SO HE, THIS, HIS LAST MEETING, SPEAKING WITH US, HE'S GONNA BE SHIPPING OUT NEXT WEEK. HE'S BEEN A WONDERFUL PARTNER AND WORKING WITH HIM HAS BEEN WONDERFUL. SO I REALLY APPRECIATE IT. AND BELIEVE IT OR NOT, BELIEVE IT OR NOT, I DON'T SEE HOW HE'S GONNA, HE'S GONNA GO INTO SUBMARINES, , SUBMARINES, RIGHT? SO THAT'S WHERE HE IS GOING. BLESS HIM. ANY HELP? I DO WANNA SAY HOW MUCH ENJOYED WORKING WITH YOU AND APPRECIATE ALL THAT YOU'VE GOT. UH, SO WITH THAT, I LET TELL YOU THAT IN WE HAVE A LITTLE BIT OF STAFFING UPDATES. THANKS. I'M VERY PLEASED IN WEATHERIZATION THAT, UH, OUR STAFF COMPLETED THEIR OSHA CONSTRUCTION CERTIFICATION. SO AS WE CAN CONTINUE TO SUPPORT OUR STAFF AS THEY, UH, ADD MORE, UH, EDUCATION ON THEIR QUALIFICATION. SO BOTH, UH, WE HAVE FIVE STAFFERS THAT COMPLETED THEIR CERTIFICATION AND WE HAVE A NEW STAFFER. AND FOR VERA FRANK, FRANK IS JOINED OUR PUBLIC AFFAIRS TEAM AND HE'S GONNA BE HELPING US WITH MULTIMEDIA AND COMMUNICATIONS IN AGE. THEY'VE BEEN DOING A TREMENDOUS AMOUNT OF OUTREACH. SO I HOPE SEEING OUR AGING STAFF OUT AT YOUR EVENTS. THEY'VE BEEN AT THE PO OT COMMUNITY OUTREACH CHAIR. THEY'VE BEEN RIO COUNTY AT SENIOR, UH, TODAY THEY'RE AT FLORESVILLE WITH ENABLE DENTAL. AND THEN TOMORROW THEY'RE HERE AT THE FREEMAN COLISEUM BEING FOR THE SENIORS 50 FEST. UH, ART IS HOSTING THE STATEWIDE ADVANCED TRANSIT MANAGEMENT TRAINING IN OCTOBER AND OUR TRAINING ROOMS, SO THAT'S A STATEWIDE EVICT. SO THEY'LL BE HOSTING THAT TRAINING HERE. AND, UH, THE N P O WE HAVE ADVANCED THE SECOND ROUND OF FUNDING, FUNDING CONSIDERATIONS, UH, FOR FUNDING TO SUPPORT THE AUSTIN SAN ANTONIO OR SAN ANTONIO TO AUSTIN, UH, BUS. SO WE'LL SEE HOW THAT GOES. AND WE CONTINUE TO HAVE TREMENDOUS AND INQUIRY AND WE'RE READY TO ROLL. WE NEED FUNDING FOR THE PILOT AND APPLICATION FOR YOUTH TRANSPORTATION [00:05:01] IN GILLESPIE, KENDALL COUNTY OPEN. UM, THAT'S, THAT'S THE FANCY NAME. YOUTH TRANSPORTATION, TO USE THAT TERM TO BE LEGAL. THAT'S REALLY WHERE WE TAKE A LOT OF SCHOOL KIDS TO SCHOOL IF THEY'RE INSIDE THAT TWO MILE RANGE. SO, UH, WE TAKE OVER A HUNDRED KIDS EVERY DAY AND OUR ACCEPTED APPLICATIONS IN THOSE THREE COUNTIES RIGHT NOW. 'CAUSE USUALLY AFTER THE FIRST WEEK OF SCHOOL, PARENTS REALIZE THEY HAVE A PROBLEM AND THAT'S WHEN THEY A LOT OF DEMAND. UM, YOU'LL BE SEEING ALL THE INFORMATION FOR OUR REGIONAL AWARDS THAT WE, UH, UH, PRESENT IN OUR DECEMBER LUNCHEON. AND, UH, THEY'RE GONNA, I'M GONNA OPEN THAT UP FOR NOMINATIONS IN OCTOBER 28TH. SO PLEASE BE THINKING OF CANDIDATES. UM, AND THEY'RE GONNA BE BE IN RE COUNTY SEPTEMBER 22ND FOR A ROAD SHOW, AN I D D. AND I WILL SAY WE'RE NOT OF CPRS ON THE CONSENT AGENDA, BUT I HAVE TO RECOGNIZE THAT I D D MADE ALL THE PERFORMANCE PERFORMANCE METRICS THIS YEAR, THIS MONTH. SO I'M VERY PROUD OF THE EFFORT BUT FORTH. AND THEY'RE CURRENTLY GRADUATING THIS MONTH, UH, FROM THEIR APPRENTICESHIP PROGRAM. SO WE HAD 10 APPRENTICESHIP APPRENTICES IN THE I D D PROGRAM THAT WILL BE COMPLETING THEIR 15 PROGRAM. FOUR OF 'EM WORKED WITH LANCER BEVERAGE DISPENSING MANUFACTURER, AND SIX WORKED WITH UNIVERSITY HEALTH SYSTEM. UH, NATIONAL RE RESOURCES IS HOSTING A BUILDING ENERGY CODE CODES ROUND TABLE TOMORROW. AND THEY'RE GONNA BE REALLY DISCUSSING THE 2021 BUILDING CODES. IT'S OPEN FOR ANY 10. IT'S REALLY FOCUSED ON THOSE BUILDING CODES ARE OLDER THAN 2015. WELCOME TO ATTEND ON PUBLIC SAFETY. WE HAD GRADUATION LAST THURSDAY, AND MANY OF YOU WERE THERE 'CAUSE YOUR DEPARTMENT'S HIRED OUR GRADUATES. WE GRADUATED 29, AND I'LL REMIND YOU ALL THAT. WHEREAS, UM, SINKHOLE REQUIRED REQUIRES 700, 750 HOURS TO BE LICENSED. OUR GRADUATES COMPLETE THEIR TRAINING WITH, UH, ABOUT 1,050 HOURS. SO THEY GRADUATE WITH ABOUT 300 MORE HOURS THAN IS REQUIRED FOR THE STATE LICENSURE. AND, UH, WE HAVE STARTED NEW WEEK ON MONDAY. I BELIEVE WE HAVE STARTING AND OUTTA THAT 29 19 OF YOUR AGENCIES, UH, ARE SUPPORTING AND SPONSORING THOSE CADETS. SO IT'S, UH, VERY COMPETITIVE AND THE DEMAND IS GREAT. SO WE, UH, CONTINUE TO LOOK FORWARD TO RECRUITING ON REGIONAL SERVICES. THE COMMITTEE MET YESTERDAY IN DEVELOPING THE 24 THROUGH 29 OBJECTIVE AND RE STRATEGIES. AND THEY HAVE BEEN MEANING, UH, IN NUMEROUS, NUMEROUS COUNTIES ACROSS THE REGION TO IDENTIFY THE NEEDS IN THOSE AREAS. UM, WE ALSO HAVE OUR LEG UPDATE SCHEDULED FOR SEPTEMBER 29TH. UM, YOU'LL HEAR A LITTLE BIT LATER TODAY ABOUT SOME OF THE EFFORTS THAT OUR MILITARY VETERANS BEARERS IS DOING. THEY ARE FORMING AN A REFORMING THE CURRENT ADVISORY ADVISORY COMMITTEE FOR THE ALAMO VETERANS NETWORK, UH, AT THAT FIRST MEETING, SEPTEMBER 5TH. THEY HOPE TO BE MORE OF A RESOURCE TO YOUR LOCAL VSOS AND REALLY BRING AN OPPORTUNITY FOR THEM TO LEARN FROM EACH OTHER, TO BE AWARE OF ALL THE RESOURCES THAT ARE AVAILABLE. SO YOU WILL BE HEARING ABOUT ABOUT THAT LATER TODAY, UH, BECAUSE OF INCREASED FUNDING, WEATHERIZATION IS CONTINUING TO SEE CLIENTS, AND I'LL REMIND YOU ALL THAT THIS CAN BE BOTH HOMEOWNERS AND RENTERS, UH, THAT CAN USE THEIR, THEIR ENERGY CONSERVATION MEASURES. UM, THE BUILDING, WE ARE VERY PLEASED AND RELIEVED THAT BOTH ELEVATOR INSPECTIONS, THEY'RE RUNNING A ONE THAT JUST PASSED THE MOST RECENT REBUILT WOOD IS RUNNING FOR A COUPLE OF WEEKS TO MAKE SURE ALL THE BUGS ARE WORKED OUT OF IT. AND THEN WE'RE REALLY HOPING BY LABOR DAY, WE HAVE BOTH OF OUR ELEVATORS RUNNING. SO THAT'S HAPPENING. YOU'LL SEE, UH, AND THANK GOODNESS FOR THE RAIN YESTERDAY, 'CAUSE YOU'LL SEE GOT A LANDSCAPING THAT REALLY IS DOING WELL. I HAVE TO SAY, OUR TEAM HAS DONE A SUPER JOB, UH, NURSING OUR LANDSCAPING FOR THE SUMMER. UM, OUR BACKUP GENERATOR IS, HAS BEEN INSTALLED AND IT DOES A TESTER. AND, UH, WE HAD, WE HAD AN OUTAGE A COUPLE OF WEEKS AGO WHERE C P S, UM, WE, BOTH OF OUR BUILDINGS, BUILDINGS HAD A SHORT OUTAGE AND WE WERE VERY RELIEVED GENERATED DOWN JUST THE WAY IT WAS SUPPOSED TO. SO WE HAD AN UNPLANNED TEST, UH, AND IT REALLY STEPPED AND WORKED VERY, VERY WELL. UM, AND WE'RE VERY PLEASED TO ANNOUNCE THAT THE, THE PLAZA IS TOTALLY FILLED. UM, 'CAUSE, YOU KNOW, WE, IT PERSPECTIVE TENANTS. UM, GLAD TO WELCOME BEAR COUNTY AS [00:10:01] OUR NEWEST TENANT AND THEY WILL BE COMPLETING, UH, THE, THEIR BUILD OUT FOR THEIR SPACE IN THE PLAZA. AND THEN THE PLAZA WILL BE A HUNDRED PERCENT PRINTED. AND WE JUST HAVE ABOUT 20 SQUARE SQUARE FEET, I THINK 20,000 SQUARE FEET IN THIS BUILDING, RIGHT? IT'S ABOUT 20% IN THIS BUILDING. OUR SIXTH FLOOR HAS ONE TENT, BUT WE, I'D LOVE TO HAVE THE, AND IT'S, UH, SO WE'RE VERY PLEASED WITH THAT. SO IT'S BEEN BUSY. BUT, UH, MR. CHAIR, I'M AVAILABLE FOR ANY QUESTIONS THAT SOMEONE MIGHT HAVE. ANY QUESTIONS FOR MS. WR? NO. THANK YOU. THANK YOU, DIANE. ALL RIGHT. MOVING [ Consent Agenda The consent agenda consists of items considered being of a routine nature and contains items recommended for approval by the Executive Committee or by the Board Chair and the minutes from previous Board of Directors meetings. These items will be enacted in one motion, or any member of the Board may request that items be removed from the consent agenda and considered separately for purposes of discussion and voting.] ON TO THE CONSENT AGENDA. UH, ITEM SEVEN 11, ENTERTAIN A MOTION. I MOTION TO APPROVE, SIR. SECOND. GOT A MOTION BY MAYOR DENNIS, SECOND BY MAYOR CONTRERAS. ANY DISCUSSION? HEARING NONE. ALL IN FAVOR? A MOTION CARRIED. THANK YOU. MOVING ON [12. Consider and act upon the recommendation to authorize the Executive Director to adopt and implement the revision of AACOG’s personnel policies. - Lucinda Elizondo] TO ITEM 12. UNDER NEW BUSINESS CONSIDERING ACT FORM RECOMMENDATION, AUTHORIZE THE EXECUTIVE DIRECTOR TO ADOPT AND IMPLEMENT THE REVISION OF ACCO PERSONNEL POLICIES. MS. ELIZONDO, GOOD MORNING. GOOD MORNING, SIR. UM, GOOD MORNING AND, UH, CHAIRMAN AND BOARD MEMBERS, MY NAME IS LUCID ALFONDO. I AM THE COMMUNITY RESOURCE DIRECTOR HERE AT ACCO. THE FOLLOWING ARE THE REVISIONS AND CLARIFICATIONS THAT WERE MADE TO ACOG'S PERSONNEL POLICIES. UH, ALL CHANGED ARE IDENT IDENTIFIED IN YOUR ATTACHMENT IN RED. UM, THE FIRST CHANGE ON PAGE 11, ACOG ADDED PREGNANT WORKERS' FAIRNESS ACT. UM, MANY ASPECTS OF THE ACT FALL UNDER THE AMERICANS WITH DISABILITIES ACT. UH, THE ONLY AREA NOT COVERED UNDER A CONCERN POLICY WAS THE LANGUAGE REQUIRING REASONABLE ACCOMMODATIONS TO A WORKER'S KNOWN LIMITATIONS RELATED TO PREGNANCY, CHILDBIRTH, OR RELATED MEDICAL CONDITIONS. THE SECOND CHANGE IS ON PAGE 44, ACOG ADDED THE LANGUAGE THAT DOMESTIC PARTNERS ARE NOW ELIGIBLE TO SEEK HEALTHCARE COVERAGE UNDER THE EMPLOYEE'S PLAN. NEXT ON PAGE 45, I WON'T READ THEM VERBATIM, BUT WE MAKE CLARIFICATIONS TO THE EXIST EXISTING POLICIES BY, BY ADDING THE RETIREMENT ELIGIBILITY REQUIREMENTS. AND FOURTH, UH, ON PAGE 48, AS STATED IN THE ATTACHMENT, WE CLARIFIED THE LANGUAGE OF THE EXISTING POLICY ON THE ACCUMULATION OF PERSONAL TIME OFF. AND THEN THE FINAL CHANGE IS ON PAGE 54, WE ADDED DOMESTIC PARTNERS AND THE PHRASE OR OTHERS AS APPROVED BY THE EXECUTIVE DIRECTOR TO OUR FUNERAL LEAVE POLICY. I'M AVAILABLE FOR ANY QUESTIONS. MAY ANYONE HAVE QUESTIONS FOR MS. OZON? ALRIGHT, I MOVE FOR APPROVAL. IT'S ALRIGHT. I GOT A MOTION BY MAYOR WILLIAMS. SECOND. SECOND BY MR. OCKER. ANY DISCUSSION? HEARING NONE. ALL IN FAVOR? ALL MOTION CARRIES. THANK YOU. ITEM NUMBER [13. Consider and act upon the recommendation to authorize the Executive Director to enter into a one year contract with the option for four one year extensions for a Consultant for Insurance Benefits and Services. This item will not require an amendment to the AACOG 2023 budget. - Deedra Johnson] 13, SENATOR ACT UPON THE RECOMMENDATION TO AUTHORIZE EXECUTIVE DIRECTOR BEING INTO A ONE YEAR CONTRACT WITH THE OPTION FOR ONE YEAR EXTENSION FOR A CONSULTANT FOR INSURANCE BENEFITS AND SERVICE. THIS ITEM WILL NOT REQUIRE A BUDGET AMENDMENT. UH, AND MS. DAYER, GOOD MORNING. GOOD MORNING. CHAIRMAN AND BOARD MEMBERS. C**K K, ADVISOR OF BENEFIT CONSULTANT WITH THE PRIMARY OBJECT OF COLLECTING DEMOGRAPHIC DEMOGRAPHIC DATA FOR ALL CURRENT EMPLOYEES TO MARKET, EVALUATE AND STRUCTURE OUR BENEFIT PLANS. AFTER FIVE YEARS WITH GALLER BENEFIT CONSULTANT, IT WAS TIME TO ISSUE A NEW R F P, UH, FOR THOSE SERVICES. ON JULY 26TH, THE BOARD AUTHORIZED ACOG TO RELEASE A REQUEST FOR PROPOSAL FOR COOK, FOR A CONSULTANT FOR EMPLOYEE INSURANCE BENEFITS AND SERVICES. IN RESPONSE TO THAT, R F P AC COBB RECEIVED THE FOLLOWING EIGHT RESPONSES. GALLAGHER BENEFITS SERVICES INC. SPIRE RISK MANAGEMENT, MCGRIFF INSURANCE SERVICES, PICK AND BOTTOM ALLIANCE INSURANCE SERVICES HUB, INTERNATIONAL OF TEXAS, I M A FINANCIAL GROUP AND A GROUP, A BALLWIN RISK PARTNER C**K ASSEMBLED A PANEL FOUR REVIEWERS, ANNIE WRATH, CLIFF, HERBERT, LUCINDA, ELIZONDO, AND MYSELF. THE TEAM SCORED, SCORED EACH RESPONDENT'S PROPOSAL BASED ON THEIR, THEIR EXPERIENCE, TECHNICAL APPROACH, QUALIFICATIONS AND PRICING. THE ATTACHMENT, [00:15:01] UH, OF THESE DETAILS ARE IN YOUR PACKET. ALTHOUGH SPIRE RISK MANAGEMENT WAS NOT THE LOWEST BE PRICE RESPONDENT. THIS IS A PROFESSIONAL SERVICES CONTRACT IN NALO BID. WE BELIEVE THAT PRIOR RISK MANAGEMENT WILL PROVIDE THE SERVICES NEEDED FOR OUR EMPLOYEES. THE ANNUAL COST OF $75,000 AND THE EXPENSE ISN'T INCLUDED IN THE ACAB 20 20 20 THREES BUDGET. WE HAVE A PIGGYBACK OPTION IN OUR CONTRACTS THAT ALLOWS MEMBER GOVERNMENTS IF THEY CHOOSE TO UTILIZE THE VENDORS VENDORS WITHOUT GOING THROUGH THE PAYMENT PROCESS PROCESS. SO THAT'S AN OPTION FOR GUYS. A CO STAFF RECOMMENDS THE SELECTION OF SQUIRE RISK MANAGEMENT AS THE CONSULTANT FOR EMPLOYEE INSURANCE BENEFITS, BENEFITS AND SERVICES, AND AUTHORIZING THE EXECUTIVE DIRECTOR TO ENTER INTO A ONE YEAR CONTRACT WITH THE OPTION OF FOUR ONE YEAR EXTENSIONS. ARE THERE ANY QUESTIONS? UM, SPI IS AN EXCELLENT COMPANY. UM, BUDDY MORRIS, UM, IS A VERY WELL VERSED INDIVIDUAL IN THIS INDUSTRY. WAS HANDPICKED BY CHERYL SCULLY TO LOOK AT THE CITY'S OVERALL PROBLEM SEVERAL YEARS AGO. AND MISS SCULLY'S BOOK, I WON'T MENTION THE NAME OF IT, BUT MOST OF YOU IN THE ROOM KNOW IT. , UH, BUDDY MORRIS HAS MENTIONED IN THAT BOOK FOR HIS TREMENDOUS EXPERTISE AND TIME THAT WAS GIVEN TO THE COMMUNITY TO HELP ON SOME VERY SERIOUS MATTERS. AND, UH, SO WITH THAT, IF THE CHAIR RULE ALLOW ME, I'M GONNA MOVE APPROVAL OF THIS SECOND. GOT A MOTION BY, UH, MR. HELOCK OR SECOND BY COMMISSIONER CALVERT. I DO HAVE THAT QUESTION. YES, ABSOLUTELY. IS THERE A REASON WHY YOU'RE DOING ONE YEAR INCREMENTS AND NOT DOING A MULTI-YEAR? I, WE USE THE BENEFIT CONSULTANT AS WELL AND IT'S SAVED US MILLIONS AND I'M JUST CURIOUS. IT, IT KIND OF BUILDS ON ITSELF. SO I'M CURIOUS WHY THE CONSISTENT ONE YEAR. AND WE DO THAT BECAUSE WHEN WE FIRST GO OUT FOR INSURANCE, YOU HAVE TO BUILD, BUILD RELATIONSHIP, AND YOU WANNA MAKE SURE THE SERVICES IS WHAT IT'S REALLY A BENEFIT TO THE EMPLOYEES. SO WE DO THAT JUST TO MAKE SURE THAT WE ARE NOT SETTING, SETTING OURSELVES UP OURSELVES UP FOR SOMETHING THAT IS OKAY. GOT IT. ANY FURTHER QUESTIONS? HEARING NONE. ALL IN FAVOR? AYE. OPPOSED? ONE DETENTION. I, ONE OF ONE. I THANK YOU SOMEBODY. ITEM [14. Consider and act upon the recommendation to authorize the Executive Director to accept funding allocations for FY2024-2025 in the approximate amount of $3,500,000 and sign the Contract for 9-1-1 Service from the Commission on State Emergency Communications (CSEC). This item will not require an amendment to the AACOG 2023 budget – Marcela Medina.] NUMBER 14, CONSIDERING ACT UPON RECOMMENDATION AUTHORIZED EXECUTIVE DIRECTOR TO ACCEPT FUNDING ALLOCATIONS FOR FY 20 24, 20 25 IN THE APPROXIMATE AMOUNT OF $3.5 MILLION AND SIGN THE CONTRACT FOR 9 1 1 SERVICE FROM THE COMMISSION ON STATE EMERGENCY COMMUNICATIONS. SHE SAID THIS ITEM WILL NOT REQUIRE FURTHER MEMBER MARCELLA? YES. GOOD MORNING BOARD CHAIR MEMBERS. MY NAME IS MARCELLO MEDINA. I AM THE PUBLIC SAFETY MANAGER WITH THIS ITEM. WITH THIS ITEM, WE ARE REQUESTING APPROVAL OF CONTINUATION OF FUNDING FOR 9 1 1 SERVICES, SERVICES TO COUNTIES IN THE ACOG 9 1 1 PROGRAM THAT INCLUDE ASCO MADE RE, CARNES, KENDALL GILLESPIE, GILLESPIE WILSON, AND MCMULLEN. THE AMOUNTS FOR EACH YEAR ARE ESTIMATED AT 1.7 PER YEAR, TOTALING IN THE 3.55 MILLION FOR THE TWO YEARS. THE AMOUNTS ALLOCATED BASED ON, BASED ON CURRENT PROGRAM EXPENSES AND NINE ONE ONE FEES GATHERED ON CELL PHONE USAGE. IN PARTICIPATING COUNTIES AND ON POPULATION, THE SERVICES INCLUDE 9 1 1 NETWORK SUPPORT REGIONAL E S I NET SERVICE DATABASE MAINTENANCE, DISPATCHER TRAINING, AND SUPPLIES FOR PUBLIC SAFETY ANSWERING POINTS. THE CONTRACT CONTRACT IS SEPTEMBER 1ST, 2023 THROUGH AUGUST 31ST, 2025. THE BUDGET, THE BUDGET IN THE APPROXIMATELY 3.5 WILL BE BUDGETED IN THE ANNUAL BUDGETS RESPECTIVELY FOR 24 25. THERE'S NO AMENDMENT NEEDED TO THE ACOG 2023 BUDGET. DO YOU HAVE ANY QUESTIONS? I'LL BE HAPPY TO ANSWER MOTION BY, UH, MAYOR CONTRERAS. SECOND. SECOND BY JUDGE EVANS. ANY DISCUSSION? HEARING NONE. ALL IN FAVOR? AYE. A WE OPPOSED? MOTION CARRIED ON TO ITEM [15. Consider and act upon the recommendation to authorize the Executive Director to enter into a contract with Western States Communication, Inc. (WSC) for 9-1-1 equipment maintenance contract for FY 2024-2025 in the amount of $243,204 (HGAC pricing) as funded by the Commission on State Emergency Communications (CSEC). This item does not require a budget amendment. - Marcela Medina] 15. UH, CONSIDER AN ACT UPON RECOMMENDATION TO AUTHORIZE EXECUTIVE DIRECTOR TO ENTER INTO A CONTRACT WITH WESTERN STATES COMMUNICATION INCORPORATED FOR 9 1 1 EQUIPMENT MAINTENANCE CONTRACT FOR F Y 2024 AND 25 IN THE AMOUNT OF $243,204, WHICH IS H UH, HOUSTON'S, [00:20:01] UH, CO-OP. THERE YOU GO. IT'S FUNDED BY COMMISSIONER ON STATE EMERGENCY COMMUNICATION. THIS ITEM DOES NOT REQUIRE. THANK YOU, JUDGE. YES. WITH THIS, THIS ITEM ITEM, WE ARE REQUESTING, REQUESTING TO CONTINUE SERVICES WITH WESTERN STATES COMMUNICATION, ALSO KNOWN AS W S C AS OUR COMMITMENT MAINTENANCE PROVIDER FOR THE ACOG 9 1 1 PROGRAM. WSC PROVIDES CUSTOMER SERVICE, BUT MORE IMPORTANTLY, THEY PROVIDE A HUNDRED PERCENT DEDICATED LOCAL TECHNICIAN. UM, THAT IS REALLY IMPORTANT IN THE 9 1 1 WORLD. YOU DON'T WANT TO GET INTO A SITUATION WHERE YOU HAVE A MAINTENANCE PROVIDER THAT DOESN'T HAVE SOMEBODY THAT'S DEDICATED. UM, THIS ULTIMATELY GIVES US 24 7 RESPONSE TO EQUIPMENT FAILURES, EQUIPMENT FAILURES, AND OUTAGE OUTAGES. APPROVAL OF THIS ITEM ITEM WILL ENSURE THAT WE DO DO HAVE CONSISTENCY AND RELIABLE RESPONSES FOR BOTH, FOR BOTH EQUIPMENT AND NETWORK OUTAGES. THE ATTACHED CONTRACT DOES UTILIZE HVAC PRICING IN THE AMOUNT OF $121,600 PER YEAR. THAT'S LESS THAN A $5,005,000 INCREASE FROM OUR CURRENT CONTRACT. UM, THE CONTRACT DATES ARE SEPTEMBER 1ST, 2023, AUGUST 31ST, 2025 TO COINCIDE WITH THE TWO YEAR STRATEGIC PLAN. THE ANNUAL ANNUAL, UH, BUDGET AMOUNT WILL BE BUDGETED RESPECTIVELY IN THE 2024 AND 2025 BUDGET YEARS. THERE IS NO BUDGET AMENDMENT HEED FOR THE 2023. I'VE, I'LL ENTERTAIN MOTIONS. SO MOVED. MAYOR ER AND, UH, JUDGE ZER. ANY DISCUSSION? YES, I THANK, THANK YOU, MARCELA. THANK YOU, SIR. UM, I AM SURE IF THIS IS THE RIGHT QUESTION, TIME TO ASK THIS QUESTION, BUT IN THIS CONTRACT, DOES IT INCLUDE SOMEBODY WHO ACTUALLY CHECKS THE EQUIPMENT? I'M SORRY, BUT MY MIND GOES BACK TO YOU , WHEN YOU TOLD US HOW THERE WAS SO MUCH EQUIPMENT THAT FAILED BECAUSE IT HAD NOT BEEN TESTED OR KEPT CURRENT. DOES THAT PERSON DO? IS THAT INCLUDED YOU? YES. THEY, THEY ACTUALLY DO, UM, QUARTERLY CHECKS ON THE EQUIPMENT, BUT IN ADDITION TO THE DEDICATED TECHNICIAN HAS, UH, ROUTERS AND CONNECTIONS TO OUR NETWORK THAT ALERTS THEM WHENEVER THERE'S A FAILURE. SO, SO, UM, A LOT OF TIMES, YOU KNOW, WE'LL KNOW THAT THERE'S AN OUTAGE, OUTAGE OR SOMETHING WRONG WITH THE EQUIPMENT AND WE GO TO THE PSAP AND THE PSAP DOESN'T KNOW BECAUSE JUST, JUST DEPENDING ON, IT'S SO SEAMLESS. UM, BUT YES, THAT'S SOMETHING, THAT'S SOMETHING THAT WE DO PAY ATTENTION TO. AND W S C HAS BEEN KNOWN FOR, FOR PROVIDING THE DEDICATED, DEDICATED TECHNICIAN AND BEING ON TOP OF ANY KIND OF, UH, ISSUES THAT MAY, MAY ARISE FOR EQUIPMENT. THANK YOU, SIR. THANK YOU SIR. YES. JUST A QUESTION. THROUGHOUT THE YEAR, DID YOU HAVE ANY SIGNIFICANT ISSUES THAT CAME UP? WELL, YES. YES. I WOULD SAY THAT THE SIGNIFICANT ISSUES THAT COME UP ARE MOSTLY WITH FIBER TESTS IN SPECIFIC COUNTIES. UM, YOU KNOW, THIS HAS BEEN A, BEEN A TOPIC THAT HAS BEEN DISCUSSED A LOT, UM, IN BANDERA COUNTY. I'M, I'M LOOKING AT JUDGE EVANS OVER YOUR SHOULDER OVER HERE. UM, AT T'S NOT YOUR FRIEND. MM-HMM. , THE AT T CONTRACTS WITH, UH, DIFFERENT PROVIDERS TO LINES FOR, UH, FOR FIBER. AND A LOT OF TIMES IT'S A THIRD PARTY CONTRACT CONTRACTOR. AND SO IN SOME SITUATIONS, SITUATIONS, UM, WHETHER IT'S ANOTHER, ANOTHER, ANOTHER, UH, FIBER LINE THAT'S COMING THAT'S COMING IN, IT'S NOT FOR 9 1 1, BUT IT DOES IMPACT 9 1 1 IN THE SENSE SENSE THAT THE CONTRACTOR IS DIGGING IN AN AREA THAT THAT IS DEDICATED FOR A 9 1 1 LINE. AND THAT IS WHAT WAS REFERRED TO AS A FIBER CUT. SO WHEN THE FIBER, WHEN THE FIBER CUT OCCURS, THEN ALL ALARMS GO OFF AND 9 1 1 CEASES AND W C INITIATES WITH AT T AT T AND WE, WE HAVE AN ESCALATION TICKET PROCESS ON THAT SIDE TO BE ABLE TO GET IT RESOLVED ON OUR END. BUT AS JUDGE EVANS JUDGE KNOW, SOMETIMES IT'S, IT'S A LOT HARDER TO REALLY IDENTIFY, IDENTIFY WHERE THE CONTRACTOR WAS, UM, BECAUSE IT'S A THIRD PARTY, IT'S PARTY THAT AT T USES. SO UNFORTUNATELY THAT'S SOMETHING THAT THEY HAVE TO, TO BE MORE MINDFUL OF THE PROCESS. BUT THOSE ARE THE MOST SIGNIFICANT NOTHING ON THE EQUIP ON EQUIPMENT SIDE. UM, YOU KNOW, WE, WE DID AN EQUIPMENT REPLACEMENT, VERY SIGNIFICANT ROBUST EQUIPMENT, EQUIPMENT REPLACEMENT. OVER THE LAST COUPLE YEARS. WE'VE HAD, UH, NEW ROUTERS IN PLACE AND A LOT OF EQUIP NEW 9 1 1 EQUIPMENT WITH THE NEXT GENERATION TO 9 1 1. ALL THE EQUIPMENT NEEDED TO BE UPGRADED. AND SO THIS IS WHERE WE'RE, WE'RE GETTING INTO THE CONVERSATION OF THE REGIONAL E S I NET, UM, THAT ENABLES ANY P SAP IN THE STATE, THE STATE OF TEXAS TO PICK UP THE P SAP 9 1 1 CALLS. UM, AND THAT HAS, THAT HAS PROVEN TO WORK. UM, IT DOES COME WITH A LOT, WITH A LOT MORE EQUIPMENT. AND THAT EQUIPMENT HAS PROVEN TO BE, UH, VERY, YOU KNOW, KNOW CONSISTENT, CONSISTENT IN, IN ITS PERFORMANCE. IT'S JUST, IF WE CAN GET THE, UH, THE OUTAGES DUE TO FIVE FIBER CUTS PER TAIL, THEN THAT WOULD, THAT WOULD BE AN ENORMOUS, UH, BENEFIT. UM, I KNOW THERE'S A VERY SPECIFIC, SPECIFIC, UH, SITUATION, BEVERA COUNTY WHERE EVEN, UM, ALL, ALL, ALL INTERNET BECAUSE [00:25:01] IT'S NOT JUST A, IT'S NOT JUST A 9 1 1 LINE THAT'S THERE, BUT ALSO A MA MAJOR FIBER LINE LINE THERE. UM, AND THERE'S VERY LITTLE REDUNDANCY ON THEIR SIDE. SO EVERY COUNTY HAS UNIQUE ISSUES. ZERO REDUNDANCY. ZERO REDUNDANCY, OKAY. ZERO REDUNDANCY. BUT THOSE ARE ISSUES THAT WE CONTINUE TO, TO TRY TO CHAMPION WITH, WITH AT T TO SEE, SEE IF WE, IF THEY CAN PROVIDE A REDUNDANT LINE, A DIFFERENT PATH FOR THE FIBER. UM, UH, GEOGRAPHICALLY WE'RE TOLD THAT IT'S VERY DIFFICULT IN COUNTY TO RUN ANY KIND OF LINE. UM, IT COSTS THEM MONEY. IT'S NOT DIFFICULT. RIGHT. IT'S ALWAYS MONEY. WELL, THAT'S, THAT'S THE THING. YES. IT'S, IT'S NOT DIFFICULT. IT'S, BUT IT DOES COST A LOT OF MONEY. YEAH. IS THERE ANY ACTION THIS BODY CAN TAKE TO HELP RESOLVE THAT ISSUE? OH, I, WELL IF, YES, I THINK SO. I THINK, I THINK IF, IF THERE IS, UM, AND THIS, THERE'S OTHER ACCOUNT THAT MIGHT HAVE SOME ISSUES WITH THAT, YOU KNOW, IN TERMS OF LIKE TERMS LIKE THE FIBER CUTS. SO I THINK IF WE CAN, YOU KNOW, GET A LETTER, I MEAN, I THINK WE'VE, WE'VE HAD DIFFERENT CONVERSATIONS AT THIS. HIS BODY CHOOSES TO DO A LETTER TO AT T UH, RECOGNIZING THE IMPORTANCE OF KEEPING THOSE LINES UP IN OPERATION. YES, I THINK THAT WOULD, WE WOULD BE MORE THAN HAPPY TO GET THAT DRAFTED. MENTIONING REDUNDANCY I THINK IS, IS A HUGE THING. COULD I OFFER AN AMENDMENT TO THE CURRENT MOTION THAT THE LETTER WAS SENT AND ALSO BARE METRO 9 1 1 IS WILLING AND WORKING WITH MS. WRATH AND HER TEAM, IF THERE IS A, IS A PROBLEM. SOMETHING THAT WE CAN DO TO HELP. UH, WE WANT TO BE THERE TO BE ABLE TO ASSIST IN ANY WAY THAT WE CAN. THE MOST DANGEROUS THING WITH A 9 1 1, 1 OF THE MOST DANGEROUS THINGS WITH THE 9 1 1 SYSTEM IS A BACKHOE, SOMEBODY DIGGING THAT DOESN'T KNOW WHAT THEY'RE DOING. AND BELIEVE ME, I HAVE LIVED THROUGH THAT AS CHAIR, UH, FOR BARE METRO FOR AN EXTENDED PERIOD OF TIME. AND, UM, WE HAD THREE IN ONE DAY. AND I CAN TELL YOU IT IS ABSOLUTE SHEER PANIC WHEN THAT HAPPENS. SO, UH, THEY'RE, MS. WRATH AND HER TEAM ARE DOING AN EXCELLENT JOB AND, UH, WORKING TOWARDS THIS, BUT I WANTED TO MAKE MENTION THAT WE ALSO, OR MY TEAM AT BARE METRO WORKS CLOSELY WHENEVER THEY NEED SOMETHING. GREAT PARTNERSHIP. THANK YOU. AND I'D LIKE TO JUST, SINCE, SINCE THE CONVERSATION WHEN THIS ROUTE, LEMME JUST, UH, CLARIFY AS WELL, IN ADDITION TO THIS VERY SPECIFIC ISSUE THAT IS IN, UH, BANDERA COUNTY WHERE, YOU KNOW, EVERYTHING STOPS. AND IN SOME COUNTIES, SOME COUNTIES THERE MIGHT BE A CUT AND IT'S NOT IN THE 9 1 1 LINE. AND, UH, THIS BODY DID APPROVE OUR NETWORK RELIABILITY, UM, WHERE OUR, THE 9 1 1 CALLS, THE PSAP IS A SUSTAINED WIRELESS. SO IT GOES UP IN THE CLOUD AND EVERYTHING IS NOT RELIANT ON, ON A FIBER LINE. SO IN THAT SENSE, 9 1 1 CALLS COULD STILL COME IN, BUT YOU HAVE TO THINK ABOUT YOUR, YOUR CITIZENS, YOU KNOW, IF, IF THE INTERNET, INTERNET OR ANY KIND OF TELEPHONE TOWER IS IMPACTED THAT THEY CAN'T PICK UP THEIR PHONE AND CALL. SO THAT'S WHAT'S REFERRED TO TO AS THAT SECONDARY 9 1 1 ISSUE. AND THAT'S PROBABLY THE MAIN ONE THAT, THAT WE'RE, THAT WE'RE WORKING ON NOW. UM, IT'S SPECIFIC TO, TO CARNES AT, AT THIS POINT. UM, AND IT DOES OCCASIONALLY AFFECT WILSON, UM, WHERE THE CITIZENS ARE NOT ABLE TO, UH, DIAL 9 1 1. AND, AND AT T HAS STATED, STATED, WELL THE 9 1 1 LINE IS FINE. I SAID, BUT THE CITIZENS CAN'T, YOU KNOW, AND SO WE HAVE TROUBLE, TROUBLE ESCALATING THAT. SO I THINK THAT'S WHERE A LETTER FROM MS. BODY WOULD, WOULD ASSIST US IN THAT. YES. I'M GLAD YOU BROUGHT THAT UP. THAT'S ACTUALLY A PROBLEM, UH, THAT WE FOUND IS THAT WE'VE HAD, UM, I THINK TWO YEARS AGO WE HAD THREE MULTIPLE MULTI-HOUR. YEAH. I THINK WE HAVE TWO DAYS WHERE WE WERE OUT A HUNDRED PERCENT AND IT'S THE BACK HOLE TO THE CELL TOWERS. UH, SO ALL OF LIKE IN CASTVILLE, ALL OF HISTORIC CASTROVILLE WAS COMPLETELY DEAD. WE'VE GOT ELDERLY, WE'VE GOT, NOBODY CAN MAKE 9 1 1 CALLS. UH, OUR POLICE DISPATCH OR OUR POLICE CAN'T ALWAYS COMMUNICATE WITH OTHER PEOPLE. SO, UM, I THINK THAT IF WE APPROACH THAT AS A, AS A COG, UH, WE'D BE HAPPY TO PROVIDE LETTERS OF SUPPORT TO, UH, TO DEMONSTRATE THE NEED, UH, FOR EMERGENCY SERVICES. AND IT WAS SPECIFICALLY FOR SELF HOURS. LANDLINES DIDN'T WORK. RIGHT, RIGHT. VERY FEW LINES. CORRECT. ALRIGHT, SO WE'VE GOT AMENDED [00:30:01] MOTION. SECOND. THIS STILL STAND RIGHT? ALL IN FAVOR? A OPPOSED? MOTION CARRIED. THANK YOU, MARK. THANK YOU. ITEM NUMBER 16, [16. Consider and act upon the recommendation to authorize the Executive Director to execute a contract for FY2024 with two (2) one year renewal options and accept funding for the Criminal Justice Planning and Homeland Security Management and Administration Interlocal Agreement for an approximate amount of $219,000, from the Office of the Governor (OOG) - Public Safety Office and Homeland Security Grants Division (PSO/HSGD). This item will not require an amendment to the FY2023 budget – Justin Monarez.] PENALTIES CONSIDERING ACT FORM A EXECUTIVE DIRECTOR EXECUTE CONTRACT FOR FY 2024 WITH TWO ONE YEAR RENEWAL OPTIONS AND ACCEPT FUNDING FOR THE CRIMINAL JUSTICE PLANNING, HOMELAND SECURITY MANAGEMENT AND ADMINISTRATION. ENTER AGREEMENT AMOUNT OF FROM THE OFFICE OF GOVERNOR OF THE SAFETY OFFICE AND HOMELAND SECURITY GRANTS SO THAT THIS ITEM WILL NOT REQUIRE BUDGET. GOOD MORNING BOARD CHAIR MEMBERS MAD. I'M THE EIGHT CO CRIMINAL JUSTICE HOMELAND SECURITY LAND COORDINATOR. WITH THIS ITEM, WE ARE REQUESTING APPROVAL TO EXECUTE AND ENTER LOCAL AGREEMENT BETWEEN C**K AND THE OFFICE OF THE GOVERNMENT PUBLIC DIVISION TO ACCEPT CONTINUE FUNDING, CRIMINAL JUSTICE PLANNING AND HOMELAND SECURITY MANAGEMENT ADMINISTRATION IN THE AMOUNT OF 219,000. WITH THIS CONTRACT PLANNING STAFF PROVIDE TECHNICAL ASSISTANCE, WORKSHOPS AND GUIDANCE FOR APPLICANTS. THE PERFORMANCE PERIOD IS EXPECTED TO BEGIN SEPTEMBER 1ST, 2023, AND ANN AUGUST 31ST, 2024 WITH A TWO ONE YEAR REVIEW OF OPTIONS. THIS ITEM WILL NOT REQUIRE AN AMENDMENT TO THE APPROVED ACOG 23 20 23 BUDGET. DO YOU HAVE ANY QUESTIONS? I'LL AT THIS TIME, MR. CHAIR? TWO 19 PER YEAR. 219,000 PER YEAR OR TOTAL? IT'S INCREASED FROM 199 TO TWO 19. IS THAT THE TOTAL? IS THAT THE TOTAL OR IS THAT PER YEAR? IS THAT PER YEAR? PER YEAR. PER YEAR. PER YEAR. OKAY. TWO 19 PER YEAR, YEAR TO 19 PER YEAR. I MOVE QUESTION, QUESTION BY JUDGE DS YOUR QUESTION REAL QUICK. YEAH. JUSTIN, WHAT'S THE ULTIMATE OUTPUT OF THIS? WE, WE DO A LOT. THE CLUB, WHAT WE DO IS MANAGE A REP COMMITTEE AND THEN WE TOWARDS THE, UH, GRANT SEASON FOR THE ONES THAT, UH, DO THE SCORING WOULD HELP HELP THEM DO THE SCORING. WE, UM, AND GRANTS ARE FUNDED, UM, BY OUR PRETTY MUCH, UM, THE WAY WE, UH, HELP 'EM DECIDE ON WHAT GRANTS ARE GONNA, WHAT THEY'RE GONNA CHOOSE FOR TO FUND. DOES THAT SUPPLEMENT OUR CURRENT PUBLIC SAFETY EFFORTS? IF I CAN ELABORATE A LITTLE BIT. WE ARE THE REGIONAL LEAD FOR HOMELAND SECURITY UNDER THE GOVERNOR'S OFFICE. SO ALL THE FEDERAL FUNDS FLOW THROUGH THE GOVERNOR'S OFFICE AND THEN DOWN TO US. UH, THAT INCLUDES ALL THE ACTIVITY OF THE COMMITTEE ON SCORING THE GRANTS THAT ARE ULTIMATELY DECIDED BY THE GOVERNOR'S OFFICE THAT THEY'RE PASSED THROUGH GRANTS AND WENT TO THE GRANT MANAGEMENT ON THOSE GRANTS. UH, IT ALSO PROVIDES FOR A LOT OF THE PLANNING OF OUR STAFF'S ACTIVITIES ON SOME OF THE REGIONAL, UH, EXERCISES THAT WE DO FOR HOMELAND SECURITY. SO IT FEEDS INTO THAT, THAT PLATFORM. OKAY. IF THAT'S HELPFUL. AND SEVERAL YEARS AGO WE ADDED A REPRESENTATIVE OF J B S A ONTO, UH, THE COMMITTEE AT THAT TIME TO MAKE SURE THAT THERE WAS AN INTEGRATED APPROACH. THANK YOU. AND FEEL FREE TO ADD TO ANYTHING I JUST SAID. ALRIGHT. PRETTY MUCH IT ALL. ALRIGHT, I'VE GOT A MOTION. DO I HAVE A SECOND? SECOND. RIGHT. SECOND. BY MAYOR ENER. ANY MORE DISCUSSION? HEARING NONE. ALL IN FAVOR? A AYE. OPPOSED? MOTION CARRIED. [17. Consider and act upon the recommendation for the Executive Director to execute a one year extension of the State Energy Conservation Office (SECO) Regional Energy Management Program contract in the amount of $175,000 through August 31, 2024. - Lyle Hufstetler] I NUMBER 17, CONSIDER AN ACT UPON RECOMMENDATION TO EXECUTIVE DIRECTOR TO EXECUTE A ONE YEAR EXTENSION OF THE STATE AND ENERGY CONSERVATION OFFICE, REGIONAL ENERGY MANAGEMENT PROGRAM CONTRACT OF 75,000 THROUGH AUGUST 31ST, 2024. MR. GOOD MORNING, MR. CHAIRMAN. CHAIRMAN, BOARD MEMBERS, I'M LYA HUBLER, YOUR NATURAL RESOURCES PROJECT. PROJECT ADMINISTRATOR. ADMINISTRATOR. AND SO FOR THIS ITEM, THE ASSETS TO AUTHORIZE MS TO EXECUTE A ONE YEAR CONTRACT EXTENSION WITH THE STATE ENERGY CONSERVATION OFFICE OR CCO THROUGH AUGUST 31ST, 2024 IN THE AMOUNT OF $175,000. THIS FUNDING WILL CONTINUE FOR APS REGIONAL, UH, ENERGY MANAGEMENT PROGRAM WHERE WE'VE BEEN ENGAGING LOCAL GOVERNMENT GOVERNMENT, EDUCATING THEM ABOUT [00:35:01] ENERGY MANAGEMENT PRINCIPLES THAT CAN HELP THEM SAVE, UH, ON OPERATING COSTS, COSTS, AND BE MORE ENERGY RESILIENT. WE'RE GONNA BE CONTINUING THE, THE WORK THAT WE LAID THE FOUNDATION FOUR IN 2023. WE'VE BEEN HOSTING EDUC EDUCATIONAL EVENTS RELATED TO ENERGY RESILIENCY AND HAZARD MITIGATION PLANS, UH, THE A PACE PROGRAM, PROP PROPERTY ASSESS CLEAN ENERGY, UH, UH, MS. RACK MENTIONED OUR BUILDING CODE ROUNDTABLE TOMORROW WE'RE ALSO HAVING, UH, AN ENERGY LEADS, UM, A WORKSHOP WHERE WE'RE GONNA BE TALKING ABOUT ACOG'S WEATHERIZATION PROGRAM AND CCOS TECHNICAL ASSISTANCE PROGRAM ON AUGUST, 2020 NINTH. AND WE'VE BEEN PROMOTING VARIOUS, UH, RESOURCES OFFERED BY TO LOCAL GOVERNMENTS AT NO COST TO HELP THEM GET A BETTER HANDLE HANDLE ON THEIR ENERGY USAGE. WE'RE VERY GRATEFUL TO THE LOCAL GOVERNMENTS WHO HAVE BEEN ENGAGED WITH US AS WE ONCE THE PILOT PROGRAM AND WHO REMAIN ENGAGED AS WE'VE BEEN CONTINUALLY, I WOULD SAY, BOMBARDING THEM WITH INFORMATION ABOUT ENERGY EFFICIENCY, EFFICIENCY PROGRAMS, INCENTIVES, AND COURSE OUR WORKSHOPS AND YOUR AGENDA PACKET DOES HAVE, DOES HAVE A SUMMARY OF THE SCOPE OF WORK FOR THE NEXT YEAR. THIS ITEM DOES REQUIRE A BUDGET AMENDMENT DUE TO IT COMING IN A BIT HIGHER THAN WE HAVE ANTICIPATED. AND I'M HAPPY, HAPPY TO ANSWER ANY QUESTIONS IF Y'ALL HAVE ANY. MR. CHAIRMAN, I WAS JUST WONDERING ABOUT SOME OF YOUR SUCCESSES. WHAT DO YOU CONSIDER SOME OF THE HIGHLIGHTS OF, UH, PROJECTS AND, UH, ACTIVITY THAT YOU'VE DONE? SO, I, I, I THINK, I THINK THE STANDOUT EVENT WAS ON JULY 27TH, UH, UH, BARE METRO GRACIOUSLY HOSTED IN A, IN AN ENERGY RESILIENCY WORKSHOP TO TALK ABOUT HOW WE CAN BETTER IMPLEMENT ENERGY RESILIENCY MEASURES INTO HAZARD MITIGATION PLANS. AND, YOU KNOW, OF COURSE, I'M SURE NO INTERRUPTION IN SERVICE, WHETHER IT'S DUE TO THE NATURAL DISASTERS OR MANMADE, UH, DISASTERS. I INTERRUPTING, UH, UH, ELECTRICAL, ELECTRICAL SERVICE. UM, SO THAT WAS, THAT WAS I THINK A MAJOR HIGHLIGHT. A SORT OF A PILOT PROGRAM, CCO AS WELL, KIND OF, UH, HITTING UP THEIR WORK AMONG THE GOVERNMENT. SO INITIALLY I WOULD SAY WE BIT OF, IT WAS A BIT OF A STRUGGLE GETTING BUT TOWARDS THE, HAVE A LOT MORE SUCCESS. IT'S BEEN, I THINK, A LOT MORE ATTENTION. SO WE'RE REALLY EAGER TO BE CONTINUING THAT MOMENTUM INTO THE NEXT YEAR. ANY ADVICE FOR US FOR ENERGY RESILIENCY? IT'S A BIG ISSUE. YOU KNOW, YOU'D BE SURPRISED AT, YOU KNOW, AT WHAT, WHAT NEED TO DO WITH JUST THE RESOURCES THAT YOU HAVE. KNOW PREVENTATIVE MAINTENANCE ON EQUIPMENT CAN GO A LONG WAY TOWARD, UH, REDUCING THE, UH, THE, THE IMPACT ON THE GRID, RIGHT? THE, JUST, YOU KNOW, WITHOUT EVEN INVESTING ANY, ANY CAPITAL. BUT OF COURSE THERE ARE PLENTY OF PROGRAMS THAT HELP MAKE CAPITAL INVESTMENTS, UM, A LOT EASIER, INCLUDING OUR, UH, BASE PROGRAM THAT WE ADMINISTER RETAIN MOTION FOR APPROVAL. MOVE APPROVAL MOTION BY, UH, MR HAS LOCKER SECOND BY MAYOR NER. NEED MORE DISCUSSIONS? HEARING NONE. ALL IN FAVOR? AYE. AYE. OPPOSED? THANK [18. Consider and act upon the recommendation to authorize the Executive Director to release a Request for Qualifications (RFQ) concerning the Defense Economic Adjustment Assistance Grant (DEAAG) to install fiber optic cable infrastructure on Yankee Range within the McMullen Range Complex, Tilden, Tx. No budget amendment is required for this item. - William McKnight] YOU. ITEM NUMBER 18. UH, CONSIDERING RECOMMENDATION TO AUTHORIZE EXECUTIVE DIRECTOR TO RELEASE THE R F Q REQUEST CONCERNING THE DEFENSE ECONOMIC ADJUSTMENT ASSISTANCE GRANT, WHICH IS DA TO INSTALL FIBER OPTIC CABLE INFRASTRUCTURE ON THE YANKEE RANGE WITHIN THE MCMULLEN RANGE COMPLEX, COMPLEX SOUTH OF TILDEN, TEXAS. NO BUDGET AMENDMENT IS REQUIRED. MR. MCKNIGHT, MR. CHAIRMAN BOARD WILL MCDON IS THE DIRECTOR OF AGING MILITARY AFFAIRS HERE, COGAN, UH, THIS REQUEST TO PROVIDE, TO SUBMIT OUR R F Q, TO AUTHORIZE THE EXECUTIVE DIRECTOR TO SUBMIT AN R F Q. ESSENTIALLY WHAT WE'RE DOING HERE IS THIS IS THE FIRST COMPONENT OF A TWO COMPONENT PROJECT IN SUPPORT OF A RECENTLY REQUIRED A DA GRANT THAT WE WERE AWARDED. UH, WHAT THIS DOES IS THIS IS ABOUT BEARING APPROXIMATELY FIVE MILES OF FIBER OPTIC CABLE, UH, IN THE RANGE OF A RANGE CON COMPLEX. WHAT DOES THIS DO FOR US? AT THE END OF THE DAY, WHAT THIS WILL DO, THIS WILL, THIS WILL EXPAND THE CURRENT DATALINK INFRASTRUCTURE, THE SUPPORT OF MILITARY FLIGHT TRAINING. BUT WHAT IT ALSO DOES, DOES IS ONCE THIS IS INSTALLED, IT IMPROVES THE F A A AIRSPACE MANAGEMENT CAPABILITY. THEY'LL BE ABLE TO HELP IMPROVE REAL REALTIME DATA TO BETTER SYNCHRONIZE AIRSPACE THROUGHOUT, THROUGHOUT THE ENTIRE SOUTH SOUTH TEXAS REGION. SO THIS IS WHY ONE OF THE REASONS WHY WE'RE SUCCESSFUL, SUCCESSFUL IN THIS DAG GRANT. THIS IS THE VERY FIRST DAG GRANT THAT APPROVED, THEN SUPPORTED TEXAS AIR NATIONAL GUARD. AND AGAIN, UH, ONE OF THE REASONS WHY IT'S SO CRITICAL TO SUPPORT BOTH THE MILITARY ASPECT BY ENHANCING, BY TRAINING, BUT ALSO ENHANCING, ENHANCING A CIVIL ASPECT IN REGARDS TO SUPPORTING F A A REQUIREMENTS, UH, FINANCIAL IMPACT. THERE'S NO BUDGET AMENDMENT REQUIRED AT THIS TIME. AND ONCE AGAIN, AS SUCH, [00:40:01] STAFF APPROVES THIS REQUEST APPROVAL APPROVAL OF THIS REQUEST TO AUTHORIZE THE EXECUTIVE DIRECTOR TO RELEASE THE REQUEST, REQUEST FOR QUALIFICATIONS PROCURE CONTRACTOR, AND SUPPORT THIS PORTION OF THE DAC GRANT APPROVAL. SECOND, ANY QUESTIONS? APPROVE APPROVAL? UH, GOT, UH, SECOND MR. HAS LOCKER. SECOND. SECOND, UH, COMMISSIONER MOODY. UH, ANY DISCUSSIONS? ONLY IF YOU GOT SOME RAIN LAST NIGHT. IN. SOUNDS LIKE THAT'S GOOD RAIN. YEAH. UM, AND THIS, THE WAY I'M STANDING, THIS IS GONNA OPEN THE DOORS FOR ANY PRIVATE CITIZENS IN, IN DONUT HOLE AREA OF AL COUNTY THAT'S GOING BE ABLE TO OPEN THE DOOR. RANCH. WE GOT 2.33 IN OUR, WE'VE HAD FIBER OF THE HOME MANY YEARS IN M COUNTY AND THIS JUST ONE, ONE OF ABOUT THREE AREAS OF ALL OF 1,160 SQUARE MILES IS NOT COVERED WITH, WITH FIBER OPTIC. SO WE'RE SITTING IN REALLY GOOD SHAPE AND THIS WILL TAKE THIS, THIS WILL BE A HOME RUN. SO, ALL IN FAVOR? AYE. YOU OPPOSED? MOTION TO CARRIES. AND ALSO GOING ALONG WITH THAT, [19. Consider and act upon the recommendation to authorize the Executive Director to release a Request for Qualifications (RFQ) concerning the Defense Economic Adjustment Assistance Grant (DEAAG) to construct a 100 ft communications tower in support of JBSA-Lackland Air Force Base. No budget amendment is required for this item. - William McKnight] CONSIDER AN ACT UPON RECOMMENDATION TO AUTHORIZE THE EXECUTIVE DIRECTOR TO RELEASE R F Q CONCERNING THE DEFENSE ECONOMIC ADJUSTMENT ASSISTANCE GRANT TO CONSTRUCT A HUNDRED FOOT COMMUNICATION TOWER AND SUPPORT A LACKLAND AIR FORCE BASE. NO BUDGET AMENDMENT REQUIRED FOR ITEM M. THIS IS THE SECOND COMPONENT OF THAT D GRANT. CURRENTLY, CURRENTLY WE HAVE A 50 FOOT TOWER WE WANT TO ENHANCE BY, BY CONSTRUCTING A HUNDRED FOOT TOWER. AND WHAT THIS ALSO DOES, DOES IS IT, UH, INCREASES THE, THAT EXCHANGE, YOU HAVE ADDITIONAL ANTENNA, WHICH NATURALLY, ONCE WE GET THE FIBER EAST INSTALL, WE'RE PICKING UP A LARGER AIR FEED AND WE'LL, WE'LL BE ABLE TO COVER EXPAND DISTANCES. SO AGAIN, YOU CAN SEE HOW BOTH THE PROJECT OBJECTS ARE MUTUALLY SUPPORTED. WITH THAT BEING SAID, UH, THERE'S NO BUDGET REQUIRED AT THIS TIME, AND AS SUCH, THE STAFF RECOMMENDS APPROVAL OF THIS RES REQUEST TO AUTHORIZE THE EXECUTIVE DIRECTOR TO RELEASE THEIR REQUEST FOR QUALIFICATION QUALIFICATIONS IN ORDER TO COMPLETE THIS PORTION OF THE DAG PROJECT. SUBJECT TO ANY QUESTIONS, MOVE FOR APPROVAL. SECOND, MAYOR WILLIAMS SECOND BY MAYOR CONTRERA IN DISCUSSION COVER. CARRIED NONE. ALL IN FAVOR? AYE. AYE. ANY OPPOSED? MOTION CARRIED. MOTION DUTY. I THINK I'M SITTING FOR THE NEXT ONE. OH, YOU ARE? ALTHOUGH I'M NOT JULIE . I JUST GO OFF THE SCRIPT. UH, SO LOOKS LIKE WE'VE GOT MILITARY ADVISORY COUNCIL UPDATE. MR. CHAIR. MEMBERS. CHAIRMAN. AS YOU CAN SEE, I'M NOT JULIE GLE , UH, AT THE END OF MARCH, MARCH, UH, 2023, UH, THE T B N GRANT FOR THE TEXAS WORK WORKFORCE FORCE COMMITTEE CAME TO AND MIGRATED, UH, STARTING ON FIRST FROM THE TEXAS VETERANS NETWORK TO THE ALAMO. UH, THIS PORTION OF THE ALAMOS, THE REFERRAL SERVICE THAT WE SUPPORT IS CURRENTLY BEING FUNDED THROUGH VETERANS DIRECTOR CARE PROGRAM FUNDING THROUGH ACO NATURALLY. AND WHAT WE'RE STILL ABLE TO DO, WE'RE REALLY JUST FOCUSED ON OUR A REGION PROVIDING EXCEPTIONAL LEVEL SUPPORT, UH, THROUGH REFERRALS AND REFERENCES THROUGH OUR, THROUGH OUR SYSTEM, UH, AS WE TRANS TRANSITIONED, WE WANTED, WE SAW THE NEED TO ONE, EXPAND, EXPAND THE NETWORK WITHIN THE CONTEXT OF OUR TEXAS VETERANS NETWORK COORDINATION MEETING TO WHAT WE'VE DECIDED TO DO IS COMPLETELY REVAMP THAT. AND WHAT WE WANTED TO DO IS INCLUDE ALL THE VSO VSOS AS PART OF THIS. THERE'S A NUMBER OF DIFFERENT LESSONS LEARNED, AND WE'RE TRYING TO REALLY FOSTER, AS MRS. ALLUDED TO AN ENVIRONMENT TO WHERE WE CAN SHARE BEST PRACTICES TO BETTER SUPPORT OUR VETERAN COMMUNITIES IN ALL OF OUR COUNTIES. SO WHAT WE'VE DECIDED TO DO WAS TO CREATE A MILITARY ADVISORY COUNCIL. THE FIRST MEETING FOR THE MILITARY ADVISORY COUNCIL BE HELD ON THE FIFTH SEPTEMBER, UH, DURING THIS MEETING, WHAT WHAT WE'RE GOING DO IS EXCHANGE DIFFERENT IDEAS, PROVIDE INFORMATION IN REGARDS TO ALL THE PROGRAMS THAT SUPPORT FOR, WE MANAGED TO GET THE VA TO, TO PROVIDE SUPPORT AND HIGHLIGHT ALL THE PROGRAMS THAT THEY'RE PROVIDING. AND ALSO WHAT WE'RE DOING IS, IS CREATING A FORUM FOR THE BSOS WITHIN EACH OTHER TO SHARE SOME OF THE BEST PRACTICES. UM, THE ULTIMATE GOAL NATURALLY HERE IS TO FOSTER STRONG TODD AMONG ACOG, OUR BSOS, AND ALSO ALSO THE OTHER KEY STAKEHOLDERS WHO ARE GONNA HAVE REPRESENTATIVES FROM ALL OF OUR AMERICAN LEGIONS, VFWS, AND ALSO AMERICAN GI FORUM THERE TO ADDRESS THE NEEDS OF OUR VETERAN COMMUNITY AND WORK TOGETHER TO FIND, TRY TO FIND WAYS TO SOLVE THE, THE PROBLEMS THAT MANY OF OUR [00:45:01] VETERANS FACE, REGARDLESS OF WHAT COMMUNITY THEY RESIDE IN. SO THIS IS AN OPEN INVITE. WE WANT TO MAKE SURE WE'VE NOTIFIED DIRECTLY ALL THE BSOS. WE WANTED TO ALSO BRING THIS TO YOUR ATTENTION, ATTENTION AS WELL. SO WHEN YOU DO SEE YOUR BSO BSOS WITHIN YOUR RESPECTIVE COUNTY TODAY, I WOULD WANT TO MAKE SURE YOU GO INTO THAT, TO THAT FIVE SEPTEMBER MEETING. WE WANT TO MAKE SURE WE HAVE, WE HAVE MAXIMUM PARTICIPATION'S UP TO ANY QUESTIONS, COMMON CONCERNS IN REGARDS TO THIS, UH, NEW, NEW ITEM THAT WE'RE LOOKING TO FOCUS ON, ON, IN THIS FORUM. WITH RESPECT TO THOSE INDIVIDUALS WHO ARE TRANSITIONING OFF OF ACTIVE DUTY INTO VETERAN STATUS, WHAT ARE SOME OF THE ISSUES IN RELATIONSHIPS? SO WHEN THEY GO, THEY'LL GO THROUGH A TRANSITION ASSISTANCE PROGRAM PROGRAM AS THEY TRANSITION FROM ACTIVE DUTY. UM, AND THE, THE, THE PRIMARY CHALLENGES THAT THEY'RE, THEY'RE DEALING WITH, WE NEED TO MAKE SURE WE HAVE, UH, EMPLOYMENT RESOURCES LEVERAGED TO THEM. THERE'S ALWAYS CHALLENGES THAT SERVICE MEMBERS WHO HAVEN'T FINISHED THE CLAIMS PROCESS, YOU NORMALLY WANT TO GET THAT BEFORE YOU TRANSITION, BUT WE HAVE A LOT OF SERVICE MEMBERS WHO AREN'T ABLE TO DO THAT. THEY HAVE CHALLENGES WITH, UH, TRANSFERRING THEIR MEDICAL RECORDS FROM THE ACTIVE DUTY SYSTEM TOUR TO A NOW WORKING THROUGH THE VA VA SYSTEM TO MAKE SURE THEY'VE MAINTAINED THE AT THE ACCURACY. SO THERE'S A NUMBER OF, UH, ADMINISTRATIVE REQUIREMENTS THAT WE NEED TO HELP AND COORDINATE THESE VETERANS THROUGH THESE PROCESSES. SPECIFICALLY ALLY, WHEN IT COMES TO GETTING THE BENEFITS THAT THEY, THAT THEY DESERVE. ARE THERE ANY SPECIAL CONSIDERATIONS FOR FEMALE VETERANS, ESPECIALLY LOCAL FUNCTION OR TRANSITION? I UNDERSTAND THERE'S SIGNIFICANT ISSUES THERE. IF, IF I CAN INTERJECT THAT PRIMARY RESPONSIBILITY IS THE INSTALLATION AND THE INSTALLATION. WE'RE FORTUNATE WITH J D S A THAT THEY HAVE A VERY, VERY ACTIVE AND AGGRESSIVE, UH, TRANSITION ASSISTANCE PROGRAM. SO THEY REALLY DO A TREMENDOUS AMOUNT THAT FAR SUPERSEDES MANY OF THE INSTALLATIONS IN THE COUNTRY. SO WHAT WE'RE FOCUSING ON IS BEING A SUPPORT TO THOSE PROGRAMS WHEREVER WE CAN. BUT OUR PRIMARY FOCUS IS ON OUR VETERANS AND MAKING SURE THAT AFTER THEY COMPLETED THAT, THAT WE'RE ABLE TO CONNECT AND DELIVER ALL OF YOUR SUPPORT. UH, AND WE WORK VERY CLOSELY WITH J V S A ON INTERACTING WITH THEM WHEREVER POSSIBLE. AND WE'D BE REMISS IF WE DIDN'T RECOGNIZE ALL COUNTY HAS DONE WITH THEIR TRANSITION SUPPORT PROGRAMS ALSO. UH, SO I THINK IN THIS REGION YOU HAVE A TREMENDOUS AMOUNT SUPPORT FOR VETERANS THAT ARE TRANSITIONING OUT 'CAUSE IT'S FURTHER COMPLICATED BY WHERE THEY SEPARATE HERE AND WHERE THEY'RE GOING TO MOVE. SO YOU HAVE THAT COORDINATION EFFORT TOO. BUT I THINK IT, I REALLY HAVE TO RESPECT THE ROLE OF THE INSTALLATION ABSOLUTELY. IN THAT TRANSITION. AND, AND IF I COULD ADD SUPPORTING FIRES, YOU KNOW, OUR TRANSITION PROGRAMS ARE, ARE SUPPORTIVE OF, ALL RIGHT. WE ARE VERY DEDICATED TO SUPPORTING SPOUSES AS MUCH AS THE ACTIVE DUTY MEMBER. RIGHT. AND YOU DON'T HEAR US USE THE LANGUAGE OF OF GENDER THAT OFTEN. YEAH. BECAUSE THE SERVICES ARE, THEY'RE EXACTLY THE SAME REGARDLESS. IS THERE ANY OTHER QUESTIONS? ANYONE, ANYONE ELSE HAS? UH, I WORKED WITH ANOTHER ORGANIZATION, BUT I HELPED THEM TRANSITION INTO SAY, JOBS INTO, UH, OUT OF THE MILITARY, INTO CITY JOBS OR ANYTHING LIKE THAT. THAT'S, THAT'S FROM, WE, WE, THOSE PROGRAMS DO EXIST, BUT AGAIN, AS ALLUDED TO, TYPICALLY THAT'S PART OF THE TAP PROGRAM. AS THAT VETERAN WOULD TRANSITION OUT FROM ACTIVE DUTY, THEY, THEY, THEY WOULD RECEIVE THE TAP BRIEFINGS AND KIND OF GO THROUGH, HEY, DEVELOPING THE RESUME, UH, THIS IS WHERE YOU WANT TO APPLY TO BASED ON SELF AWARE THEY WOULD MAKE THOSE DECISIONS. ONE OF THE BENEFITS THAT YOU HAVE, AND MS. WR ALLUDED TO IN THIS AREA, WE HAVE SO MANY RESOURCES AT OUR DISPOSAL. UM, THERE'S SO MANY DIFFERENT ROUTES YOU WANT TO TAKE. YOU CAN CHOOSE, YOU HAVE TO PARTICIPATE AS YOU TRANSITION IN TAP PROGRAM. UH, THE COUNTIES HAVE PROGRAMS, COUNTY HAS AN EXCEPTIONAL PROGRAM THAT HELPS VETERANS AS THEY TRANSITION SHIP. SO AGAIN, THE CHALLENGE THAT YOU HAVE, I TRANSITION DON'T ALMOST TWO AND A HALF YEARS AGO, THE CHALLENGE THAT YOU HAVE HAVE IS THERE'S SO MANY DIFFERENT PATHS TO TAKE. IT'S JUST DECIDING, DECIDING WHICH PATH THAT YOU WANT TO TAKE. YEAH. AND, AND NOT TO BELABOR THE POINT TOO MUCH LONGER, UM, BUT THAT'S, THAT'S A MINIMUM REQUIREMENT FOR ALL OF OUR MEMBERS TRANSITIONING RIGHT. IS SO WE WANNA MAKE SURE THAT THEY FIND A LANDING SPOT. WE HAVE LOTS OF PARTNERS IN THE ROOM HERE THAT ARE PART OF OUR TRANSITION ALLIANCE. SO WE, WE ENJOY SOME GREAT AND HEALTHY RELATIONSHIPS WITH A LOT OF THE FOLKS IN THE ROOM HERE. EVEN THAT HELP US ALONG. YEAH. AS EMPLOYERS YOU CAN CONNECT TO THOSE RESOURCES. WE, WE TAKE, I THINK OF THEM AS EXTERNSHIPS WHERE WE GET A MILITARY MEMBER WHO'S SEPARATING AND THEY COME DO AN EXTERNSHIP WITH US. WE'VE TRANSITIONED SEVERAL OF THOSE TO FULL-TIME EMPLOYEES. SO AS AN EMPLOYER YOU CAN MAKE PARTNERSHIPS WITH THE MILITARY TO HELP WITH THAT. I'M A PRIME EXAMPLE. THERE YOU GO. THAT'S HOW I GOT HERE. RIGHT. SO WORK CAN ADD ONE MORE [00:50:01] PART. THE PRIMARY RESPONSIBILITY FOR THAT ONCE THEY SEPARATED IS WITH THE WORKFORCE BOARD AND THEY HAVE THE RESOURCES THAT ARE FUNDED BY THE DEPARTMENT OF LABOR AND THOSE SPECIAL POSITIONS THAT RESIDE ALL ACROSS THE COUNTRY IN THE WORKFORCE BOARD. SO THAT'S WHERE THE PRIMARY RESPONSIBILITY AND THE PRIMARY STAFFING OCCURS AFTER THE SEPARATION. UH, THANK YOU. I JUST WANTED TO PUT THIS PLUG OUT SINCE WE'RE SORT OF TALKING ABOUT THIS. IS THAT THE CITY OF BLY OAK WAYLAND UNIVERSITY JUST RECENTLY OPENED THEIR, UH, VETERAN CENTER AND I WASN'T ABLE TO BE THERE, BUT COMMISSIONER CALVERT WAS THERE. SO WE IN THE OUTLYING AREAS ARE ALSO MAKING SURE THAT WE WE'RE TRYING TO DO OUR, OUR, OUR MILITARY SERVICES DEPARTMENT IS STAFFING RIGHT THERE. SO WE'LL HAVE VETERAN SERVICES OFFICERS THERE. SO WE'RE EXCITED TO BE IN LIVE OF IT. AND THIS WAS INFORMATION? YES. ALRIGHT. THANK YOU MR. MCKNIGHT. [21. Consider and act upon the recommendation to ratify entering into an agreement with Clean Earth Environmental Solutions (Clean Earth) to perform two household hazardous waste collection events for a cost not to exceed $61,000.00. - Claudia Mora] ITEM NUMBER 21, CONSIDERING THAT UPON RECOMMENDATION TO RATIFY ENTERING INTO AN AGREEMENT WITH A CLEAN EARTH ENVIRONMENTAL SOLUTION TO PERFORM TWO HOUSEHOLD HAZARDOUS WASTE COLLECTION EVENTS FOR A COST NOT TO EXCEED $61,000 MS. GOOD MORNING, MR. CHAIR AND BOARD MEMBERS. I'M CLAUDIA MORA OF THE REGIONAL SERVICES TRADE HERE IN ACOG, UH, FOR THE 20 20 22 20 23 BIENNIUM, OTHER REGIONAL SOLID WASTE PROGRAM. THERE WERE UNSPENT FUNDS LEFT FROM THE IMPLEMENTATION PROJECTS AWARDED THIS YEAR. ACOG RECEIVED APPROVAL FROM THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY TO USE THESE DOLLARS TO HOST TWO HOUSEHOLD HAZARDOUS WASTE EVENTS IN THE REGION. AND FROM NOW ON, I'M GONNA SAY H H W BECAUSE SAYING THAT SEVERAL TIMES SAY HEAVY TONGUE TIED. ANYWAY, OUR REQUEST FOR QUALIFICATIONS WAS RELEASED ON JUNE 26TH TO SOLICIT QUOTES TO CONDUCT THE TWO EVENTS. AFTER EVALUATING TWO PROPOSALS, THE COMPANY CALLED CLEAN EARTH WAS SELECTED. HOWEVER, THE PROPOSAL CAME IN HIGHER THAN ANTICIPATED AT $61,000. FOR THE TWO EVENTS WE HAVE THE FUNDING TO, TO COVER THE COSTS, BUT THE TOTAL PROJECT AMOUNT DEEMS BOARD OF DIRECTOR'S APPROVAL, WE ARE REQUESTING A CERTIFICATION TO ENTER INTO THIS AGREEMENT BECAUSE AS T C E Q DOES REQUIRE A SUB SUBMISSION OF 45 DAY NOTICE PRIOR TO HOSTING THESE EVENTS. AND THAT PUTS US VERY, VERY CLOSE TO THE END OF THE GRAPH PERIOD. THIS ITEM WAS PRESENTED AND APPROVED BY THE RESOURCE RECOVERY COMMITTEE AT THEIR AUGUST 9TH MEETING. THE R R C RECOMMENDS THE ACOG BOARD OF DIRECTORS RATIFY ENTRY INTO AN AGREEMENT WITH CLEAN EARTH ENVIRONMENTAL SOLUTIONS TO HOST TWO A CHANGE W EVENTS. I CAN ANSWER ANY QUESTIONS IF I CAN CLARIFY. THE RATIFICATION IS NECESSARY BECAUSE IN ORDER TO MEET THE D C E Q REQUIRED DEADLINE OF GIVING NOTICE, WE HAD TO GET THEM UNDER CONTRACT IN ORDER COMPLY. THAT'S THE REASON FOR THE RATIFICATION. WE SAID WE DIDN'T HAVE 61,000. WE HAVE TO TRANSFER WHAT WE HAD. YEAH, WE HAD SUFFICIENT FUNDING FOR IT. UH, AS THE DIFFERENT GRANTEES COMPLETED THEIR PROJECT AND DIDN'T EXPEND ALL THE MONEY, WE GATHERED UP ALL THE UNSPENT FUNDS FROM ALL OF THOSE GRANTS AND WE DO HAVE THE FUNDING AVAILABLE TO FUND, UH, 61,000. THEY CAME IN HIGHER AND WE TOLD 'EM WE'RE REALLY SORRY, WE ONLY HAVE $61,000. SO YOU DO IT FOR 61,000. WE DON'T DO IT. AND SO, UH, THAT WAS WHAT WE ENTERED TO. SO WHAT IS MOTION? I JUST, I JUST HAD A QUESTION ABOUT, UH, WHERE THE EVENTS WILL BE LOCATED. HAS IT BEEN SELECTED? YES. OKAY. SO, UH, WE ARE GOING TO HOST MONEY IN ADDA COUNTY AND SO WE WILL BE PROMOTING THAT FOR EXCO COUNTY. THE SECOND ONE WILL BE SOMEWHERE IN BEXAR COUNTY. AND WE HAVE NOT DETERMINED A LOCATION FOR THAT. ONE OTHER QUESTION, UM, ARE, IS THE 61,000 A FLAT FEE OR IS THAT'S UP TO DO NOT EXCEED AMOUNT? AND ARE WE PAYING LIKE PER POUND OR PER SQUARE FOOT IN TERMS OF LIKE THE WASTE THAT'S ACTUALLY DEVELOPED FROM THE EVENT? EXCELLENT QUESTION. THANK YOU FOR ASKING THAT. UM, IT IS, UH, WE ARE PAYING PER POUND PER OUNCE. AND SO THE 61 WOULD BE COVER BOTH EVENTS. SO WE ARE, UH, THE FUNDS WILL BE DISTRIBUTED NOT NECESSARILY EQUALLY BETWEEN THE TWO EVENTS. SO IT'S GOING DEPEND ON WHICH ONE, WHICH, UH, EVENT OCCURS FIRST AND HOW, HOW MUCH IS COLLECTED AT THAT EVENT. THANK YOU THAT YOU HAVE A SECOND. THAT'S QUITE POSSIBLE, BUT WE, WE ARE PLANNING TO CAP IT JUST SO THAT WE GIVE THAT OPPORTUNITY, OPPORTUNITY TO A SECOND LOCATION AND WE, [00:55:01] UH, STAFF IS LOOKING AT DOING ANOTHER COMANAGE PROJECT IN THE BIENNIUM TO INCLUDE OTHER AREAS, A SIMILAR EVENT IN OTHER AREAS OF OUR REGION. JUST, UH, SIDE OFF FOR US A COUPLE THINGS THAT FALL INTO THE HAZARDOUS WAY CATEGORY. OKAY, GREAT. YEAH. UM, PAINT IS A VERY POPULAR ONE AND PROBABLY THE ONE THAT'S MOST COLLECTED. UH, THINGS LIKE OIL, UH, ALCOHOL BASED PRODUCTS. UH, SOME OF THE THINGS THAT UH, THAT SAUCE WILL TELL YOU NOT TO PUT DOWN THE DRAIN OF YOUR, UH, SINKS AT HOME ARE CONSIDERED HAZARDOUS HOUSEHOLD WASTE, WASTE. ANY CHEMICALS YOU USE TO CLEAN YOUR HOME, UH, IS ALSO A PAINT TURPENTINE TO GO ALONG PAINT. THOSE ARE SOME EXACT, SO IF SOMEONE BRINGS A NON-HAZARDOUS THING TO THE EVENT, WHAT DO YOU DO? YOU TELL 'EM THEY'RE NOT ACCEPTING OR WELL, YOU TELL 'EM THAT WE'RE NOT, WE'RE NOT ACCEPTING THOSE. HOWEVER, DEPENDING ON HOW ALL WE ARE DOING WITH THE OTHER ITEMS, WE WOULD TAKE THE ITEM ITEM AND THIS AND DISPOSE OF IT PROPERLY. PROPERLY BECAUSE THESE COMPANIES ARE EQUIPPED TO DO OTHER TYPES OF, OF WASTE UH, DISPOSAL. RIGHT. I'LL ENTERTAIN A MOTION. MOTION. MY UNDERSTANDING DO APPROVE ONE MOTION BY MAYOR DENNIS. SECOND BY MAYOR ENER. ANY MORE DISCUSSION? HEARING NONE. ALL IN FAVOR? AYE. ANY OPPOSED? MOTION CARRIES. THANK YOU. UH, UNDER [22. Consider and act upon the recommendation of the Resource Recovery Committee to approve a resolution authorizing the Executive Director to submit an application to the Texas Commission on Environmental Quality (TCEQ) for the FY2024-2025 biennium Regional Solid Waste Program and to ratify the grant contract with TCEQ. This item does not require a budget amendment. – Claudia Mora] COMMITTEE REPORTS CONSIDERING ACT UPON RECOMMENDATION AND RESOURCE DISCOVERY COMMITTEE, OH, I'M SORRY. NO, I'M SORRY. SEAT. CONSIDER ACT UPON RECOMMENDATION. RESOURCE. EVERY COMMITTEE COULD APPROVE A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT AN APPLICATION TEXAS COMMISSION ON ENVIRONMENTAL QUALITY FOR 20 24, 20 25 BY ANY REASONABLE WASTE PROGRAM. AND TO RATIFY THE GRANT CONTRACT WITH C C Q. THIS ITEM DOES NOT REQUIRE BUDGET AMENDMENT. THANK YOU MR. CHAIR. FOR THE 2024. 2025 BY ANY WHICH IS COMING UP. IT RUNS FROM SEPTEMBER, 2023 THROUGH THROUGH AUGUST 30TH, 2025. ACOG IS BEING ALLOCATED, ALLOCATED APPROXIMATELY $769,000 TO OPERATE THE ALIMO REGIONAL WASTE PROGRAM. FUNDING FOR THIS PROGRAM ALLOWS ACOG TO IMPLEMENT THE, THE REGIONAL WASTE MANAGEMENT PLAN, MAINTAIN THE REGIONAL CLOSE LANDFILL INVENTORY, AND OFFER GRANT FUNDING FOR LOCAL GOVERNMENTS. THIS IS A TWO PART REQUEST. THE FIRST IS TO REQUEST THE RATIFICATION OF THE CONTRACT FOR THE $769,000 BY PREMIUM ALLOCATION, WHICH MS SUBMITTED ON AUGUST THE FOURTH. AND I REQUESTED REQUEST TO SUBMIT A RESOLUTION ALONG WITH OUR APPLICATION, WHICH IS DUE IN JANUARY OF 2024. A COPY, COPY OF THE RESOLUTION INCLUDED IN YOUR BOARD PACKET FOR YOUR CONSIDERATION. T C E Q RE REQUEST WE SUBMIT A SIGNED CONTRACT IN AUGUST OF 20 20, 23. AND ONCE OUR BUDGET FOR THE COORDINATION OF THIS GRANT IS, UH, FINALIZED, WE SUBMIT, SUBMIT THE RESOLUTION AND APPLICATION TO T C E Q NO LATER THAN JANUARY, JANUARY 31ST, 2020 24. THIS ITEM WAS PRESENTED, PRESENTED AND APPROVED BY THE RESOURCE RECOVERY COMMITTEE AND THEIR AUGUST 9TH MEETING. THE CONTRACT EXECUTION IS A RATIFICATION BECAUSE THE CONTRACT WAS DUE AUGUST 11TH. UNFORTUNATELY, THE, THE R R C WAS UNABLE TO MEET IN JULY DUE TO A MISSED MS QUO. AS MANY WERE ON SOME VACATION. THE PROGRAM REQUESTED A REQUEST, A SPECIAL MEETING IN AUGUST TO APPROVE THIS ITEM. BEFORE, BEFORE THE SUBMISSION DEADLINE, THE R R C RE RECOMMENDS THE ACOG BOARD OF DIRECTORS RATIFY THE EXECUTION, THE GRANT CONTRACT FOR THE REGIONAL SOLID OF GRANTS PROGRAM FOR THE 20 24, 20 25 BIENNIUM AND AUTH. AND TO AUTHORIZE THE EXECUTIVE EXECUTIVE DIRECTOR TO SUBMIT THE APPLICATION NO LATER THAN JANUARY 31ST. EXCUSE YOU, ANSWER ANY QUESTIONS IF YOU HAVE ANY. SO WE SIGNED THE GRANT AND NOW WE'RE GONNA AUTHORIZE IT IS A VERY CONFUSING PROCESS. YOU EXECUTED, YOU SAID T C E Q. SO THAT'S WHY WE'RE MY EXECUTE GRANT. THEN WE SEND THEM A LIST OF WHAT OUR PROJECTS ARE AND, UH, WE OUTLINE THE PROJECTS THAT WE'RE GONNA DO AND HOW THAT FUNDING WILL BE DIVIDED UP WITH THOSE PROJECTS. AND THAT'S WHAT'S DUE BY THE END OF JANUARY. AND THEN THEY APPROVE THAT AND THEN WE GET TO FIND ABOUT . IT'S A VERY CONFUSING PROCESS. GOOD PLACE TO LIVE. ZOOMS BACKWARDS. IT'S BACKWARDS. ENTERTAIN A MOTION TO MOVE JUDGE EVANS. MAYOR CONTRERA. YOU SECOND THAT. [01:00:01] ANY DISCUSSION? HEARING NONE. ALL IN FAVOR? AYE. OPPOSED? MOTION. THANK YOU. THANK YOU. UH, [23.
