These items will be enacted in one motion, or any member of the Board may request that items be removed from the consent agenda and considered separately for purposes of discussion and voting.]

AGENDA AND I HOPE EVERYBODY'S HAD AN OPPORTUNITY TO LOOK THAT OVER.

AND, UM, DO WE HAVE, UH, ANYONE THAT WANTS TO PULL ANY ITEMS FROM THE CONSENT AGENDA? IT'S NOT ALL RIGHT.

MOTION TO APPROVE THE CONSENT.

THANK YOU, SIR.

SO WE HAVE A MOTION AND A SECOND.

ANY DISCUSSION HEARING? NONE.

ALL THOSE IN FAVOR.

SAY AYE.

ANY NAMES OUT THERE? NOPE.

ALL RIGHT, GREAT.

WE'LL MOVE ALONG THEN.

UM, LET'S SEE, I GUESS WANT TO, ALRIGHT.

WE DO HAVE A SPECIAL PRESENTATION HERE THIS MORNING AND, UH, IT'S BEEN MY HONOR AND PRIVILEGE TO WORK WITH MAYOR GREGORY HERE FOR THE LAST FEW YEARS.

AND, UH, WE WANT TO RECOGNIZE HIM AND HIS SERVICE HERE TO AYCOCK AND OTHER AREAS AS WELL.

IT'S GREAT TO SEE YOU GET INVOLVED WITH A NUMBER OF DIFFERENT, UH, ORGANIZATIONS AND, AND USE YOUR GUIDING.

HOW MANY YEARS HAVE YOU BEEN? IT'LL BE 10 YEARS.

10 YEARS.

ALL RIGHT.

YOU MADE THAT 10 YEAR MARK.

THAT'S GREAT.

AND, UH, HAVING, UH, JUST A FEW WORDS WITH HIM WHILE AGO, HE WAS SAYING HE HAS, HE'S ENJOYED HIS TIME.

HE WILL MISS IT.

UM, BUT THE THING THAT I LIKED WHEN YOU SAID YOU'VE GOTTEN EVERYTHING ACCOMPLISHED THAT YOU WANTED TO GET ACCOMPLISHED.

AND THAT, THAT, THAT IS, THAT IS HUGE.

WHEN YOU HAVE GOALS AND OBJECTIVES OUT THERE, THAT YOU ARE ABLE TO WORK THROUGH THE SYSTEM OVER, OVER TIME AND GET THOSE THINGS ACCOMPLISHED.

I THINK THAT IS FANTASTIC.

AND, AND, AND THAT SPEAKS HIGHLY OF YOU AND WHAT YOU'VE BEEN ABLE TO ACCOMPLISH, UH, FOR YOUR AREA AS WELL AS THE WHOLE REGION HERE.

SO REALLY WANT TO THANK YOU FOR YOUR SERVICE HERE AND, UH, UH, WANT TO GO AHEAD AND PRESENT YOU WITH THIS PLAQUE HERE.

SO I WILL COME OVER THERE AND PRESENT YOU WITH THIS FLAG.

DO WE HAVE ANYBODY WITH A PICKUP? MIGUEL IS WE COULD GET THAT CORNER RIGHT THERE IN THE CORNER, OR, OKAY.

LET'S GO AHEAD AND MAKE THIS PRESENTATION, SIR.

THANK YOU VERY MUCH FOR ALL YOUR ACCOMPLISHMENTS OUT OF THE LITTLE BOX.

OH, SURE.

I DON'T WANT TO TOUCH IT.

I KNOW THIS LOOKS LIKE MY HOUSE.

HERE WE GO DO RIGHT, BUT THANK YOU AGAIN, SIR, FOR EVERYTHING AND APPRECIATE THAT.

GETTING TO KNOW YOU OVER THE YEARS AND WORKING WITH YOU, GET SOME, GET SOME WORK DONE.

I APPRECIATE IT VERY MUCH.

I'LL SAY 10 YEARS AGO, I WALKED INTO K-12 PROBABLY ABOUT EIGHT YEARS AGO, WALKED INTO CHAOS HERE.

THE GREATEST THINGS I'VE SEEN TRANSFORM IS DIANE COMING ON BOARD AS THE EXECUTIVE DIRECTOR AND BASICALLY STRAIGHTENING THE SHIP.

UH, SO IT'S, IT'S BEEN FUN.

IT'S, IT'S BEEN ENLIGHTENING FOR ME, UH, HUMBLING TO SEE THE SEPARATION OF MAYORS AND JUDGES OVER HERE.

YOU KNOW, HOW THEY SEGREGATE US.

THEY THINK THEY KNOW EVERYTHING NOW.

I REALLY APPRECIATE IT.

WE APPRECIATE IT.

WE DON'T TOO BAD.

I CAN TELL THE JUDGE TOO HARD ABOUT IT.

CAUSE I WAS GOING TO REALLY CHALLENGE HIM WHEN HE DOES.

THANK YOU VERY MUCH, DIANE.

THANK YOU FOR ALL THE WORK YOU DO.

I TOLD COUNCILMAN PERIOD THAT IT WAS, THIS HAS BEEN SUCH A COOL JOURNEY FOR ME TO LEARN WHAT YOU DO FOR OUR CITIZENS OUT THERE AND FOR, TO BE ABLE TO BE IN A POSITION TO HELP, UH, ENABLE AND EMPOWER, UH, THE SERVICES THAT YOU GIVE IS, HAS BEEN REALLY COOL FOR ME.

SO I APPRECIATE IT.

THANK YOU VERY MUCH.

WE'LL ALL

[00:05:01]

MISS HIM.

SO, UH, ALL RIGHT, WELL, CONGRATULATIONS AGAIN.

AND, UH, YOU KNOW, THAT SPEED AND, UM, GOOD LUCK ON YOUR FUTURE ENDEAVORS, WHATEVER THEY MAY BE.

I THANK YOU FOR THAT.

YEAH.

ARE YOU GOING TO JUST SIT BACK AND RELAX? UH, NO, UH, HOPE, HOPE, MONARCH COMPANY A LITTLE OVER A YEAR AND A HALF AGO AND HOPE IT COMES WITH A LOT OF, A LOT OF CHALLENGES.

SO I'LL BE SPENDING MY TIME TAKING CARE OF THAT.

SO YEAH.

VERY GOOD.

YEAH.

THAT'S AWESOME, MAN.

YOU GOT THE BIG BUCKS NOW.

ALL RIGHT.

GREAT.

WELL, LET'S MOVE ALONG HERE.

UM, WE'VE GOT OUR, OUR EXECUTIVE MEETING MINUTES FROM LAST TIME AND UH, LIKE TO THE CONSENT AGENDA ALREADY.

SO YES, THAT'S ALREADY BEEN APPROVED.

OH, OKAY.

ALL RIGHT.

WELL FIND THE DIRECTOR.

OKAY.

WE'RE WE'RE,

[5. Monthly Report - Diane Rath A. Staffing Updates B. Program Status and Operational Updates Area Agencies on Aging (AAA) Alamo Regional Transit (ART) External Affairs & Communications Intellectual & Developmental Disability Services (IDDS) Military and Veterans Affairs Natural Resources Public Safety Regional Services Environmental Conservation Weatherization Assistance Program C. Organizational Updates Building Update General Administration Policy Review Chief Financial Officer General Counsel]

I'VE BEEN CORRECTED.

WE'RE MOVING ONTO THE EXECUTIVE DIRECTOR REPORT NOW.

SO MISS WRATH, THANK YOU.

IT WAS Y'ALL'S PERMISSION.

I'LL GIVE IT FROM HERE.

I AM VERY PLEASED TO INTRODUCE YOU TO OUR TWO NEW FOLKS THAT HAVE JOINED OUR TEAM THE PAST MONTH AND MY LIFE IS GETTING MUCH, MUCH BETTER.

SO RICK GLENSER THERE'S RICK, RICK JOINED US AS OUR SENIOR DIRECTOR OF OPERATIONS, UH, JUST THIS WEEK.

SO WE'RE VERY PLEASED THAT HE'S HERE.

HE, UH, WAS BORN IN CORO.

SO HE REALLY HAS THE LUXURY OF UNDERSTANDING THE COMPLEXITY OF OUR ORGANIZATION WITH THE RURAL BACKGROUND AND THEN WORKING IN METROPOLITAN URBAN AREAS HAS A LEGISLATIVE, OPERATIONAL AND REGULATORY BACKGROUND.

SO HE'S A GREAT ADDITION.

HE HAS FAMILY THAT'S FROM HERE.

SO HE'S ALREADY WELL CONNECTED TO THIS COMMUNITY.

SO WE'RE DELIGHTED TO HAVE HIM HERE AND HE'S REALLY IMPROVING OUR LIVES ALREADY.

AND THEN WE HAD, WELL, MCKNIGHT JOINED US.

THIS IS HIS FOURTH WEEK AS DIRECTOR OF MILITARY AND VETERANS AFFAIRS.

AND WE ARE LUCKY.

HE RETIRED FROM FORT HOOD AS A DIRECTOR OF OPERATIONS OF THREE CORPS.

SO RETIRED AFTER 30 YEARS AS A COLONEL.

SO I'M THRILLED TO HAVE HIM.

AND HE REALLY HAS, UM, THEN TO ALL OF OUR MILITARY MEETINGS IS CONNECTED, IS DOING A GREAT JOB, BRINGING ORDER TO THAT PROGRAM AND, AND REALLY HAS TO UNTANGLE A COUPLE OF THINGS.

SO I'M VERY GRATEFUL AND THRILLED THAT HE'S HERE.

SO THANK YOU.

THANK YOU BOTH.

WE'RE VERY LUCKY.

THE REST OF MY REPORT Y'ALL CAN REALLY READ.

I'M JUST GOING TO GO OVER A COUPLE OF HIGHLIGHTS.

UM, WE HAVE, WE'RE VERY PLEASED IN AGING.

OUR BENEFITS COUNSELING TEAM HAS ALREADY MET THEIR APPLICATION GOAL OF 500, UM, APPLICATIONS EARLY.

SO THEY MET THAT EARLY AND WE, AFTER THEIR CAREGIVER TRAINING SOFTWARE, WE'RE AT 95% ALREADY OF OUR FIRST-YEAR GOALS.

SO WE'RE DOING VERY WELL OVER THAT.

I HAVE TO BRAG TOM LOGAN'S IN THE BACK.

ARTS DEMAND RESPONSE WAS UP 28% IN MARCH OVER FEBRUARY.

SO OUR RIDERSHIP IS REALLY INCREASING AGAIN, AND WE'RE SEEING THAT DEMAND CONTINUE, WHICH IS REALLY GOOD IDD.

IF ANYONE IS AVAILABLE ON APRIL 28, PLEASE COME JOIN US.

WE'RE HAVING OUR FIRST EVER IDD APPRENTICESHIP SHOWCASE.

AND IT'S GOING TO REALLY ALLOW OUR IDD PARTICIPANTS TO DISPLAY THEIR SKILLS TO IT.

COMPANIES FROM ACROSS THE REGION, WE ARE THRILLED AT HOW WELL OUR CLIENTS HAVE RESPONDED AND THEY REALLY HAVE DONE EXCEPTIONAL WORK.

IN FACT, WE ARE EXECUTING A, AN AGREEMENT THAT WILL COME BEFORE Y'ALL NEXT WEEK WITH TOYOTA SU WHERE THEY'RE REALLY GONNA ENTER INTO THEIR APPRENTICESHIP PROGRAM.

SO WE ARE THRILLED BY THAT.

UH, AND THEY ALSO PRESENTED OUR IDD RECOGNITION RESPONSE TRAINING TO THE TEXAS RANGERS.

SO WE HAD 170 TEXAS RANGERS THAT OUR TRAINING, UH, LAST MONTH, UH, WE ARE CONTINUING WITH OUR COMMUNITY NEEDS ASSESSMENT.

UH, AND WE'VE HAD USER FOCUS GROUPS THAT ARE GOING TO BE HELD END INTO THE MONTH.

AND THAT IS REALLY COMING ALONG VERY WELL WITH MILITARY AND VETERANS AFFAIRS.

Y'ALL ARE SEEING THE ADS ON TV.

IF YOU NEED ANY INFORMATION, LET US KNOW.

THE AIR SHOW AT RANDOLPH IS THIS WEEK, UH, SATURDAY AND SUNDAY, IT IS THE EXACT SAME PROGRAM SATURDAY AND SUNDAY.

SO IT'S NOT TWO DIFFERENT ONES.

IT'S THE SAME TIME STARTS THE GATES OPEN AND THE PROGRAM STARTS ABOUT 11 AND THEN IT CONCLUDES AROUND FIVE O'CLOCK.

SO THAT KIND OF GIVES YOU THE LAST ACT IS THE THUNDERBIRDS, BUT THEY HAVE A REALLY FULL, VERY ROBUST SHOW AND THEY PUT A LOT OF EFFORT INTO IT.

AND ART IS PROBABLY PROVIDING THE SHUTTLE SERVICE OUT THERE.

UH, SO WE WANT TO MAKE SURE Y'ALL ARE AWARE OF THAT NATURAL RESOURCES.

UNFORTUNATELY, LAST WEEK, EPA DID, UH, MAKE THEIR ANNOUNCEMENT ABOUT OUR OZONE STATUS AND THEY DID BUMP US UP TO A MODERATE OR PROPOSED BUMPING IS UP TO MODERATE AND THEY ARE NOT APPROVING OUR 1 7, 9 DEMONSTRATION WAIVER,

[00:10:01]

WHICH WOULD HAVE RECOGNIZED THE IMPACT FOREIGN TRANSPORT ALL HAS ON US.

IT IS A SIGNIFICANT DIFFERENCE.

IT WILL CERTAINLY AFFECT OUR BUSINESSES AND INDIVIDUALS WILL FOR THE FIRST TIME, UM, BE FACED WITH INCREASED COSTS.

SO IT DOES HAVE IT AT THE SAME TIME, DALLAS AND HOUSTON WERE BOTH BUMPED UP TO SERIOUS.

SO IT'S LIKE ALL OF US GOT BUMPED UP.

UM, WE WILL BE HAVING AN AIR QUALITY COMMITTEE MEETING BEFORE OUR MEETING IN MAY, AND WE'LL BE HAVING COMMENTS TO EPA FOR Y'ALL'S CONSIDERATION.

IN, AT OUR MAIN MEETING, THERE IS A VIRTUAL PUBLIC HEARING MAY NIGHT BY A EPA AND THE PUBLIC COMMENT PERIOD ENDS JUNE 13TH.

AND WE WOULD CERTAINLY URGE ALL, UM, BOTH INDIVIDUALS AND UNITS OF GOVERNMENT TO SUBMIT THEIR COMMENTS OPPOSING THIS.

SO THAT INFORMATION WILL BE FORTHCOMING, UH, PUBLIC SAFETY.

OUR LAW ENFORCEMENT ACADEMY HAS 68 CADETS THAT ARE ONSITE CAUSE WE HAVE THREE CLASSES.

SO WE BEGAN OUR REGULAR, UH, CLASS ON APRIL 11TH AND WE HAVE OUR PART-TIME CLASS WE'VE BEEN TALKING ABOUT FOR ABOUT A YEAR.

SO WE HAVE RESTARTED OUR CON UH, PART-TIME CLASS THAT WAS FUNCTIONING MANY YEARS AGO.

I'M TOLD AND, UH, WE HAVE 11 CADETS IN THE PART-TIME CLASS, WHICH REALLY GIVES HIM SOME OPTIONS.

UM, WE HAVE SCHEDULED THE ECONOMIC DEVELOPMENT FORUM MAY 5TH, WHICH IS A DAY LONG EVENT.

AND OUR PLANNING AND ZONING WORKSHOP IS MAY 27TH.

SO WE'LL BE SENDING ALL THAT INFORMATION OUT AS YOU ALL KNOW, PLANNING AND ZONING HAS A LOT FOR, UH, LOCAL ELECTED OFFICIALS.

EARTH DAY IS APRIL 23RD.

CONVERSE HAS HAVING THEIR GO GREEN DAY, APRIL 30TH AND EARTH DAY IS ALSO APRIL 30TH.

UM, ON THE BUILDING WERE VERY PLEASED.

WE'RE MAKING PROGRESS.

WE HAVE RETAINED TO CVRE AS OUR LEASING AGENT, AND WE'RE VERY ENCOURAGED BY BOTH THEIR COMMENTS AND HOW ACTIVE THEY HAVE BEEN ALREADY ABOUT THE DESIRABILITY OF OUR SPACE.

WE HAVE RECEIVED THE RESPONSES AND CLIFF HAS MET WITH AN INNER NEGOTIATIONS WITH THE ENGINEERING FIRM THAT REALLY HAS A LONG HISTORY OF WORKING WITH SICO.

SO WE'RE VERY EXCITED ABOUT THAT.

AND, UM, IT'S VERY IMPORTANT TO ALL OF US THIS WEEK BECAUSE WE'VE HAD ONE ELEVATOR OUT WHERE REVIEWING THE RESPONSES TO OUR RFP FOR THE ELEVATOR MODERNIZATION AND WE'RE ENCOURAGED AT THE PRICING HAS NOT EXCEEDED OUR INITIAL ESTIMATES.

UM, AND ON ARE THOSE DRIVE-THROUGH LANES AT THE BANK PROPERTY, THE PHYSICAL WORK HAS BEEN COMPLETED AND WE'RE AWAITING THE RECEIPT OF THE FINAL SURVEY AND THE SALES SHOULD GO THROUGH 10 DAYS AFTER THE ACCEPTABLE SURVEY IS RECEIVED.

SO WE'RE MAKING PROGRESS ON THAT.

SO MR. CHAIRMAN, THAT'S MY REPORT.

IF THERE'S ANY QUESTIONS, I'LL BE GLAD TO RESPOND.

JUST ONE, ONE ON THIS EPA BUSINESS AND THE, AND THE CATEGORY CATEGORIZATION WHERE WE'RE AT NOW, IS THERE ANY OTHER APPEAL PROCESS THAT WE CAN DO FROM, YES, SIR.

AS I MENTIONED, WE'LL HAVE OUR COMMENTS IN MAY AND IT IS A PROPOSAL.

SO IT'S OUT FOR PUBLIC COMMENT.

THERE IS THE VIRTUAL WORKSHOP AT SCHEDULED AND THE PUBLIC COMP THEY'RE ACCEPTING PUBLIC COMMENTS.

SO THAT IS ALL CAUSE IT'S, THEIR PROPOSAL SET IS ALL AVAILABLE.

THAT IS YOUR PROCESS.

OKAY.

AND, AND THE PUBLIC COMMENTS, IS THAT SOMETHING I CAN GET ON AND YES, SIR, AS I SAID, UH, YOU REGISTERED FOR IT AND INDIVIDUALS, ORGANIZATIONS, PUBLIC COMMENT.

UM, DO YOU HAVE THE DETAILS ON HOW TO REGISTER AND ALL THAT? I MEAN, I WOULD SEND IT OUT TO EVERYBODY THAT'S AFFECTED HERE, ANY MONEY IN BEAR COUNTY, SO I WILL SEND IT OUT TO YOU.

THAT WOULD BE GREAT.

THAT WOULD BE GREAT.

AND THEN I HEARD THAT THE, UH, DPS HAS COME UP WITH SOME NEW STANDARDS AND DO WE SEE IT IMPACTING OUR ACADEMY ANY KIND OF WAY? I CERTAINLY SHOULDN'T BECAUSE I ALWAYS HAVE TO PASS THE PHYSICAL TEST TO BE ADMITTED.

AND THEN THEY HAVE VERY EXTENSIVE PHYSICAL TRAINING WHILE THEY'RE IN IT THAT YOU CROSSFIT.

UH, I THINK WHAT I READ IN THE PAPER ABOUT DPS, BECAUSE THEY HAVE NO IMPACT WITH US, UH, IS SOME OF THEIR LONGTERM DPS SORT OF GOT OUT OF SHAPE.

SO THEY'RE TRYING TO ADDRESS SOME OF THEIR LONGTERM DPS OFFICERS IS WHAT I UNDERSTAND.

SO IT HAS NO IMPACT ON US AT ALL.

OKAY.

I HEARD LIKE 4,000 OFFICERS.

I HAVE NO IDEA.

I DON'T THINK THAT WAS THE NUMBER.

I TALKED TO A FRIEND OF MINE OF LIKE GOLF WITH A LOT OF THESE DBS OFFICER.

IT WAS 200 OFFICERS IMPACTED OUT OF 4,000.

AND FOR A MAN, YOUR WAISTLINE HAD TO BE UNDER 40 INCHES FOR WOMEN AT 35 INCHES.

SO THEY WANTED DBS WANTS A MORE COMMANDING PRESENCE IS THEORY.

SO YEAH, IT'S AN INTERNAL, NOT EXTERNAL.

I GOT YOU.

OKAY.

ALL

[00:15:01]

RIGHT.

GREAT.

THANK YOU.

MA'AM WHERE ARE WE HERE? WE GOT, UH, THE NEXT TO THE FINANCIALS

[6. Discussion and appropriate action on the recommendation regarding the 1st Quarter 2022 financial report. - Julio Elizondo A. Dashboard B. Balance Sheet C. Revenue and Expenditures D. Administrative Budgets E. Quarterly Investment Report]

THAT CORRECT? YES, SIR.

ALL RIGHT, MR. JULIO.

SO FOR THE RECORD, WE'LL BE RECEIVING THE DISCUSSION AND THEN TAKE APPROPRIATE ACTION ON OUR FIRST QUARTER FINANCIAL REPORT, ORANGE CHAIRMAN MEMBERS OF THE BOARD.

I AGREE, DIRECTOR OF ACCOUNTING IS WORKING ME TO OR CASH INVESTMENTS, ACCOUNTS RECEIVABLE, AS WELL AS OUR STATEMENTS.

, UH, , , UH, I'M AT THE TOP OF IT.

AS YOU CAN SEE HERE, YOUR INBOX PLACES PERCENTS, UH, SPEND THROUGH THE YEAR, WHICH IS GREAT.

SO PROBABLY THE ACCOUNTS RECEIVABLE.

UM, WE DO HAVE , UH, AGAIN, AS I MENTIONED, UH, THE PAST FEW MONTHS AND THAT ACTUALLY AS WELL, UH, OUR, OUR OVERALL, BUT IT'S GROWN TREMENDOUSLY FROM A FEW YEARS BACK.

UH THAT'S WHAT MAKES IT IT'S ABOUT STUFF.

AND THEN IN ADDITION TO, UH, WHICH PROGRAMS OVER THE NEXT FEW SLIDES, QUITE TIRED AND YOU LOOK BACK MARCH 21, OBVIOUSLY, BASICALLY FOR THAT.

UM, AND THEN THE OTHER THING THAT I WANTED TO FIND OUT WHO WAS THE MAIN OWNERS OF YOUR CURRENCY, AND THERE ARE GOING TO BE NUMBER EXPENDITURES FOR THE YEAR.

THIS IS JUST A SUMMARIZED VIEW OF THE BALANCE SHEET.

AND THEN AS I MENTIONED EARLIER, OUR FUND BALANCE, SURE.

IT'S JUST A SUMMARIZE BY PROGRAM.

IT GOES INTO A LITTLE MORE DETAIL OVERALL.

WE ARE SITTING ABOUT $10.5 MILLION FUND BALANCE CASH INVESTMENTS.

WE'RE SETTING AT THE END OF MARCH AS ONE, I THINK DOLLARS TO 20 MILLION IN CASH, THREE 50, 7,000 IN OUR INVESTMENT POOLS, ANDREW, IN OUR SEATS HERE, WE HAVE OUR INVESTMENT SUMMARY, WHICH FUNDS INVESTMENT ACT.

UH, WE COULD HAVE OUR GOALS AND OUR CPA RAISE IT TO BE TURNING OUT.

AS YOU CAN SEE HERE, JUST EARNED SOME INTEREST FOR OUR CDS.

SO OVERALL WE ARE SEEING THAT 1.0 $4.2 MILLION AT THE END OF, UH, FOR SPORT, OUR ACCOUNTS RECEIVABLE AGAINST OF YOU.

THEY TOOK THE ITEMS OUT THERE THAT ARE COMING MATTER, LIKE THE PARDON, THIS, THESE ARE TECH SCOTT.

WE ARE EXTENDED.

AT ONE POINT I COULD MAKE UP A BALANCE.

UH, THE LAST MONTH COLLECTED LIKE A MINUTE THAT WAS BACK IN NOVEMBER, WE WERE WAITING ON A BUDGET AMENDMENT TO BE SUBMITTED THAT THAT HAS BEEN APPROVED.

SO DECEMBER MARCH WILL BE DELIVERED BY THE END OF THIS MONTH.

AND WE SHOULD SEE COLLECTION ON THAT PAYMENT AS WELL.

UM, WITH REGARDS TO OUR AGING OF WELFARE AND THAT LEVEL, UH, WE ARE CURRENTLY, WE'VE GOT THE INTERFACE WE RECEIVED FOR THAT.

IT WOULD BE SOMETIME NATE.

UH, AND SO, UH, THIS IS A STATEWIDE ISSUE, UH, OTHER COX, THE SAME EXACT THING AS WELL.

SO, UH, HOPEFULLY GOING FORWARD, WE CAN GET THAT RESOLVED RECENTLY.

AND THEN THE OTHER ONE THAT WENT OUT BY WHAT WAS VIA, UH, AS YOU ALL HAVE, HAVE KNOWN IN THE PAST, WE'VE HAD TREMENDOUS, UM, DIFFICULTIES WITH COLLECTING THE NAME VIA, UH, THEY'RE CURRENTLY RECONCILING OUR EXPENDITURES THAT THEIR DIFFERENT CONTRACT YEARS.

UH BUT IT'S MORE EASY, SCOTT, AS YOU CAN SEE PAYMENT, WAS IT AUGUST LAST YEAR, WE ARE HOPEFUL THAT IT WOULD GET RESOLVED AND THERE WE CAN COLLECT, UH, SOME SORT OF PAYMENT.

UM, GOOD NEWS THOUGH.

WE DID RECEIVE 4,000.

LET'S CLEAR UP THAT AND OKAY.

SAVE IT VERSUS EXPENDITURES.

I MENTIONED EARLIER SAYING THAT CURRENTLY, UH, WALMART, THE AUTO REVENUE EXPENDITURE THAT'S A YEAR AND I'VE GOT SOME DETAIL ON THE SIDE.

SO, UH, ALLO PULLED OUT ON BIGGER.

UH, WE ARE SITTING AT A PRETTY GOOD SPOT.

[00:20:01]

YEAH.

OCCURRENCE ARTS IS 250,000 BUDGETS.

UH, UH, CURRENTLY RELATED TO OUR, UH, PROGRAM, UH, THIS ALLOWABLE, UH, MEDICAID, LOCAL, AND THEIR FAIRS, UH, TO GET RECOGNIZED FUND BALANCE.

THEY'RE GETTING PLENTY.

AND I THINK THEY'RE GOING TO START USING NUTRITION A BUDDING HERE.

SO WE SHOULD START SEEING A, MORE OF A REGULAR AUDAX AS OPPOSED TO THE SMART, IT'S ALWAYS SAFETY.

UH, CURRENTLY IF YOU'RE HAVING A 41,000 BOAT LEGEND ON REVENUES PROGRAM VERSUS EQUIPMENT, THAT WAS BUCKETED IN THAT ONE.

SO WE WILL NEED A BUDGET MODIFICATION.

ADDITION, UH, ON THE DEBT SIDE, YOU SEE THAT YOU SEE THAT THERE'S A DOLLAR SURPLUS.

THEY HAVE EXCEEDED EXPECTATIONS IN THE ACADEMY, FEBRUARY REGIONAL SERVICES.

WE ARE EARNING 58,000 UNDER BUDGET.

THIS IS DUE TO THE EA CARES GRANTS EXPIRE AT THE END OF JUNE AND THAT AT LEAST , WE ARE CURRENTLY $76,000 BUDGET.

SO A COUPLE OF THEIR GRAPHS HERE, UH, YOUNG, UH, PROGRAM AT DEATH OR CASES THAT THEY WERE REALLY LEADING THE DOE THAT WILL CLOSE IN APRIL TO HELP CLOSE THAT GAP.

AND THEN OUR MINISTRY BUDGETS, WE ARE CURRENTLY SITTING AT 7% UNDER A GREAT CLOUD POSITION TO BE IN.

AND SO THERE'S NOTHING REALLY TO COVER THERE THAT THIS IS THE PRESENTATION.

IF YOU ALL HAVE ANY QUESTIONS, I'D BE MORE, DID THAT ANSWER IT? WHEN'S THE LAST TIME YOU GOT A CHECK? I BELIEVE IT WAS AUGUST.

YES.

AUGUST.

WELL, I HAVE A NEW COMMISSIONER OR THEY HAVE A NEW APPOINTEE ON THAT BOARD UP.

I THINK HIS NAME IS KEVIN WOLF.

AND, UH, MAYBE BECAUSE I THINK HE'S AWARE OF THEIR SLOW PAY FROM PRIOR YEARS ALSO.

YES.

THANK YOU.

THE ONE THING I WANT TO POINT OUT IS THAT OUR FUND BALANCE HAS UP TO 19 MILLION.

SO WHEREAS WE HAVE, UH, PARTICULARLY IN THE AGING PROGRAMS, DO THE DELAY IN HAVING A FEDERAL BUDGET AND THE DELAY, UH, IN THAT MONEY, UH, BEING ISSUED FROM THE FEDS TO THE STATE, WE'VE NOT RECEIVED OUR NOTICE OF FUNDING, BUT WE'RE FORTUNATE THAT WE AREN'T IN THE BIND THAT SOME SMALLER COGS ARE, CAUSE WE HAVE A CASH WHERE WE CAN FLOAT IT UNTIL THEY'RE ABLE TO MAKE PAYMENT.

SO THERE'S NO DISRUPTION, PARTICULARLY TO THE NUTRITION PROGRAMS. CAUSE SOME, SOME PROGRAMS REALLY STRUGGLE WITH THAT, BUT WE'RE VERY FORTUNATE THAT WE HAVE THAT FUND BALANCE.

SO IT DOESN'T IMPACT OUR SERVICES.

AND SO HOW MANY DAYS ON A FLOAT DO YOU, ARE YOU LOOKING AT ONE YEAR? IT WAS SEVERAL MONTHS WHEN THEY HAVE GIVEN US NOTICE THAT WE SHOULD BE RECEIVING IT MAY 6TH.

UM, LAST YEAR WE HAD THREE NOTICES BEFORE WE GOT IT.

SO WE TAKE THAT WITH A GRAIN OF SALT, BUT WE WERE ABLE, AND ONCE IN THE PROBLEM IS THAT THERE WASN'T A BUDGET, THAT'S THE FIRST PROBLEM.

AND THEN THE FACT THAT IT, IT TAKES SO LONG TO GET IT THROUGH THE FEDS, TO THE STATE.

SO ONCE THEY RECEIVE IT, THEY PAY WITHIN A COUPLE OF WEEKS OF BILLING.

UM, SO WE'RE, IT IT'LL BE COMING IT'S HOPEFULLY MARCH, MAY THE HOSPITALS, THE HOSPITALS, WHETHER THEY'RE FOR-PROFIT OR NONPROFIT OR FINDING THAT SAME, SAME PROBLEM.

ANYONE THAT GETS ANYTHING FROM HHSC OR ANY OF THEM? DIANE.

YEAH.

OKAY.

ANY OTHER QUESTIONS? YES, SIR.

I DON'T HAVE A QUESTION.

I HAVE A COMMENT.

UM, MY TIME'S LIMITED HERE TOO.

THIS IS GOING TO BE THE END OF MY LAST YEAR.

AND I CAME ON BOARD THAT YEARS AGO.

LIKE, UH, HE WAS TALKING ABOUT YOU WEREN'T ON BOARD AT YEARS AGO, BUT I REMEMBER, AND TO BE SITTING IN THIS BUILDING AND WE'VE ALL WORKED TOGETHER ON IT, BUT TO BE SITTING IN THIS BUILDING AND TO ACHIEVE THE THINGS THAT AYCOCK HAS ACHIEVED AND HAVE $19 MILLION IN THE BANK IS A PHENOMENAL ACHIEVEMENT AND ALL OF THE STAFF AND MS. WRATH AND HER PEOPLE, AS WELL AS THE BOARD DESERVE A GREAT ROUND OF SIGN CUES.

IT'S WONDERFUL.

AND I JUST WANT TO SAY THAT.

GREAT.

THANK YOU, SIR.

SURE.

I'LL MAKE A MOTION THAT WE APPROVE TO THE FULL BOARD, UH, JULIO JULIO'S FIRST QUARTER OF 2022 FINANCIAL REPORT.

AND IS THAT SUBJECT TO AUDIT? YES.

SUBJECT TO AUDIT.

SO SECOND.

ALL RIGHT, GOT

[00:25:01]

A MOTION AND A SECOND TO ANY FURTHER DISCUSSION, IF NOT ALL THOSE IN FAVOR, SAY AYE.

AYE.

ALL THOSE OPPOSED.

ALL RIGHT.

HEARING NONE.

GOOD JOB.

GREAT JOB.

ALL RIGHT.

I THINK WE'RE TALKING ABOUT THE COMPLETED,

[7. Discussion and appropriate action on the recommendations regarding the 2021 and 2022 completed activities and the internal audit plan for 2022. - Jaye Wells]

UH, UH, THE AUDIT PLAN AND, AND AS YOU RECALL, MR. CHAIRMAN ON NUMBER SEVEN AND EIGHT, BOTH JAY AND BRYNN, SORT OF DO A TAG TEAM ON THAT.

SO WE'LL BE HEARING THE, UH, 21 AND 22 BOTH COMPLETED AND THE AUDIT INTERNAL AUDIT PLAN FOR 22 FROM MR. WELLS.

IT'S MR. WELLS, FIRST TIME ADDRESSING Y'ALL CAUSE HE'S COME ON BOARD.

SO HE'S JOINING US AND THEN HE'LL BE FOLLOWED BY BRENT HERRERA DOING OUR QUALITY ASSURANCE PLAN.

AND I, IF I CAN ADD ONE THING BEFORE JAKE GET STARTED, JUST TO LET YOU ALL KNOW, SINCE YOU MENTIONED THE AUDIT, OUR EXTERNAL AUDITORS ARE WINDING UP.

THEY'VE BEEN ON SITE AND THEY'RE WINDING UP THEIR REVIEW OF LAST YEAR AND IT'S GONE MUCH SMOOTHER THAN LAST YEAR.

GOOD MORNING, MEMBERS OF THE EXECUTIVE COMMITTEE TO WELLS, UH, THE INTERNAL AUDIT FUNCTION BY ASSURANCE BY REVIEWING THE BUSINESS ACTIVITIES AND CONTROL CONTROLS REVIEW OF THE SAS PROGRAM, AS YOU MIGHT REMEMBER SO FAR STARTED HERE IN FEBRUARY AND I'VE ALREADY COMPLETED MY FIRST AUDIT OVER WEATHERIZATION.

AND I STARTED NEXT AUDIT OVER THE TEXAS VETERANS NETWORK AND A REVIEW OF VETERANS DIRECTION.

YOU CAN SEE THERE ARE A FEW MORE AUDITS, UH, LISTED ON THE PROGRAM FOR ME FOR THIS YEAR.

THAT'S LIKE FINDINGS OBSERVATIONS THAT I'VE HAD FROM MY VIEW OF THE WEATHERIZATION PROGRAM.

AND FURTHER DETAILS ARE ATTACHED TO THE POINT.

AND IN SUMMARY, I HAVE, UH, NO SIGNIFICANT ISSUES AND AM NOT AWARE OF ANY INFORMATION THAT SHOULD BE DISCLOSED AT THIS TIME.

AND I WILL BRING TO Y'ALL'S ATTENTION THAT INCLUDED IN YOUR NOTEBOOK IS HIS REPORT ON THE WEATHERIZATION PROGRAM.

SO THAT FULL REPORT IS INCLUDED FOR YOUR REVIEW.

AND IF YOU HAVE ANY QUESTIONS, JUST LET US KNOW, UH, FOR WEATHERIZATION, ONE OF THE NUMBERS

[8. Discussion and appropriate action regarding the Quality Assurance update on 2021 and 2022 completed activities and the Quality Assurance Plan for 2022. - Bryn Herrera]

IN EXHIBIT, MY UNDER QUALITY ASSURANCE AND PRIVACY OFFICER I'M HERE WITH , YOU'VE HEARD ME SAY, OR THE INTENT OF THIS PROGRAM IS TO ENSURE THAT WE GO EAT AND EXCEED COMPLIANCE STANDARDS, THE SYSTEM FOR GOING FROM EXTERNAL MONITORS AND AUDITS, IDENTIFY WEAKNESSES IN PROCESSES AND OFFER RECOMMENDATIONS.

SO IF YOU GO LOOK AT CONTINUOUS QUALITY IMPROVEMENT, DEFERMENT OF THE ECON PRIVACY PROGRAM IS TOO TECHNICAL AND ADMINISTRATIVE SAFEGUARDS PREVENT SENSITIVE INFORMATION, BOTH PHYSICAL AND DIFFERENT.

THEY ALL PROMOTE COMPLIANCE WITH PRIVACY AND CYBER SECURITY LAWS BY THE IMPLEMENTATION OF THE INDUSTRY STANDARDS AND BEST PRACTICES, INCIDENT INVESTIGATION, ADDITIVE IDENTIFICATION, VULNERABLE QA, AND MAKING PROGRESS ON THE APPROVED 2022 SCHEDULE AND IS LOOKING TO WRAP UP REVIEWS ON NATURAL RESOURCES IN ALAMO REGIONAL FRANKLIN.

SOON, IN ADDITION TO A MORE SANDER REVIEW SCHEDULED FOR IN ORDER THREE, QA HAS BEEN COORDINATING WITH OUR AGING PROGRAM AS A PART OF SERIES AS A PART OF A SERIES OF SUSTAINED COLLABORATIVE EFFORTS.

AND LONGER-TERM BUDGETS HERE AT THE END OF YOU WANT, I DO NOT ANTICIPATE ANY ISSUES IN COMPLETING THE REMAINING REVIEWS BY THE END OF THE YEAR, BASED ON NUMBER TWO ACTIVITIES FOR THAT.

SO FAR 2022, I FEEL THERE ARE NO SIGNIFICANT BREACHES OF COMPLIANCE OR CONDUCT THAT WARRANT DIANE SOMETIMES PLACE TO REFER TO YOU AS AN INTERNAL CONSULTANTS.

AND I DADE THAT ANALOGY OF THE HEART.

SO IN ADDITION TO REVIEWS, QA IS FOCUSING ON SUSTAINED

[00:30:01]

PROACTIVE INITIATIVES AS OPEN DOOR POLICY FOR PROGRAMS, FOR COLLABORATIVELY TO ADDRESS CHALLENGE, TO PROMOTE CONTINUITY METHODOLOGIES HAVE BEEN DEVELOPED TO TRACK YOU MADE RECOMMENDATIONS, WHICH ALLOW MONITORING THEIR IMPLEMENTATION RECOMMENDATIONS ON THE PRIVACY SIDE.

A LOT OF WORK HAS BEEN DONE ON COORDINATING WITH OUR KEY VENDOR, CLOSE THE LOOP ON VULNERABILITY, INTERNAL MONITORING.

AND ADDITIONALLY, AS OF THIS MONTH, AYCOCK IS NOW A MEMBER OF THE MULTI-STATE INFORMATION SHARING AND ANALYSIS CENTER OR ANY COLLABORATIVE EFFORT DESIGNATED BY THE US S FOR THE LAST A YEAR EIGHT AS A KEY RESOURCE OR CYBER THREAT PREVENTION, PROTECTION RESPONSE, AND RECOVERY FOR NATION STATE, LOCAL TRIBAL AND TERRITORIAL.

HE'S IMPLEMENTED METHODOLOGIES TO TRACK INCIDENTS ALL THE TIME WITH THE GOAL OF IDENTIFYING GRANT THREATS OR RECURRENT GOALS.

FINALLY, I IN QA AS NORMAL HAVE A FORM, THE GET TO ENSURE COMPREHENSIVE INTERNAL MONITORING OVER THE AGENCY'S FISCAL AND PROGRAMMATIC ACTIVITIES.

AGAIN, I WOULD LIKE TO THANK THE STAFF FOR THEIR CONTINUED SUPPORT, FACILITATION, THE REVIEWS.

WE ARE HAPPY TO ANSWER QUESTIONS AND RESPECTFULLY REQUESTING APPROVAL OF 2022 INTERNAL FLIGHTS.

GREAT.

THANK YOU VERY MUCH.

AND THANK, THANK YOU BOTH.

AND, UH, UH, GREAT LITTLE WRAP-UPS OF THE PROGRAMS HERE, UM, UH, ON, ON THE, ON WORKING TOGETHER HAND IN HAND, UM, YOU KNOW, IT ALMOST SOUNDS LIKE THE SAME, SAME GROUP.

WHAT, WHAT DIFFERENTIATES BETWEEN THE AUDIT AND THE QA QC PROGRAM, THE DIFFERENCES BETWEEN SORT OF THE FINANCIAL VERSUS THE PROGRAMMATIC ELEMENTS THAT THE WHEREAS JAY IS INTERESTED IN, BASICALLY OUR ACCOUNTING PROCEDURES, UM, LOOKING AT, UH, UH, RECORD KEEPING IS IT DOESN'T NEED TO AFFECT YOUR KENNY AS WELL.

UH, INTERNAL PROCESS.

YOU CAN FOLLOW SOME MORE FULLY, UM, BUT THE FOCUS ON CONTINUOUS BY THE SOCIETY HAS BEEN INCORPORATED INTO THAT TO MAKE SURE THAT WE HAVE SUFFICIENT CONTROLS FOR, UH, OVER THE SENSITIVE DATA, ONE OFF THE LICENSE.

GOTCHA.

OKAY, GREAT.

THANK YOU.

ANY OTHER QUESTIONS? NONE.

UH, COULD I GET A MOTION TO MOVE THIS ON TO THE, TO THE NEXT BOARD MEETING? ALRIGHT, SECOND.

ALRIGHT.

ALL THOSE IN AGREEMENT SAY AYE.

AYE.

ALL RIGHT.

ALL THOSE NIGHTS.

NOPE.

ALL RIGHT.

LET'S, I'M SORRY.

FULL FOR LET'S RACK.

[9. Agency Contract Performance Report - Diane Rath]

NO, I'LL BE GOING TO WRECK IT UP.

BEING PRESENTED AN EXTRA AGENDA, WHICH IS THE PR REPORT AND YOU HAVE THE FULL IN YOUR NOTEBOOK.

I'LL JUST BE DISCUSSING THE VARIANCES BEFORE YOU TODAY.

SO NEXT SLIDE PLEASE, ONE DAY AND I FAILED THEM DO IT RIGHT THAT NEXT WEEK TO THE FULL BOARD MEETING.

UM, BECAUSE IN YOUR NOTEBOOKS, YOU WILL SEE THE FIRST TIME CUSTOMER SATISFACTION SURVEY OF OUR ADMINISTRATIVE DEPARTMENTS.

AND I'M VERY, VERY PLEASED WITH THE RESULTS WITH THAT.

I WILL SAY THAT WE WERE PLEASANTLY SURPRISED AT HOW HIGH KIND OF SCORES WERE, UM, THAT HR VERY COMMON CONCERN THAT NEXT WEEK PRESENTATION TO BRING IT TO YOUR ATTENTION AND THOSE RESULTS ARE IN THE BACK.

UM, SO WE LOOK AT AGING AND AGING.

UM, WHEN THE IMPORTANT THING ABOUT AGE IS THAT AS YOU REMEMBER, IT WAS HOW MUCH OF THE CURE IS AND RESCUE FUNDS THERE'S SOLUTIONS FOR PROBLEMS IN PHILADELPHIA.

ONE OF THOSE IS THE MORTGAGE ASSISTANCE PROGRAM.

UH, WE REALLY WORKED INSTEAD OF REALLY GOING OUT AND DOING OUTREACH ON THAT PROGRAM WILL BE ENDING JUNE.

SO WE'RE NO LONGER ACCEPTING APPLICATIONS FROM THAT.

WE WILL CONTINUE TO WORK WITH IT JUST FOR YOUR INFORMATION.

ONE OF THE BIGGEST CHALLENGES WE HAD IN THAT PROGRAM, AND IT ISN'T A PROBLEM NATIONWIDE, AND I'VE DISCUSSED IT WITH MY COUNTERPARTS IN ORDER TO, UM, ASSIST THE CLIENT WITH THE MORTGAGE, UH, ROUTE.

YOU HAVE TO HAVE THE COOPERATION OF THE MORTGAGE COMPANY

[00:35:02]

AND THE MORTGAGE COMPANY HAS TO REALLY COOPERATE WITH SUPPLYING INFORMATION, VALIDATING INFORMATION, ACCEPTING THE PAYMENT.

I THINK THE BIGGEST PROBLEM WITH THAT PROGRAM IS A LACK OF COOPERATION FROM THE MORTGAGE ACCOUNT.

I UNDERSTAND THEIR MOTIVATION, THAT THAT THINK IS MOST IMPORTANT REASON WHY THIS PROGRAM HAS BEEN THERE AND SLIME ART.

AS I MENTIONED TO YOU, OUR OVERALL NUMBERS ARE 28% FRESHLY NUMBERS.

THEY WERE A LITTLE BIT LOWER THEIR MEN, AND THAT'S BECAUSE MEDICAID AND I HAVE TO APOLOGIZE WITH NO, WE HAVE A SPELLING ERROR.

PLEASE ALSO BE CORRECT NEXT WEEK, NEXT LINE.

I THOUGHT THAT'S HOW YOU SPELLED IT.

I APOLOGIZE.

THIS WAS THE DRAFT VERSION OF THIS WAS CORRECTED ON.

I THINK WE ALL GET THE POINT, BUT SPELLED AS IT SOUNDS.

YEAH.

SO AS I MENTIONED, WE'RE AT 28%, UM, IN CARS, CANADA, DOWN A LITTLE BIT OF MEDICAID REQUIREMENTS BUT OUR STANDARD RYAN, OUR, OUR BRIGHTER SHAKING HANDS AGAIN, NEXT TIME I NEED A .

WE ALSO, UM, WE'RE VERY PLEASED, UH, THAT, THAT ARE TAKING ME TO DO THAT.

AND YOU CAN SEE AN EXPLANATION FOR THE ONE.

UM, AND EVERY MONTH WE IS, WE ARE CONTINUING TO DISCOVER WITH DEATH.

IT IS A PROBLEM, OUR SERVICE COORDINATORS, IPG, UH, PARTNER THAT IS STATIC.

AND SO I'M PAYING SIGNIFICANT MORE THAN CONTRACT.

SO WE GOING TO STRUGGLE WITH THAT ACROSS THE BOARD, WE'RE HAVING ALL OF OUR MANAGERS REVIEW THEIR JOB DESCRIPTIONS AND THE REQUIREMENTS FOR THAT STAFF.

UNFORTUNATELY, OUR CONTRACTUAL REQUIREMENTS, THE STAFF ARE EXTREMELY RESTRICTED AND VERY RIGID OF.

WE'RE VERY LIMITED IN WHAT WE CAN DO THERE.

SO WE ARE LOOKING AT THAT.

UM, AND THEN WE'RE DEALING WITH A POPULATION THAT SOMETIMES HAS ITS OWN CHALLENGES.

SO YOU HAVE EXPLANATIONS IN THOSE AREAS FOR IUD, MILITARY, AND VETERANS AFFAIRS.

I PLEASE THAT WE, UH, WE'RE JUST CONTINUING TO GROW, UH, IN OUR, IN BOTH PROGRAMS. IF YOU LOOK AT BRIDES FOR A TEXAS HEROES, YOU WILL SEE THAT WE ARE NO LONGER IN THE GRANT.

SO THAT'S PROGRESSING.

THE DEMAND CONTINUES TO INCREASE.

AND, UH, WHEN THEY BRING INNOVATION IN OUR TEXAS VETERANS NETWORK THAT WE HAVE ACROSS FALL 27 COUNTIES, UH, IS TRANSPORTATION.

THAT CONTINUES TO BE A HUGE ISSUE.

AND WE CAN CHANGE TO WORK WITH OUR PARTNERS ACROSS THE COUNTIES TO MEET THAT DEMAND.

NEXT SLIDE, PLEASE.

UH, NATURAL RESOURCES THERE, CITIES IS DOING A VERY GOOD JOB OF PRESSING AT HOW DOES THAT ALL OF THE BENCHMARKS.

AND WE HAVE THOSE, WE HAVE IT, UH, WHERE THEY'RE PLEASED WITH ALL OF THAT.

I'M TELLING YOU THAT FINALLY, LAST MONTH WE THOUGHT OUR BITERS DEVON CONTRACT FROM TCEQ, THAT IS A CONTRACT.

IT SHOULD HAVE STARTED SUCH A MONTH.

SO WE DO HAVE OUR CONTRACT WITH THIS ENTIRE IDEA.

SO WE ARE ABLE TO START PLACING COMMUNITY.

THOSE MONITORS COULD BE FARMERS WITH THAT FUNCTIONS.

UM, SAFETY.

I MENTIONED THAT WHEN DO YOU HAVE INCREASED ENROLLMENT? WE HAVE A NEW CLASS AT THE, AGAIN, WE HAVE CARTS TYPE CLASS.

SO WE HAVE THE TERMS LAST WEEK, AND WE'RE VERY PLEASED THAT WE HAD THEY ALL PASSED.

SO THAT'S THE GOOD NEWS.

AND THEY REALLY RAMPED UP THE IN-SERVICE TRAINING.

THEY CALL IT A CERTIFIED CALLED CDS, UH, FOR EXISTING PEACE OFFICERS, BECAUSE WE HAVE EXPANDED A GREAT NUMBER OF COURSES THAT WILL OPERATE AND WE'RE MAKING THAT MUCH EASIER.

SO THOSE NUMBERS REALLY CAR AND WE SEE, AND HE GOES TO, HE HAD A COUPLE OF CHURCHES IN GREEN AND PEACE MONIES, PLEASE BE CLOSER.

UM, NEXT TIME, AND I'M DRIVING THE IMPROVEMENT OF THAT.

THERE ARE TRULY, MAYBE THAT I HAVEN'T REALLY SALUTE.

UH, I'M WORTH ONE.

FOR THOSE OF YOU THAT ARE IN OUR 9 1, 1 DISTRICT.

WE KNOW THAT WE REALLY GET OUT, UH, COMMIT SO MUCH, BUT THAT WE'RE DOING VERY WELL.

THEIR TECH PROGRAM

[00:40:01]

IS REALLY DOING VERY GOOD.

DOCTOR RATE IS DOWN WITHIN SEXUAL LIMITS.

UM, WE CAN'T HAVE A FAIR RATE WITH THE GIS ABOVE 98% OR BELOW 98% WORK, 98 41.

SO WE'RE DOING VERY WELL MAINTAINING THAT AND CRIMINAL JUSTICE.

IT REALLY ISN'T BECAUSE I THINK THE QUESTION IS BECAUSE SHE WASN'T CONTRACT TO GIVE A TECHNICAL ASSISTANCE TO TURKEY BY TECHNICAL ASSISTANCE EPISODE, WE GAVE UP TO EIGHT.

SO WE HAD A TREMENDOUS NUMBER OF NEW PATIENTS.

SO THEY WERE VERY BUSY ON WEATHERIZATION.

I'M REALLY PLEASED THAT WE WILL SEE, UH, ON THE FIRST ONE ON LINE 21, WE EXCEEDED THAT 29.

SO WE DID 29 MORE HOMES THAN WHAT WE WERE INITIALLY FUNDED FOR A NETWORK BAR TO DO.

WE ALSO HAVE BROUGHT DOWN THAT, UM, UH, COST MANY MONTHS BECAUSE OF OUR SOFTWARE INVESTMENT, AND WE'RE ONLY EXCEEDED BY $33 MONTH.

SO, UH, WE'RE VERY, VERY CLOSED AND WE'RE MAKING GREAT PROGRESS.

AND I REALLY APPRECIATE THE STAFF THAT WE HAVE, UH, THE HOMES THAT ARE IN PLACE AND WE SHOULD BE ABLE TO REALLY START OUT VERY STRONGLY AND THOSE NUMBERS SHOULD BE HERE.

UH, WE HAVE WE'RE ORDERS AND WE REALLY ARE DOING GREAT.

THE ONE AREA THAT WE ARE MONITORING VERY CLOSELY IS OUR DEPARTMENT OF ENERGY ON TO CONTRACT AT THE END.

UH, THE END OF JUNE, UM, WE SHOULD BE IN GOOD SHAPE.

WE'RE WORKING WITH PIERSOL WHERE ARISING THE COMPLEX.

THERE SHOULD TAKE CARE OF ME.

SO, UH, I NEED TO HAVE THE WIRE THAT PROGRAM.

WE HAVEN'T HAD HOMES WHERE WE COMFORTABLE.

WE WILL MAKE IT WITH WEATHERIZATION.

IF YOU HAVE TO TURN THE BED DENOUNCE.

UM, THE, I L HAVING DOWN THE FORMULA AGGRAVATED, SO IT'S NOT COMPETITIVE.

AND WE HEARD JUST THIS WEEK FROM A STATE AGENCY BECAUSE WE MUCH MORE CLASSICAL AS YOU KNOW, THAT'S A VERY DIFFICULT FOR A WORKUP ORGANIZATION.

UM, DOD ARE VERY DIFFICULT OR OPEN.

THIS ONE WILL BE MUCH MORE FLEXIBLE ALLOWING US TO ADDRESS FOUNDATION ISSUES, ROOF ISSUES, ELECTRICAL REPAIRS.

SO WE WILL REALLY, WON'T BE ABLE TO DELIVER A MUCH MORE VALUABLE SERVICE.

AND WE HAVE A KIND OF THAT CAR WAS AROUND OH 8 0 9, AND I WILL HAVE THREE FUNDING STUDENTS AT THAT TIME.

SO WE, UM, YOU KINDA KNOW THE NOTICES ON HOUSE RULES ARE BEING DEVELOPED, KEYWORD RULES BEING DEVELOPED, UH, AGAIN, PROPOSED RULES, UM, BUT THEY DON'T ANTICIPATE IF I PAID PROBABLY FLOWING FOR 18 MONTHS.

SO AGAIN, THAT'S A HUGE DELAY BEFORE THE FUNDS WILL BE RELEASED TO ADDRESS THOSE ISSUES.

AND WHEN THAT COMPETES OUR REPORT, HAVING TO RESPOND TO QUESTIONS, DID YOU, DID YOU HAVE A CHART THAT SHOWS, YOU KNOW, YOUR CUSTOMER SERVICE RATINGS THAT YOU'RE, YOU'RE VERY PLEASED THE SENIOR PACKET, AS I SAID, WE LOOKED AT EVERY SINGLE CUSTOMER SERVICE SCORES PROGRAM AND THE ONES THAT I'M HAVING ON A CHART OR A SLIDE NEXT WEEK, BUT IT'S ALSO IN THE BACK OF YOUR PACKET.

OKAY, GREAT.

THANK YOU FOR THAT.

WHAT YOU HAVE, I'M GOING TO FOOT STOP FULL STOP ON THAT.

THAT IS GREAT TO SEE THOSE RESULTS AND PEOPLE ARE, ARE SATISFIED AND HAPPY WITH THE SERVICE EVEN INTERNALLY AND EXTERNALLY TO THE PROGRAMS HERE.

SO I THINK THAT'S A, THAT'S A GREAT ACCOMPLISHMENT.

ALL RIGHT.

UM, WE GET A MOTION ON THIS ONE TO GO TO THE FULL, FULL BOARD NEXT WEEK.

OKAY.

OKAY, COOL.

ALRIGHT, GREAT SECOND.

AND ALL THOSE IN FAVOR.

ALRIGHT.

SO MOVED IN, UH, WE'LL UH, GET THAT ON THE FULL BOARD AGENDA NOW, SO SAYS ITEMS

[10. Items to be placed on the Board of Directors meeting agenda from the Executive Committee.]

WOULD BE PLACED ON THE BOARD OF DIRECTORS MEETING, UM, EXACTLY.

WHAT, WHAT IS GOING TO BE GOING TO THE, UH, YESTERDAY THAT WOULD BE ITEM 6, 7, 8, AND NINE.

OKAY.

6, 7, 8, AND NINE.

GREAT, GREAT.

I DON'T SHOW ANYTHING ELSE ON OUR AGENDA FOR TODAY.

IS THERE ANY OTHER TOPICS FOR SURE? YEAH.

[11. Items to be placed on the agenda for the next Executive Committee meeting.]

I'D LIKE TO ASK MS. WRATH, UH, CHANNEL 12, RAN A STORY THAT THE NINE ON DEFENSE

[00:45:02]

WE KNOW GOING TO COVID HOSPITALS FOR SHORT AND NURSES, A CAR WAS SHORT.

MY INDUSTRY WAS EXTREMELY SHORT.

UH, I'VE GOT, I'VE DONE AN EARLY MORNING MEETING TALKING ABOUT, UM, DISPATCHERS AND THE POSSIBILITY OF, UM, HELLO, THIS WANTING TO DO SOMETHING DIFFERENT.

AND, UM, SO IN ORDER TODAY WITH THE TECHNOLOGY AND EVERYTHING THAT'S INVOLVED, IT TAKES ABOUT SIX MONTHS TO GET SOMEBODY FULLY TRAINED, UM, ON THE COMPUTERS AND EVERYTHING ELSE THAT WE'RE DOING TODAY.

WOULD THIS BE A, SOMETHING THAT A COD WOULD BE INTERESTED IN PURSUING AS FAR AS LOOKING AT OUR CLASH FOR DISPATCHERS? I THINK WE HAVE THOSE, UH, ROUTINELY I'LL DOUBLE CHECK AND GET BACK WITH YOU.

BUT I BELIEVE WE HAVE THE WHOLE VET TRAINING A COUPLE OF TIMES A YEAR FOR OUR 9 1 1.

SO WE'LL BE HAPPY TO, TO BROADEN IT AND MAKE IT A MORE INCLUSIVE AND I'LL CHECK TO MAKE SURE I KNOW THE COUNTY LOOKING FOR PEOPLE ALSO.

SO I'M JUST PRODUCT.

MAYBE IT MIGHT BE SOMETHING THAT WE CAN THINK AND LOOK AT.

I THINK THE COUNTY'S STAMP 20 PHYSICIANS.

NOW I WILL DO THAT.

I WILL CHECK DON'T YOU THINK WE RUN THAT LIKE A COUPLE OF TIMES A YEAR, BUT I THINK, OKAY.

I'LL CHECK WITH MARCELLA AND GET BACK WITH YOU.

AND WE WERE VERY HAPPY TO MAKE IT MORE INCLUSIVE AND INVITE OPEN IT UP TO EVERYBODY.

YEAH, I THINK IT WOULD BE REALLY IMPORTANT CAUSE I KNOW LAST NUMBERS I HEARD AND I HAVE A 20 MINUTE DISCUSSION WITH, BRANDON'S NOT HERE THIS MORNING, COMMISSIONER BERNARD.

AND UH, SO JUST LOOKING OUT OVER THE MASSES OF WHAT AYCOCK COX DOING, WHAT IT'S DOING, UH, ET CETERA.

I THOUGHT MAYBE IT MIGHT BE SOMETHING THAT WE ALL KNOW AT LEAST TALK TO.

NO, I APPRECIATE IT VERY MUCH.

AND I'LL CHECK AND SEE WHEN A CLASS IS SCHEDULED OR WHAT IT TAKES FOR US TO SCHEDULE ONE.

AND THEN I'LL GET BACK TO YOU BEFORE THAT WE GET MY REPORT NEXT WEEK.

YEAH.

AND I THINK THERE, YOU KNOW, ONE OF THE THINGS THAT I, AND I'VE MENTIONED THIS YESTERDAY IN ANOTHER MEETING THAT I THOUGHT, PERHAPS THAT BECAUSE OF HOW TECHNICAL IT, SCOTT, IT'S NO LONGER SAYING 9 1, 1, WHAT'S YOUR EMERGENCY.

UM, THERE, THERE'S GOT TO BE A, A WAY THAT WE CAN FIGURE OUT BUDGET WISE.

I'M NOT POINTING THE FINGER AT AYCOCK.

I'M JUST SAYING GENERALLY EVERYBODY THAT EMPLOYS THESE PEOPLE, UH, TO DO THIS, UM, THAT, UM, THERE'S GOTTA BE MONEY IN THE BUDGET TO PAY FOR THESE, FOR THESE DISPATCHERS.

SO THEY DON'T LEAVE BECAUSE WHAT'S HAPPENING IS THEY'RE TRAINING THE GOVERNMENT LEGENDS, CAESAR TRAINING, AND THEN PRIVATE SECTOR IS COMING ALONG AND SAYING, OKAY, WELL WE'LL GIVE YOU $25 AN HOUR, $20 AN HOUR.

AND THE GOVERNMENT SAYING WE CAN'T AFFORD TO DO THIS.

SO I JUST WANTED TO THROW IT, THROW IT OUT.

I HOPE IT'S APPROPRIATE.

WE'LL LOOK INTO IT.

NO, NO, I, I, I AGREE BECAUSE I KNOW THE CITY WE'RE GOING THROUGH THIS, A BIG INCREASE IN MENTAL HEALTH SERVICES, ALONG WITH THE, WITH THE HEALTH SYSTEM AS WELL.

AND WE'RE TALKING ABOUT A SEPARATE NUMBER, SHOULD IT BE A SEPARATE NUMBER TO CALL IN OR IS IT PART OF THE 9 1, 1, YOU KNOW, PRESS NUMBER THREE OR FOUR OR WHATEVER, TO GO TO MENTAL HEALTH SERVICES AS WELL.

SO, AND YOU'RE YOU'RE RIGHT.

I MEAN, THIS IS GETTING VERY TECHNICAL FOR THOSE OPERATORS TO TRY TO DECIDE, OKAY.

WHICH WAY W WHERE AM I GOING TO SEND THIS TO AND, AND GET THE RIGHT HELP TO THOSE INDIVIDUALS THAT ARE CALLING IN.

SO YEAH, I THINK THAT NUMBER IS 8 1 1, ISN'T IT? UH, FOR THE MENTAL HEALTH? YEAH, NO, LET'S DIG.

LET'S DIG.

YEAH.

YEAH.

SO WE'RE, WE'RE LOOKING AT THAT RIGHT NOW AT THE CITY.

SO THAT JUST COMPLICATES IT, YOU KNOW, ANOTHER, ANOTHER SUBSET OF NINE 11.

SO, UH, I THINK THAT'S AN EXCELLENT IDEA AND I, I'M NOT SURE HOW WE TRAIN HOURS, YOU KNOW, IN THAT ARE COMING INTO THE CITY, UH, OR METRO TOO.

BUT I THINK THAT IF WE, WE SAT DOWN AND, YOU KNOW, MY THEORY HAS ALWAYS BEEN, AND YOU KNOW, ME PRETTY WELL SORT OF STYLE, AND MY THEORY HAS BEEN, THIS IS MY SANDBOX.

YOU CAN'T COMPLAIN IT.

I DON'T, I DON'T OPERATE THAT WAY.

THIS IS WE'RE ALL IN THIS TOGETHER.

WE NEED TO MAKE SURE THAT EVERYBODY HAS, UH, PEOPLE THAT ARE THERE TO BE ABLE TO TAKE CARE OF THESE THINGS.

AND I ALSO THINK THAT, YOU KNOW, 20, I'VE BEEN HERE 35 YEARS NOW.

AND I THINK THAT ONE OF THE THINGS THAT'S COMING TO FRUITION IS THE FACT THAT

[00:50:01]

MOST SMALL CITIES ARE NOW SAYING, CAN WE REALLY AFFORD TO KEEP DOING THIS AND MAYBE TURN THIS OVER TO THE COUNTY THAT THEY'RE IN, ET CETERA.

SO THERE'S CONVERSATION ABOUT THAT ALSO.

YEAH, NO GREAT POINT.

YOU SAID YOU'LL LOOK INTO THAT.

OKAY, GREAT.

I DIDN'T MEAN TO DISRUPT THE MEETING.

NO, NO, I THAT'S.

WHAT NEW BUSINESSES ALL ABOUT.

SO, UM, ALL RIGHT.

GREAT.

ANYBODY HAVE ANYTHING ELSE? THEY WANT TO BRING UP? TALK ABOUT, DETERMINE OUR MOVE FOR A GERMAN.

ALRIGHT.

THEY'RE JUST SECOND.

ALL THOSE IN FAVOR.

SAY, AYE.

AYE.

THERE YOU GO.

THAT'S A SINGLE BLACK.
