SO, UM, THIS IS A COLLABORATION, YOU KNOW, THIS, UH, WITH TEXDOT, UM, TDO ALSO JUST RECENTLY, RECENTLY, UH, PUT PEN TO PAPER, UH, AND REFORM INFORMALIZED, THEIR AGREEMENT THEY HAVE WITH THE CITY OF AUSTIN AND TRAVIS COUNTY FOR G UH, ALONG TEXAS DDPS. SO THEY'RE IN IT FOR THE LONG, LONG HAUL. NOW, UH, THE BIGGEST BENEFIT THAT PROVIDES, UM, ENTITIES OF ACO WITH AARON IS, IS THAT TYPICALLY GATORS ASSESSES SUBSCRIBER FEES FOR AGENCIES THAT PARTICIPATE, THAT CONNECT TO THEM. THOSE FEES DON'T EXIST, EXIST FOR US. OUR RELATIONSHIP WITH IS WITH TDOT. TDOT OWNS THE RELATIONSHIP WITH, UH, GATORS. WE, WE HAVE, UM, WE'RE DEPLOYING MULTIUSE AGREEMENTS, MUAS WITH A LOT OF AGENCIES. UH, KASS COMES TO MIND. CARNES HAD A 300 FOOT TOWER AT THE SHERIFF'S OFFICE, UH, THAT SAVED US HAVING FIND A TOWER IN THAT, IN THAT COUNTY. WE'VE EXECUTED IN TECHOPS ACTUALLY EXECUTED MUA WITH THEM. UH, THAT ALLOWS US TO PUT OUR EQUIPMENT ON THAT TOWER. UM, TECH STOP WILL SUPPORT IT, UH, ET CETERA. UH, WE'RE LOOKING AT LOOKING AT MUAS WITH STRAC, UM, FOR SITE HERE IN BEAR COUNTY, WORKING ON ONE OF MENA COUNTY. AND I MEAN, ULTIMATELY I WOULD SEE MUAS EXECUTED WITH ALL THE COUNTIES OVER A PERIOD OF TIME FOR SHARING OF EQUIPMENT SHARING, OF SITES WORKING TOGETHER. YOU, YOU KNOW, THE WHOLE COLLABORATION, UH, SHIELD OPERATIONAL BENEFITS, BASICALLY IN A NUTSHELL, IN A NUTSHELL, ACOG IS THE MONEY BAG. SO CU COUNTY HAS A BRAND NEW VHF, UH, RADIO SYSTEM. AWESOME COVERAGE DOES, THAT'S GREAT. PROBLEM IS THE SHERIFF'S OFFICE DETERMINED THAT, HEY, WE GO INSIDE THE COURTROOM, UH, IN THE COURTHOUSE OR THE JAIL. WE HAVE SOME COVERAGE PROBLEMS. WELL, THERE'S A TOWER SITE, ONE OF OUR ERR SITES IN NEW BRAUNFELS. AND SURE ENOUGH, THAT SITE PROVIDES GREAT COVERAGE INSIDE THOSE TRUCTURE. SO SHERIFF'S OFFICE AND EX ARE WORKING TOGETHER TO HAVE THEIR CHANNELS, UM, ESSENTIALLY MIRRORED ON EACH OTHER'S SYSTEMS. SO THE SHERIFF'S OFFICE STILL MAINTAIN COVERAGE AND, AND COMMUNICATIONS WITH THEIR DISPATCH CENTER. BUT WHEN THEY WALK INTO THOSE BUILDINGS, THEY'RE ACTUALLY TALKING ON THE TECH DOCK, UH, NEW BRAUNFELS SIDE. UH, THE OTHER BIG BENEFIT IS, IS THAT FOR ALL THE RADIO SYSTEMS, UM, UM, AARON ESSENTIALLY PROVIDES A GEOGRAPHIC SYSTEMATIC WIDE REDUNDANCY. UM, SO ALL OF THE AGENCIES THAT USE LCA FOR THEIR RADIO SYSTEM, THE SAN ANTONIO, ANTONIO BEAR COUNTY AOR, AIR REGIONAL RADIO SYSTEM, AND ALL THE VHF CONVENTIONAL SYSTEMS IN THE COP, WE'RE NOT LOOKING TO, AARON'S NOT LOOKING TO REPLACE THOSE SYSTEMS. IF YOU WANT TO, SURE, WE'LL HAVE THOSE DISCUSSIONS, BUT IT PROVIDES REDUNDANCY. IF SOMETHING CATASTROPHIC WERE TO HAPPEN IN SAY, THE CITY OF KGO, UM, THE CITY OF VILLE WOULD HAVE THE ABILITY TO LEVERAGE AARON AS BACKUP. UM, WE, BETWEEN ABOUT THREE, $3.3 MILLION OR SO, WE'VE BEEN THE MOST RECENT, UM, PROJECT. WE'RE WAITING ON FORMAL CONFIRMATION FROM OOG ON THE AWARD WE'VE BEEN GIVEN KIND OF CONDITIONAL STATUS. UM, AND OF COURSE THE VICTIM BOY. UM, THANKS TO CON, UH, CONGRESSMAN GONZALEZ, UH, WHEN WE, THEY APPROACHED US AND WE SUBMITTED A COMMUNITY FUNDED PROJECT LAST YEAR. UM, WE ROSE TO THE TOP OF THE TOP OF THE LIST. WE WERE, UH, IT'S A CONGRESSIONAL APPROPRIATION, UM, FUNDED, UH, AND MANAGED UNDER THE DEPARTMENT OF JUSTICE COST OFFICE, A FOUR AND A HALF MILLION DOLLARS, UH, AWARD, UH, TO A COP. WE DIDN'T HAVE TO COMPETE AGAINST, UM, ALL THE OTHER ENTITIES, IN FACT, UH, ON A LONG LIST OF AWARDS. UM, UNDER THAT PROGRAM, UH, ACOMS AWARD IS THE HIGHEST ON THE LIST. UH, MRG IS LIKE 4.3 OR 4.4 MILLION, BUT WE ARE LITERALLY THE HIGHEST RANK, UH, AWARD WISE ON THAT LIST. SO A BIG KUDOS TO US. SO WHAT GREAT, SO GREAT, WE GOT THE MONEY. WHAT DID WE BUY? WHAT ARE WE BUYING? SO T BROUGHT BOUGHT FOUR SITES TO THE EQUATION TO KIND OF START THE FOUNDATION OF THE BUILD OUT TWO AND BEAR ONE, ONE MINA. UH, THE S FUNDS, THE, THE, UH, FUNDING THAT WE ALREADY HAVE, WE'VE ALREADY PAID FOR ESSENTIALLY, UM, ADDING SIX SITES, UH, TO, TO THE NETWORK. AND THEN THE CONDITIONAL FUNDING WE'RE WAITING ON FORMAL APPROVAL FROM, FROM WITH WILL FUND THE SITE FROM MCMULLEN COUNTY. AND ALSO WE'RE GETTING IN THE TOWER NOW A 350 FOOT TOWER TO HELP ACCELERATE THE DEPLOYMENT OF ONE OF THE SITES IN ASCOS COUNTY. NOW, ONE THING I NEED TO JUST BRIEFLY SAY IS THE SITES ARE VERY FLUID. UH, 'CAUSE WHAT HAPPENS IS, IS WE SAY WE'RE GONNA PUT A SITE HERE, WE BUY THE SITE, THEN WE FINALLY GET THE, GET THE EQUIPMENT. AND IN THAT PERIOD OF TIME, UM, WE'VE DEPLOYED A SITE IN TO THAT TO WHERE WE SAID SAID WE'RE GONNA DO IT. SO WE KIND OF MOVE THE SITES A LITTLE BIT AROUND LIKE SHELL PIECES. OVERALL, EVERY COUNTY IN THE CO COD IS GONNA GET SITE OR TWO, OR THREE OR FOUR NEEDS. SO, UM, JUST KEEP THAT IN MIND. THE COX PRO PROJECT, THE FOUR AND A HALF MILLION, THAT'S THE BIG BOARD THAT'S GONNA BRING, UH, EIGHT, EIGHT SITES TO THE TABLE. UM, SEVERAL IN ADDITIONAL ONES IN BEAR, IN BEAR COUNTY, UM, AS WELL AS, AS WELL AS, UH, THE OTHER [00:15:01] COUNTIES LISTED. UM, AND, UH, THREE SITES IN RG. THESE ARE SITES OUTSIDE OF A COGS PRIMARY SERVICE AREA, BUT THEY SUPPORT CORRIDOR OPERATIONS. SO HIGHWAY 90 WEST, BECAUSE THE REALITY IS UNFORTUNATELY, GOD FORBID, WE HAVE A, YOU KNOW, SCHOOL SHOOTING LIKE ELDERLY OR THERE'S SOMETHING BORDER, THOSE CORRIDORS, ALL THOSE RESOURCES ARE GONNA COME WHERE THE LOGISTICAL HUB STATE, UH, AND OUR RESOURCES NEED TO BE ABLE TO COMMUNICATE, MAINTAIN, UH, COMMUNICATIONS WITH HOME BASE. SO THAT'S WHY WE'RE BUILDING THAT, THAT WAY. UH, THIS IS WHERE WE DEVIATE FROM TYPICAL SITES. SO THE, UH, FUNDING IS ALSO GONNA FUND FOUR DISPATCH RADIO DISPATCH, CONS, POSITION BACKUP CONSULATE AT THE QUARRY, THE BARO FACILITY, UM, THAT WILL DIRECTLY ALLOW, UH, SUPPORT THAT BACKUP CAPABILITIES FOR CON COUNTY, WHO IS A GATOR CONNECTED ENTITY. ALSO WOULD SUPPORT CAPABILITIES FOR, AND AS ACON CONTINUES TO BUILD THE RELATIONSHIP WITH VERA METRO, THE LEVERAGE THAT SAME FACILITY, ITS NINE ONE PROGRAM. UH, THESE COUNCILS KIND OF SUPPORT THOSE OPERATIONS. WE'RE ALSO FUNDING SEVEN, UH, MULTI-BAND THAT'S FOR ASCO IN COUNTY. THESE CONS LISTS WILL REPLACE WHAT THEY HAVE TODAY, WHICH IS WOE WOEFULLY OUTDATED, UH, AND WILL GIVE THEM THE ABILITY TO COMMUNICATE DIRECTLY WITH, WITH AARON USERS, UM, FOR IMPROVED SITUATIONAL AWARENESS. WE'RE ALSO GONNA BE FINDING SOME INTERCONNECTIONS TO THE ILLINOIS REGIONAL RADIO SYSTEM TO BRING MORE OF THEIR COUNTY SAN ANTONIO TALK GROUPS AND ALL THE ENTITIES IN THEIR COUNTY INTO THE SYSTEM FOR, UH, UH, COMMUNICATIONS CAPABILITIES. WE'RE ALSO GONNA BE FUNDING THE INITIAL INVESTMENT, UH, TO ESTABLISH THE CON CONNECTIVITY TO THE CURRENT AND MEDINI COUNTY SYSTEMS THAT THOSE COUNTIES WILL ULTIMATELY BE RESPONSIBLE FOR THE ONGOING COSTS. WE JUST PROVIDING THE INITIAL OUTLAY TO GET 'EM GOING. UH, AND AS I STATED BEFORE, PTX MIGRATION, BUT THE BIG BOY, THE BIG BOY IS WE'RE GONNA BE FUNDING 96 MULTI BED RADIOS. AND THOSE, THOSE ENTITIES, THOSE POLICE DEPARTMENTS, LINE , PEARSON, AND COUNTY WILL GET THOSE RADIOS. THAT'S A HUGE INVESTMENT. THERE'S ONLY ALMOST A MILLION DOLLARS RIGHT OFF THE BAT IN RADIOS, UM, BE GOING TO THOSE COUNTIES DOWN, ACCELERATE THEIR DEPLOYMENT. UM, THE REALITY IS, IS WE'RE GONNA CONTINUE, UNLESS CLIFF TELLS ME, UNLESS TELLS ME TO STOP, WE'RE, WE'RE GONNA CON, WE'RE GONNA CONTINUE TO GO AFTER ANY AND ALL AVAILABLE FUNDING SOURCES TO NOT ONLY BUILD OUT SITES, BUT TO GO AFTER THE MORE, MORE MULTI-BAND RADIOS TO HELP, UM, THOSE COUNTIES IN MECO, UM, ADOPT THIS TECHNOLOGY AND HOPEFULLY PUT THEM ON FOOTING SO THAT THE RIO COUNTY, UH, THE RIO COUNTY MON AND MCMULLEN COUNTY COMMISSIONERS DON'T, DON'T HAVE TO ADDRESS THIS FOR ANOTHER 10 YEARS. UM, THE REALITY IS, IS THE, THE LARGER AGENCIES LIKE, LIKE SAN ANTONIO OR COUNTY AND UH, THOSE URBAN COUNTIES, THEY ALREADY HAVE MULTI-DAY RADIOS. UH, FOR THE MOST PART. BUT BASICALLY THE TEXAS INSURANCE CODE PROVIDES THAT IF A MUNICIPALITY, A, UH, HEALTH HOSPITAL DISTRICT OR A COUNTY OR OTHER ELIGIBLE ENTITY, UH, CREATES A, A HEALTH BENEFITS TRUST, THAT IS PRIMARILY, OR I SHOULD SAY A SINGLE PURPOSE TRUST, THAT IS PRIMARILY FOR, FOR THE PURPOSE OF PROVIDING HEALTH AND BENEFITS TO ITS EMPLOYEES, THEN THE REVENUE USED FOR THE INSURANCE COMPANY RECEIVED FROM THAT TRUST ARE NOT TAXABLE. SO THAT'S ONE AN EASY WAY OF, YOU'RE SAYING A TAX EXEMPT ENTITY TO PAY TAXES ON THE REVENUE. AND SO THEY WILL REDUCE OUR PREMIUM BY 2.7%, WHICH WORKS OUT TO ABOUT $70,000 ON OUR $2.6 MILLION ANNUAL PREMIUM. INTERESTINGLY, IN MY CONVERSATIONS EARLIER THIS MORNING WITH JUDGE, JUDGE KELLY, UH, HE WAS MENTIONING HE HADN'T HEARD OF SUCH A THING, AND WE HADN'T HEARD OF IT, ASKED, UH, UNTIL OUR COUNCIL COUNSELOR HAD HEALTH BENEFITS COUNSELOR BROUGHT IT UP AND I REACHED OUT AND WAS TALKING TO ONE OF MY COLLEAGUES AT THE EAST TEXAS COLLEGE, AND THEY'RE IN THE PROCESS OF DOING THE SAME THING. AND SO, UH, ESSENTIALLY THIS IS A CONTINUING BENEFIT TO THE AGENCY IN THAT WE ONLY, WE ALL KNOW THAT PREMIUMS ARE ONLY GOING TO CONTINUE TO GO UP. SO THIS WILL BE A, AN ANNUAL SAVINGS OF ROUGHLY 2.7% OFF OF THE PREMIUM GOING FORWARD EACH AND EVERY YEAR. UH, NOW IT DOES REQUIRE THE CREATION OF THE TRUST. THAT'S A MAP OF THIS FACILITY. IT'S NOTED WITH THE YELLOW DOTS STOCKPILE MATERIAL. THOSE WERE ALSO NOTED, AND THOSE ARE RED CIRCLES IN THAT MAP. AND THERE WERE ALSO, UH, OVER, UH, AERIAL IMAGERY OVER TIME REVEALED THAT THERE WERE SEVERAL GROUND DISTURBANCES AND THOSE ARE REFLECTED IN THE GREEN AREAS IN YOUR PACKETS.
