BY THE END OF SEPTEMBER, EVERY COUNSELOR WILL HOLD AN ADVANCED BENEFITS COUNSELOR TWO CERTIFICATION.
AND THIS ADVANCED CERTIFICATION WILL ALLOW THE TEAM TO ASSIST WITH MEDICARE APPEALS AND MANAGE MORE COMPLEX CASES ON PROGRAM STATUS AND OPERATIONAL UPDATES.

THIS EVENT IS DESIGNED ESPECIALLY FOR MULTIFAMILY PROPERTY MANAGERS AND OWNERS WHO WANT TO LEARN HOW WEATHERIZATION CAN MAKE THEIR PROPERTIES MORE ENERGY EFFICIENT, REDUCE COST, AND PROVIDE MORE COMFORTABLE HOMES FOR TENANTS.
AND OF COURSE, THOSE OF YOU, UM, IN YOUR REGION THAT HAVE MULTIFAMILY PROPERTIES, THERE IS A PROCESS AND, AND, UM, UH, ALICIA WILL BE GLAD TO HELP YOU.

THE PROGRAM SUPPORTS TRANSPORTATION SERVICES PLAN DESIGNED AND CARRY OUT TO MEET THE SPECIAL TRANSPORTATION NEEDS OF SENIORS AND INDIVIDUALS WITH DISABILITIES.
SECTION 53 10 IS A COMPETITIVE VA PROGRAM FROM THE FTA FEDERAL TRANSPORTATION ADMINISTRATION AND ADMINISTERED BY VIA METRO FOR ELIGIBLE PROJECTS THAT BENEFIT THE ELDERLY AND OR DISABLED COMMUNITY.
ALAMO REGIONAL TRANSIT IS CURRENTLY A SUBRECIPIENT OF VIA METRO FOR THESE FUNDS.
ART WILL USE THESE FUNDS TO PROVIDE DIRECT TRANSPORTATION SERVICES, IN ADDITION TO CONTINUING OUR VOLUNTEER DRIVER PROGRAM AND THE MOBILITY MANAGEMENT PROGRAM TO PROVIDES OUTREACH AND TRAINING TO THE ELDERLY AND DISABLED POPULATION IN THE SAN ANTONIO UCA.
WITH THE ADDITION OF NEW TECHNOLOGY, THERE'S BEEN A LEARNING CURVE FOR SOME OF OUR USERS.
WE WILL USE, UM, OUR OUTREACH AND COORDINATION STAFF TO TRAIN USERS AND THE USERS OF OUR ONLINE SCHEDULING PORTAL.
AND OUR PHONE APPLICATION STAFF WILL ALSO SERVE AS CLIENT ADVOCATES TO MANAGEMENT ON AL IS POTENTIAL ISSUES CONCERNING SERVICE AND SERVICE DELIVERY.
THIS ITEM WILL REQUIRE AN AMENDMENT TO THE FY 2025 BUDGET.
AT THIS TIME, STAFF RECOMMENDS AUTHORIZING THE EXECUTIVE DIRECTOR TO ACCEPT SECTION 53 10 FUNDING FOR THE ELDERLY AND DISABLED FROM VIA METRO IN THE APPROXIMATE AMOUNT OF 310,000.

UM, AND THE OTHER THING THAT'S AFFECT AFFECTING THE ACADEMY IS, UM, REVENUE FROM OUR TRAINING PROGRAM IS DOWN WITH THE PROLIFERATION OF FREE ONLINE COURSES THAT LAW ENFORCEMENT, UH, PROFESSIONALS HAVE ACCESS TO.
SO ALL OF THOSE THINGS HAVE COMBINED TO, TO REALLY SQUEEZE THE ACADEMY.
WE, AND, AND, UH, RECENTLY WE HAVE SEEN AN UPTICK IN CLASSES.

ACOG HAS A LONGSTANDING PRACTICE OF PROVIDING STAFF WITH A MONETARY AWARD FOR THEIR EMPLOYMENT MILESTONES AT THE 5, 10, 15 YEAR AND SUBSEQUENT FIVE YEAR INTERVALS DURING THE REVISION OF ACOG'S FINANCIAL POLICIES, THIS POLICY WAS INADVERTENTLY OMITTED.

TO THE BOARD MEMBERS, THIS ITEM CONCERNS RECEIVING FUNDING.
UH, IN JUNE, UH, GOVERNOR ABBOTT SIGNED INTO LAW OF THE GENERAL APPROPRIATIONS ACT, WHICH SET THE 2026 AND 2027 STATE BUDGET.
AND AS PART OF THAT BUDGET, UH, THE TCEQ WAS ALLOCATED FOUR AND A HALF MILLION DOLLARS TO DISTRIBUTE ACROSS THE STATE TO SUPPORT, UM, FINE PARTICULATE MATTER OR PM 2.5 PLANNING ACTIVITIES IN WHAT THEY CALL AFFECTED COUNTIES, WHICH ARE THOSE AT RISK OF BEING DESIGNATED NON-ATTAINMENT UNDER THE 20:24 PM 2.5 NATIONAL AMBIENT AIR QUALITY STANDARD.
THIS STATEWIDE ALLOCATION REFLECTS AN INCREASE OF $2 MILLION OVER THE PREVIOUS BIENNIUM.
UM, EXPENDITURE OF THESE FUNDS IS LIMITED TO INVENTORY EMISSIONS, MONITORING, POLLUTION LEVELS, UH, DOING AIR POLLUTION AND DATA ANALYSIS, MODELING POLLUTION LEVELS, LEVELS, CONDUCTING REGIONAL AIR QUALITY PLANNING AND ADMINISTRATION OF THE PROGRAM, WHICH IS LIMITED TO 10%.
REGIONAL AIR QUALITY PLANNING IS A NEW ALLOWABLE TASK.
UH, FOR THIS BIENNIUM, THE FUNDS MAY NOT BE USED FOR THE FOLLOWING ACTIVITIES, SO MARKETING AND OUTREACH IS NOT ALLOWED.
BICYCLE USE PROGRAMS, CARPOOLING AWARENESS, ENVIRONMENTAL AWARENESS CAMPAIGNS, AND LOCALLY ENFORCEABLE POLLUTION REDUCTION PROGRAMS, THOSE ARE NOT ALLOWABLE TASKS.
UH, MANY ACTIVITIES UNDER THIS GRANT, UH, MUST CHANNEL THE FUNDS TO THOSE PROJECTS THAT ARE MOST USEFUL FOR THE STATE IMPLEMENTATION PLAN.
UNDER THIS CONTRACT, THE ELIGIBLE COUNTIES TO RECEIVE THE SERVICES ARE ATASCOSA, BEAR, AL GUADALUPE, AND WILSON.

AND IN THIS CASE, THOSE ARE THOSE THAT ARE NOT CURRENTLY DESIGNATED NON-ATTAINMENT UNDER, UNDER THE 2015 OZONE NAS, BUT MAYBE AT RISK OF BEING DESIGNATED IN THE IN THE FUTURE.
UM, THIS CONTRACT HAS THE SAME EXCLUSION OF, OF ACTIVITIES AS I MENTIONED PREVIOUSLY, AND THE SAME ALLOWABLE ACTIVITIES.
UM, IT'S, IT REPRESENTS A, A BIGGER SCOPE, ALLOWABLE SCOPE THAN PREVIOUS BIENNIAL, WHICH IS, IT'S NICE JUST FOR CONSISTENCY'S SAKE.
UM, THE REGIONAL FUNDING ALLOCATION IS THE EXACT SAME AS PARTICULATE MATTER, WHICH RESULTS IN APPROXIMATELY $415,000 FOR THE 26 27 BIENNIUM.
UNLIKE THE PREVIOUS CONTRACT, UH, THE AFFECTED COUNTIES FOR OZONE ARE ONLY COMAL, GUADALUPE AND WILSON.
AND SO WHAT WE'RE PLANNING ON THIS GRANT IS PRIMARILY JUST EXTENDING OUR, OUR, OUR NORMAL, UH, METEOROLOGICAL AND, UH, NITROGEN OXIDE MONITORING ACTIVITIES AT FOUR SITES ACROSS THE REGION.
AND, UM, CONTINUING OPERATING OUR AUTO GC, WHICH MEASURES VOLATILE ORGANIC COMPOUNDS AT THE GARDEN RIDGE LOCATION.
UH, SO CONTINUING THOSE MONITORING OPERATIONS FOR THE NEXT TWO YEARS AND IDENTIFYING ANY EMISSION INVENTORY UPDATES, UH, THAT NEED TO BE CONDUCTED AS WELL.
UM, THIS CONTRACT WILL ALSO BEGIN JANUARY 1ST, 2026.
SO NO, NO IMPACT ON THE 25 BUDGET.
