WE HAVE HAD BUSY MONTH AND I HAVE ALL MY PROPS HERE WITH ME THIS MORNING. UH, YOULL SEE THAT, I MEAN WE JUST GOT OUR AWARD FOR, UM, BILL AWARD, WHICH GOOD FOR COCKTAILS CAMPAIGN. WE REALLY WANTED, HAD WANTED. WE JUST HAD THE AWARD RECENTLY, SO WE HAD THAT. AND I THINK WE'RE PUTTING THE PICTURE UP. OH, I HAD A GREAT HONOR, UH, LAST WEEK IN WASHINGTON DC ATTENDING THE, UH, AIR FORCE ASSOCIATION AND WE WERE ONE OF THREE COMMUNITIES AND THE ENTIRE COUNTRY THAT WAS RECOGNIZED FOR OUR PARTNERSHIP WITH OUR MILITARY INSTALLATION. SO THE GENERAL AND I WERE ABLE TO RECEIVE OUR RECOGNITION WITH OUR LETTER SIGN, BUT IS THAT CHAIR OF THE AIR FORCE PRESENTED BY THE AIR FORCE CHIEF STAFF. SO IT'S A WONDERFUL REFLECTION OF, UM, THE COMMUNITY, ALL THE SUPPORT THAT WE PROVIDE OUR INSTALLATION. AND UM, THE REAL BASIS, UH, WAS FOR OUR PEOPLE, PARTNERSHIP, AG ADMIN, BE THE FIRST AND IA AND I GSA. SO IT WAS A REALLY NICE RECOGNITION. WE WERE RECOGNIZED AND, UM, ONE IN FLORIDA. SO THOSE WERE THE THREE THAT WERE RECOGNIZED. SO I WANTED TO SHARE THAT WITH YOU ALL AND WE'VE GOT A LOT GOING ON, UH, HERE LATELY. WE ALSO, JUST AS REMINDER, WE DID GET, UM, WE HAVE A PHYSICAL AWARD YET FOR NA TRANSPORTATION AWARDS FOR BOTH OUR SOLDIER RECOVERY UNIT AT SAM [00:05:01] AND FOR THE I D D APPRENTICESHIP, UH, PROGRAM THAT WE GIVE. SO WE'VE HAD TWO DIFFERENT, UH, AWARDS, UH, TORNADO THIS MONTH ALSO. SO THAT'S REALLY GOOD. AND IN MY MONTH WILL BE GREAT HOME FOR AWARDS. SO THAT'S BEEN GREAT. YOU'LL NOTICE THAT IT'S VERY VACANT TO THE AUDIENCE. THAT'S BECAUSE TARK IS MEETING THIS WEEK AND WE HAVE STAFF TRAINING THAT STARTED YESTERDAY FOR DIFFERENT FOLKS. UH, THE MEETING, THE TRAINING IS ALWAYS IN EPTEMBER, BUT IT ROTATES THE WEEK OF SEPTEMBER CUZ IT ALWAYS HITS SOMEBODY AND THIS, IT HAPPEN TO HIT US. SO WE HAVE MUCH OF OUR STAFF DAYS UP THERE, DIFFERENT PERIODS, UH, FOR TRAINING YESTERDAY, TODAY I KNOW AGING THIS MEETING AND SEVERAL OTHERS. AND MIGUEL WAS INVITED TO PRESENT THE TALL TALES AND CAMPAIGN FOR THE AGING. SO HE'S DOING IN ADDITION TO TWO DAYS TRAINING. UH, AND WE GOT A LOT GOING ON IN WEATHERIZATION AND I REALLY HAVE TO BRAG. WE HAVE HAD THAT ARE GETTING THEIR REER, WHICH IS REALLY GOOD. BUT ZA DID HIS REER FOR QUALITY CONTROL PASSED HIS. I WANT TO POINT OUT TO RECOGNIZE THAT. AND, UH, THE REST OF OUR STAFF IS GETTING, WE'RE VERY PLEASED. WE'RE HOPING THAT I, THE DATE OF THE YEAR WE'RE GOING TO HAVE ALL OF OUR BOARD SECTORS CERTIFIED AS UM, QUALITY CONTROL, WHICH IS VERY UNUSUAL. MANY IN THIS STATE. AND SO WE'RE HOPING THAT ALL FOUR OF OUR WILL. SO THAT'S THE GOOD NEWS. UM, OUR VACCINE OUTREACH PROGRAM ENDS FRIDAY, SEPTEMBER 30TH. WE WANNA THANK ALL THE COUNTIES CUZ THE COUNTIES HAVE REALLY STEPPED UP AND BEEN GREAT PARTNERS AND WE'VE BEEN SUCCESSFUL ADMINISTERING OVER A THOUSAND VACCINES AND REALLY, UH, INCREASING THE AWARENESS OF THE NECESSITY FOR LIMITING PEOPLE. I ALSO WANNA THANK COUNCILWOMAN, UH, DR. RO GARCIA. SHE INVITED US TO PARTICIPATE AT THE SERIES CONFIRMATION OF WORLD ALZHEIMER'S DAY AND TO BE THE PRESIDENT, BOTH THE CITY HALL AND PRESS CONFERENCE. WE REALLY APPRECIATE THAT. UH, REALLY FOCUSING ON RAISING AWARENESS AND IMPORTANTLY THE RESOURCES THAT ARE AVAILABLE FOR FOLKS. WE MAKE EVERYBODY AWARE THAT IT IS MEDICARE OPEN ENROLLMENT STARTING OCTOBER 15, 37 PERFECTLY TIMES OUR BENEFIT COUNSELORS, UH, SCHEDULING EVENT THROUGHOUT. THEY'RE AVAILABLE ASSIST BY TELEPHONE PERSON. SO IF YOU HAVE THAT MAKE CERTAINLY THERE, REACH OUT. WE CAN GET THEM SCHEDULED FOR YOUR EVENT. WE ALSO, ART WAS AWARDED AND FOR FING PROS ART WAS AWARDED THE READER'S CHOICE AWARD, THE BEST OF THE PROS. UH, AND WE RECEIVED A PLAQUE AND SOME RECOGNITION. THE NEWSPAPER, WE ARE CONTINUING TO TRY TO EXPAND AWARENESS AND UM, THE SERVICE IN NEW BROCO AND UH, BUT IT WAS NICE TO HAVE THAT REPUTATION. I KNOW WE GOT IT FROM VILLE A COUPLE YEARS AGO ALSO. UM, AND, AND ART STAFF IS GONNA BE DOWN IN GALVESTON THEN HE CAN REMEMBER THAT JAMES OLIVER LEFT US AS A DEPUTY DIRECTOR TO GO DOWN TO GALVESTON AND BE THEIR DIRECTOR OF THEIR TRANSIT SYSTEM. AND THEY'RE HELPING THEM DO A PEER REVIEW SAFETY PROGRAM. SO, UH, THEY'RE ASSISTING WITH THAT. UM, OUR AD CAMPAIGN, EVEN THOUGH OUR VACCINE PROGRAM IS ENDED, THE AD CAMPAIGN TO RAISE AWARENESS IS CONTINUING PARTICULARLY IMPORTANT TO RELEASE. SO YOU'LL SEE BOTH IN BOTH LANGUAGES WITH ENGLISH AND SPANISH. AND THIS SERIES IS RUNNING A KRN SPECTRUM NEWS, AND UNI UNIVERSITY. AND IT'S A FOLLOW UP TO WHAT WE RAN THE FIRST TIME AND WE CONTINUE TO WORK VERY CLOSELY WITH THE FOOD BANK. AND I REALLY HAVE TO THANK THE FOOD BANK, BE SUCH A VERY GOOD PARTNER WITH US ON OUR OUTREACH OF THE COUNTIES. AND I WANT EVERYONE TO BE SURE PUT DOWN NOVEMBER 9TH, UH, AS TO SAY THE DATE THEY'RE HOLDING THEIR SECURITY COMMUNITIES CONFERENCE AT THE FOOD BANK THAT DAY. AND THEY HAVE A REALLY, UH, SUBSTANTIVE PROGRAM PLANNED THAT MORNING. OUR WILSON COUNTY ROAD SHOW IS TODAY IN FLORESVILLE. AND THEN IN OCTOBER OF 14TH WE'RE GONNA BE IN ELLA COUNTY IN CONJUNCTION WITH THEIR HEALTH FAIR AND, UH, NEED TO REGARD EVERYBODY. YOU HAVE NOMINAT FOR OUR REGIONAL REWARDS LADIES, THAT DEADLINE IS SUPPOSED TO BE FRIDAY. AND I KNOW MAYOR WILLIAM REALLY APPRECIATE HOW APPLICATIONS IN, IF YOU, UH, HAVE SOMEONE DENOMINATOR YOU HAVE QUESTIONS JUST TO REACH OUT TO. UH, WE ARE REALLY LOOKING FOR ADDITIONAL GOVERNMENT PROJECTS AND BUSINESS STEWARD NOMINATIONS. UH, I WILL SAY WHEN YOU LOOK THROUGH AND YOU SEE THE, UH, OUR FINANCIAL REPORT, YOU SEE THE CPR I DT IS CONTINUING TO HAVE A VERY [00:10:01] HARD TIME WITH STAFFING CHALLENGES. AND THAT'S REALLY JUST THE STAFF TURNOVER OF WE'RE VERY GRATEFUL CAUSE WE DID PROVIDE THAT INCENTIVE AWARD, UH, LAST BREAK, WHICH HELPED TREMENDOUSLY. BUT I THINK IT RECOGNIZES A CHALLENGE THAT EVERYBODY IN THE STATE IS HAVING. UM, OUR CURRENT CONTRACT FOR I D D, WHICH HAS NOT KEPT FINANCIAL INCREASE IN 10 YEARS, REQUIRES THAT WE HAVE A MINIMUM OF A BACHELOR'S DEGREE IN MANY OF THOSE, UH, UH, AND WITHOUT AN INCREASE IN TWO YEARS, YOU ALL UNDERSTAND THE SITUATION THAT FACING. SO WE'VE HAD A LOT OF TURNOVER, UH, WHEN THEY CONTINUE TO DO A GREAT JOB AND IT TAKES A NUMBER TWO MONTHS FOR TO BE ABLE TO REALLY BEGIN TO DELIVER SERVICES. UH, AND I THINK IT'S, IT'S WHAT HAS BEEN RECOGNIZED BY THE STATE IS THEY PROPOSED MORE THOSE QUALIFICATIONS TO TWO YEARS OF COLLEGE AND THEN SUBSTITUTE EXPERIENCE THAT WOULD HELP US TREMENDOUSLY. SO WE'RE HOPING THAT IT IS ADOPTED. WE'RE MAKING STEPS TO REALLY BEGIN TO IMPLEMENT THAT IMMEDIATELY SO WE CAN TAKE ADVANTAGE OF THAT. UH, SO I DID WANT TO MENTION THAT TO YOU. JUST REALLY ACKNOWLEDGE THE TREMENDOUS LEADERSHIP JOB THAT JACOB AND HIS TEAM ARE DOING WITH SOME REALLY CHALLENGES THAT THEY'RE FACING. UH, THEY DID PRESENT IDD RECOGNITION, UM, AND RESPONSE TRAINING FROM TEXAS POLICE ASSOCIATION LEADERSHIP CONFERENCE ON SEPTEMBER 19TH. AND WE HAVE RECEIVED CONFIRMATION FROM BEAR COUNTY. SO THANK YOU VERY MUCH. BEAR COUNTY THAT THERE WILL BE RENEWAL FUNDING FOR THE IDD JAIL LIAISON. UM, THAT IS REALLY PROVEN ITS VALUE WITH IDENTIFYING THOSE IDTS SO THEY CAN BE APPROPRIATE PLACEMENTS AND NOT IN THE JAIL. AND WE REALLY LOVE THAT PARTNERSHIP. UM, IN VETERANS DIRECTED CARE, WE'RE MANAGING ALMOST 550 VETERANS. UH, SO THAT NUMBER CONTINUES TO GO UP. UH, WE CONTINUE TO RECEIVE THE REFERRALS AND IS INCREDIBLY VALUABLE PARTNERSHIP WITH THE VA. THE VA ADMINISTRATOR, UH, ADMINISTRATOR ANNOUNCED HAS THURSDAY THAT THEIR WORKING TICKET, THE NON NOT RECLASSIFICATIONS, PUBLISHED IN THE FEDERAL REGISTER AND THAT'LL BECOME A VISUAL. 30 DAYS HAVEN'T BEEN PUBLISHED YET AND SOMETIME IN NOVEMBER IT SHOULD BE. AND I KNOW THAT YOU'RE GOING TO HEAR FROM MILE IN THIS REPORT JUST TO HIGHLIGHT ALL THE HARD WORK THAT HE HAS DONE. UM, YOU ARE GOING TO BE HAVING A DRIVE ELECTRIC WEEK RESOLUTION THAT HE'LL BRING TO YOU. AND UH, BUT JUST TO EMPHASIZE THAT HE HAS DONE INCREDIBLE WORK RUNNING UP SOME GREAT DEMONSTRATIONS HERE. UM, UH, TOMORROW WE ARE HAVING ELECTRIC, UH, STEP FAN DEMONSTRATION. SO WE'RE GOING TO HAVE SOME CLASS EIGHT VEHICLES HERE ON SITE AND THEN DRIVE ELECTRIC FOR FLEETS, WHICH IS ONE OF THE VERY FIRST TIMES WE'VE HAD DRIVE ELECTRIC FOR FLEETS WHO SCHEDULED AT CPS AND WE REALLY APPRECIATE THEIR HOSTING IT. AND THEY'RE GONNA HAVE SPORTS F150 LIGHTNING. THERE'S A LOT OF PEOPLE THAT ARE VERY INTERESTED IN SEEING THE ONE 50 LIGHTNING AND THEN THEY'RE HAVING A WHOLE RANGE SCHOOL BUSES, A WHOLE RANGE OF VEHICLES. SO THAT WILL BE AT CPS ON FRIDAY. AND THEN THE ENTIRE SA DRIVE ELECTRIC DAY IS AGAIN AT CPS ON SATURDAY YOU'LL BE ABLE TO TEST DRIVE, BUT IF YOU WANT TO TEST DRIVE, YOU'RE GONNA REALLY NEED TO SIGN UP CAUSE THERE'S A LOT OF INTEREST IN THOSE VEHICLES. UH, WE'RE WORKING WITH CBA TO RESCHEDULE DEVELOPMENT WORKSHOP AND REMEMBER THAT BRINGS TOGETHER ALL THE STATE FEDERAL AGENCIES. AND SO WE'RE HOPING TO HAVE THAT RESCHEDULE SO THAT WE CAN SHARE THAT DATE WITH YOU. AND EVEN THOUGH AS I SIT HERE TODAY, IT HAS NOT COME ON WEDNESDAY, WE ARE TOLD WE SHOULD BE GETTING THE PRELIMINARY APPROVAL OF OUR CDBG, UH, MO FROM HARVEY FOR THOSE DESIGNATED COMMUNITIES. THEY HAVE HAD IT FOR SEVERAL MONTHS NOW. AS SOON AS WE GET THAT DESIGNATION, WE WILL SCHEDULE THE PUBLIC PERIOD SO WE CAN MOVE IT FORWARD AND GET THOSE DOLLARS OUT. I THINK ALL OF US HAVE HEARD THAT OUT REPAIRS FROM THE PUERTO RICO PRAYER CASE TILL HAVE NOT BEEN FINISHED, OR CLEARANCE SYMPATHIZING WHEN WE'RE GOOD WAITING JUST TO GET THIS MONEY OUT FOR QUITE SOME TIME NOW. SO WE'LL SCHEDULE THAT VERY SOON. WE DO HAVE ILLEGAL DUMPING, UH, WORKSHOP ON FRIDAY HERE FOR 8 3 30. SO SOMEONE HAS NOT REGISTERED WANTS TO LEAVE TO. AND THEN YOU HAD THE WEATHERIZATION IS HAVING A LUNCH IN MARCH HERE OCTOBER 11TH AT 12. AND TO REALLY SPREAD INFORMATION ABOUT THE WEATHERIZATION PROGRAM. AND, UH, WE ARE HAVING DAY OF THE LIVING LI AND REGULARIZATION OUR SCHEDULE FOR OCTOBER 22ND AT THE SUNNY MELIN COMMUNITY CENTER. AND IN PARTNERSHIP WITH SAN ANTONIO [00:15:01] AND COUNCILWOMAN TERRY CASTILLO, WERE HOSTING A FAMILY FRIENDLY RESOURCE FAIR, UH, THAT IS REALLY BRINGING A LOT OF INFORMATION INDUSTRY ON THE BUILDING. WE HAVE A LOT GOING ON IN THE BUILDING THAT REALLY HAVE TO CLIP FOR ALL OF ITS EFFORTS BECAUSE, UH, YOU MIGHT NOTICE THAT THIS BEEN REPAIRS THE ASPHALT OUT OF THE PARKING LOT. WE NO LONGER HAVE LAKE UH, MAKEUP POND. THEY, AND WE'RE GONNA DO SOME MORE ROUTINE MAINTENANCE OVER THE NEXT COUPLE OF MONTHS. UH, WE'RE ALSO THE THIRD FLOOR. WE'RE THE PROCESS OF BRIGHT IT UP, SO WE'RE CLEANING IT OR FRESHING IT, YOU SEEING TILES BECAUSE WE REALLY HAD SOME GOOD INTEREST FOR SOME OF THE SMALLER OFFICES THERE. AND IT WAS A LITTLE DIGITAL. SO IT'S GETTING BRIGHTENED UP. OUR FOLKS IN, WE'RE VERY HOPEFUL. WE HAVE LEAST 2000 SQUARE FEET ON THAT FLOOR VERY RECENTLY. WE'VE GOT A COUPLE OF PROSPECTIVE TENANTS THERE AND STILL ARE IN THAT HUNT. THEY HAVEN'T MADE A DECISION WITH SIX FOUR WITH ANOTHER TENANT. AND THE MOST EXCITING GAMES WE HAVE, ALTHOUGH THAT COMES TO THE DOWNSIDE, IS THAT ELEVATE REPAIR HAS STARTED. SO THEY'RE GONNA BE WORKING SIX TO TWO WEEKS ON ONE ELEVATOR. THEY SWITCH TO THE OTHER ELEVATOR. SO WE'RE VERY EXCITED ALL THIS TIME. THEY'RE COMING AND WE'RE, WE'RE THERE THE DIFFICULTIES THAT WE ONLY HAVE ONE ELEVATOR. SO WE'RE HOPING THAT ALL OF OUR STAFF GETS A LOT HEALTHIER AS WE USE THE STEPS. AND WE'RE REALLY ENCOURAGING PEOPLE TO USE STEPS MUCH AS YOU CAN. CAUSE IT'S GONNA BE A, YOU KNOW, FIVE MONTHS. SO THAT HAS HAPPENED. THE LONG WILL BE VERY GOOD. I SAW ONE YESTERDAY AND APOLOGIZE. HE GOES, YES, THERE'S THE LONG RUN. JUST A GOOD THING. SO THAT'S, THAT'S WAY WE'RE ALL FACING IT. SO THAT'S GOOD. AND I WANNA MAKE SURE THAT EACH OF YOU FOR REGULARIZATION THAT YOU PICK UP YOUR GOOD BAG. THIS IS WHAT WEATHERIZATION HAS AVAILABLE FOR WEATHERIZATION, FULLS PAIR. SO BACK, GET YOUR SAW AT LEAST YOU'D LOVE TO HAVE SOME PICTURES ON TALK. YOU HAVE PENCILS ANDERS. AND SO THEY PUT TOGETHER FOR WEATHERIZATION PROGRAMS ALONG WITH THE INFORMATION. SO WEATHERIZATION. AND IF THERE'S NO QUESTIONS, THAT TIME ALL BEFORE WE MOVE TO THE CONSENT AGENDA. I HAD A REQUEST FROM COMMISSIONER BERNARD TO MAKE AN INTRODUCTION. CAN WE DO THAT REAL FAST? YES, WE CAN DO THIS IN 30 SECONDS. KEITH, WILL YOU STAND UP, PLEASE? WE AT BEAR COUNTY HAVE A NEW EXECUTIVE DIRECTOR, KEITH WILSON, WHO IS WITH US. HE DIRECTOR OF THE MILITARY VETERANS TRANSITION CENTER. HE SAYS IT'S SHORTER THAN I DO, BUT ANYWAY, HE'S HERE. I JUST WANT EVERYONE TO MEET HIM, UH, KEITH WILSON. AND WE'RE LUCKY TO HAVE HIM. SO THANK YOU. THANK YOU SO MUCH. I'M HAPPY TO BE HERE FROM BEAR COUNTY, FROM SAN ANTONIO ORIGINALLY IN THE PROCESS OF RETIRING. SO HAPPY TO BE HOME HELPING A COMMUNITY. I LOVE. SO THANK YOU. THANK YOU. WELCOME KEITH. AND, AND CONGRATULATIONS ON RETIREMENT. THAT'S, UH, THAT'S GOOD STUFF. UH, [ Consent Agenda The consent agenda consists of items considered being of a routine nature and contains items recommended for approval by the Executive Committee or by the Board Chair and the minutes from previous Board of Directors meetings. These items will be enacted in one motion, or any member of the Board may request that items be removed from the consent agenda and considered separately for purposes of discussion and voting.] ALL RIGHT, MOVING ON TO OUR CONSENT AGENDA. I THINK EVERYTHING'S BEEN PROVIDED FOR. I'LL ENTERTAIN A MOTION. MOTION MOTION BY JUDGE EVANS. SECOND. SECOND BY MAYOR WILLIAMS. YES. ANY DISCUSSION? HEARING NONE. ALL IN FAVOR? AYE. AYE. MR. HERBERG. GOOD MORNING, MR. CHAIRMAN. AND THIS IS A, SOMETHING THAT WE DON'T DO OFTEN. I THINK THIS IS THE SECOND TIME WE HAD A VALID, SINCE I'VE BEEN HERE A OVER THE LAST SEVEN YEARS. SO IT'S ALWAYS INTERESTING TO SEE WHO WANNA SIGN UP FOR A SIX YEAR TERM AS A TRUSTEE FOR THE, AT THE BALLOT WAS INCLUDED. PACKET HOPE HAD AN OPPORTUNITY TO, SO OVER THERE ARE FOUR PLACES UP FOR ELECTION, SEVERAL CANDIDATES ON EACH PLACE. UM, I ASSUME ITS ALL GOING OUT TO YOU THERE CANDIDATES, [00:20:01] OUR REGION. SO HAVE ANY SUGGESTIONS OR ANYTHING SAY ABOUT THE CANDIDATES? SHE IS COUNCIL MEMBER IN THE CITY OF SHIRTS AND SHE CURRENTLY SERVES ON THE I R P BOARD. SHE WAS, UH, SHE'S THERE AS A NON-VOTING MEMBER PRESENTLY, BUT WE LIKE TO CONTINUE HER SERVICE THERE AND HAVE HER JOIN AS A VOTING MEMBER THUS FAR. SHE'S DONE A GREAT JOB REPRESENTING OUR REGION. I WOULD ALSO LIKE TO, UH, PUT A WORD IN FOR KIMBERLY MEISER. UH, WE LOVE KIM. SHE HAS DONE A GREAT JOB FOR US, UH, BEEN THERE FOR A LONG TIME AND, UH, IS NOW SHARING THE ASSISTANT CITY MANAGER RESPONSIBILITIES WITH ANOTHER INDIVIDUAL. AND, UH, SO, UH, GREAT LADY WOULD DO A GOOD JOB. I ECHO IT'S REALLY GOOD IN MY TIME SERVING AS THE MAYOR OF CITY OF SHIRTS, PRIOR TO COMING TO THE COMMISSIONER'S COURT, I HAD THE OPPORTUNITY TO WORK WITH ALLISON AND, UH, THINK SHE DO A FANTASTIC JOB. AND THEREIN LIES OUR PROBLEM. . IT'S THE BEST I CAN DO WITH THAT. THAT'S WHY YOU GET PAID THE BIG BUCKS. SO, UH, THERE'S THE RIGHT END SPOT FOR SHOE. YEAH, THERE ABOUT SIX YEARS. ALL RIGHT. VERY GOOD. THANK YOU. THAT'S MY SUGGESTION. NOW OTHERS MAY OPPOSE THAT, BUT THAT'S WHY HE GETS PAID THE BIG BUCKS. I'M TELLING YOU. YEAH, I GET A BIG, I KNEW WE HAD HIM HERE FOR [00:25:01] A REASON. THAT'S AWESOME. . I'M TRYING TO PICK ONE SIDE OR THE OTHER HAS NOT DO WITH THAT. I THINK HER, I'M, I THINK HER MOTION'S OUT OF ORDER CUZ I THINK WE'VE ALREADY HAD TWO NOMINEES. RIGHT? AND THAT'S WHAT YOU'RE RIGHT. AND THAT'S WHAT EXACTLY WHAT JUDGE HEARD SAID. YES. YES. SO WE JUST NEED TO VOTE. VOTE YEAH. SO WE JUST NEED TO PROCEED TO VOTE THEN SINCE THERE WAS A NOMINATION OF CANDIDATES. SO, ALL IN FAVOR OF ALLISON HAYWARD. RAISE YOUR HAND. 2, 3, 4, 5, 6, 7, 8, 9. LINSKY PRESENTING, CONSIDERING ACT UPON RECOMMENDATIONS TO APPROVE THE COMMUNITY NEEDS ASSESSMENT AND ID D SERVICES, LOCAL PLAN BOARDS. I'M YOUR SENIOR SERVICES AND AGENCY FOUNDATION. UM, EVERY, UH, SEVERAL YEARS, HHS C REQUIRES, UH, THAT IS THE LOCAL ID, THE AUTHORITY. WE CONDUCT A, UH, LOCAL PLAN AND COMMUNITY NEEDS ASSESSMENT OF OUR LOCAL SERVICE AREA IN ORDER TO IDENTIFY, UH, THE POPULATION WE WORKED WITH AND SOME OF THE IMPORTANT, UH, DATA AROUND THAT POPULATION AS WELL AS TO IDENTIFY THE STRATEGIC PRIORITIES, UH, FOR OUR LOCAL AREA AND HOW WE INTEND TO, UH, SO SOME, YOU MAY RECALL, UH, LAST SUMMER THIS BOARD APPROVED A PROCUREMENT FOR US TO CONTRACT TO ASSIST US WITH THAT COMMUNITY NEEDS ASSESSMENT. UH, WE WORKED THROUGHOUT THIS YEAR TO CONDUCT THAT COMMUNITY NEEDS ASSESSMENT. UH, THAT INVOLVED INTERVIEWS WITH SUBJECT MATTER EXPERTS THROUGHOUT THE COMMUNITY AS WELL AS INDIVIDUALS AND FAMILY MEMBERS, UM, ON WHAT THE NEEDS AND GAPS THAT OUR LOCAL LIKE, BUT THEIR STRUGGLES THAT THEY OFF FROM THEIR PERSONAL PERSPECTIVES. UM, IN REGARDS TO SERVICES, UH, WE ALSO HELD A SERIES OF FOCUS GROUPS, UH, AND WE'RE ABLE TO FACILITATE GROUP DISCUSSION AROUND THOSE LEADS. AND THEN FINALLY THAT COMMUNITY ASSESSMENT, A SURVEY THAT WAS THROUGHOUT THE, UH, COUNTY ASK FOR INPUT ON, UH, WHAT THOSE NEEDS AND AND CONCERNS THAT INDIVIDUAL MIGHT ARE. UH, AND SO WE, UH, ARE REALLY EXCITED WITH THE RESULTS THAT COMMUNITY NEEDS. WE HAVE A LOT OF GREAT DATA THAT WE USE BOTH INTERNALLY TO HELP DRIVE OUR SERVICES IN THE FUTURE [00:35:01] AND HELP US REALLY TARGET AREAS OF NEED HERE LOCALLY. UH, AND THAT MEAN THAT PD NEEDS ASSESSMENT CAN ALSO BE USED OF COURSE, BY EXTERNAL ORGANIZATIONS TO HELP, UM, ALSO ADDRESS THE NEEDS OF THE I POPULATION. AND THAT IS ATTACHED AS A PART OF THAT LOCAL CLAIM. THAT'S IN YOUR, UH, I KNOW IT IS, UH, QUITE A BIG DOCUMENT. SO I DON'T ANTICIPATE THAT, UH, FOLKS HAVE READ THROUGH IN DETAIL THAT THERE IS A LOT OF INFORMATION THEY'RE COVERING, UH, OUR STRATEGIC PRIORITIES FOR, UH, THE NEXT TWO YEAR PERIOD, AS WELL AS HOW WE HAVE ORGANIZED OUR I SERVICES AND TO CARRY OUT THOSE SERVICES MOVING FORWARD. UM, AND THEN SOME DETAILED ATTACHMENTS THAT GO OVER THINGS LIKE OUR PLAN, ADDRESS COMMUNITY, OUR QUALITY MANAGEMENT PLAN, CRISIS SERVICES, AND CRISIS RESPONSE C. UM, SO WITH THAT QUESTION YOU HAVE AND MAKE THE MOTION TO APPROVE SECOND MAYOR WILLIAMS MOTION. UH, SECOND BY JUDGE HURLEY. ANY DISCUSSION? HEARING NONE. ALL IN FAVOR? ANY OPPOSED? MOTION CARRIES. [13. Consider and act upon the recommendation to authorize the Executive Director to apply for and accept funding from the City of San Antonio American Rescue Plan Act (ARPA) Recovery Funds in an amount not to exceed $1.5M for Youth Diagnostic Services. This item will not require a budget amendment to the FY 2022 budget. - Jacob Ulczynski] THANK IM NUMBER 13, CONSIDERING ACT UPON RECOMMENDATION TO AUTHORIZE THE EXECUTIVE DIRECTOR TO APPLY FOR AND ACCEPT FUNDING FROM THE CITY OF SAN ANTONIO AMERICAN RESCUE PLAN ACT RECOVERY FUNDS IN AN AMOUNT NOT TO EXCEED 1.5 MILLION FOR YOUTH DIAGNOSTIC SERVICES. THIS ITEM WILL NOT REQUIRE BUDGET AMENDMENT. JACOB. THANK YOU. UM, AGAIN, THIS, UH, ITEM IS, UH, TO ALLOW A, TO APPLY WITH THE CITY OF SAN ANTONIO FOR OUR RECOVERY FUND DOLLARS. UH, THE CITY OF SAN ANTONIO RECENTLY RELEASED THEIR, UH, REQUEST FOR PROPOSAL, UH, AND IDENTIFIED MULTIPLE STRATEGIC PRIORITIES FOR THE CITY AND HOW THOSE DOLLARS GET EXPENDED. ONE OF THOSE AREAS IS, UH, SPECIFIC TO YOUTH DIAGNOSTIC SERVICES. UH, SO I'VE SPOKEN WITH THIS, UH, BODY BEFORE ON HOW OUR FRONT DOOR ACTIVITIES AND OUR ELIGIBILITY DETERMINATION OF OUR DIAGNOSIS OF INDIVIDUALS AS HAVING AN INTELLECTUAL OR DEVELOPMENTAL DISABILITY TENDS TO BE ONE OF THE, UH, BOTTLENECKS AND CHOKE POINTS IN OUR ARRAY OF SERVICES. DUE TO DIFFICULTY OF FINDING PSYCHOLOGISTS ON YOUR SALARY NEEDS, UH, THE AMOUNT OF WORK THAT GOES INTO CONDUCTING A COMPLETE PSYCHOLOGICAL EVALUATION, UH, WHICH INCLUDES AN IQ ASSESSMENT, AN ADAPTIVE BEHAVIOR ASSESSMENT, AS WELL AS A CLINICAL INTERVIEW. UM, AND SO A COLLEGE WOULD LIKE TO APPLY FOR THE RFP, UH, SPECIFICALLY FOR THOSE DIAGNOSTIC DOLLARS, UH, IN ORDER TO HELP ENHANCE OUR MONTHLY ORDER EFFORT. UH, GENERALLY WHEN WE'RE APPLYING FOR A NEW GRANT, UM, WE WOULD INCLUDE WITH THIS ITEM, THE EXECUTIVE SUMMARY AND THE BUDGET AND KIND OF, UH, YOU KNOW, WHAT YOU CAN EXPECT. THOSE ARE NOT, UH, ATTACHED TO THIS ITEM JUST BECAUSE WE'RE SO EARLY IN THE, UH, PROCESS RIGHT NOW. THE ACTUAL APPLICATION IS NOT DUE UNTIL AFTER THE OCTOBER BOARD MEETING. HOWEVER, WE KNOW THAT THE OCTOBER BOARD MEETING'S NORMALLY PRETTY FULL WITH, UH, THE ANNUAL BUDGET. SO WE WANTED GO AHEAD AND BRING THIS TO YOU WITH YOU AN OPPORTUNITY TO CONSIDER NOW, AND WE'RE HAPPY TO BRING, UH, REPLYING FOR THOSE IN OCTOBER. WRITTEN A VERBAL FORM HOWEVER YOU WOULD LIKE. UM, BUT WE DID WANT TO GO AHEAD AND BRING THIS BOARD NOW TO REQUEST PERMISS TO APPLY. ARE YOU ANTICIPATING USING SOME OF THOSE FUNDS FOR SALARY ENHANCEMENTS FOR PSYCHOLOGY? IS THAT, AM I UNDERSTANDING? ANTICIPATE USING IT FOR SALARY ENHANCEMENTS AS WELL AS ADDITIONAL ACTUAL FTE POSITION SO THAT WE CAN AT MAKE THE MOTION TO APPROVE. SECOND. GOT A MOTION BY JUDGE HEAD KEY. SECOND BY COMMISSIONER BERNARD. MORE DISCUSSION? HEARING NONE. ALL IN FAVOR? AYE. ANY OPPOSED? MOTION CARRIES. THANK YOU JACOB. [14. Consider and act upon the recommendation to authorize the Executive Director to execute a contract from Health and Human Services Commission (HHSC) for Alamo Area Agency on Aging (AAA) services in the approximate amount of $6 million. This item will require an FY 2022 budget amendment. - Diane Rath] ITEM NUMBER 14, CONSIDER AN ACT UPON RECOMMENDATION TO AUTHORIZE EXECUTIVE DIRECTOR TO EXECUTE A CONTRACT FROM HEALTH AND HUMAN SERVICES COMMISSION FOR ALAMO AREA AGENCY ON AGING SERVICES IN THE APPROXIMATE AMOUNT OF 6 MILLION. THIS ITEM WILL REQUIRE FY 22 AMENDMENT, MS. RA. THANK YOU MR. CHAIRMAN. I FILLING IN BECAUSE ALL OF OUR AGING FOLKS ARE UP IN TODAY, AND WE HAVE ITEMS VERY NUMBER, NUMBER, OUR AGING PROGRAMS DELIVERED THE PAST THREE FUNDS FROM THE OLDER AMERICAN [00:40:01] ACT THROUGH HHSC UP TO US THE END OF AUGUST. THEY GAVE US PLANNING FIGURES, WHICH A COUPLE OF WEEKS LATER WERE RETRACTED AND WE'RE TOLD WE'RE GONNA HAVE PLANNING FIGURES THE END OF THIS WEEK FOR OUR CONTRACT. THAT SHOULD BE STARTING OCTOBER ONE. SO, UH, UNFORTUNATELY WE DON'T HAVE AN EXACT AMOUNT, BUT THIS IS FOR THE CONTINUATION OF PROGRAMS THAT ARE DELIVERED IN SERVICES THAT DELIVERED BY OUR AG PROGRAMS, UH, UNDER THE OLDER AMERICAN SET. AND, UH, WE'RE ASKING FOR APPROVAL SO THAT I CAN EXECUTE CONTRACT FOR ALAMO AG FOR OUR AGING FOR APPROXIMATELY 6 MILLION. WE DON'T HAVE OUR EXACT, DAVID IS SIGNIFICANTLY DIFFERENT THAN THAT WILL COME BACK TO YOU OR NOT. UH, NO. BUDGET AMENDMENT IS NEEDED. I'M SORRY. BUDGET IS NEEDED. FUNDS ARE SIGNIFICANTLY DIFFERENT THAN ANTICIPATED AND, UH, IT IS A CONTINUATION FUNDING. SO WE ASK FOR YOUR APPROVAL OF, UH, MY EXECUTING THE CONTRACT WHENEVER IT MIGHT ARRIVE. MOTION TO APPROVE. SECOND. ALL RIGHT. I GOT MOTION BY JUDGE SHOE HART SECOND BY MS. BUCKNER. ANY DISCUSSION? HEARING DONE? ALL IN FAVOR? ALL OPPOSED. MOTION CARRIES. THANK YOU. [15. UH, THIS ITEM WILL NOT REQUIRE BUDGET MINIMUM. YEAH. SO WE'RE GOING, WE'RE GONNA GET EXPLAINED THAT RIGHT NOW, MR. EVANS GONNA DO A FINE JOB OF IT. REQUEST RATIFICATION OF THE EXECUTION OF THE SECOND YEAR, AN AMENDMENT WHICH PROVIDED THE ADDITIONAL FUNDING FOR REMAIN OF THIS YEAR. AND THIS IS NOT NEEDED. DO YOU HAVE ANY QUESTIONS? I CAN TAKE THE TIME. ALL RIGHT. SO THIS IS THE SECOND HALF OF THE FUNDING, CORRECT, DWAYNE? YES. AND SO IT ORIGINALLY WE, WE'D DONE 60,000 AND THIS IS THE, THE FINAL PART OF THAT, THAT CONTRACT. SO WE DID TWO CONTRACTS, TWO 30,000 CONTRACTS. YES SIR. LAST YEAR YOU ALL APPROVED AND WE EXECUTED, UH, THE CONTRACT FOR 30,000. THE FULL FUNDING FOR THE BIUM IS 60,000 AND THIS REPRESENTS THE RATIFICATION OF THAT SECOND PAYMENT. AND I APOLOGIZE THAT WE DID NOT WORD IT WELL. IT WAS A LITTLE CONFUSING AS WE UNTANGLED IT, SO I APOLOGIZE FOR THAT. AND ALSO, I KNOW HE SAID A BUDGET AMENDMENT IS NEEDED, BUT AS WAS STATED, NO BUDGET IN THAT IS NEEDED.
