TO ORDER SUSIE.CAN I GET YOU TO CALL THE ROLL, PLEASE? JUDGE TEAL.
TIFFANY COVINGTON FOR COUNCILMAN PUTNEY FOR COMMISSIONER CALVERT, AMERICAN LEON THERE DENNIS COUNCILWOMAN GARCIA.
HEAR ME GET A CHARLIE THAT'S JACKSON THAT'S FUSED.
YES, NO YOU THEY'RE GIVING YOU THE SIDE.
YOU ARE WILLIAMS REPRESENTATIVE BADER MAN.
YOU JUST HAD JULIE
[4. Public Comments This time is for anyone to comment to the Board of Directors on issues and items of concern. There will be no Board of Directors deliberation or action on these comments. Time allowed is at the discretion of the Chairman; with three (3) minutes being customary.]
HAVE PUBLIC COMMENTS.I JUST WANTED TO MAKE HER EXCITED.
WE'VE BEEN WORKING ON FOR TWO YEARS AND, UH, UH, OUR COUNTY IS ONE OF THE FEW SMALL TOWNS WITH A DETENTION CENTER.
THEY'VE BEEN CLOSING SMALL CHARACTERS, CLOSER ATTENTION CENTERS ALL OVER THE SITE BECAUSE THEY'RE LOSING MONEY AND WE ARE TOO.
BUT OUR METHOD TO TRY AND KEEP IT OPEN IS TO USE THE UNUSED PORTION OF IT TO DEVELOP A TREATMENT SYSTEM FOR OUR JUVENILES OR TROUBLE.
IT'S CALLED POST TREATMENT PROGRAMS. THREE IS WHEN A JUVENILE IS IN JAIL FOR THEIR ADJUDICATED.
IF YOU'RE A FEW OFFICERS AND SOMETIMES IF WE CAN'T GET THEM ALL UP, OH, WELL, SOME OF THEM ALSO FOR TREATMENT AND, UH, TREATMENT IS WHERE THE BOTTLENECK IS IN.
THAT'S MY PLAN FOR A TREATMENT.
SO SEPTEMBER 1ST WE WILL BEGIN TAKING, UH, JUVENILES FROM CJD AND FROM, UH, ANY OTHER COUNTY LONG SENTENCES AND PAY OUR FEE.
WE ARE GOING TO CHARGE FOR IT.
AND WE HAD PICKED OUR RACE TO, UH, WE'RE JUST GONNA ATTACK OUR BRIGHTSPACE COUNTY.
THEY DID A REAL MENTOR TO US, CAN VERY HELPFUL IN THEIR PROGRAM.
AND THEY'RE, IF YOU'RE A JUVENILE JUDGE, YOU KNOW THAT WHEN YOU HAVE A CHILD GOING TO TREATMENT AND FOR GOOD REASON, SIERRA COUNTY, THEY GOT THEIR OWN POLICY.
WE SMALLER COUNTY, WELL SIDE OF, UH, THE LORD'S WRIT LARGE COUNTIES.
AND, UH, UH, SO WE'RE GOING TO CHARGE YOU 50 A NIGHT AHMED LIKE OF LIKE HAYES COUNTY.
[00:05:02]
ARE RAISING THEIR RATES.SO WE'RE GOING TO PUT, THIS WILL NOT ONLY PROVIDE A LOCATION, A LOCAL PLACE FOR OUR KIDS TO BE TREATED.
THIS JUDGE SAYS, I DON'T KNOW OF, FOR EXAMPLE, AS A KID, WE TRY TO SEND BACK HOME AFTER THEY GOT IN TROUBLE WITH VIOLATED PROBATION, WE JUST CAN'T GET THEM STRAIGHT.
SO WE SEND THEM AWAY TO TREATMENT WHERE THEY ARE LOCKED UP AND THEY WALK AND THEY ARE, UH, UM, THEY'RE NOT ALLOWED IS LOCK UP SIX TO NINE MONTHS ON THESE TREATMENT.
AND, UH, UH, THE PROBLEM IS, IS THAT IF I SEND SOMEBODY OR WAIT OR WIND UP IN NORTH TEXAS OR WEST TEXAS, MOST OF THE PARENTS WOULD CHOOSE FOUR TO GO VISIBLE FACILITIES.
NOT ONLY IN OUR OWN COUNTY, WE JUST SERVE THE SURROUNDING COUNTIES WHERE THE PARENTS CAN ACTUALLY COME VISIT.
THAT'S VERY ENCOURAGING TO THESE YOUNG PEOPLE TO HAVE THEIR GIRLFRIENDS, THEIR FAMILIES, THEIR FRIENDS, TO BE ABLE TO COME VISIT THEM.
THE SPIRIT OF THIS VERY, UH, SO, UH, UH, CJD IS VERY SUPPORTIVE OF WHAT WE'RE DOING AND HAVING THE FACILITY TO THE SMALLER COUNTIES TO USE.
UH, UH, THE PARENTS CAN HAVE A
WHEN YOU DO SOMETHING, YOU SCRATCH TWO BIG BOXES.
AND ALSO WE HAVE, UH, UH, MAYOR SCHROEDER FROM A CITY CASTROVILLE I THINK I CAN JUST THREE MINUTES.
SO I JUST WANTED TO LET YOU KNOW, UH, THIS MIGHT BE AN INTEREST OF A LOT OF THE SMALL TOWNS AS WELL, SO WE SHOULD HAVE BEEN GOING THROUGH SOME PRETTY MASSIVE GROWTH, UH, AND, UH, THE WONDERFUL CITY OF SAN ANTONIO IS AT OUR DOORSTEP.
UH, SO ONE OF THE THINGS THAT, UH, WE'RE GOING THROUGH, UH, WE'VE SEEN A LOT OF OTHER CITIES WHERE THEY HAVE BEEN BASICALLY SWALLOWED UP BY
SO WE'RE ACTUALLY GOING THROUGH A ROAD THROUGH, WITH A PLANNING PROCESS, UM, WHERE WE'RE TRYING TO CAN, WHAT IS IT THAT YOU PASTOR, BILL, HOW DO WE GROW AS CASTRO, NOT AS ANYWHERE ELSE? UM, SO WE'RE ACTUALLY STARTING AS A SPEAKER SERIES, UH, STARTING FARMING.
WE HAVE, UH, WE HAVE TUESDAY MINORS, ONE ON EITHER SIDE, UH, ON THE BEGINNING, WHAT THE END WE GROW AS A CITY THAT WE ARE ALL, WE ACTUALLY ARE CLOSE WITH SAN ANTONIO AS MUCH.
WE HAVE A ARCHITECTURAL HISTORIAN FROM TRINITY UNIVERSITY.
THIS WILL HELP US UNDERSTAND A LITTLE BIT MORE ABOUT OUR, UH, OUR VERNACULAR ARCHITECTURE OF HOW TO HONOR THAT AS WE CONTINUE TO GROW.
UH, AND THEN DENNIS MICHAEL FROM, AND THE CONSERVATION SOCIETY, TALK TO US ABOUT HOW DO WE MAINTAIN OUR HERITAGE AS EVEN AS YOU'RE EXPERIENCING TRIPLE DIGIT, TRIPLE DIGIT GROWTH OR WITHIN THE NEXT EIGHT YEARS, PROBABLY FOUR OR FIVE MONTHS.
SO IT'S GOING TO BE AN INTERESTING JOURNEY IN VIRGINIA WITH THE ENTIRE COMMUNITY.
SO I JUST THOUGHT IT MIGHT BE KIND OF INTERESTING TO SEE HOW IT WAS A LITTLE TIME GROW UP WITHOUT.
I ASKED WHY IS EVERYBODY SO SCARED OF SAN ANTONIO? THAT'S WHAT I DON'T NEED ANY EXPLANATIONS.
OUT OF THE EQUATION BOARD MEETINGS.
I PROBABLY SUPPOSED TO LEAD THIS MEETING, I GUESS.
SO ITEM NUMBER FIVE, DECORATIONS, A CONFLICTS OF INTEREST BY ANYONE ON BOARD HEARING NONE.
[6. OnMed, new services for indigent healthcare providers in Texas - Tom Wilkinson]
NUMBER SIX.MS. RAF, CAN YOU INTRODUCE OUR ESTEEMED? YES, YES, YES.
I'M VERY PLEASED TODAY THAT WE HAVE MY FORMER COLLEAGUE, HE WAS
[00:10:01]
THE DIRECTOR OF GRASS VALLEY.JUST RESOURCED ME WHEN I TOOK THIS JOB AND I'VE KNOWN HIM IN DIFFERENT LIVES, DIFFERENT PLACES.
THEN HE HAS RETIRED, BUT IS REALLY INVOLVED WITH A VERY INTERESTING PROPOSITION THAT I'VE MENTIONED TO MANY OF YOU.
I'VE SEEN A PRESENTATION TWICE AND PARTICULARLY IN OUR RURAL AREAS.
YOU'VE GOT THE, SOME INFORMATION IN YOUR NOTEBOOKS, BUT I THINK WHAT YOU'RE ABOUT TO SEE MIGHT BE VERY INTERESTING FOR YOU SOME TIME.
THANK YOU VERY MUCH FOR BEING HERE.
AND I KNOW THAT YOUR COMPANY, UM, BY SOME FOLKS FROM THE COMPANY, SO I'LL LET YOU INTRODUCE HIM.
WE REALLY LOOK FORWARD TO THE PRESENTATION OF THE, AND TALK ABOUT THIS.
HERE ARE SEVEN COUNTIES, BUT WE SPENT THREE ADDITIONAL COUNTIES THAT PROVIDE VEHICLES, ET CETERA, BUT CITIZENS KNOW, KIND OF USE THAT.
WE HAVE A DOUBLE ON MED STATION, TWO PATIENT CONSULTATIONS SEPARATED BY THE ANDRE PHARMACY BALLS.
LET'S TAKE A LOOK INSIDE ONE OF THEIR CONSULTATION RULES.
AS WE APPROACH, YOU WILL NOTICE THE DOOR AND WINDOW WERE CLEAR.
THESE WILL TURN ON PAIN DURING THE CONSULTATION FOR PRACTICING.
IN ADDITION, SEVERAL SOUND TECHNOLOGIES ARE USED FOR ENHANCED SECURITY.
BEGINNING OF CONSULTATION, AS SIMPLE AS PRESSING START ON THE SCREEN, JUST A FEW SECONDS, THE START SIGNAL COMMENCEMENT OR VIRTUAL MEDICAL CENTER BEFORE SHOWING THAT SIDE OF THE CARE PLATFORM, JUST A FEW MORE FEATURES OF THE STATION.
IT'S BASIC VIALS ARE POTENTIALLY THE MOST IMPORTANT PATIENT BASELINE TO COLLECT INTERMEDIATE WITHIN THE FLOOR TO THE HUNGER SCALE.
EACH PATIENT AUTOMATED BLOOD PRESSURE IS TAKEN.
OXYGEN SATURATION IS MEASURED.
DEMOGRAPHY SCREENING IS PERFORMED TO DETECT POTENTIAL FEVER.
ALL OF THESE VITALS ARE TAKEN VIRTUALLY BY A CERTIFIED NURSE ASSISTANT, ALONG WITH ALL YOUR TYPICAL CLIPBOARD INFORMATION, EXCEPT THERE IS NO QUICK BOARD, INSTANT GRADUAL ONBOARDING APPLIED NURSE ASSISTANT ANSWERING ANY QUESTIONS ALONG THE WAY PRIVACY FORMS AND OTHER DOCUMENTS ARE EASILY SIGNED BY THE PATIENT ON THE OVERSIZED SCREEN LOCATED JUST IN FRONT OF THE PATIENT.
THAT'S THE CLUSTER FROM THIS AREA, THE CLINICIAN CAN REMOTELY LOAD A VARIETY OF DIAGNOSTIC TOOLS TO HELP DIAGNOSE THE PATIENT'S COMPLAINTS.
THE STETHOSCOPE IS USED FOR HEART AND LUNG SOUNDS ARE ICI.
CAMERA CAN BE USED TO SEE THE PATIENT'S THROAT.
EXTERNAL LOT MAY SET THE BODY INCLUDING MAGNIFICATION OF SKIN LESIONS OR SUSPICIOUS AREAS.
PRESCRIPTIONS ARE AVAILABLE INSTANTLY.
THE AHMED PHARMACY BOLT HOLES, HUNDREDS OF COMMON MEDICATIONS THAT REMOTELY VERIFYING THE PATIENT INFORMATION AND DISPENSED IT UNDER A MINUTE.
LOCATED JUST BELOW THE SCREEN.
IT'S THE PHARMACY DISPENSING AREA FOR EASY RETRIEVED BY THE PATIENT.
LET'S TAKE A CLOSER LOOK AT THE VIRTUAL MEDICAL CENTER AND SEE WHAT THINGS LOOK LIKE FROM THE DOCTOR'S PERSPECTIVE.
THIS IS THE VIRTUAL MEDICAL CENTER MADE FOR.
WE HAVE A SIMILAR ROOM FOR LIKE TESTING, LINING THE WALLS OR THE CLINICIAN STATIONS.
THIS IS THE AREA CLINICIAN STATE LINE TO THE PATIENTS.
EACH AREA IT'S LIKE A MINI TV STUDIO, QUALITY IMAGE, AND SOUND ADJUST INTO THE AIR, BUT NOT IT PREFERENCES OF EACH CLINICIAN.
THE ON-NET EXPERIENCE IS ONE-TO-ONE AT SCALE.
IN OTHER WORDS, THE DOCTORS AND NURSES ARE LIFE-SIZE, BUT ONLY APPEAR ON THE SCREEN IN FRONT OF THE PATIENT.
THIS ALONG WITH ON BED DEVELOPED CAMERA TECHNIQUES, PROVIDER, FIELD, LIFE ENCOUNTER, THE CLINICIAN CONTROLS EVERY
[00:15:01]
ASPECT OF THE MED STATION, REMOTELY, LITERALLY LIGHTS, CAMERA, AND ACTION FOR EVERY DEVICE.LET'S MOVE IN TO TAKE A CLOSER LOOK.
YOU CAN SEE THE BORDER OF THE SCREEN HAS VARIOUS BUTTONS THAT CONTROL ALL THE EQUIPMENT, THE GENERAL OPERATIONS OF THE STATION FROM SIMPLY TURNING OFF THE LIGHT TO ACTIVATING THE BLOOD PRESSURE AT BOARD EXAMINATION, USING THE THERMOGRAPHY CAMERAS MORE.
AS WE SAID EARLIER, ONBOARDING OF A PATIENT TO SIMPLE, THE CERTIFIED NURSE ASSISTANT WALKS THE PATIENTS THROUGH THE QUESTIONS.
IF YOU DO THE ELECTRONIC HEALTH RECORD, HOW DOES THE VITALS AND THE ENTRANCE WAS CLINICIAN REVIEWING THE PATIENT VIA A SHORT VIDEO IS PLAYED REDUCING THE CLINICIAN TO THE PATIENT SHARING DETAILS ABOUT THEIR EDUCATION AND GENERAL BACKGROUND.
OH, MY MASTER'S DEGREE IS IN RESPECT TO TENSIONER FROM THE UNIVERSITY OF THIS PERSONALIZES THE EXPERIENCE AND PROVIDES A NATURAL TRANSITION FOR THE DOCTOR, OR IT CAN BE THE CLINICIAN DISCUSSES THE PATIENT'S COMPLAINTS AND DOES THE CRITICAL WORK USING ALL THIS DIAGNOSTIC TOOLS, ALL IMAGES ONLY TELEMETRY AND OTHER CRITICAL INFORMATION ARE STORED TO THE PATIENT'S ELECTRONIC MEDICAL RECORD.
THIS RECORD IS AVAILABLE WITH THE PATIENT'S PERMISSION TO SHARE WITH THEIR PRIMARY CARE OR OTHERS THAT REQUESTED ON MEDS.
HIPAA COMPLIANCE SOFTWARE INTEGRATES WITH ALL PATRIOT ELECTRONIC HEALTH RECORD COMPANIES, MAKING INTEGRATION WITH OTHER HEALTH COMPANIES, SEAMLESS ANY CONSULTATIONS WILL RESULT OF THE PATIENT RECEIVING A PRESCRIPTION, THE PHARMACY ROBOTICS SYSTEMS REMOTELY CONTROLLED BY THE CLINICIAN OR THE PHARMACISTS, THEIR SECURITY MEASURES AND VERIFICATIONS TAKE PLACE DURING THE DISPENSING PROCESS.
THE PATIENT HAS THEIR PRESCRIPTION.
AND IN THE RARE EVENT, THE ALTERNATE STATION DOES NOT HAVE THE REQUIRED MEDICATION OR THE PATIENT WOULD RANDOMLY PICK UP THEIR PRESCRIPTION FROM THE LOCAL PHARMACY.
THE DOCTOR WILL THEN E-PRESCRIBE WHEN THE PATIENT EXITS THE CONSULTATION.
THE SANITIZING PROCESS BEGINS.
THIS TAKES ROUGHLY TWO MINUTES.
DURING THIS TIME THE IS FILTER USING SEVERAL ON-NET PRIMO TECHNOLOGIES.
IN ADDITION, A POWERFUL GBC LINE FEELS KIND OF THE GINS MAKING THE CONSULTATION AREA SAFE FOR THE NEXT PATIENT ON IT.
AND ALSO IN HIS FIELD MENTIONS THAT RIGHT? WELL, WE SERVICE IT REALLY CLEAN BEYOND MED STATIONS.
AS YOU CAN SEE BEYOND THAT EXPERIENCE IS QUICK, EFFICIENT, SAFE, AND SECURE TECHNOLOGICALLY UNMATCHED.
SO HE MIGHT HAVE TO TELL ME TO STOP FARMING.
SO, UM, THE, UH, THE TEXTING PIECE OF THIS BECAUSE, UH, COLLEGE OF MEDICINE AND DIFFERENT DEPARTMENTS HAVE REVIEWED SEVERAL OF THESE TYPES OF MACHINES THAT SITS UP THERE WITH WINE.
AND THE DIFFERENCE BETWEEN MOST OF THE OTHERS IS THAT PRESCRIPTION DISPENSING.
SO WHEN I SAW, AND THAT'S HOW I BOUGHT, UM, THE OPPORTUNITY TO HAVE THE CHURCH, MOST OF, UH, THE INDIGENOUS COMMUNITY, GETTING THEM TO PICK UP THEIR PRESCRIPTION IS A CHAT.
UM, AND THEN THEY'RE RIGHT BACK TO THE SAME SITUATION.
AND WE ALL KNOW WHAT THOSE ARE.
IT'S MORE HIGH BLOOD PRESSURES.
THAT MEANS IT'S MORE ISSUES TO THAT.
SO, UM, THERE ARE TWO OBVIOUS USES FOR THIS JLL, ESPECIALLY IN SMALLER RURAL COUNTIES WHERE YOU PROBABLY DON'T HAVE HOSPITAL AND YOU WERE SPENDING IN AN PUB OR A INMATE WHO AT TWO IN THE MORNING SAYS, JUST THINK ON THAT.
AND IF YOU HAVE TO BRING IT IN TO THE JAIL STAFF ON CALL THAT NIGHT AND THEN TAKE THEM BY AMBULANCE TO A NEIGHBORING CAMP.
SO YOU'RE TYING UP POSSIBLY TWO OR THREE AMBULANCES IN YOUR COUNTY TOTAL AND TAKING JAIL PERSONNEL AND
[00:20:03]
KEEPING SCREENED FOR THAT AND SAY ALL THAT TIME, EVERYBODY.AND IT WON'T PICK A MODEL FOR THEM, BUT HEY, THE SMALL GROUP IS CRITICAL.
AUTOMATED WAS NOT WITHIN THE FIRST FIVE MINUTES, WHICH ARE REALLY GRIPPING TIMES AND STUFF LIKE THAT.
SO YOU'RE ALREADY RESPONSIBLE FOR THE JAIL.
BOTH OF YOU AT ONE VARIETY OF WHAT IS A, BUT THIS WILL BE, UM, NOT INEXPENSIVE, BUT IT WAS LIKE CARE OF YOU, THE OPPORTUNITY AND THE COUNTY, YOU CAN USE THIS MACHINE FOR OTHER USE ALL THE PERSONNEL.
YOU'RE GOING TO HAVE ALL THE ACCOUNTING PERSONNEL AND WHERE YOU LOCATE THIS IN JAIL, DO USE THIS FOR THEIR OWN PERSONAL POSSIBLY REDUCE THE COUNTY DISCLOSURE FOR ITS OVERALL, UH, INSURANCE COSTS.
SO, UM, THE OTHER THING IS THAT IN THE JAIL THAT TEXAS CRIMINAL JUSTICE TRANSPORT IN BRISBANE AND THE STATE OF TRAINING, INMATE SCHEDULING PROBABLY HAS THREE BRANDS, ANY OF YOUR, WHERE YOU TOOK CARE OF IT.
SO YOUR GUYS WERE ON TOP OF IT, CALL IT THAT THE AMOUNT OF ELECTRICAL, BUT IT'S A RISK SAVING TIME.
YOU TAKE THE PRISONER OUT OF JAIL.
MAYBE YOU HOST BEING READY TO INMATES, OR LET'S SAY, ALL RIGHT.
SO THE SECOND HALF IN, UH, THE FRAT, SHE PUT IT IN YOUR PACKET, BRIEF THING THAT I NEEDED, UH, ON INDIGENT GEAR, ALL OF, YOU KNOW, THAT'S THE RESPONSIBILITY YOU HAVE IN OFFICE.
IT WAS SMALL AND IT'S JUST SOMETHING, YOU KNOW, YOU HAVE TO BUDGET FOR.
AND YOU HAVE STAFF PERSON THAT SOME OF YOUR PUBLISH ON CABIN TRENDS WE TOOK OVER FOR WORK CAN WORK IN CAMP IS VERY LARGE COUNTY.
IT'S JUST BRINGING THE PATIENTS.
UM, IT WAS DANNY
THAT'S THE CONTRACT I MANAGE FOR THEM.
PLUS THE OVERHEAD OF A SAD PERSON WOULD SAY, I HAD ONE EMPTY, TWO LESS THAN ONE, LIKE CONTRACTORS AND OTHER BIDDING PROCESS SEVEN MONTHS AGO.
AND SO IT'S, IT'S NOT A DAY FOR YOU ALL HAD AN ASSESSMENT.
WE HAVE A CONCEPT OF A MANAGED CARE SYSTEM, OR IT WILL REDUCE YOUR OVERHEAD, UH, BECAUSE, UH, YOU KNOW, HOW MANY OF YOU ARE IT, BUT MOST THREE TO FIVE AND EACH ONE OF YOU HAD AT LEAST ONE, AND IT IS POSSIBLE THAT THEY ARE APPROVING EXPENDITURES THAT ARE NOT REQUIRED LAST DAY.
NOW THAT MIGHT BE YOUR CHOICE QUESTIONS FOR THIS, FOR OUR CITIZENS, BUT YOU DON'T HAVE TO ALSO IN YOUR HANDOUT, THERE'S A CHAPTER 61, WHICH IS IN, UM, 61.030 ALLOWS YOU TO GET A PRIMARY COMBINED, WHICH IS GOING TO BE THIS ON, THERE ARE THREE EXCEPTIONS.
IF IT'S AN EMERGENCY, IF ON THIS SYSTEM IT'S NOT MEDICALLY APPROPRIATE OR DOWN, FOR SOME REASON, IT'S NOT GOOD, THEY CAN GO, WELL, THAT'S JUST NOT.
SO, AND ALSO BY HAVING ONE THAT YOU WERE USING INDIGENCY, SO
[00:25:01]
YOU WOULD WANT A PUBLIC PLACE FOR IT TO BE LOCATED.THERE IS ONE IN THE STATE OF TEXAS, AND I DON'T HAVE ONE FOR SEVEN YEARS.
SO CITIZENS ARE ALLOWED TO HAVE ACCESS TO IT.
AND IN FACT, THE DIRECTOR OF THERE, JIM REED, UH, NEEDED A DOCTOR.
AND IT IS THROUGH THE, UH, THE RECOMMENDED BOTTLE IT'S ALREADY BEEN HERE, UH, SSI, WHICH IS PURCHASING SOLUTION ALLIANCES ALREADY DONE HERE FOR THE ENTIRE CENTER.
SO EACH ONE OF YOU HAS GOT A WAY TO TAKE SKIN OFF OF THAT CONTRACT.
THEN YOU DON'T HAVE TO DO A FULL, UM, THE, UM, PRESCRIPTION IS AN OPTION.
IF I CAN OPEN UP TO THE ENTIRE CITIZENS, SO YOU CAN CREATE A CAR THAT
SORRY, IT'S JUST, IT'S JUST GOT TO BE THAT WAY.
SO THAT THE PROOF, UH, IS ESTABLISH THAT THIS IS NOT ONLY ABOUT A LITTLE BIT.
AND SOMEONE GOES TO THE YOUTH TO GET A LITTLE BIT OR A AMATEUR SPORT EVIDENCE, BUT YOU MAY OR MAY NOT HAVE ADVOCATED.
SO THAT HOSPITAL AND FAMILY, YOU MADE IT TO YOUR LOCAL HOSPITAL.
BUT IF YOU DID THE PROBLEM THAT MOST HOSPITAL SYSTEMS HAVE TODAY IS THE EMERGENCY ROOM.
MY 98 YEAR OLD DAD BROKE THE SHIRT, THESE SHIRTS, BECAUSE HE WENT TO BROWN UP, THIS IS LIKE, THIS IS A SCREEN DEVICE OR A EMERGENCY.
OH, IT MUST BE NICE TO SEE, ESPECIALLY YOUR INDIGENOUS STUFF, TO SEE THE DOCTRINE IN ORDER TO HANDLE THROUGH THIS.
AND THEN THE BAD PATIENT EXPERIENCE, WHICH IS A PROBLEM FOR THEM.
IF THEY DON'T, UH, GET THE MEDICINE, THEN THEY'RE NOT GOING TO GET BETTER.
AND USUALLY GET THE ER THREE-YEAR LACE HOW MUCH WITH PILLS.
SO PRICE IS DOWN, DEPENDING ON THE HOSTILE SAID WHEN HE WANTS TO USE IT, IT'S 70, IT'S EXPENSIVE.
IT'S PROBABLY THAT THE 30,000 A MONTH
IS THERE PARTNERSHIP WITH THE PHARMACEUTICAL, THROUGH THE PHARMACY COMPANIES? I WOULD IMAGINE THERE IS.
AND WOULD THAT HELP SUBSIDIZE? LET'S SAY MY REGION HAS, YOU KNOW, PHARMACEUTICALS KNOW, HEY BOY, THIS PARTICULAR AREA DISPENSES THAT PARTICULAR TYPE OF PRESCRIPTIONS.
SO WOULD THERE BE LIKE, HEY, WELL, THEY REALLY WANT IT IN YOUR AREA.
[00:30:01]
A LITTLE BIT.SO NO, TEXAS MEDICAL PROVIDER PHYSICIAN CANNOT PRESCRIBE, CAN PRESCRIBE TO US, BUT CANNOT DISPENSE IF YOU GO TO YOUR DOCTOR.
AND HE SAYS, I WANT YOU TO FILE AS A MEDICINE HERE AS A SAMPLE 1 76 BILL, THAT'S IT SOMETIMES WE'LL GIVE THEM THREE TO PULLED OFF AND THAT'S IT.
SO ON THAT CONTRACT WITH THE PHARMACY AND TEXTS DO PUT THE MEDICINE IN THERE HAS TO BE DONE THAT WAY, THAT A STATE LAW.
SO, UM, THE ONLY OPTION THAT INJURED NEGOTIATIONS WITH AUTOMATIC IS WANT THAT OPTION.
IF YOU'RE GOING TO USE IT IN THE JAIL, YOU KNOW, FOR DRUGS TO BE PROVIDED BY FARMERS, YOU HAVE A LOCK IN SOMEWHERE, BUT THEN YOU GO GET IT.
IF IT'S THE INDIGENT ONE THAT YOU CAN GET THAT RIGHT.
THE SCRIPT, AND I CAN TAKE IT.
IT'S JUST THAT IF YOU TALK TO YOUR PEOPLE THAT ARE MANAGING, OR YOU WILL FIND THAT VERY FEW AND THERE PROBABLY DON'T MEAN THAT.
IS THAT REGARDLESS OF HOW MANY CONSULTS THERE ARE.
AND JUST TO BE CLEAR, YOU SAID THAT DOES INCLUDE THE PRESCRIPTION MEDS.
SO IT'S SOMEWHERE BETWEEN EACH ONE IS A YOU, BUT THE CONTRACT HAS OPPORTUNITIES TO CUT INTO YOUR LEADS AND YOUR ABUSES.
SO IT DEPENDS ON, SO IT COULD BE A LOW OF 25,000 TO 30,000.
THE, UH, IT'S JUST KIND OF, OKAY.
SO THE ONLINE CARE PROVIDER, IF THEY THINK THAT THE PERSON COMING TO THEM IS IN NEED OF URGENT CARE HOSPITALIZATION, HOW HAS THAT REFERRAL MADE? SO I GET CREDIT TO MY DIRECTOR OF SPECIAL PROJECTS.
YOU'VE TEXTED ME TO ASK, AH, SO, UM, IT IS, UH, 9 1, 1 SERVICES SENT TO THE STATION OR THAT PATIENT ONLINE.
AND THEN THE PAYMENT OF THAT IS TOTALLY SEPARATE.
UH, WHO IS IT IS AN EMPLOYEE OF THE COUNTY, YOUR COUNTY INSURANCE FOR INDIGENT CARE.
SO IT JUST DEPENDS ON WHO'S AT THE BOX AS TO THE PAYMENT, BUT YES, THERE WILL BE A SEPARATE CHARGE.
THIS IS ALL THIS, LIKE YOUR REGULAR DOCTOR'S OFFICE AND THE DOCTOR.
IF YOU WENT TO THE DOCTOR'S OFFICE AT MERCY, THEY CALL IT A SAVE EXPERIENCE FLOW.
SO VERY SPLIT TO GO INTO THE DOCTOR'S OFFICE.
SO THEN A FOLLOW-UP TO THAT, WHEN I GO TO MY DOCTOR, I'VE BEEN GOING TO, FOR YEARS, SHE KNOWS MY HISTORY.
SO IS THERE ANY WAY TO ENSURE THAT IF SOMEONE GOES, THEY CONTINUE TO HAVE THE SAME PROVIDER? YEAH, NO.
HE IS OUT INTO THE VIDEO, THEN KEEP TRACK AND THEY HAVE TO LOOK AT THE, THEY HAVE TO LOOK AT THE FILE OR WHATEVER, BUT ARE THEY ABLE TO REQUEST THE SAME PERSON? YOU WON'T HAVE THE SAME OPERATOR, ANSWER THE CALL, BUT SO WHAT ABOUT MAT MEDICATION? LIKE AN URGENT CARE CLINIC IN A BOX? SO IT'S LIKE GOING TO THE TEXAS MED CLINIC, BUT YOU'RE GOING IN ON FOAM BOOTHS.
I'VE NEVER ASKED, BUT I'VE NEVER BEEN TO.
SO IF YOUR DOCTOR REQUESTS THE RECORDS FROM THIS THING, THEY COULD GIVE IT TO THEM WITH MY UNDERSTANDING THAT.
AND SO WHETHER YOU, WHEN YOU CREATE A PRENATAL CARE MANAGEMENT SYSTEM OR YOU CONTINUE WITH YOUR INDIVIDUAL TO THAT PERSON, SO THAT THERAPY IS THAT IT CAN BE ATTRIBUTED BACK TO YOUR INDIGENT.
AND SO WE NEED THAT RECORD FOR THAT.
OR IF THE SAME PERSON KEEPS GOING TO THE MONDAY BOOSTS, THEY WILL HAVE THE RECORDS OF THAT SAME PERSON CONTINUING TO GO INTO.
WE ALL KNOW THE CHALLENGE
AND THAT'S THE REALITY THAT WE'RE FACED WITH PEOPLE JUST DON'T.
[00:35:01]
THEY CONTRACT WITH SEVERAL LOCATIONS AND PRIMARY.WHAT WAS STUDENTS? THAT'S ALSO THE COMMUNITY AT LARGE.
SO, UM, IT IS, UH, IT IS A GREAT TOOL, WHICH IS ALSO, UM, LIKE BY MY INSURANCE WENT OUT TO, UH, SO I'M GOING TO TELL YOU MOST OF THE EMPLOYEES, WE GET THAT, BUT WHAT DO THEY CALL A DOCTOR TO USE IT FOR THE KIDS? YOU KNOW, THE KIDS THAT SCRAP AND YOU KNOW IT, BUT YOU CAN'T GET MEDICATION BECAUSE ALL OF OUR DOC IN JAIL, ON THE SENTENCE AS A DOCTOR, YOU KNOW, ALL THE ANTIBIOTIC, WHATEVER.
UM, BUT JUST AS YOU WERE CONCERNED ABOUT, WELL, I WASN'T TOO HAPPY THAT IT WOULD BE AN APPROPRIATE SPOT, BUT FOR MY KID AND I WAS ALL ALERT.
SO YOU DIDN'T EVEN SEE SOMEBODY AND SEE MY CHILD TALK ABOUT THE CITY, THEN IT'S ALL, IT ALL KIND OF CLICKED BETTER SYSTEM, BUT WHY MEDICATION FOR TREATMENT OR ESPECIALLY IF IT'S SOMETHING REALLY SERIOUS, YOU WANT TO,
THEY'RE SEEING HEARTBREAKING TO SEE TEMPERATURE, ALL OF THOSE THINGS REAL TIME.
YOU START WITH THE CHEAPEST IN OUR SYSTEM, YOU CERTIFIED.
AND IF SHE SEES SOMETHING THAT PAYS MORE THAN YOU GET A REGISTERED NURSE, IF A REGISTERED NURSE SEE SOMETHING THAT IS OF WHAT HAPPENED, YOU GET A POSITION.
SO IN THAT CENTER OF THE CLOSET, THERE'S WAY MORE CERTIFIED NURSES.
TOM, THANK YOU SO MUCH FOR THE PRESENTATION WE REALLY APPROACH.
UM, HAD A QUESTION ABOUT BILLING, HOW OUT YOU SAID 20, $30,000 A MONTH, BUT THESE PEOPLE ARE GETTING CHARGED THE THREE YEARS.
I CAN TELL YOU, YOU DON'T WANT TO OWN THIS TECHNOLOGY FAST.
THAT'S ALL SO EXCITED ABOUT THE DELL TECHNOLOGY.
IF THEY'RE, SO YOU'RE SAYING THAT THIS WOULD BE SOMETHING THAT A MUNICIPALITY OR A COUNTY COULD USE.
YOU'RE TALKING MAINLY ABOUT INDIGENTS, ABOUT PRISONERS.
UH, SO THIS WOULD BE SOMETHING YOU'RE NOT ACTUALLY DOING BILLING FOR NORMAL CUSTOMERS.
YOU CAN, AND THERE IS AN OPTION FOR THAT.
UH, SO IT'S THE ENGINE HEALTHCARE AND THE REGIONAL WE HAVE, WE CREATED A CALL AND JUST TALK TO THE EMPLOYEES HERE, HAVE INDICATION, BUT YOU CAN PUT A BARCODE ON THE BACK OF IT.
THEN IF YOU THE MACHINE JUST LIKE YOUR CREDIT CARD.
SO YOU CAN GIVE THOSE OUT TO THE END OF GYPSY.
YOU CAN KEEP TRACK OF THAT WAY.
AND THEN GENERAL, YOU CAN HAVE ONE OF THE OPTIONS.
SO THESE ARE MORE FOR URBAN AREAS WHERE PEOPLE ARE THE RULES.
NOW ONE DAY WE CAN DO IT ALL OVER THE PLACE.
UH, LET'S SAY THE HOSPITAL SYSTEMS HAVE INVESTED BILLIONS IN BRICK AND MORTAR AND THEY CAN'T SUPPORT.
THAT LITTLE CLINIC SAYS YOU HAVE, AFTER ALL YOUR DOCTOR, TWO DOCTORS NEVER
[00:40:01]
SO THIS IS WHAT'S GOING TO REPLACE IT.THAT'S WHY I SAY 10 YEARS, THE MEDICAL SYSTEM IS GOING TO HAVE TO DO THAT BECAUSE THE COST, I CAN SEND YOU SOME QUESTIONS.
IT JUST DOESN'T MAKE SENSE BECAUSE, UH, IN A RURAL AREA, MOST OF US DON'T HAVE, UH, UM, POLLING FACILITIES.
UH, MOST OF US DON'T HAVE LARGE BUDGETS.
MOST OF US DON'T HAVE LARGE INDIGENT
EACH OF YOU WERE PAYING A PIECE.
IF SOMEBODY HAS INSURANCE, YOU CAN SET IT UP SO THAT IT'S REIMBURSED THROUGH THE CITY AND COUNTY EMPLOYEES OR THE LOCAL PROPOSER THAT SELF-ASSURANCE AS WELL.
AND THAT WILL HELP THEM BRIDGE THE COST OF MAJOR HOSPITALS THAT PEOPLE HAVE COVERAGE.
UH, WE'RE WORKING WITH THE
THEY ARE, AND IT'S JUST VERY CONVENIENT OR THE WAY THE DISCIPLINE, THE GUY.
WELL, I KNOW THIS IS AN INTERESTING SUBJECT.
EVERYBODY'S GOTTEN A BROCHURE AND TOM'S TOM'S CARDS IN THERE.
HE WANTS, HE WANTS NO LESS THAN 500 QUESTIONS OUT OF THIS MEETING.
SO, SO WE CAN, UH, I KNOW HE CAN GET US THE ANSWERS AND TOM, WE APPRECIATE YOU MAKING THE TRIP, UH, AS ALWAYS AS GOOD TO SEE.
THANK YOU AND HAPPY TO COME BACK HOME.
SO IT'S THE COUNTIES OR CITIES WANTING TO ADD A ONE-ON-ONE I'M SAYING VERY GOOD.
[7. San Antonio Food Bank - Rural Community Coalition SECURE initiative and partnerships; and briefing on the upcoming Securing Urban & Rural Communities in Southwest, Texas conference, scheduled for November 9, 2022. – Mario Obledo, Chief of Government Affairs & Public Affairs]
TO ITEM NUMBER SEVEN, WE HAVE AN ANTONIO FOOD BANK REPRESENTATIVE HERE TODAY AND, UH, MR. ROBLEDO IS HERE.AND JUDGE, I CAN TELL YOU I'M MARIO COMES UP.
IF FOOD BANK HAS BEEN SUCH A GREAT PARTNER, NOT ONLY TO US, BUT JUST SO MANY OF OUR COUNTIES, PARTICULARLY IN THE LAST TWO YEARS.
SO MARIO HAS BEEN ACTIVELY ENGAGED IN A COLLABORATION WITH US WITH SOME OF THE RURAL OUTREACH AND PLANNING, AND THEN HE'S GOT A PHENOMENAL CONFERENCE COMING UP NOVEMBER 9TH.
SO HE'S GOT TO GIVE US A QUICK OVERVIEW OF BOTH OF THOSE.
THANK YOU ALL MORNING FOR THE RECORD.
MY NAME IS MARIO, I BELIEVE A FEW YEARS, CHIEF OF GOVERNMENT AND PUBLIC AFFAIRS AT THE SAN ANTONIO FOOD BANK ON BEHALF OF ERIC HOOVER, OUR PRESIDENT AND CEO, OUR BOARD OR ORGANIZATION.
UH, DIANE AYCOCK FOR ALL THE SUPPORT THAT YOU GIVE, HELP RURAL COUNTIES AND FOR ALL THE PARTNERSHIPS OVER THE YEARS.
UM, AND, AND THANK YOU TO ALL OF Y'ALL WHERE YOUR PUBLIC SERVICE AND THE SUPPORT THAT YOU GIVE TO YOUR COMMUNITIES AND YOUR CITIZENS.
UM, WITH ME TODAY IN THE BACK
SHE'S BEEN A GREAT SUPPORT TO THIS WHOLE LAST YEAR.
UH, ALSO HERE TODAY IS JAY
UH, THEY COVER A REGION, HAVE BEEN VERY SUPPORTIVE AS WELL.
AND THEN ANY BIT OF EITHER OF THE BAR THERE, UH, WITH WSA WORKFORCE SOLUTIONS OUT A COUPLE OF RELATIONS, AND WE PARTNERED WITH THEM AS WELL IN A LOT OF EFFORTS.
SO, BUT I THINK THAT VIRGINIA THIS MORNING, AND I DO WANT TO RECOGNIZE, UH, MCGILL'S AUDIENCE CRYSTAL, UH, DIANE, YOUR STAFF, YOUR TEAM, A GREAT SUPPORT SYSTEM TO US AS WE'VE BEEN NAVIGATING, UH, THROUGH COVID AND COMING OUT OF COVID.
UM, SO JUST REAL QUICK, LIKE, AS YOU ALL KNOW, THERE WOULD BE, SAY FOR PART OF FEEDING AMERICA, 200 FOOD BANKS ACROSS THE COUNTRY AND ROUGHLY ABOUT 25 MINUTES IN THE STATE OF TEXAS.
SO, UH, ALL 254 COUNTIES AROUND
UH, YOU KNOW, OBVIOUSLY, SO YOUR COUNTY AND IN GILLESPIE UP NORTH, UH, IS, IS, UH, REPRESENTED HERE AND PARTICIPATE WITH AYCOCK.
NOW BOTH OF THOSE COUNTIES ARE OUTSIDE
[00:45:01]
OUR SERVICE TERRITORY.UH
AND I CAN TELL YOU, AND YOU ALL PROBABLY KNOW, UH, WE'VE BEEN STRETCHED IN MANY, A TIMES, THE LAST TWO AND A HALF YEARS, UH, BUT WE'RE STILL IN ATTACK.
THEY'RE STAY IN STRONG BECAUSE OF OAKLAND AND THE SUPPORT THAT GOVERNMENT HAS PROVIDED TO US.
SO FEDERAL, STATE, AND LOCAL, UM, IF YOU WANT TO RECOGNIZE THE CITY OF SAN ANTONIO, UH, FOR ALL THE SUPPORT THAT THEY'VE GIVEN US AS WE MOVE FORWARD, UM, LAST YEAR AS WE WERE COMING OUT OF THE PANDEMIC, UH, WE THOUGHT WE WERE, UH, WE WERE PLANNING A ROAD SHOW.
IF YOU WILL, YEARS AGO, WE PARTNERED UP WITH A CLUB ON A SIMILAR TYPE OF EFFORT WHERE WE WERE OUT OF COUNTY AND BRINGING STAKEHOLDERS TOGETHER REGARDING FOOD INSECURITY AND FEDERAL NUTRITION, POLICY PRIORITIES, ET CETERA, THIS TIME AROUND, UM, WITH EVERYTHING GOING ON ACROSS THE WORLD, UH, INFLATION, EVERYTHING ELSE, THAT'S IMPACTING FAMILIES THAT ARE STRUGGLING.
UH, WE DECIDED TO TAKE ON A DIFFERENT EFFORT AND THAT, THAT HAS BEEN VERY SPECIAL.
UH, IT'S BEEN VERY STRATEGIC AND SPECIALIZED IN BRINGING STAKEHOLDERS TOGETHER, CITY AND COUNTY, BUT ALSO FOLKS LIKE BSOS IAN
UM, HOW COULD WE COME TOGETHER AND PULL OUR RESOURCES TOGETHER, OPEN LINES OF COMMUNICATION TO BE IN FRONT OF THINGS THAT ARE COMING OUR WAY.
AND SO OUR RURAL COMMUNITY COALITION WORK, UH, AS, UH, AS OUT AND ABOUT RURAL COUNTIES, THERE ARE SEVERAL COUNTY DEPUTIES HERE.
UH, WE WANT TO RECOGNIZE JUDGE, JUDGE CURLY, SHERMAN, UH, CHRIS, AND I'D BE WANTING TO, UH, TO RECOGNIZE JUDGE, JUDGE JACKSON AND KYLE AT THAT POSTED US IN SOME OF THESE MEETINGS.
AND SO WE BROUGHT FOLKS TOGETHER.
WHAT WE WERE DOING IS GETTING A FEEDBACK, CONTINUE TO MOVE INTO A PROGRAMMATIC STAFF, TO SEE IF WE COULD START PLUGGING IN AND HELPING THESE COUNTIES AND COMMUNITIES IN A MORE, UH, EXPANSIVE WAY OR A BIGGER, BETTER WAY FOR THEIR FAMILIES, FOOD VENDORS THAT WE ALL REPRESENT.
AND SO, UM, ALONG THE WAITLIST OR SOME COUNTIES THAT, SO IT'LL REAL BRACES.
UM, BECAUSE OF THE MIDDLE RIO GRANDE AND HUB, UH, WHEN YOU TALK ABOUT SABALA YOU TALK ABOUT LASALLE AND YOU TALK ABOUT THREE OUTCOME, UH, BRINGING THOSE FOLKS TOGETHER, ALONG WITH THE RIDE.
AND SO DIANE, YOUR STAFF HAS BEEN VERY INSTRUMENTAL.
THEY'VE BEEN AT THOSE MEETINGS, WSA, THE BLOOD BANK HAS.
UH, AND SO, UH, I CAN TELL YOU THAT THE INFORMATION THAT WE GATHERED JUST COMING TOGETHER FOR A CONFERENCE IN NOVEMBER, THAT WE WANT TO MAKE YOU ALL AWARE OF.
AND SO ON NOVEMBER 5TH AND THE INFORMATION TO SAY TODAY, UP ON THE SCREEN, WE'RE GOING TO, THAT WE'RE GOING TO BE HOSTED AT THE FOOD BANK AND WE HAVE A GREAT
UH, WE HAVE A GREAT GROUP OF FOLKS, UH, GOVERNMENT FOLKS FROM CITY COUNTY, STATE, AND FEDERAL THEY'RE GOING TO BE PARTICIPATING.
SO WE HAVE FOLKS FROM USDA'S OFFICE, REGION STAFF.
UM, WE HAVE, UH, OTHER HOSTS, UH, REPRESENTATIVE ANDY MERCK AND CONGRESSMAN PRETTY QUICK, BUT WE HAVE A GREAT, UH, UH, SECOND OF ANIMALS, UH, TALKING ABOUT THE TEXAS ECONOMY, TALKING ABOUT BEING PREPARED, UH, TALKING ABOUT ISSUES THAT ARE IMPACTING, UH, FAMILIES AND INDIVIDUALS THAT YOU ALL SERVE.
SO, UH, PLEASE REMEMBER TO SAVE THE NAMES, UH, VERY IMPORTANT, UM, AS, AS A WRAP UP HERE, UM, I CAN TELL YOU THE LAST TWO AND A HALF YEARS OBVIOUSLY, BUT, UH, BUT THERE'S BEEN SO MANY CASES OF CALLS FOLKS NEEDING HELP IN SITUATIONS LIKE THE CITY OCCURRING RECENTLY, A MAYOR THAT YOU ACKNOWLEDGED EARLIER, UM, THAT NEEDED WATER, THE WILDWOOD DOWN HERE, DOESN'T MOBILIZE IT, DELIBERATE WATER, UH, RHEA COUNTY.
YOU DON'T CALL A MEETING WATER, SIT DOWN TO A LADY AND, AND CAMP WOULD, UH, ALSO FOR YOU ALL LIKE RECENTLY FOR WATER, FOR GARBAGE.
UM, AND THEN THE FIRES IN MEDINA.
[00:50:01]
WE DO COVER ALL THESE COUNTIES, MOSTLY DISTRIBUTIONS AND PROGRAMS AND SERVICES.AND WE'RE AVAILABLE TO YOU ALL.
IF YOU EVER HAVE A NEED TO CALL TEXT TWENTY FOUR SEVEN MOBILIZE EITHER.
SO THE WAY THAT JUST WOULDN'T OPEN UP OR ANY QUESTIONS THAT YOU MIGHT HAVE, BUT LOOK FORWARD TO SEEING YOU ALL DAY ON NOVEMBER 9TH FOR OUR RURAL AND URBAN COALITION CONFERENCE.
ARE THERE ANY QUESTIONS? YES, SIR.
I JUST HAVE A COMMENT AND I'D LIKE TO SAY THAT, UH, UH, WHEN THE DECADE SORTS OUT SAN ANTONIO FOOD BANK IS GOING TO BE ONE OF OUR BIGGEST HEROES AND WE APPRECIATE EVERYTHING YOU'VE DONE FOR, TO HELP PEOPLE AT FIRST, COVID NOW IN THIS PERIOD OF INFLATION PEOPLE THAT ARE, THERE'S ALWAYS GOING TO BE PEOPLE THAT ARE HURTING AND THESE GUYS DO AN AMAZING JOB.
THEY'VE DONE A GREAT JOB FOR OUR COUNTY AND OTHERS AND DEEPLY APPRECIATE IT.
I'D LIKE TO ECHO THAT THE KERRVILLE.
YEAH, I, I JUST GOTTA SAY I, I WAS OVER THERE NOT TOO LONG AGO AND TOOK A TOUR OF THE FACILITY AND TELL YOU THE TRUTH.
I WAS, I WAS ACTUALLY SHOCKED, UH, ABOUT ALL THE EMPTY SHELVES WITHIN THAT FACILITY.
THEY GOT HUGE STORAGE FACILITIES AND THESE HUGE, UH, STORAGE BINS, BUT THEY WERE EMPTY.
AND, UM, I KNOW THAT WITHIN MY DISTRICT, WE HOLD FOOD DRIVES TO RE YOU KNOW, RAISE FOOD STOCKS AND THAT KIND OF THING TO SEND TO THE FOOD BANK.
I'M JUST ASKING THE QUESTION, DO THE OTHER COUNTIES DO THAT KIND OF THING TOO, FOR FOOD DRIVES THAT Y'ALL COME IN, COLLECT IT AND THEN BRING IT BACK TO THE FOOD BANK FOR DISTRIBUTION.
SO THAT'S A BIG INGREDIENT IN HELPING, UH, YOU KNOW, FIGHTING HUNGER, FEEDING HOPE TO THE RESIDENTS OUT IN SOUTHWEST TEXAS.
UM, BUT WE'VE HAD EFFORTS AND WE'VE BEEN LOOKING AT DOING, THEY ALWAYS INVITE, UH, IF THOSE ARE INTERESTED IN DOING A FOOD DRIVE OR GETTING INVOLVED, ROLLING UP YOUR SLEEVES, JUST CALL OR TEXT OR LET US KNOW.
AND WE'LL CERTAINLY COLUMBIA MAYOR OF KERRVILLE.
I KNOW YOU ATTEND OUR DISTRIBUTIONS OUT THERE AND YOU DELIVER FOOD TO HOUSEHOLDS THAT MAYBE HAVE A SENIORS OR DISABLED.
UM, I KNOW THAT PART OF YOUR EFFORT AS A FOOD, UH, THE FOOD BANK, I KNOW Y'ALL WERE TRYING TO GET AHEAD OF THE CURVE YEARS AGO BY GROWING SOME OF YOUR OWN FOOD.
HOW IS THAT EFFORT, UH, PLAYING INTO WHAT YOU'RE DOING RIGHT NOW? RIGHT.
SO WE DO FARM ABOUT 20, 30 PLUS ACRES ON OUR 40 ACRE CAMPUS AT THE SAN ANTONIO FOOD BANK.
UM, WE'RE GOING THROUGH A PROCESS WHERE OUR FARM TEAM IS STRUGGLING UNTIL THAT WORKED OUT, BUT WE DO A FARM ABOUT 50 PLUS ACRES DOWN ON THE EMISSION REACH STAFF AND STAFF THAT ALSO US AS WELL, WE DOING THAT, WE GET OUT, USE IT FOR NUTRITION, EDUCATION DEMOS, BUT ALSO GETTING THAT OUT TO CLIENTS.
UM, SO, BUT AS WE ALL KNOW, WEATHER CONDITIONS HAVE IMPACTED US IN MANNER.
UM, AND SO WE'RE, WE'RE, UH, TRYING TO GET THAT GOING AND TRY TO KEEP IT UP.
BUT, UH, YOU KNOW, VOLUNTEERS, WE RELY ON THE COMMUNITY TO COME HELP US, UH, GLEAN OR PLANT GOLD STUFF.
SO YOUR BOSS, I THINK THAT THEY'RE NOT.
AND I, I, AGAIN, I WOULD REALLY ENCOURAGE EVERYBODY TO SEE ABOUT DOING FOOD DRIVES BECAUSE AGAIN, I WAS JUST SHOCKED SEEING THOSE EMPTY SHELVES OVER THERE AND, AND REALLY, I MEAN, PEOPLE REALLY CONTRIBUTE WHEN YOU'RE ASKING FOR, UH, FOOD FOR THE FOOD BANK.
I MEAN, WE GET, WE GET LITERALLY TONS OF, UH, FOOD THAT ARE DONATED FROM, UH, PEOPLE THAT JUST WANT TO HELP, AND THIS IS ONE WAY TO DO IT.
SO WE HAVE GREAT COMMUNITY COUNSELING.
AND SO IN TIMES OF NEED, WHEN OUR SHELVES ARE EMPTY AND WE'RE TRYING TO FILL THOSE SHELVES AND FILL THE SHELVES, THAT'S OUR PANTRY PARTNERS THAT ARE OUT THERE HELPING WITH TIMES OUR CLIENTS WANT AT THE SAME COMMUNITY, ALWAYS FINDS A WAY TO STEP, STEP UP AND TO DONATE FOOD.
SO THERE'S A LOT OF ADVERTS ON THE WAY TO GET COMMUNITY INVOLVED AND GET THE FOOD INTO OUR INVENTORY.
AND NOW SOUTHWEST, TEXAS, IT'S ALL, IT'S A BIG ENDEAVOR, BUT BIG UNDERTAKING, BUT IT MAKES A BIG DIFFERENCE.
SO WE REALLY APPRECIATE YOU BEING HERE TODAY.
AND WE LOOK FORWARD TO SEEING YOU ON THE 9TH OF NOVEMBER.
WELL, AT LEAST I'M CONTACTING PROBATION IN THE BACK OF THE GAIL AND TEAM.
IF Y'ALL HAVE ANY INTEREST IN VIRGINIA, JUST LET US KNOW.
WE'RE ALMOST, WE'RE ALMOST OUT.

NEXT UP IS MS. WRATH WITH OUR MONTHLY REPORTS.[00:55:04]
THANK YOU, MR. CHAIRMAN.I HAVE TO SAY MY BREACH DID NOT REALIZE WHAT SNEAKERS HE HAS COMING ON.
SO I WAS A LITTLE BIT, ALL OF WHOM WERE GOING TO BE MODERATING THAT DAY.
I'LL BE SURE TO PUT IT ON CALENDAR, VERY BUSY MATH AS WE USUALLY DO.
AND I'VE GOT TWO STAFF TO LIKE COMPLETE REPORTS.
I DO WANT TO MAKE SURE THAT YOU MEET OUR NEW MANAGER MILITARY TO THERAPIST.
JUDY IS SHE RETIRED CHIEF MASTER SERGEANT AT ATC, AND SHE HAS JOINED HER TEAM.
SO, AND THEN LIKE WORDS, THERE'S MY FOOT.
AND HE HAS JOINED HER INTO THE APARTMENT.
UM, WE HAD POSTED REALLY GOOD AT DANCING YOUR EDUCATION THERE FOR, I ALSO WANT TO BRING TO YOUR ATTENTION THAT YOU MIGHT SEE ON MY CPR AT SEVENTH AND NUMBER TWO CHANGE.
UH, WE LEARNED THAT SOME OF THE NUMBERS THAT PERIOD IN THE CPR THIS MONTH, UH, WE ALSO GOT FAR INTO JAIL LAST WEEK, UH, RAIN NEXT WEEK, ALL THE WAY UP, OR IT WOULD BE SEPARATE.
AND WE'RE REALLY TRYING TO CAPITALIZE ON THE ADDITIONAL TIME AVAILABLE TO, TO RELEASE A NEW CLUSTER THAT SEPTEMBER STARTED AGAIN.
SO TO KIND OF BUILD UP BOTH OF THOSE TWO WEEKENDS AND START RUNNING OUR AD CAMPAIGNS ONCE AGAIN.
AND CAN YOU GO ONTO OUR WEBSITE? YOU'LL NOTICE THAT IT IS REFRESH OUR NEW LIVES UP IT'S Y VERY WELL.
UM, AND THE LAST ITEM IS A REASONABLE WORK PAGE.
SO WE ARE WATCHING IT AGAIN, SOME VISUALS ORGANIZATIONS OR PROJECTS THAT SHOULDN'T BE HOLIDAYS FOR THIS YEAR'S AWARDS, UH,
UM, THEY PRESENTED THEIR PERSON CENTER TRAINING TO THE BOOK IN HER ACCOUNT ON AUGUST 9TH.
AND I'M REALLY PLEASED THAT JACOB PRESENTED TO THE TEXT PROBATION OFFICERS ASSOCIATION, UM, OUR, OUR TRAINING PROGRAM FOR LAW ENFORCEMENT HAD FOR THOSE THAT ARE IN DETENTION.
UH, I HAD TO REALLY THINK AND ACKNOWLEDGED AND CQ ON.
THEN HE, WE HAD A GREAT TECHNICAL ASSISTANCE.
WE'RE A SHOP WE'RE REALLY TALKING ABOUT WHAT IS COMING TO THEIR COUNTIES, UH, WHEN WE ARE RECLASSIFIED TO MODEL FOR OZONE.
AND THEN, SO THE RISKS THAT WE'RE FACING THE PARTICULAR PATTERN.
SO THERE WILL BE SOME VERY LARGE CHALLENGES.
IT IS JUST, UH, TALKING ABOUT THE IMPACT ON INDIVIDUALS AND IN SMALLER BUSINESSES.
UH, ALTHOUGH BUILDING, I HAVE TO SAY THAT CPA RA AGENT HAS LEASED OUT 6,000 SQUARE FEET, UM, AN INTENT IN THE AUGUST, SEPTEMBER.
UM, WE HAVE A COUPLE OF VERY INTERESTING
THEY'RE LUCKY SURPLUS MEETS OUR NEEDS, AND IT SHOULDN'T BE INSTALLED BY THE END OF SEPTEMBER, EARLY OCTOBER.
I HAVE TO REALLY THINK THAT'S WHERE ALL THE WORK YOU DID CAUSE YOU HAVE IT INSTALLED FOR ABOUT $20,000 SEPTEMBER AS OPPOSED TO A HUNDRED THOUSAND AND PROBABLY HAVING OUR DELIVERY DATE POSTPONE FOR THE THIRD TIME.
UM, CAUSE THEY EARLIEST WE TO GET IT RIGHT NOW.
AND I'M SAYING THAT YOU WERE, AND I THINK THAT COULD BE PUSHED BACK.
SO THAT'S A SIGNIFICANT SAVINGS WITH THE AGENCY, REALLY INVESTING AN AWFUL LOT OF TIME IN IT.
I DO WANT TO MENTION THAT ONE OF THE CHALLENGES THAT WE'RE HAVING TO SO MANY, UH, CREDIT BUSINESS IN FACING THE STAFFING CHALLENGES, UM, IS REALLY IMPACTING US, THE ART WITH OUR GRAPHICS, FOR HAVING HAD A TERRIBLE
[01:00:01]
TIME TO ADD SOME SCHOOL DISTRICTS.YOU SEE THE BROAD PURCHASE CDL.
SO WE ARE A

ON TO THE CONSENT AGENDA, KIND OF MOTION TO APPROVE THAT MOTION BY, UH, JUDGE EVANS BY JUDGE SHEWHART AND DISCUSSION HEARING NONE ALL IN FAVOR POACH.[15. Consider and act upon the recommendation to subcontract with the AADC for enhancement of AACOG's psychological services through a grant from the Najim Charitable Foundation for an amount not to exceed $60,000. This item will require a budget amendment.- Jacob Ulczynski]
ITEM 15, CONSIDER AN ACT UPON RECOMMENDATION TO SUBCONTRACT WITH AADC, FOR ENHANCEMENT OF ACORNS PSYCHOLOGICAL SERVICE THROUGH A GRANT FROM THE CHARITABLE CHARITABLE FOUNDATION AMOUNT, NOT TO EXCEED $60,000, UH, JACOB, BUT IT IS JD.IT WAS LET'S SEE, ON YOUR SENIOR DIRECTOR OF ELECTRICAL DEVELOPMENT, DISABILITY SERVICES COORDINATION IS IT'S A SEEKER GROUP OR A SUBCONTRACT GROUP AT ALBEMARLE CORPORATION.
UM, WE ARE APPLIED FOR SOME ADDITIONAL FUNDS, UM, TO SUCCEED, TO DO SOME ENHANCEMENTS WITH OUR ELIGIBILITY DETERMINATION FUNCTIONS AND OUR PSYCHOLOGICAL SERVICES.
UH, HISTORICALLY THAT IS WHERE WE REALLY SEE A BOTTLE OF BRINGING BOOKS, UH, LIBRARY OR SERVICES INTO, UM, OUR SERVICE SHOULD PSYCHOLOGISTS PSYCHOLOGIST WORK, MAKING OUR SALARIES EPISODE, HOPING TO DO SOMETHING, TO ANSWER SOME OF THE SALARIES AND OVER TO EXPAND THAT WITH THAT UNPACKING TO ANSWER ANY QUESTIONS YOU MAY HAVE.
I'LL ENTERTAIN A MOTION TO APPROVE SECOND MOON THAT WAS MADE THE MOTION MOTION BY COMMISSIONER CLAY FLORES SECOND BY COMMISSIONER BERNARD.
ANY DISCUSSION HEARING NONE ALL IN FAVOR, ANY OPPOSED MOTION CARRIES.
[16. Update on the Camp Bullis Sentinel Landscape Partnership. - Will McKnight and Daniel Oppenheimer]
16 UPDATE ON CAMP BULLA SENTINEL LANDSCAPE PARTNERSHIP WILL IN JANUARY.I WILL JUST SAY THAT WE WERE SO LUCKY TO HAVE DANIEL OPPENHEIMER AGREE TO TAKE THE LEAD ON THIS CAUSE HIS ENTHUSIASM, HIS RESOURCES, HIS UNDERSTANDING HAS, YOU KNOW, Y'ALL ARE GONNA BE VERY IMPRESSED WITH WHAT HE HAS BEEN ABLE TO ACCOMPLISH ALL YOUR MEANS, BUT WE'LL BASICALLY YELL AT Y'ALL FOR HAVING ME THIS MORNING.
HOWEVER, I'M THE LAND PROGRAM DIRECTOR OF HILL COUNTRY LINES AND COORDINATOR OF THE CAMP BULLETS AND THE LANDSCAPE DEER TO PROVIDE A VERY SHORT HIGH-LEVEL UPDATE ON WHAT WE'VE BEEN UP TO OF THOSE WHO DON'T KNOW.
BUT THIS IS A LOCALLY LED PARTNERSHIP.
UH, THAT'S FOCUSED ON SEVERAL SHARED GOALS AROUND, UH, ENHANCING THAT RESOURCES, CONSERVATION, AGRICULTURAL PRODUCTIVITY, AND MILITARY READINESS AROUND JOINING THE SAN ANTONIO WHO'S CAMP BULLIS.
FOR THOSE WHO ARE FAMILIAR WITH CAMPBELL, IT'S ABOUT A 28,000 ACRE MILITARY INSTALLATION, OR THAT ONLY WORKS WITH 266.
UH, THE TRAINING FARMERS, THEY DO A LOT OF INCREDIBLE THINGS, INCLUDING SUPPORT THE TRAINING FOR ALL ANKLE NETWORKS, ALL THAT COOL, SORRY, MILITARY MEDICS ACROSS ALL BRANCHES.
UM, AND THEY'VE BEEN AROUND SINCE EARLY 19 HUNDREDS OF SAMPLES AND THEN WHERE IT'S AT AND DOING, UH, PRIOR MILITARY READINESS SUPPORT.
AND SO WHAT WE'VE BEEN DOING IN FEBRUARY, WE RECEIVED A FEDERAL RECOGNITION AS A SENTINEL LANDSCAPE.
RAISE YOUR HAND IF YOU'VE EVER HEARD THAT TERM SENTINEL LANDSCAPE.
UM, IT SHOULD BE FAMILIAR BECAUSE THE WHOLE IDEA OR THIS PROJECT STARTING, RIGHT, THIS WAS A VISION, AN AMBITIOUS VISION
[01:05:01]
PRIOR TO THIS YEAR, THERE WERE ANOTHER SIBLING ESCAPES IN THE ENTIRE STATE OF TEXAS.AND SO, UM, I BROUGHT TOGETHER THE HILL COUNTRY LONG INSPIRE ORGANIZATION, TEXAS A AND M NOT FOR RESOURCES INSTITUTE.
I KNOW THERE'S THINGS IN HERE AND WE SET BILL IN HIS PARTNERSHIP AND SUBMITTED AN APPLICATION TO A FEDERAL COORDINATING COMMITTEE.
WOULD THIS OFFICIAL STATUS, AS IT SAID, THE LANDSCAPE NEEDS THREE KEY THINGS.
YOU PAID COORDINATOR TO HERD CATS, AND THAT'S MY JOB NOW HAVE ABOUT 50 LOCAL STATE FEDERAL NON-PROFIT PRIVATE PARTNERS ARE ORGANIZATIONS OVER 120 INDIVIDUAL FIREARMS WORKING SHARED GOALS AND BEING A SIBLING IS YOU SAW THE CHASE AFTER MONEY BOWLING.
WHAT YOU DO IS FROM U S DEPARTMENT CULTURE OR THE DEPARTMENT OF DANCE, OR THE US DEPARTMENT OF THE INTERIOR.
WE GET A PRIORITY CONSIDERATION, WHICH IS HUGE REGARDING BIG POTS OF MONEY, HIGHLY
THE LANDSCAPE WE CAN MATCH THAT FEDERAL, UH, UH, SORT OF THE HOLY GRAIL.
SO AGAIN, A LOT OF OUR WORK IS JASON AFTER THE FUNDS FOR THESE SHARED GOALS, UH, AND SUPPORTING LOCAL EFFORTS WITH THESE NEW POTS OF MONEY.
SO WITH THAT BACKGROUND WITH JOHN D
UH, AI IS, UH, HELPING US TAKE THE LEAD ON OUR GOVERNMENT RELATIONS.
MAYBE, UH, IF YOU HAVE A FIVE TO SEVEN MINUTES TO CHAT IN A NEW CHANNEL OFFLINE.
AND SO THESE COMMUNITIES IDENTIFIED PRIORITY NEEDS AND OPPORTUNITIES.
UM, WE'RE NOT SAYING GO AFTER THE FUNDING.
THAT'S A BIG PART OF THIS LANDSCAPE IS CHASING AFTER THE POTS OF MONEY.
UM, WE HAD OUR FIRST BIG WAVE, UH, JUST ABOUT A WEEK OR TWO AGO, UH, TEXAS A AND M RESOURCES INSTITUTE ON BEHALF OF THE WHOLE PARTNERSHIP, UH, SUBMITTED A PROPOSAL, THE US DEPARTMENT OF AGRICULTURE'S, I'M NOT GOING TO USE ACRONYMS. IT'S EASY TO GET THERE, UH, THAT WERE RESOURCES, CONSERVATION SERVICE LET'S FATHER REGIONAL CONSERVATION PARTNERSHIP PROGRAM.
WE SECURED $8.57 MILLION, WHICH HAS PREDOMINANTLY BEEN TO PROVIDE TECHNICAL AND FINANCIAL SUPPORT.
AND AROUND THE VOLUNTEERS, DONORS WHO WANT TO WORK WITH US AGAINST THE HEALTH OF THEIR LINKING IN A WAY THAT IS GOING TO ALSO DIRECTLY OR INDIRECTLY BENEFIT
UM, WE JUST GOT INVITED, SUBMITTED A PRE PROPOSAL TO THE REPPING CHALLENGE GRANT FUNDING THROUGH THE DEPARTMENT OF DEFENSE.
WE WERE JUST INVITED TO SUBMIT A FULL PROPOSAL, THIS BRANCH IN WHAT WE'RE TRYING TO DO WITH BRINGING IN NEW MONEY TO SUPPORT LOCAL EFFORTS.
THIS PROGRAM, THE BULK OF IT IS IF YOU CAN GET THAT $1 MILLION, THE BULK OF THAT, IT'S GOING TO SUPPORT THE CITY OF SAN ANTONIO, THIS ED WE'RE TALKING FOR PROTECTION PROGRAM.
SO AGAIN, WE'RE TRYING TO GO AFTER FUNDS THAT ORDINARILY WOULDN'T HAVE MUCH OF A CHANCE TO GET TO SUPPORT LOCAL EFFORTS.
AND SO WITH THAT RUNNING CHALLENGE, VERY LOOKING AT PROTECTING AREAS, NOT ONLY IMPORTANT FOR, UH, FOR DRINKING WATER, BUT ALSO TO REDUCING APPROACHMENT AROUND HOMELESS AS WELL.
UM, AND THEN THE THIRD BIG GRANT THAT WE WERE GOING TO HACKER FINGERS CROSSED, WE SHOOT YOUR, WE IT'S A NATIONAL FISH AND WILDLIFE FOUNDATION'S MIRROR.
WE'LL TELL HIM TO BRING BACK THE ZENITH RESOURCES INSTITUTE, UH, SUBMITTED THIS GRANT AS WELL.
IT'S GOING TO HELP DEVELOP A SKEW, A SPATIAL THINKING TOOL TO INFORM OUR STEWARDSHIP AND CONSERVATION WORK HELPED US DO SOME LANDOWNER OUTREACH AS WELL.
UM, WHILE I WAS FOCUSED ON LAND, UM, SOMEONE TALKED EARLIER ABOUT DRIVING UP AND IS THERE ANY TELLING YOU THOUGH, IF WE CAN ENHANCE THE, HOW FAR LANE AND ALL OF OUR SOIL HEALTH, THAT'S GOING TO HAVE A NUMBER OF BENEFITS.
IT CAN ADD TO GROUNDWATER REPLENISHMENT SAY A GOOD CASE FOR THAT.
TALKING ABOUT RIVER IN SLOW AND SINK WATER TO MITIGATE FLOODING AND INCREASE SOIL AND MOISTURE ITSELF, AGRICULTURAL PRODUCTIVITY, PRODUCING THREATS AROUND WILDFIRE, ALL SORTS OF BENEFITS.
UM, WE TAKE CARE OF THE LAND AND TAKES CARE OF US.
UM, ONE OF THE OTHER ONES HAVE BEEN WORKING ON, WE JUST MET, UH, CONVENING, UH, JOINERY, SAN ANTONIO, SAN ANTONIO RIVER AUTHORITY, AND A NUMBER OF OTHER PARTNERS TO START TO UNDERSTAND SOME OF THE EXISTING TOOLS, UH, TO START TO UNDERSTAND THE LANDSCAPE OF FLOODING AROUND CAMP BULLIS, SEVERAL PERSONNEL, UM, KILLED
[01:10:01]
ON DAYS OVER THE YEARS.AND SO WE'RE LOOKING AT USE NATURAL INFRASTRUCTURE TO SLOW AND SEEING WATER COMMITTEE FLOODING LIST, WHICH HAS A CIVIL GRIEVANCE, A LOT OF GRIEF AND A FEW OTHER THINGS FROM THROUGH IT, BUT IN SOME OF THE NEARBY COMMUNITIES AS WELL, TO GET ANY KIND OF INFRASTRUCTURE PROJECTS, IF WE'VE BEEN SLOW IN SEEING WATER, ESPECIALLY IN THESE RURAL AREAS, UH, THERE ARE A MULTITUDE OF BENEFITS FLAGGING THEM RIGHT THERE.
HAVEN'T SEEN IT BE EDWARDS, AQUIFER AUTHORITY AS THEIR FIELD RESEARCH PARK, JUST STARTLING, HOW WE'RE NOT ONLY IMPLEMENTED REALLY THOUGHTFUL LAND STEWARDSHIP PRACTICES, CONDUCTING REALLY THOUGHTFUL MONITORING TO UNDERSTAND JUST HOW MUCH OF THAT FLOOD WATER IS BEING ABLE TO CREATED INTO THE OFFICE.
UM, THE LAST THING I'LL MAKE A SHAME.
A LIGHT POLLUTION IS ONE OF THE GREATEST THREATS TO THE MILITARY TRAINING MISSION AT CAMP BULLETS.
AND SO WE'VE BEEN ENGAGED IN THE CITY OF SAN ANTONIO'S, UH, ORDINANCE ON A BIGGEST FOR BOTH THE SIGN ORDINANCES AND MILITARY OVERLAY DISTRICT.
THOSE PROPHECIES ARE UNDER WAY.
UM, AND WE HOPE TO, UM, DIZZY SOME AMENDMENTS AROUND IF YOU CAN COLOR OR RELATED TEMPERATURE, UH, AND DO ALL IN PHYSICS, BUT ESSENTIALLY ALL THE REDUCED LIGHT INCLUSION, UH, WHICH SUPPORTS THE MILITARY BASE, UH, HELPS WITH EVERYTHING FROM HUMAN PUBLIC HEALTH TO BIRD MIGRATION TO YOU NAME IT.
UH, THERE ARE BENEFITS WHEN WE INTRODUCE LIKE BLUE CHIN TAKE ON NEAR THE END.
YEAH, THAT'S IT AGAIN, I JUST WANT TO GIVE YOU A HIGH LEVEL UPDATE.
UH, THE ROOTS, THE ORIGIN OF THIS PROJECT COMES BACK TO Y'ALL.
SO THINKING PROVISION DATA, THIS THING GOING WHERE THE PERSON AND THE LANDSCAPE IN TEXAS JUST GOT GOING AND WE'RE ALREADY BRINGING IN AND LITERALLY MILLIONS OF DOLLARS.
IS THERE ANY QUESTIONS FOR MR. APPREHEND? I HAVE ONE.
THANKS FOR THE SHOUT OUT TO THE EDWARDS AQUIFER AUTHORITY, UH, FIELD RESEARCH PARK.
IF ANY OF YOU ARE INTERESTED IN TOURING OUT THERE, UM, RIGHT ADJACENT TO THE FIELD RESEARCH PARK IS OUR NEW EDUCATIONAL CENTER.
UH, INTERESTED, GIVE ME A CALL OR A ROLAND RELEASE, OUR GENERAL MANAGER, BE HELP, UH, HAPPY TO TAKE CARE OF OUT THERE AND SHOW YOU AROUND.
AND I, I, ONE OF THE THINGS THAT CONCERNS ME AND YOU HIT IT ON THE HEAD IS LIGHT POLLUTION OUT THERE.
UM, AND WE'RE SEEING MORE AND MORE OF THESE ELECTRONIC SIGNS OUT THERE CREEPING FURTHER AND FURTHER NORTH, UH, WHO ARE YOU WORKING WITH OR WHO ARE Y'ALL WORKING WITH TO SEE IF WE CAN HELP CURB THAT, OR AT LEAST KEEP CONTROLS ON HOW BRIGHT THE SIGNS CAN BE OUT THERE.
SO THE WORST, WE'VE GOT A NIGHT SKIES, PRESERVATION COMMITTEE, AND THEY'RE WORKING SEVERAL STRATEGIES.
THE FIRST IS THROUGH THESE FORMAL PROCESSES, LIKE, UM, ORDINANCE UPDATES.
AND SO, UM, THAT'S MY COLLEAGUE, DON DAVIES, AND THEY LOOK COUNTRY LININGS.
UH, SHE'S BEEN COORDINATING WITH A NUMBER OF PARTNERS, INCLUDING CPS, SAN ANTONIO, UH, MEETING, UH, OUR WHOLE PROCESS.
AND THEN WE ALSO DO A LOT OF OUTREACH AND EDUCATION TO BUSINESSES, COMMUNITIES, LAND OWNERS ON WHAT THEY CAN BE VOLUNTARILY.
UH, I'M INTERESTED IN THAT OBVIOUSLY WITH WHO AT THE CITY.
CAUSE I, I I'D LIKE TO SEE WHAT WE'RE DOING, UH, TO HELP CURB THAT I'LL HAVE TO GET THAT I CALL LIKE THAT.
I THINK IT'S DEVELOPMENT SERVICES OR DIGITAL BOARDS RIGHT OFF THE THREE-WAY THAT COULD BE TEXTILES IF YOU, IF YOU'D HAVE THAT SITUATION AROUND HALF BULLETS, AND IF YOU NEED A TEXTBOOK, YOU CAN TALK THEM INTO THE MENDEZ OFFICE.
THANK YOU VERY MUCH, JUDGE ECHO THAT.
UH, THANKS TO DANIEL AND THANKS TO AYCOCK.
THIS IS HUGE FOR THE MILITARY MISSION OUT THERE AT CAMP OLIS SO REALLY APPRECIATE THE PROGRESS SO FAR AND THERE'S SO MUCH MORE TO COME ON THIS.
[17. Update on the status of the Regional Compatible Use (CUP) Program report (OLDCC Grant 4), and the Defense Economic Adjustment Assistance Grant (DEAAG) with CPS Energy. - Will McKnight]
17 UPDATE ON STATUS, REASONABLE COMPATIBLE USE PROGRAM REPORT O L D C C GRANT FOR AND SPENCE ECONOMIC ADJUSTMENT ASSISTANCE GRANT D AG WAS CPS ENERGY.[01:15:01]
OR BEER.IF YOU'RE IN THE ODD GENDER, I THINK THE MAJORITY OF THE REST OF YOUR TIME, YOU WILL BE SPENDING TOGETHER, INTRODUCE MYSELF ONE TIME AND WE'LL WALK THROUGH WHERE WE WANT TO START.
WE'RE THIS UPDATE I'M GOING TO GIVE YOU IS OUR CLOSE OUT UPDATE.
IN REGARDS TO THE CONCRETE, WE WERE GOING TO BE SUCCESSFUL.
YOU CLOSE YOUR SLOT FOR YOUR ACTUAL FUNDING PORTIONS OF THAT $5,000.
WHAT I WANT TO FOCUS ON HERE, OR THE FIRST OF WHICH YOU WERE JUST FREE ON WAS THAT FEDERAL DESIGNATION OF CAMP PULL THE SECOND AND YOU'RE ACCURATE.
I THINK THE FACT THAT YOU'VE TAKEN THE TIME TO ESTABLISH IMPLEMENTATION IN
SO THE KEY IMPLEMENTATION OF THIS COMMUNITY IN PARTNERSHIP WANTED TO MAKE SURE THAT ONE WE ARE PUTTING IN PLACE AND OUTREACH STAKEHOLDERS UNDERSTAND THE PROCESS, AND THIS IS WHAT WE'RE CURRENTLY DOING WITH THEM.
WE'VE ALSO PUT IN PLACE A GI OR A GI WHO WAS CURRENTLY LOCATED ON THE REFRESH ECON WEBSITE.
UH, SO IT'S NOT ONLY TAKING THE RESPONSIBILITY AND THE DRUGS THROUGH THE INITIAL DEVELOPMENT OF THE GIS TOOL, THE GIS NAVIGATION TOOL, BUT WE'RE ALSO RESPONSIBLE FOR THE MAIN NAME OF THAT TOOL UNTIL FURTHER NOTICE.
SO AGAIN, THAT'S ONE OF THE KEY THINGS THAT WE'VE DONE THOSE RESOURCES AVAILABLE TO ALL OF OUR STAKEHOLDERS.
AND AGAIN, UH, UH, DANIEL ALLUDED TO THE SKIES AND APPLIANCES AND THE MAJORITY OF THE PROGRESS WE'RE MAKING ON SHREWDLY INTEGRATED, UH, NETWORKS THAT SAID CAN'T BOWL SET THE LANDSCAPE IT'S DOING.
SO AGAIN, OUR GOAL HERE IS TO TAKE THE ISSUES THAT POTENTIALLY COME UP.
AND, UH, UH, THIS IS A VERY, YOU HAD MENTIONED THE FACT THAT
SO AS FAR AS THE IMPLEMENTATION COMMITTEE, ONE OF THE RESPONSIBILITIES THAT WE HAVE TO MAKE SURE WE'RE LACED WITH THE CD TO MAKE SURE THAT THESE TYPES OF ISSUES ARE BROUGHT UP AND YOU HAVE A PROBLEM
SO A LOT WHO GOES TO THAT, YOU'RE ONE OF THE FIRST, AGAIN, VERY MUCH YOU'VE TAKEN FROM NEEDING TO SIT DOWN THE MAJORITY OF THE CITY MANAGERS, AS WE'RE WORKING OUR WAY AROUND, JUST TO EXPLAIN TO THEM WHAT WE'RE TRYING TO DO AND SOLICIT THEIR ASSISTANCE.
THAT'S WHAT WE'RE WORKING WITH TO REALLY, REALLY MAKE SURE THAT THE PUBLIC UNDERSTANDS NOT ONLY THE OUTREACH, BUT THE CAPABILITY AS WE'RE SEEING INCREASED PRESENCE OF PRIVACY, THIS IS USUALLY WRONG.
BUT THE REALITY IS THAT WE CURRENTLY HAVE A LAW LIKE SB 1 49, AND IT'S AGAINST THE LAW TO FLY THOSE DRONES WHO COULD OBSERVE RADIUS SELECTIONS.
SO THIS IS WHY IT'S IMPORTANT TO US.
AND THEN MILITARY ZONING, AGAIN, WE'RE ALLUDING WHITE BACK THAT WE NOW HAVE THE IMPLEMENTATION TO BE IN PLACE AT THE WHOLE POINT OF THE COP BRAND IS TO STRIKE THAT BALANCE BETWEEN SUPPORTING THE MILITARY AND VISION AND MAKING SURE THEY'RE EATING ALL THEIR IS YOUR TRAINER.
AND AT THE SAME TIME, MAKING SURE THAT THE LOCAL COMMUNITIES SURROUNDING THOSE MILITARY INSTALLATION ARE STILL ABLE TO PROVIDE THE NECESSARY SUPPORT AND STRUCTURE INFRASTRUCTURE SUPPORT AS NEEDED.
SO WE WANT TO MAKE SURE THEY EAT GENDER THAT'S TERRIBLE.
AND AGAIN, I HAD ALREADY ALLUDED TO THE GIS MAINTENANCE PLAN TO MAINTAIN SO SOME TRAINING QUESTIONS ON THIS SLIDE.
UH, VIAGRA, THIS IS A BOT IN DOLLAR BRAIN.
UH, AS YOU CAN SEE, YOUR ORIGINAL BRAND WAS SUPPOSED TO HANG ON THE 15TH CLOGS, SEE WE HAD HAD SOME CHALLENGES WITH BEING ABLE TO FISH AND LUCKILY BEFORE, SO PRIOR TO, UH, THE GRANT ACTUALLY CLOSING, SO WE SUBMITTED IT IN STAGE THREE KEY COMPONENTS
[01:20:01]
OF THE GRANT.UH, THE FIRST ONE WAS THE VISIBLE HARDENING PORTION OF IT.
UM, WE WERE EIGHT PARTNERSHIP WITH CVS.
WE WERE ABLE TO SUCCESSFULLY PART OF THE TENANTS AND SUBSTATIONS, AND THEN WE CONDUCTED A SUBSTATION.
HOWEVER, YOUR ALIGNMENT THAT GOES INTO FORCE AND USED, IT REALLY STRENGTHENS THEIR ABILITY TO, UH,
UH, SECOND IS WHERE WE'RE SEEING RIGHT NOW IS CLEAR ZONE ACTIVITIES SPECIFICALLY, UH, WE'RE WORKING AND WE BROUGHT IN THE PICTURES TO YOUR RIGHT THERE.
SO THE GOAL HERE, UH, IS TO REMOVE THE CABLES VERY ON THE GROUND, UM, BECAUSE THIS DIRECTLY IMPACTS THE RUN RATES ON IT, BRING A BRAND OVER.
SO WE WANT TO MAKE SURE WE HAVE A FLITTER SAFETY JOANIE CONJUNCTION WITH, WITH, UH, FLIGHT OPERATION.
SO THIS WAS ONE OF THE MAJOR THINGS THAT WAS IMPEDING THAT.
WE SHOULDN'T CPS, WE HAD A NUMBER OF THIRD PARTY TELECOMS THREE IN TOTAL WHO HAD CHALLENGES, GETTING OBTAIN CONTRACTOR SUPPORT TO PULL THOSE CABLES DOWN.
SO THIS IS WHAT CAUSED US TO SUBMIT AN EXTENSION RIGHT NOW.
OUR TENTATIVE DATE OF COMPLETION IS THE 9TH OF SEPTEMBER.
I KNOW ONE, AND I'M EXCITED ABOUT RAIN COMING, BUT THIS DOES HAVE AN IMPACT.
SO WHY DIDN'T HAPPEN? YOU SEE RIGHT HERE, UH, I'M SURE I'M GOING TO GET, I HAVE SOME PHONE CALLS OR EMAILS WHERE YOU CAN CREATE RESUME.
IT'S JUST SOMETHING THAT IT'S EITHER THE CHARACTER WE MANAGE TO MAKE SURE THAT WE CAN TRY AND EAT THIS REVISION THAT PLEAD TODAY ON THE 9TH OF SEPTEMBER.
SO AGAIN, IF WE HAVE ANY, UH, IF WE HAVEN'T NEEDED DIGITAL DELAYS, THAT WE WILL WORK AS NEEDED ANY QUESTIONS AT THIS TIME, I'M HAPPY TO BOLAND, UM, THE SHARING.
WE CAN MOVE ON TO THE NEXT TOPIC BECAUSE I BELIEVE, AND I JUST WANT TO REALLY ACKNOWLEDGE THE FACTS.
CPS THEY'VE BEEN PHENOMENAL PARTNERS.
THEY'VE HAD THE HARD PART OF THIS BECAUSE THEY'VE REALLY BEEN OPERATIONALLY DOING IT AND HAVE BEEN DEALING WITH THE TELECOMS. SO I'M VERY, VERY GRATEFUL FOR THEIR LEADERSHIP AND ALL THE EFFORT AND FUNDING I PUT INTO IT.
UM, MOVING ON TO ITEM NUMBER 18, WHICH
[18. Consider and act upon the recommendation to authorize the Executive Director to act as the authorized representative and point of contact for the Texas Military Preparedness Commission (TMPC) Defense Economic Adjustment Assistance Grant (DEAAG); submit an application not to exceed $5,000,000.00 in support of the Texas Air Guard 149th FW request to improve Command, Control infrastructure, and expand F-16 ramp space, and the Universal City-led Traffic Pre-Emption System; accept grant assistance, if awarded, and enter into an agreement with TMPC; and approve the resolution authorizing the aforementioned. This item will require a budget amendment. – William McKnight]
IS TO CONSIDER AN ACT UPON RECOMMENDATION TO AUTHORIZE THE EXECUTIVE DIRECTOR, TO ACT AS THE AUTHORIZED REPRESENTATIVE AND POINT OF CONTACT FOR THE TEXAS MILITARY PREPAREDNESS COMMISSION, TM, PC DEFENSE, ECONOMIC ADJUSTMENT, ADJUSTMENT ASSISTANCE.GRANT SUBMITTED AN APPLICATION NOT TO EXCEED $5 MILLION IN SUPPORT OF THE TEXAS AIR GUARD, 149, UM, W REQUESTS TO IMPROVE COMMAND CONTROL INFRASTRUCTURE AND EXPAND F 16 RAMP SPACE.
AND THE UNIVERSAL CITY LED TRAFFIC PREEMPTION SYSTEM, EXCEPT GRANT ASSISTANCE.
IF A WARDEN AND ENTER INTO AN AGREEMENT WITH TMCC AND IMPRO APPROVE THE RESOLUTION, AUTHORIZING THE AFOREMENTIONED, THIS ITEM WILL REQUIRE A BUDGET AMENDMENT MOST PERMIT, NOT THANK YOU VERY MUCH MR. CHAIRMAN.
UH, WHAT I WANTED TO DO TO SAY BACK TO YOU, UH, YOU WOULD AFFORD THROUGH, UH, THE TWO PORTIONS OF THIS DEAGGREGATE BEFORE WE START, I JUST WANTED TO TAKE THE OPPORTUNITY TO ACKNOWLEDGE, UH, THE AVERAGE
SO AGAIN, SHE HAS BEEN OUR PRIMARY LEAD AS WE'VE BEEN WORKING TO GET THIS TOGETHER, TO MEET OUR SUBMISSION SUSPENSE OF 29 OFFS.
THERE ARE TWO CRITICAL COMPONENTS, UH, AS PART OF THIS
MY LAST TWO, RIGHT? SO IN AS THE CHAIRMAN ALLUDED TO IN THE OVERVIEW, THIS IS BRANCH OF THE BOOK AT THIS POINT, AT THIS TIME ARE UP $4 MILLION.
AND ESSENTIALLY WHAT WE ARE LOOKING AT YOU IS TO ASSIST THE TEXAS ARMY NATIONAL GUARD TO EXPAND AND TRAIN CAPABILITY.
SO THIS IS DONE IN THREE PRIMARY WAYS.
THE FIRST, UH, THEY'RE REQUESTING, UH, UPGRADING CAPABILITY THAT WORKS, THAT WILL GO INTO THEIR, UH, MANIC THIS WHOLE SENATE TO, THEY ARE LOOKING TO PUT IN PLACE A US PATIENTLY UPGRADED NAVIGATION SYSTEM ON THE THREE KEY POINTS.
THESE ARE KEY TOWELS THAT ESTABLISHED, UH, SO WE WANT TO PUT ADDITIONAL CAPABILITY
[01:25:01]
CENTER ABILITY, ALMOST THREE TOUTS.AND WHAT THIS DOES IS IT SPAIN'S THERAPY AIRSPACE TO WHICH THERE'S RANKING.
AND THEN THE THIRD, AS ALLUDED TO THIS ENERGY TO EXPAND THE RENT SPACE, WE'RE GOING TO GROW ESSENTIALLY 22 PARKING SPACES THROUGH 28 SPACES.
SO ANY QUESTIONS YOU MAY HAVE AT THIS TIME IN REGARDS TO THIS MOTION OF THE GARAGE, THIS IS, THIS IS THAT, UH, THIS, THIS IS A KELLY ACTION LEARNING SLASH C5.
ALRIGHT, I'LL ENTERTAIN A MOTION.
I JUST WANTED TO MAKE SURE WE DIDN'T HAVE ANY QUESTIONS, UH, SATISFIED HERE.
UH, THIS IS OF A UNIVERSAL CITY SUPPORT
IF YOU LOOK AT YOUR SLIDES, UH, WE DID HAVE SOME MUNICIPALITIES THAT HAVE MADE MODIFICATIONS TO THEIR THEY'LL LET A LITTLE PARTICIPATION ON THIS SLIDE IS ACTUALLY UPDATED WHERE WHY VOTE AND DECIDE NOT TO PARTICIPATE.
AND WE NOW HAVE SERVES PARTICIPANT A A, AND ESSENTIALLY WHAT THIS DOES THIS PROVIDES, UH, EMERGENCY MEDICAL SERVICE, FIRE SUPPORT, EMS SUPPORT, UH, TO SPECIFICALLY RANDOLPH AIR FORCE BASE.
UM, AND AGAIN, THOSE ADJACENT CITIES, ESSENTIALLY WHAT IT DOES, IT GIVES THEM THE ABILITY TO CONTROL TRAFFIC BUMPS COMING ON AND OFF, UM, WITH THE FACE.
AND AGAIN, THE INTENT HERE AND ALSO THE REX REPORT FOR THE CASE EMERGENCIES ON FLAT LINE, IT ALLOWS THEM TO EXPEDITE SERVICE SUPPORT ON INSTALLATION AND PULL OFF AS, AND YOU CAN SEE THE TOTAL COST IS APPOINTED.
AGAIN, THIS IS AN UPDATED COST ESTIMATE.
UH, WE RECEIVED AN UPDATE LAST NIGHT FOR SURE.
SO CURRENT COSTS 600 760 9,000.
JUST OVER A YEAR, WE'RE LOOKING AT A TOTAL $4,769,000, UH, $200,000 TO EXECUTE.
SO THIS WILL BE THE APPLICATION AS WE, WE FINALIZED THE BUDGET SUPPORT REQUEST PROCESS WITH THE CURRENT SUSPENSE BEING ON 29 HOURS.
SO TUNING QUESTIONS, YES, WE DON'T OURSELVES HAVE OUR OWN EMERGENCY SERVICE.
SO WE, UH, WE CONTRACTED SHIRTS AND THAT WE WERE UNABLE TO GO TO BUY.
I'LL ENTERTAIN A MOTION TO APPROVE, BUT THEN FOR JUDGE EVANS, MR. HASLACKER, ANY DISCUSSION HEARING NONE ALL IN FAVOR, ANY OPPOSED MOTION CARRIES.
THANK YOU, MR. MCKNIGHT, ITEM NUMBER
[19. Consider and act upon the recommendation to authorize the Executive Director to execute a contract and accept funding for the Criminal Justice Planning and Homeland Security Management and Administration Interlocal Agreement FY2023 for an approximate amount of $200,000, from the Office of the Governor (OOG) - Public Safety Office and Homeland Security Grants Division (PSO/HSGD). This item will not require an amendment to the FY2022 budget – Justin Monarez.]
19, CONSIDERED AN ACT UPON RECOMMENDATION TO AUTHORIZE THE EXECUTIVE DIRECTOR TO EXECUTE CONTRACTS AND ACCEPT FUNDING FOR THE CRIMINAL JUSTICE PLANNING AND HOMELAND SECURITY MANAGEMENT AND ADMINISTRATION, AND OUR LOCAL AGREEMENT.FYI 2023 FOR AN APPROXIMATE AMOUNT OF $200,000 FROM OFFICE OF THE GOVERNOR, UH, PUBLIC SAFETY OFFICE AND HOMELAND SECURITY GRANTS DIVISION.
THIS ITEM WILL NOT REQUIRE AN AMENDMENT FOR FYI 22.
THIS ITEM IS REQUESTING AUTHORIZATION TO SIT ON THE SUPPORTIVE JUSTICE PLANNING AND 3D MANAGEMENT ADMINISTRATION COOPERATION AGREEMENTS.
FORTUNATELY,
IN ADDITION TO THIS FUNDING, WE PROVIDE GRANTS, WORKSHOPS, TECHNICAL ASSISTANCE, APPLICATION REVIEWS, STRATEGIC PLANNING, AND GRANT.
IMAGINE THIS IS THE REGION, ALTHOUGH WE HAVE NOT RECEIVED THE 2020, IF YOU'RE GOING TO BE ANTICIPATING RECEIVING IT.
SO THERE'S A PERFORMANCE HERE, BUT MOST OF THE WHOLE WORK WHERE YOU'RE REFERENCING EIGHT.
I'LL ENTERTAIN A MOTION TO APPROVE.
[01:30:01]
RIGHT? WE'VE GOT TWO MAYORS MAKING A MOTION AND SECOND, ANY DISCUSSION HEARING? NONE ALL IN FAVOR, ANY OPPOSED MOTION CARRIES.[20. Consider and act upon the recommendation to authorize the Executive Director to release a Request for Qualifications (RFQ) and execute a contract for an amount not to exceed $150,000 for two years in support of the AACOG Regional Domestic Violence Extremism Project. This item will require an amendment to the AACOG 2022 Budget. - Justin Monarez]
YOU'RE UP AGAIN? THE SECOND IS FOR EXECUTIVE REQUEST FOR QUALIFICATIONS TO EXECUTE A CONTRACT FOR $50,000 OR TWO YEARS IN SUPPORT OF DOMESTIC VIOLENCE.UH, AS YOU MAY RECALL THAT THE BOARD APPROVED THE SUBMISSION OF THE PROJECT OFFICE
THIS PROJECT WILL FOCUS ON
OVERALL, THERE WILL BE SPECIFIC COORDINATION WITH THE LOCAL INDEPENDENT SCHOOL DISTRICT.
THEY SEEK TO BOLSTER AND OUTREACH AND EDUCATION BY EDUCATE, EVOLVING ON IDENTIFYING AND SUPPORTING MINUTES, SUSPICIOUS ACTIVITIES RELATED TO CERTAIN ZONE, OR
I'LL ENTERTAIN A MOTION TO APPROVE MOTION BY JUDGE SHEWHART SECOND BY MAYOR DENNIS AND DISCUSSION.
HOW DO YOU DEFINE DOMESTIC VIOLENCE EXTREMISM? I'M SORRY.
YES, BECAUSE IT'S, IT'S PEOPLE WITH THIS IDEOLOGIES, UM, CERTAINLY THAT ARE CAUSING ACID BUYERS WITHIN OUR, YOU KNOW, OUR, OUR STATE ARE OUT IN THESE, I GUESS THE REASON IT SAYS IDEOLOGICAL EXTREMISM.
AND SO I WAS JUST TRYING TO KIND OF WRAP MY BRAIN ABOUT YEAH.
AS YOU'RE TALKING ABOUT IT, A LOT OF THE FAR RIGHT.
EXTREME OTHER THAN THIS GOING ON IN THE FAR LEFT, UM, YOU KNOW, THEY, THEY, THEY GET TOGETHER AND, UM, OKAY.
AND I'M SORRY, I GUESS I WAS, UM, FOCUSED.
I WAS THINKING OF, I GUESS, DOMESTIC VIOLENCE IN THE SENSE OF, DOES IT REALLY HAVE ANY, I MEAN, IT HAPPENS WITH WHATEVER IDEOLOGY, RIGHT.
I WAS THINKING SPECIFICALLY DOMESTIC VIOLENCE AS IT AFFECTS MAYBE FAMILIES AND YOU'RE TALKING IN GENERAL.
SO I JUST HAD TO ASK A QUESTION.
SO WHEN DO YOU USE DOMESTIC VIOLENCE? I'M THINKING ABOUT ABUSE.
I THOUGHT IT WAS JUST ME, BUT IT SOUNDS LIKE THERE'S OTHER FOLKS WHO THIS TOM'S A WOMAN, UH, LAST WEEK AT UNIVERSITY HOSPITAL COORDINATE DR.
SALICK TAYLOR, WHO IS DEEPLY INVOLVED IN THIS, UH, PRESENTATION TO THE BOARD.
SHE WOULD BE A WONDERFUL PERSON TO THEIR CONTACT INFORMATION ON THAT.
MA'AM I DO HAVE ONE MORE QUESTION.
AND THAT IS, IT SOUNDS LIKE YOU'RE TALKING ABOUT DOMESTIC TERRORISM AS OPPOSED TO DOMESTIC VIOLENCE.
THAT'S COMPETING USES COMING FROM STATE.
THAT'S LIKE THE OFFICIAL TERM.
[01:35:01]
THANK YOU VERY MUCH, JUSTIN.I HAVE A MOTION AND SECOND, ANY MORE DISCUSSION HEARING? NONE.
UM, AND I CAN JUST SAY, YOU KNOW, UH, THE BOARD HEARD ABOUT JUSTIN.
HE WAS OUR LEAD AND SPENT THREE WEEKS IN YOU VALLEY.
SO WHEN MARCELLA GAVE THE REPORT OF ALL THE SUPPORT THAT AYCOCK PROVIDED TO YOU, VOLLEY WAS THE ONE THAT WAS ON THE GROUND AND HAS THE INCIDENT COMMAND EXPERIENCE.
AND HE REALLY LED OUR EFFORTS AND HE IS CURRENTLY DOING AN AFTER ACTION REPORT, REALLY LOOKING AT WHAT OCCURRED, NOT THE INCIDENT THAT AFTERWARDS AND YOU VALLEY.
AND IT WAS ALSO GATHERING THE INFORMATION FOR SOUTHERN SPRING.
SO EVERYTHING IS SOUTHERN SPRINGS AFTER ACTION WAS DONE SO APPROPRIATELY.
SO IT'S GOING TO REALLY COVER BOTH OF THOSE EVENTS THAT I, YOU KNOW, OUR, OUR REGION HAVE TOUCHED.
I THINK THAT, I THINK THAT SHARON, THAT WOULD JUDGES, MAYORS AND COMMISSIONERS CAN HAVE A HUGE IMPACT IN THE FUTURE FOR, ESPECIALLY FOR RURAL COUNTIES.
I KNOW FOR, FOR THIS JUDGE, IT WILL, WILL MAKE A LOT OF DIFFERENCE TO SEE THOSE AFTER ACTION REPORTS AND WHAT WENT, WHAT WAS A LITTLE DIFFICULT.
SO I APPRECIATE THAT, UH, ITEM
[21. Consider and act upon the recommendation to ratify AACOG's response to the Texas State Energy Conservation Office's (SECO) Request for Proposals seeking to develop and deploy a regionally focused energy management program; and to accept the funding in an amount not to exceed $500,000, if awarded. This item will require a budget amendment. - Lyle Hufstetler]
NUMBER 21 CONSIDER ACT UPON, UH, THE RECOMMENDATION TO RATIFY A COLLEGE RESPONSE TO TEXAS STATE ENERGY CONSERVATION OFFICES REQUEST FOR PROPOSALS, SEEKING TO DEVELOP AND DEPLOY REASONABLY FOCUSED ENERGY MANAGEMENT PROGRAM, AND TO ACCEPT THE FUNDING AND THE AMOUNT NOT TO EXCEED $500,000 FOR THIS ITEM WILL REQUIRE BUDGET AMENDMENT.MR. HOFSTETTER, THE CHARITY SET UP IN THE MORNING TO THE, OR I GET TO FLY A LOT.
STETTLER I'M THE NATIONAL RESOURCES PROJECT COORDINATOR BASICALLY OVERSEE THEIR HOLIDAY PROGRAM, HAS A CHAIR SET UP.
IT WILL BE GRATIFYING ASKING YOU TO RATIFY THIS RESPONSE TO SEACOAST REQUEST FOR PROPOSALS.
WE'LL BE IMPLEMENTING A REGIONAL ENERGY MANAGEMENT PROGRAM THAT WILL ENCOURAGE LOCAL GOVERNMENTS TO ENGAGE IN ENERGY EFFICIENCY AND WATER CONSERVATION ACTIVITIES FOR THEIR FACILITIES.
THE REASON THIS IS A RATIFICATION IS WE HAD A VERY TIGHT TIMELINE VERSUS MIDDLE.
THE RFP WAS OPENED ON JULY 28 AFTER OUR LAST MEETING.
AND THE DEADLINE WAS THIS PAST MONDAY, THE ANTICIPATED START DATE.
IF WE'RE AWARDED THIS CONTRACT WILL BE SEPTEMBER 15TH.
THAT SOUNDS A LITTLE AMBITIOUS, BUT THAT'S WHAT THEY'VE SAID.
THE ANTICIPATED HEADACHE WILL BE AUGUST 31ST, 2023.
SO THIS IS APPROXIMATELY A ONE YEAR PROGRAM.
WE DO ANTICIPATE HAVING A HIGHER SKILLED STAFF MEMBER TO CONDUCT IN MOST OF THE OUTREACH ASSOCIATED WITH THIS PROJECT.
WE'LL BE GETTING A JOB POSTING OUT ASAP AND UTILIZING VERSE LP, JORDAN AND OUR USUAL, UM, EMPLOYMENT OUTREACH, UH, CIRCLES, UNIVERSITIES, CHAMBERS OF COMMERCE AND THINGS LIKE THAT.
SO THIS PROGRAM DOES, AND IT BASICALLY PROVIDES IT'S INFORMATIONAL ASSISTANCE TO LOCAL GOVERNMENTS THROUGHOUT THE REGION SO THAT THEY GET THIS OPTION OF ENERGY EFFICIENCY MASTER'S, BUT THEN THEIR OBLIGATIONS AND THERE'S SIX COMPONENTS TO THE SCOPE OF WORK.
PLUS, UH, OBVIOUSLY THE REPORTING OBLIGATIONS AS WELL.
SO THE FIRST ONE IS TO UPPER REGIONAL SURVEY AMONG LOCAL GOVERNMENTS TO SURVEY, TO IDENTIFY THE TOPIC RELATED TO ENERGY CONSERVATION.
WHAT ARE THE NEEDS AND PRIORITIES OF THE LOCAL GOVERNMENT? WHAT ARE THEIR ATTITUDES TOWARDS BENCHMARKING, UH, TO HELP US KIND OF NOT E SPECIFIC WORKSHOP TOPICS THROUGHOUT THIS PROJECT, WHICH LEADS ME TO THE SECOND COMPONENT IS TO TRAIN, EDUCATE, AND PROVIDE OUTREACH OR INFORMATION SEARING THROUGH WORKSHOPS ABOUT THEM TALKING ABOUT ALL THE DIFFERENT CONSERVATION MEASURES THAT ARE AVAILABLE.
THE SOURCES THAT CBO OFFERS TO LOCAL GOVERNMENTS, AS WELL AS OTHER LOCAL STATE AND FEDERAL PROGRAMS, ENCOURAGING, UH, ENERGY CONSERVATION IT'S TO CREATE A WEBINAR PAGE, TO ADVERTISE ALL THE TRAININGS AND WORKSHOPS ASSOCIATED WITH THIS PROBLEM SHARING INFORMATION.
AND WE'RE OBLIGATED TO AT LEAST SUPPOSE 60 RESOURCES THROUGHOUT THE HIRE CONTRACT.
I ANTICIPATE ABOUT SOCIAL
UM, THIS IS TO ENSURE THAT LOCAL GOVERNMENTS COMPLY WITH THE STATUTE ON THE BOOKS SINCE 2001, THAT IT APPLIED TO THOSE LOCAL GOVERNMENTS TO REPORT THEIR ENERGY CONSUMPTION TO THE STATE ANNUALLY AND TO COMMIT COMMITTED TO A 5% ANNUAL REDUCTION IN THEIR ENERGY USAGE EVERY YEAR.
OUR GOAL FOR THIS IS TO HAVE FIVE LOCAL GOVERNMENTS START THE REPORTING PROCESS
[01:40:01]
THAT AREN'T CURRENTLY VIEWING IT.THE FIFTH COMPONENT IS TO PRODUCE TWO WHITE PAPERS.
ONE WILL BE A CASE STUDY OF A LOCAL GOVERNMENT THAT HAS IMPLEMENTED ENERGY EFFICIENCY MEASURES.
AND THEN THE OTHER WILL PROVIDE RECOMMENDATIONS TO LOCAL GOVERNMENT, SORT OF THE CULMINATION OF THIS PROCESS.
AND THEN FINALLY, THEY'RE GOING TO ASK US TO THINK ABOUT WHAT WAYS WE CAN EXPAND THE PROGRAM AFTER THE CONTRACT IS ENDED, OR MAYBE EXTENDED FROM LOCAL GOVERNMENTS TO THE COMMUNITY AS A WHOLE.
AND THERE ARE THREE, UH, HAVING TO LOSE THAT SINGLE AS I HAVE APPLIED FOR US TO, UH, VOTE COMPONENTS TO IT HURTS THE PACE OF ADOPTION, WHICH IS
SO THIS WILL REQUIRE A BUDGET AMENDMENT WITH THE ANTICIPATED START DATE, MAYBE SEPTEMBER, UM, TO BE RESPECTFULLY THAT YOU GRATIFYING THIS RESPONSE THROUGH THE TIGHT TIMELINES AND FUNDING.
ANY DISCUSSION HEARING NONE ALL IN FAVOR, ANY OPPOSED MOTION CARRIES.
[22. Consider and act upon the appointment of a new Community Affairs Committee member. - Miguel Segura]
CONSIDER AN ACT UPON THE APPOINTMENT OF NEW CAN COMMUNITY AFFAIRS COMMITTEE MEMBER AND MR.I KNOW I AM THE LAST PRESENTATION BEFORE LUNCH AND TODAY I'M SEEKING THE APPOINTMENT OF A NUMBER OF OUR COMMUNITY AFFAIRS COMMITTEE OR SOME OF OUR NEWER BOARD MEMBERS THAT AREN'T FAMILIAR.
WE COULD EVEN HAVE AN ANNUAL AWARDS PROGRAM WHERE IT GIVES US THE OPPORTUNITY TO BUY STATIONS, BUSINESSES AND NONPROFIT, AND GO TO PROJECTS ACROSS THE REGION THAT ARE REALLY GOING ABOVE AND BEYOND THE CALL OF DUTY THAT ARE
SO THEY SAID THE PROGRAM WE ALWAYS HONORABLE SUFFICIENT.
I GO EVERY YEAR IS TO GET SOME PEOPLE ON DECEMBER MEETING WHENEVER WE PRESENT SOME OF THE WINNERS.
USUALLY IT WAS JUST MYSELF AND MAYBE
SO, UH, THIS YEAR, UH, MAYOR ROBERT GREGORY CYCLED OFF.
SO WE DO HAVE A VACANCY AND OUR GOAL AS A COMMITTEE IS ALWAYS TO INCREASE THE REPRESENTATION AND THE SUBMISSIONS FROM RURAL COMMUNITIES OR IN RURAL COMMUNITIES.
SO I WAS ABLE TO SHARE A LITTLE BIT ABOUT THE COMMITTEE WITH OUR NEWEST MEMBERS FOR THE CITY OF KERRVILLE, BUT WITH THAT, WE'LL TURN IT OVER TO CHAIRMAN.
WELL, I'VE, UH, I'VE ASKED MAYOR, MAYOR AGNER, IF SHE WOULD, UH, CONSIDER BEING ON THE COMMITTEE AND SHE HAS GRACIOUSLY ACCEPTED THAT AND JUST LIKE MCMULLAN COUNTY, AS SOON AS YOU CROSS THE COUNTY LINE, YOU GET APPOINTED TO SOMETHING AND, UH, IT'S THE SAME HOLDS TRUE AT AYCOCK AND I'M SURE ANY OTHER RURAL COUNTY, UM, YOU KNOW, AS SOON AS SOON AS YOU SHOW UP, THEY'LL PUT YOU ON SOME COMMITTEES.
SO, SO WE REALLY, REALLY APPRECIATE YOUR WILLINGNESS TO FIX UP AND DO THIS FOR US.
IT'S JUST, IT'S JUST AN APPOINT.
UM, LAST PLACE I WENT FOR MS. WRATH WAS PRESENT DISCUSSION ABOUT THE OZONE SITUATION CAME UP AGAIN, OR ANYBODY IN THE ROOM DOESN'T BELIEVE SHE HAS PERMITTED THAT SHE TALKED TO HER A CARD OR SOMETHING LAST WEEK MADE HER POINT VERY CLEAR ABOUT THE SITUATION.
SOME THINGS NEED TO BE DONE AND SOME THINGS OKAY.
SO STEALING UNDER TOTAL, THE CAR PURCHASE AND STUFF ABOUT, SHE'S
[01:45:01]
VERY PASSIONATE ABOUT IT.I THINK THAT'S THE BEST WAY TO, THERE YOU GO.
UM, REMIND EVERYONE WE HAVE, OR I DON'T, BUT Y'ALL HAVE A COMMITTEE, A SIX MEETING AFTER THIS MEETING INSURANCE.
AND, UH, IS THERE ANY THING ELSE? YEAH.
OUR NEXT MEETING IS WEDNESDAY,
[23. Next meeting is scheduled for Wednesday, September 28, 2022 at 10:00 a.m. at AACOG.]
SEPTEMBER 28TH, 2020 MEETING IS.
