Meeting called to Order.] [00:00:03] YEAH. UM, IT IS MAY 25TH, WEDNESDAY AT 11, AND THIS IS 1130 AND THE ALAMO REGIONAL, RURAL PLANNING ORGANIZATION, UH, IS NOW IN SESSION. UH, WE'LL START WITH THE ROLL CALL SUZY HERE. AND COMMISSIONER BERNARD. DEVIN'S CLEAR THIS GUY. HE GOES COOL. GOT CHARLIE OR GLASBY. SIT IN FOR JUDGE HARDER. JUDGE JACKSON HERE. JUDGE. JUDGE LUXE, COMMISSIONER SHOE HERE, HERE, HERE. WE HAVE A VERY GOOD, DO WE HAVE ANY PUBLIC COMMENTS? NO, SIR. OKAY. THEN WE'LL MOVE ON TO ITEM NUMBER [4. Consider and act upon the recommendation to approve the March 23, 2022 ARRPO Meeting Minutes.] FOUR, WHICH IS TO CONSIDER JUST AN ACT UPON THE RECOMMENDATION TO APPROVE THE MARCH 23RD, 2022, UH, ARVO MEETING MINUTES. SOME OF THAT EMOTION I'LL SECOND IN A SECOND. A MOTION BY SHEWHART AND SECOND BY JACKSON. ANY DISCUSSION THOSE IN FAVOR, SAY AYE. AYE. POST. VERY GOOD. LET'S MOVE ON TO ITEM NUMBER FIVE, WHICH [5. Bipartisan Infrastructure Law (BIL) opportunity for rural areas - Linda Vela, Senior Program Manager, Quiddity Engineering] IS THE BIPARTISAN INFRASTRUCTURE LAW OPPORTUNITY FOR RURAL AREAS. ISABELLA, I MET, I REALLY APPRECIATE HER AGREEING TO DO THIS PRESENTATION BECAUSE I WANTED TO BE ABLE TO PROVIDE Y'ALL SOME INFORMATION AND SHE HAS BEEN SPENDING HER SPARE TIME PUTTING THIS TOGETHER. SO THAT DECIDED, AGREED TO DO IT FOR Y'ALL. YES. AND THANK YOU, DIANE, ALL THE TEXTS THAT WE'RE REALLY EXCITED TO BE HERE. UM, I WOULD THINK I HAVE KEVIN PRIME. HE'S THE CHIEF OFFICER OVER OUR PUBLIC WORKS PRACTICE AND TOGETHER WE WORK FOR A COMPANY CALLED QUINCY ENGINEERING AND YOU MIGHT'VE KNOWN AS A DARK PREVIOUS DAY, WHICH THE STOVE IS CARTER. SO PEOPLE I START, I WANT TO JUST LET YOU KNOW THE SOLE PURPOSE OF THIS INFORMATION IS JUST TO GET INFORMATION ABOUT THE DIFFERENT COMPETITIVE BRAND OPPORTUNITIES THAT ARE MADE AVAILABLE THROUGH THE BILL INFRASTRUCTURE LAW. UM, IN DETAIL, LIKE WE COULD BE HERE FOR A COUPLE OF HOURS. JUST KEEP THAT IN MIND. I WANT YOU TO GET SNAPSHOT SO THAT YOU CAN GET A FEEL FOR WHAT'S AVAILABLE AND IT STARTS WITH SCORE. WHAT MAKES SENSE FOR YOUR COMMUNITY? SO THE MIDDLE REALLY DOES GO BEYOND THE EXPECTATION, INCLUDES A WHOLE LOT OF OTHER THINGS TODAY. I'M GOING TO FOCUS ON TRANSPORTATION, BUT IT'S A $5 BILLION INVESTED IN INFRASTRUCTURE. IT DOES ONE OF THE LARGEST TECH BRIDGE INVESTMENTS SINCE THEY BUILT THE INTERSTATE SYSTEM AND TODAY THE LARGEST ELECTRIC VEHICLE CHARGING INFRASTRUCTURE INVESTMENTS. BUT TO ME THAT A CHANGER IS THAT NOW ALL THE CITIES AND COUNTIES TO COMPETE DIRECTLY WITH FEDERAL FUNDS. SO WHAT I MEAN BY THAT, INSTEAD OF GOING THROUGH TXDOT, NOW WE CAN HAVE THESE GRANTS AVAILABLE TO CITIES AND COUNTIES WHERE YOU CAN DIRECTLY APPLY FOR THEM TO THE DLT. SO IT'S WITHOUT APPLICATIONS, RIGHT? SO, UH, THIS TABLE RIGHT HERE ILLUSTRATE ALL THE DIFFERENT, UH, COMPETITIVE PHRASE THAT I'M GOING TO TALK ABOUT TODAY. KEEP IN MIND, THIS IS NOT EXHAUSTIVE. THERE ARE GRANTS AVAILABLE TO YOUR COMMUNITIES, FOR EXAMPLE, TO PROVIDE, UH, INTERNET ACCESS, RIGHT, TO EXTEND WIFI CAPABILITIES, TO MAKE, UM, FOR WATER WASTEWATER TREATMENT. THAT'S A WIDE VARIETY OF VIEWS, BUT THESE ARE FOCUSED SOLELY ON ROTATION. SO THE FIRST ONE IS A REALLY GREAT OPPORTUNITY FOR A MOST. WE KNOW THE BROOKLYN INVESTMENT PROGRAM, RIGHT? SO THERE IS A WARMING ONE FUND VOTED TO THIS, BUT THESE BRANDS, ANY OTHER BRIDGES THAT ARE ENGAGED YOUR, FOR YOUR FAIR WORK CONDITIONS ARE ELIGIBLE TO RECEIVE FUNDING. AND THERE IS A LINK THAT'S AVAILABLE THAT SHOWS THOSE. AND YOU CAN ALL IMAGINE JUST RECENTLY, I THINK IT WAS JANUARY OF THIS YEAR. WE HAD A BRIDGE FAILURE COLLAPSED. SO THOSE ARE REALLY DANGEROUS. AND BASICALLY WHAT, THEY'VE THE POVERTY STATUS WE NEED TO STOP. WE NEED TO START INVESTING IN ALL OUR BRIDGES, NOT JUST ON SYSTEM, BUT ALSO OFF SYSTEM. THIS CAN ALSO GO TO REHAB, CAN REPLACE REPLACED COHORTS [00:05:01] ACTIVITY. SO THE CHARGING INFRASTRUCTURE PROGRAM IS ONE THAT IS AVAILABLE TO ANY FIELD AND LOCALS. ONE THING THAT WE'VE LEARNED AT HWA AND ANZILOTTI IS THAT ANYTIME THE NPO IS ELIGIBLE, THE PREFERENCE IS FOR ENFIELD TO SUBMIT OR DOES THE CASE IN NORTHFIELD SUBMIT FOR THAT REGION. AND THEN IT COMES DOWN, UM, HOW THE GOAL RIGHT? AND GO, YOU ARE STILL A HUNDRED. THIS PROGRAM ELIGIBLE TO GO DIRECTLY TO DIONTE. THE ONLY REQUIREMENT IS THAT TEXTILE COMPLETE AND ED INFRASTRUCTURE DEPLOYMENT PLAN BY AUGUST OF THIS YEAR IS UNDERWAY. AND THAT THAT SHOULD BE COMPLETED. AND THE PLACE THAT YOU WANT TO PUT THE EQUIPMENT IS ONE OF THOSE DESIGNATED PORT OR AN ALTERNATIVE FUEL COMMUNITY AS DESIGNATED IN THE CONGESTION WOULD BE PROGRAMMED IS PROBABLY GOING TO BE APPLICABLE BOTH TO BOTH OF YOU BECAUSE IT'S FOR LARGE URBAN AREAS OF THE MILLION OR MORE. AND IT'S GOING TO JUST GET IT OVER TO DO THAT ONE, UM, THAT MAY HAVE THE HEALTHY STREETS PROGRAM. SO HOW ARE THESE SCREENS IT'S REALLY, UH, HERE, WE'RE TRYING TO REDUCE FLOODING, IMPROVE AIR QUALITY AND MITIGATE THE URBAN BETWEEN I LIVE AT BACK WITHIN LOCAL COMMUNITIES OF COLOR AND LOW INCOME COMMUNITIES. THIS COULD STILL BE USED FOR A MAIN STREET TYPE OF PROJECT. AS LONG AS YOU MEET THOSE LITTLE INCOMING MINORITY REQUIREMENTS AND YOU ARE BRITTANY TALKING ABOUT ADDING TREES, UM, YOU KNOW, UH, VEGETATION THAT HELPS LOWER THEM. IT INCLUDES PLANTING THE TREES, NATIVES, AND MONITORING AS WELL AS IF THEY WERE TO THE STORM. IT WOULD ALSO PLAY TO REPLAY, PAY TO REPLACEMENTS IN PRAGUE. THIS ONE WAS JUST STUDENTS PASS CLINIC. WE KEEP TELLING THOSE IS NOW IS THE TIME TO PLAN FOR NEXT YEAR, RIGHT? WE KNOW THAT THIS IS AN ANNUAL PROGRAM AND IT WILL COME BACK FOR, UM, THIS ONE WAS OPEN IN APRIL. SO NEXT APRIL, YOU CAN EXPECT THIS ONE TO BE OPEN AGAIN, CLIENTS ARE WORLDWIDE PROJECTS. IT IS AVAILABLE TO, UH, LOCALS AS WELL AS THE STATE AND NPO. UH, I'VE BEEN REALLY WHAT YOU'RE LOOKING AT IS MULTIMODAL PROJECTS THAT REDUCE GREENHOUSE GAS EMISSIONS AT DESKS, ENVIRONMENTAL JUSTICE, AND SUPPORT THE CREATION OF JOB. I WILL TELL YOU, ONE OF THE THINGS ABOUT THE BILL IS TO SOLVE A WHOLE WIDE RANGE OF PROBLEMS, UH, INFRASTRUCTURE. SO WE HEAR THAT IT'S LIKE, OKAY, LET'S TACKLE CLIMATE CHANGE. THIS TYPE OF JOBS. IT'S A TIME OF ALL OF THESE DAYS, BUT THERE IS A CRITERIA THAT THEY'RE ASKING YOU TO LOOK AT. AND NOW WE NEED THE TIME TO LOOK FOR NEXT YEAR. UM, IT ALSO INCLUDES THINGS LIKE WILDLIFE CROSSING PROJECTS AND THE WILDLIFE CROSSING PROJECTS IN TEXAS. YOU KNOW, OTHER, I CAN TELL YOU SOME PLACES NEAR WHERE THE DEER JUST ARE COMPLETELY SCARY AT NIGHT, THE WAY THEY, THEY CROSS THE STREET. SO THAT CAN BE APPLICABLE IN A LOT OF PARTS OF OUR STATE. AND I HAD A DEER HIT. MY VAN RAN RIGHT INTO THE NEXT ONE IS A METAL PROJECT GRANT. SO WITH THE MANY PROJECTS THAT IT'S ALSO PART OF THE PACKAGE. SO IN FRONT OF PRACTICE AND THE ROAD TRANSPORTATION, WE'RE ALL RELEASED AS PART OF ONE APPLICATION. AND IN THE FUTURE, YOU COULD EXPECT THOSE THREE TO AGAIN, COME OUT NEXT, APRIL ALL UNDER ONE APPLICATION AND YOU CAN APPLY FOR MULTIPLE CATEGORIES WITHIN THEM. ONE APPLICATION NOW. SO $500 MILLION AT ALL, RIGHT. I KNOW IN THE VALLEY AND THEY'RE SUBMITTING THIS FOR A NEW BORDER CROSSING, BUT YOU'RE TALKING ABOUT PROJECTS THAT HAVE BIG PRICE AND TIME, BUT, UH, AND ALSO PARTNERSHIP WITH THAT. SO THAT'S ANOTHER THING TO CONSIDER. THERE'S A HUGE INVESTMENT IN AMTRAK AS PART OF THE, THIS PROGRAM, A COMPETITIVE, UH, REPLACE REMOVE, AND WE REPAIR COLBERT'S AWARES. AND THE FUNNY THING IS YOU'LL KNOW, IT'S VERY SPECIFIC LANGUAGE IN THERE, OFF AND ON, AND IT'S STEEL. SO SOMEONE, WHEN THEY BROKE US INTO THE SPECIFIC COUNTRY IN MIND, NOW IT'S AVAILABLE TO ALL OF US. ONE POINT DOWN FOR A PILON IS IN THE TOP ROW. YOU CAN SEE THE AMOUNT OF MONEY THAT'S AVAILABLE, PURPOSE SCHOOL YEAR. AGAIN, ALL OF THESE ARE PROGRESS. UM, AND THEN RIGHT UNDERNEATH, THAT IS WHAT IT COULD BE USED FOR. SO SOME CAN BE USED FOR PLANNING STUFF COULD BE USED FOR DESIGNING SOMETHING TO BE USED FOR CONSTRUCTION. SO WE HAVE SOME ONLY TO MAKE SURE THAT THIS PRESENTATION GETS SENT OUT TO [00:10:01] EVERYONE SO THEY CAN HAVE THIS INFORMATION THAT I'M GOING TO GO TO CLASS OVER. IT HAS TO DO WITH PROJECT FOR CREATION. AND IT'S REALLY AIMED AT STATESMAN YOS, PROMOTE OPERATIONS FOR TRANSFORMATIVE EFFICIENT AND COST SAVING TRANSPORTATION. LET'S JUST CALL IT PROTECT. SO RESPECT IS ALL ABOUT RESILIENCY AND BUILDING RESILIENCY INTO COMMUNITY FOR THE NEXT THREE ALL FALL UNDER THIS GRANT. AND THIS ONE, THIS FIRST ONE IS PLANNING BREATHS. SO THIS POT OF MONEY, YOU CAN SUBMIT TO DEVELOP RESILIENCY, PLANNING FOR YOUR COMMUNITY AND EMPHASIZING THAT ONCE YOU HAVE A PLAN THAT LOOKS AT RESILIENCY, YOU CAN START ACCESSING SOME OF THESE OTHER POTS OF MONEY. THIS NEXT ONE IS RESILIENCE IMPROVEMENT, DISCRETIONARY, AND IT IS REALLY GEARED TOWARDS HELPING PREVENT IMPEDANCE OF MOBILITY AS A RESULT OF BLOOD AND STORM WATERS. SO WHERE DO WE SEE FLOODING? WHERE DO WE SEE WATER THAT FREQUENTLY COMES OVER THE ROAD? ANY PLACE THAT YOU CAN THINK OF, LIKE THAT WOULD PROBABLY FALL UNDER THIS CATEGORY AND ELIGIBLE FOR FUNDING. IT CAN ALSO BE USED TO STAY LIKE THE CLIENTS CLOTHES, OR IS ALL DAMAGE BEING CAUSED BY STORM WATERS. THE NEXT ONE IS THE PROTECT COMMUNITY RESILIENCE AND EVACUATION REFERENCE. SO MOST, YOU KNOW, EVEN IF YOU'RE NOT THE COAST, MOST OF TEXAS DOES BECAUSE YOU'RE TRYING TO GET FOLKS AWAY FROM THE GULF OF MEXICO. SO ANY OF THOSE ROUTES WOULD BE ELIGIBLE UNDER THE SPREADS FOR THREE MINUTES TO THE ROUTE. UH, WHETHER IT'S BECAUSE IT'S IN POOR CONDITION, MAYBE THE PAYMENTS ONGOING CONDITION, OR IT COULD BE AD PULLING IT FROM IT SUCH AS IPS ENCOUNTER IMPLEMENTERS THIS POINT AGAIN, IT'S PROBABLY NOT GOING TO BE APPLICABLE, BUT THERE IS SOMEBODY, THERE ARE ALSO FRIENDS. WHAT I'M SUPER EXCITED ABOUT. IT'S ABOUT TO COME OUT, WE'RE EXPECTING THIS WHAT'S COME OUT NEXT MONTH OR NEXT WEEK, RIGHT? VERY SOON. SO IT WILL ALLOW YOU TO SUBMIT FOR FUNDING OR BREAK SEPARATIONS. AMORY HAD A HIGH-PAID RAIL OR PATHWAY RAIL, UH, PROPHECY. SO I GO A LOT OF COMMUNITY SECURITY, TEXAS HAD THAT ISSUE WHERE THE TRAIN COMES ACROSS DAYS ON THE ROADWAY. IT DOESN'T MOVE. AND NOW WE HAVE AN ISSUE, NOT JUST WITH SAFETY, BUT MOBILITY. THIS HOUSE WITH THIS RAISE UP THIS ONE PATIENT, THIS ONE IS COMING FROM THE FEDERAL RAILROAD ADMINISTRATION AND WILL BE OUT NEXT MONTH. THEY'VE ALREADY ISSUES AND REALLY BRING IT BACK ON HOW TO PREPARE FOR THAT PREPARE TO LOSE FOR THEM. SO THAT ON THEIR WEBSITE REVIEW STANDS FOR REBUILDING AMERICAN INFRASTRUCTURE WAS SUSTAINABILITY AND EQUITY AND IT AN EXISTING PROGRAM. SO THIS ONE WAS AROUND BEFORE IT CAME OUT THIS YEAR IN JANUARY, IT WAS DUE IN APRIL. THE REASON IT CAME OUT SO EARLY IS THE BIG KIND OF HAVE A LOT OF THE GUIDANCE IN PLACE ALREADY WHEN IT WAS CALLED THE BILL GRANT. SO THE GRANT HELPS COMMUNITIES BARTON'S FALL FIX AND MODERNIZE THEIR INFRASTRUCTURE. SO IT'S A LOT OF SURFACE TRANSPORTATION PROJECTS THAT HAVE A LOCAL OR REGIONAL IMPACT. SO THAT'S A REALLY IMPORTANT, AND THESE, THESE GRANTS, AGAIN, THEY COME WITH A LOT OF REQUIREMENTS RELATED TO CLIMATE CHANGE ENVIRONMENTS WITH JUSTICE, AND YOU ARE REQUIRED TO TAKE THAT INTO CONSIDERATION BEFORE YOU'RE ELIGIBLE FOR THE CONSTRUCTION DOLLARS. SO IN ORDER TO GET TO THE CONSTRUCTION DOLLARS, THE CRITERIA NEEDS TO BE MET AS WELL. IT CAN BE USED FLEXIBLE AS WELL. IT COULD BE USED FOR PLANNING, DESIGN, AND CONSTRUCTION. UM, AND AGAIN, YOU'RE A NEW PROGRAM. SO YES, WE'VE LISTED OUT THIS YEAR. NOW AT THE TIME TO JUST START PLAY FOR NEXT YEAR, YOU'LL NOTICE THIS WAS NOT ELIGIBLE TO SAY THOSE ARE OUR APPEALS, BUT IT IS ELIGIBLE TO SAVE COUNTS. AND THERE'S A LOT OF MONEY EACH YEAR. 1.5 MILLION. THE RECONNECTING COMMITTEES PILOT PROGRAM IS ALSO INSPECTED IN JUNE. THIS WILL BE COMING OUT SOON AND GIVE CREATION CAN BE USED EITHER FOR PLANNING OR CONSTRUCTION, NOT DESIGNING, NOT THE MIDDLE PART, NOT THE DESIGN, BUT, UH, FOR THIS THING, WHEN YOU THINK ABOUT WHAT'S BEEN HAPPENING. SO WE'VE BEEN TALKING ABOUT, UH, PUTTING A CAP OVER, I INTERVIEWED BY [00:15:01] THE KIND OF BUILDING PARKWAY AREA TO CONNECT DOWNTOWN TO EAST AUSTIN. IT, SOME COMMUNITIES, WHAT THEY'VE DONE IS THERE'S A HIGHWAY THAT GOES THROUGH THEIR DOWNTOWN, THE EXPRESSWAY. THEY CREATE A BOULEVARD AND MAKE IT MORE PEOPLE'S SKILL. THAT'S WHAT THEY'RE TALKING ABOUT. CLEAR ANYTHING THAT'S GOING TO HOLD TO REACH THE COMMUNITY. AND IT IS AVAILABLE TO LOCALS. AND STRANGELY ALSO TO NON-PROFITS, THIS ONE IS NOT GOING TO APPLY BECAUSE WE DO HAVE PORTS AND THE THREE DASH FOUR, THIS ONE IS PROBABLY MOST INTERESTED IN THIS GROUP SO THAT WE WILL SURFACE TRANSPORTATION GRANTS. I GET THIS FLUIDS, JUST DO THIS PAST MONDAY. SO WE'VE MISSED THE WINDOW THIS YEAR, BUT NOW WE'LL OF PLAN FOR NEXT YEAR. AND THE RULES COMES, TRANSPORTATION GRANTS IS THE THIRD BRAND THAT CAME OUT IN THAT THREE WEEK, UM, GRANT APPLICATION WINDOW. SO WE'RE LOOKING AT EIGHT DAYS THAT HELPS TO EXPAND AND IMPROVE SURFACE TRANSPORTATION IN RURAL AREAS WITH A BIG EMPHASIS ON CONNECTING THOSE RURAL AREAS TO OUR URBAN AREAS AND ENSURING THAT THOSE PORTERS ARE SAFE FOR PEOPLE AND ALSO OPEN THE ALUMINUM FRAME. SO WHEN WE DEFINE THE ROLE, ANY AREA TODAY'S AREA WITH A POPULATION OF OVER 200 NOW, SO I'VE APPLIED TO A LOT OF THE CITIES THAT HAVE THESE HERE TODAY, SAFE STREETS FOR ALL SAFE STREETS AND ROADS FOR ALL. I WAS A PROGRAM THAT IS OUT RIGHT NOW. IT JUST CAME OUT LAST WEEK. IT'S DUE SEPTEMBER 15. AND FOR THIS, I WANT YOU TO THINK ABOUT ANYTHING THAT YOU'VE EVER HEARD ABOUT VISION ZERO. THAT'S GONNA ALIGN WITH THE SAFE STREETS AND ROADS FOR ALL PROGRAM. MOSTLY I WILL SAY THAT REALLY THE COMMUNITY ON THIS AND, AND OTHER PARTS OF ARROGANT SIMILARITIES, UM, THEY COME UP WITH, EVEN IF YOU HAD A MISSION OR A PLAN, IT MAY NOT COMPLETELY TRANSLATE INTO THE TYPE OF PLAN THAT THEY'RE ASKING FOR HERE. SO WHAT THEY'VE DONE IS THEY ALLOW FOR, FOR YOU TO SUBMIT FOR BUDDY TO DO THAT FUNNY PROCESS, TO DEVELOP A COMPREHENSIVE SAFETY ACTION PLAN, WHETHER FOOD CITY, FOR COUNTY, THEY'D LOVE TO SEE PARTNERSHIPS. SO IDEALLY IF YOU JOINED YOUR CITY WITH YOUR COUNTY TO SUBMIT FOR THIS, THAT WOULD PROBABLY BE THE BEST APPROACH. UM, BUT, BUT THE IS UP TO DOD STANDARDS, RIGHT? SO SAY YOU HAD AN EXISTING VISION, ZERO PLAN, RIGHT? YEAH. YOU COULD SUBMIT FOR FUNDING TO UPDATE THAT, TO BRING IT UP TO THEM. ONCE YOU HAVE THE PLAN IN PLACE, ANY OF THE PROJECTS THAT ARE INCLUDED IN YOUR PLAN ARE BECOME ELIGIBLE FOR DESIGN AND CONSTRUCTION. NOW, WHAT TYPES OF IMPROVEMENTS WOULD BE LOOKING AT THIS IS ALL ABOUT REDUCING OUR SERIOUS INTRODUCING FATALITIES DOWN TO ZERO. SO YOU CAN IDENTIFY MORE HORRORS THAT HAVE INCIDENTS OF SERIOUS INJURIES OR FATALITIES, AND THEN IDENTIFYING PROJECTS TO IMPROVE THAT SCENARIO OR THAT SITUATION, THIS LAST ONE PILOT PROGRAM. AND AGAIN, IT'S PROVIDING MONDAY TO DEVELOP AS WELL AS LIKE MUSLIMS. AND IT'S NOT JUST IN SOME INSTANCES, IT COULD BE JUST CULVERTS BOX CULVERTS THAT ALLOW FOR THE PASSAGE OF BOTTOM LINE, BUT IT ALSO ALLOWS FOR THINGS LIKE LANGUAGES. SO WE HAVE A LIMITED REACH HERE UNTIL YOU AT PHIL HARDBERGER PARK. THIS PROGRAM WOULDN'T ALLOW FOR THOSE TYPES OF PROJECTS. SO ONE OF THE THINGS THAT HAVE COMMITTED IS TO TRY AND GIVE US A BETTER IDEA OF WHEN THESE BRANDS ARE COMING UP. WE HAVE A LOT OF LISTS AND THIS IS NOT LIKE I SAID BEFORE, IT'S NOT THE COMPLETE LIST, BUT WE HAVE A LONG LIST OF PROGRAMS THAT PEOPLE CAN COME TO FOR, AND NO REAL SENSE OF WHEN THEY'RE COMING OUT. SO TO PUT THAT TOGETHER FOR US, AND YOU HAVE TO UNDERSTAND THIS IS A GREATER EFFORT THAN THEY'VE EVER HAD IN ONE OF THESE TRANSPORTATION. SO THEY'RE IN THIS OUT TOO. THEY'RE TRYING TO FIGURE OUT HOW TO SOURCE IT, UH, HOW TO PUT PATIENTS OUT, HOW TO FEEL THAT ALL THE APPLICATIONS. SO I KNOW IF WE'RE TALKING WITH THE PATIENT WHO THAT THEY HAVE FOUR DEFENDANTS HERE IN TEXAS DOING THE INITIAL REVIEW, AND THEN IT GETS SCREENED AND FOR THEM TO ADAPT TO DDOT. SO SAY SHOOTS FRAUD, OUTBREAK, THE BRIDGE INVESTMENT PROGRAM FOR THE POOR, FAIR CONDITIONS. BREAKFAST IS COMING UP ANY DAY. NOW THEY TOLD HIS NAME IT'S NOT OUT YET. SO ANY DAM EXPECTING IT, RECONNECTING COMMUNITIES IS COMING UP AND DO THE ELIMINATION PROGRAM IN [00:20:01] JUNE. SOMETIME THE SUMMER WE'LL GET INTO NETFLIX COLBERT AND GLOBAL REPLACEMENT RESTORATION GRANT AND THE FALL, I WOULD THINK ANY MORE LIKE THE WINTER, WE SHOULD EXPECT THAT TARGETING AND FUELING INFRASTRUCTURE GRANTS. AND I DON'T THINK MAYBE YOUR MONEY FOR IS ACTUALLY BUYING CHARGING STATION EQUIPMENT, INSTALLING, AND, AND THEN ALSO YOU'RE RESPONSIBLE TO MAKE SURE IT'S KEPT UP FOR FIVE YEARS ONCE IT'S INSTALLED AND PUBLICLY AVAILABLE. SO THAT'S THE OTHER BIG THING PUBLICLY AVAILABLE, UM, ON THAT I DID WANT TO JUST BUG. SO IF WWI IS WORKING WITH ONE OF THOSE FUNDERS THAT IS WORKING ON THIS AND HELPING TO BRING THIS TOGETHER FOR OUR ESCAPE. SO ANY QUESTIONS THAT YOU MAY HAVE, HE WANTED ME TO LET YOU KNOW THAT HE IS AVAILABLE TO ANSWER THEM. UH, THERE'S SEVERAL OF THESE PROGRAMS HAVE INDIVIDUAL CONTACTS, ALL THE WEBSITES. I EMAILED THEM THE RESPONSE WITHIN A COUPLE OF HOURS. SO THEY ARE DOING THEIR BEST TO BE RESPONSIVE TO US. FH HWA ALSO HAS A WEBSITE AVAILABLE THAT YOU CAN VISIT AND GET MORE INFORMATION ABOUT THESE VARIOUS PROGRAMS. AND THEN FINALLY, UM, OH, SORRY. WE'RE HERE. UH, KEVIN AND AMY TO ANSWER ANY QUESTIONS YOU MAY HAVE. AND THEN OF COURSE, IF I HAVEN'T HAVE ANY ANSWER, I WILL DIG THROUGH AND FIND THE MORTGAGE. SO YOU HAVE ANY QUESTIONS FOR A LOT OF INFORMATION. THANK YOU. THE NEXT [6. Update on the TxDOT workshops - Darcie Schipull and Tina Geiselbrecht ] ITEM ON THE AGENDA IS ITEM NUMBER SIX, TO UPDATE TECHSTOP WORKSHOPS, DARCY SHOULD PULL. SO THIS WILL BE QUICK TODAY. RND VALLEY COUNTY TODAY, OUR MAINTENANCE OFFICES, UM, CLOSE TO THE COMMUNITIES ARE SO RIGHT. SO WE CAME OUT AND WE DID ALL OUR WORKSHEETS. WE ACCOMPLISHED THEM ALL AND PILING ALL THE COMICS INTO TECHNICAL. WE HAD HOPED THAT WE WOULD HAVE FOR YOU ALL TO REVIEW TODAY, BUT WE DID NOT DO THEM COMPLETED. A NUMBER OF US HAVE BEEN, UM, TRAVELING FOR CONFERENCES AND WORK. AND THERE'S JUST NOT A TIME IN DAY. UM, SO NEXT SLIDE PLEASE. SO I GOT IT RIGHT HERE. SO THESE ARE THE MEETINGS THAT WE'VE HELD, AND THESE ARE THE NUMBER OF PARTICIPANTS THAT WE HAD AT EACH MEETING. WE HAD FREE ONLINE PARTICIPATION ON AGAIN, WE HAVE AN ONLINE OPPORTUNITY, A BUMP, AND SOME OF THESE SLIDES BEFORE, IF PEOPLE CAN COME TO THE PUBLIC MEETING, THEY COULD SNATCH UP ONLINE AND SEE THE PRESENTATION SURVEY HERE OR IN THE PROCESS OF DEVELOPING THIS REPORT TODAY. AND WE'LL BE HAVING A PUBLIC MEETING WHERE THE TRANSPORTATION IMPROVEMENT PROGRAM THAT WE DEALT WITH WITH GROUP, UM, THAT WILL BE OFFERED ONLINE. IT'S HERE RIGHT AFTER THIS WEEK. CAUSE IT'S HARD TO JUDGE WHEN THIS MEETING WILL BE DONE AVAILABLE TO THE PUBLIC. SO, UM, TODAY'S STEPS, UM, WE'RE TO GET H A COPY OF THE DOCUMENT, IT WILL HAVE ALL THE PROMISES THAT WE'VE RECEIVED AND THEN IT WILL HAVE THE TEXT STYLE RESPONSE ON IT. SO WE WILL BE PURPOSEFULLY STATING THAT WE HAVE A PROJECT THAT'S ALREADY ADDRESSING THE COMMENTS OR THAT WE, UM, WE DID THERE'S ADDITIONAL STUDY THAT NEEDS TO BE DONE, OR THAT IT'S NOT SOMETHING THAT CHECKS THAT HAS CONTROL OVER. SO IT MAY BE WORTH AN ISSUE THAT'S BEEN HIGHLIGHTED OR MAYBE AN ALL SYSTEM CONTROLLER. AND WE'LL BE HAPPY TO COME OUT AND MEET WITH YOU ON THESE DOCUMENTS ONCE WE'VE HAD A CHANCE TO DIGEST IT, UM, DTI AGAIN, UM, IT'S HELPING US TO PREPARE A TASK. UM, BASED ON THAT INPUT, WE DID DEVELOP OUR 20 23, 20 26 TIP. UM, SO A COUPLE OF THINGS THAT I WANT TO TELL YOU THAT I CAN IMMEDIATELY LET YOU KNOW ABOUT. UM, WE DO HAVE A US 90 CORRIDOR STUDY THAT'S BEEN DONE FOR A STATEWIDE OFFICE THAT GOES FROM BAND FORUM TO BELMONT. WE ALSO HAVE A US 57 CORRIDOR STUDY. THAT'S BEING DONE TO LOOK AT THE FEASIBILITY OF TURNING THAT INTO AN INTERSTATE TYPE FACILITY. AND THESE ARE ALL BEING HANDLED BY OUR STATEWIDE OFFICE. [00:25:01] UM, I TEND TO FROM EL PASO TO , IF YOU HAVE, AND RUNNING THROUGH YOUR PRETTY, YOU MAY HAVE BEEN PART OF THE, SOME OF IT STAKEHOLDER WORKSHOPS THAT ARE GOING ON, WHETHER IT'S LOOKING AT IS LOOKING AT WAYS TO IMPROVE SAFETY, OPERATIONS, CONGESTION, AND VIDEO ALONG THESE CORRIDORS. I READ BY THIS ONE HASN'T STARTED YET, BUT WE'LL START SHORTLY. AND THIS IS FROM THE SALT MINE TOO. I ATTEND HERE IN SAN ANTONIO. SO WE'LL BE LOOKING AT IMPROVEMENTS TO THIS WORK. UM, AND WE'LL BE LOOKING AT BRANDS IN FRONT OF GROUPS THAT HAS BEEN A COMMON COMMENT THAT WE RECEIVED FOR 5 35 AT NIGHT. WE'LL BE HAPPY TO HEAR THAT ON SECTION FROM STATE HIGHWAY TWO 11 TO CREATE WHEN WE DO NOT HAVE A FUNDED PROJECT STUDYING THE RIGHT-AWAY NEEDS. UM, SO WE CAN HAVE THE RIGHT OF WAY THAT WE NEED TO DO THAT, HOPEFULLY FROM SOME OF THE SLEEP. AND THEN THE BANK HELP US THAT LINDA DID MENTION THE ALTERNATIVE FUEL OR VEHICLE PLANNING. TEXTILE IS WORKING ON THAT PLAN TO HAVE IT DONE BY AUGUST SO THAT ANYONE THAT'S INTERESTED IN APPLYING FOR THAT TO BE ABLE TO HAVE. UM, AND THEN THIS IS THE NEXT TIME. IS THERE ANY QUESTIONS ABOUT OR TECHNICAL? WE CAN GET COPIES OF ALL THOSE? YES. HOPEFULLY WE'LL BE DONE HERE IN THE NEXT WEEK OR WEEK AND A HALF. WE WERE JUST REALLY GOING TO REVIEW THEM AND MAKE SURE THAT THEY'RE CLEAN WILMINGTON. AND THAT FOR YOU, THEY'LL ALSO BE POSTED ON THE WEBSITE AS WELL. YES, YES, YES. YEAH. ALWAYS. OKAY. ALL RIGHT. SO I WANTED [7. Update on upcoming call for transportation alternative project - Darcie Schipull] TO TALK ABOUT ALTERNATIVE TRANSPORTATION TODAY AS WELL, JUST TO GIVE YOU SOME HIGHLIGHTS OF WHAT'S GOING ON IN THE DAY. THIS IS AS WELL AS YOU'LL RECALL. AND, UM, WE HAD A NUMBER OF PROJECTS THAT WERE SELECTED TO CONTINUE TO EAT TODAY. AND SO RIGHT IN HERE IS A MAP THAT SHOWS US, I LOVE THAT IT HAS A RECORDING THAT GOES ALONG WITH IT. SO, UM, SO THESE PROJECTS, UM, ARE ONES THAT WERE SUBMITTED. AND THEN THIS IS A WHOLE LIST OF PROJECTS THAT WERE SUBMITTED FOR OUR REGION. UM, BUT WHAT I WANTED TO SHOW YOU IS THAT, UM, FOR THE BICYCLE INFRASTRUCTURE, SINCE 2015 AND 2020, WHEN, UM, 175 DAYS HAVE BEEN FUNDED AT 191.4 MILLION, AND THEN ST. BRAS TO SCHOOL, 12 IS ELECTED. WE DIDN'T HAVE A VERY BIG BUT EQUAL FOR THAT, BUT $8.6 MILLION WERE SPENT ON THAT. AND YOU'LL SEE THAT THERE WERE A NUMBER OF PROJECTS THAT WERE SELECTED TO. SO THERE, OKAY, SO IN 2017, BERNIE'S OLD NUMBER NINE TRAIL CONNECTION WAS FUNDED, UM, BEFORE, SO I CAN SHARE THESE PATHS, JUST PART OF THE EL CAMINO TRAIL SYSTEM. AND IN 2019, THE CITY OF KERRVILLE, UM, RECEIVES THE FUNDING FOR SIDEWALKS ALONG HILL COUNTRY, UM, WESLEY AND COLLEEN DRIVE THE CITY OF LAVARNIA FROM SOME FUNDING, UH, THE CITY OF LYTLE RECEIVED SOME SPENDING ON 27 90 IN THE CITY OF JERGENSON, UM, PER SE, HOW IT 15 SIDEWALKS AND THEY BIND COUNTY AND STATE HIGHWAY 16 SIDEWALKS, WHICH IS A FIRST CONNECTION STARTED. DID I SAY SIDNEY THE COUNTY UNTIL THEN? AND THEN THE OTHER KERRVILLE TECH STUFF, WE'LL BE DESIGNING SIDEWALKS FOR STATE HIGHWAY 98 AND STATE HIGHWAY 16. UM, [00:30:01] KINDA GIVE YOU THAT WHAT WE'LL BE SAYING WHERE WE'RE ANTICIPATING A FUTURE CALL FOR PROJECTS, UM, OCTOBER. SO IF YOU HAVE SIDEWALKS, GET BEER COMMUNITY SUBMITTED SIDEWALKS, UM, IN THE PREVIOUS CALL AND YOU DIDN'T GET YOUR SIDEWALK SELECTED, OR YOUR BIKE LANES REFLECTED YOU CAN RESUBMIT THOSE, BUT I ENCOURAGE YOU TO LOOK AT THEM AGAIN. AND, UM, YOU KNOW, MAYBE THERE'S SOME ADDITIONAL INFORMATION PROVIDED, UM, SOME ADDITIONAL STATISTICS THAT CAN BE ADDED TO THOSE. AND I WANT TO LET YOU KNOW THAT PART OF THE FUNDING THAT MAY NOT HAVE THE BILL, UM, IS, IS GOING TO GO TOWARDS SOME PLANNING. AND SO THERE SHOULD BE SOME ADDITIONAL FUNDING. SO IF YOU'VE NEVER THOUGHT TO APPLY MORE SIDEWALKS OR BIKE LANES, THIS MAY BE THE RIGHT OPPORTUNITY TO GET A PLANET LIKE THAT LATE. HOPEFULLY THERE WILL BE MORE INFORMATION COMING SOON, BUT AGAIN, I THINK THAT WOULD BE RELEASED IN OCTOBER THOUGH. UM, AND THEN JUST TO LET YOU KNOW, WE HAVE THE, WE ONLY HAVE AN ANNUAL BY HEARING THAT WILL BE JUNE 30TH. I'LL BE PROVIDING MORE INFORMATION ON THAT. IT WILL BE FULLY VIRTUAL AND IT WILL BE RECORDED. THERE WILL OFTEN BE A SURVEY WHERE WE'LL BE GOING THROUGH ALL OUR PRODUCTS, OUR PLANS, POLICIES. UM, THIS IS KIND OF WHAT THE SURVEY LOOK LIKE WE HAD LAST YEAR. WE GOT QUITE A BIT OF RESPONSE ON IT LAST YEAR, BE POSTING IT AGAIN TO GET TWO YEARS WORTH OF DATA. THEN IN ADDITION TO THAT, WE ARE IN THE PROCESS OF DOING A DISTRICT WIDE BICYCLE PLAN. UM, AND WE'LL BE LOOKING AT THE DATA THAT WE HAVE. SO YOU HAVE COMMUNITIES THAT HAVE FIVE PLANS, UM, WITHIN THE SAN ANTONIO DISTRICT. NO. UM, WE WILL BE LOOKING AT LEVEL OF STRESS INDUCING, UM, BICYCLE COMPATIBILITY. WE ALL RECOGNIZE THAT SOME ARE, YOU PROBABLY SHOULDN'T HAVE CYCLISTS ON THEM, OR THAT THERE SHOULD BE SOME TYPE OF TYPE OF BICYCLING FACILITIES, WHETHER THAT BE A SHIRT OR A PROTECTIVE BIKE, WE'LL BE LOOKING AT THAT FOR FULTON INSERTS. PEOPLE INCLUDE A SAFETY ANALYSIS AND WE'LL BE LOOKING AT THESE OPPORTUNITIES AS WELL, HAVE SOME SERIOUS PUBLIC INVOLVEMENT, BE MAINLY VIRTUAL. UM, WE FIND THAT WE GET A LOT OF, UM, A LOT OF PARTICIPATION AT NIGHT, BUT WE WILL ALSO INCLUDE SOME IN-PERSON MEETINGS AS A DISTRICT BIKE LAND, UM, FOCUS. SO, UM, WE'RE ALSO LOOKING AT THOSE TOURISM TRAIL TO GIVE TOURISM TRAILS AND COMMUNITIES. WE WANT TO MAKE SURE THAT THEY ACCURATELY REFLECT THOSE FOR EACH OFFENDING OPPORTUNITY. ALL RIGHT. UM, AND THE OTHER THING THAT YOU ALL MAY NOT BE AWARE OF, BUT JUST TAKES THE BURNING THING FOR PATIENTS. UM, ABOUT THREE YEARS TRYING TO COLLECT ALL OUR RIGHT AWAY IN A TORI. SO WE KNOW WHERE THE SIDEWALK IS, WHEREVER EVERY RAMP IS, WHERE HER PETS AND BUS STOPS AND WHERE OUR SINGLES ARE. UM, AND THEY HAVE BEEN EVALUATED FOR THEIR ACCESSIBILITY. SO IF YOU ALL HAVE ANY INTEREST IN KNOWING A LITTLE BIT MORE ABOUT THAT, I AM HAPPY TO SHARE THAT INFORMATION WITH YOU. WE WILL BE DEVELOPING SOME PRIORITY LISTS AT THE DISTRICT TO START TO ADDRESS QUESTIONS OR COMMENTS, RC MCMULLAN COUNTY PROJECT. I WAS TOLD THAT THAT THAT WAS NO GO, IS THAT, UM, WHAT HAPPENED WAS WE HAD ONLY SO MUCH MONEY, RIGHT? AND THEN THEY LOOKED AT PROJECTS THAT DIDN'T GET AND THEY LOOKED FOR A ROADWAY WHERE IT WAS ON OUR THAT IS NOT ALLOWED TO DESIGN CONSTRUCT OR SYSTEM. SO THE JERKIN SAID, AND THE METABOLIC PROJECT DID NOT GET TRANSPORTATION, ALTERNATIVE FUNDING, BUT THEY DID RECEIVE WHAT WE CALL OUR ADEQUATE FUNDING, WHICH WE USE FOR CURB RAMP AND ADA PROJECTS. AND SO THAT'S HOW WE WERE ABLE TO MOVE FORWARD WITH SOMETHING WE'RE IN THE PROCESS OF PROCURING THOSE CONSULTANTS. RIGHT. THE LAST WE'LL BE ABLE TO SIT DOWN AND DO KIND OF A KICK-OFF MEETING AND MAKE SURE WE'RE GETTING A SIDEWALK THE WAY THE LOCAL COMMUNITY WANTS [00:35:01] AND NEEDS IT. HEY MAN, MY GOSH, WHAT A TREAT. YEAH, WE WERE EXCITED. THAT'S BEST FOR THE WEALTHY PEOPLE. DON'T DRIVE, DRIVE EXPENSIVE CARS DOWN THERE, THERE BEING NOTHING ELSE. WE HAVE NO OTHER ITEMS ON THE AGENDA. SO WE'RE ADJOURNED. * This transcript was created by voice-to-text technology.
