VERY WELL, WE'LL MOVE ON TO THE EXECUTIVE DIRECTOR, UH, DRAFT MR. REPORT.

YES, SIR.

WITH Y'ALL'S PERMISSION, I'LL PROVIDE IT FROM HERE.

UH, WE HAD A LOT HAPPENING RIGHT NOW.

THE FIRST THING I WANNA START WITH IS TO INFORM THE EXECUTIVE COMMITTEE THAT JANICE IS, UM, HAS RESIGNED AS OUR CFO, EFFECTIVE MAY 31ST.

SO I VERY MUCH APPRECIATE EVERYTHING JANICE HAS DONE AND, UH, SHE WILL BE LEADING US AND WE HAVE NAMED, UH, JULIO ELI ELIZONDO AS OUR CFO.

SO THEY'LL BE WORKING ON A VERY SMOOTH TRANSITION.

SO I HOPE Y'ALL WILL JOIN ME IN CONGRATULATING JULIO ON HIS NEW POSITION.

AND THEN, AS YOU ALL RECALL, BLANCA RETIRED, UH, THE END OF MARCH.

AND SO JOHN TORRES, UH, THEY WORKING ON THAT TRANSITION, ALL HR.

SO HE IS NOW FUNCTIONING AS OUR CONTROLLER.

SO THEY ARE DOING REALLY, REALLY GOOD THINGS.

WE HAVE OUR EXTERNAL AUDITORS ON SITE.

THEY JUST GOT HERE MONDAY AND EVERYTHING.

UM, THEY, WE'VE BEEN ABLE TO PRODUCE EVERYTHING THEY'VE REQUESTED THUS FAR.

SO HOPEFULLY WE'VE CONTINUE DOWN THIS PATH.

UM, ON OUR AGENCIES ON AGING, I HAVE TO REALLY GIVE, WILL FULL CREDIT BECAUSE FOR THE FIRST TIME HE WILL STAND UP AND SHINE ME FOR THE FIRST TIME, DO IT.

VIEN FOR THE FIRST TIME IN TWO YEARS, THEY HAVE ACHIEVED EVERY PERFORMANCE GOAL IN BOTH HAIR AND ALAMO AGING.

SO BY REALLY SALUTE HIM FOR THAT.

AND, UH, ART HAD A MONITORING, UH, LAST MONTH AND WE'LL GIVE A FULL, UH, UPDATE ON WHAT THAT WAS.

THERE WERE A COUPLE OF PROCUREMENT ISSUES, BUT THEY WERE RESOLVED BEFORE, UH, THE MONITORS GOT HERE.

SO WE DISCOVERED OUR ISSUES OURSELVES AND THEY HAVE BEEN CORRECTED ON, UH, EXTERNAL, UM, COMMUNICATIONS.

UH, WE DO HAVE LISTED THE OUTSTANDING MEMBERSHIP DUES FOR BOTH BANDERA.

HELLO TO INGO POL.

OTHERWISE, WE'RE IN GOOD SHAPE.

UM, NEXT WEEK IN OUR FULL BOARD MEETING, WE'RE GONNA SHOW A LITTLE VIDEO CLIP OF, UH, A HEALTH AND HUMAN SERVICE, UH, FILM THAT THEY PRODUCED, BUT IT FEATURES ALL OF OUR I D D STAFF AND CONSUMERS WITH OUR APPRENTICESHIP PROGRAM.

SO WE'RE REALLY, REALLY PROUD AND WE'RE GONNA BRAG AND SHOW THAT TO Y'ALL NEXT WEEK.

UM, AND THEIR MONITORS ARE ON SITE NEXT WEEK.

ALSO, UH, WE ARE PROVIDING, UH, A LETTER OF SUPPORT, THE CITY OF SAN ANTONIO FOR THEIR CLIMATE POLLUTION REDUCTION GRANT APPLICATION.

THAT IS IMPORTANT.

NOT THAT WE'RE PARTAKING IN THAT, BUT IF, IF THEY DON'T GET THE PLANNING GRANT, THEN WE'RE NOT ABLE TO APPLY FOR IMPLEMENTATION FUNDING IN THE FUTURE.

SO THIS IS LOOKING DOWN THE ROAD TO KEEP OPTIONS OPEN.

WE HAVE A PACE WORKSHOP, YEAH, THE MIDDLE OF MAY.

THAT IS REALLY GONNA HELP CITIES AND COUNTIES THAT ARE NOT, HAVE NOT ADOPTED PACE, UNDERSTAND HOW PACE CAN HELP THEIR LOCAL BUSINESS COMMUNITY.

AND THEY'RE ALSO GONNA DISCUSS THE SECCO PROGRAM THAT WE'RE TAKING ADVANTAGE OF.

UM, PUBLIC SAFETY.

I, I CAN TALK ABOUT IT SINCE CONGRESSMAN GONZALEZ TWEETED IT.

UH, UH, HE, THEY HAD TWO WEEKS.

THEY GAVE A REQUEST TO SUBMIT OUR REQUEST FOR SOME OF THEIR COMMUNITY BASED INITIATIVES.

IN THE OLD DAYS THEY CALLED THEM EARMARKS.

NOW THEY'VE GOT A NEW NAME.

AND SO, UH, I HAVE TO REALLY COMMEND MARCELLA AND HER TEAM FOR PUTTING TOGETHER A VERY EXTENSIVE GRANT APPLICATION FOR THE RADIO TOWER INFRASTRUCTURE EXPANSION.

UH, IT WAS 16 MILLION, WE HAD TO TAKE IT DOWN TO 14 MILLION.

IT WOULD PROVIDE, UH, ALL THE FIRST RESPONDER TOWER IN ALL OF OUR AREA AND IN MOST OF, UH, MIDDLE RIO GRANDE.

UH, THEY REALLY DID A GREAT JOB.

IT'S ABOUT 27 COUNTIES, IF I REMEMBER CORRECTLY.

SO IT'S FOR SOME RODEOS, FOR SOME TOWER INFRASTRUCTURE.

CUZ THE WAY THE FUNDING COMES, IT'S LIKE EVERY TWO YEARS YOU CAN REQUEST A MILLION DOLLARS.

SO WE PUT IT ALL TOGETHER AND SO FAR HE SELECTED IT AS A PROJECT THAT

[00:05:01]

HE'S PUSHING FORWARD.

SO SINCE WE INCLUDED AL AND LASALLE AND SOME OF THOSE COUNTIES WE'RE HOPEFUL THAT MAYBE IT MIGHT BE FORTHCOMING.

SO MARCEL AND HER TEAM DID A PHENOMENAL JOB.

WE WERE NOT GETTING EXCITED AND WE WERE BEING VERY CAUTIOUS ABOUT IT UNTIL HE TWEETED ABOUT IT LAST WEEK.

SO I FIGURE OKAY, HE'S TALKING ABOUT IT.

WE'LL TALK ABOUT IT TOO.

SO IF ANYONE SEES CONGRESSMAN GONZALEZ, PLEASE SAY HOW GRATEFUL WE ARE FOR HIS SUPPORT OF THAT PROJECT, CUZ IT'S A REALLY, REALLY, COULD BE TRANSFORMATIONAL FOR THIS.

FROM HERE ALL THE WAY TO THE BORDER.

UM, WE ARE HOSTING A FIRST RESPONDER WORKSHOP, MAY 13TH, THAT IS TURNING INTO A REALLY BIG DEAL.

WE'VE GOT ALL SORTS OF SPONSORS AND PRIZES FOR THOSE THAT ARE ATTENDING.

SO IF YOU HAVE ANY FOLKS THAT, UH, HAVE NOT SIGNED UP, THEY MIGHT WANT TO CONSIDER IT CUZ THERE'S, I HEAR RUMORS THAT THEY'RE GONNA HAVE ARI, UH, RAFFLE FOR THOSE IN ATTENDANCE FOR A RIFLE.

UM, SO I, I GUESS THEY REALLY WANT TO DRAFT IT UP.

SO THE TRAINING IS A BIG DEAL.

SO DIANE, WHAT IS THAT DATE AGAIN? UH, THAT IS MAY 13TH.

THANK YOU.

ON, UH, REGIONAL SERVICES, WE'VE GOT SEVERAL WORKSHOPS SCHEDULED.

THE LEGISLATIVE UPDATE IS IN THE MIDDLE OF JUNE, FOLLOWED BY THE NEWLY ELECTED OFFICIALS WORKSHOP FOR JUNE 23RD.

AND THEN PLANNING AND ZONING, WHICH IS ALWAYS POPULAR, IS AUGUST 4TH.

AND THEN BROWN FIELDS IS NOVEMBER 2ND.

BROWNFIELDS IS LATE AND THAT'S DRIVEN BY EPAS, UH, CALENDAR.

THE ELE ILLEGAL DUMPING WORKSHOP IS A TWO DAY EVENT, MAY 18TH AND 19TH HAS BEEN VERY MUCH IN DEMAND.

AND THE 18TH IS FOR ALL CODE ENFORCEMENT PERSONNEL.

UH, ON OUR MILITARY VETERANS ATTORNEY, WE CLOSED OUT OUR TBN GRANT WITH T WC AND EXCEEDED ALL MEASURABLE GOALS.

AND I'LL GO OVER THAT IN MORE DETAIL OF THE CPR REPORT.

AND WE HAVE SUCCESSFULLY MIGRATED THAT PROGRAM TO THE ALAMO VETERANS NETWORK.

AND I REALLY HAVE TO THANK, UH, JULIE AND WILL FOR THEIR EFFORTS THERE.

I HAVE TO REALLY, UH, THANK JACOB FOR ALL HE DID TO MAKE THAT POSSIBLE AND MIGUEL FOR HIS SUPPORT, UH, CUZ IT TOOK EVERYONE TO MAKE THAT TRANSITION GO VERY SMOOTH.

AND THAT, OF COURSE, IS FUNDED BY OUR VETERANS DIRECTED CARE, WHICH WE'RE NOW DOING OVER 565 CLIENTS.

OUR CAMP BULLIS SIT IN THE LANDSCAPE REPORT, UH, SUBMITTED THEIR FIRST ANNUAL REPORT.

I WANTED TO SHARE THOSE RESULTS WITH YOU.

UH, CUZ WE'RE SO PROUD OF WHAT'S HAPPENING WITH THAT, UH, DESIGNATION.

THEY'RE CURRENTLY PROTECTING 1.1 MILLION ACRES WITH CONSERVATION EASEMENTS WITH THOSE PRIVATE LANDOWNERS THAT VOLUNTEER.

AND I THINK THAT'S WHAT'S SO VERY IMPORTANT ABOUT THIS GRANT.

IT IS ALL FOCUSED ON, UH, LANDOWNERS VOLUNTARILY PARTICIPATING.

UH, THEY HAVE ALMOST 62,000 ACRES THAT ARE ENROLLED IN SOME OF A SUSTAINABLE, UH, UH, AGRICULTURAL PRACTICES, UH, AND PARTICIPATING IN THE FEDERAL OR STATE PROGRAM.

AND SO FAR THEY'VE BEEN ABLE TO DRAW DOWN 6.8 MILLION IN GRANTS IN JUST THE FIRST YEAR.

SO THEY REALLY ARE DOING, UM, GREAT WORK OUT THERE AND PROTECTING THE LANDSCAPE, WORKING WITH THE LANDOWNERS WEATHERIZATION.

LAST MONTH THEY HAD MONITORS, BUT IN, WE HAD A GOOD EXIT, UH, INTERVIEW, BUT WE HAVE NOT RECEIVED THAT WRITTEN REPORT YET.

IT'S LIKE, UH, COVID IS OVER.

SO ALL THE MONITORS ARE BACK AND FORTH AND ALL AT THE SAME TIME.

UM, WE CONTINUE TO SEEK APPLICATIONS FOR OUR NEW HOUSING FOR TEXAS HEARING, UH, HEROES GRANT.

AND, UH, WE REALLY WANT DISABLED VETERANS AND SURVIVING SPOUSES.

AND THEN OUR WEATHERIZATION PROGRAM CONTINUES TO NEED APPLICATIONS, PARTICULARLY IN GILLESPIE, CARNS AND KINDLE COUNTY.

SO WE REALLY, UH, ARE AWARE THAT WE NEED TO DO MORE FUN HOMES IF THOSE COUNTS.

UM, OUR FIRST ELEVATOR IS NOW COMPLETELY MODERNIZED AND PASSED THE INSPECTION AND OUR SECOND ELEVATOR STARTING WORK THIS WEEK.

IN FACT, CLIFF SAYS THAT THEY BROUGHT THE ENGINE OR THE MOTOR ENGINE B MOTOR ON BOARD, UH, THIS MORNING.

SO THAT IS MAKING PROGRESS.

AND OUR CONSTRUCTION IS ON SCHEDULE SUITES 302 45.

SO, UH, IT'S COMING.

WE ARE RARELY KEEPING OUR FINGERS CROSSED ON A TEXT DOT GRANT ANNOUNCEMENT, UH, FOR THE CONSTRUCTION OF THE I 35 INTERCHANGE BECAUSE IF A CERTAIN, IF THE RIGHT CONSTRUCTION COMPANY GETS IT IN, THEY'RE GONNA TAKE OUR WHOLE SIX FLOOR.

SO, UH, WE'RE ALL WAITING FOR THE TECH STOP DECISION PROBABLY IN LATE.

AND THAT IS ALL I HAVE.

IF THERE'S NO ADDITIONAL QUESTIONS, I'LL BE HAPPY TO RESPOND.

STAFFING UPDATES, YOU'VE ALREADY DONE THAT.

YES, SIR.

MM-HMM.

PROGRAM SAYS, AND OPERATION

[00:10:01]

UPDATES.

UM, THAT WHOLE EXECUTIVE DIRECTOR I JUST GAVE THAT.

SO THAT CAN TAKE US DOWN TO THE CONSENT

[ Consent Agenda]

AGENDA TO CONSIDER.

RECOMMENDATION TO APPROVE THE JANUARY 18TH.

GOT A MOTION AND A SECOND.

ANY DISCUSSION FAVOR? SAY AYE.

AYE.

AYE.

OPPOSED? ANY NONE.

[6. Discussion and appropriate action on the recommendation regarding the 1st Quarter 2023 financial report. - Julio Elizondo A. Dashboard B. Balance Sheet C. Revenue and Expenditures D. Administrative Budgets E. Quarterly Investment Report]

FINANCIALS DISCUSSION APPROPRIATE ACT ON 2023.

FINANCIAL REPORT.

GOOD MORNING, MR. CHAIRMAN.

OH, SORRY ABOUT THAT.

UM, MY NAME IS JULIO ELIZONDO.

TODAY I'LL BE GIVING YOU ALL AN UPDATE ON THE FIRST QUARTER, 1 23 FINANCIAL STATEMENT STATEMENTS.

UH, A FEW TOPICS THAT WILL BE COVERED TODAY.

WE WILL GO OVER THE FINANCIAL DASHBOARD, THE FINANCIAL STATEMENTS AND BALANCE SHEET AND STATEMENT OF F AS WELL AS ACCOUNTS CASH INVESTMENTS.

AND LASTLY, WE'LL LOOK, WE'LL TAKE A LOOK AT OUR ADMINISTRATIVE BUDGETS HERE.

WE HAVE OUR FINANCIAL DASH, AS YOU CAN SEE UP AT THE VERY TOP LEFT CORNER.

UH, AT THE END OF THE FIRST QUARTER, WE ARE AT EXACTLY 25% SPENCE, UH, WHICH IS A QUARTER WAVE OF THE YEAR.

THAT'S KIND OF WHERE YOU WANT TO BE SITTING.

UH, WE DO HAVE SOME PROGRAMS DOING A LITTLE BETTER THAN OTHERS.

COVER IN THE NEXT FEW SLIDES.

REMAINING PRESENTATION ON THE BOTTOM RIGHT CORNER, WE HAVE OUR AGE ACCOUNTS RECEIVABLE.

AT THE END OF MARCH, WE SITTING AT 6.3 MILLION.

AGAIN, I WILL GO OVER THE ACCOUNTS RECEIVABLE, UH, IN A LITTLE MORE DETAIL IN A FEW SLIDES.

OUR COMBINED BALANCE SHEET AT THE END OF MARCH, WE ARE SITTING ABOUT 42 MILLION IN TOTAL ASSETS.

YEAH, IT'S KIND OF A LINE WHERE WE'VE BEEN AT LAST YEAR.

UH, THE MAJORITY OF THAT IS, IS SITTING IN OUR FIXED ASSETS IN OTHER CATEGORIES.

AND AT THE END OF MARCH, WE ARE AT $403,000 IN TOTAL REVENUE OVER EXPENDITURES, UH, WHICH IS SLIGHTLY LOWER, UH, THAN WE WERE, OR A FEW HUNDRED THOUSAND LOWER THAN WE WERE A YEAR AGO.

UH, AND AGAIN, I'LL COVER THOSE, THOSE, UH, UH, OVERAGES HERE SHORTLY HERE.

WE CAN JUST HAVE ANOTHER BILL OF OUR COMBINED BALANCE SHEET SHEET AND OUR FUND BALANCE, BOTH UNRESTRICTED AND RESTRICTED, UH, CATEGORIES BROKEN UP BY PROGRAM, AS YOU CAN SEE AT, OF MARCH, CURRENTLY AT ABOUT 7.1 MILLION TOTAL PROGRAM FUND BALANCE.

UH, WE'RE UP A COUPLE HUNDRED THOUSAND FOR WHERE WE A YEAR AGO, WHICH IS GREAT, UH, POSITION TO BE AT THIS TIME OF YEAR.

OUR CASH INVESTMENTS, UH, CURRENTLY SITTING AT 7.1 MILLION.

UH, WE DO HAVE, HAVE OUR CD SYSTEM STILL THAT ARE EARNING INTEREST.

AND, UH, OVERALL WE'RE STILL IN A GREAT FINANCIAL POSITION.

OUR, OUR INVESTMENT SUMMARY BROUGHT TO YOU BY THE PUBLIC FUNDS INVESTMENT INVESTMENT ACT.

WE DO HAVE OUR MONEY MARKET, WE'RE GETTING THIS OUT HERE AS WELL AS OUR INVESTMENT SCHOOLS LOAN STAR, THE DIFFERENT RATES THAT WE CURRENTLY HAVE.

AND THEN OUR CDS DOWN BELOW, BELOW THE BOTTOM.

AND AS YOU CAN SEE, WE DO, WE DID REDO A CD, WHICH INSURANCE BANK INTEREST FOR 4.4%.

UH, SO FOR THE YEAR TO DATE, INTEREST EARNED ABOUT FIVE 5,000, BRINGING OUR, UH, INVESTMENTS UP TO 4.8 AT THE END OF THE FIRST QUARTER.

ACCOUNTS RECEIVABLE, UH, THESE ARE OUR BIGGEST OPEN ACCOUNTS RECEIVABLE, BEAR AGING, UH, HHSC, UH, CURRENTLY HAS THE LARGE, LARGEST OPEN RECEIVABLE.

OVER 90 IS, IS IS IN GOOD SHAPE THERE.

WE DO HAVE A SMALL THOUSAND, UH, WE ARE CURRENTLY WAITING FOR HHS TO CON TO SEND US THEIR CLOSEOUT FILE FOR FILE.

UM, SO THAT WAY WE CAN, UH, RECONCILE THAT REMAINING 3000 AND GET IT REBUILT TO THEM.

UH, TEXT UP.

WE ARE SITTING AT NINE $50,000 IN OPEN RECEIVABLES.

WE DID SUBMIT, UH, BOTH JANUARY AND FEBRUARY BUILDINGS ON, UH, LAST WEEK.

SO WE, WE, UH, LOOK FORWARD TO FORWARD TO COLLECTING THAT PAYMENT HERE PRETTY SOON.

AND THEN I'M GONNA SKIP DOWN, DOWN TO VIA METRO.

SO WE DID HAVE A FEW ISSUES THERE.

HAVE, UH, SINCE RESOLVED THEM.

UM, WE HAVE SOME OPEN RECEIVABLES DATE BACK TO LAST YEAR.

THEY HAVE GIVEN US MORE THAT THEIR PAYMENT IS PAID THROUGH JULY, UH, NEXT WEEK.

AND THEN THE REMAINDER WILL KIND OF TRICKLE IN IN THE NEXT FEW WEEKS AS WELL.

UH, SO WE'RE, WE'RE WORKING CONTINUE.

SO WHAT KIND OF ISSUES DO WE HAVE? UH, SO, SO THERE WERE SMALL DIFFERENCES WITH REGARDS TO, UM, THE WAY WE WERE SUBMITTING OUR BILLINGS.

UH, WE HAVE HAD SOME TURNOVER IN OUR DEPARTMENT WITH THE ACCOUNTANTS, UH, FOR THAT DEPARTMENT, TRANSPORTATION SPECIFICALLY.

SO THERE WERE SOME SMALL ISSUES RECONCILING, UH, THEY'VE SINCE BEEN RESOLVED AND, UM, THEY'RE NOW TELLING US EVERYTHING GOING FORWARD SHOULD BE PRETTY SEAMLESSLY EASY.

WE'RE ALWAYS BEHIND WITH, BUT THEY ARE.

YEAH, HISTORICALLY VIA HAS ALWAYS BEEN KIND OF A PROBLEM, UH, FOR US.

SO THEY'RE VERY SLOW, UH, IN, IN, IN, IN TERMS OF GETTING US IN.

SO, THANKS.

[00:15:02]

OUR STATEMENTS OF REVENUES EXPENDITURES.

WE ARE CURRENTLY AT 408 3000 IN TOTAL REVENUES OVER EXPENDITURES.

AND THEN I'LL GO INTO DETAIL.

SO HERE, UH, OVER THE PROGRAMS GO OVER A FEW HIGHLIGHTS.

UH, FIRST ONE, UH, WE'LL COVER IS BEAR AGING.

UH, WE ARE CURRENTLY 105,000 LEVEL BUDGET.

UH, THIS IS DUE TO, UH, SMALL BUDGETING ISSUE, UH, RELATED TO PERSONNEL PROGRAM HAS IDENTIFIED ISSUE.

AND OUR, UH, EARLY, UH, REALLOCATING THOSE FUNDS TO OTHER SERVICES, MILITARY VETERANS AFFAIRS.

WE ARE CURRENTLY 1.6 MILLION ABOVE BUDGET REVENUES, WHICH HAS, UH, UH, CAUSED THIS, UH, $413,000 SURPLUS.

UH, AGAIN, AS DIANE MENTIONED, PROGRAM VETERANS DIRECTED IS TO CONTINU RELEASE CONTINUOUSLY DOING WELL.

UH, SO WE WILL NEED A QUOTE, UH, BUDGET MONITOR TO, UH, CORRECT THAT BUDGET GOING FORWARD.

ENVIRONMENTAL CONSERVATION, WE ARE CURRENTLY 23,000 ABOVE BUDGET ON THE EXPENDITURES.

UH, THIS IS A TIMING ISSUE.

ISSUE WITH OUR SUBRECIPIENTS.

UH, THIS WILL CORRECT ITSELF OVER THE NEXT COUPLE OF MONTHS.

IDD DEFICIT OF 407,000, UH, FOR THE YEAR.

UH, THERE ARE A COUPLE DIFFERENT REASONS THAT, THAT ARE PLAYING INTO THIS.

FIRST IS PROGRAM THAT SECOND SET OF PENSION BONUSES THAT THE BOARD APPROVED, UH, IN JANUARY OF THIS YEAR.

IN ADDITION TO THAT, THEY WILL NEED TO REVIVE THEIR BUDGET FOR HOME COMMUNITY BASED SERVICES.

THERE WAS A BUDGETING ERROR.

UM, THIS WILL HELP PROGRAM DECREASE THAT DEFICIT FOR THE YEAR GOING FORWARD.

NATURAL RESOURCES IS CURRENTLY 59,000 BUDGET ON THE REVENUE SIDE, UH, THEY HAVE HAD A SLOW START TO THEIRS GRANT, UH, CURRENTLY EVALUATING WHETHER THEY NEED A BUDGET MODIFICATION OR NOT.

AND WEATHERIZATION, UH, WE ARE CURRENTLY $155,000 BELOW BUDGET, PRIMARILY DUE TO THE IE GRANT.

UH, BUT ALSO, UH, DOE AS WELL.

SO THEY DID, UH, HAVE A DELAY RECEIVED RECEIVING THEIR CONTRACT FOR THE YEAR.

I, UH, IT HAS SINCE THEIR RESOLVED.

UH, THEY DO HAVE CONTRACT.

IN ADDITION TO THAT, UH, THEY DID, UH, BUDGET FOR SOME THIRD PARTY ASSESSOR CONTRACTORS.

THESE ASSESSMENTS HAVE BEEN, UH, HAVE BEEN GETTING DONE IN HOUSE RATHER.

SO THERE WILL BE A BUDGET VARIANCE THERE THAT THEY NEED TO, UH, REVISE ON THEIR BUDGET.

ON THE ADMINISTRATIVE BUDGET, WE ARE SITTING AT 6%.

OH, BUDGET, UH, THERE WAS NOTHING HERE.

ALARMING.

UH, THIS IS KIND OF A GREAT POSITION, POSITION TO BE IN UNDER BUDGET ON THE ADMINISTRATIVE SIDE.

THAT DOES CONCLUDE MY PRESENT PRESENTATION.

I'D BE MORE THAN HAPPY TO ANSWER ANY QUESTIONS, QUESTIONS AT THIS TIME.

CAN I JUST ADD ONE THING ON, UH, AGING, UH, I REALLY, REALLY HAVE TO SALUTE WILL AND HIS TEAM, UH, BECAUSE YES, THERE'S A VARIANCE DUE TO PERSONNEL WHEN HE CAME ON BOARD.

UH, HE DOES NOT FEEL HE NEEDS THE FULL COMPLIMENT OF FTES THAT WERE BUDGETED.

SO WE'RE ABLE TO MAINTAIN DELIVERY SERVICES AND HITTING ALL THE BENCHMARKS, UH, WITH THE CURRENT NUMBER.

SO THOSE DOLLARS WILL BE REPROGRAMMED INTO SERVICE DELIVERY.

SO THE GOOD NEWS IS IT GIVES US MORE DOLLARS FOR SERVICE DELIVERY AND LESS INTO PERSONNEL.

UH, SAME THING IS SORT OF TRUE WITH WEATHERIZATION, WHERE THEY HAVE BUDGETED THE CONTRACT OUT FOR THOSE THAT SERVICE AND THEY'RE DOING IT IN-HOUSE.

SO THAT WILL ALLOW MORE FUNDING TO GO TO, UH, MORE HOMES TO BE WEATHERIZED.

SO BOTH OF THOSE ARE A REALLY GOOD THING AND I HAVE TO REALLY SAY, I'LL SAY IT AGAIN, ON THE CPR FOR THE FIRST TIME IN TWO YEARS, I D D IS FULLY STAFFED, SO HOPEFULLY WE'LL BE ABLE TO SEE THE IMPROVEMENT GOING ALONG WITH THAT IN THE PERFORMANCE.

SO, UH, WE'RE REALLY ALL CELEBRATING AND KNOCKING ON WOOD, UH, THAT THEY'RE FULLY STAFFED AT THIS TIME.

SO I DIDN'T WANNA INTERRUPT.

I JUST WANTED ADD THAT.

THANK YOU.

THANK YOU.

ANYTHING ELSE? YOU'RE WELCOME.

THANK YOU.

THANK YOU.

ON THE AGENDA IS, BUT WE DO NEED ACTION ON THAT.

AND THEN MOTION ON, UH, HAVE TO SEND IT FULL.

I MAKE A MOTION TO APPROVE AND FORWARD IT TO THE ACOM BOARD NEXT WEEK.

SIR.

CAN CONSIDER FULL BOARD.

FULL BOARD.

OKAY.

I COULDN'T HEAR.

YEAH.

GOT A MOTION TO HAVE A SECOND TO SEND THE, UH, FINANCIAL REPORT TO THE BOARD NEXT WEEK.

ANY DISCUSSION? CLOSING IN FAVOR, SAY AYE.

AYE.

OPPOSED? BEING NONE.

GARYS, MAY I ASK YOU SECOND PLEASE, JUDGE.

THANK YOU.

[7. Discussion and appropriate action on the recommendation to approve the Internal Audit update on completed 2023 activities and projects. – Jaye Wells]

UH, ITEM NUMBER SEVEN, DISCUSSION IN APPROPRIATE ACTION ON RECOMMENDATION TO APPROVE THE INTERNAL AUDIT UPDATE ON 2023 ACTIVITIES, PROJECTS.

JAY WELLS.

HI, GOOD MORNING.

I'M WATCHING BRANDON BEHIND.

I KNOW HE'S COMING UP NEXT.

YES, HE IS.

[00:20:01]

UH, GOOD MORNING, MEMBERS OF THE EXECUTIVE COMMITTEE.

MY NAME IS JAY WELLS AND I'M YOUR INTERNAL AUDITOR.

UH, THE INTERNAL AUDIT FUNCTION PROVIDES ASSURANCE TO YOU A COP BY REVIEWING ITS OP OPERATIONAL ACTIVITIES AND INTERNAL CONTROLS TO ENSURE THAT WE ARE IN CONFRONT REGULATIONS.

AND I'M HERE TO PROVIDE YOU AN OVERVIEW OF THE STATUS OF THE PROGRAM.

SO FAR THIS YEAR.

SINCE MY LAST REPORT, I HAVE FINALIZED AUDITS ON THE RESOURCE RECOVERY AND REGIONAL SERVICES PROGRAMS, PUBLIC SAFETY NINE ONE DIVISION, AND I HAVE PERFORMED MONITORING OVER A RECIPIENTS.

IN ADDITION, I HAVE COMPLETED THE AUDIT OVER NATIONAL NATURAL RESOURCES PROGRAM.

AND AS YOU CAN SEE, I'M, I'M CURRENTLY WORKING ON MY AUDIT OVER INSTRUCTED AND I DON'T ANTICIPATE DAYS IN THE COMPLETION OF THE REMAINING AUDITS THIS YEAR, I WILL PROVIDE YOU A HIGH LEVEL SUMMARY OF THE FINDINGS, OBSERVATIONS, AND RECOMMENDATIONS DISCOVERED DURING MY AUDITS OVER THE VARIOUS PROGRAMS. AND THE FULL REPORT ARE, ARE ATTACHED TO YOUR PACKETS FREE.

YOUR REVIEW FOR RESOURCE RECOVERY PROGRAM.

I NOTED THREE OBSERVATIONS.

THE FIRST OBSERVATION WAS THAT AN EXPENSE REIMBURSEMENT PER MILEAGE WAS SUBMITTED TWICE ON THE PAYMENT WAS MADE TO THE EMPLOYEE FOR BOTH SUBMITTALS.

SECOND PAYMENT WAS REFUNDED BY THE EMPLOYEE, AND THE ACTION PLAN IS FOR BOTH ACCOUNTING AND PROGRAM DEPARTMENTS TO ATTEND ADDITIONAL TRAININGS TO ENSURE THAT BETTER REVIEW OF THE EXPENDITURES OCCURS.

THE SECOND OBSERVATION WAS THAT AN INVENTORY ITEM WAS UNABLE TO BE FOUND AND THE VALID RESOLUTION, UH, WAS FOR STAFF TO, TO PERFORM AN INVENTORY OBSERVATION OVERALL EQUIPMENT, AND UPDATE THE INVENTORY LISTING.

THE THIRD OBSERVATION WAS THAT, UH, THE S SOP SOPS STANDARD OPERATING PROCEDURES ARE AIDED.

AND THE ACTION PLAN IS FOR STAFF TO REVIEW AND UPDATE THOSE SOPS REFLECT THE CURRENT PROCESS FOR REGIONAL SERVICES PROGRAM.

I, AGAIN NOTED THREE OBSERVATIONS.

FIRST OBSERVATION WAS INVENTORY ITEMS WERE I IMPROPERLY RECORDED AS TO REGIONAL SERVICES DEPARTMENT AFTER BEING PROPERLY DISPOSED OF OR TRANSFERRED TO ANOTHER DEPARTMENT.

AGAIN, THE RESOLUTION ON THIS IS TO PERFORM AN INVENTORY OBSERVATION OVERALL EQUIPMENT AND UPDATING THE INVENTORY LISTING.

THE SECOND OBSERVATION OR ORIGINAL SERVICES IS THAT THE STANDARD OPERATING PROCEDURES, UH, NEED TO BE UPDATED AGAIN TO REFLECT THE CURRENT PRACTICES, UH, AND THE ACTION PLAN IS FOR THE STAFF TO UPDATE THOSE.

THE LAST OBSERVATION ORIGINAL SERVICES, UH, WAS THAT ONE PROGRESS REPORT WAS DELIVERED TO THE GRANTOR 16 DAYS LATE.

AND TO PREVENT THIS FROM HAPPENING, STAFF WILL ADDRESS PROGRESS, REPORT DEADLINES, UH, TO THEIR CALENDARS AND INITIATE UPDATE MEETING MANAGEMENT TO ENSURE DEAD ARE UPHELD IN THE FUTURE.

FOUR SUB SUBRECIPIENT REVIEWS.

I AUDITED THE CITY OF SAN SAN ANTONIO AND MEALS ON WHEELS.

AND ONE FINDING WAS NOTED FOR MEALS ON WHEELS AND THAT THEY WERE NOT COLLECTING CUSTOMER SURVEYS.

UH, DUE TO STAFFING ISSUES.

THIS FINDING IS BEING REME REMEDIATED AND WE HAVE RECENTLY RECEIVED THE SURVEYS FOR THE FIRST QUARTER OF 20 20 23 FOR PUBLIC SAFETY.

THERE WERE NO ISSUES NOTED DURING THE, DURING THE AUDIT NATURAL RESOURCES PROGRAM.

WE HAVE ONE FINDING, ONE OBSERVATION, AND ONE RECOMMENDATION.

THE FINDING IS THAT ACTUAL RESOURCES HAD PURCHASED APPROXIMATELY 430,000 WORTH OF EQUIPMENT AND APPROXIMATELY $200,000 OF THAT EQUIPMENT WAS NOT TAGGED OR INCLUDED IN ACOG'S.

FIXED AS MANAGEMENT SYSTEM.

REMEDIATION PLAN IS THAT THE INVENTORY WILL BE TAGGED.

TAGGED AND INVENTORY RECORDS WILL BE UPDATED.

IN ADDITION, ACCOUNTING WILL BE, WILL PROPERLY RECORD PURCHASE EQUIPMENT TO THE ACCOUNTING RECORDS PROGRAM.

STAFF WILL ALSO WORK WITH ACCOUNTING TO ENSURE THAT EQUIPMENT PROPERLY BUDGETED AND EXPENSED FOR THE PROPER ACCOUNTING CODES GOING FORWARD.

AND THAT PROGRAM STAFF WILL ENSURE THAT EQUIPMENT PURCHASE PURCHASES ARE GO THROUGH OUR PROCUREMENT PROCESS PRIOR TO BEING INSTALLED.

THE OBSERVATION THAT I HAVE ON ACTUAL RESOURCES IS THAT

[00:25:01]

THEIR STANDARD OP PROCEDURES ARE UPDATED AND THE STAFF WILL UPDATE THOSE TO REFLECT THE CURRENT PROCESS.

AND FINALLY, THE RECOMMENDATION.

RECOMMENDATION IS THAT PROGRAM STAFF SEND THE, THE THIRD PARTY INVENTORY UPDATE REPORTS TO, TO INVENTORY MANAGEMENT STAFF TO ENSURE OUR RECORDS ARE WHAT ARE, WHAT ARE WE MISSING? LIKE COMPUTERS.

UH, UM, THEY WERE LARGE KNOCKS, UH, EQUIPMENT.

THEY WERE LARGE, UH, MONITORS THAT ARE USED FOR KNOCKS THAT ARE OUT.

THEY'RE NOT LOCATED IN THIS BUILDING.

SO THEY WERE DELIVERED AND THEY WERE INSTALLED AND SOMEHOW IT WAS NOT CAPTURED CLEARLY.

WE DROPPED THE BALL, BUT IT WAS NOT CAPTURED, UH, BY ACCOUNTING AND INVENTORY MANAGEMENT SYSTEM.

BUT THEY'RE LARGE, BIG AND, AND VERY HIGH DOLLAR.

SO IT'S, IT'S ONLY $230,000 WORTH OF, I MEAN, IT'S LIKE COUPLE OF, THEY'RE ABOUT RIGHT ISSUES.

OKAY.

SO HOW OFTEN DO YOU, HOW OFTEN IS IT INTERNAL AUDITOR? DO YOU, DO YOU RUN TESTS ON AN ONGOING BASIS? YES, SIR.

I, UH, RUN TESTS ON AN ONGOING BASIS OVER EQUIPMENT TO MAKE SURE THAT WE ARE, UM, IN LINE WITH OUR POLICIES AND PROCEDURES.

I CAN EXPAND.

UM, AS YOU ALL MAY RECALL, WE WORK TO MAKE SURE THAT THERE'S EXTERNAL EYES ON ALL OF OUR PROGRAMS. SO INTERNAL AUDIT REVIEWS AND PROGRAM ONE YEAR AND QUALITY ASSURANCE LOOKS AT, AT THE NEXT YEAR.

AND THEN IN ADDITION TO THAT, YOU HAVE OUR EXTERNAL AUDITORS WHO EVALUATE THEIR RISK FACTORS AND GO THROUGH IT.

SO THEY TAKE TURNS SO THAT THERE'S SOMEBODY FROM THE OUTSIDE REVIEWING IT.

SO EITHER INTERNAL AUDIT OR QA SHOULD BE SEEN OUR INTERNAL PROGRAMS EVERY YEAR.

WELL, HAVING THE AMOUNT OF PAPERWORK THAT GOES THROUGH HERE AND ALL OF THE DIFFERENT CATEGORIES THAT ARE LOOKED AT ON, ON A REGULAR BASIS, IT'S A PRETTY BIG OPERATION.

AND, UH, SO I, I THINK IT'S A GOOD IDEA THAT WE LOOK AT THIS STUFF ON A REGULAR BASIS TO MAKE SURE THAT, THAT THAT'S WHERE WE'RE AT AND IF WE FIND SOME ISSUES THAT WE NEED TO LOOK AT OR WHATEVER, THEN IT'S IMPORTANT THAT, UH, THAT WE DO THAT.

SO I THINK FROM WHERE WE STARTED FROM YEARS AGO, I THINK WE'RE MILES AHEAD AND, UH, DIANE, YOU AND YOUR TEAM DONE A GREAT JOB OF TRYING TO, UM, ROPE IT ALL IN, NO PUN INTENDED, JUDGE, BUT, UH, JUDGE EVANS.

BUT, UH, IT'S UH, IT'S BEEN A ONGOING PROCESS FOR YEARS TO BE ABLE TO FINALLY GET THINGS WHERE YOU NEEDED THEM.

THANK YOU.

I, AND I THINK THAT OUR, ADDING THE INTERNAL AUDIT POSITION AND THEN ADDING THE QA POSITION SO THAT WE CAN DISCOVER OUR OWN DIRTY LAUNDRY BEFORE IT'S DISCOVERED BY ONE OF OUR PROGRAM MONITORS IS WHAT'S REALLY IMPORTANT.

SO THAT WAY WE'RE ABLE TO IDENTIFY THE ISSUE AND TAKE STEPS TO CORRECT IT, UH, AND NOT HAVE IT DISCOVERED BY ONE OF OUR OUTSIDE FUNDER MONITORS.

SO DIANE, ON UH, IN INVENTORY MANAGEMENT, IT LOOKS LIKE THERE'S, THERE SO YOU HAVE AN OUTSIDE FIRM THAT DOES INVENTORY? NO, SIR.

WE CONTRACT FOR THE, UH, THE EQUIPMENT.

YEAH.

AND, UH, PROCUREMENT USED TO DO THAT, BUT THAT HAS TRANSFERRED OVER LAST YEAR TO ACCOUNTING.

SO ACCOUNTING BOTH DOES THE INVENTORY AND THEN RECONCILES ALL THE MANAGEMENT, UH, INVENTORY RECORDS.

SO IT'S CENTRALIZED IN ACCOUNTING AT THIS TIME INSTEAD OF BEING BIFURCATED WITH BOTH, UH, PROCUREMENT AND ACCOUNTING DUTY.

SO WE'RE NOT MISSING ANY, THE EQUIPMENT, IT WAS NOT BOOKED ACCOUNTED FOR.

NO, WE, WE ARE NOT MISSING NOT MISSING ANY EQUIPMENT AND, AND THE PROGRAM WAS AWARE THAT, THAT THE EQUIPMENT NEEDED TO BE TAGGED DIDN'T HAPPEN TO BE INTERNAL TRANSFERS.

IF SOMEBODY DOESN'T TELL A COUNTY WE HAVE THE SAME PROBLEM IN OUR COUNTY.

IT'S THE SAME THING.

AS LONG AS IT'S NOT MISSING, RIGHT? NO, NOTHING, NOTHING IS MISSING.

YEAH.

THANKFULLY WE HAD IT, IT WASN'T RECORDED, SO IT WASN'T MISSING.

SO.

RIGHT.

OUR BIGGEST CHALLENGE IS WITH, USUALLY WITH I D D STAFF THAT'S IN THE FIELD WITH THEIR COMPUTERS, THEY'RE ALL TAGGED, BUT IT'S ENSURING THEY GET BACK UP HERE WHEN WE'RE DOING OUR MONITORING AND OUR INVENTORY COUNT TO GET 'EM ACCOUNTED.

AND UH, AND THAT'S MADE A LOT OF PROGRESS THE LAST COUPLE OF YEARS CUZ THAT WAS A, A CHALLENGE JUST CUZ THEY'RE NOT HERE THAT MUCH.

BUT OTHER THAN THAT IT USUALLY IS FAIRLY CONSISTENT

[00:30:02]

PUT MOVES AROUND.

SO I THINK, I THINK WITH AFTER COVID TRYING TO BRING PEOPLE IN, TRAIN PEOPLE, GET THEM ACCUSTOMED TO OUR SYSTEMS IS ALSO, ALSO BEEN A MAJOR PROBLEM.

IT'S BEEN A CHALLENGE.

YEAH.

I'M I'M HAVING THE SAME THING IN, IN IN DOING THAT.

SO, SO I GET IT.

AND, UH, ANYWAY, A GOOD REPORT THAT WE NEED TO FORWARD THIS ON TO THE REGULAR BOARD.

I MAKE A MOTION, WE APPROVE THE, UH, AUDIT TO BE MOVED FORWARD TO THE REGULAR BOARD FOR ITS APPROVAL.

HAS HE COMPLETED IT? I HAVE, UH, JUST, JUST ANOTHER SLIDE HERE.

UM, IN SUMMARY, I HAVE HAVE NO OTHER, UH, STATEMENT ACCOUNTING OR PROGRAMMATIC ISSUES AND I'M NOT AWARE OF ANY INFORMATION THAT SHOULD BE DISCLOSED AT THIS TIME.

UM, DO Y'ALL HAVE ANY OTHER QUESTIONS FOR ME? I THINK I'VE GOT A MOTION.

OKAY, SECOND.

SECOND, UH, TO APPROVE THE, UH, REPORT IS PRESENTED.

ANY DISCUSSION SAY AYE.

AYE.

OPPOSED? AYE.

HAVE IT CARRIES NOW ASK THE MIC.

BRIN QUALITY ASSURANCE.

YES.

THANK YOU JUDGE.

ADAM EXPECTS Y'ALL TO HAVE BATON TO PASS MY WILL REMARK THAT HE INCLUDED THOSE INTERNAL AUDIT REPORTS IN YOUR PACKET SO YOU HAVE THEM FOR YOUR REVIEW

[8. Discussion and appropriate action on the recommendation to approve the Quality Assurance update on completed 2023 activities. - Bryn Herrera]

ALSO, ITEM NUMBER EIGHT IS DISCUSSION AND APPROPRIATE ACTION ON THE RECOMMENDATION TO APPROVE THE QUALITY ASSURANCE UPDATE ON COMPLETED 2023 ACTIVITIES ARRERA.

MORNING.

UH, CHAIRMAN, MY NAME IS BRENDA ARRERA, I THE ACO INFORMATION AND PRIVACY OFFICER HERE TO GIVE YOU.

I'M HERE WITH OUR INTERNAL AUDITOR, JAY, UH, TO GIVE YOU AN UPDATE AND REQUESTED APPROVAL OF OUR INTERNAL REVIEWS AND INITIATIVES FOR 2023, THE INTENT OF ACO, QA TO ENSURE PROGRAMS MEET AND EXCEED THEIR COMPLIANCE STANDARDS, ASSIST IN PREPARING FOR EXTERNAL MONITORS AND AUDITS, IDENTIFY WEAKNESSES AND PROCESSES AND OFFER RECOMMENDATIONS WITH BOTH CONTINUOUS QUALITY IMPROVEMENT.

UH, ADDITIONALLY, AS OF JANUARY ONE THIS YEAR AS AN EXPANSION OF MY ROLES AND RESPONSIBILITIES, UH, THE MANAGEMENT OF OUR, OF OUR IT SYSTEM PIECE, UH, AND CONTRACTS HAVE BEEN MOVED UNDER JAKE LINSKY AND MYSELF.

UM, THIS WAS MOSTLY A CHRISTMAS GIFT TO CLIFF WHO CONTINUES TO FIVE MONTHS AFTER IN FACT, UM, EVERY DAY .

UH, AND SO WITH WITH THAT, WITH THAT EXTENSION, I WOULD ASSUME THE TITLED INFORMATION PRIVACY OFFICER, MY ROLE IN THIS CONTEXT.

CONTEXT, MR. REVIEW THE PHYSICAL TECHNICAL ADMINISTRATIVE SAFEGUARDS TO WHICH PREVENT THE UNAUTHORIZED DISCLOSURE OF SENSITIVE INFORMATION IN PHYSICAL AND DIGI.

ADDITIONALLY TO COORDINATE IMPLEMENT IT PROJECTS AND SERVICES WITH OUR CONTRACTED VENDOR.

I ALSO AIM TO PROMOTE COMPLIANCE WITH PRIVACY AND CYBERSECURITY LAWS BY THE IMPLEMENTATION OF MINISTRY STANDARDS, INVEST PRACTICES, INSTANT INVESTIGATION AND IDEN IDENTIFICATION VULNERABILITIES.

SO ALL QA PROJECTS SCHEDULED 2022 HAVE BEEN COMPLETED WITH THE EXCEPTION OF A REVIEW OF OUR VETERANS DIRECTED SERVICES PROGRAM PROGRAM.

I FELT IT MADE MORE SENSE TO COMPLETE THIS REVIEW AS PART OF THE 2023 ALAMO VETERANS NETWORK REVIEW AND JUST HAVE A WIDER VETERAN SERVICES QA REVIEW THIS YEAR.

ON THE IT AND PRIVACY SIDE, THIS IS A SUMMARY OF SOME OF THE MAJOR PROS PROJECTS AND INITIATIVES THAT WERE COMPLETED FOR 2022.

THESE WERE ALSO INCLUDED IN MY PREVIOUS UPDATE IN OCTOBER, BUT I THOUGHT I WOULD INCLUDE THEM AGAIN HERE SINCE WE HAVE MANY NEW MEMBERS ON THE BOARD.

UH, JUST TO BRING EVERYONE UP TO SPEED, THE ORIGINAL SCHEDULE FOR FOR THE 2023 PROGRAM REVIEWS FOR QA HAS SHIFTED SOMEWHAT, MOSTLY AS A RESULT OF ME SETTLING INTO MY NEW RESPONSIBILITIES AT THE START OF THE YEAR.

AND ALSO SOME AGENCY REORGANIZATION WE HAD OVER SOME OF OUR MAJOR DEPART DEPARTMENTS.

UH, IT MADE A BIT MORE SENSE TO DO A COUPLE OF SMALLER REVIEWS FIRST BEFORE MOVING ON, ON TO OUR LARGER CONSUMER FACING PROGRAMS, WHICH TYPICALLY NEED MORE MORE COMPREHENSIVE REVIEWS.

UH, HOWEVER, I DON'T ANTICIPATE ANY ISSUES COMPLET GIVING THE REMAINING REVIEWS BY THE END OF THE YEAR.

AND BASED ON THE, UH, THE REVIEW ACTIVITIES COMPLETED SO FAR, I DON'T FEEL THAT THERE ANY SIGNIFICANT BREACHES OF COMPLIANCE OR CONDUCT WHICH WARRANT REPORTING TO YOU ALL TODAY.

THIS SLIDE IS A SUMMARY OF INITIATIVE PROJECTS FOR 2023 ON THE INFO AND PRIVACY REALM.

AND IN MY OPINION, THE MOST MAJOR PROJECTS IN 2022 AND 2023 HAVE BEEN THE IMPLEMENTATION OF TWO FACTOR AUTHENTICATION AND THE MIGRATION OFFICE 365 FOR EMAIL AND WORK APPLICATIONS.

THE

[00:35:01]

PROCESS HAS BEEN CHALLENGING AND I'LL TAKE A MOMENT TO THANK STAFF FOR THEIR CONTINUED ENTHUSIASTIC SUPPORT.

UM, BUT I THINK WE ARE TWO OR NOT , BUT I THINK WE ARE IN A GOOD POSITION, UH, SINCE OUR PREVIOUS VERSION OF OFFICE STOPPED RECEIVING UPDATES SUPPORT AS OF TUESDAY LAST WEEK.

UM, YEAH, WE ARE IN A GOOD POSITION, THE PREVIOUS VERSION OF OFFICE PROCEEDING UPDATES AND SUPPORT AS OF TUESDAY LAST WEEK.

AND AS OF TODAY, THE AGENCY HAS SUCCESSFULLY MIGRATED.

OTHER PROJECTS ARE PERMANENT AIMED AT INCREASING ACOG'S POSTURE IN REGARDS TO FIBER RESILIENCE AND PRIVACY.

AND THROUGH THIS TYPE AND THOUGH THIS TYPE OF WORK IS NEVER DONE, I WANT TO THANK DIANE CLIFF AND ACOG LEADERSHIP FOR RECOGNIZING ITS VALUE AND IMPORTANCE AND THEIR CONTINUED SUPPORT IN THESE AREAS.

SO IN SOME RECENT ACTIVITIES CONTINUED TO SUPPORT ENHANCEMENTS TO ACOG'S COMPLIANCE, PRIVACY AND SECURITY ENVIRONMENTS.

I FEEL LIKE WE ARE POSITIONED ABOUT TO PROACTIVELY RECOGNIZE EMERGING TECH TECHNOLOGIES THREATS AND REGULATORY CHANGES AND TO MAKE STRATEGIC DECISION.

AND AS ALWAYS, I CAN CONTINUE TO MAINTAIN AND OPEN YOUR POLICY FOR ALL OF OUR PROGRAMS START TO BE AN INTERNAL RESOURCE THAT WE CAN EFFECTIVELY MORE EFFECTIVELY MEET OUR MISSION.

FINALLY, I ALWAYS LIKE TO INCLUDE SLIDE TO EMPHASIZE THAT IA AND Q QA HAVE FORMED A PARTNERSHIP TO ENSURE, UH, COMPREHENSIVE INTERNAL MONITORING OVER THE AGENCY'S FISCAL AND PROGRAMMATIC ACTIVITIES.

JAY AND I WOULD LIKE TO THANK STAFF FOR THEIR SUPPORT AND FACILITATION OF OUR REVIEWS AND WE ARE HAPPY TO ANSWER ANY QUESTIONS.

AND RESPECTFULLY, RESPECTFULLY, REQUEST YOUR APPROVAL OF THE INTERNAL AUDIT AND QUALITY ASSURANCE ACTIVITY 23.

THE ONLY THING THAT I, I WANT TO TALK ABOUT, IF I MIGHT, I'M DEEPLY INVOLVED IN TWO PRETTY, PRETTY LARGE SIZE, UH, COMPANIES RIGHT NOW.

AND BOTH OF THEM, ONE OF THEM, UM, UH, WAS HACKED.

AND THEN ANOTHER ONE WHICH WE USE AN OPERATING SYSTEM, UH, WAS HACKED ALSO.

AND THE SECOND ONE IS WORLDWIDE THAT'S AFFECTED PEOPLE IN MY BUSINESS.

AND UM, SO I CAN'T TELL YOU HOW IMPORTANT AND HOW STRONG I FEEL ABOUT MAKING SURE THAT WE STAY ON TOP OF, UH, OUR SYSTEMS TO BE SURE THAT IF WE NEED TO BRING SOMEBODY IN TO HELP OR WHATEVER WE NEED TO DO.

I, I THINK IT'S CRITICALLY IMPORTANT.

UM, I USUALLY DON'T DO THIS, BUT UH, MY COMPANY, UH, NOT OUR SYSTEM WAS HACKED, BUT THE PEOPLE THAT WE USED WAS HACKED AND IT'S CAUSED A TREMENDOUS AMOUNT OF PROBLEM.

THE OTHER COMPANY I TALKED ABOUT BASICALLY WAS COMPLETELY SHUT DOWN.

UH, COULDN'T THEY GOT HIT, THEY DECIDED NOT TO PAY THE RANSOM, THEY SHUT DOWN COMPLETELY BROUGHT IN THE FEDS, EVERYBODY ELSE.

LONG STORY SHORT, THEY'RE JUST NOW GETTING BACK UP AFTER THREE WEEKS AND UM, IT'S A VERY WELL KNOWN COMPANY AND UM, SO I CAN'T, UM, IT'S MY, IT'S BEEN ONE OF MY NIGHTMARES.

AND UH, SO I JUST WANTED TO EXPRESS THAT, THAT HOW CRITICALLY IMPORTANT THERE ARE MEAN PEOPLE WHO DO MEAN THINGS THAT WANT TO SHUT DOWN PLACES AND CAUSE HAVOC.

AND I'VE WATCHED IT PERSONALLY WITH TWO VERY LARGE OPERATIONS THAT HAVE BEEN COMPLETELY BROUGHT TO THEIR KNEES.

DO WE DO INTERNALLY, DO WE DO A CYBERSECURITY TRAINING COURSE WHERE EVERY EMPLOYEE, OKAY, YES, WE HAVE.

I I HAVE TO REALLY EXPRESS MY APPRECIATION TO COMPUTER SOLUTIONS CUZ WHEN WE TRANSITION FROM BEING IN-HOUSE TO THEM ABOUT SIX YEARS AGO, I GUESS THAT MADE A HUGE DIFFERENCE.

AND, UH, JUST TO REMIND EVERYONE THAT THAT IS, THAT CONTRACT IS AVAILABLE FOR ANY OF OUR MEMBER GOVERNMENTS TO PIGGYBACK ON IF THEY SO CHOOSE.

UH, WE ALSO DO EXTENSIVE TRAINING INTERNALLY.

I DON'T THINK YOU CAN EVER DO ENOUGH TRAINING, BUT WE DO THE TRAINING.

IN FACT WE'RE REQUIRED BY OUR FUNDERS EVERY YEAR TO DO, UH, THE CERTIFICATION, RIGHT.

UH, TEST AGAIN.

AND WE JUST COMPLETED THAT ONE THIS THIS WEEK.

UH, SO THAT IS COMPLETED AND WE HAVE TO PROVIDE THOSE RECORDS TO OUR FUNDERS THAT EACH EMPLOYEE DIDN'T TAKE THAT.

OKAY, GOOD.

UM, WE ALSO HAVE SEVERAL TOOLS INSTALLED ON OUR SOFTWARE.

AGAIN, YOU CAN NEVER BE TOO CAREFUL, BUT, UH, WE USE, UH, WE HAD FISH LINE

[00:40:01]

AND UH, THAT WOULD SEND OUT A LITTLE REMINDER TRAINING TO EVERYBODY LIKE ONCE A WEEK THAT YOU CAN READ THAT AND PRACTICE ON THAT.

AND WE SWITCHED OUT FISH FOR WOLF, SOME KIND OF ANIMAL WOLF.

WHAT ART? ART, YOU KNOW, THEY ALL HAVE NERVE FOR ARTICLE AND WE ALSO USE BARRACUDA.

AND SO BARRACUDA REALLY DOES HALF THE TIME JUST GET MAD AT IT, BUT IT REALLY DOES, UH, PROVIDE THAT STOP GAP.

SO NOTHING IS A HUNDRED PERCENT, BUT WE TRY TO LAYER THOSE TOOLS AND REALLY DO A LOT OF TRAINING WITH THE EMPLOYEES, PARTICULARLY THOSE THAT ARE IN AREAS WHERE WE CAN HAVE HIPAA VIOLATIONS.

UH, AND I DON'T KNOW IF YOU WANNA ADD ANYTHING TO THAT, BRENT? NO, I THINK YOU PRETTY COMPREHENSIVELY COVERED.

COVERED, UH, JUST FROM, UM, FROM THIS STANDPOINT, WE, WE, WE HAVE OUR ANNUAL CYBERSECURITY TRAINING, WHICH STAFF HAVE IT'S EVERY YEAR.

WE ALSO, UH, I ALSO REVIEW OF SERIES TOOLS AND LOGS ON, ON REGULAR BASIS.

WE ALSO HAVE INTERNAL CAMPAIGNS AND ASSESSMENTS SORT THAT WE GENERATE THAT WE SEND OUT TO STAFF, SEE WHO CLICKS ON THE LINKS OR LIKE ANSWERS THE EMAIL CAN IDENTIFY THOSE PERSONNEL WHO MIGHT NEED ADDITIONAL TRAINING IN ADDITION TO PERIODIC SECURITY AWARENESS UPDATES, UM, FROM INFORMATION THAT'S THAT THAT HAVE BEEN PROVIDED TO, UM, BY CYBER, BY ORGANIZATIONS DEDICATED TO LIKE RAISING CYBERSECURITY AWARENESS.

ONE OF THE THINGS I WOULD LIKE TO ADD ALSO IS WE DO ARE SUPPOSED TO HAVE, YOU KNOW, IT HASN'T BEEN TESTED YET.

HOPEFULLY WE ARE GONNA DO SOME TESTING, BUT WE DO HAVE REDUNDANT BACKUP SYSTEMS IN THE CLOUD.

SO WE'RE TOLD BY COMPUTER SOLUTIONS IF WE DID GET HIT AND WERE BROUGHT DOWN, WE COULD SPIN BACKUP WITH THAT BACKUP WITHIN 24 HOURS.

OKAY.

SO THAT'S WHAT THEY TELL US.

SO YES, WE'VE BEEN TALKING ABOUT THEM ABOUT ACTUALLY TESTING THAT SYSTEM.

YEAH, THAT IS, THAT IS, IT ACTUALLY WORKS AS, AS REPRESENTED.

YEAH.

ON THE AGENDA FOR, TO COMPLETE THIS YEAR, THE BEST THING WE EVER DID WAS IS TO GO WITH COMPUTER SOLUTIONS.

BEFORE THAT, IF YOU WEREN'T HERE, IT WAS, UH, BEING PRIMITIVE.

BEING BEING EXPOSED IS UNDERSTATEMENT OF WHAT WE HAD.

SO IT WAS TERRIBLE.

WE'VE, WE'VE, THAT'S THE WAY TOLD WE TAKE AQUA QURAN LEAD.

I'LL MAKE THE MOTION TO APPROVE AS PRESENTED.

I'LL SECOND IT.

GOT A MOTION IN THE SECOND TO APPROVE THE QUALITY ASSURANCE UPDATE IS PRESENTED.

FULL DISCUSSION.

DOES THAT NEED TO GO TO THE FULL BOARD? FULL BOARD? YES.

FULL BOARD THAT TO THE FULL BOARD, YES.

ENABLE US TO ANY DISCUSSION.

SECURITY BAKER SAY AYE.

AYE.

AYE.

OPPOS BEING NONE CARRIES.

[9. Agency Contract Performance Report - Diane Rath]

MOVE ON TO ITEM NUMBER NINE.

AGENCY CONTRACT PERFORMANCE REPORT.

HAVE THE NATIONAL, SORRY, MR. CHAIRMAN.

CHAIRMAN, I AM VERY PLEASED TO BRING YOU OUR CPR UPDATE.

WE ARE, UH, WE JUST HAVE A COUPLE PROGRAMS THAT HAVE COUPLE OF AREAS TO IMPROVE, BUT OVERALL I THINK BIG PROGRESS AS YOU HAVE.

WE HAVE HEARD EARLIER TODAY WE HAVE TO BRAG ON AGING.

AGING HAS HAD TWO CONSECUTIVE MONTHS OF GREAT PERFORMANCE.

UH, THEY HIT EVERY SINGLE BENCHMARK FOR IN BOTH ALAMO AND FAIR AGING, UH, LAST MONTH.

SO THEY DESERVE TREMENDOUS RECOGNITION FOR THAT.

IN ADDITION, WE'RE VERY, VERY GLAD TO HASH BACK IN ART THEY'RE DOING, EXCEPT WE JUST HAD A COUPLE OF COUNTIES, MCCLINNEY GUADALUPE MISSED A LITTLE BIT OF AND, UH, MINIMAL THEY'RE, THEY'RE, THEY'RE REALLY EXCEEDING, BUT THEIR TARGET IS PHENOMENAL JOB.

AND I JUST POINT OUT THAT THE DEMAND RESPONSE FOR UZI IS 17,220 AND THEY'RE ALREADY AT 16 131.

SO THEY'RE DOING A WONDERFUL JOB.

AND, UH, THE, THE OTHER OPERATIONS IS DELIVERING, DOING VERY GOOD.

I WOULD POINT OUT THAT BANDERA IS BACK IN THE GREEN.

UH, WE'RE PROVIDING SERVICE TO AN ADDITIONAL SENIOR CENTER NOW AND THEY ARE REALLY TAKING, TAKING ADVANTAGE OF IT.

SO THAT, THAT'S THE GOOD NEWS.

SO BANDERA'S BACK IN GREEN ALSO, WHOOPS.

I D D IS, UH, MAKING VERY GOOD PROGRESS.

UH, THEY'RE ALL GREEN THERE, AS I SAID, FULLY STAFFED.

SO WE'RE, WE'RE HOPING THAT WE ARE ON A, ON A GOOD PATH FORWARD.

I APPRECIATE ALL THEY HAVE PUT INTO IT.

UH, IT'S BEEN EXTREMELY, EXTREMELY CHALLENGING OUR STAFF AND KEEP STAFF.

I HATE TO THINK WHAT WOULD'VE HAPPENED HAD WE NOT HAD BONUS PROGRAM IN PLACE.

UH, BUT THEY'RE MOVING FORWARD.

THEY'VE IMPLEMENTED SOME ADDITIONAL, ADDITIONAL, UM,

[00:45:01]

PROCEDURAL ACTIVITIES IN, UH, BUT I THINK WILL HELP THEM QUITE A BIT AS THEY MOVE FORWARD AND TO MAKE THERE, UM, DEFICIT IN THEIR REVENUE THEY HAVE THIS YEAR, BUT THEY'VE GOT HALF A YEARS.

SO WE'RE OPTIMISTIC.

UM, AS YOU SHOULD HAVE HEARD, MILITARY AND VETERANS AFFAIRS IS JUST DOING GREAT.

GUYS.

I REALLY WANNA DEMON DEMONSTRATE FOR YOU TO SEE HOW HOW THEY OVERPERFORMED ON THE CONTRACT.

UM, WHEN YOU LOOK AT OUR CLOTHES END OF MARCH FOR, UH, THE UH, TEXAS VETERANS NETWORK, YOU WILL SEE THAT OUR CONTRACT AMOUNT OF UND VETERANS WAS 1600 AND WE SERVED 3,574.

UM, THE NUMBER OF REFERRALS MADE, THE GOAL WAS 1700 AND WE PROVIDED 6,402 REFERRALS.

UH, UH, I ALSO HAVE TO, AS WE MENTIONED, WE'RE VERY GRATEFUL VETERANS DIRECTED CUZ THAT GOAL IS LIKE THREE A MONTH OR SIX A YEAR.

WE'RE 567 AS WE SPEAK.

SO, UH, THEY'RE DOING A, A TREMENDOUS JOB AND I WILL REMIND EVERYONE, EVERYONE'S PROGRAM INCOME WITH VETERANS DIRECTED AND ALLOWS US TO FUND FUND HOMES FOR TEXAS HEROES, RIDES FOR HEROES.

AND, UH, OUR ALAMO VETERANS WORK NOW.

SO WHEN WE GO TO PUBLIC SAFETY, UH, WE ARE, WE ARE IN THE GREEN FOR OUR EQUAL ESTIMATED COURSE.

THEY'RE CONTINUING TO SCHEDULE ADDITIONAL COURSES, UH, CUZ THEY DID GET BEHIND AN ACTIVE OF COVID ON CLASS ATTENDANCE.

IT IS FINALLY IMPROVING.

UM, UH, WE'LL POINT OUT THAT WE ARE BELOW FOR THE YEAR FOR THE CORRECTIONS OFFICER COURSE.

UH, WE HAVE TWO COURSES SCHEDULED FOR THIS YEAR.

WE WILL NOT MAKE THAT GOAL IN OUR CONTRACT FOR THIS YEAR.

IS THE WAY WE CAN MAKE IT.

I THINK, UM, FOR TWO REASONS.

WE GOT BIT COMPLACENT AFTER COVID AND DIDN'T REALLY SCHEDULE AS AGGRESSIVELY AS WE NEED TO.

AND, UH, JUST GOT, SO THE BASIC CORRECTIONS OFFICER, UH, WILL MISS ITS CHART AND THERE IS ANOTHER PROVIDER THAT IS PROVIDING THOSE SERVICES IN THE REGION.

REGION ALSO.

AND I WILL SAY THAT LAW ENFORCEMENT HAS A GRADUATION SKETCH NEXT WEEK.

UM, SO WE MOVE ON TO WEATHERIZATION? YES.

BEFORE YOU MM-HMM.

LEAVE THAT.

I KNOW ONE OF THE ISSUES THAT WE HAVE IN OUR, OUR JAIL IS THAT, UM, THE CORRECTIONS OFFICERS GET THEIR TRAINING, I GUESS, I'M NOT SURE.

I THINK IN-HOUSE BASICALLY, BUT THEN THEY DON'T TAKE THE TIME TO GO ACTUALLY TAKE THE TEST.

IS THEY'RE REQUIRED.

IS THERE A, IS THERE A WAY THAT ACADEMY COULD BRING THAT TESTING COME WITH US TO DO IT? YES.

OKAY.

THEY, THEY MIGHT BE DOING IN HOUSE CONTRACTING WITH US TO DO THE BASIC OFFICERS TRAINING.

UH, BUT IT IS PROVIDED THAT TRAINING, PASSING THE TEST BECAUSE SOME COUNTIES HAVE A PROBLEM WITH THEIR, UH, STAFF PASSING TEST.

BUT WE'LL BE GLAD TO WORK WITH YOU, YOU ON HOW MEET THAT NEED BETTER.

OKAY.

BUT THEY ALL GET THE TEST.

THEY JUST MIGHT NOT PASS TEST.

UM, ON WEATHERIZATION, UH, ON JULY HEAT 23, THAT CONTRACT, UH, WAS JUST RECEIVED A COUPLE MONTHS AGO.

UH, THEY KEPT EXTENDING OUR LIGHT 22 CONTRACT.

AND YOU WILL SEE THAT ON THE 22 CONTRACT AT CLOSEOUT, WE COMPLETED 26 MORE HOMES THAN WE WERE CONTRACTED FOR AND REALLY KEPT OUR OVERHEAD DOWN, WHICH ALLOWED US TO DO SO.

WE DID A HUGE SUCCESS WITH A CONTRACT THAT JUST CLOSED AT MARCH 31ST AND WE FINALLY GOT THE CONTRACT.

AND SO WE'RE NOW FOCUS FOCUSING ON THAT UNIT AND WE HAVE SIGNIFICANT NUMBERS OF ALMOST THAT ARE, UH, RELEASED IN THEIR FIELD AT THIS TIME.

SO BY JUNE THAT ONE SHOULD BE BE CAUGHT UP.

UH, ON THE DOE WEAPONIZATION MAY RECALL WE WERE WAITING FOR THE, FROM THE STATE ON HOW THEY WERE GONNA IMPLEMENT, UH, DOS FLEXIBILITY AND GUIDANCE KEPT GIVING US VERBAL DIRECTION, BUT WE DIDN'T.

ANYTHING THAT HAS FINALLY BEEN RE SO WE SHOULD BE MOVING FORWARD WITH THAT.

UH, WE SUFFICIENT HOMES TO MEET OUR TARGETS, UH, WITH DOE.

SO WE FEEL PRETTY GOOD ABOUT THE ONE WE KEEP REMINDING IS THAT WE DO NEED ADDITIONAL, UH, HOMES FOR, FOR WEATHERIZATION IN THOSE TARGETED, UH, COUNTIES.

UH, CAUSE WE REALLY WANNA DO A, A BETTER JOB WITH REGIONAL DISTRIBUTION.

SO WITH THAT, MR. CHAIRMAN, I'LL CERTAINLY QUESTIONS, QUESTIONS ON THE, UH, WEATHERIZATION.

CAN WE GET SOMEBODY DOWN TO KANS AND DO A PRESENTATION THAT MAYBE THAT WE COULD DO? UH, I COULD INVITE SINCE, SINCE WE'RE DEFICIENT IN OURS.

WE WOULD

[00:50:01]

LOVE, WE WOULD LOVE TO.

THE NEED IS THERE.

YEAH, THE NEED IS THERE, BUT, BUT THE EDUCATION SAY THAT'S ONE OF MY MOST FRUSTRATING PROGRAMS CUZ IS SO VERY TIGHT.

YEP.

UH, BUT WE WOULD LOVE TO COME DOWN AND DO THAT.

SO WE'LL WORK WITH, YOU'LL HAVE HAVE ALICIA WORK, CALL YOUR STAFF.

PLEASE DO WITH PLEASE DO.

WE'LL REACH OUT AND SCHEDULE, SCHEDULE SOMETHING.

WE APPRECIATE THAT.

THANK, THANK YOU.

UH,

[10. Items to be placed on the Board of Directors meeting agenda from the Executive Committee.]

THEN ITEM NUMBER 10 ARE ITEMS TO BE PLACED ON THE BOARD OF DIRECTOR'S MEETING.

AGENDA FOR THE EXECUTIVE FROM THE EXECUTIVE COMMITTEE.

COVERED ALL WAY SHOULD JUST BE ALL THE THINGS THAT WILL, UH, WITH THE MOTIONS THAT WILL BE PRESENTED TO THE FULL BOARD, RIGHT? YEAH, ALREADY.

SO

[11. Items to be placed on the agenda for the next Executive Committee meeting.]

THEN ITEM NUMBER 11 OR ITEMS WILL BE PLACED ON THE AGENDA FOR THE NEXT EXECUTIVE COMMITTEE MEETING.

I'M SORRY, HAVE A MOTION TO MOVE THIS TO THE BOARD REPORT THAT I JUST GAVE.

DOES THAT BE APPROVED? I MOVED.

UH, RICH BOARD IS YES.

MOVED.

WE NEED APPROVE THE CPR REPORT, MOVE APPROVAL.

FULL BOARD BOARD.

I'LL SECOND THAT AND A MOTION AND A SECOND.

THOSE A FAVOR SAY AYE.

AYE.

AYE.

OPPOS HOST BEING NONE CARRIES ANYTHING FROM THE EXECUTIVE COMMITTEE'S NEXT MEETING,

[12. Next meeting is scheduled for Wednesday, July 19, 2023 at 10:00 a.m. at AACOG.]

THE NEXT MEETING SCHEDULED FOR WEDNESDAY, JULY THE 19TH, 2023 AT 10:00 AM.
