[1. Meeting called to Order The AACOG Air Quality Committee is meeting in accordance with Chapter 551 of the Texas Government Code (Open Meetings Act). As such, the Committee reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Texas Open Meetings Act.]
COMMITTEE MEETING.IT'S NINE O'CLOCK AND I'LL HOLD THIS MEETING TO ORDER THE SCAN.
SUSIE, WOULD YOU PLEASE DO THE ROLL CALL? GOOD MORNING, EVERYONE THERE.
WILLIAMS COMMISSIONER FLORES, JUDGE EVANS.
JUDGE MS. LEWIS, ANGELA RODRIGUEZ, JUDGE LEFT'S COUNSEL HERRICK.
UH, JUST BEFORE WE GO ON WITH OUR, OUR, UH, AGENDA THIS MORNING, I WOULD LIKE TO PAUSE FOR A MOMENT OF SILENCE TO, UH, I DUNNO WHAT YOU SAY WITH WHAT HAPPENED IN YOU, ALL OF THESE.
SO LET'S JUST TAKE A, TAKE A MINUTE HERE AND REFLECT ON THAT TERRIBLE, TERRIBLE INCIDENT OF YESTERDAY MORNING.
I DON'T THINK ANYBODY COULD EVER ENVISION SOMETHING LIKE THAT HAPPENING IN THE COMMUNITY AS SMALL AS THE VALLEY CLOSE-KNIT COMMUNITY.
UNBELIEVABLE GOD IS WITH THEM.
I HOPE HELPING EVERYONE THAT NEEDS IT.
UH, FIRST ITEM IS, UH, PUBLIC COMMENTS.
DID WE HAVE ANYTHING TO GO AT ALL AND SET UP FOR PUBLIC CUPS? OKAY, SUSAN.
[ Consent Agenda The consent agenda consists of items considered being of a routine nature and contains items recommended for approval by the Air Quality Committee or the minutes from previous Committee meetings. These items will be enacted in one motion, or any member of the Committee may request that items be removed from the consent agenda and considered separately for purposes of discussion and voting.]
AGENDA.THE ITEM THERE IS TO CONSIDER AN ACT UPON THE RECOMMENDATION TO APPROVE THE JANUARY 26TH, 2022 AIR QUALITY MEETING MINUTES.
I'M SURE YOU'VE ALL ABSORBED THOSE AND HAVE THEM MEMORIZED.
SO I'D BE GLAD TO ENTERTAIN A MOTION TO APPROVE SECOND, BUT JUDGE EVANS' SECRETARY TO HEART, ANY DISCUSSION? ALL RIGHT, TOM FERRIS.
I THINK IT'S THE LYLE HUFFSTETLER SHOW THIS MORNING.
SO WE'LL START OUT WITH ITEM NUMBER
[5. Consider and act upon the recommendation to bring before the AACOG Board of Directors a comment letter to EPA regarding its proposal to reclassify Bexar County to moderate nonattainment. - Lyle Hufstetler]
FIVE FIRST STYLE THAT IS TO CONSIDER AN ACTIVE ON THE RECOMMENDATION TO BRING BEFORE THE AYCOCK BOARD OF DIRECTORS, A COMMENT LETTER TO EPA REGARDING ITS PROPOSAL TO RECLASSIFY BEAR COUNTY TO MODERATE NON-ATTAINMENT FLAP.THAT'S THE CHAIRMAN AND YOUR NATURAL RESOURCES PROJECT COORDINATOR.
SO I'M THINKING FOR THE SET UP.
WELL, NO VERY COMPANY WAS DESIGNATED SHAMANS WITH A MARKETABLE CLASSIFICATION STANDARDS, 2018 UNDER THE CLEAN AIR ACT, THE MARGINAL NON-ATTAINMENT OBTAIN THE STANDARD WITHIN THREE YEARS OR ELSE RECLASSIFIED TO MODERATE NON-ATTAINMENT.
IT'S JUST EXACTLY WHAT HAPPENED ON APRIL 13TH, THAT EPA BARLEY ANNOUNCED HIS INTENT TO RECLASSIFY THEIR COUNTY AND HAD AN ISSUE THAT THE PUBLIC COMMENT PERIOD THROUGH JUNE 30TH, TO WHICH WE ARE PROPOSING THIS RESPONSE LETTER TO THIS AFFECTION DURATION, THE PACKET TO BE LOADED IN ADA'S ANNOUNCEMENT WAS THEIR DISAPPROVAL OF THE ONES THAT DEMONSTRATION THAT THE TCEQ SUBMITTED PACKAGE BY 2020, THIS DEMONSTRATING CONTENDED THAT BEAR COUNTY WOULD HAVE BECAME THE STANDARD, BUT FOR INTERNATIONAL ANTHROPOGENIC EMISSIONS, RIGHT APPROVAL OF THE 1 79 PEOPLE THAT PROVIDED RELIEF FOR RECLASSIFICATION.
BUT UNFORTUNATELY THAT DEMONSTRATION LISTS THE PROPOSED COMING AND LETTER POST FORCES BEYOND OUR LOCAL CONTROL RIDING OUR OZONE VIOLATIONS.
AND THAT AIR ECONOMY SHOULD NOT BE CLASSIFIED TO MONITOR IT, TO MAKE THIS CASE.
THE LETTER CITES SEVERAL REGIONAL CLEANER INITIATIVES THAT HAVE BEEN IMPLEMENTED.
THESE WERE EMISSION REDUCTIONS THAT YOU ONLY CAN SEE.
HOW SIGNIFICANT A GLOBAL ACROSS THE BOARD POSTED OUTSIDE OF SAN ANTONIO, TEXAS.
WE'RE REALLY SURPRISED TO SEE THOSE HOMES REALLY WORSEN IN SOME RESPECTS THERE'S APRIL OF THE PREVIOUS YEAR.
AND THE LETTER MODELING
AND THEN FINALLY, THE LETTER
UM, I MENTIONED BEFORE, UM, BEFORE SUBJECTIVELY ADDITIONAL
[00:05:01]
HARDSHIPS THAT MAY NOT EVEN PUT MY NOSE IN BENEFIT.SO I'LL TAKE ANY QUESTIONS FROM JUST ONE COMMENT, UNLESS JUDGE TEAL IS WANTING TO BE PROMOTED.
UH, HE'S A WANT TO BE MEDINA COUNTY JUDGE, OR IF I, I DON'T KNOW SOMETHING I SHOULD KNOW.
UH, I'LL GO AHEAD AND LET HIM TAKE OVER THE LETTER.
THE LETTER SAYS JAMES TIO COUNTY JUDGE MEDINA COUNTY.
I JUST, YEAH, JUST CORRECTED THE TIMES WE SEND A LETTER TO EPA.
YOU WERE, YOU WERE, YOU WERE, IT WAS THE LAST LETTER.
YOU CAN COME OVER AND TAKE OVER MY OFFICE WHENEVER YOU WANT.
YOU DON'T SPEAK FOR THE WHOLE COUNTY OR ANY, ANY OTHER COMMENTS FOR A WHILE.
AND YES, I TOOK AN OPPORTUNITY TO BE ON THAT CONFERENCE CALL WITH, UH, WITH THE EPA AND I LISTENED TO OTHER SPEAKERS AS WELL.
AND I WAS, I WAS PRETTY CRITICAL OF THEM, YOU KNOW, AND I REFERENCED THE PACKAGE THAT YOU PUT TOGETHER, DIANE, AND THEY ASKED FOR A COPY OF THAT AND WE SENT IT IMMEDIATELY.
AND, UH, UM, IT'S JUST INCREDIBLE TO HEAR YOUR CREDITS, THAT DON'T HAVE REALLY A CLUE ABOUT THE DATA AND THEN LISTENING TO OTHER PEOPLE THAT IT CALLED IN SAYING, OH, DON'T, DON'T CHANGE SAN ANTONIO OR BEAR COUNTY.
UH, THEY'RE ABOVE THE LIMIT FULL STOP.
AND WITHOUT LOOKING AT THE DATA THAT CLEARLY INDICATES THE ISSUE THAT WE HAVE HERE.
AND, YOU KNOW, I BASICALLY TOLD THEM, HEY, ANYBODY WITH ANY COMMON SENSE CAN SEE THIS? UM, YOU KNOW, MAYBE I OVERSTEPPED IT A LITTLE BIT, BUT, UH, THE PROBLEM BEING IS THAT NOBODY'S REALLY PAYING ATTENTION AND, AND, UM, THAT'S UNFORTUNATE FOR US AND FOR THIS AREA, I BROUGHT INTO THE FACT THAT THIS IS GOING TO INCREASE, UH, REQUIREMENTS, WHICH ARE OBVIOUSLY GOING TO BE PASSED DOWN TO THE, UH, CITIZENS HERE IN, ESPECIALLY HERE IN SAN ANTONIO.
AND WE ARE THE CORE CITY IN THE UNITED STATES, A LARGE METRO AREA.
SO, UM, I PULLED OUT ALL THE STOPS AS MUCH AS I COULD, BUT JUST LISTENING TO THOSE FOLKS, YOU KNOW, THEN MAKE ANY DIFFERENCE TO THEM.
I'LL ADD TO THAT BECAUSE I WAS AT THE HEARING WHEN DIANE TESTIFIED THREE OR FOUR YEARS AGO, AND IT'S THE SAME THING.
THEY DON'T CARE ABOUT THE NUMBERS.
THEY JUST, THEY, THEY PRETTY MUCH GO ALONG PARTY LINES AND, UH, YEP.
THEN WE, WE LOST, THEY DIDN'T FOLLOW THE SCIENCE.
NO, THEY DON'T FOLLOW THE SIGNS.
THEY PROBABLY SHOULD HAVE THAT GUIDANCE OUT THERE THEN SEE TO FOLLOW.
BUT I JUST THOUGHT IT WAS VERY AMAZING TO LISTEN TO OTHER PEOPLE CALLING IN AND THEY GOT A REACTION FROM THE BA AND NO REACTION OTHER THAN REQUESTING COPY OF THESE DOCUMENTS.
SO WE SEND THEM IN, YOU KNOW, WE'RE NOT GIVING UP, WE'RE NOT GOING TO GIVE UP.
AND IT'S REALLY DIFFICULT THAT THAT'S A SITUATION.
SO I THINK THIS IS AN EXTREMELY WELL PRODUCED LETTER.
IT HAS ALL THE INFORMATION THAT NEEDS TO BE IN THERE.
IF SOMEONE, WHATEVER, READ IT AND COMPREHEND IT.
I THINK IT'S A PERFECT OPPORTUNITY FOR US TO MAYBE WE SHOULD SEND A SHORT VIDEO OF THE SMOKE COMING IN FROM MEXICO
I MAKE A MOTION THAT WE APPROVE THIS SUBJECT TO JUST CHANGING JUDGE STEEL'S TITLE.
UH, MR. PERRY, DO I HAVE ANY OTHER DISCUSSION BY ANYBODY? ALRIGHT.
LET'S MOVE ON NOW TO NUMBER SIX,
[6. Staff will provide an update on its air quality planning program areas, including TCEQ Rider 7, MPO, Clean Cities, DERA, and PACE. - Lyle Hufstetler]
CHEF IS GOING TO PROVIDING US AN UPDATE ON THE CHAIR QUALITY PLANNING FOR MARRIES, INCLUDING THE TCEQ RIDER, SEVEN NPO, CLEAN CITIES, DERA, AND PACE.THANK YOU, MR. CHAIRMAN, THE FIRST OR SECOND SLIDE.
WE HAVE PRACTICAL PROJECTS OR MOSTLY THE PHOTOCHEMICAL MODELING, AND THEN WE HAVE OUR QUALITY SOLUTIONS OF CLEAN CITIES, PACED EURO, AND A COUPLE OTHER PROGRAMS AT ALL, GOING INTO A LITTLE BIT LATER.
SO THE GEOGRAPHIC SCOPE, WE'LL START WITH THE TCEQ RIDER SET UP PROGRAMS THAT SHE WAS AFRAID TO RELEASE FROM THE SEVEN
[00:10:02]
MADERA COUNTIES OF THE MSA DOWN TO THREE INCHES OFTHE FUNDING WAS ALSO MUCH REDUCED COMPARED TO PREVIOUS BY HANDING OUT, BUT WE HAD ABOUT 60 GRAND, 30 BUCKS TO GET ABOUT 475,000 THROUGH 2023.
AND WE'RE GOING TO BE USING THAT MONEY TO FUND THE OPERATION OF THREE KNOCKS AND ELECTRICAL MONITORS.
THE OTHER BEING PART AND RICH WILL ALSO BE FUNDING OF AN AUTO AUTOMATED GAS CHROMATOGRAPH, WHICH MEASURES ALL OF THE ORGANIC COMPOUNDS CONTINUOUSLY.
AND THAT WILL BE RESOLVED AT A GARDEN RANGE AND WILL BE AN OPERATION FROM AUGUST, 2022 THROUGH NOVEMBER.
AND, UM, ONCE THE BSB MONITOR IS INSTALLED AT BARTON SPRINGS, WE'RE GOING TO HAVE A REALLY UNIQUE OPPORTUNITY FOR SOME REAL VALUABLE DATA COLLECTION THERE.
CAUSE WE'RE GOING TO HAVE THOSE ON DATA BEING COLLECTED YOUR LAW SCHOOL DATA PLUS DATA ON THE TWO OZONE PRECURSORS, STANDING TO THE SEAS.
THERE'S ONLY GOING TO BE ONE OTHER MONITOR IN THE REGION THAT THAT MEASURES ALL FOUR OF THOSE GROUNDERS NETS, THE, THE PULL THIS MONITOR.
SO WE'RE GOING TO BE VERY FORTUNATE TO HAVE A SECOND FATAL ONE.
UM, SO THERE'S ONE MORE PROJECT UNDER THAT.
UM, OVERNIGHT MORNING RUSH HOUR, AND IT BE THERE COUNTING THE NUMBER OF PARKING SPACES, THE NUMBER OF TRUCKS AND THE NUMBER OF TRUCKS THAT ARE RIOTING AT EACH, UM, TRUCK STOP.
THE PURPOSE OF THAT WILL BE TO ESTIMATE THE EMISSIONS THAT ARE GENERATED FROM TRUCK ACTIVITIES.
AND WE'LL BE ABLE TO USE THAT DATA TO UPDATE THE PHOTOCHEMICAL MODEL, SO THAT GIVE US MORE ACCURATE DATA, GIVE US BETTER.
AND THEN FINALLY INTERVIEW WITH CUSTOM INPUTS FOR ON-ROAD EMISSION WALLETS AS WELL.
SO A LOT OF GOOD DATA QUALITY.
UM, WITH THAT PROJECT, THERE IS A QUALITY ASSURANCE PROJECT CURRENTLY
WE EXPECT THAT TO HAVE AN ISSUE.
I WILL SAY THAT I REMEMBER WHEN STEVEN WAS DOING THAT BEFORE AND ALL HOURS OF THE DAY IN THE EVENINGS AND MORNINGS AND WHATEVER, RIGHT? SO THIS WAS CONTINUE ON DOING THAT.
HE HAD HIS, HIS TRUCKER CAPITAL ON YOU TAKE NOTES ON WHICH ONES HAVE THE BEST CORN DOGS.
WELL, YOU GET, YOU CAME UP WITH REALLY, I KNOW THERE WAS SOME REMARKABLE DATA THAT CAME OUT OF THAT LAST EFFORT, SO I'M SURE WE'LL FIND MUCH MORE OF THE SAME.
I HAVE A QUESTION THAT THE THREE NEW MONITORS ARE ALL UP IN NICOLE, MEL COUNTY AREA.
WHAT ABOUT WILSON COUNTY? I SAY THEY'RE JUST ONE IN THAT AREA.
IF THEY WANT TO GET SOME GOOD RATING, SEND IT DOWN THERE.
IF YOU WANT A MONITOR IN YOUR COUNTY MONITORING, BUT IN THE AIR CLEAR DOWN, I'M WONDERING IF MY WILSON COUNTY IS ADDED TO THIS BECAUSE WE'RE MORE RURAL THAN ANY.
SO I THINK THEY'RE A LITTLE REVIEWS ARE GOING TO BE COMPARABLE TO WHAT'S NOT AS THE TEAMS LOCATED ON
I'M ALWAYS, I'M ALWAYS CURIOUS TO SEE HOW WE GET EDIT, EDIT TO THAT.
THE ONE ON THE ONE MONITOR, IT'S ACTUALLY ONE OF THOSE AUTO GCS THAT MEASURES ALL OF ORGANIC COMPOUNDS AND THEY'RE MASSIVE PIECES OF EQUIPMENT.
VERY
WELL, OUR, OUR MODELING DOESN'T SUGGEST TOO BIG OF AN IMPACT.
I, IT WAS STEVEN BY MISTAKE AND ABOUT 5%.
I MEAN, WE HAVE WINDS THAT ARE COMING FROM THE SOUTHEAST THAT ARE BULLYING RIGHT OVER PEOPLE FOR THIS.
AND SO WE HAVE USUALLY, SO
WE HAVE, UM, SUNDAY MPO PROJECTS IS BUYING ANY UNUSUALLY.
YOU JUST FLOATED HIM UP A MODELING BOOK, EACH STANDARD, THE SCOPE A BIT FOR THIS BIENNIUM, BUT WE DO HAVE FLOATED ON THE
[00:15:01]
MODELING AS PART OF THAT PROJECT, WE'LL BE UPDATING ON REVISION INPUTS AND CREATING NEW OZONE PROJECTIONS BASED ON THOSE UPDATES.PLUS STEVEN WILL BE PERFORMING, DO NOT RUNS, WHICH IS WHAT HELPS US ESTIMATE WHERE OUR OZONE COMES FROM CURRENT GEOGRAPHIC AREA AND EFFICIENT SECTOR.
ALL ROAD CONTROL STRATEGIES WILL ALSO BE ASSESSED FOR THEIR POTENTIAL IMPACT.
SECOND PROJECT THAT WE HAVE WITH THEM IS TO DO A SCHOOL BUS LEAD TO OREGON.
SO WE'RE GOING TO BE GOING TO SCHOOL DISTRICTS ACROSS THE NSA ABOUT A SCHOOL AS INVENTORY THAT THEY WERE REQUESTING COUNCIL OF THEIR SCHOOL BUSES, UM, THEIR MODEL YEARS, THEIR, UM, THEIR HIGHER MILEAGE.
AND WE'RE DOING THIS FOR A COUPLE OF REASONS.
THE FIRST IS AGAIN LIKE THE, OF THE UPDATE GROUP EMISSIONS MODEL INPUT SO THAT WE CAN GET BETTER OUTFIT.
THAT'S ACTUALLY REFLECTIVE OF OUR HORRIBLE CONDITIONS.
BUT I THINK ALSO IMPORTANT WITH THIS IS THAT I'LL BE ABLE TO HAVE A LITTLE BIT MORE DATA ON OUR SCHOOL DISTRICTS THAT WILL HELP ME TARGET MY OUTREACH BASED ON THE REQUIREMENTS OF A PARTICULAR GRANT THAT EACH SCHOOL BUS GRANT IS, IF IT LIMITS BUSES, YOU KNOW, 2010 OR OLDER.
SO IF I KNOW THAT THE SCHOOL DISTRICT DOESN'T HAVE ANY MONTHS OLD TO DO OUTREACH TO THEM, BECAUSE NORMALLY INTERESTING, NOT A MASS EMAIL, BUT IT'S EQUALLY AS EFFECTIVE, LIKE TARGETED ONE-ON-ONE TOPICS WOULD BE.
AND THAT WILL HELP ENABLE THAT IN THE LAST PROJECT UNDER NPO IS, UM, A SMOKING VEHICLE REPORTING PROGRAM.
SO, UM,
UM, OUR PLAN IS TO SET UP A HOTLINE FOR CALL AND REPORTS AND AN ONLINE REPORTING FORM FOR RESIDENTS TO GO AND REPORT, UH, VEHICLES THAT THEY'VE SEEN LIVING THIS SMOKE FOR MORE THAN 10 SECONDS, WHICH IS AGAINST A STATE CODE.
WE'RE TOLD THAT THE DMV HAS A PATIENT APPROVAL.
THERE MIGHT BE SOME DELAYS, UM, BECAUSE SOME STATE AGENCIES ARE HAVING TO REVISE THEIR POLICIES AND PROCEDURES AND RESPONSE TO A RECENT STATE LEGISLATION.
BUT ONCE WE GET APPROVAL OF THAT APPLICATION, THEN WE'LL BE ABLE TO FORMALLY LAUNCH THE PROGRAM AND, UH, BE ABLE TO MAIL OUT NOTICES TO THOSE THAT ARE REPORTED, UH, BY THE COMMUNITY.
YOU KNOW, WE HAVE NO AUTHORITY OBVIOUSLY TO ENFORCE THIS STATUTE FOR FINES COLLECTED A PART OF THAT.
WE'RE JUST FRIENDLY, A FRIENDLY NOTICE THAT, THAT YOU'RE BUSY THIS WHOLE SLOGAN USUALLY.
AND THEN WE'LL, WE'LL OFFER THEM RESOURCES AND EDUCATION ON
WE'RE GOING TO BE MODELING WITH PROGRAM PROGRAM, WHICH HAS BEEN OPERATING, AND THEY'VE BEEN VERY GENEROUS IN ALLOWING US ACCESS TO SOME OF THEIR RESOURCES AS THEY WERE SETTING UP YOUR PROGRAM.
PLEASE DO THESE, YOU GOT FREE ACTIVITIES HAVE SIGNED UP FOR VERSUS INCENTIVE ALLOCATION COORDINATION, SECOND INSTALLS GO FORWARD OR PLANNING.
AND THEN THE THIRD IS OUTREACH AND DEMONSTRATION EVENTS.
SO FOR INCENTIVE OUTREACH, THAT'S ALWAYS AN ONGOING PROCESS.
UM, THERE'S ALWAYS GRANTS COMING OUT.
THE TCQ ACTUALLY JUST ANNOUNCED ITS ALTERNATIVE ELITE FACILITIES PROGRAM.
UH, RECENTLY OVER ALL OTHER ACTIVE PROGRAMS OUT THERE, FEDERAL ONES THAT AS THEY'RE STARTING TO ROLL OUT NOW, WE JUST ANNOUNCED THEIR PLEAS SCHOOL BUS PROGRAM.
SO WE'LL BE BEGINNING OUTREACH ON THAT.
WE CAN EXPECT A LOT MORE OUTREACH TO BUSINESSES AND INDUSTRIES AS NECESSARY.
THAT'S MORE INFRASTRUCTURE PROJECTS START TO ROLL OUT ALL FEEL BORED OR PLANNING HAS INVOLVED.
I MEAN, STAKEHOLDERS ALONG POTENTIAL CORRIDORS, THE MAKER OF THE UPCOMING NASHVILLE ELECTRIC VEHICLE INFRASTRUCTURE GRANT PROGRAM, OR NEXT WEEK WE'VE BEEN FOLLOWING ALONG WITH TXDOT TO PROGRESS IN DEVELOPING THEIR STATE PLAN.
AND THEIR DRAFT WAS ACTUALLY JUST RELEASED A COUPLE OF DAYS AGO.
AND, UH, THAT WOULD ASSIST ME WITH SOMEBODY BEFORE MY PATIENTS, AS I SAID, THEY JUST RELEASED THEIR GUIDELINE ON HOW TO SPEND THOSE FUNDS AND THEIR STRATEGY FOR ROLLING THEM OUT OVER THE COURSE OF THE NEXT FIVE YEARS IN SUCH A WAY THAT WOULD BENEFIT THE ENTIRE STATE AND ENABLE LONG DISTANCE TRAVEL ACROSS ALL PARTS OF THE STATE AND BY OUTREACH AND DEMONSTRATION ACTIVITIES USUALLY DRIVE ELECTRIC PAID DEMOS.
UH, WE HAD A SMALL BUT SUCCESSFUL, UH, DVD DEMO IN SUBPOENA OR BEIGE CELEBRATION.
UH, LAST MONTH
[00:20:01]
TO BUSINESSES AND INDUSTRIES AS, UH, AS NECESSARY.I THINK THAT'S A GOOD SEGUE INTO THE NEXT SLIDE, WHICH WE'LL COVER IN FACE AS FAR AS THE DAILY NATIVES TO REPORT THERE IS THAT OUR SECOND REGIONAL PROJECT CLOSED, I BELIEVE IT WAS LAST FRIDAY AND THE BRAND REPORT IS THE FIRST ONE THAT IN COUNTY.
SO
I THINK THERE'S GOING TO BE A LOT OF GOOD MOMENTUM IN CASTROVILLE, UM, WITH THAT DEGREE.
SO IT WAS JUST A LOT TO BE EXCITED ABOUT THERE.
AND A COUPLE OF WEEKS AGO, UM, WE ENTERTAINED A GROUP OF HARVARD SCHOOL STUDENTS FOR THEIR FIELD IMMERSION PROGRAM.
SO THEY, UH, THEY VISITED US IN SAN ANTONIO AND INTERVIEWED SEVERAL LOCAL PROPERTY OWNERS AND FINANCIAL INSTITUTIONS AND SERVICE PROVIDERS TO KIND OF GAUGE THEIR IMPRESSIONS OF THE PROGRAM, BOTH POSITIVE AND NEGATIVE IN ORDER FOR US TO DEVELOP A PLAN TO BETTER REACH FUTURE PACE PARTICIPANTS.
THEY PROVIDED US THE REVISED SLIDE DECK AND EMPHASIZE, EMPHASIZE DIVERSITY ON THE INITIAL PITCH.
THAT'S SOMETHING I'M VERY GUILTY OF.
AND THEN WE PROPOSED DECIMATING PACE CHAMPIONS UP REGION LINE.
YOU CAN KIND OF LET THEM IN ABILITY PROGRAM AND THEY HELP EXPLAIN PAGE TO, TO OUR COMMUNITY.
AND ASIDE FROM THAT, REGULAR OUTINGS CONTINUES ORGANIZATIONS AND DEVELOPERS AND LOCAL GOVERNMENTS TO SUPPORT THE PROGRAM.
THE LAST TIME WE'RE CALLING MAYBE CONVENIENT PALO HEIGHTS ACTUALLY ADOPTED NATURE OF EVOLUTION TO GET NEWS ITEMS THAT BASE.
AND THEN FOR GIRA, THIS ONE'S PRETTY SIMPLE.
UM, IT'S BASICALLY JUST A GRANT PROGRAM TO ALLOW THEM TO FUND ELECTRIC TERMINAL DRAFTERS OR GARDEN CROPS, REPLACING DIESEL WITH ELECTRIC MODELS IN BEAR COUNTY AND BURDEN THE PROCESS OF FINDING A REPLACEMENT.
AND WE HAVE A VERY INTERESTED, UM, ESSENTIAL RECIPIENT THERE.
SO WE HELPED THEM MOVE FORWARD WITH ORDERING THOSE FUNDS.
THAT CONCLUDES MY UPDATE, SPONSORED QUESTIONS AND THESE QUESTIONS OF BILE OR STEVEN ANYBODY.
LET'S, LET'S GO ON TO THE NEXT ITEM,
[7. Staff will provide an update on the 2022 Ozone Season and other NAAQS announcements. - Lyle Hufstetler]
WHICH IS ITEM NUMBER SEVEN, UPDATE ON THE 2022 OZONE SEASON AND OTHER INNOCUOUS ANNOUNCEMENTS.AND SO THERE'S ALWAYS IN MY HOME REPORTS WITH A RECAP OF HOW WE ENDED THE PREVIOUS SALES ZONE SEASON.
TWO REGULATORY MONIKERS, CAN YOU TO VIOLATE THE 2015 OZONE STANDARD, UM, ON THE WRONG SLIDE, AND THEN YOU GO BACK ONE MORE THAN BASKETBALL.
THE NOTES, UH, SEND THE GATE IN RED UNDER THE CAPITALISTS FOR 2021.
UM, THAT'S GOING FOLLOW US THROUGH 2023, UNFORTUNATELY, WHICH IS COINCIDENTALLY OUR NEXT ATTAINMENT YEAR FAILURE TO ATTAIN BY THAT TIME WILL BUMP US UP TO SERIOUS.
NON-ATTAINMENT ON A POSITIVE NOTE, THE 71 PART PER MILLION UNIT 23 IS ACTUALLY THE LOWEST THAT THAT MONITOR HAS EVER, EVER, EVER REPORTED.
I THINK THERE'S A GOOD CHANCE THAT, UM, THAT THAT COULD POSSIBLY BE ENTERTAINMENT AT THE END OF THIS OZONE SEASON.
THE DESIGN TREND THAT I TALK ABOUT SINCE 2012, WE SEE A PRETTY REASONABLE COMBINED FROM 2012 THROUGH 2016, THAT, THAT SORT OF STAGNATION OF THE DESIGN VALUE SINCE 2016.
SO I MENTIONED IN THE, IN THE COMMENT LETTER, BUT DESPITE THAT STAGNATION OF SO MANY, SO MANY, UH, LARGE, YOU KNOW, PROGRAMS THAT REALLY HAVE A MEASURABLE EFFECT,
SO IN ORDER FOR BEAR COUNTY TO OBTAIN THE STANDARD BY THE END OF THE ZONE SEASON, UM, I DISPLAYED THE MAXIMUM ALLOWABLE FOR HIGHEST FOR EACH OF OUR REGULAR GRANT MONITORS, UM, THAT 60 PARTS PER BILLION.
AND WE'LL ASSESS, THAT'D BE VERY, VERY, VERY DIFFICULT.
IN FACT, WE'RE ALREADY SEEING HINTS OF THAT NUMBER.
WELL, IT'S ALREADY CONTINUES TO SHOW VIOLATIONS AND WE'LL THROUGH THE
I THINK IT'S REASONABLE THE END OF THIS SEASON
[00:25:01]
THAT WE WILL HAVE AN ADDITIONAL MONITOR IN A TEAMMATE.THIS THAT'LL BE IN VIOLATION GOING FORWARD.
SO HERE WE HAVE A CURRENT OF FOUR HIGHEST OZONE THREE DAYS TWO, AND I SHOULDN'T CAN'T.
THIS IS ALREADY IN VIOLATION FOR THIS OZONE SEASON WITH THAT 62, UH, COMPARED TO THE 60 MAXIMUM ALLOWABLE ENCOURAGED SO FAR BY THE LACK OF THE EXPERIENCES THAT WE'VE HAD THIS, THOSE OWN SEASON, YOU'LL NOTICE NOTHING OVER 70 PARTS PER BILLION.
UM, SO THAT'S THE, I'M WORRIED ABOUT THE WEATHER WE HAVE NOW.
I WOULDN'T BE SURPRISED IF WE HAD IOS ON THE NEXT SLIDE.
THIS IS WHERE I JUST GIVE IT A, AN UPDATE ON HOW MANY PEOPLE DON'T ACTUALLY ALERT.
WE'VE HAD THIS SEASON THERE BEEN JEWISH SO FAR, AND I BELIEVE WE'VE HEARD THEM HAVE A FAIR, LIKE WE DO A UDS, UH, THE ACT, THE STATE ACTUALLY ISSUES.
THESE OZONE AGGRAVATE ALERTS DIRECTLY, AND THEN EIGHT OFFERS FOR THESE ALERTS TO OUR RESIDENTS WHO ARE INTERESTED IN RECEIVING THOSE ALERTS, BE ACTION, TO AVOID EXPOSURE OUTSIDE OF SOME OF THE USE OF THEIR CAR, IF POSSIBLE, TELECOMMUTE BUYING ERRANDS AS NECESSARY ENTERING THE CENTERS, WE HAVE THE HOME, HOWEVER THEY CAN COUNT.
THEY CAN SIGN UP TO RECEIVE THOSE ALERTS.
AND THEN THE LAST SLIDE SHOWS USEFUL OF SEASONAL VARIATION THAT GOES ON AND SHOWS US AT THE END OF MAY, STARTING TO WIND DOWN THE STREET, ALTHOUGH JUNE DOES TEND TO GOES BROKE REALLY HIGH, THE ONLY EVENTS THERE IN JUNE AND JULY, THEY HAVE KIND OF A CLEAN AIR PERIOD.
THAT'S OUR MID SUMMER MINIMUM WHEN PERSISTENT SOUTHEASTERN THE BLOKE BOWL IS DOMINANT AND KEEPS
AND THEN OF COURSE OUR CALL PEAK STARTS, STARTS AROUND AUGUST AND THAT'S, YOU KNOW, THAT'S KIND OF OUR SECONDS PERIOD OF
ANY QUESTIONS, IF THERE ARE ANY QUESTIONS ON, OH, I'M SORRY, WE GOT A COUPLE OF MONTHS.
UM, SO THERE ARE TWO STANDARDS THAT WE'RE CLOSELY FOLLOWING RIGHT NOW.
OF COURSE THE OZONE STANDARD IS ALWAYS TOP OF MIND.
UM, IF YOU RECALL IN 2020 AT THE VERY END OF 2028, UM, THAT YOU COULD BE MAKING A DECISION, UM, THEY REFUSED THE STANDARD AND DECIDED THAT IT WAS SUFFICIENT TO CHANGE THE STANDARD.
IT WAS MISTAKE OF 70 PARTS PER BILLION.
WELL, NEW ADMINISTRATION PAYMENTS DECIDED TO REVISIT THAT DECISION IN 2020, AND IT'S LOOKING LIKE IT MIGHT STAY LIKE A LOT OF REALLY QUALIFIED
UM, THE, THE CLEANER SCIENCE BIAS READ ADIDAS IS CURRENTLY REVIEWING, UM, UH, UH, POLICY ASSESSMENT
AND THERE WON'T BE A REVISION, BUT AGAIN, THAT'S DEFINITELY
AND THEN THE OTHER, THE OTHER STANDARD THAT WORDS CLOSELY IT'S THE PARTICULATE MATTER STANDARD OR A FINE PARTICULATE MATTER.
CURRENTLY THE STANDARD IS 12.0 MICROGRAMS PER LITER, BUT THERE IS CLEAR SIGNS OF THAT STANDARDS AND THE MAJORITY OF THE PANEL DATA OR SOMETHING IN THE RANGE OF EIGHT TO 10 MICROGRAMS PER LITER.
AND IF IT DOES GET REVISED TO THE LOWER END OF THAT 8, 10, 8 TO NINE, THEN YOU COULD POTENTIALLY BE EVIDENCE OF NON-ATTAINMENT DESIGNATION FOR PARTICULAR.
SO WHAT'S THE PLAN FOR CAMP WALLACE? I MEAN, WE GOT, WHAT TWO YEARS, WHAT'S OUR PLAN.
IT I'LL TELL YOU TO THINK THAT MOVING IT IS A VERY, VERY DIFFICULT PROPOSITION.
UM, THE EPA IS REALLY THE SOLE DESIRE OF THAT OVER YEARS, YOU KNOW, IN SOME CAPACITY TALKING ABOUT, AND IT JUST HASN'T HAPPENED YET.
SO I GO, WELL, I DON'T SEE THAT HAPPEN.
WELL, LET'S ASSUME IT STAYS THERE.
I MEAN, DO WE HAVE A PLAN? WHAT ARE WE LOOKING AT TO TRY TO GET
[00:30:01]
WITHIN THAT 70? WELL, WE'RE GOING TO HAVE EIGHT IS GOING TO CONTINUE TO PROMOTE ITS EXCLUSIONS FOR AIR QUALITY IMPROVEMENT, BUT THEY SAID HE'S PROGRAMMING.IT'S, THERE'S A LOT OF UNTAPPED POTENTIAL THERE.
I THINK FOR, FOR ON-ROAD EMISSIONS EMISSIONS, LIKE FORKLIFTS AND DISTRIBUTION FACILITIES, I THINK THERE'S A LOT OF POTENTIAL.
THERE ARE EMISSIONS REDUCTIONS.
YOU STILL HAVE TO BE FACED WITH A LOT OF REGULATIONS COMING DOWN AND THEY'RE NOT, THEY'RE GOING TO BE FORCED TO INSTALL A REASONABLY AVAILABLE MEASURES TO REDUCE EMISSIONS.
UM, SO IT'S, I MEAN, WE HAVE, YOU KNOW, THE VEHICLE EMISSIONS INSPECTIONS, SO IT'S GOING TO BE, YOU KNOW, THE KIDS ARE GOING TO COME DOWN OF COURSE, BUT THEN THEY ALSO HAVE BOX PROGRAMS EVERY WEEK CONTINUING TO, TO SHARE THE, AND, UM, COUNSEL, IF I MAY, AS ALL THE DATA CONTINUES TO SHOW THERE'S VERY LITTLE THAT WE CAN DO BY OURSELVES TO IMPACT IT WHEN WE'RE ONLY PRODUCING 20%.
I MEAN, WE PUT, AS I EXPRESSED EARLIER, SIGNIFICANT MEASURES HAVE BEEN IMPLEMENTED AND IT'S GONE UP AND YOU HAVE TO ALSO LOOK AT THE GEOLOGICAL FORMATIONS THAT'S AROUND, CAN'T FOOL US BECAUSE THERE IS NO POINT SOURCE THAT CAN'T PULL US.
AND SO LOOKING AT THE, AT THE MINIMAL IMPACT, ONE COULD SURMISE WHEN WE PRODUCE 20%, IT'S, IT'S A VERY SPECIAL CHALLENGE FOR THE REGION TO IMPACT THAT ALONE.
WHAT ABOUT THE, SINCE WE HAVE THREE MONITORS AND IT LOOKS LIKE TWO OF THEM, WELL, ONE FOR SURE, POSSIBLY CAN, IS 23 IS GOING TO FALL IN LINE.
WOULD THAT GIVE US ANY ARGUMENT? PROBABLY NOT.
EVEN THOUGH WE CAN SAY, WE KNOW HERE'S TWO OF THE THREE, AND I THINK THIS IS WHAT THE CONSTABLE AND I WERE TALKING ABOUT.
I WANT TO THANK YOU FOR YOUR EFFORTS BECAUSE, YOU KNOW, IF WE DON'T DO ANYTHING, WE'VE GOT TO AT LEAST GIVE US THE BEST SHOT.
WE, AND I GUESS THAT'S WHAT I'M GETTING AT.
WHAT, WHAT IS A PLAN? AND IT, CAN WE SHOW THE DATA THAT IT IS GOING TO HELP, BECAUSE AS YOU SAID, DIANE, NOTHING HAS REALLY HELPED SO FAR.
YOU KNOW, I KNOW THERE'S A FRUSTRATION ABOUT THIS, BUT WHO CAN WE REACH OUT TO, TO SEE ABOUT GETTING HELP TO FIGURE THIS, FIGURE THIS THING OUT.
SO WORLD'S, BRAINIEST SCIENTISTS SAY THAT THERE IS, I MEAN, YOU CAN'T DO IT BY YOURSELF AND YOU'RE ONLY PRODUCING 20%.
AND, UH, YOU TCQ, I CONTINUE TO REMIND PEOPLE SHE'S EXTREMELY SUPPORTIVE AND HELPFUL.
AND IF THERE WAS AN EASY SOLUTION, BECAUSE OURS ISN'T PRODUCED PRIMARILY BY POINT SOURCE, IT'S NOT PRODUCED PRIMARILY BY AUTOMOTIVE.
WHEN YOU LOOK AT WHERE IT COMES FROM OUR POINT SOURCE AND FOR WHAT WE PRODUCE LOCALLY, UH, OUR POINT SOURCE AND OUR AUTOMOTIVE ARE VERY, VERY CLOSE, BUT MINIMAL.
WHEN YOU LOOK AT WHERE IT'S COMING FROM, WHEN YOU LOOK AT WHAT'S, WHAT'S NATURAL AND YOU LOOK AT EAGLEFORD, EACH ONE CONTRIBUTES SUCH A SMALL AMOUNT.
IF WE WERE, IF WE HAD AN LAO, CORRECT ME, IF I SAY THIS WRONG, IF WE HAD PETROCHEMICAL PLANTS, IF WE HAD DIRTY MANUFACTURING PLANTS, IF WE HAD ANYTHING LIKE THAT, BUT WE DON'T HAVE ANYTHING LIKE THAT.
SO, UH, EACH OF OUR MAJOR CONTRIBUTORS ARE SO SMALL WITH THE PRIMARY ONE BEING AUTOMOTIVE.
THAT'S THE PRIMARY ONE, BUT POINT SOURCE IS VERY CLOSE BEHIND.
AND, UH, AND WE SAW WHAT HAPPENED WHEN WE WERE LOCKED DOWN AND THERE WAS NO TRAFFIC.
IT WENT UP BECAUSE WHAT WE'RE DOING LOCALLY HAS SUCH MINIMAL IMPACT ON IT.
SO THERE'S, THERE'S REALLY, I MEAN, I THINK THE COMMUNITY HAS DEMONSTRATED AS I TESTIFIED, WHEN I TESTIFIED AT THE HEARING, WE HAVE SUCH A GOOD RECORD OF DEMONSTRATING, UH, THE IMPROVEMENT BECAUSE, YOU KNOW, THE LAST 20 YEARS WE'VE ADDED A MILLION PEOPLE POPULATION AND WE STILL CONTINUE TO BRING IT DOWN.
WE HAVE VERY SIGNIFICANT PROGRAMS THAT HAVE BEEN IMPLEMENTED.
UM, AND WE'VE, WE'VE PLATEAUED AS WELL SAID.
SO THERE'S VERY, VERY LITTLE THAT CAN BE DONE, UH, TO IMPACT IT, ESPECIALLY TO BRING IT DOWN ENOUGH TO CORRECT ME IF I MISSTATED ANYTHING.
BUT THERE'S, I THINK EVERYTHING THAT'S BEING DONE PRIMARILY, ESPECIALLY WHEN YOU LOOK AT WHAT HAPPENED DURING LOCKDOWN, JUST TO ANYBODY EVER THINK ABOUT THE ACTUAL LIVE FIRING AND, UM, THAT KIND OF THING THAT GOES ON AT CAMP BULLISH, THE GASES THAT ARE PRODUCED FROM THAT IS THAT, I MEAN, I'M JUST DRAWING STRAWS HERE AS TO WHAT YEAH.
BUT IT'S ALL BEEN RESEARCHED VERY THOROUGHLY AND NOW THAT DOESN'T IMPACT IT.
IT'S JUST THE SPECIFIC COMBINATION OF THE
[00:35:01]
PRECURSORS.WE'VE LOOKED AT EVERY POSSIBLE, EVERY SINGLE ONE.
AND, UH, BUT WE'RE NOT GOING TO QUIT.
SO, BUT THERE ARE LOTS OF, LOTS OF STRIKES THAT ARE NOT IN OUR FAVOR, UNFORTUNATELY, BUT THAT'S W WE'LL JUST CONTINUE ON.
YOU'RE GOING TO EAT IF YOU'RE GETTING TO BE A PRO AT THIS.
OUR NEXT MEETING IS GOING TO BE, TO BE DETERMINED, TO BE DETERMINED.
WE ARE NOT SURE EXACTLY WHAT'S GOING TO HAPPEN PROBABLY SOMETIME WITHIN THE NEXT TWO OR THREE MONTHS.
UH, WE'LL SEE WHAT HAPPENED IF THERE'S GOING TO BE ANY REACTION WHEN THIS IS PRESENTED TO THE BOARD THIS MORNING, UH, FOR, FOR A JUDGE SIGNATURE, UH, HOPEFULLY THAT'LL HAPPEN AND WE CAN PRESS ON WITH THAT.
AND THEN WE'LL SEE WHAT HAPPENS FROM, UH, FROM THAT PARTICULAR ALERT, UH, WHICH IS AGAIN, ANOTHER EFFORT ON RBR.
YOU HAVE TO STAY AS PROACTIVE AS WE POSSIBLY CAN.
AND SO, UH, ANY, ANY OTHER COMMENTS BY ANYBODY IS BECAUSE IT'S TIME TO APPARENTLY CLOSE THIS MEETING, GO GET A PICTURE TAKEN AND GET READY FOR THE 10 O'CLOCK MEETING.
SO IT IS NOW NINE THIRTY FIVE, AND I'LL CALL THIS MEETING.
