THIS WAS NOT SUBMITTED UH, TQ TO SUBMIT THE, FOR OUR REASON FOR BEAR COUNTY FOR PUBLIC COMMENT IN MAY THOUSAND 23. AND THEY'RE TARGETING BETWEEN NOVEMBER DECEMBER TO SUBMIT THE UM, TO THE EPA. NEXT SLIDE. SO YOUR MONITOR ATTAINMENT DAY AS I MENTIONED FOR TWO THREE IS YEAR HOURS. WE'RE NOT GONNA ACHIEVE THAT. SO IF YOU'RE LOOKING AT FALL 2005 POTENTIALLY RECLASSIFY AT LEAST BEAR COUNTY TO SIR NONPAYMENT, THE REASON COULD BE LARGER. BUT THAT'S WHAT WE HAVE RIGHT NOW IS COUNTY, THIS IS WHEN THIS IS UM, DECLARES IS DUE TO INTERESTING THING. IMPORTANT THING IS YOUR CONTROLS UNDERNEATH MODERATE NON BE IN THE PROCESS OF BEING IMPLEMENTED WHEN YOUR, CAUSE ONCE YOU'RE ON THIS IT'S HARD TO KEEP GOING BUT YOU KEEP GOING AND YOU KEEP GETTING BUMPED UP TO HIGHER LEVELS OF NON AND YOUR PATROLS ARE NOT BEING IMPLEMENTED TIME TO MEET THE STANDARD CAUSE ONE SIGN CONTROLS IS YOUR INSPECTION AND MAINTENANCE PROGRAM FOR VEHICLE THAT HAS TO BE IMPLEMENTED NOVEMBER 7TH, 2026. SO YOUR INSPECTION MAINTENANCE WOULD BE IMPLEMENTED AFTER YOU'RE BUMPED UP TO SIRIUS REQUIREMENT COURSE FOR ALL AREA ABOVE MODERATE TWO. SO WE'RE LOOKING AT SIR ENTERTAINMENT DATE FOR UH, FOR YEAR, YEAR HOURS 2000 4, 2 6, YOU DID NOT MEET THE STANDARD TIME. YOU GET BUMPED UP TO SEVERE NON, WHICH IS EVEN MORE CONTROLS ON THE REGION AND IT MIGHT SAY THAT'S SO YEARS AWAY BUT YOUR FIRST YEAR OF ACTUALLY NEXT OR SEVERE NONPAYMENT. SO IT IS COMING UP VERY SOON TOO. NEXT SLIDE REQUIREMENTS FOR MODERN NONPAYMENT. BASICALLY YOU HAD TO MEET ALL THE REQUIREMENTS THAT YOU HAVE IMPLEMENTED NON, YOU NEED YOUR INSPECTION AND MAINTENANCE PROGRAM TO TEST ALL GASOLINE VEHICLES BETWEEN TWO AND FOUR YEARS OLD. THERE'S NO ACCEPTANCE TO THAT. AND SO THAT'S A COST FOR EVERYONE. ALSO YOU HAVE TO, ALL BUSINESSES HAVE LOWEST CONTROL. THAT'S AND ALL BUSINESS HAVE NOT SEEMS LIKE THE LAST ONE. THIS SLIDE TO 15% REDUCTION, YOU NEED VOLATILITY, ORGANIC VOLATILITY COMPOUND ONE, THE TWO COMPONENTS OF AND YOU NEED A 15% REDUCTION IN THAT. AND GENERALLY LARGE FACILITIES DON'T VERY MUCH ORGANIC SO IT'S VERY DIFFICULT TO ACHIEVE THIS 15% AND IT'S HARD TO DO IT. WE HAVEN'T FOUND A WAY TO DO IT THIS TIME YET. SO NEXT SLIDE. OTHER REQUIREMENTS IS YOUR OFF EVERY WHERE ANY NEW BUSINESS THAT IS UM, ESTABLISHING A REASON OR IN THE EXISTING BUSINESS DOES THIS NICK MAL INTO THEIR FACILITY IN THE OFFSET? SO BASICALLY IF YOU PLAN TO ADMIT HUNDRED TONS OF ANY CRITERIA POLLUTED IN OUR REGION, YOU NEED TO FIND 15 TONS OR SOMEWHERE ELSE. AND SINCE THERE'S LARGE MANUFACTURING BASE HERE WHERE YOU GET HUNDRED 15 TONS FROM, IT'S VERY DIFFICULT. ANY KIND NEW BUSINESS WHO'S COUNTY IS VERY D THAT OFFSET YOU GET TO SYRIA, THOSE OFFSETS. UM, ALSO PART OF THE PLAN TO CLEAN UP THE AIR IF THE PLAN DOESN'T SHOW YOU AT THE STANDARD BY THE DATE BUT THIS ACCIDENT COMING RIGHT UP, YOU HAVE TO PREVENT MORE CONTROLS ALSO YOU HAVE TO PUT IN CONSISTENCY MEASURES INTO THE PLAN. SO YOU DO NOT THE STANDARD MEASURE AUTOMATICALLY GO IN PLACE WITH NO FURTHER RULEMAKING. NEXT SLIDE. BASICALLY THE MAIN ONE FOR CITIZENS, YOU GOT THE INSPECTION MAINTENANCE PROGRAMS [00:45:01] VEHICLES ARE ANNUAL BEFORE NOVEMBER, NOVEMBER, 2026. BASICALLY YOU HAVE A ONBOARD COMPUTER THAT TEST THE BUSINESS FOR THE CAR. JUST ADDS EXTRA 15 MINUTES TO YOUR TESTING FOR YOUR SAFETY TEST WHENEVER GO WITH YOUR GASOLINE CAR. UM, WE DON'T HAVE IDEA WHAT THE FEE IS YET. THEY'RE GOING TO PROPOSE IT. MIDYEAR WAS THE PD AND IT WAS GOING INVOLVED WITH 30-DAY PUBLIC COMMENT PERIOD. WE'RE EXPECTING THE ADDITIONAL CHARGE TO BE AROUND 11 AND 50 CENTS CAUSE THAT'S THE PRICE SOME OTHER AREAS RIGHT NOW IS FOR FAIR ONLY. NEXT SLIDE. ONE THING WITH THE MAINTENANCE PROGRAM, YOU GOT THE ADDITIONAL CHARGE AND THE EXPECT THE ADDITIONAL TIME. BUT ALSO IF YOUR VEHICLE DOES NOT SUCCESSFULLY PASS THE TEST, YOU YOU CANNOT GET YOUR VEHICLE REGISTRATION STICKER. IT HAS TO PASS THE TEST. ALSO YOU HAVE TO USE A RECOGNIZED REPAIR FACILITY. SO YOUR REPAIR FACILITY HAS TO BE CERTIFIED TO REPAIR VEHICLE. YOU CAN'T JUST GO TO ANY SHOP AND GET YOUR VEHICLE REPAIRED. YOU HAVE TO GO PACIFIC SHOP THAT ARE CERTIFIED TO GET IT REPAIRED. THERE IS SOME WAIVERS AVAILABLE AND USUALLY THESE ARE ONLY ONE TIME WAIVERS AND THEY WILL NOT APPLY TO MOST OF THE VEHICLES. AND IF YOU APPLY FOR A WAIVER, YOU ACTUALLY HAD TO GO TO PACIFIC STATION THAT HAS BEEN BEAR BEAR COUNTY YET IT WILL BE TO GET THAT WAIVER. AND ALSO SAN ANTONIO AND COUNTY ARE LOOKING WAYS TO HELP FUND SOME THE VEHICLE REPAIR. BUT CERTAINLY PEOPLE WILL HAVE SPEND UP VEHICLE SLIDE THING. I MEANT THE BALL TYPE OR ORGANIC COMPOUND REQUIREMENTS THAT ARE VERY DIFFICULT. YOU LOOK AT YOUR MAIN, MAIN SOURCES OF THE VOCS, THEY ARE CONSUMER AND COMMERCIAL PRICE, UH, PAID SOLVENTS, UH, CLEANSER, STORAGE, FUEL. SO THESE ARE ALL VERY SMALL FACILITIES. UH, IF YOU LOOK AT YOUR UH, VEHICLE, THEY MAKE 5% BOTH. AND SEE THE MAJOR MANUFACTURER FACILITIES ONLY MAKE UP 3%. SO YOU CAN'T, YOU CAN'T GET A 15% REDUCTION FROM 3%. UM, BUT GIVEN THAT, I'VE ALSO BEEN CONCERNED THAT WHEN THEY HAVE VEHICLE INSPECTIONS IN HOUSTON, DALLAS AND AUSTIN, THAT WHEN AN OLD CAR THAT'S NOT WORTH VERY MUCH CAN'T PASS INSPECTION THAT PEOPLE JUST SELL THEM HERE IN SAN ANTONIO. AND SO WE MAY HAVE A DISPROPORTIONATE AMOUNT OF THESE OLD POLLUTING CARS. AND SO US HAVING THE INSPECTIONS HERE MAY HELP PREVENT EVERYBODY FROM JUST DUMPING THEIR OLD CARS HERE THAT ARE, THAT ARE, YOU KNOW, HEAVILY POLLUTING AND THAT COULD BE HURTING US. UM, AT THE, SO AT THE SAME TIME, I DON'T THINK THAT THE WAY THE STATE IS STRUCTURING THESE EMISSIONS TESTING PROGRAMS IS VERY EFFICIENT. I THINK THEY, THAT COULD BE UPDATED AND I WOULD SUPPORT US LOOKING INTO HOW THEY COULD DO A BETTER JOB OF THAT AND US WRITING A LETTER OF RECOMMENDATION ON HOW THEY COULD UPDATE THAT. FOR INSTANCE, IT PROBABLY DOESN'T MAKE SENSE TO TEST A VEHICLE THAT'S WITHIN, YOU KNOW, LESS THAN FIVE YEARS OLD. RIGHT. AND THEN MAYBE YOU DON'T HAVE TO TEST EVERY YEAR. MAYBE YOU COULD TEST EVERY OTHER YEAR. THERE ARE OTHER THINGS THAT COULD MAKE THIS LESS BURDENSOME BUT STILL EFFECTIVE. SURE. UM, AND I, I THINK MAYBE WE COULD LOOK AT THE DATA AND SAY, OKAY, WHICH VEHICLES ARE [00:50:01] PASSING INSPECTION AT HIGH NUMBERS, WHICH ONES AREN'T? AND THEN USE THAT TO INFORM US ON HOW WE CAN ADVISE T C Q ON HOW THEY CAN IMPROVE THIS INSPECTION PROCESS. I DON'T KNOW WHEN THEY'VE LAST UPDATED IT, BUT I, I SUSPECT THAT IT COULD BE IMPROVED MM-HMM. SO THAT IT'S LESS BURDENSOME ON OUR COMMUNITY BUT STILL EFFECTIVE. CAN YOU SAY SOMETHING? YES. YOUR UH, I I I REALLY APPRECIATE THAT CUZ THAT'S VERY INTERESTING BECAUSE I KNOW SOME OF THE MAYOR'S STAFF WAS TRYING TO GET DATA FROM DPS AND WE'RE SEEING WHAT'S PUBLICLY AVAILABLE TO TARGET IF IT'S CERTAIN AREAS OF TOWN.
