THAT MOSES ITEM NUMBER SEVEN, OUR MONTHLY REPORT BY OUR EXECUTIVE DIRECTOR, DIANE RAFF.[00:05:11]
GOOD MORNING, MR. CHAIRMAN MEMBERS, FOLKS HERE WITH THIS TODAY, AND I'M GOING TO GO THROUGH THIS.WE HAVE A LOT OF GOOD INFORMATION SHARE.
FIRST OF ALL, FOR YOU, THE FIRST IS WE HAVE OUR NEW CITY OPERATIONS SECOND GOOD HE'S OVERSEEING AGING ART POSSESSION COMMUNICATIONS TEAM RESOURCE OPERATIONS.
HE WAS WITH LCRA TWICE AND REALLY BRINGS HER RACE KNOWLEDGE, UH, TO THE JOBS WE'RE REALLY ENJOYING WORKING WITH HIM.
AND I HAVE ANOTHER INTERJECTION.
MY LIFE IS REALLY BETTER THAN, UH, WE'LL WE'LL JOIN DEATH.
THIS IS FORTUNATELY HE RETIRED ARMY AS OPERATIONS, AND I'M THRILLED THAT I CAN WITH THIS
SO, UH, WE'RE DELIGHTED THAT EASTER AND IN ME HAS SEVERAL PEOPLE THAT HAVE HAD A LOT OF ADDITIONAL CERTIFICATIONS AND REALLY, UH, YELLEN IN AGING AND HER CERTIFIED DEMENTIA PRACTITIONER.
SO, YOU KNOW, IF ANYONE NEEDS TO MENTION HELP OR, UM, KIMBERLY BASICALLY, UH, IS WORKING WITH THE CREATORS OF VIDEOS, THIGHS AND TRANSITIONING TO VIRTUAL CLASSES, AND ONE FLOOR IS COMPLETED FOUNDATION SUPERVISORY MANAGEMENT PROGRAM, AND THEN WE'RE OFFERING, UH, INVITED POSITION WAS RECERTIFIED, UH, AS HIS QUALITY CONTROL INSPECTOR.
UH, WE LOOK AT THE DIFFERENT PROGRAMS ON REMITTANCES COUNSELING TEAMS ARE ALREADY IN DEBT AND THE INTERNATIONAL COUNCIL ON AGING GRANT APPLICATION JOLT, AND, OR I REALLY HAD TO HAVE A SALUTE AND THERE ARE TWO THINGS.
ONE, THEIR DEMAND RESPONSE IS THAT THE 28% OF THE PREVIOUS NOT.
SO WE REALLY WANT TO BE GAINING OUR RIDERSHIP.
AS WE LOOK AT THAT AND I HAVE TO WITH, FOR THE SERVICES THEY PROVIDED FLOORS BUILT ON THIS PAST WEEKEND CELEBRATIONS, BUT ESPECIALLY FOR THE AIR SHOW, THEY WERE ALL DAY, BOTH SATURDAY AND SUNDAY, TRANSPORT INDIVIDUALS PRIMARILY TO DISABLED FOR WHEELCHAIR MOBILITY CHALLENGES.
UH, THEY REALLY WEREN'T SOLID.
I HEARD LOTS OF VERY POSITIVE COMMENTS, UM, FROM OUR MILITARY PARTNERS AND APPRECIATION FOR USING ANY VERY EASY, I WILL SAY, SHOW EXCEEDED ALL THEIR ESTIMATES.
SO NEXT YEAR WE WILL HAVE MORE BUSES OUT THERE, BUSY IT'S SUPER JOB AND WORK VERY, VERY HARD.
AND OUR DRIVERS, UH, COMMENTS HELPFULNESS.
I KNOW WHEN I WAS ON THE BUS RIDING, I RECEIVED IT ON THE GRINDERS WITH ME.
DOES THAT MEAN OUR APPRECIATION TO THEM? I PG I HAVE TO PRINT IT OUT TOMORROW.
UM, IT REALLY WILL ALLOW OUR IUD PARTICIPANTS IN THE SHIFT PROGRAM TO REALLY SHOW UP.
AND I HAD, MOST OF THEM HAD THEIR TRAINING IN CODING AND, UH, OF THE SEVEN THAT WERE CALLED IN THAT ALRIGHTY RECEIVE JOB OFFERS AND THEY'RE MAKING $55,000 A SWEAT IN THEIR REQUEST.
SO IT'S OVER SEED THAT PROGRAMS THAT HE SHOULD HAVE SIGNED UP AND ENROLLED IN IT.
SO, UM, BUT I'M VERY, VERY PROUD OF YOU INDIVIDUALS REALLY APPRECIATE ALL THE WORK STAFF DID WITH THAT POPULATION.
I THINK IT DEMONSTRATES THE SUCCESS AND YOU HAVE ANOTHER ITEM ON YOUR AGENDA TODAY, OR, UH, WE WILL BE OFFERING OUR OFFICE SHOULD PARTNERSHIP WITH TOYOTA, HOW TO DEVELOP THAT APPRENTICESHIP FOR THE ID POPULATION, THE MANUFACTURING SECTOR.
WE ALSO EXTENDED OUR IDD RECOGNITION AND TRAINEE TO TEXAS RANGERS AT THEIR ANNUAL CONFERENCE LAST MONTH.
AND WE TRIED 170 TEXAS RANGERS.
I HAVE TO SAY THAT ON WEDNESDAY, THEY HAD OVER 300,000 PEOPLE AT RANDOLPH, SO CROWDED.
THEY FINALLY SHUT THE GATES AS THEY WERE.
[00:10:01]
HAD ABOUT 2000 POSTS OR SHOW.IT WAS A TREMENDOUS AIR SHOW AND, UH, I, THE COMMUNITY TYPICALLY THE NORTHEAST COMMUNITY, AND
UM, EMAIL, APRIL OF USE YOUR DPA AS IF THEY WERE ROUTINE.
THEY DID ANNOUNCE THAT THEY WERE NOT APPROVING THE STATE OF TEXAS APPLICATION FOR THE 1 7 19 WAIVER FOR THEIR COUNTY.
AND YOU MAY RECALL THAT WAS THAT WAIVER THAT WOULD ALLOW EPI.
WOULD IT BE IN COMPLIANCE WITH OZONE STANDARDS, FID SCORE.
THE IMPACT OF FOR TRANSPORT TCQ FEELS VERY STRONGLY THAT THEY HAD A VERY VALID CASE.
THEY'RE ANALYZING THEIR LANGUAGE, READ THE DISAPPROVAL RIGHT NOW, AS YOU KNOW, ALL OF THE MODELING THAT'S DONE FOR TRANSPORTS BETWEEN 30 AND 40% IN THIS REGION.
SO WE CLEARLY WOULDN'T BE COMPLIANCE EXCEPT FOR THAT.
SO WE'RE VERY, VERY
UM, THEY ALSO HAVE PROPOSED TO RECLASSIFIED THEIR COUNTY TO MODERATE NON-ATTAINMENT.
THIS COMES WITH ADDITIONAL COSTS OR INDIVIDUALS.
SO WHEN YOU GET YOUR CARDS AND GET, YOU'RE GOING TO BE PAYING ABOUT 15 TO $20, MORE FOR AN INSPECTION 15 TO 20 MINUTES LONGER BECAUSE OF SOME OF THE TESTING, IT REALLY IMPACT ON BUSINESS WITH THEIR ABILITY TO EXPAND OR TO ATTRACT NEW BUSINESS.
UM, UH, THERE, THERE IS A SIGNIFICANT COST TO US.
UH, THERE IS A VIRTUAL PUBLIC HEARING ON MAY 9TH AND IT KIND OF LOOKS COMMON IF YOU'RE, MAYBE IT'S JUNE 13TH.
SO IN MAY, WE WILL HAVE A MEETING, UM, A CONCERT QUALITY COMMITTEE BEFORE THIS MEETING, AND THEN, UH, THEY WILL BRING COMMENTS, UH, FOR YOUR CONSIDERATION AT OUR NAVY.
AND I WOULD URGE EVERYBODY WHEN THEY'RE NOT DUE TO SHIP.
I WOULD ENCOURAGE EVERYONE TO, UH, DELIVER YOUR COMMENTS.
UM, UH, REGARDING THAT ALSO WE'LL HAVE OURS CAN BE USED AS A MODEL AND A LOT OF US DO, WE'LL BE GLAD TO PROVIDE INFORMATION OR PRESENTATIONS ON THE ISSUE.
TCEQ HAS BEEN INCREDIBLY SUPPORTIVE.
UM, THERE COULD BE VARIOUS IMPORTANT THEIR COMPANY AS WE GO THROUGH THIS PROCESS AND THEY CONTINUE TO BE, UH, ON PUBLIC SAFETY.
WE HAVEN'T BEGUN YET START, UH
AND VERY IMPORTANTLY, THE VERY IN THE ARCH, WE STARTED PART-TIME CLASS AGAIN MANY, MANY YEARS AGO, UM, A COD OPERATED, A PART-TIME LAW ENFORCEMENT CLASS.
AND WE HAVE RESUMED THAT THE FIRST TRIBES WERE EXCITED ABOUT THAT.
UM, THIS PAST WEEK TUESDAY'S FIRST YEAR CRIMINAL JUSTICE STUDENTS, WE HAD A FULL DAY AND THERE'S STUDENTS VISITING AND REALLY EXPLORING DIFFERENT AVENUES.
UH, CRIMINAL JUSTICE TRUTH CAN TAKE A BIT, UH, ON REGIONAL SERVICES.
AND WE HAD SKETCH COMIC DEVELOPMENT FORUM.
THEY DID, IT IS A FULL DAY SESSION, UH, WITH MANY DIFFERENT, UH, PROGRAMS AND DISCUSSIONS HERE.
AND THEN OUR PLANNING AND ZONING WORKSHOP HAS BEEN RESCHEDULED TO JUNE 4TH.
AND THEN YESTERDAY WE LET OUR TRAINING OFFICERS.
SO THAT FIRST WEEK OF JUNE, WE'RE GOING TO BE OFF THE TRAININGS FOR YOUR STAFF OR YOUR NEW MEMBERS.
WE HAD BIRTHDAY AND WE'RE GOING LIKE APRIL 30 TO CONVERSE.
SO GREEN DAY IS COMING UP, APRIL 30TH.
AND WE WILL BE AT THE CITY ELECTRIC VEHICLE DISPLAY A WEATHERIZATION, ATTENDED THEIR NATIONAL CONFERENCE.
AND ALL OF OUR STAFF THAT WERE THERE, THEIR EDUCATION UNITS, UH, WERE VERY PLEASED WITH THIS EXPERIENCE THAT OUR BUILDING UPTAKE, UH, NUMBER ONE, WE HAVE RETAINED
AND AFTER RESPONSE TO OUR QUEUES AND THE ENERGY MANAGEMENT SERVICES HERE FOR OUR BUILDINGS, WE'VE ENTERED INTO NEGOTIATIONS WITH THE ENGINEERING FIRM THAT HAS A VERY LONG TRACK RECORD OF WORKING ON SECRET PROJECTS.
THEY WILL BE CONDUCTING THE INVESTMENT GRADE AUDITS AS NECESSARY INTERRUPTING THE LONG-TERM FINANCING AVAILABLE FOR SILA.
AND WE'RE VERY PROUD TO REPORT AND OUR PRIOR CONVERSATIONS, UM, WHEN UNDER STATE CONTRACT, THEIR FEE WAS $129,000 FOR THIS AUDIT.
THIS REALLY GENERIC VERB IS ONLY CHARGING US $25,000.
WE'RE VERY EXCITING AND ENTERTAINING THEIR SERVICES.
WE'RE ALSO IN THE PROCESS OF REVIEWING
[00:15:01]
THE RESPONSES TO OUR RFP FOR ELEVATOR CONVERSATION.I THINK IT'S JUST THAT THAT'S OUR BURDEN TO BEAR WHERE WE GO.
SO HE HAD SIGNIFICANT CHALLENGES WITH THE ELEVATOR AND WE DO KNOW IT IS 40 YEARS OLD.
AND WHEN WE LOOKED AT THE PROPERTY, THE OTHER THING, AND LET'S DRAG THEIR PLANES, UH, WE'RE VERY CLOSE.
WE SIT OVER AT LONDONDERRY SURVEY, WE'RE WAITING FOR THE OWNERS OF THAT PROPERTY TO RESPOND.
THEY HERE'S A BOAT MOST OF THE TIME.
SO THAT MR. CHAIRMAN THAT COMPLETES THE REPORT NOW AVAILABLE TO BE QUESTIONS.
OH, MR. CHAIRMAN, IT'S A POINT OF ORDER, I GUESS, ON THE DRESS ATTIRE HERE.
I NOTICED THAT THERE'S SOMEONE HERE WITH THE HAWAIIAN SHIRT.
AND I WAS JUST WONDERING IF THAT WAS APPROPRIATE TO ALLOW PEOPLE IN THE AUDIENCE WEAR A HAWAIIAN SHIRT.
IF HE WAS ON HIS WAY TO GO, HE IS COMMISSIONER SO MANY OTHER THINGS.
MY EYES I LOOKED ACROSS AND, AND THEN WE WILL ENFORCE THEM FROM THIS POINT FORWARD.
[ Consent Agenda The consent agenda consists of items considered being of a routine nature and contains items recommended for approval by the Executive Committee or by the Board Chair and the minutes from previous Board of Directors meetings. These items will be enacted in one motion, or any member of the Board may request that items be removed from the consent agenda and considered separately for purposes of discussion and voting.]
THIS CHART CONSENT AGENDA CONSENT AGENDA, WHICH INCLUDES MEETING MINUTES OF THE BOARD OF DIRECTORS MEETING IN MARCH AND THE APPROVAL OF THE SAC MEMBER NOMINATIONS IS ANYBODY WANT TO PULL? THOSE WERE DISCUSSION HEARING NONE.I'LL ENTERTAIN A MOTION TO APPROVE THE CONSENT MOTION BY JUDGE HURLEY.
SECOND BY JUDGE EVANS, ANY DISCUSSION HEARING NONE ALL IN FAVOR, ANY OPPOSED MOTION CARRIES.
[10. Consider and act upon the recommendation regarding the 1st Quarter 2022 financial report. - Julio Elizondo A. Dashboard B. Balance Sheet C. Revenue and Expenditures D. Administrative Budgets E. Quarterly Investment Report]
CONSIDERED AN ACT UPON THE RECOMMENDATION REGARDING THE FIRST QUARTER 2022 FINANCIAL REPORT.YOU WILL, AND THEN GO INTO DETAIL OF OUR STANDARDS WHEREVER YOU SEE HERE.
WE HAVE OUR FINANCIAL DASHBOARD THAT WEEK, OR SINCE YOU ON A MONTHLY BASIS, UH, IN YOUR AGENDA PACKETS EVERY MONTH, YOU ALL HAVE ANY DESCRIPTION OF WHAT EACH ONE OF THESE METRICS REPRESENTS AND WHAT IT MEANS.
UH, THE 2000 FOCUSING ON TODAY ARE THE TOP OF THE QUARTER PERCENTAGE EARNED IN SPINS, AND THEN THE FINAL REFORMER, UH, AGED ACCOUNTS RECEIVABLE.
AS YOU CAN SEE AT THE END OF THE FIRST QUARTER GRADE 15.7, EIGHT ARE LARGE IN YEAR TO DATE ACTUALS, UH, REPRESENTS ABOUT 26% OF OUR WENDY'S FITS.
AND A QUARTER IS ALIGNED WITH EACH YEAR ON THE ACCOUNTS RECEIVABLE SIDE.
UH, YOU CAN SEE THAT IN THE TEN ONE, $6 MILLION, UH, IT'S A SITE INCREASE FROM THE PREVIOUS COUPLE OF MONTHS ONCE DETAILED EXACTLY WHAT, WHAT MAKES IT THAT'S IF YOU MORE SLIDES ARE COMBINED BALANCE SHEETS, AS YOU CAN SEE, WE ARE AT ABOUT $41.3 MILLION TOTAL ASSETS UP FROM OUR A YEAR AGO, ABOUT 2,500 FOR A BASIC REASON FOR THAT, OBVIOUSLY IT'S THE OF VILLI.
AND THEN WE HAVE ASSIGNED INCREASE IN OUR HOUSE.
SO THEY WANT TO POINT OUT IS THAT THE END OF THE FIRST QUARTER, WE ARE SITTING AT A BILLION DOLLARS REVENUE EXPENDITURES, WHICH IS A GREAT POSITION AT THE END, UH, AS, AT THIS POINT IN TIME, OH, HE WAS JUST ANOTHER, OUR BALANCE SHEET, OUR UNRESTRICTED AND RESTRICTED SUMMARY INFO NOTES.
AS YOU CAN SEE, WE HAVE A VERSION OF THE FIRST QUARTER COMPARED TO LAST MONTH AND THEY WERE A YEAR AGO.
SO WE WERE AT ABOUT $6.8 MILLION IN OUR SESSION RUBBING FUNDS.
AND WE ARE AT ABOUT $8.5 MILLION.
NOW AGAIN, PRETTY STRONG POSITION TO BE IN CASH INVESTMENTS.
UH, AT THE END OF THE FIRST QUARTER, WE WERE AT ABOUT $6.80, 3.8 AND, UH, OPERATING CASH LISTENING
[00:20:01]
BY THE PUBLIC FUNDS,UH, THEY WANT TO POINT OUT WE ARE AT ABOUT 26,000, UH, FOR THE FIRST QUARTER INTEREST.
AND THIS IS ABOUT $4.2 MILLION OF INVESTMENTS.
UM, SO AS I MENTIONED EARLIER, WE ARE SEEING ABOUT 10.6, $9.
A FEW REASONS FOR THIS IS, UH, YOU KNOW, THE FIRST TEXTILE TNC OR LAST MONTH WE DID COLLECT.
I REMEMBER WE WERE WAITING FOR OUR BUDGET AMENDMENTS TO BE APPROVED THAT HAS NOW BEEN APPROVED.
UH, DECEMBER THROUGH MARCH WILL BE BUILT BY THE HANDS.
AND THEN HOPEFULLY WE CAN GO BACK TO NORMAL ON THESE BUILDINGS, UH, ON THE AGENT.
UH, YOU CAN SEE HERE THAT, YOU KNOW, THAT'S NOT EXACTLY IT'S BACK IN JANUARY.
UH, WE ARE ALREADY WAITING ON SOME INTERFACE TO GET RELEASED.
UH, THIS IS A STATEWIDE ISSUE THAT IS, UH, IN SKYPE ON OUR PRODUCT CONTROL.
UH, UH,
UH, UH, I HAVE YET TO RECEIVE A CHECK FROM VIA LAST WEEK.
THEY DID PAY US SEPTEMBER ROOMED, UM, NOVEMBER, I BELIEVE IT WAS THREE MONTHS AND IT WAS ABOUT 358,000.
AND THEY DID GIVE US WORD THAT THEY ARE WORKING ON SIMILAR BILLING, UH, A SEPARATE PAYMENT, AND IT WILL SEND IT ON AS POCKETS AS WELL.
SO THAT'S SOME GOOD NEWS THAT SAID FROM THAT CONVERSATION STATEMENT AND BURMESE AND EXPENDITURES, AGAIN, AT THE END OF THE FIRST ORDER, VOTER TRENCHERS AFFORDED 15.8 MILLION WITH REVENUES OVER EXPENDITURES OF A MILLION DOLLARS.
AND THEN WE'LL GO AND SEE JOE AS TO, UH, WHAT MAKES THIS UP EXACTLY.
THE FIRST WAS OUR CDC, OR THERE ARE TWO 50,000 BOOK BUDGETS ON THE REVENUE SIDE.
CURRENTLY PROGRAMS ARE DRAWING IN ALL THIS OFF, AND NOW THIS ONE'S A BIT EXHAUSTED.
AND SO THE THEME OF THAT IS THAT MEDICAID WELFARE FREQUENCY DROPS THEIR BOTTOM LINE.
THEY ARE NOW GOING TO BE TRANSFERRING OVER TO TRADITIONAL FUNDING, UH, GOING FORWARD PUBLIC SAFETY.
UH, THEY ARE 348 POUNDS A BUDGET ON THEIR REVENUES.
UH, OVERPAID DID SOME EQUIPMENTS, UH, THAT WAS BUDGETED IN THAT ONE.
THEY WILL NEED A BUDGET MODIFICATION AS I WAS NOT BOOKING THE APPOINTMENTS BUDGET.
AND ON THE NET SIDE, THEY ARE SITTING AT A $55,000 SURPLUS.
UH, THE ACADEMY DID EXCEED EXPECTATIONS IN BOTH JANUARY AND FEBRUARY, WHICH SERVICES
MAJORITY OF IT IS DUE TO THE EDA CARES GRANT.
THEY GRANTED US IN AT THE END OF JUNE AND PROGRAMS HAS A DEFINITE THE SPACE AND, UH, THOSE FUNDS, UH, THEY DO HAVE SOME PROJECT FOR THAT'S GOING TO BE COMING UP SOON.
SO THAT BUBBLES UP HERE, AND THAT'S THE ORGANIZATION WHO ARE SITTING $76 UNDER BUCKETS, PRIMARILY DUE TO
UM, THE PROGRAMS DID HAVE BOOKCASES IN DOE THE DOE GRANT THAT WAS SUPPOSED TO LOOK THAT WE'RE SUPPOSED TO THOSE IN MARSHA.
THOSE WERE NOT CLOSE TO APRIL.
AND ON THE ADMINISTRATIVE SIDE, WE ARE SITTING AT ABOUT SEVEN PERCENTAGE FACTS IN A GREAT POSITION TO BE IN NOTHING TO WORRY ABOUT MINISTRY BUDGETS, PRESENTATION, FLUSHES, THE, YOU ONLY HAVE WHAT IS, UM, VIA, SORRY, YOU MENTIONED VIA, VIA, UH, IF WE, UM, ALREADY HAVE A, WE, I CAN ANSWER THAT.
CAN WE CONTRACT WITH THEM? UH, AT THE LAST SENTENCE WAS AFTER 2010, WE HAVE SEVERAL COMMUNITIES THAT BECAME URBANIZED AREA AND THAT THEY'RE URBANIZED, BUT THEY'RE OUTSIDE VIA SERVICE AREA.
SO THEY CONTRACT WITH US TO PROVIDE SERVICES LIKE INSURANCE
MANY OF THOSE COMMUNITIES, NEW BRAUNFELS
[00:25:01]
IS A SIGNIFICANT PIECE OF IT.UH, AND SO WE HAVE TO SEND OUR STATEMENTS TO DF TO RECONCILE THEM, AND THEN THEY WILL REIMBURSE US THEIR FEDERAL SHARE OF THOSE PAYMENTS BECAUSE THOSE DOLLARS DON'T FLOW DIRECTLY TO US.
THEY COME TO US THROUGH THE ESSENCE FEE AS THE URBANIZED OR URBANIZED AREA SHIRTS, SHIRTS, SEVERAL SHIRTS SAID BELOW, UM, NEW BRAUNFELS OR THE OTHER BIGGEST ONES.
ALL RIGHT, I'LL ENTERTAIN A MOTION TO APPROVE FINANCIAL REPORT MOTION BY JUDGE
[11. Consider and act upon the recommendations regarding the 2021 and 2022 completed activities and the internal audit plan for 2022. - Jaye Wells]
THE RECOMMENDATIONS REGARDING THE 21, 2021 AND 22 COMPLETED ACTIVITIES, ENTIRE INTERNAL AUDIT PLAN FOR 2020 J.WELL, THIS IS HIS FIRST TIME HERE AND HE IS SHARP AND FORMER FORMER COMMISSIONER COULD.
AND OVER THE BOARD, JAY WELLS AUDITOR AUDIT FUNCTION PROVIDES ASSURANCE TO OPERATIONAL ACTIVITIES AND INTERNAL CONTROLS
AS YOU CAN SEE, THERE ARE HARDLY MORE AUDITS PLANS FOR THIS YEAR.
OVER AT THE STATE DELAYS, I WILL PROVIDE A HIGH LEVEL SUMMARY OF THE FINDINGS AND OBSERVATIONS AND REPRESENTATIONS DISCOVERED DURING THE AUDIT.
AND THE FULL RECORD IS ATTACHED IN YOUR PACKETS.
FIRST TO THESE FINDINGS WAS CONCERNING, UH, ERRORS WHERE THEY CALL PAY CONTRACTORS MORE THAN CONSTRUCT GREEN REVOLUTION PROGRAM AS APPLIED TO FUTURE BILLS AND IS WORKING WITH THE ACCOUNT TEAM TO DEVELOP ELECTRONIC CHECKS, TO PREVENT THESE ERRORS FROM HAPPENING IN THE FUTURE.
THE SECOND FINDING IS DUE TO PROGRAMS, LACK OF PROVIDING TENANTS WITH A PAMPHLET CONCERNING THEIR RIGHTS, PROTECTION WORDING, OR OTHER WEATHERIZATION PROGRAM, AS, AS CONTRACTUALLY REQUIRED.
THIS ISSUE IS GETTING RESOLVED BY THE WEATHERIZATION TEAM, DEVELOPING IT TO BE PROVIDED TO CHANTS DURING THE APPLICATION PROCESS OBSERVATION RELATED TO THE PROGRAMS BEING UPDATE AND THE CREATED BY PROGRAM STAFF, UPDATING THEIR PROCEDURES TO REFLECT THE CURRENT STEPS.
FINALLY RECOMMENDATION WAS GIVEN CONCERNING INVENTORY MANAGEMENT OR PROGRAM STAFF TAKING ADDITIONAL STEPS TO DEVELOP TEACHERS, TO INCREASE THE TRACEABILITY AND ACCOUNTABILITY OF THEIR IN SUMMARY.
I HAVE NOT NOTED ANY SIGNIFICANT ACCOUNTING ISSUES AND AM NOT AWARE OF ANY INFORMATION THAT SHOULD BE SUPPOSED TO BE ALL AT THIS TIME.
ANY QUESTIONS? ALL RIGHT, ENTERTAIN A MOTION TO APPROVE THE RECOMMENDATIONS THE MOST.
MY JUDGE HEAD SECOND, SECOND BUTTON, MR. HASLACKER, ANY DISCUSSION HEARING NONE ALL IN FAVOR, ANY OPPOSED? THANK YOU, MR. WILL.
[12. Consider and act upon the Quality Assurance update on 2021 and 2022 completed activities and the Quality Assurance Plan for 2022. - Bryn Herrera]
UPON QUALITY ASSURANCE UPDATE ON 2021 AND 2022 COMPLETED ACTIVITIES AND QUALITY ASSURANCE PLAN FOR 2022 BRAN HERRERA.[00:30:01]
OF THE PRIME PROGRAM IS TO REVIEW THE PHYSICAL TECHNICAL AND ADMINISTRATIVE SAFEGUARDS WOULD PRESENT AN UNAUTHORIZED DISCLOSURE OF SENSITIVE INFORMATION, BOTH PHYSICAL AND CLIENTS WITH PRIVACY AND CYBER SECURITY CLAUSE LIMITATION AND INDUSTRY STANDARDS AND BEST PRACTICES, INCIDENT INVESTIGATION, AND IDENTIFICATION.QA IS MAKING PROGRESS ON THE APPROVED 2020 REVIEW SCHEDULE AND IS LOOKING FOR WRAP-UP REVIEWS ON NATURAL RESOURCES AND ZOOM.
IN ADDITION TO A MORE STANDARD VIEW SCHEDULE FOR THREE QA, THEN COORDINATING WITH THE PROGRAM AS PART OF A SERIES OF SUSTAINED COLLABORATIVE EFFORTS AND TERM PROJECTS HERE AT THE END OF Q1, I DO NOT ANTICIPATE ANY ISSUES.
WE CAN GROUP MAYBE REVIEWS BY THE END OF YEAR, BASED ON THE REVIEW ACTIVITY.
SO FAR IN 2022, I FEEL THERE ARE NO SIGNIFICANT BREACHES OF COMPLIANCE AND CONDUCT TODAY.
UM, SOMETIMES LIKE TO REFER TO AS INTERNAL CONSULTANTS, I LIKE TO TAKE THAT ANALOGY TO HARTMAN.
SO IN ADDITION TO SKEPTICAL USE QA IS FOCUSED ON SUSTAINED AND PROACTIVE INITIATIVES AND HAS AN OPEN DOOR POLICY PROGRAMS TO WORK COLLABORATIVELY, TO ADDRESS CHALLENGES, TO REMOVE CONTINUITY METHODOLOGIES HAVE BEEN DEVELOPED TO TRACK YOUR WEIGHT RECOMMENDATIONS, WHICH ALLOWS THE MONITORING OF THEIR IMPLEMENTATION OR THE IDENTIFICATION OF ANY OBSTACLES, WHICH MIGHT PREVENT THOSE RECOMMENDATIONS FROM BEING ON THE PRIVACY SIDE.
A LOT OF WORK HAS BEEN DONE ON HATING WITH OUR IT VENDORS TO CLOSE THE LOOP ON VULNERABILITIES IDENTIFIED EVERY CONTROL MONITOR.
ADDITIONALLY, THIS MONTH AYCOCK IS NOW A MEMBER OF THE MULTI-STATE INFORMATION SHARING AND ANALYSIS CENTER, MSI SACK.
DO THEY COLLABORATE WITH PEPPER DESIGNATED BY YOU AS YOUR ME AS BOTH A KEY RESOURCE FOR CYBER THREAT PREVENTION PROTECTION RESPONSE TO RECOVERY OR THE NATION STATE LOCAL TRIBAL IN TERMS OF WHAT GOVERNANCE PRIVACY HAS IMPLEMENTED METHODOLOGIES TO TRACK INCIDENTS OVER TIME WITH THE GOAL OF IDENTIFYING TRENDS, THREATS, OR RECURRING VULNERABILITIES.
FINALLY,
AND I WOULD LIKE TO THINK THAT THEY, THEIR CONTINUED SUPPORT TO DISLOCATION OR REFUSE TO ANSWER ANY QUESTIONS AND RESPECTFULLY REQUESTING APPROVAL OF 2022 QUALITY ASSURANCE SECTIONS.
COULD YOU TELL ME A LITTLE BIT ABOUT WHAT YOU CONSIDER THE PRIVACY RECORDS WITHIN A HOG THAT ARE MOST VULNERABLE, UH, FOR ANY KIND OF HACKING OR ANY KIND OF BRANCH? I KNOW WE HAVE HEALTH HEALTHCARE RECORDS THAT VETERAN'S RECORDS, BUT HOW DO YOU PRIORITIZE THOSE, UH, THOSE IN TERMS OF OVERALL RECORD AND SECURITY AND THE GENERAL RULE IS I'M DIGITAL RECORDS ARE, ARE GOING TO BE MORE SECURE THAN PHYSICAL RECORDS, BUT IN TERMS OF OUR DIGITAL RECORDS, I WILL DEFINITELY SAY THAT A PARTICULAR EMPHASIS HAS BEEN PUT ON, UH, ANY, ANY TYPE OF INFORMATION ABOUT AS PHI, UH, UH, CONSUMER NAMES ADDRESSES, SOCIAL SECURITY NUMBERS OF ALL THAT TYPE OF INFORMATION IS VERY VALUABLE IN THIS IN CERTAIN CIRCLES.
AND LUCKILY WE'VE SORT OF FALLEN UNDER THE RADAR A LITTLE BIT IN TERMS OF, UH, MAYBE NOT MANY, NOT MANY ACTORS KNOW KIND OF THE DEPTH OF THE EXTENT OF THE DATA THAT WE'RE TAKING AWAY.
THIS, THIS HAS BEEN PLACED ON TELEPHONE RECORDS, RIGHT? UM, THE DEPARTMENT OF HOMELAND SECURITY WILL COME IN WITH YOUR IT DEPARTMENT AND HELP YOU TO SHORE THOSE THINGS.
I HEARD YOUR COLLABORATION ON THE COMMITTEE, BUT HAVE, HAVE YOU ASKED THEM TO DO THEIR ASSESSMENTS? YES.
UH, IN CONSULTATION WITH THE, UH, CENTER FOR INTERNET, UM, THE
THANK YOU VERY MUCH FOR YOUR REPORT.
UH, I'LL ENTERTAIN A MOTION TO APPROVE THE QUALITY ASSURANCE OF THE DAY.
SO THE MOTION BY JUDGE ADAMS SECOND BY MAYOR BANNER AND DISCUSSION HEARING NONE ALL IN FAVOR, ANY OPPOSED
[00:35:01]
MOTION CARRIES.[13. Agency Contract Performance Report - Diane Rath]
THE CPR REPORT, MS. RAFF CPR STANDS FOR CONTRACT FOR PERFORMANCE REPORT FOR THAT.THANK YOU, MR. CHAIRMAN AND MEMBERS.
YOU GET A SATISFACTION SURVEY AS THE ADMINISTRATIVE DEPARTMENTS PROGRAMS FOR A COUPLE OF YEARS NOW, AND WE DID INCLUDE THIS DRAINING OF REPORTS.
SO WE'RE PLEASED WE KNOW WHAT OUR BASELINE IS, HOW WE CAN MOVE OUT.
UH, WHEN WE LOOK AT IT, ACCOUNTING HEAD TAKE BOTH, UH, VERY HELPFUL AND HELPFUL.
UH, ACCOUNTING HAD AN OVERALL SATISFACTION.
UH, HUMAN RESOURCES I WILL SAY WAS 93% BECAUSE THAT'S AN AWFUL LOT ABOUT HOW HR DELIVERS THEIR SERVICES.
SO I THINK WE HAVE A VERY STRONG BASELINE AND WE LOOKED A COUPLE OF AREAS WHERE WE CERTAINLY HAVE ROOM FOR IMPROVEMENT THERE.
NEXT TIME, WHEN WE LOOK AT AGING, I HAVE TO SAY THAT THIS BRAND HAS BEEN VERY DIFFICULT ON A MORTGAGE ASSISTANCE PROGRAM.
I HAVE THIS, UH, THIS ADMINISTRATIVELY WAS VERY DIFFICULT PRIMARILY BECAUSE, UM, IT REQUIRES THE COOPERATION WITH YOUR MORTGAGE COMPANIES.
SO WE WOULDN'T HAVE, AND WE WOULD SEEK OUT AND WE WOULD HAVE APPLICATIONS, BUT YOU HAVE TO HAVE THE MORTGAGE COMPANY COOPERATE BY PROVIDING INFORMATION, VALIDATING INFORMATION, ACCEPTING THE PAYMENT.
AND THAT WILL PROVE TO BE A STUMBLING BLOCK.
I THINK NOT JUST THE FESTIVALS, BECAUSE WE WERE SURPRISED TO LEARN THAT WE'RE DOING ONE OF THE BEST PROGRAMS IN THE STATE AND WE HAVE NOT EXTENDED EUROPE AS MUCH.
SO I THINK THAT IS A WIDESPREAD AT A PROGRAM WHERE COMPANIES REALLY WERE NOT GOOD PARTNERS IN THE PROGRAM, SO THAT WE'LL GET THE ENTITY AND WE'RE NO LONGER CAUSE IF YOU HAVE THE PATIENCE FOR IT.
UH, ART MENTIONED EARLIER, THEIR NUMBERS WERE AND WAS UP 28%.
UH, WE HAD A COUPLE OF AREAS WHERE THE MEDICAID REQUEST FOR BOARD IS THAT INCLUDES MARION AND A COUPLE OF OTHERS.
WE'RE WORKING VERY HARD COLUMN BECAUSE WE HAVE A DRIVER, WE HAVE A BUS, WE DON'T HAVE A CRISIS THERE.
WE'RE WORKING VERY HARD TO IMPROVE TO DAN.
AND I WILL ALSO SHARE WITH YOU THAT, UM,
AND THERE'S THE COUNCIL CHAMBER VOICES DEMAND FOR OUR SERVICES IN BOTTLES, RIGHT AT ABOUT 16% TOTAL DEMAND.
AND WE, THEY BE INTERESTED IN INCREASING THE UTILIZATION, PARTICULARLY FOR THOSE RESIDENTS THAT ARE UTILIZING DIFFERENT NON-PROFITS.
AND, UM, WE REALLY AREN'T SEEING THOSE PROGRAMS CONTINUE, UH, GREW AND WE CONTINUE TO HAVE A LOT OF CHALLENGES.
THERE, YOU HAVE AN AGENDA ITEM TO YOU LATER TODAY TO HELP US ADDRESS STAFF, IS, IS THAT THEY REALLY STRUGGLED TO TRAPS.
YEAH, PROBABLY BECAUSE OF HOW RESTRICTED AND DEMANDING CONTRACT WE HAVE A MISTAKE IS THERE THEY'RE VERY SPECIFIC IN THEIR BACKGROUND REQUIREMENTS FOR THE STAFF IDD.
AND, UH, SO THEY REALLY HAVE BEEN WORKING HARD TO INCREASE OUR STAFFING.
UM, THEY'RE GETTING THEIR FINANCIAL PROJECTIONS AND AS WE HAVE OUR INTERNAL ORANGE GOING ON, AS WE ARE NOT IN CHANNELS, WE HAVE STAGE C MONITORING IDT AS WE SPEAK TODAY, UH, FOR BOTH IDD AND THEN MAYBE STARTED BJ MONITORING, WHICH WILL GO ALONG ON ONE IS CLOSED FOR A COUPLE OF MONTHS.
NEXT TIME, UM, MILITARY AND VETERANS AFFAIRS.
I REALLY HAVE TO CHECK, UH, THE EXPERIENCE WITH THAT ARISE.
YOUR TEXAS HEROES IS UP REALLY.
SO THAT'S THE NEWS WITH THEM AND THEY'RE JUST PERFORMING VERY, VERY WELL.
NEXT SLIDE ON AZURE RESOURCES.
UH, ONCE AGAIN, THAT WE'RE ALL IN DEGREED, THEY'RE GOING VERY WELL AND
[00:40:01]
AND THERE ARE DELIVERABLES IN THAT CONTRACT.NEXT SLIDE, PUBLIC SAFETY NUMBERS ARE IN A NUMBER OF COURSES, NUMBER OF HOURS AND NUMBER SERVED.
UH, WE ARE MOVING FORWARD IN THAT WAY.
YOU STILL HAVE SOME MAKE UP TO DO.
AS I MENTIONED, AS A RESULT OF COMMUNITIES THAT WERE INVOLVED, RESTRICTING NOT ATTENDING CLASSES.
SO WE ANTICIPATE THAT'S TO YOUR CONTRACT.
SO WE ANTICIPATE OVER THE NEXT 18 MONTHS, THAT ONE WILL BE IN GREAT SHAPE.
UH, NEXT SLIDE, I HAVE TO CONTINUE TO BE VERY PROUD OF WHAT ONE HAS DONE.
UH, THEY ARE ABOVE THE MINIMUM REQUIREMENT OF 98% OR 45%, AT LEAST WITH THAT, UH, PERFORMANCE OF MARCELLA AND HER TEAM ARE DOING A GREAT JOB THERE.
AND HIS NAME THING IS TRUE WITH OUR, UH, PAST $3 HAS THE GOVERNOR'S OFFICE, UH, JUSTICE GRANTS.
YOU WILL NOTE WHERE I SAID, CONTRACTUAL NUMBER OF TECHNICAL ASSISTANCE VISITS IS 25 AND THEY DELIVERED IN THIS QUARTER, 180 TECHNICAL ASSISTANCE VISITS.
SO A PROFOUND INCREASE MAD, UH, IN DELIVERY.
THE INFORMATION WE'LL HEAR MORE ABOUT HAD AN AGENDA ITEM 20, 30, 25, AND THEN A HUNDRED.
SO I'M REALLY PROUD OF THE WORK THAT THEY DID WITH THAT ON WEATHERIZATION.
YOU'VE HEARD ME BE CONSERVATIVE
HE EXCEEDED OUR CONTRACTION WITH HOMES.
SO THEY REALLY WENT ABOVE AND BEYOND.
WE WERE CONTRACTED TO DO 144 AND WE EXCEEDED THAT NINE ADDITIONAL HALLS.
AND IMPORTANTLY, WE BROUGHT IT ON AVERAGE TOSSED FOR HELP, WHICH I DIDN'T EVEN READ, VOLUNTEER AS THE SOFTWARE INVESTMENT WE MADE WAS DONE UNDER $3.
SO A CONSIDERED A SIGNIFICANT DECREASE IN COST OF ALL OF THE MATERIALS, LABOR THAT WE'VE BEEN EXPERIENCED IN THE PAST YEAR, THAT WE'RE DOWN TO JUST $33 AND 34.
UM, WE UNDERSTAND THAT IT'S A WIDESPREAD PROGRAM.
THE STATE'S NOT GETTING ANY WAIVERS ATTACHED TO THIS, BUT THEY SAID THE PROBLEM WAS SO WIDESPREAD.
SO I HAVE TWO STAFF BECAUSE WE REALLY WORKED HARD TO GET THAT.
UM, UM, AND SO WE'RE ABLE TO HAVE TO TURN OUR ATTENTION DOWN LOT 22.
AND WE DO HAVE LIKE UP, I APPRECIATE THAT AMY YANG IS JULIA POST FOR TEXAS HEROES IS BRINGING, UH, RDA.
WE REPRESENTATION EACH 24 MORE HOSTS, AND WE DO HAVE THAT.
WE HAVE ALL THE INFORMATION THAT WE NEED TO COMPLETE THAT CONTRACT ON THE END OF JUNE.
AND I REALLY HAVE TO THINK TO YOURSELF, UH, HOW'S IT GOING FOR YOU BECAUSE THEY'VE BEEN GREAT APART FROM SKIING LAST WEEK, ALL THE INFORMATION WE'VE BEEN STUDYING FOR THE CALL HIGH HEELS HELPS.
SO OVERALL, UH, PERFORMANCE IS REALLY IN SHAPE.
AND, UH, I'M VERY PLEASED WITH HOW THE STAFF IS TARGETING THIS VERY DIFFICULT QUESTIONS.
MR. CHAIR, FOR QUESTION FOR MISS DIANE, IS THERE ANYWHERE THAT YOU REPORT, LIKE BY COUNTIES, HOW THIS PROGRAM IS WORKING LIKE THEIR COUNTY? YEAH, GOOD WEATHERIZATION.
WE PROVIDE THAT REPORT TO THE AREA.
JUDGES BROKEN DOWN AT A NUMBER OF COLUMNS IN EACH ONE, AND WE CAN GET THAT TO YOU.
ONE OF OUR ONGOING CHALLENGES THAT WE DISCUSSED WITH THE JUDGES, WE WOULD LOVE TO HAVE MORE CONTRACTORS AND THE CHALLENGE IS GETTING CONTRACTORS WE HAVE RIGHT NOW, UM, CONSTRUCTION, BUT THEN ALSO, UH, GETTING THEM EVEN THE RURAL AREAS BECAUSE OF
SO, AND WE CONTINUED OUTREACH THERE, BUT NOW WE DO HAVE A GREAT
I HAVE A COUPLE OF QUESTIONS ALSO.
DO YOU ALL CERTIFY THE PEOPLE WHO PERFORM THE WORK OR TO, OR SUPPORT THE CERTIFICATION WE SERVE AND SUPPORT OF CERTIFICATION? UM, MOST OF THEM GET THEIR CERTIFICATION FROM SANTA FE COLLEGE AND THEY WERE OUT THERE GETTING THEIR CERTIFICATION.
ONE OF THE FEW PLACES THAT DOES DELIBERATE AND THEN ALSO AT THE NATIONAL CONFERENCE IN NATIONAL NASHVILLE LAST WEEK, THERE WAS ADDITIONAL EDUCATION THAT WAS DELIVERED THERE.
SO OUR STAFF ARE CERTIFIED BOTH BEFORE, UM, UH,
[00:45:01]
THE APPRAISALS.AND WE HAVE BEEN VERY AGGRESSIVELY WORKING WITH OUR CONTRACTORS TO TRAIN THEM BECAUSE THAT WILL HELP US MOVE MORE HOMES THROUGH THE PROCESS, THESE NEW HOMES IN BEAR COUNTY, OR NO WIDGET THERE ANY WAY WE DELIVER THAT SERVICE AT ALL OR DO CAMP.
SO AREAS IS THE BULK OUTSIDE OF THE COMMUNITY BECAUSE OF DEMAND AS LONG AS HIS SITE, WHICH DOES MATCH THE POPULATION, THE MAJORITY IS HERE.
SO THE GOAL OF THE MARKETING PROJECT AND FOR YOU IS REALLY HELP US TO WITH, I AM ASKING SO MANY QUESTIONS BECAUSE OBVIOUSLY CPS ENERGY HAS A WEATHERIZATION PROGRAM, TOO.
I'M WONDERING IF THERE'S OPPORTUNITIES WHERE WE COULD, WE WOULD LOVE BECAUSE, UH, AND WE HAVE TRIED THAT IN THE PAST AND IT DIDN'T GO SMOOTH, PERHAPS IT COULD NOW.
SO WE WOULD WELCOME THE OPPORTUNITY.
I'LL CALL YOU
THEY HAD EVERYTHING, THEY HAD NOT DONE, THAT THEY WERE VERY MUCH LOOKING FOR ADDITIONAL INFORMATION UNDER THE VIO.
UM, ALISA GOING TO BE ABOUT FOOD 73 TO $90 TO COME TO TEXAS GOING THROUGH, AS WE UNDERSTAND TODAY, PRIMARILY AS AGENCY ALLOCATION, THAT WILL BE FLOWING BACK OUT TO THEIR GRANTEES.
UM, AS WE UNDERSTAND IT IS THAT IT'S MUCH, MUCH MORE FLEXIBLE BECAUSE BOTH THE TOE PROGRAM AND LIKE ARE VERY DIFFICULT INTEGRATION CRITERIA.
AT LEAST THAT'S WHAT WE THROWING WELL, LIKE THROUGH DOE UH, THEY'RE GOING TO GIVE US MUCH MORE FLEXIBILITY TO DO GROUPS FOR PARENTS TO ADDRESS HER THROUGH HER.
YOU HAVE PATIENTS RIGHT NOW
UM, THIS WILL ALLOW US TO DO THOSE REPAIRS AND MAYBE INVESTMENTS.
YOU HAVE TO TELL THE SOLUTION ISN'T THAT BECAUSE THEY SAY IT MIGHT BE UP TO 16.
AND REALLY FOCUSING ON TRAINING STAFF TO TELL US, AS YOU HEARD OF MAIN DIFFICULTY IS TO GET THE CERTIFICATIONS.
SO IT'S NOT GOOD TO HAVE MONEY FOR THAT STAFF TO DO IT.
AND I'M AFRAID THAT'S GOING TO BE THE PROBLEM WITH ANY OF THESE BUGS THAT ARE FLOWING AND MONEY YOU'LL BE HERE, BUT WE'RE NOT GOING TO HAVE THE MANPOWER TO DELIVER SERVICES.
I THINK IN MANY DIFFERENT AREAS, I LOOK AT ALL MY DOING YOUR TRANSPORTATION, THEY'RE OUT, RUNNING TIME FOR THE WORKERS.
SO I THINK THAT'S TO BE A CHALLENGE THAT MANY OF US, WE LOOK FORWARD TO THAT YESTERDAY.
I JUST HAD A THOUGHT I'D LIKE TO COLLABORATE WITH YOU AND LISA ON KIND OF A PR BLITZ ON THE WEATHERIZATION PROGRAM, NOT JUST TO ACCENTUATE THE SUCCESS STORIES IN THE CITIES WHERE YOU'VE BEEN DOING IT IN THE, IN THE COUNTIES WHO'VE BEEN DOING IT, BUT TO ENCOURAGE THE PUBLIC, UH, TO THINK ABOUT WEATHERIZING THEIR HOMES IN LIGHT OF THE NEW ATTAINMENT STATUS, THE MODERATE ATTAINMENT STATUS, THE HIGHER, UM, YOU KNOW, THE HOTTER TEMPERATURES, UH, PEOPLE ARE GETTING THEIR TAX REBATES BACK RIGHT NOW, AND THEY MAY BE ABLE TO REINVEST SOME OF THAT INTO THEIR HOME, SAVE THEMSELVES ON ENERGY COSTS AS WE GO INTO THE SUMMER MONTHS, UM, AND JUST PREVENT US PERHAPS FROM A POWER RED ISSUE AND AGAIN, AND THINGS OF THAT NATURE.
UM, UH, AND AT LEAST HAS BEEN DOING THOSE KINDS OF, UH, PR UH, CALLS FOR A LONG TIME.
BUT I THINK, UH, MAYBE A JOINT, UH, BLITZ OF PRESS PRIOR TO THESE, YOU KNOW, THE JUNE HOT SUMMER MONTHS WOULD BE A GREAT TIME.
IT WAS A GOOD TIME FOR PEOPLE TO KIND OF THINK ABOUT, YOU KNOW, WHAT IS INVOLVED IN WEATHERIZATION.
SOMETIMES WE TAKE FOR GRANTED THAT PEOPLE ACTUALLY KNOW WHAT THAT IS.
THERE, THERE, THERE ISN'T A WHOLE LOT OF, UH, ENVIRONMENTAL SCIENCE EDUCATION THAT SOME PEOPLE HAVE HAD.
SO IT'S IMPORTANT TO REALLY ACCENTUATE THAT AND THE SAVINGS, UH, TO PEOPLE IN THEIR BILLS, UH, BECAUSE YOU KNOW, PARTICULAR, PARTICULARLY SENIORS ARE HAVING A REALLY TOUGH TIME WITH HIGHER FOOD COSTS, UH, ENERGY COSTS, ET CETERA.
SO I WANNA, I WANT TO WORK WITH YOU TO ACCENTUATE HOW THE PACE PROGRAM NOT ONLY HELPS BUSINESSES, BUT THEN HOW WEATHERIZATION CAN HELP, UH, OUR INDIVIDUALS.
AND IF YOU CAN, IF YOU HAVE THE MEANS TO DO SOME OF THIS, IT CAN REALLY HELP YOUR THANK YOU THAT WELL, REACH OUT TO BOTH OF Y'ALL COMMISSIONER, BECAUSE I THINK A LOT OF THE DIALOGUE THAT WE WOULD SEE IN THE JEW DRESSING, THE SUPPLIER SIDE, WE COULD CUT TO ME AND THERE'S TWO PARTS TO THAT EQUATION.
AND I THINK A LOT OF THE MEDIA IS FOCUSING ON THE SUPPLY SIDE AND NOT WHAT WE DO FOR CONTROL OF OURSELVES.
SO I APPRECIATE THAT PEOPLE FOLLOW UP EXTENSIVE FREIGHT NGO.
[00:50:07]
ALRIGHT, NO ACTION NECESSARY ON THAT ITEM.[14. Consider and act on the recommendation to authorize the Executive Director to execute non-binding Letters of Intent (LOI) with managed care organizations bidding on the HHSC STAR+PLUS managed care product line and enter negotiations with the successful applicants for the provision of services in STAR+PLUS and the STAR+PLUS pilot. - Jacob Ulczynski]
14, CONSIDER AND ACT UPON THE RECOMMENDATIONS AUTHORIZED THE EXECUTIVE GROUP, EXECUTE NON-BINDING LETTERS OF INTENT WITH MANAGED CARE ORGANIZATION BIDDING ON THE HHSC STAR PLUS MANAGED CARE PRODUCT LINE AND ENTERED NEGOTIATIONS, SUCCESSFUL APPLICANTS TO THE PROVISION OF SERVICES AND STAR PLUS, AND THE STAR PLUS PILOT, WHO JACOB, GOOD MORNING, CHAIRMAN OR MEMBERS OF YOUR SENIOR DIRECTOR OF INTELLECTUAL AND DEVELOPMENTAL DISABILITY SERVICES.DIDN'T BEEN ABLE TO CALL US THAT WILL BE PROVIDED PAST SEVERAL MONTHS REGARDING, UH, SORRY, STAR PLUS MEDICAID THAT ARE VERGING IN SEPTEMBER.
THE START LAWS, UM, PROGRAM IS, UH, UH, HEALTH SERVICES COMMISSION IS CURRENTLY ACROSS THE STATE.
AND UNFORTUNATELY THAT IS THE SURPLUS, WHICH IS ITS INDIGENOUS BEST OF LONG-TERM SERVICES AND SUPPORTS FOR THE IDENTITIES POPULATION AND THEIR ENVIRONMENTS.
ALL THE HUMAN SERVICES COMMISSION HAS IDENTIFIED
IT, THERE
AND THEN WHAT WE CALL SERVICE COORDINATION THAT WE ALREADY PERFORM PURCHASE THE DATA CARE ORGANIZATIONS CONTRACT WITH A LOCAL LIGHTNING.
YOU HAVE TO WORK, UH, BECAUSE MANY OF THE SERVICES OR FUNCTIONS THAT ARE FOREIGN ENTITIES CASE MANAGERS CONDUCT, UH, COMPARED WITH THEIR SERVICE COORDINATORS ARE VERY SIMILAR.
UH, AS FAR AS COORDINATING THE FIRST CARE OF THE INSURANCE CONNECTED WITH MEDICAL PAYMENTS, THEY'RE GETTING THE SERVICES AND SUPPORT THEY NEED
UM, DEPENDING ON THE SUCCESS OF THE PILOT IS OUR EXISTING PROGRAMS, COMMUNITY BASED SERVICES, TEXAS HOME, LIVING OUT OF COMMUNITY, LIVING ASSISTANCE, WORK SERVICES LIKE MULTIPLE DISCIPLINES, MEDICAID WAIVER PROGRAMS WILL ALL BE PROGRESSIVELY CARVED INTO MANAGED CARE.
SO THIS IS A REALLY A SIGNIFICANT CHANGE OF THE FUTURE OF THE SLIPS THAT WE SERVE WITH THAT.
THANK YOU, JACOB, ARE THERE ANY QUESTIONS FOR JACOB ON THIS MATTER? YES.
MAYOR CHAIR, HOW LONG WAS YOUR, YOUR, UH, THE PILOT? YOU HAVE ANY IDEA HOW LONG THAT WILL BE? YES.
THE PILOT IS LEGISLATIVELY MANDATED TO TAKE PLACE FOR TWO YEARS, UH, FROM BEGINNING SEPTEMBER 1ST, 2023.
UH, AND, UH, JUST TO ADD INTO KIND OF THE SCOPE OF THE PROJECT, UH, HHS C'S PROJECTIONS ARE ANYWHERE FROM 12,000 TO 14,000 POTENTIALLY ELIGIBLE INDIVIDUALS IN THEIR SERVICE DELIVERY AREA.
SO WE WOULD BE EXPECTING APPROXIMATELY 10,000 INDIVIDUALS THAT, UM, UM, ABLE TO ACCESS LONG-TERM SERVICES AND SUPPORTS FOR MANY OF THEM.
I'LL ENTERTAIN A MOTION TO APPROVE BOTH APPROVAL MOTION BY MR.
ANY MORE DISCUSSION HEARING? NONE.
ALL IN FAVOR, ANY OPPOSED MOTION CARRIES.
BEFORE I MOVE ON TO ITEM 15, I'D LIKE TO RECOGNIZE SOMEBODY WALKED IN THIS REAL SPECIAL BOARD, A JUDGE, JIM BARTON JUST CAME IN AND JUDGE BARDEN.
IT'S BEEN AWHILE SINCE WE'VE SEEN YOU.
AND, UH, WE REALLY APPRECIATE WHO YOU LEFT US WITH.
NOW IT'S ALWAYS GOOD TO SEE YOU.
[15. Consider and act upon the recommendation to authorize the Executive Director to implement a one-time retention payment for IDD Services case management positions in an amount of $1,000 per employee. - Jacob Ulczynski]
NUMBER 15, CONSIDER KNACK UPON RECOMMENDATION TO AUTHORIZE THE EXECUTIVE DIRECTOR TO IMPLEMENT A[00:55:01]
ONE-TIME RETENTION PAYMENT FOR IDD SERVICES, CASE POSITIONS AND THE AMOUNT OF $1,000 PER EMPLOYEE.UH, SO OUR IDD SERVICES DEPARTMENT IS CONSISTENTLY STRUGGLED WITH THE TURNOVER AMONGST OUR CASE MANAGEMENT STACK.
THIS IS NOT A SITUATION THAT'S UNIQUE TO US.
THIS IS YOUR ACROSS LOCAL IDEA ACROSS THE STATE.
UH, BOTH POPULATIONS WORK WITH, AND AS DIANE MENTIONED PREVIOUSLY, A VERY PRESCRIPTIVE, UH, CONTRACT WITH THE STATE AS FAR AS, UH, THE REQUIREMENTS THAT OUR STAFF MUST MEET, BUT ALSO THE, THE REQUIREMENTS OF THE JOB, UM, IN ORDER TO MEET THE CONTRACT REQUIREMENTS THAT ARE IN PLACE, UM, WE'VE DONE A SIGNIFICANT AMOUNT OF WORK, UH, WITH HUMAN RESOURCES ALREADY ON THE FRONT SIDE FOR RETENTION OR, UH, SORRY, UM, WORKING WITH VERY GOOD RESOURCES IN THE COMMUNITY, BEING A WORKFORCE SOLUTIONS, ALABAMA, TEXAS WORKFORCE COMMISSION, UH, TO IMPROVE OUR, OUR MARKET DATA, BRINGING IN POTENTIAL APPLICANTS.
OH, WE'VE ALSO TALKED A LITTLE BIT ABOUT REFERRAL BONUSES AND SIGN ON BONUSES.
UM, BUT WE CONSISTENTLY HAVE ABOUT A 10% RATE, WHICH IS ANYWHERE FROM PAGE ATTENDED POSITIONS ON AVERAGE, THE PAST SEVERAL YEARS.
UM, SO WE ARE LOOKING INTO THE LAW FOR THIS POTENTIAL BONUSES AND A WAY TO MAINTAIN OUR EXISTING STAFF, UM, AT THE $1,000 PER EMPLOYEE LEVEL.
AND THAT WOULD COME OUT TO A, NOT TO EXCEED OUR 117,000, OR WE DO HAVE THE FUNDING OR THE RESTRICTED FUND BALANCE TO SUPPORT THOSE RETENTION.
MR. CHAIRMAN, I WANT TO THANK, UH, THE, THE STAFF FOR MAKING THIS RECOMMENDATION TO THE BOARD.
THESE POSITIONS ARE VERY IMPORTANT FOR FAMILIES THAT HAVE A LOT OF STRESS AS IT IS, AND THESE POSITIONS HELP ALLEVIATE THAT STRESS AND GET FOLKS INTO BENEFITS THAT THEY'RE, UH, QUALIFIED FOR.
AND, UH, I MOVE APPROVAL OF, UH, A, A BONUS OF A THOUSAND DOLLARS FOR A RETENTION.
HOW SECOND WE'VE GOT A MOTION AND A SECOND, AND WE HAVE, SO WITH THE RETENTION, UM, OF ONE BONUS OF $1,000, IS THERE ANYTHING TIED TO A, TO MAKE THEM STAY LONGER? I MEAN, CAN THEY RECEIVE THE BONUS AND THEN LEAVE? UH, THEY WOULD, UM, WE, WE HAD NOT INTENDED TO TIE ANYTHING ADDITIONAL TO THAT.
UM, HOWEVER, UH, I THINK THE FOLKS THAT WE'RE GOING TO LEAVE, UM, ARE, ARE, UH, HAD ALREADY BEEN THERE ALREADY, UH, PLANTING INTO THIS HARVEST.
THIS IS JUST IN A REALLY HELP OUR FOLKS THAT INTENSIVE STICK WITH US.
JACOB, HOW MANY, UH, POSSESSIONS WERE WE TALKING ABOUT? UH, SO WE'RE LOOKING AT, UH, NO MORE THAN 117 POSITIONS THAT EXPENDITURES SHAPED INVESTMENT.
IS, IS THERE ANY REQUIREMENT TO LINK THE TIME SERVED TO GET THE RETENTION PAYMENT OR JUST AS LONG AS THEY'RE EMPLOYED ON THE DAY YOU ISSUE IT OUT OR WHAT? UH, WE WERE LOOKING AT INDIVIDUALS THAT HAD BEEN HERE A YEAR AND TALKING TO, UH, SO, UM, BASED OFF OF, UM, THE END OF CALENDAR YEAR 21 BOOKS THAT, UH, THAT CAME ON BOARD DURING THE PREVIOUS YEAR.
AND THEY'RE STILL HERE IN THIS MEANTIME, UM, LOOK AT THE DETAIL BASED ON SALARY AND COMPENSATION STUDY OR COMPARISON, KNOW THESE EMPLOYEES PAID TO THE
UM, WE HAVE LOOKED AT IT, WE DID INCREASE OUR BASE RATES, UH, THIS JANUARY.
UM, BUT ULTIMATELY OUR REIMBURSEMENT RATE FROM THE STATE OF THE CASE MANAGEMENT SERVICES HAS NOT CHANGED IT OVER IT THAT DAY.
UH, SO THAT REALLY TIES OUR ANSWER TO INCREASING COSTS ON SALARIES BECAUSE WE JUST DON'T HAVE, WHAT IS THAT BASE PAY? WHAT DOES SAY STAY 1822 PER HOURS? WHAT ARE THINGS, UH, MANAGEMENT DECISIONS THAT REQUIRE A BACHELOR'S SERVICES? THAT'S WHY I ASKED COMMUNITY THIS IS A GOOD PLACE TO REALLY LOOK AT THE, TO TRY TO KEEP GOOD EMPLOYEES AFTER THEY'VE BEEN PAYING THEM.
AND YOU'RE HELPING THE COMMUNITY
[01:00:01]
NOT JUST DO A ONE-TIME AND THEN SAY, WE'RE GOING TO FIX IT FOR MAIL AND NOT REVISITED STATE.CAN WE GET, DO WE HAVE, DO WE HAVE OBVIOUS WHERE THEY COCK FOR PROHIBITED FROM LOBBYING? ALL OF OUR CONTRACTS HAVE THE PROHIBITION ON LOBBYING, BUT I WILL SAY THAT THE STATE AGENCY, UH, I MEAN, I'M SORRY, THE STATE ASSOCIATION THAT REPRESENTS, UH, THE IDG COMMUNITY CENTERS IS AGGRESSIVELY IN DIALOGUE WITH THE STATE AGENCY ABOUT DECREASING THOSE REQUIREMENTS.
BECAUSE EVERY TIME WE DO A NEW HIRE, I'M JUST GOING TO Y UM, SO IT IS, IT'S, IT'S A HUGE CHALLENGE.
AS JACOB SAID, STATEWIDE, UH, WE'RE HOPING THAT THE STATE WILL RECOGNIZE IT BECAUSE WE'RE NOT GOING TO GET MORE FUNDS.
SO THEY REALLY DO NEED TO DECREASE THE RIGID REQUIREMENTS, UH, SO THAT WE CAN AT LEAST GET STAFF AND NOT HAVE SUCH EXCESSIVE DEMANDS ON THEM.
AND I WILL POINT OUT THAT IN IDDS UNRESTRICTED FUND BALANCE, WHICH IS A SOURCE OF FUNDING FOR THIS, THEY HAVE 1.5 MILLION, SO THEY CAN WELL AFFORD TO DO THIS WELL, YOU KNOW, EVEN THOUGH YOU CAN'T LOBBY COUNTIES CAN, AND, UH, WE, WE COULD WORK WITH YOU TO ADD THAT TO OUR LEGISLATIVE AGENDA AND FOR EACH COUNTY THAT'S A BIG NEED OBVIOUSLY FOR, FOR YOU.
SO I THINK A LOT OF TALKS COULD PROBABLY PARTNER THANK YOU.
AND THE COMMUNITY CENTERS, WE, WE WOULD, WE WILL SHARE THAT AND LOOK FORWARD TO WORKING WITH YOU ON THAT.
YOU HAVE THE DISCRETION TO INCREASE THOSE RETENTION.
UM, W WELL, WE HAVE AVAILABLE FUNDING FOR IT, BUT WE WANTED TO DO A THOUSAND AND SEE WHAT HAPPENS.
UH, CAUSE WE HAVE SOME JUST GREAT STAFF THERE WITH US AND WE HAD NEVER DONE A RETENTION FIRST.
SO WE THOUGHT THAT WOULD MAKE A SIGNIFICANT FIRST STAB AND THEN WE CAN SEE HOW IT GOES.
A COUPLE OF THOUGHTS FOR YOU, UM, WITH DONALD'S IS PAYING $8, $18 AN HOUR, WHICH I MEAN, IT'S KILLING ME TO HEAR THAT THIS GROUP HEB IS PAYING 18 TO GATHER CARTS FROM THE PARKING LOT.
WELL, TO, TO BUILD ON COMMISSIONER BARNARD SUGGESTION, WHY NOT INCREASE THE DOLLARS AND TIE A ONE YEAR, STAY TO IT, AND THEN YOU COULD DO A CLAWBACK IF THEY LEAVE, BUT, BUT INCREASE TO, I MEAN, IF YOU HAVE THE FUNDS INCREASE IT TO 2,500, 5,000, LIKE MAKE IT WORTH THEIR TIME TO SKATE AND THEN CLAWBACK, IF THEY LEAVE WITHIN A YEAR, THAT'S WHAT I MEAN.
THAT'S WHAT OTHER PEOPLE ARE DOING RIGHT NOW TO KEEP THEIR STUFF.
IF THE BOARD GIVES US THAT DIRECTION, WE DO HAVE THE FUNDING AVAILABLE AND WE'LL BE GLAD TO IMPLEMENT SOMETHING LIKE THAT.
SO I WOULD WELCOME A FRIENDLY AMENDMENT FOR, YOU KNOW, LET'S GO AHEAD AND DO THE THOUSAND DOLLAR BONUS, BUT THEN ANOTHER, MAYBE THOUSAND FOUR YEAR RETENTION, IS THAT WHAT YOU'RE RECOMMENDING? I WOULD SAY 2,500 AND TIE IT TO A ONE WHERE ALL OF THEM AND TIE IT TO A ONE-YEAR RETENTION.
IF THEY'VE BEEN HERE A YEAR, GIVE THEM 2,500.
AND IF THEY LEAVE WITHIN THE YEAR, THEY HAVE TO PAY THE 2,500 BATCH, BUT IT WOULD STABILIZE YOUR STAFFING A LITTLE BIT RETENTION COSTS.
WE HAVE IDD AND THEY'RE UNRESTRICTED UNBALANCED AS HAVE SUFFICIENT FUNDING.
HOW DO YOU GET IT BACK ON THE AGENDA, BUT THIS IS ALL THE A THOUSAND FOR THIS AGENDA ITEM.
AND THEN WOULD IT BE APPROPRIATE? I'LL ASK OUR COUNCIL SINCE IT'S AGENDIZED AT A THOUSAND, WOULD IT BE PROPER TO AMEND THAT? OKAY, NO PROBLEM.
ARE THESE ALL FULL-TIME AND THEY'RE WORKING AN HOURLY WAGE, BASICALLY 37 AND A HALF THOUSAND DOLLARS A YEAR.
ARE THEY EXEMPT OR NON-EXEMPT? THEY CAN GET SO, UH, SO JUST SORT OF CLARITY SAKE, UH, THERE WAS A QUESTION ABOUT HOW TO CLAW IT BACK.
I MEAN, UH, IT WAS, WE CAN WORK WITH HR AND LEGAL TO CRAFT THAT AGREEMENTS THAT THEY HAVE TO EXECUTE THE AGREEMENT WITH US BEFORE THEY'RE GIVEN THE CHANCE.
IF I MAY MEMBERS, WE, UH, ALREADY HAVE A GENERAL STATEMENT THAT THEY SIGN THAT SAYS ANY AMOUNTS THAT THEY OWE TO US WILL BE PAID BACK FROM THEIR LAST PAYCHECK.
UH, AND SO WE CAN DO, WE CAN RELY ON THAT, BUT WE COULD ALSO REITERATE THAT IN THIS AGREEMENT.
WELL, I THINK IF WE PUT THE PERFORMANCE BONUS OR RETENTION BONUS AS A THOUSAND DOLLARS NOW, AND AT THE END OF THE YEAR, WE CAN DO THAT.
ARE YOU SAYING AN ADDITIONAL 1500 OR 2,500? I WOULD SAY JUST NOT 1500, RIGHT.
AND ADDITIONAL 1500 TASKS A COMPLETION OF ONE MORE YEAR, THEN YOU DON'T HAVE TO CLOT THAT.
YEAH, I THINK THAT'S SOME GOOD BECAUSE WE'RE TELLING AN EMPLOYEE, I MEAN, THERE MAY BE SOME THAT, THAT A THOUSAND
[01:05:01]
DOLLARS FOR 2,500 IS ENOUGH TO WALK OUT THE DOOR MAYBE, BUT I JUST DON'T BELIEVE WE'RE GOING TO HAVE A MASS WALKOUT WHENEVER YOU GIVE SOMEBODY THAT.SO, SO I THINK THAT DOING THIS AND SHOWING THE EMPLOYERS THAT WE'RE, WE'RE THERE WITH THEM THE BEST, UH, HAVING A CALL BACK JUST FOR CLARITY SAKE WITH THE MOTION WOULD BE, WILL BE A THOUSAND DOLLARS PERFORMANCE BONUS AND AN ADDITIONAL 1,501 YEAR FOR ONE ADDITIONAL YEAR OF SERVICE.
AND JUST TO CLARIFY, IT'S NOT A PERFORMANCE BONUS, BUT A RETENTION.
I'M SORRY, I'M SAYING RETENTION.
SO IS THAT CLEAR AS MUD, EVERYBODY? SORRY.
IS THERE ANY OTHER ORGANIZATION, THIS ONE, ANYBODY ELSE LOOK AT THAT AS OTHER? I, I, I THINK IT'S CERTAINLY, UM, WILL REVERBERATE, BUT THIS IS THE AREA WHERE WE STRUGGLE THE MOST, UH, THE REST OF THEM.
UH, WE CERTAINLY HAVE THE TURNOVER.
WE CERTAINLY HAVE THE CHALLENGES THAT EVERYBODY HAS, BUT THIS IS THE UNIT THAT WE'RE REALLY STRUGGLING WITH.
AND IT HAS THE MOST PRESCRIPTIVE REQUIREMENTS BECAUSE WE'VE DONE AN AGENCY WIDE EVALUATION OF OUR JOB DESCRIPTIONS AND REQUIREMENTS TO SEE WHERE WE DO HAVE FLEXIBILITY TO DECREASE THOSE REQUIREMENTS.
AND SO WE'VE BEEN DOING THAT FOR THE PAST FEW MONTHS, UH, AND THAT HAS HELPED, BUT THE IDD IS SO PRESCRIPTIVE, UM, BOTH IN WHO WE CAN HIRE AND WHAT THEY HAVE TO DO AND HOW THEY DO IT, UH, THAT THIS IS WHERE WE NEED IT THE MOST.
AND THEY DO HAVE, UH, THE SIGNIFICANT AVAILABLE FUNDS.
AND IN SOME OF THE OTHER AREAS, WE'VE BEEN ABLE TO INCREASE THEIR SALARIES.
LIKE WITH OUR BUS DRIVERS, WE HAVE, WE HAVE THE ABILITY TO BUMP THEIR SALARIES UP A FEW MONTHS AGO A LITTLE BIT.
SO THAT HELPS BECAUSE AS YOU ALL KNOW, AS OIL GOES UP AND THE ECO FRUIT'S BETTER, IT'S REALLY HARD TO GET BUS DRIVERS.
MAY I ASK A QUICK QUESTION JUST FOR GUIDANCE ON THE THOUSAND DOLLAR RETENTION BONUS, IS THERE ANY INTENT TO CALL THAT BACK IF THEY LEAVE WITHIN A YEAR OR THEY JUST GET A THOUSAND AND THEN 1500 IS STILL HEARING? I THINK THE ATTENDANCE ACKNOWLEDGEMENT WE'VE BEEN UNDER.
ANYBODY ELSE? SO COMMISSIONER CALVERT DID G WAS OUT OF MOTION ON YOUR DESSERT.
SAYING ON A SECOND BY MS. LEWIS, ANY MORE DISCUSSION.
SO IF THEY COULD LEAVE AFTER THAT, THEY RECEIVE THE 1500, UM, AND WHAT KIND OF A RACE WOULD THEY BE POTENTIALLY GET IN? NEXT TIME I MADE THIS, IT LOOKS LIKE MONEY FROM HERE AND ALSO THE JOB.
WELL, THE IS VERY DIFFICULT FOR THE JOBS, THE JOB.
I MEAN, WE HAVE ABSOLUTELY NO FLEXIBILITY WITH THAT.
ANY ANYONE THAT WORKS IN THIS FIELD IS UNDER SIGNIFICANT STRESS.
I MEAN, THE JOB IS A JOB, BUT THE MONEY WE HAVE HAD SOME OTHER AGENCIES IN THE STATE THAT HAVE IN THE REACH IN THIS CITY THAT HAVE COME ON BOARD AND PAYING VERY, UM, $10,000 A YEAR, MORE, UH, AND REALLY RATING STAFF THE PAST COUPLE OF MONTHS.
SO IS IT POSSIBLE TO RAISE THEIR PAY THE $2,500? NO, MA'AM OTHERWISE WE COULD HAVE DONE IT.
ARE THERE, WE HAVE NOT HAD AN INCREASE IN THAT CONTRACT IN 10 YEARS, SO THERE'S ABSOLUTELY NO FLEXIBILITY THERE TO DO A SUSTAINED SALARY INCREASE, BUT HOPEFULLY EVERYTHING WILL STABILIZE A LITTLE BIT BECAUSE I'M GOING TO SAY BUYS US A YEAR.
AND HOPEFULLY THINGS WILL STABILIZE A LITTLE BIT, HOPEFULLY WHERE THE RATING IS COMING, WILL CALM DOWN A LITTLE BIT, AND THAT WILL HELP.
NOW ALL YOUR FRIENDS HAVE ONE PARTNER THAT HAS MADE LIFE VERY DIFFICULT.
SO, OR DON'T WE HAVE ANOTHER MOTION ALREADY ON THE FLOOR EARLIER, EMOTIONAL.
WE HAD A MOTION AND THEN WE HAD AN AMENDMENT TO THAT MOTION.
HEY, HOW CAN WE HAVE AN AGENDA ITEM FOR A THOUSAND DOLLARS? I THINK WE CHANGED IT TO $2,500.
IT'S BECAUSE OF THE CAPTION SAYS, CONSIDER AND ACT ON THE RECOMMENDATION SO WE CAN CONSIDER IT.
WE CAN SAY YES, WE CAN SAY NO, BUT GO AHEAD.
WELL, I WAS JUST GOING TO SAY THAT'S, I MEAN, THAT'S A GOOD WAY OF SAYING IT.
IT GIVES FAIR NOTICE TO THE PUBLIC OF THE ISSUE UNDER CONSIDERATION.
SO YOU'RE NOT BOUND BY THAT SPECIFIC DOLLAR AMOUNT.
YOU CAN, YOU CAN GIVE THEM FAIR NOTICE OF WHAT IS BEING CONSIDERED.
[01:10:01]
PUT IT ON THERE FOR THE ADDITIONAL 1500 MINUTES.THAT'S IT EASY, JUST A LINE ON THEM.
SO WE REALLY KNOW WHAT WE'RE BUILDING ON.
I'M FINE WITH AMENDING THE MOMENT, THE MOTION, IF IT MAKES EVERYONE MORE COMFORTABLE, THAT'S FINE.
PART OF THAT PROBLEM THOUGH, IS IT, YOU LOSE THE MOTIVATION OF KEEPING THEM A YEAR AT THIS POINT IN TIME.
IF YOU WAIT, WE WAIT UNTIL NEXT MONTH, 1500 IS GOING TO BE AFTER THEY'RE HERE FOR A YEAR, RIGHT? IT'S NOT RIGHT, BUT WE GIVE THEM A THOUSAND NOW WITH TELLING THEM YOU HAVE 1500 COMING IN A YEAR FROM NOW.
IF YOU SAY, IF WE DON'T DO THAT NOW, YOU DON'T HAVE THE OPTION OF TELLING THEM HERE'S YOUR THOUSAND WITH NO STRINGS ATTACHED, BUT THERE'S MORE COMING A YEAR FROM NOW.
BUT YOU CAN LOOK AT THAT ANYWAY, UH, RESPECTFULLY YOU COULD, YOU COULD LOOK AT IT ALSO THAT, THAT NEGATIVE THOUSAND THEY'RE GOING TO BE HAPPY AT THAT POINT.
AND THEN NEXT, YOU KNOW, FOUR WEEKS FROM NOW, WE'RE GOING TO COME BACK AND WE'RE GOING TO, WE'RE GOING TO HAVE ANOTHER ITEM TO, TO, UH, TO THROW OUT THAT POTENTIALLY COULD GIVE HIM 1500 AT THE, YOU KNOW, THIS TIME NEXT YEAR.
HOW FAST ARE YOU LOSING PEOPLE? IS IT HAPPENING? WEEKLY.
SO A MONTH IF I SUGGEST WE KEEP IT THE WAY WE HAVE THE AMENDED MOTION.
THERE'S REALLY NO REASON NOT TO SAY.
I THINK WE CAN MOVE FORWARD ON THE AMENDED MOTION WHO CONSIDER AN ACT, WHICH WAS AGAIN, A THOUSAND DOLLARS DOLLARS WE STAY WITH YES.
SO ALL OPPOSED, UH, LUPO IS DOING IT THIS WAY.
I'M NOT OPPOSED TO THE 25 BUCKS.
HEAD CAN JUDGE EVANS AND JUDGE JACKSON.
[16. Consider and act upon the recommendation to adopt and implement revisions to AACOG's Customer Rights Policy. - Jacob Ulczynski]
IS STILL JACOB.CONSIDER KNACK RECOMMEND, NOT ADOPT, IMPLEMENT THE RECOMMENDATION TO ADOPT AND IMPLEMENT, REVISIT TO EXOTICS CUSTOMER RIGHTS POLICY.
RIGHT? AND SO THERE'S A, SHOULDN'T BE A BIG AMENDMENT TO THE CUSTOMER RIGHTS POLICY IN ORDER TO HELP INCORPORATE SOME SORT OF OFFICIAL REQUIREMENTS OF THE TEXAS DEPARTMENT OF HOUSING.
UM, SO THESE CHANGES THAT ARE PRIMARILY LOCATED ON H SIX POLICY GIVES THE INDIVIDUAL THE OPPORTUNITY TO, UM, IF THAT INDIVIDUALS COMPLAINTS REGARDING THEIR SERVICES AND THEN TWO, IT GIVES THEM THAT OPPORTUNITY TO APPEAL THE RESULT OF THAT OR THEIR EXECUTIVE DIRECTOR.
AND AGAIN, THIS, JUST FOR INSTANCE, MORE CLOSELY INTO COMPLIANCE OR INTO, UH, THAT'S FROM THE STATE AGENCY.
SHEWHART SECOND, SECOND BUTTON, JUDGE IT.
MA'AM, I'M READING THIS VERY QUICKLY BACK ON PAGE SIX, IF THERE'S APPEAL, IT GOES TO DETERMINATION.
SHOULD IT SAY, UM, MAKE THE FINAL DETERMINATION, HAVE THAT STATEMENT AND THEN WHERE WE DON'T FEEL IT'S NECESSARY THAT WE DO DETERMINATION
[01:15:01]
THE EXECUTIVE DIRECTOR, BUT THAT'S FINE.DID I GET A MOTION ON YOU? DID UH, ANY MORE DISCUSSION COMMENTS, ALL IN FAVOR OPPOSED MOTION CARRIES.
[17. Consider and act upon the recommendation to authorize the Executive Director to execute a Memorandum of Understanding (MOU) with Texas Workforce Commission, Workforce Solutions Alamo, and Toyotetsu Texas for the continuation of the IDD Apprenticeship program. - Jacob Ulczynski]
CONSIDER AND ACT UPON THE RECOMMENDATION OFFER AS EXECUTIVE DIRECTOR TO EXECUTE A MEMORANDUM, UNDERSTANDING WHAT TEXAS WORKFORCE COMMISSION WORKFORCE SOLUTIONS, ALAMOUH, SO WE ARE SEEKING TO CONTINUE OUR, UH, VERY SUCCESSFUL.
I DIDN'T EVEN MEASURE A PROGRAM THAT YOU EARNED SCRAP AND PROVIDE UPDATE ON EARLIER.
UM, AND WE'VE BEEN VERY LUCKY IN WORKING WITH, UM, WORKFORCE SOLUTIONS.
AND, UH, YOU MENTIONED, UH, TWO, I GOT TO SEE THAT THEY ARE LOOKING TO PARTNER WITH US AND BE ABLE TO CREATE A MANUFACTURING FROM, FOR OUR APPRENTICES.
UM, UH, THERE'S EVEN A POTENTIAL FOR US IN THE FUTURE TO BE CONNECTED WITH A LARGER COLLABORATIVE CHAIRS, UH, AND WE'RE TO CREATE OPPORTUNITIES FOR BIRD BIRD FOR THE SHOW, UM, OPTIONS, UH, ARE FUNDED THROUGH HEALTH AND HUMAN SERVICES INITIATIVE OR EXISTING APPRENTICESHIP WILL BE COMING TO THE END OF THIS YEAR.
UM, AND THROUGH THIS MOU, UM, WE CAN BE ON THE PROGRAM, UH, THROUGH A COMBINATION OF, UH, SOURCES ALL THROUGH WORKFORCE SOLUTIONS OUT OF THE TEXAS WORKFORCE COMMISSION.
AND THE ANSWER IS, I JUST WANT TO COMMEND A TOILET.
I WANT TO SAY IT RIGHT, TOILET TATTOO, OR HOWEVER YOU SAY IT JUST WANT TO COME INTO THE COMPANY.
THEY REALLY DONE A LOT OF GROUNDBREAKING WORK ON, UH, EXPANDING THE OPPORTUNITIES FOR COMMUNITIES THAT MAY NOT NORMALLY RECEIVE, UH, EMPLOYMENT.
AND, UH, ONE OF THEM IS THOSE WHO ARE JUSTICE INVOLVED IN MAY HAVE CRIMINAL RECORD DATA.
UH, AND A LOT OF SUCCESS ASSESSMENT OUT OF THEIR PRODUCTIVITY WAS ACTUALLY GREATER WITH THOSE EMPLOYEES AND THEIR RETENTION WAS GREATER WITH THOSE EMPLOYEES.
UM, AND THIS IVD PARTNERSHIP APPRENTICESHIP IS A REALLY, UH, I THINK QUITE A GROUNDBREAKING THING HERE IN SAN ANTONIO.
SO I JUST WANT TO COMMEND THAT PARTNERSHIP, THAT COMPANY AND WISH EVERYBODY WELL, I'LL MOVE THAT THERE WAS APPROVAL.
OH, NO MOTION BY COMMISSIONER CALVERT.
SECOND BY MAYOR DENNIS AND MORE DISCUSSION HEARING NONE ALL IN FAVOR, ANY OPPOSED MOTION CARRIES.
[18. Consider and act upon the recommendation to adopt a Resolution to recognize May as Older Americans Month in the AACOG Region -- Jo Ann Tobias-Molina]
AN ACT UPON RECOMMENDATION TO ADOPT A RESOLUTION TO RECOGNIZE MAY AS OLDER AMERICANS MONTH IN A COVERAGE OF JOANNE.GOOD MORNING, MR. CHAIR, AND SUPPORT TWICE YOUR AGING PROGRAMS DIRECTOR.
AND BEFORE YOU TODAY, YOUR ACCURACY COPY OF THE PROPOSED RESOLUTION TO DESIGNATE THE MONTH OF MAY AS ULTRA AMERICANS MONTH IN AYCOCK REGION.
OLDER AMERICANS IS OUR OPPORTUNITY TO HIGHLIGHT THE MANY CONTRIBUTIONS THAT
AND I AM AVAILABLE FOR ANY QUESTIONS YOU MAY HAVE.
I'M CERTAINLY NOT ONE OF THOSE THAT ARE OLDER, BUT I'M JUST WONDERING IF THOSE OF US GET A DISCOUNT ANYWHERE FROM MINUS 20%.
BUT THE MOTION WAS TO RECOGNIZE MY EMOTIONS.
THAT'S MY SECOND, WE'VE GOT EMOTIONAL SEX AND ANY MORE DISCUSSION
WHAT'S IN IT FOR US, WITH THEM.
WHAT'S IN IT FOR ME, UH, ALL IN FAVOR, ANY OPPOSED MOTION CARRIES JOANNE, UH, CONSIDER AN ACT
[19. Consider and act upon the recommendation to ratify the development of a method of distribution (MOD) for the Texas Community Development Block Grant Mitigation (CDBG-MIT) Regional Mitigation Program; submission of a draft MOD to the Texas General Land Office (GLO) for preliminary approval; approve the waiver request option to add 2015 and 2016 Floods CDBG-MIT eligible counties to the MOD; approve the waiver request option to lower the minimum funding limits for projects; and authorization to proceed with the MOD development, adoption and final approval. - Miguel Segura]
UPON RECOMMENDATION TO RATIFY THE DEVELOPMENT OF A METHOD OF DISTRIBUTION FOR THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT GRANT MITIGATION, REGIONAL MITIGATION PROGRAM.THE MISSION OF A DRAFT MOD TO TEXAS GENERAL LAND OFFICE FOR PRELIMINARY APPROVAL APPROVED THE WAIVER REQUEST OPTION TO ADD 2015 AND 16 FLOODS, C DBG DASH M I T ELIGIBLE COUNTIES TO THE MOD APPROVE A WAIVER REQUEST OPTION TO LOWER THE MINIMUM FUNDING LIMITS FOR PROJECTS AND AUTHORIZATION TO PROCEED WITH AMMO DE DEVELOPMENT ADOPTION AND FINAL APPROVAL.
[01:20:01]
BUT I'D LIKE FOR YOU TO READ THAT, WOULD YOU READ THE CAPTION AGAIN, PLEASE? I APOLOGIZE FOR THAT SIZE AS CLEAR AS POSSIBLE, BUT IT WASN'T OVER A DISTRIBUTION PROGRAM BG, BUT IT TALKED ABOUT THE MEN, THE DISTRIBUTION AND THE NEXT STEPS.SO IF YOU DO NUMBER 8, 20 18, FOR THOSE OF YOU THAT WERE ON THE BOARD, WE DID HAVE THEM FOR HURRICANE HARVEY APPLICATION UPON TOURS, DANGEROUS AND DISASTER RECOVERY.
AND, UH, THIS PROGRAM IS SIMILAR, BUT THIS IS WORK MITIGATION.
AND WHAT WE'RE TRYING TO DO WITH THESE ALLEGATION PODS IS TO ENSURE THAT THOSE COMMUNITIES THAT WERE IMPACTED BY HURRICANE HARVEY AND GET INTO A COUPLE MORE COMMUNITIES HERE SHORTLY, WE ARE ABLE TO ASSIST WITH THOSE VIEWS AND THOSE INVESTMENTS TO ENSURE THAT THE COMMUNITIES AND THE RESIDENTS ARE PROTECTED FROM ANY FUTURE NATURAL DISASTERS.
SO THAT'S A LITTLE BIT OF BACKGROUND THIS SCREENSHOT, OR THIS SLIDE HERE TELLS YOU HOW WE ENDED UP WHERE WE ARE.
HOUSING DEVELOPMENT IS A PROVEN AMENDMENTS TO APC ALLOCATION LITIGATION RESPONSE.
UM, PARTICULARLY FOR THOSE
WE SAW IT DECREASE ALLEGATION FROM FOLLOWING MILLIONS AND THE GENERAL LAND OFFICE IS THE OFFICE DURING THIS PROGRAM.
NOW IN TALKS WITH THE GLO, WE DID FIND OUT THAT THERE IS AN OPPORTUNITY TO INCLUDE BRINGING IN PURPOSE OF MITIGATION RESPONSE, MITIGATION PROJECTS, COMMUNITIES THAT WERE IMPACTED BY THE 2015 FLOODS IN 2016.
PLUS, I'LL TALK ABOUT THAT HERE SHORTLY.
UH, WHAT WE'RE DOING HERE AT THE LOCAL LEVEL, WE CAN DECIDE TO SUBMIT A WAIVER TO INCLUDE THIS 20 15, 20 16, THE COUNTY IN WHICH YOU CAN SEE ON THIS SLIDE HERE.
AND 200, THE REASONS FOR THAT, UH, YOU'LL HEAR ME TALK ABOUT HOW THE SLOW, MODERATE INCOME AVERAGES ARE GENERATED WITHIN THE POPULATIONS.
AND THAT'S A BIG FACTOR IS A REQUIREMENT THAT BOTH HUD AND GLO THAT WE ARE IN LMI AREAS.
AND ANOTHER PIECE OF THIS DATA, BECAUSE YOU WILL NEVER BE REFERRED TO THE 2018 AS A DISTRIBUTION.
THOSE ARE THE COUNTIES THAT WERE IMPACTED BY HARVEY.
WE JUST KNOCKED DOWN JLL THAT THERE WAS FLAT ON THE TABLE, VERY SIMILAR PROCESS IN THE NEXT FEW MONTHS, BASED OFF OF THAT, BASED OFF THE DATA THAT WAS PROVIDED TO US PLO AND THAT HUNT MY AVERAGES, UH, WE DECIDED TO INCLUDE THESE COUNTIES AND, AND I'LL GIVE YOU A BREAKDOWN HERE SHORTLY.
WE DID SOME BASE PARTICIPATION PLAN, WHICH IS JUST A BREAKDOWN TO ENSURE THAT ALL THOSE COMMUNITIES, ALL THE RESIDENTS TO SAY OFF PROGRAM THAT TO CONTRIBUTE PUBLIC COMMENTS, TO THE METHOD OF DISTRIBUTION FOR THIS, I DID WANT TO JUST INCLUDE THIS.
WE DID HAVE A TENTATIVE, UH, PUBLIC HEARING ONCE THE
SO ALL STAKEHOLDERS HAVE ANOTHER OPPORTUNITY OF WHAT THE NUMBERS, WHAT THOSE ALLEGATIONS LOOK LIKE AND PROVIDED BUBBLY, BUT BASED OFF OF WHAT THEIR NEEDS MAY BE.
AND THAT'S GOING TO BE REALLY IMPORTANT.
UH, WHAT WE'RE HEARING FROM JLL IS THIS PROCESSES STAYS A LITTLE BIT LONGER SCORE.
IT'S DISSIPATING TO HEAR ABOUT FOUR TO SIX WEEKS.
WE'LL BE SURE TO COMMUNICATE THAT EVERYBODY AS OUR MINDS, WE POSSIBLY CAN SEE YOU.
AND, UM, YOU'RE, YOU DIDN'T SEE A LITTLE BIT OF THE BREAK.
THIS IS BRINGING US A LITTLE BIT TREES, RIGHT? SO, UH, WE HAVE $29.8 MILLION OR 90 COUNTIES, 35, 37 CITIES THAT ARE INCLUDED IN THE 20 15, 20 16 AND 13 HARVEY IMPACTED COMMUNITIES.
NOW I SAY IT SHOULDN'T BE AS OF OVER 50% OF THIS 29.8 NEEDS TO BE INVESTED IN COMMUNITIES, NEVER ASKED FOR 50% OF MODERATE INCOME AREAS.
AND WE LOOKED AT THE COUNTIES AND ONLY ONE COUNTY IS OVER THE 50% LMI ENGINE.
THEY WERE 50.2, 5% OF THE FUNDS THROUGH THE COUNTY.
SO WE HAVE TO GO DOWN TO THE CITY LEVEL.
CAN I INTERRUPT FOR ONE THING? I JUST WANT TO EMPHASIZE TO OUR THREE HARVEY IMPACTED COUNTIES, THAT WHEN YOU LOOK AT COMAL AND YOU LOOK AT GUADALUPE AND YOU LOOK AT KARNS AND YOU HAVE THE CHALLENGE, UH, 50% OR ABOVE HAS TO BE AT THAT LMI.
IT'S, IT'S, IT'S A HUGE CHALLENGE.
AND IN ORDER TO, AND I WILL SAY, I'M EXTREMELY PROUD OF WHAT MIGUEL AND CLAUDIA CAME UP WITH BECAUSE IT IS
[01:25:01]
COMPLICATED, BUT IT REALLY WILL ALLOW US TO SPEND ALL THOSE DOLLARS.IT BRINGS THE DOLLARS TO ADDITIONAL COMMUNITIES AND COUNTIES AND WILL MAKE IT POSSIBLE.
AND I TRULY THINK THE WORD IS POSSIBLE FOR THE COUNTIES TO SPEND THE MONEY AND INVEST IT BECAUSE OF THAT REQUIREMENT ABOUT THE 50% LMR. BECAUSE WHEN WE STARTED LOOKING WHERE OUR REGION, THAT'S EXTRAORDINARILY BLESSED, BLESSED WITH HAVING DYNAMIC ECONOMIES AND REALLY THRIVING INDUSTRIES.
AND WHEN WE, THEY FIRST LOOKED AT THE LIST, WE DIDN'T KNOW WHAT WE WERE GOING TO DO.
UH, SO I HAVE TO COMPLIMENT THEM AND REALLY EXPLAIN TO THOSE THREE COUNTIES THAT WE EXPANDED IT BECAUSE AT LEAST GAVE US AN OPPORTUNITY TO TRULY INVEST AND SPEND THOSE DOLLARS.
I JUST WANTED TO PUT A LITTLE MORE COLOR AND ONLY THEN DO I TAKE HIM OFF MY CHRISTMAS LIST? I THINK YOU'D BETTER SEND THEM EXTRA KIT CHRISTMAS, YOU KNOW, YOU'RE OFF OUR LIST.
I MEAN, WHAT IT, MEDINA CURVES IN MACMILLAN, NOT TO NATE, YOU DIDN'T HAVE A FLOOD IN 15 OR 16.
THESE FUNDS ARE PRIMARILY IN MY, UH, COMPLETELY, YOU KNOW, FIRST LOOK AT ANALYSIS, WHICH IS A VERY SUPERFICIAL KNOWLEDGE, UH, SHOULD BE USED FOR FLOOD MITIGATION, CORRECT DRAINAGE OUT OF THE CDBG PORTION OF PROPERTIES IN FLOOD PLAIN THAT WERE IMPACTED BY THE HARVEY OR OTHER MAJOR FLOODING.
WELL, WE HAVE AN EXCUSE TO GET THE GEARS TURNING WELL.
I MEAN, LOOK, I, I, UH, YOU KNOW, I'M VERY RESPECTFUL, OF COURSE, OF ALL OF THE LOCAL KNOWLEDGE OF THESE, THESE LOCAL COMMUNITY SPIRIT COUNTY HAS DONE A LOT TO DEAL WITH WHAT CONTROL, UH, PROJECTS AND THESE KINDS OF THINGS.
SO ARE YOU SAYING YOU'VE IDENTIFIED THESE, UH, CAUSE I MEAN, OSTENSIBLY, THESE LOWER INCOME COMMUNITIES THAT IS HISTORICALLY WORSE, SO IT SHOULD BE EASIER TO IDENTIFY PROJECTS WHERE THEIR DRAINAGE IS BAD BECAUSE THEY'VE BEEN NEGLECTED FOR SO LONG.
SO ARE WE HAVING PROBLEMS FINDING, WELL, NO, I WILL SAY PROBLEM.
I THINK THE PROBLEM THAT WE'RE TRYING TO RESOLVE IS TO ENSURE THAT WE FIND THOSE COMMUNITIES, THAT WE HAVE OPPOSITION WITHIN COMMUNITIES TO ENSURE THAT THEY DO HAVE PRODUCTS IN PLACE.
AND YOU COME OUT TO ALLOCATED TO THOSE COMMUNITIES TO SUBMISSION TO THE, IN THOSE PROJECTS.
AND AGAIN, THIS IS TO NINE COUNTIES OF OUR THERAPY COUNTY SERVICE AREA.
AND THESE ARE STRICTLY FOR THE 15, 16 HURRICANE HARVEY AFFECTED COMMUNITIES.
BUT I'M JUST GOING TO SAY THAT, I'M SORRY FOR INTERRUPTING YOU BECAUSE I WILL FLOW MUCH BETTER.
HAD I NOT INTERRUPTED YOU WITH THAT ADDITIONAL INFORMATION? YEAH.
WE HAVE IDENTIFIED AS PART OF MY ASS TODAY TO TAKE A LOOK IN THOSE COMMUNITIES, TO TAKE A LOOK AT THE TYPES OF PROJECTS AND WORK WITH YOUR CLOTHES.
SO THAT WOULD BE AN OVERARCHING MESSAGE, BUT I WANTED TO BREAK THIS DOWN AS, AS CLEARLY AS I COULD, BECAUSE IT WAS A LITTLE BIT TRICKY, BUT I WANTED TO TALK ABOUT 50% OF THE DOLLARS IN ELMONT COMMUNITY COULDN'T DO AT THE COUNTY LEVEL BECAUSE THE COUNTIES THEMSELVES AND CAN QUALIFY.
SO WE HAD TO BRING IT DOWN TO THE SAME LEVEL.
WELL, IF WE LOOK AT THIS 3,537 CITIES WITHIN THOSE
NOW, WHERE ARE YOU FINDING YOUR COUNTY THAT YOU HAVE AN OPPORTUNITY TO DO SO HERE, WE'LL TALK ABOUT THE DIFFERENCE, THE LAST SCHOOL THAT I WANTED TO GET BACK THE DISTRIBUTION OF THE ALLEGATION, ONE OFFICE WITH THE OTHER ONE, THE SOCIAL ORDER ABILITY BRIEFLY, I THINK WE WERE VERY PLEASED WITH HOW THAT IS EQUITABLE DISTRIBUTION.
AGAIN, THE CITIES, I SHOULD SAY, GROUP A IS THE 10 CITIES THAT ARE AT EQUAL AMOUNT.
DISTRIBUTION IS AN ASTRONAUT NUMBER.
SO WE DIVIDE IT FOR 2.9 MILLION BUCKS 10 FOR EACH ONE OF THOSE CITIES WILL BE ALLOCATED
[01:30:01]
FOR $9 MILLION AND GROOVY, OR LEE IS GOING TO BE THE COUNTIES.AND THIS IS WHERE THOSE THREE FACTORS ARE AGAIN, UH, PUT INTO A FORMULA EASILY AMOUNT OF DISTRIBUTIONS RANGING FROM ANYWHERE FROM 3 MILLION TO JUST SHY OF 1 MILLION AND THEIR ECONOMY YOU CAN SEE IS ALLOCATED 970,000.
AND AGAIN, THIS IS BASED ON THE POPULATION RESIDENTS WITH LOW WATER, UH, INCOMING, UH, OUTAGES AND YOUR SOCIETY, VULNERABILITY INDEX.
SO YOU TAKE A LOOK AT THESE, THIS IS A LIST THAT I'M GOING TO GO THROUGH ALL OF THESE, BUT I WANTED TO GO WITH THOSE.
SO YOU HAD, YOU CAN GO BACK AND START WORKING WITH YOUR FOLKS ON THE TYPES OF PROJECTS THAT MAY BE AVAILABLE, THAT YOU CAN USE ALSO THE INELIGIBLE ACTIVITIES TO BE WHAT'S INTO THE MEANTIME.
YOU CAN DEFINITELY GET WITH US TO JUST HAVE THOSE CONVERSATIONS, TO SEE IF THAT'S SOMETHING THAT WOULD WORK OR WOULD THE MOST IMPORTANT THING ABOUT THIS IS THAT WE WANT TO MAKE SURE THAT YOU DO HAVE CAPACITY IN YOUR AREA THAT IS BEING ALLOCATED $1.5 MILLION TO US IN THAT PUBLIC HEARING STUDY.
SO WE COULD THEN FIGURE OUT WHERE WE CAN THE LAST ONE, $3 MILLION.
AND THEY HAD AN ADVISOR THAT THEY'RE GOING TO BE PUTTING TO BE BACK IN THE SAME BOAT THAT WE ARE NOW TWO YEARS LATER.
SO IT'S EXTREMELY IMPORTANT THAT EVERYBODY AT LEAST HAVE THOSE DISCUSSIONS WITH YOUR STAKEHOLDERS, WITH YOUR STAFF AND LET THEM KNOW TO START THINKING ABOUT THESE TYPES OF PROJECTS SO THEY CAN COME OUT AND JOIN US FOR THAT PUBLIC HEARINGS.
SO THEY HAD SOME OF THOSE IDEAS, MITIGATION PLANS WHO HAVE A GROUP OF PLANS.
SO NEXT STEPS, IMMEDIATE NEXT STEPS.
I WOULD SAY REQUESTING INFORMATION FOR A COUPLE DIFFERENT THINGS, A WAIVER TO INCLUDE COUNTIES THAT WERE IMPACTED BY THE 2015 AND 2016.
YOU CAN SEE THERE IF YOU RECALL THEM.
AND THEY WERE JUST SHY OF A MILLION DOLLAR ALLOCATION, BUT WE WANT TO MAKE SURE THAT WE ARE REQUESTING A LOWER THAN MANAGEMENT PROJECT, WHICH IS CURRENTLY AT A MILLION DOLLARS, ANNOUNCED AT 900,000.
SO WE DO MAKE SURE THAT, THAT THERE NOW HE IS INCLUDED ON THERE, OBVIOUSLY THE DEVELOPMENT OF THE SUBMISSION FOR CONDITIONAL APPROVAL.
WE HAVE AN OPPORTUNITY BASED OFF OF THESE PICTURES OF COMBAT STATE, OUR STATE, THE ALLEGATION AMOUNTS THAT WE'RE EXPECTING TO SEE AND MAKE THOSE ADJUSTMENTS BEFORE WE HAVE A FINAL MLG TO PRESENT TO THE STATE.
OBVIOUSLY WE'RE GOING TO BRING THAT TO YOU BEFORE WE DO THAT.
AND WITH THAT SITE, LET ME, IF I COULD, I WANTED TO GIVE SOME MAYBE STRUCTURED THOUGHT TO HOW TO DELIVER THIS PROGRAM.
YOU KNOW, IF WE WERE DOING IT AT BEAR COUNTY OR PUBLIC WORKS DEPARTMENT, THEY'RE PRETTY SOPHISTICATED AND THEY KEEP KIND OF TABS OF WHAT ARE SOME OF THE PROJECTS WHERE THEY HAVE THESE FLOOD ISSUES.
BUT WE ALSO HAVE ENGINEERS THAT WE WOULD POTENTIALLY CONTRACT OUT TO HELP US, UH, WITH THE DEVELOPMENT OF THE PROJECT.
SO MY SUGGESTION IS BASICALLY THAT FOR A LOT OF THE SMALLER COMMUNITIES, MY UNDERSTANDING IS THEY MAY NOT HAVE AS ROBUST OF A PUBLIC WORKS DEPARTMENT, BUT A LOT OF ENGINEERS WOULDN'T BE CONTRACTED TO DO SOME ASSESSMENTS IN THESE FLOODPLAIN AREAS UPFRONT DEVELOP THE DRAINAGE PROGRAM, THE STREET OR WHATEVER IT IS, THE HOMES THAT NEED TO BE REMOVED BECAUSE THEY'RE IN THE FLOOD PLAIN AND THINGS LIKE THAT.
SO YOU MAY CONSIDER RATHER THAN JUST KIND OF THIS EQUAL THING AND EFFICIENCY OF GETTING ENGINEERS, THAT TO BE ON A CONTRACT TO ASSESS THIS FOR YOUR SMALLER COMMUNITIES.
AND SO IT'S JUST, THIS IS THE DELIVERY.
UM, I KNOW, YOU KNOW WHAT, YOU'RE TRYING TO WORK THIS OUT WITH THAT.
I WOULD JUST SAY THAT THOSE SMALLER COMMUNITIES, THAT'S HOW THEY OPERATE.
SO THEY, MANY OF THEM HAVE STANDING CONTRACTS.
THEY HAVE THOSE RELATIONSHIPS.
CAUSE THAT'S EXACTLY, YOU'RE SO CORRECT.
THAT'S EXACTLY HOW THEY FUNCTION AT THIS TIME AND THAT THEY KNOW WHAT THEIR NEEDS ARE THERE.
AND I THINK TO YOUR POINT, WHICH WANTS TO ABILITY AS A AUGUST TO GET THIS OVER TO YOU, TO YOUR BOATS, I WAS ACTUALLY DONE YESTERDAY AND HAVING A CONVERSATION WITH KAREN THOUGHT ABOUT HER BLOOD IN HER BLOOD, FINDING SOME OF THE PROJECTS, THAT'S EXACTLY THE TYPE OF CONVERSATIONS.
YOU DON'T NEED TO IDENTIFY THE PROJECTS RIGHT NOW, BUT IF YOU KNOW THAT YOU'RE GOING TO NEED THOSE DOLLARS, THAT'S ALL YOU NEED TO KNOW.
AND YOU'RE GOING TO TAKE ADVANTAGE OF THESE.
WHEN WILL, WHEN WILL YOU LOOK AT THAT TO MAKE, TO SEE IF, YOU KNOW, IF THERE'S A COMMUNITY OR IF THERE'S A COUNTY THAT DOESN'T HAVE A PROJECT AND IT'S NOT GOING TO HAVE A PROJECT, LIKE I'VE GOT $43 MILLION PROJECT, THAT'S READY TO GO RIGHT NOW THAT GIVE ME THE MONEY AND I CAN USE IT.
I MEAN, IF IT'S ENGINEERED, IT'S READY TO GO.
THAT'S ALL THE CURING WE'RE LOOKING AT HAS TO MATCH
[01:35:02]
TO THE POPULATIONS, ESPECIALLY WITH DEVELOPMENT COMMUNITIES.AND THAT'S A GOOD OPPORTUNITY.
SO EXAMPLE, IF YOU HAVE A COMMUNITY THAT'S ALREADY GAVE THEM $1.4 MILLION DISTRIBUTION BECAUSE YOU MASH THOSE COUNTY DOLLARS AND USE THAT.
THAT'S THE PURPOSE OF THAT NUMBER.
SO WE ALSO WANTED TO GIVE THAT OPPORTUNITY AND ALSO THE COUNTY, THE COUNTY, THE BUS, AGAIN, THE MAIN DIRECTION, ENVISION OF THESE DOLLARS TO INVEST THOSE COMMUNITIES.
SO, UH, THAT WOULD BE AN IDEAL SITUATION.
I PARTNERS WITH THE FOUR MUNICIPALITY AS WELL AS RIVER AUTHORITY, THE OTHER PROJECT.
SO WHAT I'M SAYING IS I'M READY TO GO WITH, UH, OH, IT'S ON CERTAIN PROJECTS DOWNSTREAM.
SO WE ARE HOPING FOR VERY, PLEASE DEFINITELY COMMUNICATE THAT AS IS.
WE WANT TO MAKE SURE THAT WE TAKE, THANKS, MIGUEL, I'LL ENTERTAIN A MOTION.
I'LL MAKE A MOTION SECOND BY JEFF REFLECT THAT MY PREDECESSOR LEFT ME IN A COUNTY SAFE FROM FLOODING WHEN YOU THAT.
SO LET, LET ME, LET ME ASK YOU A SECOND.
DIANE, UM, OTHER CONCH ALONG THE TEXAS COAST, ARE THEY GETTING SIMILAR FUNDING LIKE, UH, ANYONE THAT IS IMPACTED AND RECEIVING IT WILL BE GOING THROUGH THE SAME PROCESS? YES, BECAUSE I WAS TOLD A FEW WEEKS AGO THAT THERE WERE, UM, I MAY NOT HAVE THE NUMBER EXACT, BUT THERE WERE 16 COUNTIES ALONG THE TEXAS COAST THAT WERE IMPACTED THAT TEXAS WINDSTORM, UM, COULD ENSURE.
AND I KNOW THEY HAD A HUGE BACKLOG OF STORMS THAT PEOPLE NEVER GOT PAID, UH, OR THEY WOULD, THEY WAITED THEM OUT AND SHE THOUGHT, I KNOW WHERE THERE'S HOUSES THAT ARE STILL SITTING ON HARVEY HAVE ONE ACROSS THE CANAL FROM HIM, TWO OF THEM.
AND I WILL SAY THAT THE DELAY IS BECAUSE THIS PROGRAM IS ADMINISTERED BY HUD AND HUD TAKES A VERY LONG TIME TO TURN PROJECTS AROUND LIKE KEYBOARD.
ANY OPPOSED? THANK YOU, MIGUEL.
[20. Consider and act upon the recommendations from the Criminal Justice Advisory Committee (CJAC) regarding the Juvenile Justice Delinquency Prevention (JJDP), Truancy Prevention (TP), Justice Assistance Grant (JAG), General Victims Assistance-Direct Services (VOCA), and Violence Against Women Justice and Training Program (VAWA) funding streams for FY 2023. This item will not require an amendment to the 2022 budget. – Marcela Medina]
20.I CONSIDER AN ACT UPON THE RECOMMENDATION FROM THE CRIMINAL JUSTICE ADVISORY COMMITTEE REGARDING THE JUVENILE JUSTICE DELINQUENCY PREVENTION, TRUANCY PREVENTION, JUSTICE ASSISTANCE, GRANT GENERAL VICTIM'S ASSISTANCE, DIRECT SERVICES AND VIOLENCE AGAINST WOMEN, UH, JUSTICE, SOME TRAINING PROGRAM FUNDING STREAMS FOR FY 2023.
THIS ITEM WILL NOT REQUIRE A BUDGET AMENDMENT.
I PUT JOB OFFER, UH, IS THE BOARD LIKE TO HEAR THE PUBLIC VERSUS IN THE INTEREST OF TIME AND THE BACK AND FORTH.
AND THEN AT THE END, I MIGHT BE ABLE TO ANSWER ANY QUESTIONS THAT YOU HAVE ON THE PUBLIC COMMENTS AS WELL.
SO IF YOU COULD ENTERTAIN HAVING BOTH OF THEM DO THEIR THREE MINUTES.
SO WHO ARE OUR GUESTS? YES, WE DO HAVE REAL MISS JENNY LORD FROM CHOSEN CARE EIGHT, ESPECIALLY WITH MASSIVE.
THANK YOU FOR ALLOWING ME TO SPEAK.
THEY WILL REVIEW FOR PURPOSES OF CRIMES, CONTINUATION OF FUNDING.
UH, WE RECEIVED AN UNFAVORABLE REQUEST.
$37,000 HAVE A BREAKFAST THIS YEAR BASED ON THE TIME OF SCHOOL AND HAS ITERATION.
WE WERE REQUIRED TO ATTEND A GRAND WORKSHOP AND WE MISS THE RIVER, TAUGHT YOU TO SATURATE MY DEVELOPMENT DIRECTOR, WHO WAS RESPONSIBLE FOR THE OVERSIGHT AND SUBMISSION OF THE TEST IN A YEAR.
AND I WAS INTERVIEWED AS QUESTION THAT SHE HAD INTENDED TO ATTEND THE GRANT WORKSHOP AND DID NOT, WHICH I DID NOT KNOW UNTIL WE SUBMIT OUR REQUEST.
SO I'M LATE AND RESPECTFULLY REQUESTS AN APPEAL TO THAT DECISION FOR THE RECOMMENDATION FOR OUR FUNDING.
AND I WAS SUPPOSED TO SUPPORT LATE, ALTHOUGH IT WOULD ALSO BE A SIGNIFICANT LOSS TO NONPROFIT AGENCIES SERVING FOSTER CHILDREN.
IT WOULD RATHER THAN A LOSS OF CRITICAL SERVICES TO HELP THEM FEEL THE ABUSE SEPARATE FROM, AND THAT WOULD IMPACT ABOUT 450
[01:40:01]
CHILDREN, YOUTH IN THE SURROUNDING COMMUNITY.HAPPY YET THE ORGANIZATION DOESN'T CARE ANYMORE.
ALRIGHT, THANK YOU, MS. LORD KRISTA.
AND I APOLOGIZE TO JUMP INTO STUFF BUTTER, CORRECT.
I APOLOGIZE FROM METHODIST HOSPITAL, TONY.
SO MY NAME'S CHRIS PETER AND THE SEXUAL ASSAULT APPROPRIATELY
SO I HAVE EXPERIENCED BEING FULLY FUNDED, PARTIALLY FUNDED, AND THEN MAGICALLY AWARDED MORE OR JUST THE OT AND LOCAL COD.
WHERE DID YOU CREATE MANAGE BUDGETS AND WERE THE LINES OF THE OSU CLIENTS I'VE WRITTEN ADJUSTMENTS, BOTH STACK AND THEN FUNDED YEAR AFTER YEAR.
WHAT I'VE NEVER DONE IS WORKED WITH THIS BOOK.
SO LIKE THE YEAR BEFORE I MISSED SOME OF THE LOCAL REQUIREMENTS, UM, SO I WROTE OUR APPLICATION AND BUILT THE BUDGET, PULLED STATS, BOTH INTERNALLY COMMUNITY
UM, BUT THESE ARE VICTIMS AND OUR COMMUNITY THAT WILL CONTINUE TO SUFFER AND IT'S NOT FUNDED FOR ANOTHER YEAR.
UM,
IT WAS JUST ABOUT TWO WEEKS AGO THAT HE ASKED HER, WOULD WE BE ABLE TO GET RUNNERS AND MORE STAFF TO HELP THESE VICTIMS? AND WHAT WE HOPE THAT THIS GRANT FUNDING IS GOING TO BE THE ANSWER TO THAT RIGHT NOW
AND THEN OF COURSE, THERE'S ALREADY ANOTHER VICTIM WAITING THAT EXAM FOR THEIR EXAM AND THAT IF THEY CONTINUE TO WAIT, AND THIS IS WHAT HAPPENS A FEW TIMES A WEEK WITH THREE OR FOUR PATIENTS ALL PRESENTED AT THE SAME TIME WE HAVE EXAMS AND THERE'S ONLY ONE CERTIFIED SEXUAL ASSAULT EXAMINER TO EAGLE PASS.
AND ALL OF THE FAMILIES AROUND US IN BETWEEN THESE PATIENTS, UM, THINGS ARE
OUR STATUS IS THERE TO BE EXPERTS.
SO THE CDC CHANGED THEIR, BY THE WAY, STDS OR THE PATIENT IS
WE CAN'T AFFORD TO MEET OUR DEMANDS, LET ALONE THE NECESSARY COMMUNITY OR EDUCATION THAT WAS PART OF.
SO WE HOPE THAT TODAY IS NEEDS IF I NEED IT FOR SCIENCE OVER JURY.
UM, AND I WOULD JUST TELL YOU, I'VE JUST BEEN QUIET THERE LAST YEAR FOR THAT REASON.
SO I THINK IT'S REALLY CRITICAL TO HAVE THAT.
NO, NO, HOW'S IT GOING TO ASK? IS THERE, I MEAN, THERE'S EMOTIONAL SITUATIONS AND REQUIREMENTS IS A MORE IN A CERTAIN WAY THAT THESE REQUESTS COME IN.
IF THERE ARE A CERTAIN AMOUNT OF FUNDS OR REQUIREMENTS.
MR. AND I THINK THAT MARCELLA WILL INCLUDE THAT IN HER PRESENTATION, BUT WE HAVE, I WILL SAY IN MY SEVEN YEARS HERE, THE BOARD HAS ALWAYS FOLLOWED THE RECOMMENDATION OF SEE JACK BECAUSE, BECAUSE Y'ALL'S APPOINTEES SPEND SIGNIFICANT
[01:45:01]
TIME REVIEWING, UM, AND HAVING DISCUSSIONS IN THE MEETINGS.SO
REPETITIVE PROCESSES HAS BEEN VETTED INTO THE OFFICE OF THE GOVERNOR.
SOME OF THOSE DIVISION WHERE APPLICANTS MUST BE REQUIRED.
IT'S ENDED LIKE THIS PRESENTED IN THE MANDATORY GRANT WORKSHOP
TWO OF THE MOST IMPORTANT REQUIREMENTS THAT ARE GOING TO BE SPEAKING ABOUT ARE, OR SINCE YOU'VE ALREADY HEARD THE BRAND ATTENDANCE, UM, APPLICANTS MUST, MUST, UH, ATTENDED ONE OF THE WORKSHOPS, WHICH, UH, THIS YEAR WE PROVIDED THREE WORKSHOPS IN THE PAST.
WE'VE ONLY PROVIDED ONE WHEN WE WERE DOING IN PERSON, BUT WE RECOGNIZED THAT IT WAS DIFFICULT FOR A LOT OF PEOPLE.
SO WE, WE ACTUALLY DID ONE MANDATORY AND THEN TWO OTHER MAKEUP WORKSHOPS AS WELL.
UM, THE SECOND REQUIREMENT IS OF COURSE THE SUBMISSION OF THE GRANT SUMMARY FORM, WHICH I WILL GO INTO DETAIL LATER ON IN THIS PRESENTATION.
UM, AND I JUST WANTED TO KNOW IF THAT OTHER COSTS HAVE THESE SIMILAR REQUIREMENTS AS WELL.
UH, WE HAVE A WHOLE CHART AND WHERE OUR ITEMS ARE VETTED AND WOULD AGREE EACH OTHER'S.
AND WE SEE, UH, GENERALLY SPEAKING THE LARGER THE CLASS, THE MORE THAN MONEY, THE MORE RESTRICTED THE GUY XR.
SO SOMEBODY HAS GOT TO HAVE SMALLER OFFER FUNDING WHERE THE ALLOCATION IS MUCH SMALLER, UM, AND THEY HAVE TROUBLE MEETING THEIR ALLOCATION.
THEN THEY'RE GOING TO BE A LITTLE BIT MORE, YOU KNOW, LESS CHURCH ON THE REQUIREMENTS.
I JUST WANTED TO PRESENT THAT TO YOU.
UM, YOU HAVE, UH, SOME ATTACHMENTS THAT WE ENDED UP PRIOR.
UM, THIS PARTICULAR ONE IS THE MATRIX AND IT HAS THE LIST OF APPLICANTS AND RANK ORDER FOR EACH OF THE FIRE DISTRICTS.
UM, THE FIFTH COLUMN IS LISTED AS ESTIMATE.
THAT PARTICULAR COLUMN SHOWS THE AMOUNT OF A WAR.
SO THIS IS IF WE DO GET THE MONEY, THIS IS THE ACTIVITY.
I DO WANT TO HAVE A CAVEAT TO THIS IN THE SENSE THAT CORRECTLY, THE RAMIFICATIONS ARE GOING THROUGH A REVIEW PROCESS.
SO SOME OF THE AMOUNTS THAT MIGHT CHANGE AND THEN INSURANCE ROTATIONS MIGHT CHANGE.
THE OFFICE OF THE GOVERNOR CERTAINLY MAKES, UM, THE, UH, THE FINANCE DECISION DECISION AND THEY COULD ABSOLUTELY DECIDE TO FIND ANY APPLICATION, REGARDLESS OF ANY UNFAVORABLE VIEW.
UM, AS A MATTER OF FACT, IF YOU WANT TO POINT OUT EACH HAS A CRIMINAL JUSTICE ADVISORY COMMITTEE DID RECOMMEND
SO I DIDN'T WANT TO POINT THAT OUT.
THE SECOND ATTACHMENT THAT I PROVIDED TO YOU IS NEW THIS YEAR.
IT'S JUST AN APPLICATION OVERVIEW SINCE WE'VE HAD OF YOU SAW THE REFER TO THIS ONE, UH, THROUGHOUT THE DURATION OF OUR COMMUNICATION.
UM, THE FIRST PAGE ON THE FIRST BLOCK, WE NOTED IF 700 APPLICANTS THAT WERE GOOD ENOUGH ON THE FIRST PAGE.
THE FIRST TABLE SHOWS THE GRANT SUMMARY FORM TO APPLICANTS THAT DID NOT SIT IN THE GRANT.
UM, THIS IS WHAT, YOU KNOW, THE REQUIREMENT IS, UH, MORE THAN JUST SUBMITTING A FORM IN TERMS OF A TECHNICALITY.
THE FORM PROVIDES TO THE EARLIEST AS ADVISORY COMMITTEE WITH INFORMATION.
IN ADDITION TO THE APPLICATION, THE ELEMENTS THAT ARE NEEDED TO SCORE ARE ON THIS GRAPH SUMMARY.
SO IF BY THE TIME THE PROGNOSIS ADVISORY COMMITTEE, YOU KNOW, FOR THAT RAISED IT, IF THEY DON'T HAVE THAT INFORMATION, THE APPLICANT IS LIKELY TO GET A LOWER SCORE BECAUSE IT WAS AS LONG AS WE'RE NOT.
UM, SO IT'S NOT JUST, I DIDN'T SEND THEM THE FORM.
IT'S THE FACT THAT THE COMMITTEE IS MISSING SOME VITAL INFORMATION THAT IMPACTS SUSTAINABILITY COLLABORATION.
UM, BUDGET CLARIFICATION IS MADE IN THE GRANT SUMMARY FORM KIND OF WE'VE HAD WALKED FOR AS LONG AS I'VE BEEN HERE, 15 OR SO.
UM, SO IT IS, IT IS VERY VIRAL.
SO YOU'LL SEE THAT THE ONES THAT GREEN ARE THE APPLICANTS THAT WORK STILL RECOMMENDED FOR FUNDING.
AND THE ONE IN ORANGE IS, IS THE APPLICANT DID NOT RECEIVE A RECOMMENDATION FOR FUNDING ON THE SECOND PAGE.
THE SECOND TABLE IS THE NEXT COURT WORKSHOP.
THESE ARE THE APPLICANTS THAT DID NOT ATTENDED NEC MENTOR TO GRANT WORKSHOP.
UM, I'M SORRY TO INTERRUPT HIM AFTER THE TERRIFYING.
SO THE LOOK TO WOMAN WHO SPOKE, CAN YOU POINT OUT ONES
[01:50:01]
FROM METHODIST HEALTHCARE SYSTEM AND THE OTHER ONE IS ON THE SECOND.SO THE SECOND TABLE, UM, WHY IS THAT? WE DECIDED TO HOLD THREE WORKSHOPS THIS YEAR.
UM, THEY ONLY HAVE TO GO ATTEND ONE.
UM, AND THE WORKSHOP IS UNITED TORI BECAUSE IT HELPS US CERTIFY THAT THEY'VE RECEIVED OUR PROCESS.
UM, DOES GRANT WORKSHOPS ARE CONTRACTUALLY OBLIGATED BY THE OFFICE OF THE GOVERNOR, PERFORMED THOSE CONTRACTS TO PERFORM THE WORK GRANT WORKSHOPS IN ADDITION TO, AND HELPS US GET ON LEVEL OF ATTACK HOLIDAYS TO ALIGN.
AND IT HELPS KEEP THAT CONSTANT COMMUNICATION THROUGHOUT THE PROCESS.
SO IF SOMEBODY MISSES THE GRANT WORKSHOP, IT'S HARDER FOR THEM TO, TO PLAY CATCH UP AFTER THAT, UM, WE HAVE HAD INSTANCES WHERE, YOU KNOW, WE DIDN'T KNOW THE AGENCY WAS GOING TO APPLY UNTIL REALLY FOR THE SUIT JACKET BECAUSE THEY SUBMITTED THEIR APPLICATIONS DIRECTLY TO THE REQUEST FOR APPLICATIONS.
SO FOR THE CONSTRUCTS, THE APPLICANTS TO GO THROUGH THE LOCAL POD AND IF YOUR TOTAL PROCEDURES.
SO AS I STATED, THE OFFICE OF THE GOVERNOR DOES SUPPORT OUR LOCAL PROCEDURES AS WELL.
UM, SO AGAIN, UH, THE ONES THAT WE'RE IN ARE THE ONES THAT WERE, UH, RECOMMENDED FOR CLIENT STILL AND WANTING TO GET ORANGE WAS NOT THIS WITH DENA.
I NEED, IT SEEMS TO BE A REALLY IMPORTANT OPERATIVE OF A PROGRAM AT THE METHODIST HEALTHCARE SYSTEM.
AND THE CAPTION SAYS THE FORENSIC NURSING SERVICES TEAM ARE THE ONLY PROVIDER FORENSIC EXAMINATIONS OF SURVIVORS, AGE 13 TO THE END OF LIFE IN SOUTHWEST TEXAS.
AND THE FOCUS OF THEIR WORK IS SUPPORT VICTIMS AFFECTED BY SEXUALLY VIOLENT CRIMES OR PROVIDING CRISIS INTERVENTION, PSYCHOSOCIAL SUPPORT.
UM, IS, IS THAT A, IS THAT AN ACCURATE ASSESSMENT OR THEY'RE THE ONLY ONES WHO PROVIDE THAT SERVICE? CAN I OFFER ONE BIT OF INFORMATION AND MARCELLA CORRECT ME IF I MISTAKE THIS, THEY CURRENTLY HAVE NEVER APPLIED FOR FUNDING.
THIS IS A FIRST TIME THEY'VE EVER APPLIED.
SO THEY CURRENTLY ARE PROVIDING THAT SERVICE WITH OTHER FUNDING.
SO THEIR ATTEMPT AT THIS APPLICATION WAS TO SUPPLANT THAT FUNDING WITH THESE FUNDS.
SO THE FACT THAT THEY HAVE ALWAYS HAD THAT CRITICALLY NEEDED NURSE AND THAT CRITICALLY NEEDED SERVICE, THAT WAS NOT FUNDED BY THIS SERVICE IN THE PAST, JUST FOR YOUR INFORMATION, BECAUSE WE TOTALLY AGREE HOW CRITICAL THAT TO MAKE SURE SOME OF THE VERIFICATIONS AS WELL.
UM, SO AS I STATED, ONLY TWO OF THE SEVEN, UM, WERE, UH, WERE NOT RECOMMENDED FOR FUNNY, THE, THE OTHER ONES AT THE END OF THE SECOND PAGE CITY OF PASTOR BILL, THAT APPLICATION WAS FILED BY THE APPLICANT.
UM, AND THIS IS SO THEY MEET THE LINES, WHICH IS, UH, AGENCIES ARE ONLY ABLE TO SUBMIT ONE
SO, UM, WE'RE VERY GRATEFUL TO APPLICANT DECIDED TO WITHDRAW THE APPLICATION.
HOWEVER, IT IS STILL BEST TO US.
SO WE STILL HAVE TO, UH, BRANDY IT AND REVIEW IT.
SO THAT IS WHY WE WILL BE SUBMITTING IT, UM, REGARDING THE METHODIST HOSPITAL ALLOCATION.
UM, THIS WAS GIVEN
UM, IN ADDITION TO BEING THE ONLY APPLICANT TO COMPLETE ONE OR MORE OF THE REQUIREMENTS, THE CGI COMMITTEE CONCERNS OF POTENTIAL SUPPLY TO WHAT THIS GRAPH I MENTIONED.
UM, AND I SAY POTENTIAL, THE PROGRAM IS STILL GROWING OPERATE AND, UH, HAS OPERATED FOR MORE THAN 20 YEARS.
AND SO, YOU KNOW, WITHOUT HAVING THE INFORMATION, EVEN IN THE BLACK, I THINK THERE WERE LAYERS OVERLAP OF WHAT THEY CURRENTLY STILL HAVE AND MAYBE ANY NEW INITIATIVE WAS LOST.
CAN YOU EXPAND ON, ON CHOSEN CARE AS WELL? WHY THE CJ PROJECTED THERE? YES.
UH, WELL, CHILDREN CARE, UM, YES, IT IS.
IT FELL INTO THE REQUIREMENT OF NOT ATTENDING THE MANDATORY WORKSHOP.
THERE WAS NOTHING SPECIFIC TYPES OF THAT ONE IN TERMS OF NOTES.
UM, THEY DID, THEY GET ASKED SEVERAL QUESTIONS, UM, AND PUBLIC PRESENTER, BUT IT WAS NOTHING REALLY THAT STOOD OUT.
IT WAS SIMPLY BECAUSE THEY, YOU KNOW, YEAH.
SO, SO MY, MY, MY CONCERN HERE IS WE HAVE A MAJOR FOSTER FAILURE.
UM, AND I DON'T, YOU KNOW, IT'S MORE THAN THE FAILURE OF STATE REPS AND STATE SENATORS THAN A COUNTY COMMISSIONER.
I, I'M NOT IN THE DAY-TO-DAY WEEDS OF THIS ISSUE, BUT IN LIGHT OF THE CRISIS, IS THERE ANY KIND OF ANALYSIS THAT YOU OR YOUR, UM, OR ANYONE CAN GIVE ABOUT HOW
[01:55:01]
LESS DOLLARS TOWARDS THIS ISSUE MAY IMPACT OVERALL THE OVERALL CONDITION FROM FOSTER CHILDREN? UH, WE DON'T, WE DON'T HAVE ANY SPECIFIC ANALYSIS.I WAS JUST GOING TO SAY THAT, I THINK IT'S VERY IMPORTANT TO REMEMBER THAT THOSE IN GREEN, THE REASON THEY'RE IN GREEN IS BECAUSE THEY'RE RECOMMENDED FOR FUNDING.
SO IT HAS AN UNFAVORABLE REVIEW, BUT THEY ARE FORWARDING IT TO BE RECOMMENDED FOR FUNDING TO THE GOVERNOR'S OFFICE BECAUSE THE GOVERNOR'S OFFICE, AGAIN, THAT'S WHAT THEY WANT TO DO.
YOU CAN RECOMMEND IT FOR FUNDING, AND IT MIGHT NOT BE FUNDED.
WE'RE VERY FORTUNATE TO HAVE OUR $10 MILLION FOR THE, AND THAT WAS ONE OF THE REASONS THAT SEE JACK DID RECOMMEND IT FOR FUNDING SO WE CAN REALLY DRAW THOSE DOLLARS DOWN TO THE REGION.
SO I THINK THAT IS THE ONE DISCRIMINATION.
SO THE GREEN ONES ARE, THEY WERE UNFAVORABLE, BUT THEY ARE RECOMMENDED FOR FUNDING.
SO JUST TO CLARIFY THAT COLOR CODING, CORRECT, NUMBER 41, THE TOP OF, YOU KNOW, THE, THE OTHER FIVE WERE UNFAVORABLE AND THEY ARE, THEY ARE ASLEEP AS YOU GET THROUGH THAT.
UM, CONTINUING ON WITH METHODIST, UM, THE CGI, UH, IN PARTICULAR THAT THE APPLICANT MIGHT RECEIVE, REMEMBER SHE WAS FOR THE STATE WITH EVERY MINYAN SERVE.
SO AGAIN, I JUST WANTED TO MENTION THAT NOT COMPLETING THE FORM AND NOT HAVING THAT INFORMATION, IT'S A LOT TO PROCESS.
UM, BUT THESE WERE ACTUALLY CONCERNED.
AND BECAUSE WE'RE FAMILIAR WITH THAT PROGRAM, A LOT OF THE SUBJECT ALREADY HELD THE PROGRAM EXISTS AND, YOU KNOW, THE STAFF THAT WERE NOTED ON THERE AND THEY ALREADY ARE STILL, IT'S STILL ALL.
SO THAT WAS THE MAJORITY OF THE PRODUCTION.
IN FACT, UM, THE LAST, UH, IN GERMANY WAS, IS VERY MUCH BEEN BROUGHT UP BY THIS BOARD.
UM, WHEN YOU SEE AN APPLICATION COME THROUGH AND IT SERVES MORE THAN ANY CUP REGION, UH, WE READ THOSE QUESTIONS, UH, WELL, YOU KNOW, MY TIME HERE AS WELL.
AND SO THAT WAS SOMETHING THAT THE KRONOS ADVISORY COMMITTEE NOTED.
UM, THERE ARE, UH, 23 COUNTIES SERVED AND 12 OF THE COUNTIES IN, IN THIS PROJECT ARE OUTSIDE OF THE REGION.
AND IN A SITUATION LIKE THIS, UM, THE APPLICANT WOULD GO TO THE OTHER POCKET, THOSE TOWNS FALL IN AND APPLY CLIENTS.
THERE IS AGAIN, AN ALLOCATION FOR THIS FUNDING.
UM, SO THAT'S, THAT'S THE DESIRED RESULT.
AND THAT IS SOMETHING THAT WE WOULD PROBABLY BRING UP IN THE WORKSHOP, UM, IN, IN COMMUNICATION WITH WHAT IS HE APPLICANT? UM, THERE'S ONLY 11, UM, COUNTIES, DURBIN IN THE COVERAGE THAT FALL WITHIN THE SERVICE AREA AND IT EXCLUDES WILSON AND ON CAMPUS.
UM, SO THAT WAS ANOTHER, ANOTHER CONCERN.
THE LAST CONCERN, UM, I JUST WANTED YOU TO KNOW
UM, THERE ARE VARIOUS REASONS THAT APPLICANT MAY MISS A REQUIREMENT, UM, STAFF CHANGE OVER AND EVEN OVER LOOKING AT THEM LIKE WE'VE HAD PEOPLE JUST CALL AND SAY, OH, I TOTALLY FORGOT.
UM, YOU KNOW, WHAT WE NOTICED IF WE'RE LOOKING FOR A LARGER PERSPECTIVE IS WHEN YOU HAVE AN ID APPLICANTS, DID YOU KNOW THAT AT THIS, EVEN, EVEN THIS YEAR, THERE WERE, UH, OVER HALF OF THE APPLICANTS ACTUALLY HAD STAFF CHANGE OVER FOR VARIOUS REASONS THAT MAKE IT COMPLICATED.
SO IT'S HARD TO EXCUSE ONE AND NOT THE OTHER.
UM, SO AS THE SEE JACK, THEY ALL THE HOLD ALIGN TO THE REQUIREMENTS.
UM, CAUSE IN FACT THERE WERE 83 APPLICANTS THAT MET THE DEADLINE TO FOLLOW THE GOALS ACCORDING.
SO THIS IS WHY WE HAVE THE FUNDING RECOMMENDATION THAT WE DO.
SO WE HAVE STAFF DOES RECOMMEND IMPROVING THE SEAJACK RANKINGS AS, AS THERE WERE NO FEE REGULARITIES IN THE PRACTICE, NO CONFLICTS OF INTEREST OF CONSISTENCIES AND OUR PROCESS THAT WERE WORN ANY REVISIONS.
UM, WE FEEL LIKE REVERSING ANYTHING ON THIS LIST.
UM, WHAT WHAT'S SENDING A MESSAGE TO THE APPLICANTS THAT FOLLOW OUR PROCESS FOR CONSIDERATION.
SO AT THIS TIME I WILL BE MORE THAN HAPPY TO ANSWER ANY QUESTIONS.
I DO HAVE OUR GIRLS JUST AS THE ADVISORY COMMITTEE CHAIR, UH, DENNIS ROSENGARDEN, MANY OF Y'ALL MAY ALREADY KNOW, BUT HE WILL HELP ME ANSWER ANY QUESTIONS YOU MAY HAVE AS WELL.
DO I LOOK LIKE I HAVE A QUESTION I JUST WOULD LIKE TO SAY TO THE, TO THOSE THAT SPOKE AT THAT I RESPECT THE, UH, THE RECOMMENDATION FROM THE COMMITTEE, BECAUSE I FEEL LIKE YOU HAVE ALL OF THE INFORMATION YOU'VE BEEN ABLE TO LOOK AT
[02:00:01]
EVERYTHING.SO THAT IS SHIFT MY CAUTION AS WE'RE GOING FORWARD WITH THE RECOMMENDATION.
IF THERE'S A TYPO IN HERE, DO YOU WANT TO KNOW IT NOW? I THINK ON ITEM NUMBER 14 FOR THE NATALIA PD, YOU HAVE A COUNTY SERVED GILLESPIE AND MEDINA.
I DON'T THINK NATALIA GOES UP TO GILLESPIE, SO WE'RE NOT COMING UP THERE.
YOU SEE THAT, WELL, THIS, THIS, UH, THIS MATRIX IS WORK.
WE HAVE A SYSTEM THAT WE PUT IN NOTES.
SO ANY NOTES ON HOW WE'RE THE PORTAL WOULD LIKE IS TO PUT NOTES ON A SEPARATE SYSTEM? OKAY.
I THINK, UH, I THINK ALSO IT'S IMPORTANT TO KNOW IF TWO ARE SPOKEN THAT THAT WERE IN THE GRANT BUSINESS.
AND SO I DON'T THINK THAT THE SYSTEM SET UP FOR YOU GUYS.
I ALSO WANT TO ENCOURAGE YOU GUYS TO COME BACK AT THE NEXT GRANT GRANT FUNDING CYCLE, RIGHT? WE HAVE ABSOLUTELY HAD APPLICANTS THAT, YOU KNOW, THIS, THE STAFF GOT COMFORTABLE, COMFORTABLE REVIEWING THE ONE YEAR.
YOU KNOW, THEY JUST LEARNED SOMETHING FROM THE PROCESS AND THEY'RE ABLE TO COME IN AND LEAD THEMSELVES AND AFTER LEARN CULTURE AND OTHER, WE FIND IS THAT THE PROJECTS ARE MORE SUCCESSFUL.
SO I DO VERY MUCH BELIEVE IN STAFFING AND BELIEVE THAT THEY WANT TO GET THIS DONE.
SO THAT'S THERE, THERE'S NO TWO VERY, VERY IMPORTANT PIECES OF OUR COMMUNITY HERE.
AND I THINK THAT THEY'RE NOT TEXTING THAT LIKELY I DON'T, I DON'T THINK THAT YES I DID OUT OF THE WEST FROM ONE TO 10 DAYS AT REGISTERED HOSPITAL, THEY DID WANT TO MENTION A POINT OF CLARIFICATION.
UM, I'M NOT SURE IF HE WAS LIKE, SURE, SURE.
I WANT, I WANT PEOPLE TO KNOW THAT WE'RE HERE FOR, FOR THE, SINCE IT'S UNFORTUNATE.
I DON'T EVER REMEMBER HAVING THIS KIND OF DIALOGUE THOUGH.
SO I'M OF KIND OF CONFUSED THAT, THAT WE'RE DOING THIS FORMATION.
REMEMBER HAVING PEOPLE COME IN TO TALK ABOUT THIS, BUT I'M HAPPY TO LISTEN TO THAT.
I JUST WANTED TO CLARIFY EVERYTHING WE WERE
SO THAT'D BE ADDING ADDITIONAL STAFF.
I DON'T WANT PEOPLE TO BE WITH THEM WHEN THEY DO HAVE TO WAIT AND THINGS LIKE THAT.
SO WE WOULDN'T BE SUPPLANTING, ANYTHING, EVERYTHING WOULD HAVE BEEN.
BUT UNFORTUNATELY WHEN I, WHEN YOU USE THEIR GRANT WORKSHOP, THEN YOU NEVER HEAR
SO I AUTOMATICALLY KIND OF FAILED RETAIL AT TWO STEPS.
UM, AND THEN I ANSWERED AS MANY QUESTIONS AS WE COULD, BUT I THINK SINCE THE DJ KNEW THEY WERE OVER AND FAVORABLE, THEY COULD ASK ABOUT ADVICE.
I WAS ABLE TO FILL OUT A FORM SO CAN MORE THAN HAPPY TO ANSWER ANY OF THOSE QUESTIONS, BUT YES, ALL OF IS TO BE TRYING TO EXPAND YOUR SERVICES BECAUSE WE ONLY PROVIDE SEXUAL HEALTH EXAMS TO ALL ADULTS FROM MANY MORE KINDS IN THAT COX THERE'S ANY, THE REASON THAT YOU WERE LEFT TO AVERAGE YOUR ANSWER TO ME LEGITIMATE WOULD BE WHAT WE HAD SEEN, BECAUSE I HADN'T SEEN ANYBODY WHO WAS HERE.
SO NOW THAT TOM STARTED THEM, IF YOU WALK INTO OUR FACILITY AND YOU WERE ASSAULTED IN NEW YORK OR CHICAGO OR OKLAHOMA, WE WILL ALWAYS PROVIDE YOU SERVICES.
SO WE ARE NOT LOSING FACE LOCATION.
WELL, I APPRECIATE THAT VERY MUCH.
APPRECIATE THAT EXPLANATION AND CLARIFICATION.
AND I JUST, I WOULD, UH, NO LATER THAN TOMORROW MORNING, I WOULD BE WORKING WITH THESE GUYS TO, TO GET IT, TO GET IT HOME TO WHERE IT WON'T HAPPEN.
SO STOUT, WE HAVING IT AND HAS, OR ANY, ANY OTHER QUESTIONS OR SURE.
I'LL MAKE A MOTION TO APPROVE RECOMMENDATIONS FROM CJ TO SECOND PLACE, A MOTION BY JUDGE COACHER.
ANY MORE DISCUSSION HEARING? NONE.
[21. Next meeting is scheduled for Wednesday, May 25, 2022 at 10:00 a.m. at AACOG.]
SCHEDULED FOR WEDNESDAY, MAY 25TH, 2022 AT 10:00 AM.
