[00:00:05]
[1. Meeting called to Order.]
WILL COME TO ORDER.THIS IS THE ALAMO, UH, REGIONAL, RURAL PLANNING ORGANIZATION.
IT IS MARCH THE 23RD, 2002 LITTLE AFTER 12 O'CLOCK, WHICH IS THE POSTED TIME FOR THE MEETING.
AND WE'LL CALL THE MEETING ORDER AND ASK HIM, ASK FOR A ROLL CALL HERE, TRICIA HERE FOR JUDGE LUNA, JUDGE.
THEN THE NEXT ITEM ON THE AGENDA IS PUBLIC COMMENT.
ANY PUBLIC COMMENT TODAY, THEN WE'LL MOVE ON TO ITEM NUMBER
[4. Consider and act upon the election of the 2022 Alamo Regional Rural Planning Organization (ARRPO) Chair and Vice Chair.]
FOUR, WHICH IS TO CONSIDER AN ACT ON THE ELECTION OF THE 2022 ALAMO REGIONAL RURAL PLANNING ORGANIZATION, CHAIRMAN VICE CHAIR.I MOVE, WE MAINTAIN THE SAME TIER BY SERIOUSLY THIS YEAR.
I'LL SECOND DEATH, A THIRD, THE CONGRATULATION JUDGES JUDGE HEAD KEY.
HE NEVER COMES HERE TO REPRESENT THAT THEIR FIRST CHILD WAS BEING BORN.
HIS REPRESENTATIVE WAS THE COMMISSIONER.
HE LIVED WITH JUDGE JACKSON TO GO HAVE A BABY.
LET ME ASK VOLUNTARILY SERVED AS VICE CHAIR.
IF YOU AMEND YOUR MOTION, AMENDED MOTION AMENDMENT.
I HATE TO SAY IT COUNCILMAN, BUT OH, EXCUSE ME, MAYOR.
THE AMENDED MOTION I'M COMING OVER THERE.
ARE YOU READY? ARE YOU READY FOR THAT TABLE? THIS IS THE NEW KIDS.
YOU CAN SERIOUSLY ADD TO THE BRAIN.
WE'RE NOT SURE WHERE WE'RE AT.
SO THIS THE MOST, THE ROTOR AND GOING THROUGH THE TECHNICALITIES OF THIS, BECAUSE TECHNICALLY MAYOR DANNER IS ON THIS AND YOU ARE THE ALTERNATE, RIGHT? SO WHY DON'T WE JUST COLLECT MAYOR DAN OR THE ALTERNATE AS THE VICE CHAIR? AND THEN YOU CAN DO IT WHEN YOU HEAR IT FOR HIM.
HE'S GOING TO BE OUT, BUT, BUT AMERICANA WE KNOW IS GOING TO RETIRE.
SO AT THE NEXT MEETING WE CAN ELECT ANOTHER PFIZER AND THEN YOU'LL NEED TO, UH, NEED TO STEP INTO AMERICA.
AND THAT DISTRICT WAS FULLY COMPETENT.
THAT WOULD BE HANDLED, CHILLED OUT THE EYES ACROSS THE TEETH.
SO WHAT DID, WHAT, WHAT IS HAPPENING? HE ADMITTED HIS MOTION TO WALK FOR MERE DANNER TO BE THE VICE CHAIR.
UM, SO THAT THE ALTERNATE, WHEN HE'S NOT HERE, THIS CAN SERVE AS THE VICE CHAIR AND THEN WHEN HE ROTATES OFF, WE CAN DO IT.
SO IT'S TELLING ME AND DAN KELLY AND DINNER SECOND THAT, OKAY.
WE'VE GOT A MOTION AND A SECOND.
ANY DISCUSSION, ALL THOSE IN FAVOR, SAY AYE.
ANYBODY OPPOSED? OKAY, WE'RE DONE.
[5. Consider and act upon the recommendation to approve the September 22, 2021 ARRPO Meeting Minutes.]
THE AGENDA IS TO CONSIDER AN ACT UPON THE RECOMMENDATION TO APPROVE THE SEPTEMBER, 2221 MINUTES.IS THERE A MOTION TO APPROVE THE MINUTES AND A SECOND AND A MOTION BY JUDGE TEAL AND THE SECOND, UH, COMMISSIONER SHU TO APPROVE THE MINUTES AS PRESENTED THOSE IN FAVOR, SAY AYE, POSED MINUTES ARE APPROVED.
[6. Update on the TxDOT ARRPO Workshops]
THIS IS AN UPDATE ON THE TXDOT, OUR PO WORKSHOPS THEY SHOULD PULL.[00:05:01]
PROVIDED AN UPDATE ON THE WORKSHOPS THAT WE'VE BEEN HAVING IN ALL COUNTIES FOR THE PAST THREE MONTHS.THANK YOU FOR YOUR HELP IN GETTING THE WORD OUT.
UM, SO, UM, JUST TO QUICKLY, UM, THIS WILL BE ALL FILLED IN AFTER WE GET THROUGH ALL THE COMMENTS AND EVERYTHING, BUT LETTING YOU KNOW, HOW MANY PEOPLE VOTED UP TO THE MEETINGS.
AND THEN IT'S GOING TO LET YOU KNOW A LITTLE BIT ABOUT THE ONLINE PARTICIPATION OPPORTUNITY.
SO THE ONLY ONE IS THAT WE HAVE, YOU KNOW, UPWARDS OF 25, UH, OR PAINTINGS AND SMALL GROUPS AS WELL DOWN AT SEVEN, BUT WE GOT A LOT OF WONDERFUL COMMENTS AND, UM, THOUGHTFUL PROJECTS.
THE PROJECTS WERE REVIEWED VERY THOUGHTFULLY, SO APPRECIATE EVERYONE'S PARTICIPATION.
SO WE HAVE HOTLINE OPPORTUNITY THAT I WANTED TO JUST KIND OF GO THROUGH.
UM, YOU CAN KNOW ONLINE AND SEE THE, THE PRESENTATIONS THAT WE DID, UM, AND THAT IS STILL AVAILABLE.
AND AS PART OF THAT, YOU CAN ALSO MAKE SOME COMMENTS ON MATH.
SO WE HAD ASKED ALL OF THE MEETINGS AND THIS IS AN ONLINE VIRTUAL OPPORTUNITY THROUGH SOCIAL PINPOINT.
UM, AND THEN YOU GET TO PICK ONE OF THESE OPTIONS SHOULD PLACE IT ON THE MAP.
AND THAT KIND OF LOOKS LIKE THAT.
SO THE RED HEARTS ARE SAFETY AND THEN THE MAINTENANCE AND LOANS.
SO YOU CAN PICK WHATEVER IT IS YOU'RE LOOKING TO USE.
AND THEN YOU WANT TO TALK ABOUT THAT ON THE MAP AND THEN TAKE THE COMMENT.
SO THIS ONE TALKS ABOUT MIAMI ONE AND THERE'S WE POST THE FALL CITY AND HOW DANGEROUS THAT CORRIDOR IS.
AND THAT THEY'D LOVE TO SEE, YOU KNOW, UM, IS THERE A TURN LANE IMPLEMENTED IN A CORRIDOR AND, UM, LOOKING FOR SOME SPEED CONTROL AS WELL.
SO WE'LL BE TAKING THESE COMMENTS AND SIPPING THEM INTO A LARGER EXCEL SPREADSHEET AND CREATING A REPORT THAT WE'LL BE ABLE TO PROVIDE BACK TO YOU ALL.
WE'LL IDENTIFY WHERE TECH STACK AND MAKE PROJECTS HAPPEN.
AND WE'LL ALSO IDENTIFY OPPORTUNITIES FOR THE COUNTIES AND THE CITIES MAYBE DO SOME OF THEIR OWN WORK.
AND BECAUSE, BECAUSE WE'RE RECEIVING ARE NOT JUST RELATED TO THE STATE HIGHWAY SYSTEM, THAT WE'RE GETTING SOME COMMENTS ON OFF SYSTEM WASTE AS WELL, REAL QUICKLY, WE'VE FINISHED ALL OUR WORKSHOPS YESTERDAY.
AND NOW WE'RE WORKING ON DEVELOPING THAT REPORT TO YOU ALL AS WELL AS PROVIDE A LINK FOR ANYONE THAT ATTENDED THE MEETINGS TO BE ABLE TO SEE THE REPORT AS WELL.
WE'LL BRING IT UP AND DISCUSS THOSE OUTCOMES WITH THIS BOARD AND, UM, WORK ON INCORPORATING PROJECTS THAT WE'VE IDENTIFIED INTO OUR DISTRICT PLAN.
THEN IN MAY, WE'LL BE BACK HERE TO, UM, TALK TO YOU ALL ABOUT OUR 20 23, 20 26 FINAL TIP DOCUMENT AND ALL THE WORKSHOPS THAT WILL GET IT APPROVED.
UM, BUT DIVISION IN JULY, AUGUST TIMEFRAME ANYWAY, FOR APPROVAL IN OCTOBER.
SO THAT KIND OF JUST WHERE WE'RE AT, WHERE YOUR DOCUMENT, BUT WITH THOSE COMMENTS THAT WE WOULD TAKE FROM YOU ALL AND FROM THE CONSTITUENTS THAT WERE THERE, WE'LL BE DEVELOPING SOME PLANS OF ACTIONS.
WE'LL BE LOOKING FOR PROJECTS THAT ARE KIND OF SHORT TERM PROJECTS.
SO MIDTERM HIGHLIGHTS AND THEN OF THOSE LONGER TERM PROJECTS.
AND YOU ALWAYS REMEMBERED THAT WE VISITED IN 2016, A SIMILAR PROCESS WHERE WE IDENTIFIED SOME PRIORITIES FOR THE DEPARTMENT IN MAY.
WE'LL AN UPDATE ON THOSE PROJECTS ARE AND WHAT OUR NEXT STEPS ARE BECAUSE WE WERE REAL CLEAR KIND OF PROJECTS THAT WERE EASIER PROJECTS TO ACCOMPLISH.
THEN THERE WOULD BE OTHER PROJECTS THAT WERE A LITTLE MORE DIFFICULT AND SAVE A LOT MORE TIME IN ADDITIONAL FINANCE AND STUFF.
WE'LL PROVIDE AN UPDATE ON THIS AS WELL IN THESE FIELDS.
SO AGAIN, I REALLY APPRECIATE EVERYONE'S HELP IN PUTTING THOSE WORKSHOPS ON.
UM, IT'S GREAT TO TALK TO THE COMMUNITIES THAT WE'LL BE COMING BACK HERE, MAY THE 25TH TO DO THAT OTHER HEARING PROCESS, THAT'S IT HASN'T MADE CONTACT STANCE AND WOULD LIKE TO THAT THAT ONLINE OPTION IS STILL OPEN UNTIL APRIL THE SEVENTH, THE PRESENCE THAT COUNTRY PRESENTATION YOU MAKE.
THAT'S THE ONE HERE, BUT THE ONE YOU
[00:10:01]
MADE YESTERDAY, ALMOST EXACTLY THE SAME PRESENTATION, WHAT IT DEFINITELY IS, IS THE COUNTY SPECIFIC.SO WHERE WE TALKED ABOUT THE DEMOGRAPHICS, AND THEN WE TALKED ABOUT THE DIFFERENT MAPS, ANY ONLINE PRESENTATION, EVERYTHING ELSE IS THERE, WHAT IS THAT ONLINE? IT IS YOUTUBE.
'CAUSE, I'M STILL GOING TO CALL IT THE BOX.
ANY OTHER QUESTIONS, MR. CHAIRMAN? I HAVE A QUESTION AS A FOLLOW-UP TO JUDGE EVAN'S COMMENT ABOUT THE NEED FOR FUNDING.
ARE YOU ABLE TO GIVE A HIGH LEVEL OVERVIEW OF WHAT, UH, THE ADDITIONAL FUNDING THAT SHOULD BE COMING TO TXDOT THAT MIGHT BE AVAILABLE FOR RURAL PROJECTS FROM INFRASTRUCTURE? AND IF I PARTISAN, SO THE SLIDE YELLOW, IF YOU'VE GOT TO LIKE MOLLY, OR I DIDN'T MEAN TO CATCH YOU BY SURPRISE, BUT IT DOES KIND OF GO TO HOPE, I SUPPOSE, TO DESPERATION, JUST GIVE US MONEY BASED ON THAT, THAT WE'RE STILL TRYING FIGURE OUT EXACTLY WHAT ALLOCATIONS ARE, BUT I CAN KIND OF SHOW YOU WHAT TEXAS WORKING AT.
UM, WE'RE LOOKING AT 1.2 TRILLION FOR TRANSPORTATION BROUGHT ME IN, UM, THE ELECTRICITY GRID AND WATER INFRASTRUCTURE FOR THE WHOLE UNITED STATES.
AND THEN WE'VE BROKEN IT DOWN INTO ABOUT FOUR DIFFERENT CATEGORIES.
SO, UM, TEXAS IS, IS ANTICIPATING 26.9 BILLION WILL BE COMING TO TEXAS, UM, AS THE 351 BILLION FOR HIGHWAY AND GRAHAM.
SO THAT'S THE GENERAL FORMULA FUNDING THAT WE GET, UM, PRETTY MUCH EVERY YEAR FROM THAT WE'RE LOOKING AT OVER THAT SIX YEAR PERIOD, 26.9 BILLION.
UM, AND WE'RE LOOKING AT 537.2 MILLION, THAT'LL BE COMING, UM, TO THE BRIDGE PROGRAM.
SO WE DO A LOT OF BRIDGE BRIDGES WITH YOU ALL ON SYSTEM AND OFF SYSTEM.
AND 15% OF THAT FUNDING WILL BE SPECIFICALLY DIRECTED TOWARDS OFF SYSTEM BRIDGES.
THERE'S ALSO SOME PUBLIC TRANSIT VENDING, WHICH WILL HELP ART APP.
SO WE'RE EXPECTING 450 MILLION WILL BE IN TEXTILE FOR RURAL TRANSIT.
UM, THE NEW NATIONAL ELECTRICAL VEHICLE FORMULA PROGRAM IS GOING TO BE RECEIVING, UM, IT'S A NEW PROGRAM.
UM, TEXAS IS IN THE PROCESS OF DEVELOPING THAT PLAN AND WE ANTICIPATE THAT WE'LL BE PAYING ABOUT 1.8 MILLION AS PART OF THAT PLAN.
AND SO ALL OF THAT SAID, WE DON'T KNOW EXACTLY WHAT THE DISTRIBUTIONS ARE FOR 25 DISTRICTS, BUT IT'S HARD FOR ME TO TELL YOU, WE'RE GOING TO HAVE A CERTAIN AMOUNT OF THAT CERTAIN RURAL CATEGORY FUNDING, BUT THIS IS WHAT IT LOOKS LIKE FOR US.
UM, YOU KNOW, OVER THE NEXT FIVE YEARS, SO ABOUT 1 MILLION OR EVERY YEAR, UM, IT GIVES US SOME OPPORTUNITIES HOPEFULLY TO PLAN FOR SOME PROJECTS INTO THE FUTURE AND WORKING WITH YOU ALL TO PRIORITIZE THIS.
ANYTHING ELSE? AND MOVE ON TO THE NEXT ITEM ON THE AGENDA, WHICH IS NUMBER
[7. Airport Planning and Grant Opportunities – Jim Halley, Airport Planning and Programming Section Director, Aviation Division]
SEVEN, AIRPORT PLANNING AND GRANT OPPORTUNITIES.IS THIS MR. HOLLY, IS IT ALLIE HALLEY? LIKE THE COMMENT THAT ALL RIGHT, WELL, I'M TO PALLIATE
[00:15:01]
THE REST FOR PLANNING PROGRAMMING FOR TEXTS THAT AVIATION CAME OUT TO BOSTON.JUST WANT TO SAY THANK YOU FOR GIVING US THE OPPORTUNITY.
ALSO HAVE MICHAEL VAN FLEET, WHO WAS THE AIRPORT PLANNER FOR THE BEST REGION FOR THE SCOTT VISA, DO SOME SLIDES AS WELL.
AND THEY REALLY JUST APPRECIATE THE OPPORTUNITY TO TALK TO YOU GUYS, EDU.
I KNOW IT'S NOT SOMETHING THAT YOU PROBABLY, UH, INVOLVED IN ALL THAT MUCH HISTORICALLY, BUT WE'RE OPEN TO CHANGE THAT WE HAVE SOME PRETTY EXCITING.
SO I JUST WANT TO GIVE YOU GUYS AN OVERVIEW OF WHAT TEXTRON ABOUT AVIATION IS WHAT WE DO.
WE'RE ABOUT TO KICK OFF A FEE TO THE TEXAS, UH, TO THE TEXANS IS AVIATION SYSTEM PLAN, WHICH IS OUR 20 YEAR STRATEGIC PLAN FOR THE NERDY PLANTERS US.
IT'S A REALLY EXCITING TIME TO BE PRETTY, PRETTY GOOD.
UH, MIKE IS GOING TO TALK A LITTLE BIT ABOUT YOU.
YOU SHOULD FUNDING SOME OPPORTUNITIES FOR, FOR THE AIRPORTS IN YOUR AREAS TO, TO GET SOME FINANCIAL ASSISTANCE FROM US.
AND THEN OBVIOUSLY, ANY QUESTIONS THAT YOU GUYS HAVE AT THE END, WE'LL BE HAVING TO ANSWER THEM.
SO THIS IS A GENERAL OVERVIEW OF OUR VISION ON THE SLIDE.
TEXAS HAS THE MOST DYNAMIC AVIATION SYSTEM WHERE WE'RE NUMBER ONE ACROSS THE COUNTRY, AND A LOT OF AVIATION METRICS, NUMBER OF AIRPORTS TO BASE AIRCRAFT TO KEEP FACILITIES.
SO AVIATION IN TEXAS IS, IS NOT JUST A VERY IMPORTANT PART OF OUR STATEWIDE ECONOMY AND CONNECTING THE RESIDENTS.
THIS IS TEXAS AND OUR VISITORS TO EACH OTHER, BUT ALSO INSERTS NATIONALLY AND GLOBALLY.
AND SO THAT AS A MAJOR, UH, TODD WHEEL OF TRANSPORTATION WORLD, YOU KNOW, JUST LAST YEAR FOR 10 OF OUR IN AND OUTS AND THEY WERE MOVING THEIR GATEWAY FOR ASIAN OPERATIONS FROM CALIFORNIA TO TEXAS, WHICH IS A HUGE THING THAT LOT, THAT TRAP HERE.
SO WE HAVE ABOUT 303 AIRPORTS IN OUR PROGRAM AND OUR SYSTEM IN TEXAS AIRPORT SYSTEM 210 OF THOSE ARE ELIGIBLE FOR FEDERAL FUNDS AND THEN ANOTHER 85 OR SO ARE NOT ELIGIBLE.
AND THEY RELY ON STATE FUNDING, UH, FOR ANY TYPE OF DEVELOPMENT TO MAINTAIN HERE SPECIFIC TO THIS COD, WE HAVE, UH, 12 AIRPORTS THAT WILL BE YOUR COUNTIES.
WE HAD 10 THAT ARE FEDERALLY ELIGIBLE.
WE HAVE TWO THAT ARE RESTATE ELIGIBLE, BUT WE MANAGE THE FUNDING FOR BOTH FEDERAL AND THE STATE.
WHAT'S INTERESTING ABOUT TEXAS ON THE FEDERAL FUNDING SIDE IS UNLIKE MHW AND FTA WHERE ALL 50 STATES SERVE AS PASS THROUGH AGENCY EGYPT FOR FEDERAL FUNDS, ONLY 10 STATES IN THE COUNTRY SERVICE AGENCY FOR BELL AVIATION RUNS MOST OF THE SAFE, THE OTHER 40.
AGAIN, THEY GET IT DIRECTLY WITH THE FEDERAL GOVERNMENT.
FEDERAL AVIATION, TEXAS IS ONE OF THE RARE 10 STATES.
SO WE HAVE A LOT OF FLEXIBILITY AND AUTONOMY INSERTS, MAYBE WHO'S FUNDING DECISIONS AND ABILITY GIVES US THE ABILITY TO CHECK THAT LOCAL AND REGIONAL KNOWLEDGE, WHAT IS ACTUALLY NEEDED STATE BOSTON.
SO IT VERY MUCH MIRRORS WHAT WE SEE WITH THAT PATIENT FTA STATE LAW.
SO YES, MA'AM ANYBODY HAS QUESTIONS INTERACTS WITH, I'M SORRY, BUT SINCE JUDGES IN HERE, I'M GOING TO SPEAK ON HIS BEHALF, WHEREAS OUT THEY HAVE A NICE LITTLE AIRPORT.
SO THEY MAY HAVE BEEN THINKING ABOUT THE RPO, WHICH DOESN'T INCLUDE COME OUT, WHICH IS IN THE MPN.
SO THAT MAY BE WHY YOU DON'T SEE THE DATA THERE FOR THAT.
AND THEN I MIGHT HAVE ONLY BEEN LOOKING AT YEAH, CAUSE YOU'VE GOT FAIR THERE.
SO YOU HAVE TWO AIRPORTS AND FAIR.
SO I'M ASSUMING THAT'S SAT AND, UM, YES.
UH, SO IT'S ACTUALLY AND KELLY FIELD.
SO SAN ANTONIO IS NOT, OUR PROGRAMS ARE PARTIAL SERVICE, NEW BRAUNFELS SHOULD BE ADDED ALTERED.
IT MIGHT JUST BE ASSOCIATED WITH, WE JUST CHANGED OUR REGIONS.
ACTUALLY WE BROUGHT CALLS IS ABSOLUTELY.
THE QUESTION ABOUT THE CITY OF PLEASANTON AIRPORT, I UNDERSTAND THAT THEY, AND I'M NOT VERY INVOLVED IN THE DETAILS AT ALL, BUT, UH, UH, IN THE LAST 18 MONTHS OR SO THEY APPLIED FOR A GRANT FOR EXPANSION RUNWAY AND RETURNED DOWN, OR ARE THEY IN THE, ARE THEY NOT ELIGIBLE FOR FUNDS? SO, UH, WE DEALT WITH IT QUITE A BIT IN THE PAST.
UH, I GOT ON AND THE ASK IS A RUNWAY REALIGNMENT AND WE'VE DEFINITELY ANNOTATED THE NOTES IN OUR SYSTEM, BUT
[00:20:01]
IN ORDER FOR US TO ALLOCATE ON EITHER ON THE FEDERAL OR STATE SIDE, THE, THERE ARE CERTAIN ELIGIBILITY AND JUSTIFICATION REQUIREMENTS THAT NEED TO BE MET AND THEY HADN'T BEEN MET THERE.SO ESSENTIALLY, UH, WE UNDERSTAND THAT PLEASANTON AIRPORT IS LANDLOCKED ON BOTH ENDS.
NOW, THE ONLY WAY FOR US TO EXTEND THEIR CURRENT POSITION IS TO RELOCATE ONE OF THOSE ROADS.
UH, THAT'S JUST UP TO MOVE FORWARD.
SO I WENT TO TONS OF MEETINGS.
SO I HAD SOME, EVEN THOUGH IT STATED I HAD SOME FAMILIARITY WITH IT AND, UH, WHAT WE BUILT WAS A 4,000 FOOT RUNWAY FOR LANDLOCKED, BUT I UNDERSTAND THERE IS SOME OPTIONAL LAND AVAILABLE, UH, TO THE WEST THAT COULD BE BOUGHT THAT WOULD NOT AFFECT ANYTHING.
AND THAT'S WHAT THE RUNAWAY REALIGNMENT IS.
SO REALLY THERE'S A BIG DITCH THERE.
THEY HAVE TO TURN A BIT TO THE SOUTHWEST TO, TO GO ALONG THE 4,000 FEET.
AND WE, WE, WE TALKED WITH THE AIRPORT MANAGER ACTUALLY, UH, THE AIRPORT DISCIPLINE THE GENERAL AVIATION AIRPORT IN THE YEAR, UH, LAST YEAR IN 2019.
BUT, UH, YES, WE SORT OF WORK WITH THEM ON A RUNWAY FEASIBILITY STUDY, ANYTHING UP WITH A COST ESTIMATE WE'RE LOOKING AT IS $40 MILLION JUST TO DO THAT, IF NOT MORE, ACTUALLY, BECAUSE BASICALLY WE HAVE TO SHIP IT AND ULTIMATELY CREATE A WHOLE NEW AIRPORT IN ORDER TO HELP THIS OTHER REQUEST.
EACH SIDE IT'S WORTH PLAYING ALONG BECAUSE OF THE ROADS.
SO YOU SIGN AS AN RPC OR WHATEVER, BEING A TEXAN ZONE AND THE ROAD IS IN, IF WE WERE TO EXTEND OR YOU WOULD HAVE TO RELOCATE THOSE ROADS SINCE THE AIRPORT IS BADLY OBLIGATED, YOU HAVE A FINAL GUIDANCE THAT SAYS, OKAY, IF YOU HAVE A ROAD INSIDE YOUR RPC, NOW YOUR GRANDFATHER CAN, THE MINUTE THAT YOU WANT TO ROADWAY THAT YOU PULL UP ANY SORT OF ASPHALT, THEN WHATEVER IS IN THAT RBC, NOT WITH THAT GUIDANCE, UH, SORT OF IN 2013 AND THEN JUST REVITALIZED IT 20 JUST RECENTLY.
SO, UH, THERE WAS A LOT OF CONSIDERATIONS WE HAVE TO DO, BUT ULTIMATELY WHAT WE NEED TO GET, THIS IS SOMETHING THAT WE CAN'T SERVE THEM AVAILABLE FOR AROUND IS THEY HAVE THE OPERATION.
SO ESSENTIALLY IF YOU'RE AT 4,000 FEET AND YOU WANT TO FIND OUT FOOT RUNWAY, THEN YOU NEED, YOU NEED THE OPERATIONS TO JUSTIFY THAT FOR A THOUSAND DEEP BASED ON THE NEXT BARBER AIRCRAFT THAT NEEDS THE CHALLENGE THAT NOT JUST FUNDING BE LIKE ANY AIRPORT IN THE STATE OF TEXAS.
AND PROBABLY, I'M NOT SURE WE HAVE TO GO THROUGH BECAUSE YOU DON'T REALLY KNOW WHAT OPERATIONS YOU'RE NOT GETTING OR NOT.
SO THAT'S SORT OF A DOUBLE-EDGED SWORD.
AND AGAIN, MY INFORMATION STATED, BUT I HAVE A HARD TIME BUYING THAT BECAUSE AT THE TIME WE BUILT IT, WE COULD NOT OBTAIN THE LAND TO THE WEST.
AND IF WE HAD TEXTRON AVIATION WOULD HAVE LET US BUILD 4,500 FOOT RUNWAY, IF WE HAD BEEN ABLE TO MAKE THAT, THAT SLIGHT DEGREE TURN, UH, AND NOW YOU'RE SAYING WE CAN'T, SO I'M NOT QUITE UNDERSTANDING THAT THE COUNTY NEEDS, WE HAVE, WE HAVE THE GROWTH, WE HAVE THE, UH, OIL ACTIVITY, WE HAVE THIS HEART PRODUCTIVITY AND WE NEED TO BE ABLE TO CORPORATE JETS IN AND OUT.
AND I ABSOLUTELY AGREE FOR THE MOST PART AIRPORTS THAT NEED MORE WEIGHT EXTENSIONS.
THAT'S THE TRICKY PART, ESPECIALLY
AND IT WAS THE AGGRESSIVE NATURE OF PLEASANTON BACK IN THE SEVENTIES AND EIGHTIES THAT THE GODDESS AND AIRPORT AND THE COUNTY WAS NOT PROACTIVE ABOUT SUCH THINGS AND SO THANKFUL AND PLEASANT AND DID IT.
AND, UM, AND, AND THAT'S, THAT'S WHERE WE ARE.
THAT'S OUR, THAT'S OUR DRIVING VEHICLE.
THERE'S THERE, THERE, THERE'S NOT THE MONEY TO BUILD A NEW, I DON'T THINK IT'S NECESSARY, BUT ANYWAY, INTENTION, YOU CAN PUT IT ON.
I APPRECIATE THANK YOU FOR YOUR TIME, PLEASE.
WE'RE GOING TO TALK ABOUT THE SYSTEM PLAN WE HAVE COMING UP.
I LEFT A COUPLE HANDOUTS UP HERE.
ONE OF THEM IS THE DOCUMENT RIGHT HERE, JUST QUICK FACTS AND SOME VARIETY OF STATISTICS ABOUT OUR AVIATION SYSTEM HERE IN TEXAS.
I GUESS WE'RE A NATIONAL LEADER IN A LOT OF CATEGORIES AND INSURANCE SUPPORT, CONTINUED SUPPORT FOR AVIATION SYSTEMS CAN BE CRUCIAL TO, TO ENSURING THAT WE'RE ABLE TO KEEP THIS SO WE CAN SEE WHERE NUMBER 1, 2, 3, BASICALLY EVERY MEASURABLE AVIATION CATEGORY ACROSS THE COUNTRY.
WHEN, WHEN WE'RE NOT NUMBER ONE, THE OTHER TWO STATES THAT WE ALWAYS GO
[00:25:01]
INTO CALIFORNIA, FLORIDA, UH, AND IT'D BE BUDGET AT BREAKING APART FUNDING, WHICH I'VE GOT A COUPLE OF SITES HERE.WE GET ABOUT $15 MILLION IN STATE FUNDING.
CALIFORNIA GETS $450 MILLION IN FLORIDA IS REGION.
WE GET 15 AND WE ARE BEING, WE ARE BEING THOSE TWO STATES AND A LOT OF, SO WE'RE, WE'RE DOING MORE WITH LESS, WE'RE DOING A LOT HEADED.
IT'S NOT JUST US, THE AVIATION DIVISION AND OUR AIRPORTS.
IT'S ALSO MAKING SURE THAT WE HAVE SUPPORT ON A REGIONAL LEVEL.
SO, UM, SO OUR ROLE, OUR PRIMARY ROLES TO DEVELOP A STATE SYSTEM AIRPORTS ACROSS DETECTIVES, UH, WE WANT TO MAINTAIN THE FACILITIES THAT WE DO HAVE IS IN A VERY UNIQUE POSITION THAT A LOT OF OUR AVIATION FACILITIES ARE GIFTED TO CITIES AND COUNTIES 70 YEARS AGO AT THIS POINT IN THE 1940S, EIGHT YEARS AGO, UH, A FEDERAL COVERAGE, UH, WORLD WAR II TRAINING SITES.
A LOT OF OUR AVIATION FACILITIES ACROSS THE STATE AID BACK TO WORLD WAR II TRAINING, THE US GOVERNMENT PAID FOR THOSE.
THEY BUILT THEM AND THEN JUST SAID, HEY, HERE YOU GO, CITIES AND COUNTIES, YOU HAVE THIS, THIS REALLY GREAT INFRASTRUCTURE.
SO THAT'S A VERY HIGH PRIORITY.
WE'RE DOING EVERYTHING POSSIBLE TO THE 18, THAT INFRASTRUCTURE THAT WAS GIVEN TO US BECAUSE IT'S A SITUATION THAT NOT EVERY STATE HAS.
UM, SO WE'RE REALLY LUCKY IN THAT SUPPORTING ECONOMIC DEVELOPMENT.
YOU KNOW, WE HAVE NEARLY A BILLION DOLLARS A YEAR, ANNUAL ECONOMIC ACTIVITY, SUPPORTING A TREMENDOUS AMOUNT OF JOBS AND HAVING TO GO PAY IT ALL AND NOT JUST AT HELPING BUSINESSES AND RESIDENTS GET GOODS TO AND FROM PLACES.
SO IN TERMS OF THAT AIR, AIRCARD GENERALLY ACROSS THE COUNTRY, ERIC GARBO REPRESENTS ABOUT 1% OF ALL FREIGHT BY WEIGHT, BUT 33% BY VOLUME.
SO YOUR CARD OVERSEEING MOVE THROUGH AIRPORTS, AND IT'S NOT JUST SAN ANTONIO INTERNATIONAL KELLY GATE OPEN DFW.
THERE'S A LOT OF OUR GENERAL OR THIS AS WELL, UH, IS VERY HIGH VALUE, HIGH PRIORITY TIME-SENSITIVE THINGS THAT HAVE BEEN SHIPPED.
SO THAT IS STILL A VERY IMPORTANT PART OF
SO THIS REGION, THIS IS AGAIN, MICHAEL, WE, THIS IS HIS, HIS REGION.
CERTAINLY THE SALVIA IS THE PRIMARY PLANNING POINT OF CONTACT FOR ANY PROJECT RELATED QUESTIONS.
HE ALSO SERVES AS OUR COMPLIANCE GUY ACROSS THE STATE.
SO, UH, A OPPORTUNITY WE HAVE TO ASSIST AIRPORTS IN MAINTAINING FEDERAL COMPLIANCE.
HE ALSO READS ALL OF THOSE EFFORTS.
WE ALSO DO OUR ENVIRONMENTAL AND LAND RIGHT AWAY, ACQUISITION IN-HOUSE AS WELL.
SO YOU'RE VERY NEEDED IN THE ASIAN OPPOSITE COUNTRY BEST.
UM, SO WE HAVE THOSE CONTACTS, AMY FOSTER, JULIE, FEEL HER THEN HARRIS NEW SUITES, OUR SAFETY PROGRAM.
THESE ARE, THESE ARE THE MOST IMPORTANT TO YOU GUYS FOR, FOR US AS THE PLANNER ENVIRONMENTAL SAFETY INSPECTOR.
SO IF YOU HAVE ANY QUESTIONS AND I THINK THERE ARE ANY SLIDES CAN BE RELATED QUESTIONS.
SO LIKE WE'LL PUT YOU GUYS IN CONTACT.
UH, WE'RE UPDATING OUR STRATEGIC AVIATION SYSTEM PLAN IN TEXAS IS AVIATION SYSTEM IS SUPPOSED TO BE UPDATED EVERY FIVE YEARS.
THE LAST UPDATE WAS COMPLETED IN 2010.
SO A LITTLE BIT BEHIND THE TIMES IF WE WERE TO START TODAY, WHICH WE'RE ACTUALLY PROBABLY STARTING THIS WEEK, IT'LL TAKE ABOUT TWO YEARS NOW.
SO WE'RE LOOKING AT 2024, SO 14 YEARS BETWEEN UPDATES.
SO IT'S GOING TO BE A PRETTY COMPREHENSIVE UPDATE HISTORICALLY, VERY, BEEN VERY FOCUSED ON OUR AVIATION PARTNERS AND THINGS LIKE THAT.
UH, MY, MY PREVIOUS ROLE BEFORE WAS RUNNING TEXTILE AVIATION, UH, 22 MONTHS AGO THIS WEEK, I ACTUALLY WORKED FOR FLORIDA DOG AND I WAS IN AVIATION ON THE STAIR AND THEN THEIR VERSION OF POLICY PLANNING AND MERCHANT TV.
AND I HAD SEEN FIRSTHAND THE BENEFITS OF REACHING THE NON AVIATION SEQUEL, JUST BECAUSE YOU GUYS MIGHT NOT DEAL WITH AN AIRPORT IT BASIS.
I STILL SEE A LOT OF VALUE BENEFIT IT TO THREE YOU GUYS CONVERSATION BECAUSE THERE'S A LOT THAT AMUSING KELLY FIELD HERE IN THE COUNTY, YOU JUST GOT TO GROW UP AND SAY, WE'VE NEVER HAD AN OPPORTUNITY TO GO TO CAMP WITH YOU.
I WAS LIKE, I'M DRAWING THEM IN HERE.
I WAS DOWN THERE TWO MONTHS AGO AND THEY HAD 80 SOMETHING ON 7 37 MAXES.
YOU'RE FACING ALL THAT SAFETY ISSUE.
KELLY THEY'RE RETROFITTING ROLLING.
UH, WHAT WAS A FAT RIGHT ADJUSTMENT NAVY AND MARINE CORPS.
YOU GIVE THEM A BRAND NEW BIKE OF A 45 HOURS OF FLIGHT TIME, C 17 77, 3 WORKERS.
THAT'S ALL HAPPENING IN YOUR BACKYARD, BUT IT'S HAPPENING RIGHT THERE.
AND YEAH, THAT'S HAPPENED ON THE AIRFIELD.
THAT'S CREATING THOUSANDS OF JOBS, THOUSANDS OF DAILY TRIPS TO, AND FROM THE AIRPORT SURROUNDING AREAS, INJECTING, YOU KNOW, THOSE ARE THOSE PEOPLE WHO WORKED FOR BOEING.
AND THEN ON $89 NOW THEY'RE MAKING A PRETTY GOOD SALARY AND THEY'RE
[00:30:01]
PUTTING THAT MONEY BACK BECAUSE THE COMMUNITY.SO IT'S REALLY IMPORTANT FOR US TO BE ENGAGING WITH YOU GUYS, NOT AGE SPECIFIC PARTNERS AND STAKEHOLDERS, NOT ONLY FOR YOU GUYS TO HAVE AN IDEA OF WHAT'S HAPPENING ON THE AVIATION SIDE, BUT IF THERE ARE OPPORTUNITIES OUTSIDE OF THE AIRPORT FENCE, THAT AVIATION MIGHT BE ABLE TO EITHER CAPITALIZE ON YOU GUYS.
BECAUSE AS, AS YOU KNOW, YOU HAVE A BUSINESS LOOKING TO RELOCATE HEADQUARTERS, WE DEAL WITH THIS AT THE STATE LEVEL ALL THE TIME.
ONE OF THE FIRST QUESTIONS THEY ASK IS
WE HAVE AN AIR ATHLETE THEY NEED TO GET IN AND OUT.
SO
SO THAT'S GOING TO BE A HUGE PART OF OUR SYSTEM PLANNING THAT DAVE IS ENGAGING WITH WITH NON AVIATION STAKEHOLDERS, PARTNERS AND UNDERSTANDING WHAT IT IS YOU NEED FROM US, WHAT IT IS WE DO FOR YOU.
SO
WE DO NOT HAVE ANY AVIATION FUELS ACTS OR ANYTHING LIKE THIS.
BEVERLY, WE GET ABOUT $55 MILLION A YEAR.
IN TERMS OF THE GENERAL AVIATION REPORTS, WE DO FOCUS ON SAFETY.
THOSE ARE NUMBER ONE PRIORITY.
WE CAN SPEND ALL SAN DIEGO NEED YET ACCESS TO THE LOCAL MATCH, THE STATE AND THE FEDERAL RESTRAINT AND ALL SORTS, HATED SAFETY.
EVERY YEAR, WE STILL LIVED THERE AT $95 BILLION A YEAR, AIRFIELD DAVID SAFETY NEEDS.
SO WE'RE A LITTLE BIT BEHIND THE CURVE.
SOON AS WE START THE YEAR OFF, WE WANT TO MAKE THE BEST DECISIONS.
AND THAT'S REALLY WHAT WE'RE FOCUSING ON DATING OUR OWN TAX SYSTEM FRAME IS UNDERSTANDING WHERE WE CAN GET THE HIGHEST RETURN ON SOME OF OUR INVESTMENTS WITH OUR RESOURCES, SO THAT THEY CAN ACTUALLY BE A LITTLE MORE RESOURCEFUL WITH SOME OF OUR DECISIONS, OUR FUNDING PRIORITIES, JUST AS IT SHOULD BE.
I MEAN, YOU LOOK AT OUR ACTUAL CIP OR WHAT'S INCLUDED IN THE SYSTEM PLAN, PRIORITIES.
SAFETY IS GOING TO BE NUMBER ONE.
SO WE WANT TO MAKE SURE THAT WE'RE PUTTING SAFETY ABOVE ALL OF THE THINGS.
AND ALSO, AS I MENTIONED, PRESERVING THOSE EXISTING FACILITIES, THIS, THIS AVIATION INFRASTRUCTURE THAT'S BEEN GIVEN TO US BY THE FEDERAL GOVERNMENT AND THE CITIES COUNTIES, AND EVEN THE STATE OF OVER THE YEARS PUT BILLIONS AND BILLIONS OF OUR OWN DOLLARS INTO MAKING SURE THAT WE'RE MAINTAINING THAT SYSTEM SAFE, EFFICIENT WAY TO PROVIDE THEM SERVICES, OUR RESIDENTS VISITS.
SO OUR CIP IS I'M GOING TO TURN IT OVER TO MIKE HERE.
UM, SO AS YOU CAN SEE OUR CIP, OUR VERSION, UH, DEPENDING ON WHERE WE'RE ALL IS ONE OF THOSE PARTS AND WE'LL SYSTEM
ELIGIBILITY AND JUSTIFICATION REQUIREMENTS THAT WE HAVE TO FOLLOW, UM, THAT ALLOWS US TO ESSENTIALLY BETTER PLAN FOR ALL THE PROJECTS LIKE JEN SAID, WE DO WANT TO PRESERVE OR ANYTHING THAT SEEMS RELATED.
IT'S GOING TO BE NUMBER ONE PRIORITY.
AND THE PROCEDURE, UH, CURRENT FACILITIES IS OBVIOUSLY A HUGE BONUS AS WELL.
UM, WE HAVE THREE GENE FROM 50 50, 75, 45 AND NINE, 10 IS, UM, OUR MOST USUAL ONE.
AND IT'S,
IT COULD BE AN ANGER, UH, PROJECT AND AMBULANCE TO DO FUEL FARMS AND THINGS LIKE THAT, WHICH WE'LL ADDRESS IN THE FOLLOWING SLIDES, UM, ROOTS TEAM, ERIC
SO, UH, THE, A, UH, A VERY VISUAL GRANT FOR YOUR SD AIRPORTS.
UH, ESSENTIALLY WHAT THIS ALLOWS THEM TO DO IS THEY CAN SPEND UP TO $100,000 ON AN ANNUAL BASIS AND WE'LL REIMBURSE THEM 50,000.
AND NOW THIS TAKES A BIG ROLE.
AND JUST FOR DURING EVERY DAY IT'S REQUIREMENT, AS IT CAN GET REIMBURSED 80 CENTS ON A $1 LINE POOL, OR THEY CAN GO OUT AND DO CRACKS SEAL GOING ON THEIR OWN.
AND THAT WAY THEY CAN CONTINUE TO RESERVE BECAUSE WHEN THEY DO SUBMIT FOR LIKE A RUNWAY REHABILITATION OR A RUNWAY EXTENSION, SOMETHING ALONG THOSE NEEDS, WE'LL LOOK AT YOUR COURSE IS THREE TO ENSURE THAT THEY HAVE, YOU KNOW, INTO THE AIRPORT.
THAT'S WHAT WE DO FIND, UH, FROM TIME TO TIME AND SEE HER IS ODD, BUT IN HER WORK REALLY $4 MILLION PROJECTS, AND THEN THEY WON'T HATE IT FOR ANOTHER 10 YEARS.
AND ALL OF A SUDDEN THEY NEED TO READ INSTRUCTIONS THAT WERE LIKE, I RESERVED A HABIT BECAUSE OBVIOUSLY, YOU KNOW, THE MONEY HAS TO GO
[00:35:01]
FURTHER AND FURTHER INTO CREATING, UH, AIRSIDE PROJECTS ARE GIVEN FIRST PRIORITY.WE LIKE TO SAY, WE WORK FOR THE CENTER LINE OUT AS, UM, OR RUNWAY CENTER LINE, THE ISSUE.
IT SAID PRIME EXAMPLE, THE RUNWAY CENTER LINE AIRFIELD TAXIWAY MOVING ON TO THE EIGHT.
BRANDON IS SORT OF THE LIGHT SIDE FACILITIES LIKE HATERS, TERMINAL BUILDINGS, THINGS LIKE THAT.
UM, WE DO ON AN ANNUAL BASIS, OUR RAMP ORDINATOR, A SLAUGHTER SHE'LL REACH OUT TO WHOEVER THE AIRPORT SPONSOR IS, AND SHE'LL ESSENTIALLY, UM, SU THE GRANT FOR THEM, SEND IT OVER TO THEM FOR SIGNATURE.
AND WE GET SORT OF, UH, STARTING THE REVERSE ANY INVOICES AFTER THAT, UH, WILL BE ALLOCATED TOWARDS THAT.
AND THEY BRING, ALL RIGHT, AS I MENTIONED, THESE ARE SOME OF OUR PATIENT GRANT PROGRAMS. WHAT YOU'LL SEE ON HERE, IT'S JUST THE STANDARD RESERVATION LIKE THAT AIRPORT, WEED OR REHABILITATION, BUT THESE ARE THE
SO ESSENTIALLY WHAT WE'LL DO IS WE CAN PUT GAIN 600,000 AND THEN WHEN THE 10% ASH COMES TO 666,667.
UM, SO YEAH, I'M AN, A PERSON LONG AND USING, UH, THIS IS PRETTY GOOD OFFICIAL, AND NOT, THERE ARE SOME, LIKE I MENTIONED, ELIGIBILITY REQUIREMENTS FOR IT'S, UH, YOU NEED AN AID OR WAITING LIST.
YOU CAN NOT ARTICLE STORAGE INSIDE FACILITIES, UM, AN EXIT, THE AUTOMATED WEATHER OBSERVATION CENTER OR SYSTEM, AND 75, 25 OF HOW THAT BRAND WORKS IS YOU WOULD PAY 100% UP FRONT.
AND THEN ONCE WE GET THE INVOICES, WE WILL RAPE HER.
SHE SENT ME 5%, UH, FUEL PROGRAM, VERY SIMILAR, UH, ASKED TO SAY, MAX, THE 600,000 AND IT IS GETTING 75, 25 OF THOSE BELL KNOW THAT THE TWO REAL REVENUE SOURCES AT THE AIRPORT IS LEASES AND FUEL.
THEY KNOW THE ODDS ARE, YOU KNOW, WE'RE TRYING TO STRIVE OR, UH, MAKE AN EFFORT TO BE BRINGING THAT INTO YOUR WORK, EVEN THOUGH SOME MAY VERY WELL THINK THAT, BUT, UH, REALLY WHAT WE WANT TO DO IS JUST BREAK EVEN AND BE SELF-SUSTAINING SELF-SUSTAINABLE SO THAT THEY CAN NEVER HAVE TO BORROW MONEY FROM THE GYM.
THAT WOULD BE YOUR IMPORTANT MONEY STAYS AT THE AIRPORT.
SO THEY HAVE THE ABILITY TO DO CAPITAL IMPROVEMENT PROJECTS AND CONTINUE TO MAINTAIN AND ALL THEIR AIRPORT, THE TERMINAL BUILDING PROGRAM, IF YOU COULD BE COST SHARE, IF YOU'D THROW IN A PARKING LOT AND INCHES ROPE, IT GOES UP TO 1.2 BILLION AND SAID IT'S 50 50.
SO WE WOULD THROW IN 600,000 AND THEN, UH, THE SPONSOR, RICK GROWING THE ADDITIONAL 600,000, ANYTHING OVER THAT NOW HAS TO BE 100% ON THAT LOCAL MUNICIPALITY.
UH, THERE ARE SOME OF THAT REQUIRES, UH, VERY SIMILAR TO HOW OUR PROGRAM WORKS WORK FROM THE AIR SITE OR FROM THE RUNWAY CENTER LINE OUT.
AND YOUR SITE NEEDS WILL ALWAYS COME FIRST.
SO WE WILL ALWAYS TELL ANYBODY OUT HERE OR A TO FIX THE CRACKS ON YOUR RUNWAY BEFORE PULLING INTO A HANGER TO THE ORDER CAN, UM, LIKE INSIDE, THESE ARE JUST SOME EXAMPLES OF ANYTHING THAT ARE ELIGIBLE SUNDAY, DINNER TWICE AS WELL.
NOW I WOULD SAY IF THERE AN EVER SOMETHING YOU'RE NOT WILLING TO A HUNDRED PERCENT SHORT OUT AND FEEL FREE TO GIVE ME A CALL, I'LL PICK UP THE PHONE THAT WE CHASED THAT EMAIL FOR YOU AND START CALLING PEOPLE WITH TOP 10.
LIKE, DID YOU HAVE ANY QUESTIONS ABOUT ANY OF THOSE FUNNY PROGRAMS? THANK YOU.
WHAT DID THAT? ONE OF THEM THINGS WHERE WE'RE TRYING TO IMPROVE OUR COORDINATION WITH, OF OUR PARTNERS, BOTH AVIATION AVIATION, AND JUST COMING UP WITH SOME, SOME BEST TIPS AND TRICKS AND HOW TO WORK WITH US AND MAKE SURE WE'RE ALL SUCCESSFUL.
ONE THING MIGHT CLIENTS, GUY KNOWS THIS IS, IS TALKING TO US EARLY, AS SOON AS YOU KNOW ABOUT SOMETHING, WHETHER OR NOT IT'S EVEN AVIATION.
WE SEE A LOT OF TIMES WHERE SOMETHING HAPPENS OFF AIRPORT LAND USE FROZEN SUPPOSE IN A CELL PHONE TOWER WINDOW.
IT COULD BE RESIDENTIAL DEVELOPMENT THAT COULD IMPACT YOUR AIRPORT.
SO IT'S REALLY IMPORTANT FOR US TO BE UNDERSTANDING WHAT'S HAPPENING, NOT JUST AT YEAR OR IN THE AREA IMMEDIATELY CERTAIN YEAR, EARLY ENOUGH.
SO THAT WAY WE DON'T GET INTO A SITUATION.
YOU SEE IT IN AIRPORTS BEFORE WHERE SOMETHING GETS BUILT IN CLOSE PROXIMITY TO AN AIRPORT.
AND ALL OF A SUDDEN WE FIND OUT THAT DMA FINDS OUT AND IT ENDS UP BEING A SAFETY ISSUE.
I MEAN, DESTRUCTION AND OUR RUNWAY HAS TO BE SHORTER THAN OUR RUNWAY TO BE CLOSED AND MOVED.
AND THAT CAUSES EVERYBODY'S MILLIONS AND MILLIONS OF DOLLARS OF INVESTMENT PUBLIC FUNDS OVER THE COURSE OF YEARS AND YEARS TO NEED GENERALLY.
SO UNDERSTANDING THAT THE NEEDS TALK TO US EARLY AND OFTEN THE, THE COMMUNITY AND LOCAL GOVERNMENT SUPPORT I'VE WORKED, UH,
[00:40:01]
OR WE WILL BE A LITTLE BIT MORE
THEY HAVE NOT HAD A LOT OF SUPPORT.
AND YEARS AGO THEY GOT A NEW CITY MANAGER AND I GOT A NEW DIRECTOR OF DEVELOPMENT SERVICES.
THEY JUST HIRED A MANAGER THEY'RE WILLING TO REALLY GET BEHIND THE AIRPORT.
AND WE'RE STARTING TO SEE BUSINESS INCREASE IN YEAR ONE, THE COMMUNITY, PUTTING MORE MONEY THE YEAR, PUTTING THEIR OWN MONEY IN THE AIRPORT.
THAT'S THE ENTIRE COMMUNITY, THE GOOD ONSITE AIRPORT MANAGER POINT OF CONTACT.
IT'S REALLY IMPORTANT FOR US TO KNOW WHO TO GO TO NOW, LARGE GENERALLY, OR EVEN A COMMERCIAL SERVICE AIRPORT.
THAT'S USUALLY PRETTY STANDARD OF THING, BUT FOR A LOT OF RURAL AIRPORTS, THERE MAY NOT BE A DEDICATED AIRPORT MANAGER.
IT MIGHT BE THE JUDGE WHO ALSO SERVES AS THE AIRPORT MANAGER, PROBABLY WORSE THAN RIGHT THERE ON THAT AIR, BUT THE FARMS HERE ARE WHATEVER IT IS.
WE NEED TO KNOW WHO OUR MAIN POINT OF CONTACT AT THE AIRPORT IS BECAUSE WE WANT TO, WE WANT TO WORK WITH YOU AND MAKE SURE THAT WE'RE BEING THE BEST PART, THAT WE CAN HAVE THAT GOOD RELATIONSHIP.
WE DEFINITELY WANTED IT TO GET TO KNOW WHO THAT BEING WOULD CONTACT AT THE AIRPORT.
SO WE GET AS MUCH AS POSSIBLE KNOWING WHAT YOU ARE, WHAT YOU WANT TO BE AND HOW YOU CAN GET AGAIN, THERE IS, IS VERY KEY.
UH, YOU KNOW, EVERY AIRPORT FROM DFW AND HOUSTON INTERCONTINENTAL TO SAN ANTONIO INTERNATIONAL, THEY DIDN'T JUST ONE DAY START OFF AS HAVING A MILLION PASSENGERS.
THEY STARTED OFF AS A SMALLER AIRPORT, TOO.
THEY BUILT IT, AND IT WASN'T BUILT AT THAT INTERNATIONAL AIRPORT OR A MAJOR GENERAL AVIATION AIRPORT BUILT OVERNIGHT.
SO I WOULD SAY ANY NEW GOING THROUGH THE PLANNING PROCESS, UNDERSTANDING WHAT YOUR KEY MARKET IS, WHAT YOU ARE RIGHT NOW.
AND THEN I LET THAT BOMBS HER 20 YEAR VISION, WHERE YOU SEE YOUR AIRPORT COMMUNICATING THAT TO US.
AND THAT GIVES US THE ABILITY FOR REALISTIC PLANNING TO BE ABLE TO IDENTIFY FUNDING OPPORTUNITIES AND PARTNERSHIP WE NEED TO DO AND DO THAT OVER THE LONGTERM BECAUSE THAT, THAT TERM PLANNING AND DEVELOPMENT THAT'S THAT SUSTAINABLE TYPE OF GROWTH.
NOT THAT IT'S FLASHING GROWTH.
SO IT'S REALLY IMPORTANT FOR US TO, ANYTIME WE GO TO UNDERSTANDING WHAT THE LONG-TERM PLANS OF THE AIRPORT ARE BEING REALISTIC, THIS IS SOMETHING WE REITERATE OUR BULLS ALL THE TIME.
WE DO HAVE VERY LIMITED FINANCIAL RESOURCES.
SO WE DO HAVE TO MAKE A LOT OF TOUGH DECISIONS ON ME WHERE WE PUT THAT MONEY.
SO BEING REALISTIC IN TERMS OF HAVE MONEY INVESTED THAT WE CAN DO AT THE STATEWIDE LEVEL, AS WELL AS THE LOCAL LEVEL.
YOU KNOW, AS MIKE MENTIONED, THE MOST WE COULD EVER GIVE IN TERMS OF THE GRANT, ISN'T 90%, THERE'S ALWAYS GOING TO BE SOME SORT OF LOCAL MATCH REQUIRED AND UNDERSTANDING WHAT THOSE, THOSE PROJECTS, THERE ARE SOME PROJECTS THAT ARE $20 MILLION, YOU KNOW, THAT REQUIRES AT MINIMUM 2 MILLION HOURS LOCAL MATCH.
SO MAKING SURE THAT THAT LOCAL HADN'T HAD THAT WE'LL GO MATCH IT AND LOWER, READY TO INVEST.
STAYING FLEXIBLE IS ANOTHER ONE WE HAVE, WE HAVE A LOT OF MOVING PARTS.
YOU KNOW, THERE AREN'T ANY MENTIONED THE INFRASTRUCTURE ACT THAT IS COMING OUT.
WE SPEND THE LAST 10 DAYS, 12 DAYS RUNNING AROUND LIKE CHICKENS WITH OUR IPAD OUT.
CAUSE THERE'S A HUGE CHUNK OF RADIATION, LIKE POTENTIALLY, YOU KNOW, $3,500 A YEAR JUST COMES OUR PROGRAM, UH, AID GENERAL AVIATION ACROSS THE STATE.
AND IT'S NOT SOMETHING THAT ANY OF US HAVE REALLY PLANNED FOR IT.
SOMEBODY THAT WAS JUST THROWN ON, WE'RE ASKING THE AIRPORT SPONSORS AND THE LOCAL GOVERNMENTS TO GO THROUGH THEIR LOCAL PROCESS TO IDENTIFY CID PROJECTS THAT WOULD BE ELIGIBLE.
AND THAT'S JUST THE LATEST IS A EXAMPLE.
WHY IS IT IMPORTANT? ESPECIALLY IN OUR PROGRAM TO BE VERY FLEXIBLE.
WE JUST, WE, WE DO OPERATE IN, IN OUR OWN, ALL IN TERMS OF TEXTILES.
WE DON'T, WE DON'T DEAL WITH THE SAME FUNNY SERVICES PROCESS AND PROJECT SELECTION DECISION MAKING THAT A LOT OF THE OTHER PATIENTS DO.
UH, WE LEARNED, MADE SURE THAT THAT OPPORTUNITY PRESENTS ITSELF.
AND SOMETIMES WE HAD MONEY THREE UP, OR SOMETIMES YOU CAN DO FUNNY SOURCE LIKE JAY FOR YOU GUYS TO BE ABLE TO HELP US TO BE ABLE TO REHAB IT AND CAPITALIZE IT BECAUSE WE SURE DON'T WANT THAT MONEY FOR ARKANSAS OR ANYWHERE ELSE BESIDES, UH, TEXAS.
THAT WAS MY, YOU MENTIONED, UH, YOU KNOW, THERE'S SOME KEY FACILITIES THAT WE DO HELP SUPPORT ANYTHING THAT'S GOING TO BRING IN REVENUE.
IT'S GOING TO BE PRETTY IMPORTANT FOR YOUR COURT TO BECOME FINANCIALLY SELF-SUFFICIENT.
SO THAT'S HANDLED AS A FUEL, UH, WEATHER REPORTING CAPABILITY
[00:45:01]
PILOTS GENERALLY AVOID AIRPORTS THAT DO NOT HAVE, UH, WHAT'S CALLED PAY LOSS, UH, WEATHER OBSERVATION SYSTEM.SO WE HAVE A HUGE PROGRAM WHERE WE SUPPORT PEOPLE, WHETHER I'M SERVING SYSTEMS ACROSS THE STATE STORAGE IS ANOTHER ONE PACING AIRCRAFT SERVICES.
IT COULD BE A VERY FANCY TERMINAL.
YOU SPENT BILLIONS OF DOLLARS ON IT, OR IT COULD BE, WE SEE SOME AIRPORTS THAT HAVE BASICALLY, UH, YOU KNOW, POP UP BUILDING, YOU KNOW, FOR 50 GRAND AND RUN SOME UTILITIES OUT TO IT THAT SERVICES THEIR PILOTS LOUNGE FOR THEIR MARKET.
THAT, THAT SET ASIDE AGAINST THOSE PILOTS SOMEWHERE COVERED, OR MAYBE CHECKING WHETHER THEY CAN DO THEIR FLIGHT PLANNING THAT IS OPEN.
THERE IS GOING TO BE KEY TO GETTING THE FLYING TO STAY INVOLVED IN OUR PROCESS IS CRUCIAL AS ANY HOMES, WHETHER IT'S A SIMPLE PLAN THAT WE HAVE COMING UP, WE HAVE AN ANNUAL CONFERENCE EVERY YEAR.
IT'S THIS YEAR, NEXT SPRING GALVESTON.
UH, WHEN MIKE IS COMING OUT FOR PLANNING MEETINGS TO GET THOSE NON AVIATION ARMS OUT TO THE AIRPORT, OUR SAFETY INSPECTIONS TO BE INVOLVED IN SPORT, WHAT'S HAPPENING ON THE AVIATION SIDE OF THINGS IS EXTREMELY IMPORTANT.
AND THEN HOW MANY LET'S HELP YOU? IF THERE'S ANYTHING WE CAN DO FOR YOU, WE NEED TO KNOW THAT REACH OUT TO US, CALL BY, CALL ME ALL, ANY OF US IN THE AVIATION DIVISION.
AND WE'LL, WE'LL GET YOU IN CONTACT VERSUS LEISURE, WHETHER IT'S SLOW MAINTENANCE, COMPLIANCE, THAT INFORMATION DATA IS INFORMATION.
AERONAUTICAL INFORMATION IS CRUCIAL JUST LAST NIGHT.
WE THOUGHT LAST NIGHT, THIS SHOWED ITSELF AGAIN WITH THE VIA TORNADOES THAT ARE HAPPENING.
THE JACKS FROM OUR PLACE SERVICES DEPARTMENT HAS BEEN FLYING THE GARDEN AND I'M SITTING THERE AT 10:00 PM, CALLING AIRPORT MANAGERS ON THEIR WHAT'S AT HOME.
YOU GUYS ARE CONTACTED FOR ISSUES.
SO I'M HAVING TO CALL IT LOCALLY.
I'M CALLING WITH, HE TAKES UP HALF SLEEP.
I'M LIKE, HEY, SORRY, ARE WE NEED TO GET THE GOVERNOR? SO MAKING SURE THAT THE INFORMATION IS IS ACCURATE UP-TO-DATE IS CRUCIAL FOR US.
ALL ELSE THAT IS ALWAYS GOING TO BE NUMBER ONE PRIORITY.
HEY ARE GREAT FUELS, GREAT REVENUE GENERATING PROJECTS ARE GREAT.
WE LOVE THEM AS WELL, BUT WE CAN'T PUT THOSE AHEAD OF SAFETY.
SO IF WE HAVE TO MAKE A TOUGH DECISION, WHICH WE DO, WE ARE ALWAYS GOING TO CHOOSE TO DO THE PRIVATE, THAT INFLUENCE THE SAFETY OVER THE SEXY AND TURN OFF, YOU KNOW, THE THING THAT MIGHT BRING IN SOME, SOME RHETORIC, WE'RE ALWAYS GOING TO CHOOSE THAT SAFETY PROJECT OVER ANYTHING ELSE.
AND JUST FOR EVERYONE TO UNDERSTAND THAT IS REALLY KEEPING US, THAT'S WHAT WE'VE GOT.
UH, OVER FRIDAY QUESTIONS, COMMENTS, DESSERTS.
I HAVE TO GO THERE REPORTS MY COUNTY THAT ARE THE OLD WORLD WAR TWO ONES.
AND I HEAR IT FROM THE AMERICANS.
HERE'S ONE OF THEM RIGHT HERE, LIGHTNING.
BUT WHEN THEY'RE TRYING TO GET IT RELEASED FOR ECONOMIC DEVELOPMENT PROJECTS IS THAT YOU ARE YES.
ME AS A PLANNER, HE HAS CLIENTS AND IT SEEMS TO BE A VERY ARDUOUS PROCESS.
IT TAKES THEM FOREVER TO GET IT DONE.
SO THE FAA IS JUST BECOMING MORE AND MORE STRINGENT ON RELEASING AIRPORT PROPERTY FROM FEDERAL OBLIGATION.
AND THERE IS A LENGTHY QUESTIONNAIRE.
THE PROCESS IS EXTREMELY LENGTHY AND FAILURES.
UH, OBVIOUSLY THE DOCUMENTATION SIDE OF IT.
AND THAT'S WHY WE'VE REALLY JUST STARTED HARPING ON EARLY AND OFTEN, YOU KNOW, SOMETHING THAT'S COMING DOWN TWO YEARS FROM NOW, LET'S START TALKING ABOUT IT.
NOW, WHAT WE'RE FINDING IS AIRPORTS ARE FINALIZING AGREEMENTS PRIOR TO EVEN ASKING POODLE.
AND THEN ALL OF A SUDDEN WE HAVE OUR OWN CENTERS SIT DOWN THERE AND THINGS LIKE THAT.
THIS IS LIKE THE NUMBER ONE THING WE DON'T WANT TO DO IS IMPACT YOUR GUYS' FUNDING.
MOVING FORWARD, AS WELL AS GAY.
WE'D GO BACK AND SAY, WELL, THEY RELEASED ESSENTIALLY FEDERALLY OBLIGATED LAND, AND THAT'S NOT ALLOWED BY GRANT ASSURANCE AND ERIC, OR WE'RE GOING TO REQUEST NO MORE FUNDING MOVING FORWARD, AS WELL AS THEY CAN GO BACK AND PRORATE ANY FUNDS THAT WERE PREVIOUSLY AWARDED.
NOW WE ARE CONTINUING TO WORK WITH OUR PARTNERS.
THEY ARE THE ONLY ONES THAT MAINTAIN THE AUTHORITY TO RELEASE IT.
SO WE ESSENTIALLY, WE WILL BUILD UP THE PACKAGE OF PARTNERS BFA.
THEY'RE THE ONLY ONES THAT HAVE THE ACTUAL AUTHORITY TO RELEASE, UH, AIRPORT PROPERTY FROM OBLIGATION WHERE WE'RE SORT OF, YOU KNOW, STUCK ON THE SIDELINES WITH THEIR TIMELINE AS WELL.
I GUESS MY CURIOSITY IS IF YOU GOT 1500 ACRES SITTING IN AN AIRPORT THAT HADN'T BEEN USED IN 70 YEARS, WHY IS THE FAA SO TERRIBLY HARD TO GET THEM TO RELEASE 50? I MEAN, IT IS ABSOLUTELY INCREDIBLE.
[00:50:01]
GET CONGRESSMAN INVOLVED, WE GET SENATORS INVOLVED AND THE FAA IS JUST KIND OF GOT, THEY'RE STILL STUCK IN THE FORTIES.THERE'S GOING TO BE A BIPLANE COME IN OR SOMETHING.
I'M NOT SURE, BUT IT'S, IT'S INCREDIBLY STUPID TO ME THE WAY THEY OPERATE.
WE, WE ASKED THEM THE SAME THING.
WHAT CAN WE DO? YOU KNOW, US ASKING THE FAA, WHAT CAN WE DO TO MAKE THIS EASIER? IS THERE OTHER QUESTIONS YOU GUYS WANT? DO YOU HAVE A CHECKLIST FOR MAKING THE CHECKLIST, APPLYING WITH THE FAA ORDER? THAT'S ONLINE.
WE'RE DOING EVERY DAY THE ASS, BUT YEAH, WHEN WE GET TO THEM, IT'S KIND OF LIKE, OKAY, IT'S NOT BECAUSE WE KNOW THAT THERE'S A BIG ECONOMIC IMPACT ACTING IT'LL COME AS A RESULT OF THIS.
BUT ESSENTIALLY WHEN IT COMES TO LAND RELEASES, WE ARE IN THE MIDDLE EAST AND WE'RE TRYING TO PRESENT THE BEST PERFECT PAINTED PICTURE, EVEN THOUGH, YOU KNOW, WE'RE BEATING OUR HEADS AGAINST THE WALL, JUST LIKE BEAUTIFUL RESPONSE.
UH, IT IS A CHALLENGE THAT CONTINUING TO SORT OF TRY TO NAVIGATE FOR, BUT EARLY AND OFTEN YOU CAN FIND OUT TWO YEARS AGO, IT WAS A LOT BETTER THAN I KNEW NEW.
AFTER THE POLICE SHOWED THERE.
ANY OTHER QUESTIONS, I HAVE ONE COMMENT.
IF IT WOULD BE HELPFUL FOR YOU BECAUSE YOU REFERENCED IN VERY BROAD GENERALITIES, THE JOB CREATION, ECONOMIC IMPACT OF KELLY FIELD, WE COMPLETED A VERY DETAILED STUDY UNDER A GRANT FROM DOD JUST LAST YEAR THAT REALLY QUANTIFIED BOTH THE EXISTING JOBS, THE EXISTING ECONOMIC IMPACT AND THE FUTURE PLAN FOR KELLY FIELDS.
SO I DON'T KNOW IF YOU'VE SEEN THAT, BUT WE'LL BE GLAD TO SHARE IT WITH YOU.
I MEAN, THAT'S HOW IT WORKS ALL THE TIME HE NEEDS STREET.
HE NEEDS $40 MILLION FOR THE RUNWAY.
SO HE IS SCREAMING
IT'S JUST NOW A PILOT OWNED AIR MOONEY THAT FEELS LIKE OF AN INCREASE IN DEMAND ACROSS THE REGION.
IT'S NOT JUST GOING TO BE COLONEL.
IT'S GOING TO BE A PATH HERE TO BE EVERYWHERE ACROSS THE REGION, JUST WHAT'S HAPPENING IN ONE INDIVIDUAL, WHATEVER.
SO I GUESS YOU'VE GOT TO START ASKING FOR MONEY NOW.
WE'RE ALWAYS, WE ALWAYS ASK FOR, THANK YOU.
SO I THINK ALL WE HAVE LEFT ON THE AGENDA IS TO ANNOUNCE THAT
[8. Next meeting date: Wednesday, May 25, 2022]
THE NEXT MEETING WILL BE MAY 25TH.AND SO WITH THAT, WE'RE ADJOURNED.
