[00:00:08]
COUNCIL GOVERNANCE, REGULAR BOARD OR DIRECTORS MEETING.
TODAY'S WEDNESDAY, MARCH 23RD, 2022.
LET'S CALL THIS MEETING TO ORDER.
YEAH, LUNA PRESENTED TO THE CLERK, KELLY EARLY FOR REPRESENTATIVE MAR COUNSEL INSTEAD OF ALL THEIR WILLIAMS. MR. HOFFMAN FORUM.
DO WE HAVE ANY PUBLIC COMMENTS? ALL RIGHT.
WE'RE HAVING DECLARATIONS CONFLICT INTEREST.
[6. Community Planning for the 2024 Total Eclipse - Dawn Davies, Night Skies Program Manager with Hill Country Alliance ]
ON TO ITEM NUMBER SIX, COMMUNITY PLANNING FOR 2024 TOTAL ECLIPSE WITH GONE DAVIES.JOHN IS THE NEXT GUYS PROGRAM MANAGER WITH HILL COUNTRY ALLIANCE.
I BELIEVE ARE YOU THIS MORNING? GOOD.
THANK YOU SO MUCH FOR HAVING ME.
AND WE'RE HERE TALKING ABOUT SLIGHTLY DIFFERENT STUFF.
THEY'RE TALKING ABOUT A GREAT CLASS.
UM, BUT FIRST OFF I WANT TO EXTEND, THANK YOU TO ALL THE PERMISSIONS, THE WORK YOU'VE DONE A COVID PRESENTLY, ESPECIALLY IN THIS RECENTLY WITH
SO, AS AS MENTIONED, WE'VE GOT SOME ECLIPSES COMING UP THAT YOU MAY NOT BE AWARE OF IN PARTICULAR, IF YOU'VE GOT SOLAR INVESTMENTS AND MEANS YOU GO TO, SO HERE'S A DIAGRAM FOR THOSE OF YOU THAT MIGHT NOT BE EXACTLY FAMILIAR WITH SOLAR FOR HEY ARTISTS FREQUENTLY, AS MOST PEOPLE MIGHT THINK, AND IT HAS VARIOUS POINTS OF CONTACT.
THIS IS INCLUDING THE ONES THAT ARE COMING UP IN 2023 AND 2024 HAD A TOTALITY THAT RANGES ANYWHERE FROM TWO TO FOUR AND A HALF MINUTES, DEPENDING ON WHERE YOU ARE WITH VISIBILITY, THE ENTIRE REPEATS ITSELF OVER TWO AND A HALF HOURS.
SO THIS IS A LARGE AMOUNT OF TIME WHERE WE'RE GOING ALWAYS HAVE
[00:05:01]
A LOT OF PEOPLE THIS TOO.NOW, THE ONE IMPORTANT ISSUE HERE IS MOST PEOPLE WHEN THEY GET AN ECLIPSE, WHEREVER THEY ARE, THEY'RE GOING TO BE ABLE TO SEE IT IN CLASS HAVE VISIBILITY OR A PARTICULAR TOTAL SOLAR ECLIPSE IS ONLY AT MOST, SOMETIMES 50 TO 60 MILES WIDE.
YOU HAVE A CENTRAL LINE, WHICH IS THE OPTIMUM AT HOME.
CAUSE ANOTHER TIME TOTALITY WHERE THE MOON IS COVERING THE SUN AND COMPLETION.
AND THEN YOU'VE GOT THE PASSAGE OF TELE AROUND THAT.
SO AS YOU GET FURTHER AWAY FROM THAT CENTRAL LIGHT, YOU WOULD HAVE LET US ENDLESS TOTAL, UH, TIME TO SEE THE ACTUAL POST ITSELF.
AND THEN ANYONE ON THAT PARTIALITY ZONE, IT'S NOT GOING TO SEE THE FULL EXTENT OF ECLIPSE.
WE'RE GOING TO ENCOUNTER THAT IN 20, 24, PARTICULARLY CUTTING THROUGH MAJOR CITIES LIKE SAN ANTONIO AND AUSTIN OR ANYBODY, AN EAST OF
HMM LET'S SEE, 20, 24, WE HAVE THIS BUILDING.
SO THIS IS WHERE THE MOON IS A LITTLE BIT FURTHER AWAY FROM US.
SO YOU DON'T GET TOLD THAT YOU GET ALL THE RIC FIRE.
SO YOU HAVE THE LOVE OF THE SUN AND A CIRCLE AROUND.
AND AS YOU CAN SEE, IS GOING TO ACTUALLY CUT THROUGH THE BACK OF THE COUNTS.
PA'S THAT 800 REPRESENTS AND ONLY THOSE FALLING ON THAT NORTH, WESTERN EASTERN SIDE OF THAT RED LINE, ARE WE GOING TO HAVE A PARTIAL VIEW OF THIS EVENT? SO THIS IN MANY WAYS, FOR A LOT OF OUR COMMUNITIES, IT IS SORT OF A TEST RUN FOR THE EVENT OF 2024.
THIS WILL BE THE CURRENT PRESSURE SATURDAY.
IT'S A LITTLE BIT MORE CONVENIENT FOR TRAVELERS, BUT AT THE 20 24, 1 IS THE ONE THAT IS THE MOST SUBSTANTIAL.
THIS IS THE ECLIPSE THAT MOST PEOPLE TRAVEL ALL OVER THE WORLD TO SEE.
AND AS YOU CAN TELL FROM THIS RIGHT HERE, MANY, MANY COUNTIES HERE WITHIN THE AECOM AREA THAT ARE GOING TO SEE IT AS YOU LOOK, YOU KNOW, VERY WELL PORTION, RIGHT BELOW BEAR COUNTY.
IN FACT, MOST DOWNTOWN SAN ANTONIO, IT'S NOT GOING TO GET TO SEE IT.
YOU GET SHREDDED FOR HAVING TO KERRVILLE.
YOU'RE GOING TO GET TO THAT CENTRAL LINE OF TOTALITY, WHICH AT THE MOST, WE OBVIOUSLY GOT FOUR AND A HALF MINUTES OF COMPLETE BLACK DARKNESS.
SO HERE ARE SOME OF THE GENERAL COMMUNITIES AND YOU CAN SEE THEM ALSO POINTED OUT ON THE RED DOTS AND THEIR PROXIMITY TO THAT TOTAL CENTER LINE.
SO IF YOU'RE IN COMFORT UP FOUR MINUTES, 11 SECONDS IN REALITY, IF YOU'RE IN LONDON AT 16 SECONDS.
SO THAT IS REALLY EASY TO FIND WHERE THE VAST MAJORITY CONGREGATES, BUT IT DOES CAUSE A LOT OF OPPORTUNITY AND A LOT OF POSSIBILITY FOR ACHIEVEMENTS.
THERE IS A LOT OF SCIENTIFIC WORK THAT ACTUALLY CANNOT BE DONE IN NORMAL CIRCUMSTANCES AND THE LIFE OF THE SPECIFICALLY ON THE OCCURRENCES OF TOTAL SOLAR ECLIPSES, WHETHER IT'S STUDYING CAPSULE, KUBOTA OF THE SUN, THAT'S TOTALLY CLIFFS ON THE NATURAL ENVIRONMENT.
UM, EITHER RESEARCH DONE IN THE ISLANDS HERE, CAN'T BE DONE IN THIS WEIRD GAME CIRCUMSTANCE OF EIGHT HOLES, SORT OF THIS, BUT THIS IS A HUGE OPPORTUNITY TO OPTIMIZE ON SORT OF TOURISM, WHICH IS BECOMING A MUCH MORE COMMON METHOD OF TOURISM AND OUR COMMUNITIES.
IT'S AN OPPORTUNITY OR A BUILD UP JUST TRYING TO JUST APPEAL HISTORY, APRIL 8TH, 2024.
SO THAT ON MONDAY IT SAYS IT WILL BE IN SECTION, BUT ALSO DURING THE HEIGHT OF OUR SEASON PEAK OF OUR BIRD MIGRATION.
SO PEOPLE WHO ARE LOOKING TO A TOTAL SOLAR ECLIPSE OR BOY WHO WANTS TO COME TO THOSE PEOPLE THAT DO TRAVEL FOR FULL SILICOSIS, TRIED TO DO SO WHEN THEY KNOW IT'S GOING TO BE IN A REGION THAT COULD ANYTHING CLOUD OVER, THERE'S AT LEAST MORE THAT THEY CAN KICK OFF.
THAT'S DEFINITELY WHAT WE SEE IN OUR OWN COUNTRY.
THERE'S ALSO A LOT OF UNCERTAINTIES AND CHALLENGES THAT I KNOW HAVE THE OPPORTUNITY TO EXPERIENCE THE 2017 ECLIPSE AND CATHERINE.
AND WHEN THAT PAIN, A LOT OF PREPARATION, AS FAR AS NEEDING TO HAVE A SORT OF WATER, EXTRA FOOD WITH ME, I DID TRAVEL, WHICH 10 EXTRA FUEL I EXPERIENCED A LEVEL OF TRAFFIC THAT I HAVE NOT EXPERIENCED.
EVEN THE HEIGHT OF RUSH HOUR TRAFFIC IN LOS ANGELES ON THE FRIDAY, AND TOOK ME TO SHINE AS 200 MILES.
SO THAT WOULD BE IF YOU LEFT RIGHT NOW TAKING NINE HOURS AT ABOUT 15 MILES AN HOUR.
[00:10:02]
SO IN 2017, THE EXPERIENCE, VERY SIMILAR CLIPS THAT CUT ACROSS VAST MAJORITY OF THE UNITED STATES, ALL OF THESE CITIES LISTED.HE STATES IN HIS FAMILY, ALONG WITH THE POPULATION AND THE APPROXIMATE POPULATION INCREASE EXPERIENCED DURING THAT ECLIPSE, YOU CAN PRETTY MUCH ESTIMATE THAT WHEREVER YOU ARE ON THAT PATH OF TOTALITY, IF YOU WERE IN A CITY, YOUR POPULATION IS GOING TO DOUBLE.
IF YOU'RE IN A COUNTY, THAT POPULATION WENT TO TRIPLE OR HAS THE, FOR EXAMPLE, FOR THE COUNTY, BLANDO AT 26,000 PEOPLE.
SO OUR COUNTY ON THE CENTER LINE IN 2013 HAD INCREASED 60,000 ADDITIONAL PEOPLE.
SO THIS IS WHY THERE ARE THOSE OF US WHO'VE BEEN MEETING FOR OVER A YEAR TO PLAN AND TO DISCUSS THIS.
AND IT HAS ATTACHED TO HAS CREATED A PORTAL AS AN OPPORTUNITY TO GAIN INFORMATION AND LEARN MORE ABOUT ECLIPSE IN GENERAL, HOW THESE ECLIPSES ARE GOING TO AFFECT US.
PARTICULARLY WE HAVE A SERIES OF RESOURCES THAT INCLUDE SITES OF COMMUNITIES AND COUNTIES THAT HAVE ALREADY DEVELOPED EACH FLIP CENTRIC PAGES.
SOME PAST EXPERIENCES, VACATION CARBONDALE, ILLINOIS IS ON THE CENTRAL LINE IN 2017.
AND THEY SHARED WITH US THEIR VISION AND PAYING THAT WERE VERY BENEFICIAL, LIKE SUCH PRIDE AND RESOURCE WE HAVE AVAILABLE.
IS IT THE POST HARVEST THAT A LOT OF OUR COMMUNITIES ARE USING TO DETERMINE WHO THEY NEED TO BE PROGRAMMED WITH.
IT WASN'T A YEAR, BUT IT'S THINKING WITH YOUR LOCAL TRANSPORTATION AGENCIES, FIRE, POLICE, EMS, OR A POTTY COMPANIES, THERE ARE A LOT OF PEOPLE THAT ARE GOING TO BE NOT ONLY MAXIMIZING THE POTENTIAL FOR EVENTS WITHIN THEIR COMMUNITY, BUT ALSO GROWING THAT CENTER.
THEY CAN MAKE A QUICK BUCK BY LEAVING THEIR BE OPEN, MAYBE 10, 15, $20 RULE, OR UNTIL THEY'LL ASK US, WHAT DO WE DO? WHAT DO WE DO WHILE THEY'RE THERE? HOW DO WE MITIGATE TRAFFIC ACCIDENTS FUEL? WHAT HAPPENS IF IT SHOULDN'T CLOUD OVER ON THAT DAY, ON THAT? WE'VE NEVER SEEN PEOPLE THAT HAVE TRAVELED TO LOVE THE FUTURE PRIOR TO
SO AS THAT WE FORMED THESE QUARTERLY BROWN PEOPLE MEETINGS, WEEKLY MEETINGS IN SEPTEMBER OF 2020, WE MEET ON A QUARTERLY BASIS PROJECTED THE TOPICS OF THE UPCOMING MEETINGS WE'RE HAVING.
OUR NEXT ONE IS NEXT MONTH, APRIL 19TH, WHERE WE'RE GOING TO BE TALKING WITH THEIR BUDGET PLANNING, BUT DEPENDING FOR THE 2023 YEAR FOR THE 20, 24 YEAR, UH, ON A LARGER SCALE BUDGET PLANNING DURING THE TEXAS LEGISLATURE, A LOT OF THINGS THAT WE NEED TO TAKE INTO CONSIDERATION RIGHT NOW, WE GOT PARTICIPATION, ALMOST 18 COUNTIES.
THESE ARE PATTIES THAT HAVE ALREADY FORMED.
THEIR TASKFORCES ARE IN THE PROCESS OF DOING SO AND LEADING INDEPENDENTLY.
AND THEN WE ALL COME TOGETHER TO BRAINSTORM, ASK QUESTIONS, DIG FURTHER IN WHAT COMMUNITIES MAYBE HAVE AND WHERE COMMUNITIES ARE TELLING IT.
THINGS LIKE PUBLIC RELATIONS WORK WITH HOSPITALITY, FOOD INDUSTRIES, AND ALL THE OTHER VARIOUS PARTNERS THAT ARE NECESSARY TO GO TO THIS LARGE ENDEAVOR.
AS WE GET INTO OCTOBER OF THIS YEAR, WE'LL ACTUALLY BE QUARTERLY BUY MONTHLY BASIS TO DISCUSS MORE FINER DETAILS, PONY AND SPECIFIC AREAS WHERE WE NEED ASSISTANCE.
BUT THE THING I REALLY WANT TO IMPRESS IS JUST HOW LARGE THIS EVENT IS GOING TO BE.
PARTICULARLY AT 2024, THE TREMENDOUS BENEFITS THAT CAN COME FROM IT.
THAT'S LOCAL, REGIONAL AND NATIONAL ATTENTION, BUT ALSO PLANNING THAT NEEDS TO BE DONE AND YOU TO START YESTERDAY, IT HAS NOT BEEN STARTED ALREADY.
SO I'M HAPPY TO TAKE ANY QUESTIONS.
I DIDN'T WANT TO SAY THAT I HAVE, I HAVE A COLLEAGUE IN NEBRASKA IN HOMESTEAD NATIONAL PARK.
HE WAS A SUPERINTENDENT THERE AND THEY WENT THROUGH THIS SHIT.
I MEAN, IT'S, HE SAID, IT'S JUST UNBELIEVABLE.
IN FACT, HE HAS A LITTLE BOOK THAT HE WROTE THE BUYER, THE FLOODS PICTURE, INSTEAD OF THE EXIT OF ALL THE PEOPLE, THAT'S JUST AS MUCH AS THEM COMING IN.
YOU SAID IT ONCE THEY'RE THERE, THAT'S GOING TO GET, THEY COME
[00:15:01]
IN AND YOU KNOW, A COUPLE OF WEEKS PERIOD, BUT HE SAYS, ONCE IT'S GONE, THEY ALL WANT TO LEAVE.A LOT OF OUR COMMUNITIES TOO SKINNY THAT'S BEYOND THE EXIST PERIOD TO HELP STAGGER THAT THE EXITED THIS YEAR.
SO HE'D BE AN EXCELLENT RESOURCE IS HE'S OFFERED HIMSELF TO, TO BE AVAILABLE.
THIS IS THE THING, YOU KNOW, PRIOR TO 2017, WE HAVEN'T HAD A POLITICALLY ACROSS THE UNITED STATES INTO THE UNITED STATES FOR FOUR YEARS.
YOU'RE NOT GOING TO SEE ANOTHER ONE IN, YOU KNOW, EVEN IN THE UNITED STATES.
I THINK THE NEXT ONE TOUCHING DOWN IS IN 2050 TO A SMALL PORTION OF FLORIDA, WE'RE NOT GOING TO SEE WHAT THE PROSECUTION UNITED STATES WERE COMING FORWARD, YOUR TEXAS UNTIL WELL, AFTER THE 20% AND JUST SAID, BE PREPARED AS YOU SAID, THIS, THIS, THIS IS NO JOKE.
AND THE LINE OF TOTALITY PASSES THROUGH VANDERPOOL SO LOTS OF NAPLES, ONE OF OUR FATHERS, HE PARKS NOT I'M FROM FREDERICKSBURG AREA.
SO IT'S GOING TO BE THE HOTELS THAT HAVE OPENED ARE ALREADY SOLD IT FOR BOOKING, I MEAN, CAMP BROWN, AND THEN THAT'S IT MAINLY, COULD WE GET, UM, UH, A COPY OF THIS? OKAY.
TO SEND THAT OUT BECAUSE I'LL BE GLAD TO SEND THAT OUT, MAKE SOME PRESENTATIONS WITH THE CITY OFFICER.
I KNOW STEPHANIE, YOU GUYS HAVE PUT A LOT OF EFFORT INTO THIS WHEN I REALLY, I REALLY PERSONALLY APPRECIATE THE FACT I'VE BEEN, I'VE BEEN THINKING ABOUT LUNCH THIS MORNING.
SO, SO YOU GUYS ARE REALLY, REALLY JUST, YOU HAVE REALLY OPENED UP THE WORLD OF ECLIPSE TO ME THIS MORNING.
SO I REALLY, REALLY APPRECIATE THAT.
BUT IN ALL SERIOUSNESS, THE FACT THAT THE COMMUNITIES, SMALL COMMUNITIES THAT ARE IN THAT BELT ARE REALLY, REALLY GOING TO BE AFFECTED AND REALLY NEED TO PAY ATTENTION.
I REALLY APPRECIATE THIS CROWD KNOWING ABOUT THAT.
THANK YOU FOR THAT, MS. WRATH, I DON'T REMEMBER SEVEN

THIS ITEM IS SEEKING TO CONTINUATION PHASE TWO PROJECT ON THE APPROVED BY THE REGIONAL BIRTH PARENTS ADVISORY COMMITTEE.
ON MARCH 16TH, THERE WAS DUE TO THE OFFICE OF THE GOVERNOR AND HOMELAND SECURITY DIVISION ON MARCH 18TH.
THIS PROJECT WILL PURCHASE COMMUNICATION TOWER.
UPGRADE EQUIPMENT COMES WITH MOTOROLA SOLUTIONS WITH D I R I C Y 3 MILLION IN EXISTING LAND MOBILE RADIO SITES IN AS OPPOSED TO OURS IN KENDALL COUNTY, THIS PROJECT WILL BE SUPPORTED BY AN EXISTING, NO PASTA MOU BETWEEN EIGHTH AUDIT TEXTS THAT WAS INITIATED FOR PHASE ONE OF THIS PROJECT OR THIS BOARD APPROVED AND SIGNED THE MOU IN DECEMBER OF 2020 ON THIS PARTNERSHIP AS SIDE INSTALLS THE EQUIPMENT COSTS AND CAN CONNEXT CONNECTS THE RADIO CHANNELS TO THE GREATER TRAVIS COUNTY REGIONAL RADIO SYSTEM AND THE GPS GPS OR RADIO COMMUNICATION PORT ORDER TO EXPAND THE COMMUNITY DUTY ISSUE.
UM, THE GRANT SEPTEMBER 1ST, 2022 THROUGH AUGUST 31ST, 2024, THE PROPOSED RESOLUTION AND REQUEST FOR APPLICATION ATTACHED IS ATTACHED TO THE SCIENCE.
IF FUNDED THE AMENDMENT, THEY HAVE 2022 BUDGET WILL BE NEEDED BECAUSE WHAT DID IT TAKE A QUICK MOMENT TO EXPLAIN, ALTHOUGH THE FUNDING, YOU KNOW, THE PROJECT WILL END 2024, OUR REGIONAL EMERGENCY PREPAREDNESS ADVISORY COMMITTEE AND OUR INTEROFFICE SUBCOMMITTEE ARE VERY, THEY'VE ALREADY BEEN IN CONTACT WITH MOTOROLA.
THERE WAS A LOT OF DISCUSSION IN THE LAST FIRST PHASE ABOUT THE DELAY OF THE EQUIPMENT FOR MOTOROLA, BUT WE VERIFIED TO HAVE THE EQUIPMENT NOW, WHICH IS WHY OUR PROPOSAL JUST TO MAKE THE PURCHASE.
THEY GET IT DONE TO REALLY PROVE THE RADIO COMMUNICATIONS IN THE, SO THIS IS A REALLY HUGE EFFORT AND I COMMAND MY INTERRUPTS SUBCOMMITTEE, RUBBER ALBUM WITH
[00:50:01]
ALL ART.WE HAVE A LOT OF THE WORK, UM, IN THE PHASE ONE, JUST AS A REMINDER, IT PUT THE IMITATION WITH EQUIPMENT WE'RE GOING TO WANT MEDINA.
UM, THERE IS A SECOND POINT DISTRICT WHERE COMMUNICATION IS GOING INTO THAT AIR HORMEL OR IN GUADALUPE.
SO IT'S REALLY TYING TOGETHER.
AND IN YOUR FUTURE, HAVING THEM COME DO A PRESENTATION, IF YOU CAN TOLERATE REAL TALK, THEN REALLY HELPS.
IT'S NOT UNTIL YOU HAVE AN EVENT WHERE FIRST RESPONDERS ARE LOSING COMMUNICATION THAT GOES ACROSS COUNTY LINES THAT YOU REALLY THINK ABOUT THIS STUFF.
SO, SO I REALLY, I REALLY APPRECIATE THE SUPPORT ON THESE PROJECTS.
UM, WE ARE NOT SURE IF THERE'S GOING TO BE A PHASE THREE, BUT WE'RE IN DISCUSSION, RIGHT? WE'LL TAKE ANY QUESTIONS.
WELL, THIS WILL LIST IT ALL TIE INTO THE, UM, THE COUNTY'S, UH, 9 1 1 SYSTEM ALSO.
THE RADIO CHANNELS ARE ALREADY CURRENTLY IN, IN BEAR COUNTY AND, UH, THAT TIES IN INTO THE NINE 11 DISTRICT.
AND SO WHAT WE'RE DOING IS, IS PUTTING THE EQUIPMENT AND OTHER AREAS OF A COP TO BE ABLE TO TIE TO THEM.
SO CURRENTLY THE PHASE, THE PHASE ONE COUNSELOR TIED IN AND THEN PHASE TWO COUNTIES WILL BE TIED IN AS WELL.
UM, THIS IS THE FIRST TIME I'VE LOOKED AT THIS, SHAWN, YOU KNOW, WE, WE DO A LOT OF WORK AT BEAR METRO, UH, WITH RADIO SYSTEMS AND OTHER STUFF.
AND THOSE THAT HAVE BEEN THROUGH THAT FOR SETTLING AND I HAVE TWO BOARD MEMBERS HERE, UH, OUR DELI ON AND JUDGE CROUSEY, BUT I WANT TO BE SURE THAT WHATEVER WE'RE, WHATEVER WE'RE DOING, THAT WE MAKE SURE THAT THIS WORKS FOR EVERYBODY BECAUSE WE CAN GET OUT ON AN ISLAND AND CERTAIN COUNTIES CAN BE OUT THERE BY THEMSELVES AND NOT BE ABLE TO, UH, NOT, NOT TO BE ABLE TO HAVE THE RIGHT EQUIPMENT AND ET CETERA.
SO THERE'S A LOT OF MOVEMENT IN NICHE.
I KNOW THE, THE CITY, THE COUNTY'S RADIO SYSTEM, THEY'RE LOOKING AT ALL OF THAT.
IT'S A VERY, VERY EXPENSIVE, COSTLY SYSTEM.
AND SO, UH, COUNCILMAN PERRY, UH, I JUST, UH, WHEN I LOOK AT THIS STUFF, UH, HAVE YOU TALKED TO OUR PEOPLE AT BEAR METRO AT ALL? YEAH.
SO NOTHING I'LL HER AS WELL BY NEXT WEEK WE GOT IN THE ROOM AND WE DISCUSSED IT.
UH, WE IT'S OUR CLIENTS, THE MAIN HUB WE WERE ALWAYS TRYING TO CONNECT YOU FOR THE PAST MANY YEARS HAS BEEN WITH THESE LOCATED, UH, METRO AREA.
SO YES, WE WERE IN, I DO HAVE A PRESENTATION FROM THE STUFF COMMUNITY THAT I CAN SHARE WITH YOU SPECIFICALLY, LIKE RESEARCH OR I COULD GET BACK WITH YOU IN TERMS OF WHO THEY, WHO THEY'VE TALKED TO.
WHO'S IN THAT MEETING GROUP WITH TEXTILE PARTNERS.
AND I, I'M NOT, UM, I'M NOT OPPOSED.
I JUST WANT TO MAKE SURE THAT WHEN WE'RE SPENDING MONEY, THAT WE'RE SPENDING THE RIGHT MONEY, I'VE BEEN THROUGH THIS FOR 25 YEARS, MORE, 30 PLUS YEARS NOW WITH RADIO SYSTEMS AND ALL THIS OTHER STUFF THAT WE'RE TALKING ABOUT, SHOW, I JUST WANTED TO BE DARN SURE THAT WE'RE, WE'RE DOING, UH, WHAT WE NEED TO DO.
THE ENEMY IS NOT GOING TO COME BY VERY OFTEN AND WE REALLY NEED TO TAKE ADVANTAGE OF IT FOR OUR REGION AND MAKE SURE THAT WE ARE DOING IT CORRECTLY.
UM, SO YES, I'M ALL FOR THAT, BUT WE'LL MAKE THE CONNECTION AND I'LL, I'LL GET THAT INFORMATION TO YOU.
WE'LL HAVE FURTHER DISCUSSIONS WITH YOU TO, OKAY.
AND I'LL, I'LL TALK TO BRETT SCHNEIDER THAT WORKS FOR ME AT BEAR METRO BECAUSE OUR THREE AREAS ARE BARRICK, WATERLOO BEING COMO.
I JUST WANT HIM TO BE SURE THAT WE'RE OKAY.
I'LL SEND INFORMATION DIRECTLY TO THEM.
I HAVE THEIR, THEIR INFORMATION.
THANK YOU FOR YOUR GOOD WORK MOVE APPROVAL.
UH, WE'VE GOT A MOTION BY MR. HASLACKER.
SECOND ABOUT JUDGE HURLEY, AND I BELIEVE WE HAVE MORE QUESTIONS.
I JUST, JUST GOT A COMMENT, THIS, THIS BUSINESS OF RATIFYING CONTRACTS, YOU KNOW, THAT'S NOT THE WAY TO DO BUSINESS.
AND I KNOW THIS WAS FORCED UPON US BY THE STATE.
UM, YOU KNOW, THEY NEED TO LOOK AT TIMELINES ALSO AND MAKING SURE THAT, YOU KNOW, WE'RE ABLE TO DO OUR BUSINESS INSTEAD OF FORCING SOMETHING DOWN THAT TAKES A TWO DAY TURNAROUND.
AND WE SHOULDN'T BE DOING BUSINESS THAT WAY.
AND, UH, I'LL, UH, I NEED TO KNOW WHERE THIS CAME FROM.
CAUSE I'LL, I'LL BE HAPPY TO TALK TO THEM ALSO, THIS THAT'S NOT THE WAY TO RUN A BUSINESS ON A TWO DAY TURNAROUND
[00:55:01]
WHERE WE HAVE TO RATIFY CONTRACTS.AND, AND CC ME ON THAT INFORMATION AS WELL TO, UH, MR. HAS WALKER.
ALL IN FAVOR, ANY OPPOSED MOTION AND RESOLUTION CARE.
[20. Consider and act upon the recommendation to release a Request for Proposals (RFP) for nutrition providers and execute contracts with selected providers. This item does not require a budget amendment. - Jo Ann Tobias-Molina]
CONSIDER AN ACT UPON RECOMMENDATION TO RULE.LEASE A REQUEST FOR PROPOSALS FOR NUTRITION PROVIDERS AND EX EXECUTE CONTRACTS WITH SELECTED PROVIDERS.
UH, THIS ITEM, UH, DOES NOT REQUIRE A BUDGET AMENDMENT, MS. TOBIAS MOLINA.
MY NAME IS JOANNE AKALAITIS, JUANITA PROGRAMS DIRECTOR, AND THE AREA AGENCY ON AGING IS REQUESTING FROM CONTRACTORS TO PROVIDE THE NUTRITION SERVICES.
THESE NUTRITION SERVICES INCLUDED BOTH HOME DELIVERED MEALS, AS WELL AS CONGREGANT MEALS TO SUPPORT OUR OLDER ADULTS.
ONE OF THE CONGREGATE MEALS TO ENHANCE THE QUALITY, NOT ONLY IS THE NUTRITIOUS MEAL, BUT ALSO REDUCING SOCIAL ISOLATION BY OFFERING VACATION WHERE THEY CAN GO AND SOCIALIZE.
SO STAFF ARE RECOMMENDING THE AUTHORIZATION OF THE EXECUTIVE DIRECTOR TO RELEASE AN RFP AND EXECUTE CONTRACTS WITH DATES SELECTED AND YOU'RE SPREADING NUTRITION SERVICES.
IS THERE A DOLLAR AMOUNT? AM I MISSING THE TOTAL BUDGET OR THE RFP IS APPROXIMATELY $4 MILLION OVER THE TWO YEAR PERIOD.
THE RFP WILL REQUEST CONTRACTS WITH TIME.
THAT STARTED OCTOBER 1ST, 2022, AND GO UNTIL SEPTEMBER 30TH, 2024.
SO APPROXIMATELY $4 MILLION, IF I CAN ELABORATE.
UH, AND THANK YOU, MAYOR DENNIS.
SO WE CAN CLARIFY THAT IS A LARGE NUMBER OF NUTRITION PROVIDERS BECAUSE WE HAVE SEVERAL WITHIN BEAR COUNTY.
WE HAVE SEVERAL INCOME OWL, UM, UH, MEDINA COUNTY CURB, UH, EACH COUNTY HAS THEIR OWN.
AND SO UNTIL WE GET THEIR PROPOSAL AND WE DON'T KNOW THE EXACT AMOUNT FOR EACH PROVIDER, WE JUST KNOW THE CONQUERED AMOUNT THAT'S IN OUR CONTRACT FROM THE STATE.
SO UNTIL WE GET THOSE INDIVIDUAL PROPOSALS, WE'RE NOT EXACTLY SURE WHAT THEY'RE GOING TO CHARGE PER MEAL.
WE CERTAINLY CAN BRING BACK THE LIST OF CONTRACTS, UH, FOR Y'ALL'S CONSIDERATION SEPARATELY AFTER THE RFP IS RELEASED.
UH, WE CAN CERTAINLY BRING THE CONTRACTS BACK WITH THE SPECIFIC AMOUNT AT THE NEXT TIME.
SO WE COULD, IF WE COULD JUST HAVE APPROVAL TO RELEASE THE RFP, WE'D BE HAPPY TO DO THAT.
MOST MY JUDGE, SHEWHART SECOND BY JUDGE JACKSON AND DISCUSSION.
IS THERE A CAP ACCOUNT WE PAY? YES, SIR.
FOR THE HOME DELIVERED MEAL, IT DEPENDS IF THEY HAVE ALL THE TIME, HAVE PLENTY CONTRACTS SO THAT WE CAN ON THE TOTAL IT'S FIVE 30 MONTH SENTENCE PER DEAL, UH, FOR THIS YEAR.
AND WE EXPECT THAT IT WILL PROBABLY BE THE SAME.
AND THEN ALSO IT'S GOING TO DEPEND ON WHAT THE INDIVIDUAL CONTRACTORS AT THE BACK THAT'S CALLED A UNIFORM RATE CITY BOOK, WHERE THEY VENDOR IT, TELL US EXACTLY WHAT IT COSTS THEM TO PROVIDE THAT VIEW AND THEN OUR PROCESS.
SO WE HAVE A GREAT, I BELIEVE WITH THAT, BUT AGAIN, ONCE WE HAD THE FOOD VENDORS, ALL RIGHT, GOOD MOTION OR SECOND, ANY OTHER DISCUSSION HEARING? NONE.
ALL IN FAVOR, ANY OPPOSED MOTION CARRIES.
[21. Annual Conflict of Interest Statements - Cliff Herberg]
INTEREST STATEMENTS, MR. HARPER, AND YOUR GENERAL COUNSEL, AS WELL AS THE SENIOR DIRECTOR HERE.AND IF YOU ALSO MET KNOW, UM, OUR VARIOUS CONTRACTS, BUT OUR FUNDING SOURCES FOR PREPARATION.
[01:00:05]
AND SO IF YOU CAME IN THIS MORNING TO SUSIE WAS ABLE TO GET YOU, SHE SHOULD HAVE GIVEN YOU SHOULD HAVE RECEIVED YOUR FORM, YOUR SIGNATURE, UH, DOC, UH, YOU GUYS GET HER CHEETAH HERE UPFRONT WITH HER SO THAT SHE CAN SIGN THOSEWE TRIED TO, WE HAVE SEVERAL AGENCIES CONSOLIDATE OUR FUNDINGS.
WHERE'S THIS EXCEPT FOR HHSC, BUT ESSENTIALLY, SO ONCE AGAIN YOU MAY HAVE, OR IF YOU HAVE ANY ISSUES ABOUT CONFLICT OR POTENTIAL CONFLICT, OTHERWISE WE DON'T NEED TO TAKE ACTION.
[22. Consider and act upon the recommendation from the Regional Emergency Preparedness Advisory Committee (REPAC) to ratify the submission of FY2023 regional funding allocations due to the Office of the Governor on March 15th. This item will not require an amendment to the FY2022 budget. - Marcela Medina]
CONSIDER AN ACT UPON RECOMMENDATION FOR THE REGIONAL EMERGENCY PREPAREDNESS ADVISORY COMMITTEE REPACK TO RATIFY THE SUBMISSION OF FYI 2023 REASONABLE FUNDING ALLOCATIONS DUE TO THE OFFICE OF GOVERNOR ON MARCH 15TH.THIS ITEM WILL NOT REQUIRE AN AMENDMENT TO THE FYI 22, BUT MARCELLA, GOOD MORNING.
AGAIN TO ME YET, I WILL EXPLAIN THE RATIFICATION IS THIS YEAR, THE OFFICER, THE GOVERNOR HOMELAND SECURITY GRANTS DIVISION OF THE UPPED, THE DUE DATE FROM MARCH 30TH TO MARCH 15TH, WHICH ACQUIRED THAT CAUSED US TO, TO SUBMIT IT EARLY.
UM, AT THIS POINT, YOU KNOW, WE HAVE A PRETTY, A PRETTY GOOD SCHEDULE LOCKED DOWN WITH THESE ALLOCATIONS.
SO OUR COMMITTEE ACTUALLY MET, UH, FEBRUARY 16TH TO RANK AND REVIEW THOSE.
SO SOME OF THE CHALLENGES WE HAVE THIS YEAR, UM, IS RECEIVING $2.8 MILLION IN REQUESTS THROUGH THE GRANT REVIEW PROCESS.
BUT WE HAD, WAS ABLE TO PAIR THOSE OF THE APPLICANTS WHO MIGHT HAVE THEIR ROLE TO REDUCE THEIR APPLICATIONS.
AND THEY REDUCED DOWN TO 1.8, AS YOU CAN SEE, THE REGIONAL ALLOCATION THAT WE WERE EXPECTED TO RECEIVE IS 1.2 MILLION.
SO WE HAD SOME ADDITIONAL APPLICATIONS THAT YOU'LL SEE AT THE END OF THE RIGHT LIST THAT DID NOT MEET THE SUBMISSION DEADLINE IN THE GRANTS.
UM, AND THIS IS THE STRAC APPLICATIONS WHILE WORKING AS A, AS A REGION IN PARTNERSHIP WITH THEM, SINCE THOSE APPLICATIONS ARE SO IMPORTANT AND VITAL TO OUR REGION, TO TRY TO SEE WHAT WE COULD DO TO A LOT OF THOSE IN OTHER AREAS, UM, THE SAN ANTONIO OFFICE OF EMERGENCY MANAGEMENT, UH, THROUGH THE SAN ANTONIO AREA SECURITY LASSI IS TRYING TO SEE WHAT THEY CAN DO TO BLEND AS WELL, TO GET A SUMMER MONEY.
SO, UM, AT THIS POINT, UM, WE SUBMITTED TO THE DEADLINE.
WE DO HAVE A CURRENT, UM, RIGHT, WHICH A LOT OF PEOPLE WANT TO KNOW HOW MANY ALLOCATIONS, UM, WITH THE 1.2 MILLION WERE ANTICIPATING WITH FUNDING ONE THROUGH NINE WITH NUMBER 10, PROCEEDED, PARTIAL FUNDING.
I CAN BE HONEST THAT I HATE PERCENT OF THE TIME.
UM, THE, ALSO THE GOVERNOR HEARTSTRINGS GRANTS DIVISION NEEDS TO JUMP RING JUST ON THESE.
AND IT'S BASED OFF OF A LOT OF, BUT PRIMARILY IT'S BASED OFF OF THE FEMALE REQUIREMENTS TO FIND FUND CERTAIN PROJECTS THAT WILL BENEFIT CERTAIN CORE CAPABILITIES.
SO THE ONES THAT PEOPLE LIKE TO KNOW, LIKE, BUT THE CHANCES ARE THEY ARE GOING TO JUMP RIGHT.
IN OTHER THING IS, AS I MENTIONED THAT THE SAN ANTONIO, YOU ASKED YOU TO REVIEW AND BRASS DOWN, THEY'VE ALREADY LOOKED AT THE LIST AND THEY ARE GOING TO TRY TO COLLECT SOME INITIATIVES AS WELL IN OTHER COUNTIES.
SO, UH, WERE YOU BORN TO SEE WHAT THEY CAN NOT WITH THAT? UM, AT THIS POINT, UM, YOU KNOW, THE FUNDING DECISIONS WE'LL MEET WITH, UM, THE OFFICE OF THE GOVERNOR IN MAY, SOMETIME THEY WILL COORDINATE RELEASE NOTIFICATION.
SO CAN YOU PUT THIS A LITTLE BIT OF HEADS UP OF WHO'S GOING TO BE FUNDED? IT WAS TIME THERE WAS AN INCREASE IN FUNDING OR OUR REGION.
THAT'S WHY THEY ASKED FOR IT REALLY, BECAUSE THIS IS FUNDING AMOUNT THAT WE GET IS HOT PARK, A THOUSAND DOLLARS LESS THAN WHAT WE RECEIVED LAST YEAR.
SO WHAT THE 1.2, IT'S A REAL STRETCH IF THEY WANTED TO FIND OTHER, OTHER PROJECTS AND OTHER ISSUES AS WELL.
SO IT WAS A BIT OF A CHALLENGE FOR EVERYBODY ALL AROUND.
[01:05:01]
UM, SO THE LIST IS PRETTY THOROUGH.DOES HAVE EVERYBODY IN THEIR FAVORABLE CONDITION.
UM, IF YOU HAVE ANY QUESTIONS SPECIFIC TO THE PRACTICE ON BEHIND THE ANSWER, I ASKED HER PAST TWO DAYS.
AND I LIVE ALRIGHT, I'LL ENTERTAIN A MOTION TO APPROVE MOTION BY MS. BUCKNER.
LIKE MY GREGORY, UM, ANY DISCUSSION HEARING? NONE ALL IN FAVOR.
[23. Consider and act upon the recommendation from the Resource Recovery Committee (RRC) regarding the Texas Commission on Environmental Quality (TCEQ) FY 2023 Solid Waste Pass-Through Grants in the amount of $175,000. This item does not require a budget amendment. - Claudia Mora]
23, CONSIDERING AN ACT UPON RECOMMENDATION FOR THE RESOURCE RECOVERY COMMITTEE REGARDING THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY FYI, 2023 SOLID WASTE PASSWORD GRANT TO THE AMOUNT OF $175,000.THIS ITEM DOES NOT REQUIRE A BUDGET AMENDMENT.
MS. MODA, MR. CHAIRMAN AND BOARD MEMBERS POLICY $7,820 TO OPERATE THE ALAMO AREAS, CONDITIONAL SOLID WASTE MANAGEMENT PROGRAM.
AND THIS WAS FOR THE FYI 2020 TO 2023 PLAN, APPROXIMATELY $350,000 OF THAT MONEY OR $175,000 PER YEAR SUPPORTS THE TWO, YOUR IMPLEMENTATION BUDGET FOR THE PASSENGER GRANTS AT THE DECEMBER BOARD MEETING, THE BOARD APPROVED THE PROJECT FUNDING FOR THE
HE TALKS TO ANOTHER DRC
I FELT LIKE APPLICATIONS WERE RECEIVED OR WORKING FOR FUNDING OR APPROVED FOR FULL FUNDING.
AND ONE WAS APPROVED ARE THESE APPLICATIONS.
AND I MADE RECOMMENDATIONS AGAIN, ONLY FOR AT POINT 2023.
THIS ITEM DOES NOT REQUIRE A BUDGET AMENDMENT
WHEN WE START DOING WORK ON BUDGETS, WHEN WE SURVEY THEIR COMMITTEE RECOMMENDS APPROVAL OF THE FUNDING RECOMMENDATION FOR FIVE PROJECTS FOR FYI 2023, TO BE SUBMITTED TO TCQ, I WOULD BE HAPPY TO ANSWER ANY QUESTIONS, ENTERTAIN A MOTION TO APPROVE.
SO MOVE A MOTION BY COMMISSIONER WELL-WRITTEN SO I CAN BUY SHOE HARD.
ANY DISCUSSION HEARING NONE ALL IN FAVOR, ANY OPPOSED MOTION CARRIES.
[24. Next meeting is scheduled for Wednesday, April 27, 2022 at 10:00 a.m. at AACOG.]
