SO, UH, WHAT I'D LIKE TO INTRO, INTRO, UH, TALK TO Y'ALL ABOUT TODAY ARE TWO DIFFERENT THINGS. ONE IS, UH, THE REGION 12 FLOOD PLANNING UPDATE. UH, FOR THOSE OF YOU WHO MAY NOT BE COMPLETELY FAMILIAR WITH IT, UH, THE STATE LEGISLATURE, UM, PASSED THE LAW A COUPLE YEARS AGO, BASICALLY ESTABLISHING THE REQUIREMENT TO DO FLOOD PLANNING ON A REGIONAL LEVEL STATEWIDE, UH, IN THE SAN ANTONIO RIVER. THE RIVER AUTHORITY IS THE, UM, ADMINISTRATIVE AGENT OR ENTITY THAT HANDLES, UH, THAT REGIONAL FLOOD PLANNING. IT INCLUDES, AS YOU CAN SEE ON THE SCREEN, A WHOLE NUMBER OF DIFFERENT COUNTIES, UH, THAT ARE PART OF THAT IN THAT RIVER BASIN. AND A MAP IS ALWAYS EASIER TO SEE. BUT THERE IS, UH, WHAT OUR JURISDICTION IS FROM A REGIONAL 12 REGION, 12, UH, AREA. WE HAVE A NUMBER OF, UH, REPRESENTATIVES WHERE PEOPLE HAVE APPLIED AND BEEN SELECTED [00:05:01] FOR THOSE POSITIONS. A NUMBER, THE LIST IS ON THE SCREEN. UH, THAT HAS TO BE SUBMITTED TO THE TEXAS WATER DEVELOPMENT BOARD. WE SUBMITTED A DRAFT PLAN, UH, IN JANUARY OF THIS YEAR AFTER PUBLIC MEETINGS, INPUT STAKEHOLDER OUTREACH TO, UM, CITIES, COUNTIES, SMALL MUNICIPALITIES, INTEREST GROUPS, UH, EVERYBODY THAT WE COULD THINK OF TO SAY, DO YOU HAVE A FLOODING PROBLEM? WHAT DATA DO YOU HAVE? WHAT PLANS DO YOU HAVE? AND WE'VE BEEN THROUGH THIS EXTENSIVE GATHERING EFFORT TO PUT IT INTO ONE DOCUMENT. WE HAVE A REGIONAL FLOOD PLAN. THE FINAL IS A, IS DUE TO THE STATE, UH, IN JULY. WE ANTICIPATE APPROVED VOTING ON THAT FOR APPROVAL AT THE REGION 12 BOARD, UH, IN JUNE. AND THEN IN SEPTEMBER, THE STATE WILL SUBMIT THAT TO THE LEGISLATURE AS OF RIGHT NOW. UH, BEFORE I JUMP TO THE NEXT TOPIC, UH, SAN THE SAN ANTONIO RIVER BASIN HAD ROUGHLY A BILLION AND A HALF DOLLARS OF PROJECTS, UH, IN THAT DRAFT PLAN. UM, WE ARE HAPPY TO BRIEF Y'ALL IF YOU HAVE QUESTIONS ABOUT WHAT ENTITIES WITHIN YOUR AREA OR WHAT YOUR STAFF MAY HAVE SUBMITTED. WE CAN PROVIDE ALL THAT. WE ARE STILL GETTING, UM, SOME PROJECT SUBMITTED, WHETHER IT'S A PLANNING EFFORT, UM, OR JUST, HEY, WE HAVE A PROBLEM THAT NEEDS SOME SORT OF STUDY IN THE FUTURE. OR AN ACTUAL PROJECT WHERE AN ENGINEERING FIRM OR OUR, UM, ENGINEERING STAFF HAVE DONE WORK AND SAID, HEY, HERE'S THE COST BENEFIT RATIO. HERE ARE THE ISSUES. UM, WE'VE SEEN EVERYTHING FROM, YOU KNOW, ELEVATING BRIDGES, ELIMINATING LOW WATER CROSSINGS, UM, ELEVATING CRITICAL INFRASTRUCTURE, YOU NAME IT. UH, THERE'S A VARIETY OF POTENTIAL PLANS THAT ARE ALL NOT, THE REGION HAS NOT DEVELOPED THOSE, THOSE ARE ALL DEVELOPED FROM EITHER ENTITIES, CITIES, COUNTIES, WHOEVER. UM, AND THEN WE ARE GATHERING THEM AT THIS POINT WITH THE GOAL, UH, THAT THE LEGISLATURE WILL PUT FUNDING INTO THEIR BUDGET THIS YEAR FOR SOME OF THAT FLOOD PLANNING EFFORT. UH, WE'RE THE, IF YOU HAVE ANY QUESTIONS, HU THE HOUSTON AREA IS THE BIGGEST ONE THAT HAS SUBMITTED MONEY SO FAR. WE ARE IN TERMS OF DOLLARS THAT THEIR, THEIR PLAN IS COVERING, IT'S 27 BILLION, I THINK. UM, BUT WE ARE AT THE TOP OR CLOSE TO THE TOP IN THAT AREA. WE HAVE SOME BIG PROJECTS THAT WE'VE SUBMITTED. SO WE'RE OPTIMISTIC THAT, YOU KNOW, WE WILL BE LOOKING GOOD COMPARED TO OTHER ENTITIES WITHIN THE STATE. I'LL BRAG ON MY AGENCY A LITTLE BIT. PART OF THAT IS BECAUSE THE R SAN ANTONIO RIVER AUTHORITY FOR YEARS HAS DONE EXTENSIVE FLOODPLAIN MAPPING MODELING. AND SO WE WERE ABLE TO USE ALL OF THAT DATA IN ADDITION TO A VARIETY OF OTHER PIECES OF DATA TO REALLY MAKE A GOOD PLAN GOING FORWARD. UH, AND THAT LEADS ME TO FLOODPLAIN MAPPING UPDATES. SO WE ARE, UH, THE FLOODPLAIN MAPPING AGENT ON BEHALF OF FEMA, UH, FOR THIS PART OF THE REGION. UH, THERE'S ONLY, UH, HARRIS COUNTY FLOOD CONTROL IS THE ONLY OTHER ENTITY IN THE STATE OF TEXAS THAT DOES THAT. AND VERY FEW ACTUALLY, UH, HAVE THE, THAT FEMA HAS THE CONFIDENCE IN NATIONWIDE TO DO THAT. SO WE ARE ONE OF THOSE RIGHT NOW. WE ARE, AS YOU SEE ON THIS, ON THE MAP OR IN YOUR PACKETS, UH, WE ARE CURRENTLY ROLLING OUT FLOODPLAIN MAPS, UPDATED MAPS FOR THE AREAS IN THE YELLOW UP THERE. THE GREEN WILL BE ROLLING OUT, UH, THIS EARLIER OR EARLY 2023. AND, UH, THE BLUE, WHICH IS PRETTY MUCH EVERYTHING DOWNSTREAM. UH, IT SAYS END OF 2023. IT'S LIKELY EARLY 2024. BUT THOSE, WE ARE GOING THROUGH AND UPDATING ALL OF OUR MAPS AND PRIMARILY BECAUSE OF UPDATED RAINFALL DATA THAT HAD NOT BEEN UPDATED FOR YEARS AND IN REALLY DECADES. UH, AS PART OF THIS EFFORT, UM, WE HAVE GONE THROUGH BRIEFED ELECTED OFFICIALS, UM, STAFF FOR DIFFERENT, YOU KNOW, FOR BEAR COUNTY OR THE CITY OF SAN ANTONIO OR, YOU KNOW, WHATEVER MUNICIPALITY MAY BE IMPACTED BY THESE. UH, WE ARE ALMOST DONE WITH OUR, UM, PUBLIC MEETINGS AND OPEN HOUSES. WE'VE DONE THEM, WE HAVE 13 TOTAL THAT WE'VE SCHEDULED. WE ARE 11, 11 DOWN TWO TO GO. UH, SO WE'RE ALMOST [00:10:01] THERE. ONCE WE GET THROUGH THOSE, THAT INITIAL ROLLOUT OF PUBLIC MEETINGS. UH, WE, IF, IF THERE'S A NEIGHBORHOOD ASSOCIATION, IF THERE IS A CITY, UM, WHOEVER IT MIGHT BE THAT REQUESTS A SPECIFIC PUBLIC MEETING FOR THEIR IMPACTED AREA, WE ARE HAPPY TO WORK WITH Y'ALL AND, UH, SET THAT UP FOR YOU. NOW, I WILL ALSO SAY THESE ARE DRAFT MAPS. SO WE ARE FAR EARLY IN THE SCHEDULE. WE, UH, THESE WILL NOT GO TO FEMA. UM, WE DON'T ANTICIPATE THEM BEING APPROVED BY FEMA FOR ANOTHER 18 TO 24 MONTHS. AND THERE IS A FULL PUBLIC COMMENT PERIOD THAT FEMA DOES IN AN APPEALS PROCESS IF SOMEBODY BELIEVES THAT THERE IS SOMETHING INCORRECT. BUT WE BELIEVE IT'S IN THE BEST INTEREST OF THE PUBLIC TO GET THIS INFORMATION OUT AS QUICKLY AS POSSIBLE IF THERE ARE CHANGES. THIS IS, UH, WHAT WE CALL ATLAS 14 IS WHEN, UH, FEDERAL GOVERNMENT NOAH, UH, RELEASED UPDATED RAINFALL DATA, UH, IN 2014 IS WHEN THAT CAME OUT. UH, BUT THIS IS NOW INCORPORATING ALL OF THAT INTO OUR MODELING. WHAT YOU'RE SEEING HERE IS, UH, THE UPPER PART OF THE BASIN IN SAN ANTONIO WHERE PREVIOUS RAINFALL DATA SAID, YOU KNOW, UM, NINE TO 10 INCHES IN A 24 HOUR PERIOD. THE NEW MAPS ARE SHOWING 11, 12, 13 INCHES IN A 24 HOUR PERIOD, WHICH OBVIOUSLY HAS SOME POTENTIAL FOR FAIRLY SIGNIFICANT IMPACTS. THE IMPACTS ARE NOT AS GREAT FROM THE NEW RAINFALL DATA AS YOU GET DOWN INTO THE LOWER PART OF THE BASIN. UM, BUT YOU'RE STILL LOOKING IN THE, YOU KNOW, 12, 13, 14 INCHES. UH, SOME CHANGES, BUT NOT AS MANY. UH, WE, AS I'VE SAID, WE DID 13 OR HALF, 13 OPEN HOUSES SCHEDULED. WE DID ONE LAST NIGHT. AND THEN, UH, TWO MORE TO GO. THE LAST ONE IS ACTUALLY RESCHEDULED DUE TO THE, UH, ICE STORM EARLIER THIS YEAR. SO ONCE WE GET THROUGH THOSE IN EARLY APRIL, UH, IF YOUR, UH, AGENCIES OR ENTITIES THAT YOU REPRESENT HAVE MORE QUESTIONS OR WOULD LIKE YOUR OWN PARTICULAR MEETINGS, WE ARE HAPPY TO DO THOSE, UH, WITH Y'ALL. THERE ARE SOME CHANGES ON A MUCH MORE INDIVIDUAL BASIS OR A VERY SMALL NEIGHBORHOOD BASIS. AND WITH THAT, I APPRECIATE, UH, THE TIME TO ADDRESS Y'ALL TODAY AND HAPPY TO ANSWER ANY QUESTIONS. UH, CITY AND COUNTY STAFF ARE VERY AWARE AND I KNOW HAVE BEEN IN DISCUSSIONS ABOUT, I'M WONDERING IF ANYONE'S COME TO YOUR OFFICE DIRECTLY TALKING ABOUT THAT. ANY CONSTITUENTS? NO, WE HAVE NOT AT ANY CONSTITUENTS. WE HAD A MEETING IN D FIVE, UH, LAST NIGHT. UM, WE HAD ABOUT 15 TO 20 PEOPLE. WE WERE ANTICIPATING MORE BECAUSE OF THE CHANGES IN THAT, IN THAT PARTICULAR AREA. SO IT WAS A LITTLE SURPRISING. WE THOUGHT THERE WOULD BE, YOU KNOW, WE KNOW THAT, UM, THE COUNCILMAN'S OFFICE PUT OUT DOOR HANGERS AND EVERYTHING ELSE, BUT WE DID NOT SEE A VERY LARGE TURNOUT. AND THE RESPONSE WAS, UM, PEOPLE WERE, YOU KNOW, THEY GOT THE INFORMATION ON THEIR HOUSE. UM, BUT NOBODY SEEMED UPSET AT THAT PARTICULAR MEETING. I MEAN, SOME OTHER MEETINGS WE'VE HAD SOME FOLKS THAT ARE UPSET, WHETHER IT'S AT THE MAPPING ITSELF OR MAYBE A BIGGER ISSUE THAT, UM, DEVELOPMENT, I WOULD SAY IN UNINCORPORATED AREAS, YOU KNOW, THERE'S BEEN FRUSTRATIONS AND HOW THAT HAS CHANGES THE, CHANGED THE FLOODPLAIN. BUT LAST NIGHT WAS, YOU KNOW, EVERYBODY WAS, YOU KNOW, VERY POLITE AND RESPECTFUL AND APPRECIATED THE INFORMATION. ALRIGHT, THANK YOU. YES, MA'AM. YES, SIR. DEPENDING ON WHERE IT IS IN THE PROCESS. UM, IF IT'S IN CONSTRUCTION, WE TOOK THAT INTO ACCOUNT DEPENDING ON WHEN IT WAS SUPPOSED TO FINISH. IF IT'S STILL IN THE PLANNING PHASE, UM, PROBABLY NOT, BUT IT'S SOMETHING THAT WE WILL CONTINUE TO MONITOR FOR THE NEXT, YOU KNOW, 18 TO 24 MONTHS. COUNTY. UM, WE'RE ESPECIALLY CONCERNED WITH THIS. WE ARE SURROUNDED ON THREE SIDES BY A RIVER AND ONE SIDE BY HILL. UM, AND WE HAVE IDENTIFIED $80 MILLION WORTH OF FIRM WATER DRAINAGE PROJECTS. WE'VE GOT A MASSIVE PROBLEMS THAT ARE, THEY'RE, THAT ARE LEGACY PROBLEMS, BUT ALSO THAT WHOLE AREA OF, UM, EASTERN MEDINA, COUNTY, WESTERN, BE COUNTY, ALL OF THOSE FEED INTO THE SANGO CREEKS AND INTO THE, UH, MEINA, THE MEDINA. UM, WE'RE JUST TRYING TO FIGURE OUT HOW TO STAY ON TOP OF THAT. IS THERE A WAY THAT WE CAN ENGAGE WITH YOU BETTER UNDERSTAND WHAT KINDS OF THINGS WE DO IN TERMS OF RULES FOR, UH, STORM WATER OR ANY ADDITIONAL FUNDING? YEAH, I, SIR. ABSOLUTELY. HOME AND COMMUNITY-BASED SERVICES OR H C S IS ONE OF OUR MOST COVETED MEDICAID WAIVERS. IT IS OFTEN REFERRED TO AS THE CADILLAC OF SERVICES. THIS WAIVER PROVIDES SUPPORTS TO THOSE LIVING IN THEIR OWN HOMES, THEIR FAMILY HOMES, OR IN OTHER COMMUNITY SETTINGS SUCH AS GROUP HOMES OR HOST HOMES. THE PERSONAL BUDGET AVERAGES ABOUT 43,000 PER YEAR. HOWEVER, THERE ARE SOME THAT HAVE COMPLEX NEEDS THAT MAY HAVE A BUDGET WELL OVER A HUNDRED THOUSAND DOLLARS A YEAR. NEXT SLIDE. THIS WAIVER HAS A RESIDENTIAL COMPONENT AND THEREFORE PERSONS CAN CHOOSE TO LIVE IN A SMALL GROUP HOME, A HOST HOME, IN THEIR OWN HOME, OR THEIR FAMILY HOME. NEXT SLIDE. OUR PRE-ADMISSION SCREENING AND RESIDENT REVIEW PROGRAMS ARE SERVICES THAT ARE PROVIDED TO INDIVIDUALS THAT RESIDE IN MEDICAID CERTIFIED NURSING FACILITIES IN BEXAR COUNTY. CURRENTLY, WE SUPPORT ABOUT 250 INDIVIDUAL IN NURSING FACILITIES. NEXT SLIDE. OUR ENHANCED COMMUNITY COORDINATION PROGRAM PROVIDES INTENSIVE SERVICE COORDINATION SERVICES TO INDIVIDUALS THAT ARE TRANSITIONING OUT OF STATE SUPPORTED LIVING CENTERS OR OTHER STATE FACILITIES, UM, OR NURSING FACILITIES. THE INTENT OF CRISIS SERVICES IS TO PRI TO PROVIDE A TIMELY AND EFFECTIVE RECOMMENDATION OR AN INTERVENTION TO KEEP THE PERSON IN THE MOST APPROPRIATE, LEAST RESTRICTIVE SETTING THAT IS PROVIDED, UH, FOR THE INDIVIDUAL WHILE IN THE CRISIS.
