TODAY I'LL BE COVERING THE PRELIMINARY YEAR AND, UH, 2024 FINANCIAL STATEMENTS.
AND I DO SAY PRELIMINARY BECAUSE AS YOU ALL ARE AWARE, WE DO HAVE OUR AUDITORS, EXTERNAL AUDITORS THAT COME IN.
AND SO WE TYPICALLY HAVE SOME YEAREND INVOICES THAT TRIPLE FEBRUARY.
AND SO WE WILL HAVE THOSE, UM, FINAL AUDITS STATEMENTS TO YOU ALL TO REVIEW IN THE JULY MEETING.
SO WE'LL COVER OUR FINANCIAL DASHBOARD AND, UM, OUR FINANCIAL STATEMENTS AS WELL AS THE, UH, I MEAN, OUR FINANCIAL STATEMENTS WOULD INCLUDE THE BALANCE SHEET STATEMENT OF REVENUES AND EXPENDITURE EXP BUDGETS.
HERE YOU CAN SEE OUR FINANCIAL D DASHBOARD AT THE END OF DECEMBER.
UH, LOTS OF, UH, METRICS HERE TO LOOK AT.
THE, THE COUPLE THAT I USUALLY POINT OUT EVERY, EVERY TIME I PRESENT IS THE PERCENTAGE BURN AND SPENT SPENT.
AND YOU CAN SEE THERE, WE'VE HIT A HUNDRED PERCENT OF OUR BUDGET FOR THE YEAR.

AND ON THE REVENUE SIDE, WE DID, UH, COME OVER ON THE PERCENTAGE OF OF REVENUE THAT WE EARNED AND A PERCENT OVER.
SO THE OTHER METRIC THAT I DO WANT WANNA HIGHLIGHT IS THE ACCOUNTS RECEIVABLE.
YOU CAN SEE WE'RE ABOUT 10 MILLION AT THE END OF DECEMBER, WHICH IS KIND OF IN LINE WHERE WE, WHERE WE'VE BEEN THE LAST COUPLE OF YEARS NOW, UH, GIVE OR TAKE A MILLION OR TWO.
UM, AND OUR AGE RECEIVABLE OVER 90, UH, THAT'S SPEEDOMETER DOWN AT THE FAR LEFT ONE, BUT THE ONE THE RIGHT OF THAT IS THAT 21%.
NOW THAT IS A BIT HIGH, AND THERE ARE A COUPLE REASONS FOR THAT, WHICH I'LL EXPLAIN WHEN GET TO THE ACCOUNTS RECEIVABLE SLIDE.
UM, BUT IF YOU DO TAKE OUT THOSE TWO, UM, LARGE BALANCES, WE ARE ABOUT 8%, WHICH IS WHERE WE WANT TO BE AT.
ANYWHERE FROM SEVEN TO 10% IS A REASONABLE AMOUNT.
OUR BALANCE SHEETS, YOU CAN SEE OUR TOTAL ASSETS OF DECEMBER WERE 43 MILLION, A FEW MILLION ABOVE FROM WHERE WE WERE A YEAR AGO TODAY.
UH, TOTAL SURPLUS FOR THE YEAR WAS $3.1 MILLION.
AND ON OUR FUND BALANCE, YOU CAN SEE HERE ARE BOTH ARE UNRESTRICTED AND RESTRICTED BALANCE AT THE END OF DECEMBER, UH, BROKEN INTO BY PROGRAM, WE WILL, WE ALSO GIVE YOU A SNAPSHOT OF BEFORE WE WERE LAST MONTH AND A YEAR AGO.
TODAY, YOU CAN SEE A LOT OF THOSE BALANCES.
A LOT OF THOSE PROGRAM PROGRAMS ARE DOING, UH, REALLY PRETTY WELL.
AND, UM, PERFORMING AT A HIGH LEVEL.
THE ONE THAT I DO WANNA POINT OUT, MILITARY VETERANS AFFAIRS, UH, RESTRICTED AMOUNTS.
YOU CAN SEE AT THE END OF DECEMBER, THERE ARE $3 MILLION.
SO WITH THAT, ONE OF THOSE YEAREND AUDIT ENTRIES THAT WE DO IS AT THE, AT THE END OF EVERY YEAR, WE TAKE WHAT WAS EARNED, UH, WHAT THE SURPLUS, WHAT WAS, AND IF IT HAS NO RESTRICTION, WE MOVE IT OVER TO UNRESTRICTED.
SO A LOT OF THAT, THE MAJORITY OF THAT 3 MILLION IS GONNA BE SWEPT OVER TO THE UNRESTRICTED.
SO MVAS FUND UP WILL BE ABOUT 8.3 MILLION, UH, AT THE START OF THIS YEAR.
CASH AND INVESTMENTS, UH, AT THE END OF DECEMBER, $7.8 MILLION.

SO YOU SHOULD NOT SEE, I SEE THIS BALANCE HERE BY NEXT MONTH.
UM, PRESENTATION, AIR AGING, UH, THEY DO HAVE A SMALL AMOUNT OVER 90, AND THAT HAS BEEN CLEARED IN JANUARY, SO YOU WON'T SEE THAT AT THE END OF THIS MONTH AS WELL.
AND THEN THE OTHER BIG LARGE ITEM IS THE MEDICAID FOR IDD.

AND AGAIN, A LARGE, LARGE REASON FOR THIS IS TO DO SYSTEMIC ISSUES THAT LIE AT THE STATE LEVEL.
UM, BUT A PROGRAM DOES HAVE THE ABILITY TO WRITE THE, UM, TO REBUILD THOSE AFTER, AFTER 365 DAYS.
SO PROGRAM, JACOB AND THE STAFF ARE WORKING DILIGENT, NEED TO COLLECT THAT AND MAKE SURE THAT IT'S AUTHORIZED AND PAID OUT TO OUR STATEMENTS.
REVENUE EXPENDITURES, AS I MENTIONED EARLIER, $3.1 MILLION, UH, SURPLUS AT END OF 2024, WHICH IF YOU LOOK AT THE BUDGET, WE, WE CAME IN A MILLION OVER THAT.
AND THAT WAS LARGELY, LARGELY DUE TO, UH, BA ALAMO AGING.
THEY ALL THE, UH, 690,000, UH, BELOW BUDGETS.
SO IF YOU RECALL DURING, DURING THE JULY, IN JULY, UH, IN OUR JULY MEETING, WE BRING YOU A BUDGET MODIFICATION TO ADJUST OUR BUDGETS EVERY YEAR.
AND, BUT PROGRAM IN THE AGE SPECIFIC, SPECIFICALLY IN AGING, DOESN'T GET FINAL NUMBERS, UH, FOR THEIR, FOR THEIR NEXT FISCAL YEAR UNTIL OCTOBER.
SO WHAT THEY FORECAST WAS, UM, UH, A FIGURE THAT THEY THOUGHT THAT THEY WERE GOING TO GET AND THEY RECEIVED LESS FUNDING.
UM, SO THAT'S REALLY THE BIG, BIG REASON THERE IS WHAT WAS BUDGETED IN THE FOURTH QUARTER CAME IN A LOT WHAT THEY ACTUALLY RECEIVED.
SAME, SAME STORY ON THE VERY 18 SIDE.
AND AGAIN, IT'S DUE TO THAT ISSUE THAT I JUST MENTIONED ON ARC, WE DID HAVE A DEFICIT FOR THE MONTH OF 54,000.
UH, SO, SO IN THIS PROGRAM WE DO HAVE, UH, STATE DOLLARS THAT WE HAVE TO MATCH, MATCH UP AGAINST OUR FEDERAL DOLLARS.
AND, UM, THOSE STATE DOLLARS TYPICAL, TYPICALLY RUN OUT, UH, RATHER QUICKLY.
SO WHAT THIS PROGRAM DECIDED ELECTED TO DO WAS UTILIZE THAT SUR SURPLUS THAT THEY EARNED YEAR TO DATE TO OFFSET THOSE EXPENDITURES.
SO THE STATE DOLLARS WAS START USING, BEING, UH, DRAWN DOWN AGAIN IN JANUARY OF THIS YEAR, ENVIRONMENTAL CONSERVATION, UH, FALL BELOW BUDGET 34,000 THOUSAND, UH, DUE TO SPECIFICALLY TO TWO LINE ITEMS, CONTRACT CONTRACTIONAL PERSONNEL.
THESE FUNDS WILL BE SPENT WITHIN THE FIRST QUARTER OF THIS YEAR.
UH, THAT PROGRAM IS WITHIN THAT, THEY WERE WITHIN THE FIRST YEAR, THEIR TWO BIENNIUM.
SO WHAT THEY'RE, WELL WITHIN THOSE PARAMETERS OF MEETING, UH, THE TIMELINE NATURAL RESOURCES, THEY DID COME ABOVE BUDGET BUDGET 32,000.

AND, UH, THAT WAS BECAUSE THEY WERE AWARDED MORE CONTRACT DOLLARS TCEQ GRANTS, UH, THAN THEY BUDGET PUBLIC SAFETY.UH, AS I MENTIONED EARLIER THIS YEAR, THEY DID, YOU KNOW, UH, THEY DID FALL SHORT ON, ON THEIR TARGET RANGE PLANNING GRANTS, UH, PROGRAM DID NOT EXPEND THOSE FUNDS FOR THIS YEAR.
THEY WEREN'T ABLE TO SECURE LAND IN ORDER TO MOVE FORWARD WITH THAT, THAT, UH, BUDGET.
YOU'RE TALKING ABOUT THE SHOOTING RANGE? YES, YES.
WE HAD TO JUST FOR YOUR OWN, FOR YOUR INFORMATION, WHEN WE CONSULTED, I THINK WE, IF YOU'LL RECALL THE DISCUSSIONS WE'VE HAD ABOUT THE PROBLEMS WITH THE GUN RANGE GRANT, WHEN WE CONSULTED WITH PARKS AND WILDLIFE DEPARTMENT, THEY RECOMMENDED THAT WE CLOSE OUT THE GRANT BECAUSE THEY SAID THAT EVEN IF YOU WERE ABLE TO OVERCOME YOUR ECONOMIC HURDLES, THEY HAD NEVER SEEN, WE HAD TWO YEARS LEFT ON THE GRANT PERIOD.
IT WAS A FIVE YEAR GRANT, WE HAD TWO YEARS LEFT.
THEY SAID THAT IT WOULD BE IMPOSSIBLE TO GET ALL OF THE PERMITS, THE ENVIRONMENTAL TESTING, ALL OF THE SITE ASSESSMENTS THAT WOULD BE NECESSARY TO COMPLETE IT WITHIN A TWO YEAR PERIOD.
AND SO THEY SAID YOU COULDN'T MEET YOUR GRANT TIMELINE ANYWAY.
AND SO WHAT THEIR RECOMMENDATION WAS IS THAT WE CLOSE OUT THE GRANT, FIGURE OUT A NEW PLAN AND REAPPLY.
THEY WOULD LIKE TO SEE US MOVE FORWARD, BUT WE'VE JUST GOT TO FIGURE OUT THE FINANCING OF THE DEAL AND SEE WHETHER IT'S VIABLE.
