I KNOW THIS, THIS, THIS, THIS WHOLE THING IS TRIGGERED BY THE FACT THAT WE, WE CAN'T GET ANY RESPONSE TO FIND OUT HOW THESE FUNDS HAVE BEEN ALLOCATED FOR EACH COUNTY. UH, WE DON'T HAVE, WE'VE BEEN TRYING IT FOR MONTHS. THE STRUCTURE THAT WE HAVE IS NOT WORKING. AND AS I UNDERSTAND IT, THE INTERLOCAL AGREEMENT INCLUDES THE 13 COUNTIES AND THE CITY OF SAN ANTONIO. AND THEN THEY CONTRACT WITH DIANE. UH, AND THERE'S A PARTNERSHIP AGREEMENT. WELL, NO ONE CONTRACTS WITH ME. WAIT, CAN I? THAT'S RIGHT. I'M, HEY, YOU'RE RIGHT. SHE'S A VOLUNTEER. I'M VOLUNTEERING. UH, TO REFERENCE TO STAFF YOU ALL, SINCE YOU HAVE NO STAFF. EVERY PLACE THAT DESIGNATED, UH, IN YOUR PARTNERSHIP AGREEMENT BETWEEN THE ELECTED OFFICIALS AND WSA IS WHERE IT DESIGNATES WHERE YOUR, UH, ADMINISTRATIVE FISCAL ENTITY IS. SO THE, UH, CREATION BY THE INTERLOCAL OF W S A AND THEN W S A IS A NONPROFIT WHO THEN FUNCTIONS, UH, AND IT'S A, IT'S AN AWKWARD RELATIONSHIP BECAUSE IT IS A NONPROFIT. BUT THE NONPROFITS MEMBERS ARE APPOINTED UNDER FEDERAL AND STATE LAW BY YOUR CHIEF ELECTED OFFICIALS. AND UNDER FEDERAL AND STATE LAW. UM, THEIR BUDGET AND THEIR, UH, PLAN MUST BE APPROVED BY THE CHIEF ELECTED OFFICIALS. AND FOR A COUPLE OF THEM, IT MUST GO BACK TO THE RESPECTIVE, UH, BODIES. THAT'S WHAT WORRIED ME THAT WE DON'T, THAT THERE'S NOT ENOUGH OVERSIGHT. BUT IF, IF YOU JUST COMPLIED WITH THE AGREEMENT, THAT WOULD, THAT WOULD CURE ABOUT 80, 90% OF THE PROBLEM. CUZ WE'RE, YOU KNOW, SOME THINGS ARE NOT BEING DONE TIMELY IN VIOLATION OF STATE AND FEDERAL LAW. WE, WE SHOULD GET A REPORT. WE HAVE LAWSUITS STILL PENDING FROM OTHER EXECUTIVE DIRECTORS ACTIONS. AND, AND I DON'T, WE HAVEN'T HAD A REPORT RECENTLY ON THE, WHERE WE ARE ON THOSE, BUT WE, WE SHOULD BE GETTING THOSE AS COMMITTEE SIX. ALL OF A SUDDEN IT BECAME AN ISSUE BECAUSE ADC, HAG COUNTY JUDGES ON THE BOARD. SO IT WAS A CONFLICT OF INTEREST. YET CITY OF SAN ANTONIO HAS THE SINGLE LARGEST CONTRACT THAT YOU HAVE TO DO CHILDCARE AND THEY'RE ON COMMITTEE OF SIX. I GOTTA BE CAREFUL HERE. OKAY, LET ME TAKE A DEEP BREATH. IT'S BS IS, IS POLITICS OVER RIGHT AND WRONG? IF THE CITY OF SAN ANTONIO CAN DO IT, WE SHOULD HAVE BEEN ABLE TO DO IT. IF WE COULDN'T DO IT, THEY SHOULDN'T BE ABLE TO DO IT.
