WELL, SUMMER'S GETTING READY, IF I MAY JUST DO A LITTLE, UH, INTRO FOR HER.

UM, I WAS DISCUSSING THIS, THE HOUSING FINANCE CORPORATION AND ITS ACTIVITIES WITH, UH, MAYOR DENNIS MOST A FEW MONTHS AGO.

AND SHE NOTED THAT IT WAS VERY POSSIBLE THAT MANY OF YOU DON'T KNOW, DON'T KNOW WHAT THE HOUSING FINANCE CORPORATION DOES.

AND SO WE THOUGHT IT WOULD BE A NICE IDEA JUST TO LET YOU KNOW WHAT SOME OF THE ACTIVITIES THAT THE HFC IS DOING IN OUR 13TH COUNTY REGION.

SO SUMMER HAS PROMISED WE SHOULD BE BRIEF, 10 MINUTES OR SO, AND, AND, UH, BUT BEING A LAWYER LIKE ME, WE KNOW WE, WE LIKE TO TALK, SO, BUT IT'S A VERY COMPLEX AND I, UH, UH, VERY COMPLEX ISSUE AREA OF LAW AND SHE'S GONNA DO HER BEST TO LET US KNOW WHAT WE'RE DOING.

UM, THANK YOU FOR HAVING ME.

UM, WE'RE GONNA TALK TODAY ABOUT THE ELMO AREA HOUSING FINANCE CORPORATION AND, UH, MS ACTIVITIES, AS WELL AS SOME RECENT LEGISLATION CHANGES THAT WILL ALSO AFFECT THOSE ACTIVITIES.

SO WE'RE GONNA TALK FIRST ABOUT KIND OF WHAT ARE HOUSING FINANCE CORPORATIONS ALSO KNOWN AS HFCS.

THEN WE'LL TALK SPECIFICALLY ABOUT WHAT THE ALAMO AREA HFC IS DOING AND THEN THE LEGISLATIVE CHANGES.

SO JUST TO GET STARTED, WHAT IS AN HFC? IT'S A CORPORATION THAT ACTS ON BEHALF OF, UM, UH, PUBLIC ENTITIES ON BEHALF OF ITS SPONSORING GOVERNMENTS.

THE PURPOSE IS TO BE ABLE TO PROVIDE AFFORDABLE HOUSING TO, UM, FOLKS WITHIN THOSE COMMUNITIES WITHIN THE SPONSORING GOVERNMENTS.

AND IT CAN BE FORMED BY A CITY OR A COUNTY OR A JOINT.

HFC CAN BE FORMED BY MULTIPLE CITIES AND COUNTIES.

SO THAT'S WHAT ALAMO AREA HFC IS.

IT'S A JOINT HOUSING FINANCE CORPORATION.

UM, AND THE, THE COUNTIES ARE ATASCOSA, BANDERA, AL GUADALUPE, SB CARNES, KENDALL KERR, MEDINA WILSON PLUS THE CITY OF SEIN AND THE CITY OF NEW BRAUNFELS.

SO THAT'S THE AREA OF OPERATION OF THE HFC.

SO IT CAN ENGAGE IN THE ACTIVITIES THAT WE'RE GONNA TALK ABOUT, UM, WITHIN THOSE AREAS.

SO HOW DO HFCS SUPPORT AFFORDABLE HOUSING? THERE'S BASICALLY THREE TYPES OF PROJECTS THAT AN HFC WILL ENTER INTO IN ORDER TO FACILITATE AFFORDABLE HOUSING.

UM, THERE'S 4% LOW INCOME HOUSING TAX CREDITS, 9% LOW INCOME HOUSING TAX CREDITS, AND MIXED INCOME OR WORKFORCE HOUSING PROJECTS.

AND THOSE PROJECTS TARGET DIFFERING LEVELS OF AREA MEDIAN INCOME.

SO FOLKS MAKING DIFFERENT, HAVING DIFFERENT INCOMES.

THE LOW INCOME HOUSING TAX CREDIT PROJECTS TYPICALLY FOCUS ON PEOPLE MAKING 60% OR LESS OF AREA MEDIAN INCOME.

AND JUST TO GIVE YOU AN IDEA OF WHAT THAT LOOKS LIKE IN THIS AREA, THE SAN ANTONIO NEW BRAUNFELS METRO AREA, A FOUR PERSON FAMILY MAKING $59,960 A YEAR IS A 60% A MI.

UM,

THE MIXED INCOME, UH, PROJECTS THAT WE, THAT WE PARTICIPATE IN TYPICALLY TARGET BETWEEN 60% OF AREA MEDIAN INCOME AND 80% OF AREA MEDIAN INCOME.

THESE, UM, PROJECTS ARE A LITTLE LESS COM COMPLEX THAN THE LOW INCOME HOUSING TAX CREDIT PROJECTS.

AND, UM, JUST FOR YOU TO HAVE AN IDEA OF WHAT THAT LOOKS LIKE, A FAMILY OF FOUR MAKING $77,280 IS AT 80% OF A MI AND, AND THAT WILL DIFFER THROUGHOUT THE DIFFERING COUNTIES.

SO EACH COUNTY WILL HAVE ITS OWN A MI BASED ON THE FOLKS THAT LIVE WITHIN THAT AREA.

AND SO THE WAY THAT HFCS PARTICIPATE IN THESE PROJECTS IS, NUMBER ONE, THEY CAN ISSUE TAX EXEMPT BONDS.

NUMBER TWO, THEY CAN PROVIDE LOW INTEREST LOANS IF THEY HAVE FUNDING THAT IS EITHER FUNNELED THROUGH THE, THE FEDERAL GOVERNMENT OR THE STATE GOVERNMENT OR THE LOCAL GOVERNMENT.

THEY CAN ALSO PROVIDE PROPERTY TAX EXEMPTIONS.

YOU MAY OR MAY NOT HAVE READ IN THE MEDIA RECENTLY ABOUT, UM, HFCS THAT ARE, HAVE BEEN OPERATING ON A STATEWIDE BASIS THAT PARTNER IN THESE DEALS AND THEY PROVIDE A PROPERTY TAX EXEMPTION.

AND IT'S BEEN, THERE'S BEEN A LOT OF CONTROVERSY, WHICH HAS LED TO SOME THE PASSING OF SOME LEGISLATION RECENTLY.

WE'LL TALK A LITTLE BIT MORE ABOUT THAT IN DEPTH.

BUT THAT'S A BIG WAY THAT THEY'RE ABLE TO FACILITATE HOUSING BECAUSE PROPERTY TAXES, AS WE ALL KNOW, ARE VERY HIGH IN TAXES.

AND AN AN APARTMENT PROJECT, IT'S APPROXIMATELY 40 TO 50% OF THE OPERATING EXPENSES.

SO IF YOU'RE ABLE TO REDUCE YOUR OPERATING EXPENSES BY 40 TO 50% EVERY YEAR, THAT WILL ALLOW YOU TO BRING THE RENTS DOWN ON YOUR APARTMENTS AND PROVIDE THAT AFFORDABLE HOUSING.

YOU CAN ALSO CREATE DEDICATED AFFORDABLE HOUSING FUNDS WITH THE, THE MONEY THAT THE HFC RECEIVES IN EXCHANGE FOR THE SERVICES IT PROVIDES, AND THEN ALSO DRIVE POLICY THROUGH YOUR, UM, REQUIREMENTS FOR PARTNERSHIPS.

SO WE'LL TALK A LITTLE BIT ABOUT WHAT ALMO AREA HFC IS DOING.

UM, IT'S PARTICIPATED, WE TALKED ABOUT THE THREE TYPES OF DEALS.

IT HAS PARTICIPATED IN TWO OF THOSE THREE TYPES OF DEALS.

UM, THE 4% LOW INCOME HOUSING TAX CREDITS AND THE WORKFORCE HOUSING.

UM, THE CURRENT PROJECTS THAT YOU GUYS HAVE ARE, UM, PECAN GROVE AND WALNUT SPRINGS, WHICH WERE BOTH 4% LOW INCOME HOUSING TAX CREDIT DEALS.

UM, THOSE ARE BOTH LOCATED IN SEINE.

THAT'S APPROXIMATELY 600 UNITS OF NEW CONSTRUCTION THAT WERE CREATED THROUGH THE PARTNERSHIP THAT, UH, THE AMO AREA HOUSING FINANCE CORPORATION ENTERED INTO.

THERE WAS ALSO THE OAK AT BANDERA AND RIVER TRAILS.

THAT WAS TWO PROJECTS THAT WERE 4% OF 4% PROJECT.

UM, IT WOULD RE RESULTED IN THE REHABILITATION OF APPROXIMATELY 160 UNITS IN BANDERA AND IN BURNEY CEDAR BLUFF, WHICH IS A DEAL WE JUST CLOSED THE END OF LAST YEAR, WHICH IS ANOTHER 4% PROJECT THAT'S, UH, NEW CONSTRUCTION IN SEINE OF 203 UNITS.

OAK CREEK, WHICH IS A WORKFORCE HOUSING PROJECT, SO NOT A TAX CREDIT PROJECT.

THAT'S 300 UNITS OF NEW CONSTRUCTION THAT'S IN NEW BRAUNFELS RIGHT OFF OF INTERSTATE 35.

AND WE HAVE ONE FUTURE PROJECT IN THE PIPELINE RIGHT NOW, WHICH IS THREE PROJECTS LOCATED IN KERRVILLE.

AND THAT'S A REHABILITATION PROJECT OF A APPROXIMATELY 224 UNITS.

SO AS YOU CAN SEE, THAT'S QUITE A FEW UNITS THAT THE HFC HAS BEEN INVOLVED IN, EITHER THE SIGNIFICANT REHABILITATION OF OR THE NEW CONSTRUCTION OF.

AND THEN WE'LL TALK ABOUT SOME FUTURE ACTIVITIES THAT, UM, THE HFC COULD POTENTIALLY HAVE IN TERMS OF, UM, 'CAUSE AND I FAILED TO TO MENTION KIND OF WHAT WHAT WE GET IN RETURN, RIGHT? WHEN THE HFC PARTICIPATES IN THESE PROJECTS, THEY RECEIVE FEES IN CONNECTION WITH BEING THE BOND ISSUER.

THEY RECEIVE FEES IN CONNECTION WITH THEIR PARTNERSHIP AND THEY RECEIVE OTHER FEES KIND OF IN AN ONGOING BASIS IN TERMS OF A RENTAL FEE, UM, AS WELL AS DEVELOPER FEES AND OTHER, UM, FEES RELATED TO THE EXEMPTIONS THAT THEY CAN PROVIDE.

SO WITH THOSE FEES, OBVIOUSLY, AND THE CLIFF, I DON'T KNOW WHAT WHAT THE BALANCE IS RIGHT NOW IN TERMS OF WHAT THE HFC HAS IN ITS BANK ACCOUNT, BUT IT'S, IT'S A FAIRLY SIZABLE BALANCE THAT YOU GUYS HAVE AMASSED OVER THE LAST COUPLE OF YEARS, ROUGHLY ABOUT TWO AND A HALF MILLION IN THE ACCOUNT, GIVE OR TAKE.

AND WE EXPECT, OF COURSE, WITH THE CHANGES IN THE LAW, WE DON'T KNOW WHAT WE'RE GONNA GET BY THE END, BUT WE WERE HOPING TO HAVE ROUGHLY 3 MILLION BY THE RIGHT.

SO, AND THAT'S REALLY, UM, SINCE 2021, MAYBE 20 20, 20 21 THAT WE HAD, WE STARTED PECAN GROVE I THINK BEFORE COVID, BUT SO 2019, I THINK WE CLOSED IT WHEN IT FINALLY CLOSED.

YES, IT WAS AFTER 2020.

RIGHT, RIGHT.

SO THE HFC HAS REALLY ONLY BEEN ACTIVE JUST FOR ABOUT FIVE YEARS.

AND SO IN FIVE YEARS THEY'VE EARNED ABOUT TWO AND A HALF MILLION DOLLARS.

SO SOME OF THE THINGS THAT, UM, THAT THE HFC CAN DO IS, IS USE THAT MONEY IN ORDER TO FACILITATE MORE PROJECTS BY PROVIDING GAP FINANCING ON PROJECTS THAT AREN'T, DON'T QUITE HAVE ALL OF THE FUNDING THAT THEY NEED.

ALSO.

UM, SOME OF THE THINGS, AND WE'LL GO THROUGH THIS IN THE NEXT SLIDE, UM, YOU COULD HAVE DOWN PAYER ASSISTANCE FUNDS, EMERGENCY HOUSING

FUNDS, HELP FOLKS STAY IN THEIR HOMES AND REPLACE THEIR ROOFS OR UPGRADE THEIR WINDOWS.

THERE'S ALL, THERE'S ANY NUMBER OF THINGS THAT CAN BE DONE.

THE ONLY LIMITATION IS THAT IT NEEDS TO FOCUS ON FOLKS ON THE LOW TO MODERATE INCOME BANS.

UM, WE'LL TALK ABOUT SOME CASE STUDIES OF EXAMPLES AROUND THE STATE OF SOME OTHER THINGS THAT CAN, THAT CAN BE DONE.

UM, THE SAN ANTONIO HOUSING TRUST IS, UM, A LEADER IN THEIR POLICY DRIVEN DEVELOPMENT.

UM, THEY HAVE DONE MULTIPLE PROGRAMS. UH, ONE OF THEIR BIGGEST PROGRAMS WAS DURING COVI, THEY DID THE EMERGENCY HOUSING ASSISTANCE PROGRAM IN THE CITY OF SAN ANTONIO.

THEY FUNDED APPROXIMATELY $4 MILLION OF THAT.

AND THAT PROVIDED FOLKS WHO HAD SUFFERED FROM JOB LOSS OR, UM, WERE HAVING OTHER DIFFICULTIES DURING COVID.

AND THAT PROVIDED FUNDING FOR THOSE FOLKS TO PAY THEIR RENT, PAY THEIR UTILITIES, AND PAY, UH, FOR GROCERIES AS WELL.

OTHER THINGS THAT THEY'RE DOING IS, UM, REQUIRING DEVELOPERS THAT PARTNER WITH THEM TO ENGAGE IN MORE THOUGHTFUL DESIGN.

SO INCREASING THE NUMBER OF, UH, ACCESSIBLE UNITS IN TERMS OF PHYSICAL, BOTH PHYSICAL AS WELL AS OTHER DISABILITIES.

THEY ALSO REQUIRE, UM, PARTICIPATION IN A TENANT ASSISTANCE FUND FOR EACH PARTICULAR PROJECT.

AND THEY'RE ALSO COORDINATING WITH THE CITY PROGRAMS LIKE THE ESSAY READY TO WORK AS WELL AS THE HOUSING DATABASE.

SO THAT'S JUST AN EXAMPLE OF HOW YOU CAN USE THE MONEY, BUT HOW YOU CAN ALSO USE POLICY TO KIND OF DRIVE CERTAIN TYPES OF DEVELOPMENT.

ADDITIONALLY, HOUSING AUTHORITIES THAT PARTICIPATE IN THESE PROJECTS SIMILARLY, THEY USE THE REVENUE TO HELP MAINTAIN A LOT OF THEIR, UH, HOUSING STOCK.

UM, AND THEN HARRIS COUNTY, HFC USED, UH, THEY HAD $120 MILLION OF ARPA FUNDS THAT THEY FUNNELED THROUGH THEIR HFC TO PARTICIPATE AND TO, UH, FACILITATE MORE AFFORDABLE HOUSING.

AND THEN FINALLY, UM, I INCLUDED THE CITY OF SAN MARCO HERE, CITY OF SAN MARCOS, IN ORDER TO PARTICIPATE WITH THEIR ENTITIES, THEY REQUIRE, UM, A HIGH LEVEL OF THREE AND FOUR BEDROOM UNITS.

SO THEY'RE FOCUSING ON THE FAMILY UNITS VERSUS JUST THE ONE AND TWO BEDROOM UNITS.

UM, THAT'S SOMETHING ELSE THAT YOU COULD THINK ABOUT DOING AS WELL.

UM, BUT IN THAT INSTANCE, WE'VE FOUND THAT THE CITY OF SAN MARCOS IS ACTUALLY HAVING A PROBLEM BECAUSE THEY HAVE TOO MANY FAMILY SIZE UNITS AND THOSE PROJECTS ARE SUFFERING AS A RESULT OF THAT.

SO THAT'S JUST KIND OF A, UM, I GUESS A, A WARNING OF, YOU KNOW, THE POLICY THAT CAN GO TOO FAR.

CLIFF WANTED ME TO TALK ABOUT, AND I'M GOING VERY FAST, YOU GUYS, I COULD I'M SURE THAT I'M KIND OF SKIPPING AROUND.

BUT CLIFF WANTED ME TO TALK ABOUT BRIEFLY THE LEGISLATIVE CHANGES.

SO I MENTIONED EARLIER THE TRAVELING HFCS.

SO THERE, THERE WERE A FEW, UM, COUNTIES AND CITIES AROUND THE STATE THAT, UH, AND I'M GONNA BE MINDFUL TO NOT NAME NAMES, UM, THAT HAD FORMED HFCS AND THEY WERE USING THEIR HFCS AND WE TALKED ABOUT THE PROPERTY TAX EXEMPTION.

THAT'S A BIG DEAL.

THEY WERE USING THEIR HFCS AND USING THE FACT THAT THE LAW WASN'T DRAFTED SUPER CLEARLY AND SAYING, WELL, I CAN TAKE MY HC AND I'M GONNA PARTNER WITH THE DEVELOPER.

LET'S SAY IT'S A HFC IN THE VALLEY.

I'M GONNA PARTNER WITH A DEVELOPER IN DALLAS AND WE'RE GONNA DO A PROJECT THERE AND IT'S GONNA TAKE THE DALLAS'S TAXES.

SO DALLAS COUNTY CITY SCHOOL DISTRICT AND THEY'RE GONNA CHARGE THEIR FEE, TAKE THAT FEE BACK TO THE VALLEY AND EXEMPT THE TAXES THAT EVERYBODY ELSE IN DALLAS WOULD'VE OTHERWISE GOTTEN.

AND SO THIS PROLIFERATED AND WHAT IT RESULTED IN, I MEAN THERE WERE PROBABLY 300 DEALS DONE BETWEEN AUGUST OF 2024 AND, UH, MAY OF 2025.

AND THEY, WHAT THEY WERE DOING IS THEY WERE TAKING EXISTING PROJECTS THAT WERE ALREADY RENTING AT THE, THE LOWER, UM, THE FOR AFFORDABLE LEVELS.

SO THERE WAS NO ADDITIONAL AFFORDABILITY REQUIRED.

THESE WEREN'T PROJECTS THAT WERE LUXURY PROJECTS THAT WERE RENTING AT MARKET RATE.

THEY WERE CLASS C PROJECTS BUILT IN THE SEVENTIES AND EIGHTIES THAT ARE ALREADY RENTING AT THAT LEVEL.

SO YOU GOT NO ADDITIONAL AFFORDABLE HOUSING AND ALL THE TAXES GOT PULLED OFF, THE TAX ROLLS.

IT WAS A HUGE PROBLEM.

AND SO THE TEXAS LEGISLATURE UNDERTOOK, UM, THE HB 21 HOUSE BILL 21 AND DECIDED THAT THEY WANTED TO RE UH, I GUESS REDO THE PROGRAM AND PUT ALL THESE ADDITIONAL REQUIREMENTS ON IT.

SO WHAT HB 21 ACCOMPLISHED SOME REALLY GOOD THINGS, BUT ALSO SOME NOT SO GOOD THINGS.

SO, UM, ONE OF THE THINGS I DID, IT RAINED IN THE TRAVELING HFCS, WHICH BY THE WAY, YOU GUYS WERE NEVER A TRAVELING HFC .

EVERYTHING THAT WAS DONE WAS DONE WITHIN THE JURISDICTION OF THOSE COUNTIES AND CITIES THAT I MENTIONED EARLIER.

UM, SO IT LIMITED THE ACTIVITIES TO THE SPONSOR'S JURISDICTION.

IT ALSO MADE HFC SUBJECT TO OPEN MEETINGS AND OPEN RECORDS ACTS, AND IT REQUIRES MORE AFFORDABILITY IN EACH PROJECT AS WELL AS ACCOUNTABILITY, UH, THROUGH COMPLIANCE AND MONITORING AT THE STATE LEVEL.

BUT THE ISSUE ALSO IS,

IS THAT IN SOME OF THOSE ADDITIONAL REQUIREMENTS FOR AFFORDABILITY, THEY BUILT IN SOME TESTS THAT HAVE TO BE, UM, IT'S NOT JUST ABOUT THE THE A MI LEVEL, WHICH IS SET EVERY YEAR AND IT GROWS.

IT'S ALSO ABOUT HOW MUCH RENTAL SAVINGS ARE ACHIEVED BY EACH PROJECT.

AND WITHOUT GETTING TOO MUCH INTO REAL ESTATE FINANCE, UM, BASICALLY THAT MAKES IT IMPOSSIBLE FOR A LENDER TO UNDERWRITE BECAUSE WE DON'T KNOW WHAT THE RENTAL SAVINGS FROM MARKET RATE WILL BE.

'CAUSE WE DON'T KNOW WHAT MARKET RATE IS GOING TO BE IN THE FUTURE.

AND SO WE CAN SAY WE'RE GONNA RENT AT 60% A MI, BUT THE MARKET IN THAT PARTICULAR AREA MIGHT BE AT 80% OF A MI IT MIGHT BE AT MARKET RATE WHEN THEY BUILD IT, BUT IN 10 YEARS MAYBE THE AREA'S NOT AS NICE AND THE THERE'S MORE UNITS AND IT'S NOT AS DESIRABLE.

SO THAT NUMBER FLUCTUATES A LOT.

AND IT'S IMPOSSIBLE FOR A BANK OR FOR AN EQUITY PROVIDER TO PROPERLY FORECAST THAT.

AND SO WHAT WE'RE GOING TO SEE, WHAT EVERYONE IS PREDICTING IS THAT WE WILL SEE, UM, BANKS AND, AND EQUITY PARTNERS NO LONGER WANT TO PARTNER WITH HFCS.

SO I KNOW THERE'S A SPECIAL SESSION COMING UP.

SO THAT MAY BE SOMETHING, UM, THAT WE SEE IN THE SPECIAL SESSION IS MAYBE SOME TWEAKS TO THAT LANGUAGE BECAUSE IT, IT WILL HAVE A DETRIMENT TO ALL HFCS, INCLUDING ALAMO AREA HFC IN TERMS OF ITS FUTURE PROJECTS.

SO THAT'S IT.

DID I SAY THAT WAS MORE THAN 10 MINUTES? NO, THAT IS, THAT IS GREAT.

UM, WITH THE HD 21 BACK IN AUGUST WHEN THE TEXAS MUNICIPAL LEAGUE MET, THAT WAS AN ISSUE FOR MANY OF OUR CITIES BECAUSE THEY DIDN'T EVEN KNOW THAT THOSE PROPERTIES WERE TAKEN OFF THEIR TAX ROLL.

SO THE BAIL IS BETTER, BUT UNLESS IT GETS ON THE GOVERNOR'S LIST TO GO BACK IN FOR SPECIAL SESSION, IT'S NOT GONNA BE TALKED ABOUT.

BUT I, I THINK IT'S SOMETHING BETTER THAN WHAT WE HAD.

SO WE ARE THANKFUL FOR THAT.

UM, AS FAR AS, I WANTED TO ASK MICHAEL CARPENTER, BECAUSE WE DO HAVE A MINUTE HERE FOR THE COG THAT SERVES AS OUR C COMMITTEE FOR OUR HHFC.

SO DO YOU HAVE ANYTHING THAT ELI, TO TALK TO US ABOUT? 'CAUSE WE ALL TRY TO LEARN ABOUT THIS AND I THINK IT'S IMPORTANT THAT WE KNOW AS MUCH AS AS WE CAN.

I I THINK THAT SUMMER COVERED IT QUITE WELL.

UM, THE, A FEW THINGS THAT WE HAVE STILL AS HOMEWORK, DESPITE HB 21 COMING FORTH, UM, THE STATUTE STILL REQUIRES US, I BELIEVE, TO HAVE A, UM, AN INVESTMENT COMMITTEE THAT HAS AN INVESTMENT POLICY FOR THE MONEY THAT WE STILL HOLD.

AND THEN THE, UM, THE BOARD OF DIRECTORS IS GONNA DECIDE ANISE IS THAT WHAT WILL WE DO WITH THE DOLLARS THAT ARE IN HOUSE, PROBABLY SPEND THE NEXT TWO YEARS WAITING AND WATCHING TO SEE WHAT COMES FORWARD AND NOT EXPENDING A LOT OF THOSE FUNDS.

'CAUSE WE JUST DON'T KNOW IF THEY'LL BE REPLENISHED, IF THE, IF HB 21 CHANGES, IF IT, IF IT LOOSENS, IF IT TIGHTENS.

WE JUST DON'T KNOW.

SO I THINK A LOT OF THE ACTIVITY FOR THE NEXT TWO YEARS IS SIMPLY GETTING THE, THE FOUNDATIONAL THINGS THAT WE NEED TO DO TO FUNCTION, UH, GETTING SOME POLICIES IN PLACE ABOUT THE DIRECTION THAT THE BOARD OF DIRECTORS WANTS TO GO, SHOULD HB 21 REMAIN IN ITS CURRENT STATE, THEN WE HAVE ONE PATH WE'LL GO DOWN SHOULD IT CHANGE, LOOSEN A LITTLE BIT WHERE WE CAN WRITE UNDERWRITE DEALS AGAIN, WE'RE, WE'RE GONNA GO DOWN A SLIGHTLY DIFFERENT PATH.

UM, BUT IT'S, IT'S LARGELY GONNA BE WAIT AND SEE FOR THE NEXT 24 MONTHS.

THE TEXAS JUDICIAL COMMISSION ON MENTAL HEALTH WILL HOST A SUMMER WEBINAR SERIES ON TOPICS RELATED TO IDD LAW.
