'CAUSE THEY OFTEN DO NOT HAVE, HAVE A BUDGET OR STAFF EXPERTISE TO IMPLEMENT AND MAINTAIN ADEQUATE SECURITY PRACTICES. UH, UNFORTUNATELY, RECENT TRENDS INDICATE THAT CYBER CRIMINALS ARE INCREASING, INCREASINGLY TURNING AWAY FROM BIG GAME VICTIMS, THE EQUIFAX AND TARGETS OF THE WORLD, AND TOWARDS SMALLER AND MEDIUM SIZED ORGANIZATIONS, PARTICULARLY SCHOOL DISTRICTS, HEALTHCARE ORGANIZATIONS. IN INCREASINGLY LOCAL GOVERNMENTS, RANSOMWARE HAS BECOME A SOPHISTICATED AND LUCRATIVE BUSINESS. AND EFFECTIVELY YOU ARE, UH, I COULD SET UP OUR OWN RANSOMWARE FRANCHISE WITH SERVICES AND TECHNOLOGIES PURCHASED FROM ORGANIZATIONS THAT COME HIGHLY RECOMMENDED. AND HALF OF ALL RANSOMWARE VICTIMS ARE LOCATED WITHIN THE UNITED STATES STATES. AND PHISHING ATTEMPTS, UH, OR PHISHING COMPRISES ABOUT 50 TO 60% OF RANSOMWARE VECTORS. ACCORDING TO RECENT DATA, I BELIEVE THE AVERAGE RANSOM WAS AROUND 330,000. UH, $330,000, MUCH LARGER HAVE CERTAINLY BEEN DEMANDED AND PAID. IF YOU'RE A CYBER CRIMINAL, WANT TO EXTORT MONEY, FISHING AND RANSOMWARE. A LOCAL EVIDENCE OR ATTRACTIVE TARGETS FOR VARIETY OF REASONS, MAKE A GENERAL STATEMENT FOR TEXAS ACROSS THE NATION. LOCAL GOVERNMENTS OFTEN SIT AT AN INTERSECTION OF VALUABLE DATA AND ORDER [00:15:01] CYBERSECURITY PRACTICES. UH, BUDGETS ARE OFTEN PUBLIC KNOWLEDGE, WHICH IS NECESSARY TO PROMOTE PUBLIC TRANSPARENCY, BUT IT ALSO RAISES COUPLE IMPLICATIONS WHEN IT COMES TO CYBERSECURITY. THE FIRST IS THAT CRIMINALS KNOW HOW MUCH YOU'RE PAYING FOR IT AND, AND WHAT SYSTEMS AND SERVICES HAVE BEEN PURCHASED. AND TWO, ANALYSTS AND ACCOUNTANTS CAN USE THIS TAILOR SPECIFIC RANSOM TO YOUR GOVERNMENT THAT IS JUST SMALL ENOUGH TO MAKE YOU CONSIDER PAYING JUST TO GET IT OPEN. AND ALSO ADDITIONAL REGULATIONS, UH, LIKE HIPAA CAN, CAN BE FURTHER LEVERAGED TO INCENTIVIZE RANSOMWARE FOR PAYMENTS, FOR THREAT OF, YOU KNOW, PUBLIC, UH, REACTION, REPUTATION LOSS, MANY RANSOMWARE ATTACKS, RANSOMWARE ATTACKS THAT ALL P H I WILL THREATEN TO RELEASE THE DATA IF THE RANSOM IS NOT PAID. AND SOMETIMES, UH, THE DATA IS LEAK DAY. SO THE CHALLENGE, CHALLENGE IS SIGNIFICANT, BUT THAT'S WHERE WE COME TO THE MSAC. UH, THE ORGANIZATION HAS BEEN DESIGNATED BY, BY DEPARTMENT OF HOMELAND SECURITY AS THE KEY CYBERSECURITY RESOURCE FOR S L T T GOVERNMENTS. UH, THE MISSION DIRECTLY FROM THEIR WEB WEBSITE IS TO IMPROVE THE OVERALL CYBERSECURITY POSTURE OF US LTT GOVERNMENT ORGANIZATIONS, COORDINATION, COLLABORATE, COOPERATION, AND INCREASED COMMUNICATION. I GUESS THE ELEVATOR PITCH FOR MSAC IS THAT IT IS ESSENTIALLY A CYBER SUPPORT GROUP, UH, FOR LOCAL, FOR GOVERNMENTAL ORGANIZATIONS.
