WHEN I CAME ON BOARD, IT WAS DONE BY THE AREA JUDGES AND AFTER LISTENING TO JUDGE EVANS SPEAK ABOUT HOW THE AREA JUDGES REALLY DON'T EXIST, IT OCCURRED TO ME THAT I DON'T KNOW WHY ALL THE ART POLICY WAS DONE BY AREA JUDGES BECAUSE IT IS A TRANSIT AGENCY.

IT RECEIVES MONEY.

IT'S RECOGNIZED BY THE FEDS AND BY THE STATE AS A TRANSIT AGENCY.

SO FOR ALL THEIR POLICY AND ART ISSUES, IT SHOULD BE THE BOARD OF THE TRANSIT AGENCY THAT IS MEETING.

SO, I MEAN, IT TOOK ME A WHILE TO FIGURE THAT ONE OUT.

UM, BUT, SO THANK YOU JUDGE EVANS.

SO THAT'S WHY YOU'VE NEVER HEARD OF A POLICY BOARD, BUT IT REALLY IS AN ART TRANSIT DISTRICT, WHICH HAS A BOARD AND IT IS COMPRISED OF OUR 12, UH, OUT OF BEAR COUNTY, UH, COUNTY JUDGES.

SO THAT IS WHAT THIS BODY IS, SIR, IF ANYONE HAS ANY QUESTIONS.

SO THIS IS OUR FIRST MEETING EVER? YES.

WE'VE EVER HAD A PLAN.

HAVE WE? THERE WAS A PLAN THAT THE AREA JUDGES APPROVED, BUT THIS BODY, THIS, NO.

IT'S FOR ARTS UPDATED PLAN.

SO, SO ADAM, BEFORE YOU DIRECT, RECOMMEND ACCEPTANCE OF THE ALAMO OF THE UPDATED ALAMO REGIONAL TRANSIT TITLE SIX PLAN.

TITLE SIX IS A FEDERAL STATUTE STATING THAT NO PERSON SHALL ON THE GROUNDS OF RACE, COLOR, OR NATIONAL ORIGIN, EXCLUDED FROM PARTICIPATION AND BE DENIED BENEFITS, OF COURSE, SUBJECT TO DISCRIMINATION UNDER ANY PROGRAM OR ACTIVITY.

UH, RECEIVING FEDERAL FINANCIAL ASSISTANCE.

SO THE T A REQUIRES THAT ALL DIRECT AND SUB RECIPIENTS, UH, DOCUMENT THEIR COMPLIANCE WITH TITLE SIX REGULATIONS BY SUBMITTING A TITLE SIX PROGRAM TO THEIR F FT.

A REGIONAL, REGIONAL CIVIL RIGHTS OFFICER ONCE EVERY THREE YEARS.

ILLINOIS REGIONAL TRANSIT PLAN WAS LAST UPDATED IN JULY, 2020.

THE CURRENT CHANGES FOR THIS FOR THIS TIME CONSIST OF UPDATING THE CENSUS DATA IN THE REGION OVER THE LAST THREE YEARS, DOCUMENTING OUTREACH, OUTREACH EFFORTS DURING THIS TIMEFRAME, AND THEN TO ADDRESSING DOCUMENT CORRECTIONS SUCH AS, UH, PHYSICAL ADDRESSES OR PHONE NUMBERS, FORMATTING, ANYTHING LIKE, LIKE THAT.

SO STAFF RECOMMEND TO ACCEPT, UH, THE TITLE SIX PLAN UPDATE.

THE PURPOSE OF THIS REPORT IS JUST TO KEEP YOU UPDATED ON OUR PERFORM OUR PERFORMANCE, AND THEN ACCOUNTABILITY OF OUR, OUR SERVICES.

UH, THIS FIRST SLIDE SHOWING OUR, SHOWING YOU OUR TRIPS FOR YEARS.

SO TEXTILE HAS BEEN WORKING AND CHANGING OUR, OUR FORMULA FOR HOW FUNDING IS DISTRIBUTED TO OUR RURAL TRANSIT DISTRICTS.

UH, THEY'RE KEEPING THE TRADITIONAL MOUNTAIN AND POPULATION PORTION OF THE FUNDING, BUT THEY'RE GONNA HAVE SOME PERFORMANCE ASPECTS TO IT.

FIRST ONE THEY DID WAS THEY'RE EXPECTING US TO, TO HAVE 2% GROWTH IN ROUTER SHIP PER YEAR.

UM, AND OF COURSE, LIKE SAID, MAYBE OTHER PERFORMANCE MEASURES COMING CURRENTLY, THE TWO CURRENT 2% IS WHAT WE'VE BEEN WORKING FOR.

AND, UH, RIGHT NOW FOR THE YEAR, WE'RE UP 8.9% FROM LAST YEAR.

SO WE ARE EXCEEDING THOSE EXPECT EXPECTATIONS AND DOING WHAT WE'RE SUPPOSED TO BE DOING.

JUDGE JONES, WE WANTED TO TAKE THIS AND APPLY THIS 2% GROWTH ACROSS EACH OF OUR RURAL COUNTIES.

YES.

AND SO THE FIRST, THIS GUY RIGHT HERE IS SHOWING US ARE JUNE NUMBERS.

AND SO FOR, FOR JUNE, UH, WE DIDN'T, WE DIDN'T ACHIEVE 2% GROWTH IN, IN EITHER CHEMICAL OR COUNTY.

UM, IT'S NOT A REAL AREA OF CONCERN BECAUSE THERE'S SO MANY REASONS FOR THIS VARIANCE.

I MEAN, WE COULD HAVE WHAT I CALL A DEFERRED VOUCHER.

WE COULD HAVE HAD A PLANNED A TRIP SOMEWHERE, AND LAST YEAR IT HAPPENED, BUT AT THE END OF THE MONTH, THE LAST TWO DAYS AND THIS YEAR, THE PLAN CAME OUT AND SPENT TWO DAYS OF THE NEXT MONTH.

SO THE, IF YOU REMEMBER, THE, THE TRUE PERFORMANCE MEASURE ON THIS IS THE RURAL, IT'S FOR OUR ENTIRE RURAL SYSTEM AND IT'S 2% GROWTH.

AND, AND, AND WE'RE MEETING THAT AND EXCEEDING THOSE EXPECTATIONS.

LAST TIME.

LAST I'M HERE IS, UH, JUST SHOWING US OUR, OUR CONTRACTED MEDICAID SERVICES.

WE SHOW YOU THIS JUST JUST TO KEEP YOU, UH, INFORMED.

THE SERVICES THAT ARE WE ARE DOING THAT ARE NOT PUBLIC, YOU CAN SEE THAT MEDICAID'S A SMALL PERCENTAGE OF OUR TOTAL RIDERSHIP.

UM, STARTING IN SEPTEMBER, WE'RE GONNA UPDATE THIS PAGE AND WE'RE GONNA TRY TO INCLUDE ALL THE TRIPS AND, UH, HOPEFULLY WE CAN BREAK IT DOWN, DOWN, BREAK DOWN INTO ALL THE COUNTY LEVELS.

AND WE'RE GONNA ASK SOME, SOME OTHER MEASUREMENTS OF SERVICE THAT INCLUDE HOURS AND MILES.

I KNOW THAT WAS QUICK, BUT CONCLUDE THE REPORT.

UM, IS THERE ANY SPECIFIC, SPECIFIC INFORMATION I WOULD LIKE TO SEE ON THE MORE REGULAR BASIS? ARE THERE ANY QUESTIONS I CAN ANSWER THAT? YES.

YOU MAY HAVE SAID IT AND I MISSED IT, BUT WHAT IS S R U IN THAT? S R U IS OUR SOLDIER RECOVERY UNIT.
