OR A HONEYMOON AREA WHERE BUILDING ROADS WITH CONSTRUCTION BUSINESS.
MULTIPLE PARTS OF THIS, UH, REGION IS REALLY GROWING WITH A LOT OF CONSTRUCTION.

IT HAS ORIGINAL LOT OF THE OTHER ORIGINAL SYSTEMS, THE VENTILATION SYSTEM, THE MANAGEMENT SYSTEM, AND THESE ARE OUTDATED SYSTEMS. THEY'RE ENERGY INEFFICIENT AND OF COURSE THEY'RE BEYOND THEIR SERVICE LINE.
SO THE ITEM THAT WE'RE OBTAIN TODAY SEEKS TO, UH, OBTAIN A LOAN.
SO IF YOU APPROVE THIS ITEM, WE WILL BE APPROVING, UH, A LOAN FROM SECCO FROM THE STATE ENERGY CONSERVATION OFFICE TO FUND THESE AS WELL AS VARIOUS CONTRACT WOULD BE NECESSARY.
SO I'LL THROUGH THAT GOVERNMENT SEEK OF OWN PROGRAM.
THAT'S A PROGRAM THAT IS OFFERED TO LOCAL GOVERNMENTS.
LEMME SEE THIS PROGRAM, HERE WE GO.
UH, SECCO RESOURCES IS, IT'S A LONG TERM LOAN THAT'S A 2% SPACE RATE LOAN IS 2%.
YOU APPLY FOR THE MONEY AND THEY WILL PRESERVE THE FUNDS.
AND THEN, UH, PART OF THE THING I THINK IS PARTICULARLY INTERESTING TO SOME OF THE LOCAL GOVERNMENTS THAT MIGHT BE FACING THE SAME SITUATIONS WE ARE, IS THAT ENGINEERS AND THE GROUPS SUCH AS MR. KAHN ARE BY SECCO WITH ONE OF THEIR RESOURCES.
AND THEY PROVIDE A FREE PRELIMINARY ENERGY ASSESSMENT OF THE FACILITIES.
THEY'LL COME OUT AND TELL YOU WHAT YOU'RE ELIGIBLE FOR AND, UH, HELP YOU DESIGN TO UPGRADE YOUR FACILITIES.
AS I SAID, IT'S A LONG TERM, 2%.

SO THIS IS THE GOVERNMENT PROGRAM COMPARABLE TO PACE IN THE PRIVATE SECTOR.
SO IT'S FOR ENERGY EFFICIENCY, ENERGY IMPROVEMENTS.
AND THE THEORY ON BOTH OF THEM IS THAT YOU MAKE THE INVESTMENT IN THE IMPROVEMENT AND IT'S PAID FOR OUT OF THE SAVINGS OF YOUR ENERGY COSTS.
SO THAT'S WHY IT'S A 2% LOAN, BUT IT'S REPAID AT MINIMUM.
IT HAS TO AT MINIMUM REPAY IT.
USUALLY YOUR SAVINGS WILL EXCEED WHAT THAT INVESTMENT IS.
SO, UH, WE, WE GET BETTER EQUIPMENT, IT'S MORE EFFICIENT AND THE END, WE ALL ARE SAVING MONEY FOR ENERGY.

UM, THE SYSTEM, LEMME TELL YOU ABOUT THE SYSTEMS UPGRADED ONE, I SHOULD SAY THAT WE HOLD TO BRING IT UNDER, UH, THE COST THAT THERE'S A CONTINGENCY FACTOR OF HUNDRED THOUSAND DOLLARS BUILT INTO THIS LOAN PACKAGE.
SO WE HOPE TO BE UNDER THAT AND, UH, SIX MONTHS OR A YEAR AGO UNDER THOSE NUMBERS, BASED ON PRIOR ESTIMATES WE HAVE.

AND HIS TEAM, WHO WE HAVE HAD AN EXCELLENT WORKING RELATIONSHIP WITH AS THEY DID THESE, UH, ASSESSMENT, UH, WE'LL OVERSEE THE PROJECT, THE COMMISSIONING, THE INSTALLATION, THE ON THE SYSTEMS, IT WILL BE A TURNKEY PROJECT.
THE BUILDING CURRENTLY HAS TWO SHOULDERS.
WE WOULD REPLACE ONE SHOULDER AND THAT WOULD BECOME THE PRIMARY SHOULDER AND THE OLDER CHILLER WOULD REMAIN AS A BACKBONE.
AND THE SYSTEM IS DESIGNED SO THAT THE NEW CHILLER WILL, WILL BE ABLE TO CARRY, UH, THE FUNCTIONS OF THE BUILDING.
AND I SHOULD SAY CURRENTLY WE HAVE TWO, AS I SAID, AND WE HAVE TO RUN BOTH OF THEM SOMETIMES CAUSE THEY ARE BEYOND THEIR SERVICE LINE.
THEY'RE COMING UP ON 40 YEARS OLD.
UH, SO WE WOULD REPLACE ONE EACH OTHER.
UH, ONE OF THE MOST IMPORTANT THINGS THAT I DIDN'T EVEN REALIZE EXISTED IS THE ENERGY MANAGEMENT SYSTEM SOFTWARE.
ALL THE FLOW OF THE, OF THE HEAT AIR CONDITIONING THROUGH THE VARIOUS, WHAT THEY CALL B BOXES THAT WILL BE UPGRADED SYSTEMS REPLACED BY CONTROLLED INTERNET ACCESSIBLE SYSTEMS WITH SENSORS IN THE BOXES, THE SOFTWARE SUPPORTING.
NOBODY KNOWS EVEN HOW IT WORKS.
YOU'LL FIND THIS ROOM MAY BE INCREDIBLY COLD.

UH, WHEREVER THERE WERE NEW OFFICESS CONSTRUCTIVE, WE ALREADY PUT IN L E D, BUT THE REMAINDER WOULD BE UPGRADED TO INCLUDE LD LIGHTING THROUGHOUT.

THAT'S A COOL ADDRESS, THE RESOURCE RECOVERY RECOVERY COMMITTEE, ALSO KNOWN AS THE RC HEAD IN OCTOBER, TO REVIEW THE INFORMATION PROVIDED BY TERRACON ENVIRONMENTAL SERVICES ON BEHALF OF O TAYLOR.
THE INFORM INFORMATION IS PROVIDED AS PART OF YOUR AGENDA PACKET.
A PHASE ONE ENVIRONMENTAL SITE ASSESSMENT WAS PERFORMED BY TERRA IN ACCORDANCE WITH THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY REQUIREMENTS.
SO SOIL SAMPLES FROM CERTAIN LEVEL BELOW GROUND WERE TESTING THE RESULTS.
INDICATED THAT THE SOIL, UH, BELOW CUR, UH, BELOW THE SURFACE IS CURRENTLY AT ACTION.
UH, HAS, UH, CURRENT ACTION LEVELS, UH, THAT DO NOT REQUIRE, OR I'M SORRY, THAT, UH, ARE NOT HAZARDOUS.
IN OTHER WORDS, IT'S LIKE ALMOST EVERYTHING EVAPORATED IS NO LONGER THERE.
I THINK IF NOT A FEW PIECES OF CONCRETE BELOW THE SURFACE.
THE REVIEW SHOWS THAT HAZARDOUS ARE MATERIALS EXISTED.
UH, THE RRC THEN CONCLUDED THAT THE INFORMATION PROVIDED, UH, ON THE PROPERTY, UH, DEMONSTRATED THAT IT COULD BE REMOVED, REMOVED FROM THE CLI.
